How to proceed for revolution in Rwanda:
  1. The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
  2. Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
  3. Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
  4. Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
  5. The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
  6. The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).
  7. Organise strikes and unrest to paralyze the country and convince even the army not to support the dictaor – e.g., Jorge Ubico y Castañeda was ousted in Guatemala in 1944 and Guatemala became democratic, Recedntly in Burkina Faso with the dictator Blaise Compaoré.

First let us recall the definition of genocide. The Convention on the Prevention and Punishment of the Crime of Genocide was adopted by the United Nations General Assembly on December 9, 1948. The Convention entered into force on January 12, 1951.

Article II of the Convention states “In the present Convention, genocide means any of the following acts committed with the intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such:

(a) Killing members of the group;


(b) Causing serious bodily or mental harm to members of the group;


(c) Deliberately inflicting on the group conditions of life calculated to bring about physical destruction in whole or in part;
(d) Imposing measures intended to prevent births within the group


(e) Forcibly transferring children of the group to another group (Human Rights Volume I (Second Part) Universal Instruments United Nations 2002).

The targeted killing or genocide of moderate Hutu and Tutsi that took place in Rwanda in 1994 shocked the world. There is ‘guilt of omission’ to act. The international community did nothing to prevent the genocide when sufficient advance warning had been made available (Mary Robinson A Voice for Human Rights 2006: 222).
Understandably – and without pausing to reflect on the extenuating historical circumstances, the immediate trigger or the real genocidaires and who abetted them – the entire international community descended on Hutu people (whether they participated directly or indirectly, opposed or even protected the targeted groups), dubbed them barbaric, bad people or dangerous wild beasts that should be hunted down and killed. Hutus were massacred inside Rwanda and with satellite surveillance were chased in the DRC forest, murdered and buried in mass graves (Debra Liang-Fenton 2004: 41 & Robert B. Edgerton 2002:229).
The RPF government took full advantage of this sense of guilt, forced apologies and pushed the international community to remove arms embargo, pass generous resolutions, admit Rwanda into the Commonwealth club without meeting the requirements according to experts report, obtain sophisticated military training, equipment, advisers and defenders, remove moderate officials from government, strengthen the hand of hardliners, assassinate dissenters and jail others, prevent people from mentioning their ethnic identity, ban strong opposition parties, force Hutu into subsistence economy and birth control practices (as reported by Hutu) in order to keep them down permanently and pave the way for genocide of Hutu hence the term of ‘double genocide’.

In order to pin down Hutu permanently, the government has even decided that only Tutsi were targeted for genocide and not Hutu moderates. In an interview with New York Times reporter Josh Kron, published on April 28, 2010 the Foreign Minister and Government Spokesperson for Rwanda, Louise Mushikiwabo stated “… the reality is that the genocide was committed by the Hutu against the Tutsi, and the reality is also true that some Hutu were victims of the genocide, not because they were targeted, but because they did not want to go along with the plan [of genocide]”. The government also uses as appropriate the term genocide to all Hutu whether or not they participated in the genocide or were even born after 1994, implying that Hutu have no rights in Rwanda!

To repeat, Rwanda government has so far benefited from the “genocide guilt credit” to commit atrocities with impunity. At the UN in New York the Security Council and General Assembly members are constrained to criticize Rwanda because of a feeling of guilt. And the Rwanda government knows it and is perhaps encouraged to take advantage of it and settle scores while it lasts. The UN Secretary-General once expressed fear that Tutsi invasion of eastern DRC was aimed at revenge (Gerard Prunier Africa’s World War 2009: 57, 117, 293 & Stephen Kinser A Thousand Hills 2008:335).

With passage of time new evidence that RPF/A and Rwanda government have been committing genocide at least since 1993 against the Hutu is becoming available including earlier reports that had been suppressed. Also media distortions and manipulations are being corrected thus giving readers a balanced basis to arrive at informed conclusions.
The International Forum for Truth and Justice in the Great Lakes Region, among other organizations, is involved in a lawsuit charging massive crimes against humanity and acts of genocide committed by the RPF government of Rwanda (Peter Phillips Censored 2007, 2006:54).
For illustrative purposes, here are a few cases and sources for further reading as and when necessary.


1.In early September 1994 Robert Gersony prepared and delivered a comprehensive report of RPA (Rwanda Patriotic Army) massacres (of Hutu) to the RPF government of Rwanda and United Nations representatives in Kigali. Afraid of the impact of revelations in the report, it was suppressed by the UN Secretary General (Debra Liang-Fenton Implementing U.S. Human Rights Policy 2004: 39-40).

2.In April 1995 internally displaced persons (IDP) camp at Kibeho that accommodated about 150,000 Hutu was attacked by RPA and massacred them (Gerard Prunier. Africa’s World War 2009:40). There were too many foreign witnesses for RPF government to deny the genocide (Debra Liang-Fenton 2004:40). In its manifesto the Resistance Forces for Democracy (RDF) claimed that Paul Kagame, the leader of RPA and other Tutsi ministers had planned the massacre at Kibeho (IDP) in April 1995 and recommended that those involved should be brought before an international criminal court (NewAfrican May 1996:17).

3.The attacks on Rwanda in 1995 and 1996 by former FAR (former Rwanda army) caused disproportionate violent bouts of Rwanda army (RPA) repression targeting Hutu peasants (Current History Africa May 1997: 196).


4.On April 22, 2010 Lusoke Willy sent a detailed message to Ugandans-at-Heart in which he disclosed the locations of Hutu mass graves in Rwanda (Ugandans-at-heart@googlegroups.com).


5.Professors Allan Stam and Christian Davenport of University of Michigan and University of Notre Dame respectively reported that “the vast majority of people who died in the 1994 Rwanda Genocide were Hutus. Prof. Stam presented his findings at the University of Michigan in 2009 in a speech titled “Coming to a New Understanding of the 1994 Rwanda Genocide” (Ann Garrison. Rwanda Genocide: Some Inconvenient Truths. Blackstarnews.com April 11, 2010).


6.Several countries have adopted laws allowing judges to investigate human rights abuses anywhere in the world. In 2008, a judge in Spain issued a stunning indictment of 40 Rwandan officials, including the military chief of staff, General James Kabarebe, for atrocities they allegedly committed after the RPF seized power in 1994. Although President Kagame is immune from prosecution because he is a sitting head of state, the judge ruled there was damning evidence against him (Stephen Kinser 2008: 334).


7.In 1996, with Western support, the Rwandan army crossed the border into eastern DRC and forced hundreds of thousands of Hutu refugees back into Rwanda. Those who refused to return were dubbed genocidaires that qualified to be hunted down and killed. Despite protests from the UNHCR and numerous NGOs, the Rwandan army with some Western backing massacred whole groups of unarmed Hutus (Richard Dowden Africa 2009:249-50).


8.Oxfam, a British NGO claimed that up to 1,000,000 (Hutu) people in eastern DRC were dying from starvation and disease. The press added its voice by calling the situation “Catastrophe! Disaster! Apocalypse!” The UN Secretary-General also described the situation as “genocide by starvation” (Martin Meredith. The Fate of Africa 2005:533-4).


9.In 1998 a UN Commission visited DRC to investigate reports of mass graves of thousands of Hutu that had been massacred by Kabila Tutsi-led rebel army (Robert B. Edgerton 2002:229).


10.During hearings of AU mission to DRC in January/February 2010 reports of intentional massacre of Hutu from Rwanda and DRC were reported as Rwanda army chased Hutu rebels indistinguishable from civilians.


  1. The idea behind these examples is to give the public information about Hutu genocide committed in Rwanda and DRC by Tutsi, information that was not available before or was suppressed. For the sake of justice the law should apply to all perpetrators of this double genocide.
  2. Those suspected of genocide against Tutsi and Hutu must be tried in an international criminal court. The time for guilt by omission is over. Western governments that cherish strict observance of human rights and justice for all must act now to save their credibility. There is sufficient evidence to take on genocide committed by Tutsi against Hutu in Rwanda and DRC.

Rwanda's opposition parties on Thursday called for an independent international investigation into the murder of André Kagwa Rwisereka, the vice-president of the Democratic Green party. Rwisereka was found dead near his abandoned car on Wednesday. Party leader Frank Habineza said he had been repeatedly stabbed and that he had been nearly decapitated. => professional murderers

(CNN) -- A human rights group Wednesday urged the Rwandan government to let independent experts conduct an autopsy on an opposition leader killed weeks before the election.

Andre Kagwa Rwisereka, vice president of the opposition Democratic Green Party, was found dead after he went missing on his way to a meeting in the capital, Kigali.

His body was found in a wetland area, with the head nearly severed, according to party president Frank Habineza.
Habineza said he and Rwisereka, whose service was held Tuesday, had received death threats since February.
"We are very threatened as a party and as individuals," he said. "We are scared. We are also sad about the demise of our colleague."

"My job is to create the environment where legitimate things can happen", said Kagame. 
Kagame has legitimated : Murder and imprisonment of journalists, Murder and imprisonment of opposition leaders, Press muzzlement, mounting Fear among Rwandans, etc

 The international community should carefully listen to the way Paul Kagame expresses himself in public, it gives important information on his political method. He often speaks in riddles which need solving.




On the day (words gain their specific meaning through context and timing) that the assassinated vice-president of Rwandan Greens, André Kagwa Rwisereka, was burried, Paul Kagame did not express his regret or extended his condolences as did Victoire Ingabire Umuhoza. No, he made this widely published and ambiguous statement:

"My job has not been to create an opposition, my job is to create the environment where legitimate things can happen."

The ambiguity of this statement is intentional. The statement can be interpreted in a lot of ways and can mean a lot of things. We have seen this same strategy employed when he talked about "those leaving the country are like human waste" a couple of months ago. He made a statement in public that could mean that he intended to kill Kayumba Nyamwasa (and the former General's wife clearly understood it that way) but it could also mean something else. The third example where Paul Kagame talks in riddles is from the interview where Stephen Sackur grills him on the attack in april 1994 against the former Presidents of Rwanda and Burundi:

"Stephen Sackur: But you didn’t have a right to shoot down his plane and to assassinate him

President Paul Kagame: Well I had a right to fight for my rights!

Mr. Andre KAGWA RWISEREKA, Vice President of the Democratic Green Party of Rwanda was assinated and beheaded in Butare, Southern region of Rwanda.









The First Vice President of the Democratic Green Party of Rwanda, Mr.Andre KAGWA RWISEREKA who went missing yesterday 13th July 2010, has been found dead this morning of 14th July 2010.

His head was almost completely removed from his body. He was found dead in the same wetland of River Mukula just about 3 Kms away from Butare town, where his car was dumped. His brother Antoine HAGUMA confirms seeing the dead body.


During our visit to Butare yesterday, we found out that his national ID, driver’s license, house keys and car keys were found inside the dumped car, now packed at Police Headquarters in Huye-Butare town. His passport was also found in his house; TABA-Butare Town.

I write on behalf of the African SurViVors International Foundation to express our sadness at the assassination of Mr. Andre KAGWA RWISEREKA, Vice President of the Democratic Green Party of Rwanda. My condolences to KAGWA RWISEREKA’s family, to all the Rwandan Greens and to the Greens everywhere on this tragedy. His death is not a loss only to you but a great loss for Rwanda and the Rwandan nation as whole.

African SurViVors International is calling the world community to end the RPF impunity, which flourishes in Rwanda. ASI is calling for an independent, international, public, judicial inquiry into the shocking cowardly murder with the mandate of establishing the truth surrounding the assassination circumstances so that the perpetrators can be brought before the bar of justice.

ASI hopes the RPF government will be cooperative and explain to the world its primary involvement without which the murder was not possible. In the new future, our motive will not be revenge upon the agonizing RPF regime or the victorious assertion of the physical might of the Rwandan nation, but only the vindication of right, of human right and freedom, of which we are only a single champion.

Rwandan police have arrested an independent journalist for comparing President Kagame with the Nazi German leader Adolf Hitler, police said
Kigali - Rwandan police have arrested an independent journalist for comparing President Paul Kagame with the Nazi German leader Adolf Hitler, police said, but an official denied her detention was linked to upcoming elections.
Saidati Mukakibibi, an unregistered journalist who works for independent newspaper Umurabyo, was arrested for defamation, inciting public disorder and ethnic "divisionism", police spokesman Eric Kayiranga said on Monday.

"She wrote articles through the paper comparing President Kagame to Hitler. Behind his picture they put insignia of the Nazis," Kayiranga said. "The articles were causing public disorder in terms of causing divisionism and spreading rumours that can cause insecurity."

Kagame's administration says free speech must be tempered by concerns about stoking ethnic enmity which led to the 1994 genocide in which 800 000 ethnic Hutu and moderate Tutsi were killed.

Police also detained Umurabyo's editor last week. But authorities deny charges by rights groups that the government is clamping down on critical opposition and journalists before presidential elections in August.
Rwanda's Media High Council (MHC) said Mukakibibi's arrest was not linked to the upcoming ballot, which Kagame is expected to win by a large majority.



"What worries us most is that she has written things that are criminal in nature. Should law enforcement organs keep quiet because of elections?" MHC executive director Patrice Murama told Reuters.
Police arrested the paper's editor and owner Agnes Uwimana on charges of genocide denial and stirring ethnic hatred. Uwimana has previously served a one year jail term for inciting ethnic divisions and defamation.


Two other critical newspapers were suspended in April on similar charges but international media rights groups described the move as a veiled attempt at censorship.

In June, a Rwandan journalist was shot dead outside his home after writing a report linking Rwandan security services to the alleged assassination attempt on a dissident general in self-imposed exile in South Africa.

Bernard Ntaganda, presidential candidate of Rwanda's P.S. Imberakuri Party before it broke into two factions, and still the presidential candidate of one wing. He has called for postponement of the elections until all viable candidates can register, and today he called for protest as President Paul Kagame registered his candidacy with the National Electoral Commission, saying "Silence is acceptance." He was arrested at his home this morning, 06.24.2010, before he could leave to attend the protest.


Bernard Ntaganda, Rwandan opposition presidential candidate, and Didas Gasana, Editor of Rwanda's banned newspaper, Umuseso, spoke to KMEC Radio on April 18th. Gasana has since fled to Uganda and Ntaganda was arrested in Kigali this morning.


Last night Ntaganda put out an urgent message that his assistant, Mr. Sibomana Rusangwa Aimable, had disappeared at 8 p.m., after a meeting held at the head office of P.S.Imberakuri in which the Party had decided to organize demonstrations today, June 24th, 2010.
Ntaganda said that he feared his assistant's life was in danger, and this morning Ntaganda himself was arrested at his home in Kigali, before he could leave to join protests of the Kagame government's exclusion of all viable opposition from this year's 2010 Rwandan presidential election, with polls scheduled for August 9th. Ntaganda had called for the protests, saying that "Silence is acceptance."

Victoire ingabiré spoke to Rwandan press at the Kigali, Rwanda airport, upon her return to contest the election against Rwandan President Paul Kagame. She has not been allowed to register her candidacy and has instead been arrested. Today her house was surrounded by Rwandan Police who prevented her from leaving to join a peaceful protest.

Police also surrounded the house of FDU-Inkingi Party presidential candidate Victoire Ingabire Umuhoza and prevented her from leaving to join the protests as well.
Police arrested Democratic Green Party of Rwanda candidate Frank Habineza outside the U.S. Embassy, where he had gone to protest Mr. Ntaganda's arrest, but released him within a matter of hours. Habineza, who was earlier this year elected President of the African Greens Federation, said that, within hours of his arrest, he had received calls from members of the Global Green Party in Egypt, Sweden, Morocco, and the United States.

"Global Greens can mobilize on the Internet as Peter Erlinder's supporters did," Habineza said, speaking from Kigali after his release. "We hope they mobilize not just to support us, the Rwanda Greens, but to support all Rwandans imperiled by these new arrests, by the government excluding all of us, the real opposition, from the election, and by growing fear and instability."

U.S. Law Professor and international criminal lawyer Peter Erlinder was arrested in Kigali, Rwanda on May 28th, where he had traveled to defend Ingabire. Last week a judge released him on medical grounds. He returned to this country on Monday and yesterday held a press conference at William and Mitchell College of Law, where he said his imprisonment revealed the nature of the Rwandan regime and its secret police. "I have seen how it works and they make the Stasi and the KGB look like amateurs," he said.

The FDU-Inkingi and the Democratic Green Party of Rwanda released this description of their experience and call for international support:
"Rwandan opposition party leaders and members have been violently assaulted and arrested, hundreds still missing. A planned peaceful demonstration for today against the National Electoral Commission (NEC) while they were receiving nominations for the August presidential elections was blocked. The purpose was to protest the fact that the genuine opposition parties have been denied a chance to participate in the presidential elections. The planned peaceful demonstration was prevented this morning when Maitre NTAGANDA Bernard, the founding president of the PS-Imberakuri party, was violently assaulted and taken from his home by unidentified armed plain-clothed officials. Sources claim that he is currently being held incommunicado in a police cell.

At the same time, Ms. Victoire Ingabire, chairperson of the FDU-Inkingi party, woke up to find that her house had been completely surrounded and blocked off by armed policemen. She was prevented from leaving her residence. The Democratic Green Party President, Mr. Frank Habineza, and his Vice President, Andre Kagwa Rwisereka, were detained by the police. Their National Identity cards and phones were taken from them for almost one hour at US Embassy in Kigali. Two Executive Members of the FDU- Inkingi, Secretary General Sylvain Sibomana and Treasurer Alice Muhirwa, are missing as of this writing. The Secretary General of the PS-Imberakuri, Theobald Mutarambirwa, is also believed to be in police custody but is missing.
The ‘Parti Social Imberakuri'-PS-Imberakuri, wrote to the Mayor of the Gasabo district on 17th June 2010, requesting for permission to demonstrate peacefully on 24th June 2010. The letter clearly stated that the demonstrations were to start at the Prime Minister’s Office in Kimiruhura, continue to the Parliament and end at the Ministry of Local Government in the Kacyiru District, where a public message was to be made.

The District failed to respond by Wednesday, 23rd June, and Maitre Ntaganda, a senior lawyer and activist, confirmed to other opposition leaders that, in this case, silence doen not legally mean "no", and the program should remain as planned.

To our surprise early this morning, Frank Habineza received a phone call from the PS Imbearakuri Secretary General informing him Ntaganda had gone missing and they have changed plans. Instead of the planned demonstration, they decided to go to the American Embassy in the Kacyiru District and ask US Embassy officials to help intervene in this serious situation. They also asked Frank Habineza to help them so Maitre Ntaganda could be located and released from custody.

We arrived at the US Embassy visitors parking at around 09:00 local time. To our surprise, when we called the PS-Imberakuri Secretary General, instead of getting his response we heard a lot of commotion over his phone and by the time we reached the outside of the US Embassy complex we saw police chasing PS-Imberakuri members and we also saw others being arrested and being violently forced into police vans. The Secretary General is believed to be in police custody with hundreds of other PS-Imberakuri members.

We proceeded on and talked to US Embassy officials. After a while as we were leaving the US Embassy grounds, Rwandan police stopped us and took away our National Identity Cards and phones for about an hour. Both the President and Vice President of the Green Party were eventually released without harm.

 "The United States Government, along with all other participating nations in the Community of Democracies, should seek, as a matter of high policy priority, to promote peaceful transitions to irreversible multiparty democracies, under rule of law, in all countries which continue to be ruled by dictators and other repressive regimes, and should join with all other democratic countries in solidarity to defend those peoples who are in danger of having their democratic transition reversed by force. We are initiating a public dialogue today on how to achieve this fundamental goal".




The FDU-Inkingi's Leader, Mrs. Victoire Ingabire was physically assaulted earlier this year at a government office at Kinyinya-Kigali. She has also faced serious allegations and has been charged for working with a terrorist organisation as well as allegedly harboring a genocide ideology. Her party has been refused chance to register on the pretext that its leader has criminal charges which must be cleared first. The problem though is that even though she was charged in court, she has never been given chance to defend herself. Instead her lawyer, Peter Erlinder, was arrested as well.

Meanwhile, hundreds of members of the FDU-Inkingi were brutally attacked and beaten by policemen at Gishushu (Remera) and in front of the Ministry of Justice in the Kimihurura District. They were heading to a peaceful demonstration in front of the Ministry of Justice to request the government to lift restrictive measures and drop the false charges against their Ms. Victoire Ingabire Umuhoza, who remains under house arrest on bail since April 22nd 2010, and has been deprived of her political rights. The demonstrators were reacting to a statement by General Prosecutor Ngoga yesterday that the government does not have enough evidence to prosecute and challenge the case in a court of law yet.

The Permanent Consultative Council of Opposition Parties in Rwanda is deeply concerned with the continuous unwarranted political harassment and denial of political space in Rwanda ahead of the August 9th Presidential election.
The Government of Rwanda has continuously done all it can to deny the genuine political opposition a chance to legally exist and be able to democratically participate in the upcoming Presidential elections.
The ruling RPF party has plainly shown to the Rwandan people and the International Community that scared to compete with real opposition and has resorted to approving stooge candidates to give the illusion of political opposition.


The real opposition in Rwanda has been subjected to verbal and physical intimidation along with legal and political abuse. Legal framework has been manipulated to prevent the Democratic Green Party of Rwanda and United Democratic Forces (FDU–Inkingi) from registering their political parties and exercising their political rights. The Democratic Green Party of Rwanda’s founding convention on 30th October 2009, was violently sabotaged by people connected to state security organs and others to be working for the Government. The Green Party's leader, Frank Habineza has received several death threats, the latest one indicating that he is supposed to be killed before the August 2010 presidential election. Despite the fact that he reported this matter to the police and also wrote directly to the Minister of Internal Security, he never received any response and he is in imminent danger. 



This is the real picture of Rwanda's political space: President Kagame’s RPF party competing against stooge candidates of the PSD, PL and other satellite partner parties who have been comfortably enjoying ministerial and parliamentary positions for the last 16 years while supporting RPF policies and legislation.

Rwandan Hutu rebel leader Edmond Ngarambe denounces the Tutsi "dictatorship" in his homeland.

Lieutenant Colonel Ngarambe, spokesman for the Democratic Forces for the Liberation of Rwanda (FDLR), has been exiled here, since he joined the FDLR in 1998. He is one of some 6,000 fighters with the FDLR, one of the many armed factions fighting in this troubled corner of DR Congo.


Some members of this rebel force have been here since 1994 when, having taken part in the genocide of Tutsis and moderate Hutus in Rwanda, they were driven over the border by the Rwandan Patriotic Front (FPR).

Ngarame, 40, is a hefty looking man in full combat fatigues and a pistol on his belt. He acknowledges that some of his men may have been taken part in the Rwandan genocide.
"Some elements are ready to surrender, but they don't trust justice in Kigali," he said, referring to the courts in the Rwandan capital.


The FDLR fighters would like to return to Rwanda, he said. "But there is no safety for us in Rwanda, it is a dictatorship," he insisted.
"Those who don't want to kneel down before the regime are considered as an enemy," he added.
Before his men could return home, he said, Rwandan President Paul Kagame had to leave office and what he called an "equitable" justice system had to be put in place to judge suspects in the genocide.
Ngarambe denounced the community-based courts, known as "gacaca", that have been dealing with such cases in the Rwanda, where only the Hutus were considered to be guilty.
Members of the Kagame's ruling FPR should also be held to account for their actions, he argued. "Nobody says anything on FPR reprisals after the genocide," he said.

From his position 60 kilometres (40 miles) from the Rwandan border, Ngarambe pointed out a mountain a few kilometres off. This was the battle line where his men were fighting their main enemies in the region, the National Congress for the Defence of the People (CNDP), of renegade Tutsi general Laurent Nkunda.
Since fighting resumed in the eastern DR Congo province of Nord-Kivu in August, the FDLR has formed makeshift alliances with DR Congo government soldiers and the pro-government Mai-Mai militias against the CNDP.

Nkunda, whose forces have made significant gains in the recent fighting, has denounced President Joseph Kabila for making common cause with the FDLR, who he says threaten the local Tutsi population.
But Nkunda's forces have themselves been accused of receiving support from eastern neighbours Rwanda.

"Laurent Nkunda is Kigali's puppet," said Ngarambe. "His only aim in fighting us is to wipe out all opposition to the regime in Kigali," he said.
"If Kinshasa helped the FDLR as much as Kigali helps Nkunda, we would march on Kigali in two days!" he said. Most of Nord-Kivu province was already in Rwandan hands, he said: and Nkunda was fighting for control of that land.

Ngarambe did not accept UN accounts of FDLR collaboration with Kabila's soldiers, preferring to speak only of cohabitation.
At the nearby town of Lushebere, government soldiers and Mai-Mai militia members could be seen rubbing shoulders with the rebels of the FDLR. But each force fought as an autonomous unit, Ngarambe insisted.
He raised an agreement in November 2007 between the governments of the Democratic Republic of Congo and Rwanda to flush out illegal armed groups in the east of DR Congo.
It was "unfortunate", he said, that the FDLR "were always the scapegoats for the insecurity in the region."

While he wanted talks with all the other concerned parties, he said, his forces were being hunted down and talked of in terms of "forced neutralisation." Yet when it came to the rebels in Uganda and Burundi, people were happy to talk about negotiation.
