  4. Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
  5. The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
  6. The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).

Sofar US sources have failed to confirm the conflicting reports of Justus Majyambere's arrest and release.
A blog claims to have spoken to Justus Majyambere at his home in Kigali who said:
"he went to the US and returned safely and had not been stopped by anyone while in Amsterdam, Detroit or Kansas."
That means both the US and The Netherlands could have possibly failed to honor a red notice, provisional arrest request, or extradition request.

This story is getting really interesting considing that Wikileaks of US Embassy cables make it clear failure to honor a red notice in this case would be considered a serious problem.

Justus Majyambere is not only one of the 40 Rwandan officers sought by Spanish justice, in addition he is also one of the 15 that are wanted for the murder of nine Spanish citizens. This means that if the US failed to honor a red notice in this case, it could have serious repercussions:

"Fifteen of the forty indictees (#'s 3, 5, 6, 8, 11, 12, 13, 14, 15, 16, 17, 19, 23, 24, 29) are wanted for the murder of the nine Spanish citizens." "It would be a serious problem if the USG failed to honor a red notice, provisional arrest request, or extradition request for one of the 15 indictees sought for murdering the Spaniards, especially with respect to other ongoing bilateral extradition and judicial matters."

The United States government should step up efforts to protect civilians in central Africa from abuses by Paul Kagame and his proxy armies. African SurViVors International (ASI) will be watching closely to ensure that the specialized  Court for Kagame crimes in the D.R. Congo  is established as a truly independent, effective, and credible International Court.
 The Obama administration should make good on its pledge to work with recipients of US military assistance to end Kagame presence in the D.R. of The Congo.

 As President Kagame scrambles to re-invent his tarnished image as the ruler who kills innocent Rwandans at home and abroad, a war criminal, corrupt leader and absolute dictator, he is desperately turning to members of the so-called Presidential Advisory Council for help. The million dollar question is: will the foreigners among them remain on board Kagame's sinking ship? Are they innocently, blindly ( or naively) backing Kagame without knowledge of his criminal activities in Rwanda and abroad? What kind of advice do they give a ruler who refuses to account for his crimes, and is surely taking the country to civil war and more bloodshed? Can they now instead champion the interests of the vast majority of the Rwandan people, instead of befriending a corrupt and blood-stained dictator? The choice is theirs.

Since Paul Kagame took power in 1994, it is a common practice for the Rwandan dictator and his RPF totalitarian government to arbitrary arrest the hated Rwandans or the regime opponents, to assassinate them conspicuously without reason, to threaten and intimidate them. This process disavows Rwandans of any illusions they may have about possessing civil rights or being entitled to due process of law. The fact that the charges are often frivolous, unfounded, or even nonsensical merely clarifies the bluntness of the exercise. General Paul Kagame does this for a reason - to maintain power in Rwanda. When will happen that he has to  account for his crimes?

Like his Italian and German predecessors, Paul Kagame has taken extraordinary measures to suppress criticism. Kagame has gone on a prosecutorial rampage, filing an ongoing barrage of defamation charges (genocide ideology, Genocide denial,etc) against many of those who dare to oppose him, Ms Ingabire Victoire Umuhoza, Me Ntaganda Bernard and many others. This assault has a clear goal: to intimidate and silence that opposition and allow the heavyweight Rwandan criminal to remain as President of Rwanda to insure that he still enjoys immunity.

WICHITA, Kan. (AP) — Jurors in the trial of a Kansas man accused of participating in the 1994 Rwandan genocide got a glimpse Tuesday of inhumane prison conditions in that African country as defense attorneys sought to bolster their argument that prisoners were coerced into confessing and accusing others of atrocities to gain their own freedom. 
A federal jury must decide whether Lazare Kobagaya, 84, lied to U.S. immigration authorities in a case prosecutors have said is the first in this country requiring proof of genocide. The government is seeking to revoke Kobagaya's U.S. citizenship for allegedly lying to immigration authorities about his involvement in the genocide.
More than 500,000 people were killed in Rwanda during 100 days of violence that began in April 1994. Most of the dead belonged to an ethnic group known as the Tutsi, while most of the killings were carried out by members of an ethnic group known as the Hutu.

Prosecutors have portrayed Kobagaya as an influential leader who ordered killings and arsons in a region known as Nyakizu Commune, where the village of Birambo was located. Kobagaya, now living in Topeka, was charged two years ago with unlawfully obtaining U.S. citizenship in 2006 and with fraud and misuse of an alien registration card.
Key to prosecutors' case is the testimony of self-confessed Rwandan killers who have fingered Kobagaya, a Hutu born in Burundi. In a move meant to raise doubts about the credibility of such witnesses, defense attorneys brought in a former prisoner who said he falsely accused others to survive in prison and win his release.
Although Felicien Hakizimana never accused Kobagaya of any wrongdoing, his testimony allowed the defense to present evidence of harsh prison conditions.
Hakizimana said Rwandan prisons were so crowded that inmates did not have space to sit down. He told of daily beatings to force prisoners to confess to genocide and showed jurors a scar on his leg he claimed was made during one such beating. He also described torture sessions that left prisoners unconscious. Food was scarce and medical care was nonexistent, he said.

He said those prisoners who confessed to participating in the genocide were put in better cells, given jobs and allowed family visits. Also, he said, inmates had to confess to genocide to earn their release.


Hakizimana, a former Nyakizu resident who knew the Kobagaya family, told jurors that after his confession, he was given a position as vice president of a kind of community court within the prison walls. Hakizimana said an organization of Tutsi survivors would come to the prison and hand him and others lists of people — usually those who were wealthy — whom they wanted accused.

"They made it clear after we confessed to what we said, that we would have to accuse a person outside," Hakizimana said through an interpreter.

Defense attorneys also used Hakizimana to demonstrate that as a Burundi refugee, Kobagaya could not have held a leadership position in his village.


"He didn't have any position because as a refugee he was not allowed to be a leader in the country," Hakizimana testified.
Hakizimana also said an attack at Mount Nyakizu, where thousands of Tutsis had sought refuge, was led by young men and soldiers and that he did not see Kobagaya among them.

Under cross examination, Hakizimana acknowledged looting at least three Tutsi homes, stealing crops and cows and joining night patrols seeking to rout out Tutsis during the genocide. Hakizimana at the time of the genocide was a student on vacation at the family home in Nyakizu.

Hakizimana, who now lives in Zambia, also acknowledged that he fled Rwanda before his own trial on genocide charges.
Earlier in the day, a professor who has studied the 1994 genocide, testified that the two ethnic groups involved suffered almost equal numbers of deaths.
Loyola professor Brian Endless told jurors that almost as many Hutus were killed as Tutsis. He said about 200,000 Hutus participated in the genocide, while more than 1 million refugees fled Rwanda in July 1994.

Paul Kagame, the Rwandan leader and an avid tweeter, launched into a furious tirade on the social networking site after a British journalist labelled him "despotic and deluded".

 The 53-year-old former guerrilla commander spotted the tweet, by Ian Birrell, former deputy editor of The Independent, before responding over 14 posts heavy with exclamation marks which could be viewed by all of this 13,000 followers.

Mr Birrell had posted a link to a Financial Times interview with Mr Kagame, in which the president said that no one had the "moral right" to level accusations against him for human rights violations when the UN withdrew from Rwanda at the height of the 1994 genocide.
Mr Birrell commented that Mr Kagame was "despotic and deluded", and used his Twitter name, increasing the chances of him seeing the post.

Within hours, the Rwandan president had responded, saying: "You give yourslf the right to abuse pple and judge them like you r the one to decide... and determine universally what s right or wrong and what shd be believed or not!!! Wrong u r... u have no such right."

He added: "You have no basis for your comments and you dont kno what you r talking about me or Rw. I will only hold all that in contempt!
Ask Rwandans they will tell u I am not what u call me and I am sure they r not what you think they are...! 
"In Rw.we hold ourselves and each accountable indeed to a high level and even deal with criticism honestly,openly and fairly..!" Mr Birrell responded by asking "why you think media, UN and human rights groups have no right to criticise you?" adding: "I know of people living in fear of their lives for daring to criticise you. And with good reason..."

He later wrote: "It is great (Kagame) engaging with a critic like me on Twitter. Just shame he doesn't allow such debate in Rwanda with his own people."

Mr Kagame, an ethnic Tutsi, came to power at the head of the Rwandan Patriotic Front, a force which seized control of Rwanda putting an end to a genocide which killed an estimated 800,000 people.
He was once described by former British Prime Minister Tony Blair as a "visionary leader and a great friend".

But in recent years he has faced growing accusations about iron-fisted control and the silencing of opposition politicians and media outlets with arrests and attacks in the run up to last August's president election.

In the absence of any opposition, Mr Kagame was re-elected with 93 per cent of the vote. The White House criticised him for suppressing of political activity and made clear that it did not regard Rwanda as democratic.

In October, the United Nations published a 550-page report which detailed the mass rape and torture of Hutu civilians after Mr Kagame's Tutsi army chased Hutus fleeing into the neighbouring Democratic Republic of Congo.
Witnesses to the atrocities claim there were ritual beheadings, while women and children were set alight, bludgeoned with hammers and shot. The UN has said that Kagame may face trial for war crimes.

AfricanDictator can reveal that The London Metropolitan police warned some key Rwandan opposition figures about imminent threats to their personal safety. The alert came on the eve of a meeting convened by Rwandan opposition to Kagame dictatorship in London.Scotland Yard have issued a “threats to life warning” notice to at least two organisers of the meeting. AfricanDictator is in possession of the warning issued by the London Metropolitan Police dated 12 May 2011. The warning reads in part as follows:

“Rwandan Government poses an imminent threat to your life. The threat could come in any form. You should be aware of other high profile cases where action such as this has been concluded in the past. Conventional and non-conventional means have been used.”

Rwandan opposition leaders arriving in London have been warned of the danger and advised to contact the police regarding any suspicious incidents associated with this threat. Hotels where they are staying are under police surveillance.The Metropolitan Police adds that all steps will be taken to minimize the risk, but declined to provide a 24-hour protection to those threatened.

Speaking to the BBC, Jonathan Musonera, one of the organizers, confirmed he has been advised to take all remedial actions necessary to increase his own safety measures including the option of leaving his own neighborhood for the foreseeable future.

Kagame: We are watching you, Scotland Yard says

Evidently Kagame dictatorship is totally out of control. Only last month did British M15 warn the regime’s High Commissioner Ernest Rwamucyo about his constant harassment and intimidation of Rwandans living in the UK.

M15 warned that Rwanda stands to lose some 83 Million Pounds per year of taxpayers’ money that props Kagame dictatorship. Still, the Rwandan leader has deployed his killing machines on British soil, disturbing the very people who feed him and damaging the reputation of Britain, ahead of the Olympic Games.

Kagame’s audacity was already shown by his assassination attempt against General Kayumba, former Rwanda army chief of staff, in South Africa during last year's Soccer World Cup. That is why. South Africa pulled its ambassador from Rwanda. Likewise, several European countries have warned the Kagame regime of dire consequences if it continues to harass Rwandan residents.

The Scotland Yard notice is clear as it is chilling: ”Conventional and non-conventional means have been used” by the Kagame regime to kill his opponents.

Reports from the UK say that the Rwandan Ambassador who called for a counter-gathering of Rwandans in the town of Coventry this Saturday to coincide with the opposition meeting in London, had nothing to say when contacted by the media on the latest unbecoming Rwanda behavior in UK.

It is time for UK and other countries that prop up the Kagame menace to tell the dictator in Kigali in no uncertain terms that “enough is enough.”
