Ways To Get Rid of Kagame

How to proceed for revolution in Rwanda:
  1. The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
  2. Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
  3. Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
  4. Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
  5. The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
  6. The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).
  7. Organise strikes and unrest to paralyze the country and convince even the army not to support the dictaor – e.g., Jorge Ubico y Castañeda was ousted in Guatemala in 1944 and Guatemala became democratic, Recedntly in Burkina Faso with the dictator Blaise Compaoré.

The current government has been characterized by the total impunity of RPF criminals, the Tutsi economic monopoly, the Tutsi militaristic domination with an iron fist, and the brutal suppression of the rights of the majority of the Rwandan people (85% are Hutus), mass-arrests and mass-murder by the RPF criminal organization.

Deep insight: Rwanda genocide: Bagosora's life sentence reduced

A man who was seen as a key organiser of the Rwandan genocide has had his sentence reduced from life to 35 years.

Theoneste Bagosora was a senior figure in Rwanda's ministry of defence at the time of the massacres.
General Paul Kagame, the probably mastermind of the Rwandan Genocide remains at large. To help Rwandans to reconcile, Paul Kagame should be apprehended and brought to JUSTICE. To understand the issue, we call on our readers to listen tothe French Professor Lugan here below:

The UN-backed International Criminal Tribunal for Rwanda (ICTR) convicted Bagosora of genocide and crimes against humanity three years ago.
He was arrested 15 years ago in Cameroon and his trial at the Rwanda tribunal in the Tanzanian city of Arusha began in 2002.
Appeal judges in Arusha cleared him of some of the charges he faced, including ordering killings at roadblocks in the capital, Kigali.

But his convictions for genocide and crimes against humanity were upheld.

Co-accused to be freed
The BBC's East Africa correspondent Will Ross says he decision has angered some Rwandans who are are questioning why a man who played such a key role in the genocide would have his sentence reduced.


Around 800,000 Tutsis and moderate Hutus were killed in Rwanda in 1994 They point to the fact that many others who were lowing ranking genocide convicts were given life sentences.

In 1994, Bagosora was chief of staff in the ministry of defence and effectively in charge of the soldiers who took part in the massacres.

The killings began after the plane carrying Rwanda's then-President Juvenal Habyarimana was shot down on 6 April 1994, killing everyone on board.

The appeals court found that he knew the crimes were going to be committed and did nothing to stop them, the AFP news agency reports.
At his trial, Bagosora, who is a Hutu, maintained he was a victim of propaganda by Rwanda's current Tutsi-dominated government.
Bagosora is 70 years old. With time already served, his 35-year sentence will see him imprisoned until he is 89.
One of the men convicted alongside Bagosora, Anatole Nsengiyumva, has had his sentence reduced on appeal to 15 years, and will be released because of time served, says AFP.

Rwanda entered the 2011 edition of the Commonwealth Heads of Government Meeting (CHOGM) with a fair share of shame.

The tiny east African country was put under pressure in the run up to CHOGM 2011 in Perth, Australia on accusations it was serious veering off course in terms of basic standards acceptable by the commonwealth League -both on human rights and democracy.

The Australian government made its position clear to the Rwandan President Paul Kagame that it was prepared to push Rwanda, and other countries accused of human rights violations and suppression of democratic values harder.

Australian Prime Minister Julia Gillard said countries like Rwanda would be put under pressure to ensure they respect the value of human rights and democracy as a key requirement among commonwealth member countries.

The same message was sent to Kagame by the Australian Foreign Minister Kevin Rudd as well as Queen Elizabeth II, who stressed that commonwealth countries, uphold the fundamental standards and values of human rights and democracy for a better future of the commonwealth.

The Rwanda leader raised his profile while vouching for more opportunities for the African continent.
He said Africa needed to be given a fair increase in the share of global trade.

But as the Rwandan President Paul Kagame grappled to cope with the diplomatic backlash at the Commonwealth Heads of Government meeting, Rwandans, Burundians and DR Congolese descended on Perth streets in droves to protest his participation at the meeting.

From Violation of human rights, muzzling of the opposition and media to rape and plunder of natural resources in the Democratic Republic of Congo, the battle for Rwanda’s positive outcomes was shrinking.
As the outcry of peaceful protesters rocked Perth, Rwanda’s membership in the commonwealth ended up getting shaken alongside Malaysia and Sri Lanka, whose President Mahinda Rajapaska actually survived an arrest attempt shot down by the Australian Attorney General.

The over 200 protestors chanted “Kagame is a killer”, “Kagame release political prisoners”, “Bring Kagame to justice for war crimes and crimes against humanity”. They also questioned the Rwandan leaders’ morality when he spends a whopping $20,000 on a hotel room per night while Rwandans live under $1 a day and the country dependent on +50% aid.

In fact, Mr Gervais Condo, the leader of Rwandan National Congress’ international relations Department said, it was time for the international community to put pressure on the Rwandan government to open up for political pluralism, press freedom and human rights.

“As RNC, we are urging the international community buddies to ensure that Rwanda upholds standards set by the commonwealth. We want President Paul Kagame to release all political prisoners, respect freedom of the press and stop forceful repatriation of refugees,” Mr Condo told a mammoth gathering of protesters at the Esplanade Friday.


The Rwanda National Congress and United Democratic Forces (UDF) also supported the Protests.
In Rwanda, leaders of political parties are languishing in prisons scattered around the country on fabricated charges of treason, inciting ethnic violence, sectarianism and genocide revisionism among other forms of vague accusations. They are currently imprisoned under cruel and inhumane conditions in Kigali.
Ms Victoire Ingabire Umuhoza, Mr Bernard Ntaganda, Mr. Deo Mushayidi, Mr Charles Ntakirutinka, Ms.Seraphine Mukamana are among the critical opposition voices that are perishing in prisons.

Military officers that have tried to promote democracy, the rule of law and political pluralism have also been exiled, particularly, former Chief of Staff Lt.Gen. Kayumba Nyamwasa (who survived an assassination attempt on 19th June 2010 in Johannesburg, South Africa) and former external intelligence chief Colonel Patrick Karegeya have been forced to flee the country.
Some like Col. Rugigana Ngabo have found a permanent place in jail without trial.

The media in Rwanda is also under attack. In July 2010, Mr. Jean-Léonard RUGAMBAGE, a journalist and critic of the government, was murdered.
Many newspapers that are critical of government have been forced to shut down journalists are now operating online from exile because of threats to their lives.

Such gross abuse of human rights and freedoms in Rwanda is what has raised concerns within the commonwealth, making the country a subject of the bloc’s monitoring system.

Now Prime ministers and presidents from 54 member states are considering a recommendation that a commissioner be appointed monitor human rights in countries especially Rwanda, Sri Lanka and Malaysia among others.

Analysts at the CHOGM 2011 meeting said Rwanda, Malaysia and Sri Lanka recorded the lowest mark on their scorecard, which may have forced Mr Kagame to cancel his meeting with the Rwandan diaspora at Hyatt Hotel in Perth.

He delegated his Ambassador to Australia and Japan, Dr Charles Murigande and Foreign Affairs Minister Louis Mushikiwabo to proceed with the meeting.

Il y avait bien longtemps que nous n'avions pas entendu cette devise de la bouche d'un homme politique.

Qu'elle ait été prononcée à l'issue de l'éloge funèbre le 19 juillet par le Président de la République, chef des armées, est un signe auquel les soldats et plus généralement les innombrables Français qui aiment leur pays ont été sensibles.

Ils auront apprécié ces propos directs et tellement vrais de Mgr Luc Ravel, évêque aux armées, sur le soldat :
« ... Il est aujourd'hui historiquement bas puisqu'il atteint seulement 1,6% du PIB. Il était le double en 1989 et s'élevait à 4% en 1975 alors que le budget de l'Etat était en équilibre et la dette inexistante.
Comment la France peut-elle garantir effectivement son indépendance et sa sécurité en réduisant à ce point ses capacités militaires, sachant que les effets catastrophiques inévitables ne se feront sentir que dans 10 ans ?
Les coupes budgétaires des décennies précédentes se traduisent aujourd'hui par l'absence de drones stratégiques, le nombre limité de nos avions de transport et de nos hélicoptères dans les engagements que nous conduisons.

Cela concerne également la politique étrangère.
Il semble que la France envisage d'inviter officiellement à Paris en septembre Paul Kagame, président du Rwanda et accusateur de l'armée française !
Les conseillers de l'Elysée et du quai d'Orsay mesurent-ils l'effet dévastateur d'une telle démarche, sans geste préalable fort vis-à-vis de nos armées ?
Cette invitation signifierait que la France reconnaît et accepte les accusations de génocide portées contre ses soldats par un dictateur lui-même impliqué dans la mort de plusieurs millions de Congolais depuis 1996.

Une telle visite pourrait éventuellement se dérouler sans susciter la réprobation voire la colère de l'armée si le Président de la République, chef des armées, déclarait aux soldats de l'opération Turquoise au Rwanda comme il l'a fait le 19 juillet dernier dans la cour d'honneur des Invalides :

Elle n'admettra jamais que l'on privilégie les intérêts politiques du moment par rapport à l'honneur du pays et de ses soldats.

In late May, a handful of modestly sourced news accounts, few of them in English, reported that a Rwandan military official had been arrested in the United States, possibly even in Washington, DC, for alleged war crimes committed during the 1990s -- only to re-appear in his home country a few days later.

 The truth of what happened would turn out to be far more complicated and surprising. An investigation by TheAtlantic.com reveals that the Rwandan official, who is currently under international indictment for the suspected killing of Spanish non-government organization (NGO) employees in Rwanda and the Democratic Republic of Congo, visited a U.S. military facility while on official business for the Rwandan government, and with the specific permission of the U.S. government. Though it's still unclear whether he was actually arrested or just briefly detained while entering the United States, the case exposes the complexity of a U.S.-Rwandan relationship in which human rights and strategic interests are coming into increasing conflict. It also underscores how little reach international law has within U.S. borders, at times compromising the possibility of bringing suspected war criminals to justice.



According to multiple European media reports, including a May 25 article in Spain's El Pais newspaper, Justus Majyambere, a major in the Rwandan Defense Forces, was arrested during a visit to the United States. In 2008, Majyambere had been indicted in absentia in Spain for his alleged role in the killing of nine Spanish NGO workers in Rwanda and the Democratic Republic of Congo in the years following the 1994 Rwandan ethnic genocide.
Since the genocide ended and rebel leader Paul Kagame took over as president, a post he has now held for 11 years, Rwanda and the United States have enjoyed close relations. Kagame's Rwanda is often described as the most politically stable nation in central Africa; for a time, Kagame himself was seen as a potential savior for a region riven with conflict. But Kagame's human rights record has come under increasing scrutiny, particularly after his purported 93 percent victory in last year's presidential election. Secretary of State Hilary Clinton conspicuously avoided Rwanda during both of her trips to Africa.

The arrest of a Rwandan government official on ostensibly friendly foreign soil would have dealt a blow to the U.S.-Rwanda relationship. The Rwandan government is extremely sensitive about the international justice system. A number of Rwandan officials are currently under foreign indictments, making travel for them difficult and undermining the government's international legitimacy. Many, including Kagame himself, were indicted in absentia in France in 2006, an incident that imploded relations between the two countries.

 For Spain, the stakes are hardly lower. According to Leonardo Marcos, an official at the Spanish embassy in Washington, DC, Majyambere is currently under an Interpol "red notice," a worldwide bulletin that is roughly equivalent to an arrest warrant in much of the European Union, but is treated with less authority in the United States. As far as Spain is concerned, Majyambere is a fugitive from justice, and a war criminal responsible for the murder of Spanish citizens.
A few days after the initial reports of Majyambere's arrest, the story died. It wasn't mentioned in a single American newspaper. In light of Rwandan denials and a lack of official confirmation of Majyambere's arrest, the story seemed more like an online rumor than cause for a diplomatic showdown between the U.S., Spain, and Rwanda. Even Marcos said that the Spanish government's official position on the matter is that the media reports are a case of mistaken identity. "Maybe the American police detained or arrested somebody with a similar or the same name," said Marcos. "But this person, Justus Majyambere, has been not arrested yet."
 Even for the Spanish embassy, reports of Majyambere's arrest are based on unsubstantiated reports -- little more than rumors. But those rumors have turned out to be grounded in fact. According to a memo from Spain's National Central Bureau of Interpol to Spanish Judge Fernando Andreu, on May 15, the U.S. Central Bureau of Interpol sent an urgent message to their Spanish counterparts. Somewhere in the United States, border police had run a background check on an individual suspected of "illegal immigration." The check returned Majyambere's red notice, producing a flurry of communication between Spain's Interpol office and Judge Andreu, whose court had indicted Majyambere, along with 39 other Rwandan military officers, in 2008.
Interpol told Andreu that the U.S. had detained an individual named Justus Mayambere, who was born in Mbarara, Uganda in 1966. According to Jordi Palou-Rognoni, a Spanish lawyer who was instrumental in pushing for the 2008 indictments, Andreu later intimated to the Americans that they had, in fact, detained an individual who his court had indicted three years earlier. "The Judge confirmed the international arrest warrant to the U.S. authorities," Rognoni said in an email, "and that [Majyambere] was active under a red code (confirming the suspect was born in 1966 in Mbarara, Uganda)."

 Yet Rognoni added that Spanish officials lacked a photograph of the suspect. The letter from Interpol to Andreu, obtained by TheAtlantic.com, expressed a certain muted frustration at the U.S. authorities. "Despite what has been stated," the letter reads, "the American authorities can not confirm that this person came to their country." In any event, a Rwandan radio station in Kigali reported on May 25 that Majyambere had safely returned to Rwanda.

None of the officials who spoke on or off the record for this article have been able to confirm whether the person detained on May 15 was in fact Majyambere. But a body of circumstantial evidence strongly suggests that he was. Military officials in both the United States and Rwanda and law enforcement officials in the U.S. confirm that Majyambere did in fact enter the United States on May 15. He had left Rwanda the previous day, later boarding a flight from Amsterdam to Detroit.

(Novum/AP) - PRETORIA - De vluchtelingenstatus van een Rwandese generaal in Zuid-Afrika moet worden ingetrokken. Dat heeft het Zuid-Afrikaanse Centrum voor Procesvoering (SALC) gezegd. Volgens het SALC was de generaal, Faustin Kayumba Nyamwasa, betrokken bij massale mensenrechtenschendingen in Rwanda.

De vluchtelingenstatus van Nyamwasa kan volgens het SALC 'een signaal afgeven aan oorlogsmisdadigers over de gehele wereld dat er een toevluchtsoord is voor hen'. "Een plaats waar ze zelfs actief beschermd worden", aldus het SALC.

Een woordvoerder van Nyamwasa heeft woensdag gezegd dat de generaal elke betrokkenheid bij mensenrechtenschendingen ontkent. Nyamwasa denkt dat een rechtszaak tegen hem de aandacht zal afleiden van een aanstaand proces van Rwandese dissidenten tegen de huidige president van het land, Paul Kagame.

Sinds zijn aankomst in Zuid-Afrika in 2010 heeft Nyamwasa scherpe kritiek geuit op Kagame. Nyamwasa werd vorig jaar in de Zuid-Afrikaanse hoofdstad Johannesburg neergeschoten. Dissidenten menen dat Kagame achter de aanslag zat. De rechtszaak over de schietpartij begint later deze maand in Johannesburg.

Het SALC en andere mensenrechtengroeperingen zijn niet de enige die Nyamwasa willen berechten voor oorlogsmisdaden. Een Spaanse rechter klaagde Nyamwasa en 39 andere Rwandese militairen in 2008 aan voor massamoord op burgers. Rwandese Hutu's vermoordden in 1994 meer dan vijfhonderdduizend Tutsi's en gematigde Hutu's. Nyamwasa, een Tutsi, zou samen met andere hooggeplaatste Tutsi's na 1994 een uitroeiingscampagne hebben gevoerd tegen Hutu's.

Spaanse rechtbanken kunnen mensenrechtenschendingen vervolgen, ook als deze in andere landen plaatshadden. Er moet wel een verband met Spanje in de zaak zijn. Nyamwasa wordt door de Spaanse rechter onder andere verantwoordelijk gehouden voor de dood van drie Spaanse hulpverleners in Oost-Afrika in 1997.

 South African human rights groups have launched legal action to force the government to revoke the refugee status of a former Rwandan army chief.They said Pretoria acted illegally by giving asylum to Lt Gen Faustin Kayumba Nyamwasa, who fought with President Paul Kagame to end the 1994 genocide.
But he fled to South Africa last year after falling out with Mr Kagame. He is also wanted by Spain and France for his alleged role in killings in the lead-up to Rwanda's 100-day genocide.

After he fled to South Africa, he survived an assassination attempt in June 2010. Rwanda's government denied claims that it was involved in the shooting.South Africa recalled its ambassador to Kigali in the ensuing row.

Spain and France are both seeking to extradite Lt Gen Nyamwasa, who is accused of orchestrating the killing of former President Juvenal Habyarimana, an event that helped trigger the genocide.

The Southern Africa Litigation Centre and the Consortium for Refugees and Migrant Rights said it was unacceptable for South Africa to give refugee status to a person suspected of committing crimes against humanity.



"Refugee law is intended to protect the vulnerable, not those who are the cause of the vulnerability," said Alan Wallis, a lawyer at the Southern Africa Litigation Centre.

The Rwandan government has also been pushing South Africa to extradite Lt Gen Nyamwasa to serve a 24-year prison sentence after a military court in January tried him in absentia on charges of threatening state security, desertion and defamation.

Paul Kagame is accused for mass-mudrering circa 3,5 million Rwandan hutu ethnic members and more than 6 million congolese People according to the UN Mapping Report Congo.

Mr Kagame led the Rwandan Patriotic Front (RPF) rebel movement which put a stop to the killings - and has been president since 2000.

This spring the Museum honors Elie Wiesel with the inaugural United States Holocaust Memorial Museum Award for his extraordinary contributions to humanity.
