of the crackdown on dissent among political opponents
overseas.
This should be seen in the context of accusations
that Rwanda has plotted to kill dissidents abroad. A
recent investigation by the Globe and Mail claims, “Rwandan
exiles in both South Africa and Belgium – speaking in clandestine meetings in secure locations because of their fears of attack – gave detailed accounts of being recruited to assassinate critics of President Kagame….
Ways To Get Rid of Kagame
How to proceed for revolution in Rwanda:
- The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
- Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
- Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
- Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
- The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
- The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).

The assault and murder attempt of Hakizimana Christophe, a former RPF military officer and now a prominent political opponent to the Rwandan Nazi regime sparked international outrage on Friday October 23,2009 and his grieving Rwandan refugee supporters ask "Who is next” after the assassination by RPF intelligence secret services of Seth Sendashonga, former Interiour minister of Rwandan, the innocient Regine, Bagosora's sister, the former Rwandan minister Juvenal Uwilingiyimana, a long and heavy list of Kagame's victims to add to those political leaders killed by RPF before April 6th,1994, to test the genocide." It has become common knowledge that by killing off the bulk of the Hutu population , assasinations, massacres, tortures, and bribery, RFF Tutsi extremists think they will remain on power and thus unpunished.

In recent times Rwanda applied for its inclusion into the Commonwealth. Before it’s application could be approaved however, Rwanda needed to be evaluated on the basis of its human rights.
One of the professors involved in Rwanda’s review, Professor Yash Ghai, published a short summary article of his impression of Rwanda in the Kenyan newspaper The Standard. Below is the full article of the professor’s impression of Rwanda, which seems to be shock a lot of people, while most of us have known this information for ages.
Pretty soon I will also publish excerpts from the Commonwealth Human Rights Initiative report on Rwanda’s application into the commonwealth. The information contained therewithin is just as damaging as the article published in The Standard for the RPF and Rwandan government’s reputation.
I’m not sure how many more similar reports must be published before people will take notice, and start to be open to the idea that perhaps the people they thought were heroes are just as culpable of atrocities as the people they believe to be the perpetrators. Rwanda enjoys a positive reputation internationally and its President Paul Kagame is regularly praised by the World Bank, the US, and UK administrations for his integrity, efforts at reconciliation, and economic policies. I was impressed by his advice to Kenyans at the national prayer breakfast last May to follow his government’s example of commitment to ethnic diversity, consensus building on the common good, national values, and inclusion of all political views in national life and development agenda.
When I visited Rwanda at the request of the Commonwealth Human Rights Initiative to do a report on the state of human rights and democracy in Rwanda (in connection with Rwanda’s application to join the Commonwealth) my first impressions, despite some critical reports I had read, were favourable: Very efficient and courteous processing of incoming passengers, a safe, clean and well organised Kigali, and bright and suave officials.
However, I was put on guard when every non-official person I interviewed, diplomats, journalists, professionals, and local and international civil society officers, would not speak to me except on assurances of anonymity.

Fifteen years after the 1994 Rwandan tragedy, arrests by INTERPOL of Rwandan refugees and exiled Rwandans accused of genocide by the Kigali regime are extensively chronicled in the world mass media. These people were arrested at the request of courts setup to serve the political interests of the ruling clique in Rwanda. This phenomenon has recently gained momentum under the peculiar indifference of the International Community.
The National Democratic Congress (NDC), a coalition between the Rally for
Unity and Democracy (RUD-Urunana) and the Rally of the Rwandan People (RPR)
is sounding an alarm. We are calling on the leaders of INTERPOL and appeals to their vigilance to dismiss requests, especially the politically and ethnically motivated arrest warrants issued by the regime in Kigali, that would undermine the otherwise positive image of this reputable institution.

Quinze ans après la tragédie rwandaise de 1994, les arrestations par
l’INTERPOL des réfugiés et exilés rwandais accusés de génocide par le régime de Kigali défraient les chroniques des médias du monde entier. Ces personnes sont arrêtées à la demande des juridictions au service de la politique du régime en place au Rwanda.
Ce phénomène prend de l’ampleur dans l’indifférence totale de la Communauté Internationale. Le Congrès National pour la Démocratie, une coalition entre le Ralliement pour l'Unité et la Démocratie (RUD-Urunana) et le Rassemblement du Peuple Rwandais (RPR) lance un appel aux dirigeantsd'INTERPOL et sollicite leur vigilance pour qu'ils veuillent à l’image de cette institution qui risque d’être ternie par l’exécution des mandats d’arrêts àcaractère politique et ethnique du régime de Kigali.
Les mandats d’arrêt internationaux lancés par la justice rwandaise n’ont rienà voir avec la tragédie de 1994 qui a endeuillé tout le Peuple Rwandais. Cesmandats constituent une forme déguisée de persécution, d’anéantissement et d’asservissement de l’ethnie majoritaire HUTU et d'isolement des membres de l'ethnie Tutsi.
L’émission de ces mandats d’arrêt devient un phénomène inquiétant destiné à consolider l’Etat de non droit et de terrorisme à l’encontre des opposants au régime.
Ce phénomène constitue une fuite en avant des criminels au sein du régime rwandais qui sont recherchés par la justice française et espagnole. Ces criminels utilisent les outils internationaux légaux autrement crédibles, tel que l’INTERPOL, pour faire asseoir leur politique de terreur à l’encontre de tous ceux qui ont fui leur régime.
En effet, il est étonnant que ces criminels au sein du gouvernent rwandais, bien qu'accusés et chargés de crimes par des juridictions officielles de la France et de l'Espagne, ne figurent pas sur la liste des personnes recherchées par l'INTERPOL.
Force donc est de constater que l’INTERPOL semble fermer les yeux quand il s'agit des criminels recherchés par les juridictions françaises et espagnoles. Ainsi, nous nous demandons si l'INTERPOL, par de tels agissements, ne serait pas devenu de facto un associé objectif dans la poursuite, le harcèlement, la persécution, et la répression des réfugiés rwandais accusés par le régime des criminels avérés.
Les juridictions rwandaises rendent une justice ayant pour objectifs
d'anéantir et asservir à jamais une grande partie de la population rwandaise, toutes ethnies confondues. C’est ça la vraie philosophie derrière les juridictions populaires dites «GACACA».
Le 11 avril 2009, dans un article publié dans le Los Angeles Times et intitulé:“La puissance de l'horreur au Rwanda”, Kenneth Roth, le Directeur exécutif de Human Rights Watch, a résumé la mission sinistre de ces juridictions hors-la loi en ces termes: « Les tribunaux gacaca sont devenus un des outils de répression... que le gouvernement rwandais a établis au niveau communautaire pour juger les auteurs présumés du génocide...
Comme beaucoup de Rwandais s'en sont rendus compte, être en désaccord avec le gouvernement ou faire des déclarations impopulaires peut facilement être qualifié d'idéologie du génocide, punissable par des peines allant de 10 à 25 ans.

Au Rwanda, les juridictions Gacaca et la loi sur “l'idéologie du génocide”
visent un seul groupe ethnique: les Hutus. Le but de ces deux instruments de répression est de maintenir les deux ethnies -Hutus et Tutsis - dans la crainte et la méfiance réciproque.
A l’intérieur du Rwanda, les juridi-ctions «Gacaca» sont considérées comme un outil d’anéantissement et d’asservissement des HUTU et pour manipuler et terroriser les Tutsis.
Les accusés sont les HUTU qui sont jugés et condamnés, non pas qu’ils ont commis le génocide, mais parce qu’ils ont un certain niveau de formation qui leur permette de se poser des questions sur l’injustice que subit le peuple ou soit parce qu’ils possèdent des biens immobiliers convoités par les membres de l'élite au pouvoir.
Les plaignants sont uniquement les gens de l’ethnie au pouvoir, qui sont eux-mêmes manipulés par les membres de la clique au pouvoir. Les juges appartiennent, eux aussi, à l’ethnie au pouvoir. Les témoins autorisés à témoigner sont ceux triés au volet par le pouvoir, avec un mandat précis de répéter la version des faits telle qu'instruite par la clique au pouvoir.
Voici, le décor dans lequel est rendue la justice au Rwanda: un système de répression contre les Hutus, et qui manipule les membres de l'ethnie Tutsi, en vue de l' asservissement du peuple rwandais tout entier.
Quinze ans après la tragédie, le pouvoir continue, à travers ce système de
répression « Gacaca » et l'« idéologie génocidaire », la persécution et les
massacres de la population civile innocente.
Ainsi les rwandais fuient massivement le régime. Les derniers réfugiés reconnus se comptent par centaines au Burundi. Aux yeux des dirigeants de Kigali, être un opposant politique ou fuir la dictature et la tyrannie du régime constituent en soi un crime de génocide.
Il est évident que la plupart de mandats d’arrêt émis par Kigali ne sont nullement basés sur des fait criminels; ils sont plutôt le résultat de mensonges et de fabrications.
La question que l’on peut se poser est celle de savoir si l’INTERPOL peut exécuter des mandats basés sur des mensonges et des fabrications parce que ceux-ci sont émis par un Etat, même si cet Etat bafoue les moindres libertés individuelles et abuse et méprise les droits fondamentaux des citoyens.
Comment le régime rwandais, qui ne respecte pas la justice des autres nations, pourtant réputées civilisées et avancées en matière de préservation des droits de l’homme (tel que la France et l’Espagne), peut-il recourir aux services de l’INTERPOL?
Nous pensons que la Communauté Internationale qui a mis en place un
Tribunal Pénal International pour le Rwanda pour juger les crimes en rapport avec le génocide et d’autres crimes contre l’humanité devrait tirer la sonnette d’alarme pour demander que les seuls mandats à être exécutés par l’INTERPOL dans le cadre de la tragédie rwandaise de 1994, émanent uniquement de ce Tribunal dont nous reconnaissons la légitimité.
Nous profitons pour demander à la Communauté Internationale de ne pas précipiter la fermeture du TPIR avant que les dignitaires criminels de Kigali ne soient arrêtés et traduits devant cette juridiction pour y être jugés pour leur crimes les plus graves.
Veiller agréer l’expression de nos sentiments distingués.

Denied Rwandan citizenship, UDF First Vice Chairman Eugène Ndahayo.
Officials in the Rwandan Embassy in Brussels have denied UDF-Inkingi’s First Vice Chairman Eugène NDAHAYO a passport in a move that observers describe as an attempt by Kagame’s regime to
prevent the registration of the UDF as a legal political organization, a pre-requisite to its taking part in the forthcoming presidential election.
On 12th of June 2009, a group of UDF-Inkingi officials led by its First Vice Chairman Eugène NDAHAYO went to Rwanda House 1, Rue Des Fleurs in Woluwé-St-Lambert, in the Belgian capital Brussels to apply for passports ahead of the UDF-Inkingi’s participation in the planned presidential race.
Four months ago, officers in charge of consular affairs refused to handle application forms to UDF-Inkingi’s First VP pretending that he might not be a Rwandan citizen, stirring anger within his organisation.
Since then, his application remains in a stalemate, a situation that makes his deployment to Rwanda more than uncertain. Indeed, he is part of the UDF leading team to be deployed in Rwanda before the end of the year.
E. Ndahayo was Director of Cabinet of the then Minister of Information Jean-Baptiste NKULIYINGOMA in the first RPF led government put in place on July 19, 1994. At the moment of his fruitless attempt to get application forms, he produced a copy of the Presidential Order published by the Official Gazette of the Republic of Rwanda appointing him Director of Cabinet among other papers.
He carried out his government assignment with that of Executive Secretary of the “Mouvement Démocratique Républicain (MDR)” that was part of the RPF led coalition until his resignation and subsequent flight to France in 1995, where he has stayed since 1995 as a political refugee.

France's founding republican myth and democratic self-image exist uneasily alongside an enduring popular fixation with the many powerful leaders that have ruled the country: among them Louis XIV, Napoleon I and III, Général Charles de Gaulle, and even the wartime Marshal Pétain (who "gave himself to France" - and France to Hitler).
The latest to enter this imaginary panthéon, offering a heady blend of lofty promises and base populism, is Nicolas Sarkozy. The modern fifth republic - inaugurated in 1958 with the majestic return of Charles de Gaulle from a form of internal self-exile - allows all French presidents to behave like a benign monarch; but is exceptional is that the current one has effectively made himself king of a strange form of republican elected monarchy: "Sarkoland". Never in this half-century has a president held as much power - or been so determined to curtail any potential opposition.
In many cultures there is a tendency to attribute a characteristic of special cunning or ambition to men of small stature. Nicolas Sarkozy is of the same size as Louis XIV and Napoleon, and like them has shown every intention to expand the political and economic role of the state. L'Etat, c'est moi (I am the State) was the "sun king's" motto; the "Sarko" era's addendum is ...et l'Etat est à moi (..and the State is mine).

Blair did not appear to be shaken. He told reporters most Palestinians and Israelis want a peaceful resolution to the conflict. “Frankly it’s not protests that will do that. It’s patient negotiation,” he added.

Kigali - Depuis deux mois, plusieurs centaines de Rwandais ont fui au Burundi. Par peur des Gacaca dit-on là d'où ils sont partis. Par crainte pour leur sécurité, affirment les réfugiés.

L'enquête du juge français fut initiée en 1998 suite à une plainte contre X déposée initialement par la fille d'un des membres de l'équipage du Falcon présidentiel, plainte à laquelle se sont joints ensuite d'autres membres des familles.
RAPPORT : Le juge Bruguière accuse le Président du Rwanda.
Pour rappel, le juge Bruguière vient de rendre une ordonnance (à lire ci-joint) recommandant que le Président Kagamé soit poursuivi devant le Tribunal pénal international pour le Rwanda (TPIR).
L'ordonnance a également donné lieu à 9 mandats d'arrêts internationaux contre des personnes proches de Paul Kagamé. Celle-ci fait suite à une enquête menée par le magistrat français, chargé depuis 1998 d'une instruction sur l'attentat contre le président rwandais Juvénal Habyarimana du 6 avril 1994 qui a déclenché le génocide au Rwanda

Vous n'avez pas à vous poser des questions sur l'auteur, nous autres rwandais nous connaissons celui qui est l'instigateur, et nous savons bien ce que c'étaient ses ambitions politiques.

(Bujumbura) - The Government of Burundi should immediately evaluate the claims of up to 400 Rwandan asylum seekers and stop all efforts to coerce them to leave the country, Human Rights Watch said today. Human Rights Watch also called on Rwandan authorities to stop pressuring Burundi to force the asylum seekers to return to Rwanda.
"We are glad that Burundi has agreed to follow international law and evaluate the claims of these Rwandan asylum seekers. The forced deportations should stop."

Des soldats congolais ont massacré au moins 50 réfugiés rwandais en marge d'opérations appuyées par les casques bleus de l'Onu contre des rebelles implantés dans l'est de la République démocratique du Congo, selon le rapport diffusé jeudi par un enquêteur des Nations unies.
D'après Philip Alston, rapporteur spécial de l'Onu sur les exécutions extrajudiciaires, ce massacre s'est produit le 27 avril dernier près de Shalio, un village de la province du Sud-Kivu.

-- President Paul Kagame has again fired at the West with the strongest criticism so far - praising the way China does business in Africa, and accusing the West for basing relations with the continent on aid.
Huge Chinese investment in African companies and infrastructure is helping Africa develop, Mr Kagame who is back in the country from a tour of the US and Europe, told a German newspaper.
Meanwhile, back home, on Friday amidst hundreds of government officials and diplomats, the President bitterly slammed the Mo Ibrahim Foundation 5m dollar award for African leaders who leave power gracefully.

Our lives were nothing but suffering these last 32 years beginning from October 1st, 1990 onwards. We are calling the United States of America, United Kingdom, Japan, and Great Britain in particular, France, Belgium, Netherlands and Germany to return to hidden classified archives and support Honorable Tito Rutaremara's recent statement about What really happened in Rwanda before, during and after 1994 across the country and how methodically the Rwandan Genocide has been masterminded by Paul Kagame, the Rwandan Hitler. Above all, Mr. Tito Rutaremara, one of the RPF leaders has given details about RPF infiltration methods in Habyarimana's all instances, how assassinations, disappearances, mass-slaughters across Rwanda have been carried out from the local autority to the government,fabricated lies that have been used by Gacaca courts as weapon, the ICTR in which RPF had infiltrators like Joseph Ngarambe, an International court biased judgments & condemnations targeting Hutu ethnic members in contraversal strategy compared to the ICTR establishment to pursue in justice those accountable for crimes between 1993 to 2003 and Mapping Report ignored and classified to protect the Rwandan Nazis under the RPF embrella .
