Negotiations with the FDLR is a sine qua non condition of the dialogue success of the peace process in Rwanda

Peace process with the Rwandan opposition refers to peace efforts in resolving the FDLR issue.

The exploratory and preparatory talks by low-level negotiations, between Kagame and his loyalists meaning the RPF government on one hand and the rest of Rwandans (FDLR) on the other hand must take place in Tanzania (experience obliges) or in any other neutral country, member of the SADEC organization.  And topics or key issues that would be on the table to be discussed are:

1.       Refugees key issue (let them coming back to Rwanda) and get protected by the international community or by SADEC armed forces on the Rwandan soil.

2.       Droits de l’homme, Democracy and Freedom values

3.       Kagame as  a criminal our planet has ever hosted

4.       Justice based on Legitimacy of Equality of all  Rwandans and unconditional release of all political prisoners and public opinion prisoners

An Agreement on General Cessation of RPF existence (in the political, social, and economic life of the country) must be first signed to ensure Rwandans are free from RPF and Kagame’s tyranny, then the democracy key issues should commence to be discussed by high-level negotiations.

Les négociations avec les FDLR est une condition indispensable pour  le dialogue inter-rwandais pour faire avancer le processus de paix.

Le processus de paix avec l'opposition rwandaise se réfère aux efforts de paix dans la résolution de la question des FDLR.

Les pourparlers exploratoires et préparatoires de négociations de bas niveau, entre Kagame et ses partisans autrement dit RPF d'une part et le reste des Rwandais (FDLR) d'autre part, doivent avoir lieu en Tanzanie (expérience oblige) ou dans tout autre pays neutre, membre de l'organisation de la SADEC. Et les thèmes ou questions clés qui seraient sur la table à discuter seraient :

1.           Question-clé des réfugiés (Rentrer les réfugiés rwandais au Rwanda) et les protéger par la                             communauté internationale ou par les forces armées de la SADEC sur le sol rwandais.

2.            Démocratie et ses valeurs

3.            Kagame comme un criminel inégalable que notre planète n’a jamais eu

4.            Justice sur base de l’égalité de tous incluant la Libération inconditionnelle de tous les prisonniers politiques et de tous les prisonniers d’opinion

Un accord sur la cessation générale de l'existence du FPR (dans la vie politique, sociale et économique du pays) doit être signé d'abord  afin de garantir et d’assurer les Rwandais qu’ils sont libres du FPR et de l'oppression de Kagame , ansi les questions clés de la démocratie devraient commencer à être abordées par les négociations à haut niveau.
