Fighting from a
distance, the template of the Arab Spring
Rwandan exiles and immigrants around the world should play a crucial role in the upcoming revolution against Kagame and his dictatorship established in Rwanda. We actively ask the overseas and Europe to arm the opposition to help return our country Rwanda to democracy.

dedicated to the Rwandan activists and political opponents whose actions are
converging against the Kagame regime and RPF dictatorship. We publish it in the
hope it will provoque some critical self-reflection among those who need it.
Principles of International Law Recognized in the Charter of the
Nuremberg Tribunal and in the Judgment of the Tribunal. Adopted by the International
Law Commission of the United Nations, 1950.
Introductory
note: Under General Assembly Resolution 177 (II), paragraph (a), the
International Law Commission was directed to "formulate the principles of
international law recognized in the Charter of the Nuremberg Tribunal and in
the judgment of the Tribunal." In the course of the consideration of this
subject, the question arose as to whether or not the Commission should
ascertain to what extent the principles contained in the Charter and judgment
constituted principles of international law. The conclusion was that since the
Nuremberg Principles had been affirmed by the General Assembly, the task
entrusted to the Commission was not to express any appreciation of these
principles as principles of international law but merely to formulate them. The
text below was adopted by the Commission at its second session. The Report of
the Commission also contains commentaries on the principles (see Yearbook of
the Intemational Law Commission, 1950, Vol. II, pp. 374-378).

Principle I
Any person who commits an act which constitutes a crime under international law is responsible therefor and liable to punishment.Principle II
The fact that internal law does not impose a penalty for an act which constitutes a crime under international law does not relieve the person who committed the act from responsibility under international law.Principle III
The fact that a person who committed an act which constitutes a crime under international law acted as Head of State or responsible Government official does not relieve him from responsibility under international law.Principle IV
The fact that a person acted pursuant to order of his Government or of a superior does not relieve him from responsibility under international law, provided a moral choice was in fact possible to him.Principle V
Any person charged with a crime under international law has the right to a fair trial on the facts and law.Principle Vl
The crimes hereinafter set out are punishable as crimes under; international law:- Crimes against peace:
- Planning, preparation, initiation or waging of a war of aggression or a war in violation of international treaties, agreements or assurances;
- Participation in a common plan or conspiracy for the accomplishment of any of the acts mentioned under (i).
- War crimes:
Violations of the laws or customs of war which include, but are not limited to, murder, ill-treatment or deportation to slave-labor or for any other purpose of civilian population of or in occupied territory, murder or illtreatment of prisoners of war, of persons on the seas, killing of hostages, plunder of public or private property, wanton destruction of cities, towns, or villages, or devastation not justified by military necessity. - Crimes against humanity:
Murder, extermination, enslavement, deportation and other inhuman acts done against any civilian population, or persecutions on political, racial or religious grounds, when such acts are done or such persecutions are carried on in execution of or in connection with any crime against peace or any war crime.
Principle VII
Complicity in the commission of a crime against peace, a war crime, or a crime against humanity as set forth in Principles VI is a crime under international law.
A
Duty to Disobey All Unlawful Orders
The Tutsi RPF
organization, RDF, Abakada (Local defence forces), Directorate
of Military Intelligence
and others , Kagame's special advisor/sponsors,
IBUKA, and other RPF suborganizations need to know and bear in mind as
they are given orders from General Paul Kagame, the Rwandan dictator’s administration.
Among the international Laws and treaties we mention:
- The Convention on the Prevention and Punishment of the Crime of Genocide; December 9, 1948, Adopted by Resolution 260 (III) A of the UN General Assembly.
- The above mentioned Nuremberg Principles, which define
as a crime against peace, "planning, preparation, initiation or waging of
a war of aggression, or a war in violation of international treaties,
agreements, or assurances, or participation in a common plan or conspiracy for
accomplishment of any of the forgoing."
The “principles of international law recognized in the
Charter of the Nürnberg Tribunal and in the judgment of the Tribunal” adopted
by the Commission in 1950 begin logically with that of individual criminal
responsibility under international law. Principle I is essentially based on the
IMT judgment which states that “crimes against international law are committed
by men, not abstract entities, and only by punishing individuals who commit
such crimes can the provisions of international law be enforced” (IMT Judgment,
p. 41).
Principle II states that criminal liability exists
under international law even if domestic law does not punish an act which is an
international crime. This principle is considered to be a corollary to
Principle I. The idea contained in Principle II was already set out in article
6 (c) of the Nürnberg Charter, concerning crimes against humanity – defined as
certain categories of acts “whether or not [such acts were committed] in
violation of the domestic law of the country where perpetrated”. In its
judgment, the IMT held that “the very essence of the Charter is that
individuals have international duties which transcend the national obligations
of obedience imposed by the individual state” (IMT Judgment, p. 42).
Principle III affirms the denial of immunity for
individuals who acted “as Head of State or responsible Government officials”.
This principle is based on article 7 of the IMT Charter. The abolition of the
‘Act of State’ doctrine was also reaffirmed by the IMT: “The principle of international
law, which under certain circumstances, protects the representatives of a
state, cannot be applied to acts which are condemned as criminal by
international law. The authors of these acts cannot shelter themselves behind
their official position in order to be freed from punishment in appropriate
proceedings”. Further, the IMT added that: “He who violates the laws of war
cannot obtain immunity while acting in pursuance of the authority of the state
if the state in authorizing action moves outside its competence under
international law” (IMT Judgment, p. 42).
Pursuant to Principle IV, “The fact that a person
acted pursuant to order of his Government or of a superior does not relieve him
from responsibility under international law, provided a moral choice was in
fact possible to him.” This idea was already contained in article 8 of the IMT
Charter. However, the substance of the two texts is slightly different.
Firstly, the Commission added the element of the “moral choice” developed in
the IMT judgment. Secondly, the Commission did not retain the last phrase of
article 8 according to which acting under superior orders “may be considered in
mitigation of punishment if the Tribunal determines that justice so requires”;
indeed, the Commission considered that “the question of mitigating punishment
is a matter for the competent Court to decide” (see Yearbook of the International Law Commission,
1950, vol. II, paras. 104
and 106).
The right to a fair trial is laid down in Principle V.
This right was already defined and developed in chapter four of the IMT Charter
entitled “Fair Trial for Defendants”. According to the Commission, the
expression “fair trial” should be understood in light of the provisions of the
IMT Charter (Yearbook of the
International Law Commission, 1950, vol. II, para. 109).
Principle VI codifies the three categories of crimes
established by article 6 of the IMT Charter (crimes against peace, war crimes
and crimes against humanity). Crimes against peace are defined in Principle VI
(a) as “(i) planning, preparation, initiation or waging a war of aggression or
a war in violation of international treaties, agreements or assurances; (ii)
participation in a common plan or conspiracy for the accomplishment of any of
the acts mentioned under (i)”. Neither the IMT Charter or judgment, nor the
Commission gave a definition of the “war of aggression”. The IMT considered
that certain defendants had “planned and waged aggressive wars against twelve
nations, and were therefore guilty of this series of crimes”.
The IMT thus
considered it “unnecessary to discuss the subject in further detail, or even to
consider at any length the extent to which these aggressive wars were also
“wars in violation of international treaties, agreements, or assurances” (IMT
Judgment, p. 36). Following the IMT judgment, the Commission, in its
commentary, emphasized that the waging of a war of aggression could be
committed only by “high ranking military personnel and high state officials” (Yearbook of the International Law
Commission, 1950, vol. II, para. 117). As for war crimes, Principle
VI (b) repeats the text of article 6 (b) of the IMT Charter with the formula
that war crimes are “violations of the laws and customs of war”. With respect
to crimes against humanity, Principle VI (c) also closely follows the IMT
Statute (art. 6 (c)), by only proscribing crimes against humanity “carried on
in execution of or in connection with any crime against peace or war crime”.
The formulation is, however, slightly different in that Principle VI (c)
removes the phrase “before or during the war”.
The Commission considered that
the phrase contained in article 6 referred to a particular war, the war of
1939. However, the “omission of the phrase does not mean that the Commission
considers that crimes against humanity can be committed only during a war. On
the contrary, the Commission is of the opinion that such crimes may take place
also before a war in connection with crimes of peace” (Yearbook of the International Law
Commission, 1950, vol. II, para. 123). It is interesting to note
that the link between crimes against humanity and crimes against peace and war
crimes was later deleted by the Commission when it adopted the draft Code of
Crimes against the Peace and Security of Mankind of 1996 (Yearbook of the International Law
Commission, 1996, vol. II (Part Two), p. 48; see also Control
Council Law No. 10 of 20 December 1945; art. 1 (b) of the 1968 Convention on
the Non-Applicability of Statutory Limitations to War Crimes and Crimes Against
Humanity, which did not require the link; and ICTY, Tadić, Decision on the Defence Motion for
Interlocutory Appeal on Jurisdiction, Appeals Chamber, 2 October 1995, para.
141).
Finally, Principle VII states that “complicity in the
commission of a crime against peace, a war crime, or a crime against humanity
as set forth in Principle VI is a crime under international law.” It is
surprising that this principle only retains complicity without explicitly
mentioning other modes of responsibility such as planning, instigating, or
ordering; nor does the principle include responsibility by omission (so-called
“command responsibility”). It is not clear from the commentary of the
Commission what modes of responsibility “complicity” entailed at the time
(Robert Cryer, Prosecuting
International Crimes, Selectivity and the International Criminal Law Regime,
Cambridge University Press, 2005, p. 311). The IMT Charter provided under
article 6 that “leaders, organizers and accomplices participating in the
formulation or execution of a common plan or conspiracy […] are responsible for
all acts performed by any persons in execution of such a plan”. This was
complemented – with regard to crimes against peace only – by article 6 (a)
which stated that liability existed for the “participation in a common plan or
conspiracy for the accomplishment of [crimes against peace]”.

Rebels Admit Responsibility for Chemical Weapons Attack

THE ROLE OF GERMANY IN THE HOLOCAUST IN THE DEMOCRATIC REPUBLIC OF CONGO FROM 1884 TO DATE
Those
who believe that the Holocaust of over 6 million Jews is only a
nightmare that the world will never live again do not know who control
actually Germany. German hand and Fascism resurfaced in the DRC since
the fall of the Berlin wall!
The
extermination of the Jews during the Second World War is distinguished
from its industrial, bureaucratic routine that makes it unique in the
history of humanity. Perpetrated on the orders of Adolf Hitler, the
crime was mainly implemented by the SS and RSHA headed by Heinrich
Himmler and a part of the Wehrmacht and many experts and bureaucrats of
the Third Reich. It has benefited from individual and collective
complicity throughout Europe, particularly among inspired fascist or
Nazi collaborationist movements and from governments and administrations
which have chosen state to state collaboration. Ignorance at the
beginning and the passivity, indifference or cowardice of many also
allowed its accomplishment. Instead, many anonymous, often at the risk
of their own lives were dedicated to save the persecuted. Some of them
received postwar honorary title as "Righteous among the nations."
Could
this ignorance, indifference, cowardice and passivity of many;
individual and collective complicity in Europe allow those who control
Germany today to exterminate the Bantu population of the Congo? Can the
DRC's populations count on the many anonymous or officials whom devoted
themselves to saving the persecuted Jews, often at the cost of their own
lives, or will these anonymous or officials simply ignore the Congolese
because they are Africans?
Who are those who control Germany today?
The
leaders of major industries and powerful administrative and military
Germany bureaucracy are those who have benefited from the extermination
of the Jews and are the same who have planed the Holocaust in Congo
which begun 128 years ago with the Congo conference in Berlin (November
1884 - February 1885.)
We
would like to present here a few samples of the German industries’rush
in the control of Strategic raw materials around the world and more
particularly, in the Democratic Republic of Congo which is known to
possess those materials in abundance, as revealed May 7, 2006 by the
European journalist Raf Custers in his article: "Patrons allemands partisans d’une guerre des matières premières au Congo", translated from French into English.

Germany
is intended to ensure for itself the tracking of these strategic raw
materials from the DRC by all means, including military means. These are
the strong words of Karl-Heinz Dörner, president of the German Task
Force responsible for the control of strategic raw materials. Dörner,
president of German Metal Industries was speaking at the first briefing
on 31 March 2006 in Berlin stigmatizing the necessity for Germany to
lead the effort on this topic. "The Congo is the main area for the
extraction of cobalt. Therefore, it is of extraordinary importance for
German industries." Dörner's strategy on this matter was due to be
operational in late March 2007 in Congo, writes Raf Custers.
The
German's Foreign Policy website adds: "In order for Germany to compete
internationally on the Strategic raw materials commodity markets, German
strategists must consider the possibility of raising war (Mittel des
Krieges) or subversion in the risky areas. These strategists
contemplating war and subversion in the Strategic raw materials risky
areas serve on the Karl-Heinz Dörner Task Force, set up by the German
industries' leaders and more specifically, by the Bundesverband des
Deutschen Industrie (BDI, which is the equivalent of what is called in
Belgium FEB or Federation of Belgian Enterprises.)
Dörner
himself is a character among prominent German bosses. He leads the
German metallurgy federation, "Wirtschaftsvereinigung Metalle" (WVM,
similar to the Flemish Agoria). He also sits on the BDI and was
appointed as chair of the group to develop the German strategy for raw
materials in spring 2007.
The
Task Force is, of course, provided with the full support of military
planners of the German state. Meeting in late March 2006, the Task Force
mainly examined the question of how Germany could ensure the delivery
of sufficient quantities of good quality and at "low reasonable prices"
of these Strategic raw materials. The German Foreign Policy website
reports that Dörner explained also at this meeting, the need of a
Circular Memorandum to all nations and highlighted the situation
existing in Kazakhstan, the second largest producer of chrome and in the
Congo (DRC), the largest producer of cobalt, which is of a particular
importance for the German industries.
"If
Germany wants to control some trade routes" indicates the website,
"there would be eventually a need to liquidate the old elite (in these
countries - Kazakhstan and DR Congo) - and replace them by new groups
gravitating in German's sphere of influence," according to the opinion
expressed in the same meeting by Rudolf Adam of " Bundesakademie für
Sicherheitspolitik "(Federal Institute for security policy), another
member of the Dörner's Task Force.
Events around the "elections" in the Congo (2006-2007)
As
a recall, the European Union's protocol required Germany to lead EUFOR-
DRC (European Forces for Congo) operational at the beginning of May
2006. In the European press, it was stated that these forces were
intended to ensure the security of elections in the DRC. For German
industries' bosses however, the mission of the troops EUFOR-RDC was
perfectly consistent with their interests and wishes regarding the
strategic raw materials in Congo.
It
also proved that at this precise moment, Dörner was on the payroll of
Hydro Aluminium Deutschland, a subsidiary of Norsk Hydro. The group has
interests in Africa, specifically the oil sector in Angola and Libya; in
aluminum in Zimbabwe and in South Africa. The Canadian aluminum giant,
MagEnergy, was also present in Congo-Brazzaville on a project exporting
cheap electricity from the Congo-Kinshasa market. Similarly, the
Australian mining giant, BHP Billiton saw the Congo with undisguised
interest on the strategic raw materials of the country.
It
is interesting noticing that in recent years, German metals and mining
companies such as HC Starck (group Bayer) and Gesellschaft für
Elektrometallurgie (GfE) - especially its former director Karl-Heinz
Albers - have been portrayed as benefiting in the looting of natural
resources through the war in the RD Congo since 1998. GfE has owned the
ore mining company Lweshe on the Eastern Congo. Albers operated his own
company in the war zone. According to German media foreign policy
officials, the German federal government practiced very hard lobbying in
favor of these companies and also protected Albers.
Officially, HC Starck and GfE were washed from accusations of war trade.
It
now appears that the attempt of German employers in tightening ranks to
plumper the countries possessing Strategic raw materials, including the
Congo, had failed. Under the motto "against protectionism", Germany
advocates aggressively to ensure free access to "the full range of
important raw materials (iron ore and zirconium) for their industries.
The arguments of the German lobbies and hidden Agenda
German
employers and their lobbyists have found wide resonance among German
politicians. This resulted in a strong movement in February and March
2006 when members of the Bundestag - (German parliament) - opposed the
German participation in the sending of a European military contingent in
Congo. The German defense minister rebuked instead opponents with the
argument that "stability" in this region, rich in minerals is beneficial
to the German industry. Andreas Schockenhoff, foreign affairs
specialist of the CDU / CSU Bundestag fraction, said for his part: "The
Congo has especially important strategic raw materials." Eckart Von
Klaeden of the Union fraction said in Der Spiegel: "There are
significant groundwater resources for safety, strategic mineral such as
uranium and beryllium. They can fall into incompetent hands." Among
these safe minerals, there is niobium, which is used in manufacturing
some parts of rocket, and tantalum, used in GSM. The paradox is that,
the current RDC government set up in power under Germany's leadership is
the most incompetent regime in Africa.
Finally,
in early April 2007, during a trip to South Africa, German President
Horst Köhler said: "The theme of Contents must indeed be on the
International policy agenda". We can now expect that Germany, the
largest economy in the EU integrates hunting for minerals in the Union
strategy.
The Alliance of Paul Kagame and Germany
The
desperate determination of Paul Kagame to occupy the Rutshuru Congolese
land in Kivu can now be explained by the German's shadow as in all wars
and genocides in Congo since 1884. This is what the following article

According
to several credible sources close to the government of Rwanda, the RPF
(Rwandan Patriotic Front) and its leader Paul Kagame prepare large-scale
massacres of the Tutsis in the town of Kiwanja (North Kivu). The
suspicion is that when that happens, the Rwandan government will then
accuse the Congolese army FARDC and the UN Forces supervising the
operations in the region, as being responsibles. "The Tutsi genocide"
propaganda machine will, then carries the lie around the world to
discredit the FARDC and the UN Forces.
The
RPF and Kagame have suffered defeat in the past weeks of July 2013 in
the confrontation of M23/Rwandan Defense Forces (RDF) against the FARDC.
It is widely known that the M23 is a front to allow Paul Kagame and is
banker, the German Karl Heinz Albers, former CEO of SOMIKIVU (Mining
Company Kivu), which operates in Rutshuru/ Lweshe to plunder the natural
resources of the Congo. This is why Kagame is determined to retake
control of that region at all costs. M23 is composed of 95% of Rwandan
army elements (RDF); affirms a Rwandan officer who deserted M23 and is
now exiled in Uganda. All international reports confirm unanimously this
fact.
Lweshite, Kagame, Albers and M23
Lweshite
(or Lueshite) is the name of a rare mineral that is found only in DRC
and mainly in Rutshuru. It is contained in an open sky concession in the
village of Lweshi, district of Bwito, territory of Rutshuru, in the
North Kivu province of DRC. This place was sewn with mystery for a long
time. The NSA (National Aeronautics and Space Administration) explored
the place for two years. In 1988, they discovered a rare mineral.
Geologists named it "Lueshite". This ore is used in aerospace,
warplanes, oil explorations, etc.
Kagame, Albers and the Holocaust in the DR Congo
Before
the invasion of Rwanda and Uganda called "AFDL liberation war" of 1996,
SOMIKIVU Corporation operated the Niobium and explored the Lueshite in
the region. SOMIKIVU is a DRC-German join venture company led by Albers
who bought all the shares from shareholders who withdrew because of
insecurity (exported Rwandan Hutu-Tutsi conflict in Congo) in the North
Kivu in 1993. It is important to remember that this conflict was fed by
Paul Kagame and the RPF after the assassination of the former Rwandan
Hutu President Habyarimana. Kagame, then rebel leader in Rwanda, sent
commandos in Zaire to kill Tutsis, and then blamed it on other native
Hutu to show that the Tutsis were hated in Zaire, and give himself a
false pretext in invading Congo-Zaire. Upon the arrival to power of the
AFDL Laurent-Désiré Kabila, SOMIKIVU was wiped out. Mr. Albers had left
the dealership. The President Laurent-Desire Kabila ceded the company to
Michael Krall, an Autrichian, who began activity in 1999 under Edith
Krall Metal Congo Ltd.'s name.
Karl
Heinz Albers then approached Paul Kagame and the RPF in 2000. He
supported and funded Kigali in his attempt to overthrow the government
in Kinshasa and acquired Lweshite by force. He then moved to Rwanda for
the cause and hired a Rwandan millionaire, Tribert Rujugiro, one of RPF
major financiers. Albers and Rujugiro are exploiting and plundering the
concession today, and they finance also mass rape of women and the
massacre of millions of Congolese with the help of Paul Kagame’s troops.
Lweshite and the funding of wars in North Kivu (DRC)
Based
on this report, we may say that almost every war in North Kivu finds
its bed in Bwito and is financed by German firms which identify
themselves generally as Israeli or Anglo-Saxon companies. The loss of
Rutshuru will be a death sentence for Albers Lueshite monopoly in the
world and the Alliance of Albers, Paul Kagame and Germany. An alliance
that finances Kagame-RCD-CNDP-M23 as well as the "arrest" in Germany and
the cover up of Rose Kabuye, an RPF's member, supposedly involved
directly in the assassination of President Juvenal Habyarimana in April
1994. France's courts have been wanting to interrogate this fellow to
determine the real master of Habyarimana's assassination plot.
The
defeat of M23 since the beginning of July 2013 in Ruthuru hustled
everyone. Albers is on the phone constantly and keeps Kagame syleepless
to maintain control of Rutshuru while the leadership around Kagame in
Kigali is divided about the Congo war.
Furthermore,
USA, UK, France and Israel have decided to end the proxy war of Rwandan
"rebel movements". Only Germany (which is the defacto leader of the EU)
opposes everyone! This is the country responsible of the holocaust in
Congo since 1884 to date as it is also for the Holocaust of 6 million
Jews (1940-1945).
Is this the end of the Rwandan "Hitler"?
According
to rumors, Kagame might be hospitalized for bipolar symptoms. He has
been absent from Kigali for some time. Nkundabatware and General
Ibingira were injured in an FARDC's ambush inside the Virunga park
during the Kibumba attack July 2013. Worse, the bombing of Rumangabo by
the FARDC surprised Rwanda and Germany. Rwanda lost 52 officers and two
white experts (nationality unknown) in the use of sophisticated weapons.
Germany launched a desperate lobbying campaign to misinform
international public opinion after the defeat of Kagame's M23 in July
2013.
As
a consequence of these events, The U.S. has reduced staff in embassies
in Kigali, Bujumbura, Kampala, and Nairobi, but not in Kinshasa. This
has nothing to do with the recent al Qaeda threats. The Clinton's recent
visit to Kigali may have been motivated by the desire of the US to end
their support to the Rwandan Army in the Congo war.
Tanzania,
one of the neighboring countries long-time sympathetic to Rwanda
decided to expatriate all of rwandan refugees including those living in
the country since 1959. These refugees are among the groups of Rwandans
ready to bring an end to Kagame's dictatorship.
Germany's Plot at the UN
In Germany however, the appointment of Martin Kobler as
Representative
of the UN Secretary General in the DRC and the new MONUSCO's Chief is
regarded as a success in terms of German hegemony in Europe and the
world, as well as for the control of Congo's riches and the
extermination of Congolese Bantu people. This is the 3rd German plot in
line with the Congo Conference in Berlin (1884-1885), EUFOR-DRC in
2006-2007 that explains the role of Germany in the 128 years' holocaust
in Congo . German's fascism having a face behind Martin Kobler’s UN-
nomination, the free nations of the world must rise up to condemn openly
the new Wehrmacht.
But
it is firstly the Congolese Elite who must mobilize their people
against the so called "joseph Kabila's governmnt" and alert other
countries of Africa and all nations in the international community
against Germany bloody hegemony.
Therefore,
throughout the regions of the DRC under the oppression and repression
of the so called "Joseph Kabila" - enjoying industrial German preference
- savvy Congolese Traditional Chiefs have canceled solemnly on November
15, 2011 the Bismarck declaration in a special ceremony, calling the
curse on Fürst Bismarck's order, which inaugurated from Berlin February
26, 1885 the era of genocide, the regime of Terror, impunity and the
looting of Congo's wealth by Germany and the Westerner nations led by
Leopold II, king of Belgium.
The
entire Congolese people is launching a clarion call to all the free
peoples of the world to strongly denounce Germany's fascism that has
already cost millions and millions of human lives in Africa, especially
in the Congo for at least 128 years (1884-2013).

Hier vendredi 30 août 2013, Lambert Mende a tenu une autre conférence de presse (après celle du jeudi 22 août 2013) à Kinshasa. Son gouvernement serait, semble-t-il, prêt-à-porter plainte contre le Rwanda. A partir des extraits de cette conférence de presse, Lambert Mende ne dit pas ce qui a changé depuis le retrait de la première plainte déposé contre le même pays en 1999 par le gouvernement de Mzee Kabila. D’où le doute que suscite ce discours tenu par un membre d’un gouvernement fantoche dont plusieurs compères servent les mêmes intérêts que le Rwanda de Paul Kagame. Il nous semble que l’interconnexion nationale, africaine et internationale des « Etats profonds » (ou des gouvernements parallèles) impliqués dans « la Shoah congolaise » ne soit pas de nature à faciliter une plainte contre Paul Kagame devant les juridictions internationales. Apparemment, les dés sont pipés.
Résister contre la guerre raciste de prédation menée contre la RDC exige (aussi) une bonne maîtrise des stratégies auxquelles recourent les réseaux mafieux qui la mènent en en localisant les réseaux et en en identifiant les acteurs majeurs, les acteurs mineurs et/ou les marionnettes. La première partie de cet article s’est inscrite dans cette perspective en partant des études menées par Bernard Lugan et Peter Dale Scott. Ce dernier nous a aidé à comprendre comment, en bon élève des Yankees, Paul Kagame et ses alliés de l’Afrique centrale, fabriquent « les événements profonds » avant de se présenter avec ses escadrons de la mort en pompier. Mégalomanes et esclaves du capitalisme du désastre, Paul Kagame et « ses maîtres » ont perdu toute boussole éthique et travaillent à l’expansion de « la tolérance culturelle à la violence et au meurtre» en recourant en permanence au mensonge éhonté et à la manipulation médiatique. Dans cette deuxième partie, tout en revenant sur «les événements profonds» tels que Paul Kagame et ses alliés
poursuivent leur fabrication, nous chercherons à montrer comment il est difficile au gouvernement fantoche de Kinshasa de « se diriger vers des juridictions internationales» au regard du poids de certains acteurs majeurs instrumentalisant le « Hitler Africain ».
L’implication de certains allemands dans ce qu’il est convenu d’appeler « la Shoah congolaise », si elle est prouvée par exemple, étonneraient ceux qui savent que les complices de Hitler (l’allemand) dans « la Shoah juive » (de 1940 à 1945) sont encore poursuivis par les juridictions allemandes jusqu’à ce jour. Cette implication sème le doute quant à la menace du gouvernement de Kinsasa de traduire Paul Kagame devant les juridictions internationales. Cela d’autant plus que les rapports accablants rédigés depuis les années 90 et précédant la dernière réunion du conseil de sécurité n’ont même pas abouti à une simple proposition d’un Tribunal Pénal International pour la RDC.
En effet, au cours d’une conférence de presse tenue ce vendredi 30 août 2013 à Kinshasa, Lambert Mende, faisant allusion à la réunion du conseil de sécurité tenue à huis clos jeudi 29 août 2013, a dit ceci :
« La communauté internationale vient de comprendre, il n’y a même pas 48 heures, la justesse de nos dénonciations. » A plusieurs reprises, en effet, Lambert Mende a affirmé que les tirs d’obus tombés sur la
ville de Goma étaient tirés à partir du Rwanda et que ce pays soutient le M23 dans la poursuite de « l’holocauste congolaise ». Et au cours de ladite réunion du conseil de sécurité « l’ONU a dit détenir des
‘’informations crédibles et cohérentes’’ sur un soutien de l’armée rwandaise aux rebelles du M23 dans les combats en RDC », selon la radio onusienne Okapi. Fort de cette confirmation de ses dénonciations, Lambert Mende (au nom de son gouvernement) estime que « s’il n’y a pas un entendement beaucoup plus positif dans la région, on va devoir se diriger vers des juridictions internationales. » (Soulignons qu’il n’y a pas que l’armée rwandaise qui a fait son incursion (officielle) sur le territoire de la RDC par le M23
interposé, une partie de l’armée ougandaise (soutien au M23) est aussi présente dans la Province Orientale. ) Que pourrait signifier pour le gouvernement fantoche de Kinshasa « un entendement beaucoup plus
positif dans la région » de cette guerre raciste de basse intensité et de prédation ? Que le M23 (c’est-à-dire une bonne partie de l’armée rwandaise en RDC) dépose ses armes et aille aux « concertations nationales » à Kinshasa afin qu’à l’issue de celles-ci il fasse partie du gouvernement d’union nationale ? Que Kagame arrête de fabriquer « des événements profonds » et les mercenaires ? Si Lambert Mende attend négocier avec le M23 à Kampala ou à Kinshasa, la RDC ne sera pas sortie de l’auberge. Pour cause. La stratégie de Kagame utilisée lors de l’intégration du RCD auquel Mende a appartenu dans l’armée et les autres institutions congolaises sera reconduite. Pour rappel, voici comment Paul Kagame procède : « A travers des mouvements comme le CNDP, le Rwanda pratiquait une véritable stratégie du chaos destiné à interdire le retour de la région dans le giron de Kinshasa. Cette stratégie était double :
- durant les phases de paix, Kigali faisait intégrer un maximum de Tutsi dans les FARDC, sa main mise sur la région s’opérant ainsi à travers l’armée congolaise ;
- quand Kinshasa tentait de reprendre le contrôle de la région en déplaçant les unités ailleurs dans le pays, ces derniers se mutinaient.[1] »
des éléments acquis à la cause de Kigali. Ces éléments se retrouvent aujourd’hui sur toute l’étendue du territoire congolais. (A Kananga, à l’EFO, il y a une réserve de plus ou moins 3000 milles éléments.) Ils
participent de la politique du chaos pratiquée par Kinshasa. (Plusieurs d’entre eux ont facilité les fraudes électorales en 2006 et 2011. Ils sont impliqués dans les arrestations arbitraires et les exécutions extrajudiciaires. Ils ont tiré à balle réelle sur nos jeunes partis accueillir leur leader politique à l’aéroport de N’Djili le 26 novembre 2011. Ils gardent jusqu’à ce jour ce leader en résidence surveillée.)
A ce point nommé, nous pouvons déjà émettre l’hypothèse selon laquelle le gouvernement fantoche de Kinshasa auquel appartient Lambert Mende ne pourra pas facilement oser « saisir les juridictions
internationales » au sujet de « la shoah congolaise ». Plusieurs de ses membres y participent activement. (Rappelons que Lambert Mende et Joseph Kabila avaient convaincu les plus naïfs d’entre nous que Bosco
Ntaganda, un mercenaire au service de Kigali, était indispensable à la paix dans la partie Est de notre pays…)
La stratégie du chaos entretenue par les réseaux mafieux de prédation en Afrique centrale viserait, à long terme, la transformation du Rwanda en un point de la déstabilisation et une déstructuration permanentes de ses voisins pour une exploitation frauduleuse des matières premières stratégiques. Encore un secret de polichinelle ! Et cela en multipliant « les événements profonds » à partir « des Etats profonds » disséminés à travers cette partie de l’Afrique.
Rappelons qu’ « un Etat profond est une puissante coalition de forces ayant les mêmes objectifs, et regroupant des réseaux de renseignement ayant recours à la violence illégale mais autorisée, ou des groupes
mafieux disposant des connexions internationales.[2] » Souvent, il utilise des agents doubles capables d’un double discours mensonger et trompeur pour berner les esprits faibles.
« Cet Etat occulte consiste en une alliance para-étatique entre la police officielle et les escadrons de la mort criminels sur lesquels les policiers sont censés enquêter.[3] » Ses connexions internationales peuvent impliquer certains membres des juridictions nationales internationales. (La lecture du livre de Florence Hartmann (intitulé Paix et châtiment. Les guerres secrètes de la politique et de la justice internationales, Paris, Flammarion, 2007) peut faciliter la compréhension du fonctionnement de l’interconnexion au cours des
Etats profonds et de leurs réseaux mafieux.) (Rappelons que les prisons congolaises pleines à craquer gardent certains compatriotes sans procès depuis l’assassinat de Mzee Kabila en 2001. Certains prisonniers politiques n’ont commis comme critique que leur usage de la liberté d’expression. Des députés peuvent y être jetés sans que leur immunité soit levée. Ce règne de l’arbitraire témoigne desdites connexions entre « l’Etat profond » congolais et les juridictions nationales.) Revenons à notre « Hitler africain ».
Si les liens de Paul Kagame et l’Etat profond anglo-saxon sont les plus évoqués dans la guerre raciste de basse intensité sévissant en RDC sont les plus, s’intéresser au rôle joué par certains capitalistes allemands pourrait apporter un plus dans la localisation des réseaux racistes de prédation et dans l’identification des acteurs majeurs de « la shoah congolaise ». Tenez. En mars 2006, les patrons allemands se sont convaincus, selon Raf Custers, qu’ils devaient avoir accès aux matières premières stratégiques de la RDC même en recourant aux moyens militaires. Raf Custers note ceci : « Le Congo est le principale zone d’extraction du cobalt et, de ce fait, il revêt une importance extraordinaire pour l’industrie allemande. » Tel a été en gros le discours du patron allemand de la métallurgie, Karl-Heinz Dörner, le 31 mars à Berlin, au cours d’un
premier briefing de la Task Force spécialisée dans les questions internationales concernant les matières premières, Task Force dont il est le président. « Pour affronter la concurrence internationale sur
les marchés des matières premières », écrit German Foreign Policy (sur son site Internet), « les stratèges allemands envisageront également les possibilités de guerre (Mittel des Krieges) ou de subversion dans
les territoires à risque. [4]» Il ajoute : « Les arguments du patronat et de ses lobbys ont trouvé une large écoute auprès des homes politiques allemands.
On a pu s’en rendre compte en février et en mars quand, au Bundestag, s’est manifestée toute une opposition à la participation allemande à l’envoi d’un contingent européen au Congo (dans le cadre de l’Eufor). En voici un petit florilège. Jung, le ministre allemand de la Défense a rabroué les adversaires avec l’argument disant que « la stabilité dans cette région riche en minerais est bénéfique pour l’industrie allemande ». Andreas Schockenhoff, spécialiste des affaires étrangères de la fraction CDU/CSU du Bundestag, a dit de son côté : « Le Congo dispose surtout de matières premières stratégiques importantes pour l’Europe. » Eckart Von Klaeden de la fraction Union a déclaré dans Der Spiegel : « Il y a là des richesses souterraines importantes pour la sécurité, tels l’uranium et le béryllium. Elles ne peuvent tomber dans des mains incompétentes. » De ces minerais « sécuritaires » font également partie le niobium, qui sert dans certaines pièces de fusée, et le tantale, utilisé dans les GSM.[5]»
Ces deux citations permettent de comprendre comment peut naître une connexion entre les membres d’un Etat (profond) appartenant à des sphères différentes d’une même société autour des mêmes objectifs. Et
la politique étrangère de l’Allemagne peut, dans ce cas, être la prolongation de la stratégie des patrons allemands. Serait-ce le cas avec l’entreprise de Karl Heinz Albers ? Cet allemand, ex-gestionnaire de SOMIKIVU, aurait financé la guerre de Paul Kagame en 2000 pour avoir la mainmise sur les matières premières de Rutshuru.
Perdre cet espace à l’Est de la RDC équivaudrait à celle de l’entreprise de Karl Heinz Albers. D’où les pressions que subiraient Paul Kagame depuis la défaite du M23 au mois de juillet 2013.
Seraient-ce ces pressions qui pousseraient Paul Kagame à refabriquer quelques « événements profonds » ? (Telle est aussi leur nature : ceux qui se servent de la violence la provoquent même s’ils doivent tuer leurs propres peuples.) Il demande à ses escadrons de la mort opérant au sein du M23 de tirer des obus sur le Rwanda afin d’avoir des prétextes pouvant l’aider à tuer en RDC pour débarrasser les espaces
riches en matières premières stratégiques « des populations inutiles » ?
Si cette hypothèse se vérifie, si elle est corroborée, l’Allemagne, par certains de ses fils, aurait participé de la fabrication d’un « Hitler africain » tout en poursuivant la condamnation des complices de Hitler (allemand)[6] dans ses juridictions. « Le plus jamais ça » d’après Nuremberg aura été une expression hypocrite, raciste et
discriminatoire n’évoquant que la protection des juifs et des « autres races supérieures » aux dépens des « nègres ».
Si l’hypothèse du soutien des allemands à Kagame est corroborée, le gouvernement fantoche de Kinshasa aura mille et une difficultés à traduire l’armée rwandaise en justice ; au risque d’impliquer l’Allemagne, son patronat et les autres acteurs majeurs dans le procès sur « la Shoah congolaise ». Serait-ce pour cela qu’un allemand, Martin Kobler, a été nommé à la tête de la Monusco et qu’il prône la solution politique à ce que les acteurs majeurs de cette guerre raciste de prédation nomment « crise congolaise » ?
L’interconnexion entre l’ONU et l’Allemagne mérite d’être étudiée de manière approfondie dans « les lieux du savoir congolais ». A n’en pas douter, tout ce qui arrive à la RDC est souvent bien étudié au
préalable.
Après une petite étude en deux articles comme celle à laquelle nous venons de nous livrer, l’une des questions que certains compatriotes posent souvent est la suivante : « Que faire ? » Il ne serait pas mal
d’ajouter à cette question, cette autre : « De quel point de vue ? » Se mettre dans la peau de celui qui sait tout est une entreprise risquée. Souvent, une analyse peut se limiter à l’une ou l’autre proposition de solution en attendant d’être enrichie par les apports d’autres « lieux de savoir ».
Apparemment, les dés sont pipés pour les Congolais(es). Fondamentalement, la stratégie de Paul Kagame, des réseaux mafieux et racistes de prédation et des autres « Etats profonds » ont révélé (presque) tous leurs secrets. Du point de vue épistémologique et politique, connaître ces secrets (de polichinelle) et les partager
avec les masses populaires congolaises à travers une sorte de « comités de pouvoir populaire » ou de « fronts du refus de l’esclavage volontaire » ou de « fronts civils de résistance » nous semble être un
premier pas important à effectuer dans la pratique de la politique congolaise d’émancipation et un ouvrage à remettre en permanence sur le métier.
L’appropriation de ces secrets par les masses peut guérir de la haine étourdissante et les armer positivement pour une résistance citoyenne conduisant à la réappropriation consciente et avisée de notre commune
destinée. Ce sont des masses devenues critiques et les minorités organisées qui finiront par concevoir ensemble les orientations majeures à prendre pour sortir la RDC du néocolonialisme et de
l’impérialisme. Pour le moment les questions telles que celles de l’exfiltration des escadrons kagaméens de la mort de l’armée congolaise et des autres institutions du pays sont un casse-tête, tout
comme celles de la souveraineté et de la légitimité politiques. Pour le moment, confondre la précipitation et la vitesse serait une gageure.
Il n’y a pas de solution miracle en marge de celles portées par les masses congolaises devenues leurs propres démiurges. Peut-être qu’un Tribunal Pénal International pourrait avancer la cause congolaise. Même si les interconnexions au sein des « Etats profonds » touchent la justice internationale…Le chemin semble encore un peu long…La confiscation des médias publics par le réseau congolais de prédation et/ou le musellement des médias alternatifs rend le travail de la naissance et de l’épanouissement de différents fronts susmentionnés difficile.
L’ignorance, l’analphabétisme, le manque d’informations et la désinformation complique la tâche de la pratique d’une politique citoyenne d’émancipation. Les minorités organisées et agissantes ont encore bien des efforts à conjuguer pour vaincre la résignation (et la mendicité perdiémique) dans plusieurs cœurs et esprits congolais. La lutte continue… A l’Est (à Kin et dans la diaspora), le feu patriotique prend davantage. L’espoir est permis.
