exiles in both South Africa and Belgium – speaking in clandestine meetings in secure locations because of their fears of attack – gave detailed accounts of being recruited to assassinate critics of President Kagame….
Ways To Get Rid of Kagame
How to proceed for revolution in Rwanda:
- The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
- Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
- Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
- Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
- The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
- The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).
- Organise strikes and unrest to paralyze the country and convince even the army not to support the dictaor – e.g., Jorge Ubico y Castañeda was ousted in Guatemala in 1944 and Guatemala became democratic, Recedntly in Burkina Faso with the dictator Blaise Compaoré.

This paper intends to point out the importance of the Rwandan Patriotic Front’s (RPF) influence on parts of the private human rights movement and the UN Commission on Human Rights in the establishment of the ICTR.

The idea to ask for a Criminal Tribunal for Rwanda is closely linked to the RFP’s accusation that the Habyarimana regime planned the genocide against the Tutsi population before the RPF attack on 8 February 1993. The RPF rebels based their claim on the report of the “International Commission of Investigation on Human Rights Violations in Rwanda since October 1, 1990” (ICI) . The Commission had been dispatched to Rwanda from 7 to 21 January 1993 at the request of Rwandan human rights groups opposed to President Habyarimana. The ICI Report indeed contained such accusations. The RPF and its supporters were aware that the ultimate conquest of power in Kigali could lead to mass murders against the Tutsi population.

The UN fails to address Kagame'impunity with a dirty monitoring report on DRC
The report of the UN monitoring on DRC is totally based on lies and totally biased exclusively on Kagame's propaganda and slanders.
No mention about the increasing criticism about war crimes, crimes against humanity and genocide committed by FRDC, CNDP, RPF/RDF even though testimonies show up the involvement of Rwandan soldiers in mass-murder and mass rape in the DRC. The UN commission fails to address impunity in the DRC and shift all crimes on the FDLR.

- Multinational companies CEOs involved in Mineral ressources exploitation in that region and bring them to Justice to show the entire world that NOBODY IS ABOVE THE INTERNATIONAL LAW. This should be the first and strong signal to all crimes perpetrators.
More than 8 millions lives were lost because of Kagame's wars.
3. ASI ask the UN to stop protecteting the main criminal: GENERAL PAUL KAGAME. The region will not retrieve peace if this man is not brought before the bar of Justice.

A VERY IMPORTANT RECOMMANDATION: The ever-lasting peace in the region will be possible if the UN security Council and other UN institutions, NGO's help to engage DIALOGUE between ALL RWANDANS INCLUDING THE CIVIL SOCIETY, Religious institutions, THE CURRENT TUTSI LED-GOVERNMENT AND Rwandan ARMED GROUPS opposed to the current regime in Rwanda.
History and reality has proved that, sovereignty is a collective of human rights of the people in a country so it must be respected and protected by international law. The Tutsi-led government's violation of national sovereignty means trampling upon the human rights of ALL people inside Rwanda and ALL RWANDANS inside and outside of Rwanda.
The Trust of Rwandans has been broken.And a process of arrest and indictment of 40 RPF most criminals must be undertaken to repair this trust. This process must begin with honesty and accountability with the cooperation of all countries and all UN institutions and organizations.
ASI believes that Justice means that a person cannot commit the same crimes in the future, Justice also means that no other person can do these things in the future, Justice will enable people to respect each other. Covering up Monuc crimes, FARDC's crimes, Kagame's crimes, the protected Nkunda, Kamanzi, Ntaganda and Mutebusi's crimes means Congolese and Rwandan people will fall into daily injustice and never find lasting peace.
Nothing more than the same old routine of Lies from UN monitoring commissions on Rwanda and the Democratic Republic of The Congo. The majority Hutu are terrorized by the UN institutions while they are denied all rights to peacifully live in their country.
Thoughts on the Virtue of Truth by Romano Guardini
One virtue above all others is in the limelight of the church these days — truthfulness. Some people who profess to tell it have been crucified, while others who haven’t told it have crucified the church. I think we could profit by listening to Romano Guardini on this needed but complex virtue. Quoted from his book The Virtues.
A Virtue which has suffered great damage in our day is truthfulness, which taken in its widest interpretation includes also the love of truth, and the will that truth should be recognized and accepted.
First, truthfulness means that the speaker should say what is so, as he sees and understands it, and that he should express what is in his mind. Under certain circumstances this may be difficult, and may even cause annoyance, harm and danger. But our conscience reminds us that truth is an obligation, that it is something absolute and sublime. It is not something of which we say: “You may tell it if it is convenient for you or serves some purpose,” but “When you speak you must tell the truth, not abbreviate it or change it. You must tell it absolutely, simply — unless the situation urges you to be silent or you can evade a question in a decent and proper way.”
But apart from this, our whole existence depends upon truth. We shall say more about this later. The relations of people to each other, social institutions, government — all that we call civilization and man’s work in its countless forms — depends on a respect for truth.
Truthfulness means, then, that man has the instinctive feeling that the truth must be told, absolutely. Of course, we must emphasize this point again, this obligation is based on the assumption that the questioner has the right to be informed. If he does not, then it becomes the task of experience and prudence to find the proper way of avoiding an answer.

As Rwanda applies this week to join the Commonwealth, the international grouping dominated by ex-British colonies, both its membership application and a number of recent books on Central Africa are focusing new attention on the current government's human rights record.

‘The ICTR has been a big mistake’, said Kenyan defense attorney Kennedy Ogetto. He was speaking in The Hague, The Netherlands on 14 November 2009 in a three-day self-sponsored conference. Over 100 people, mostly Rwandans, but also foreigners coming from all over the world listened to frustration-marked presentations by the lawyers and other scholars and experts.

A blanket amnesty of past and present crimes whitewash to General Kagame and RPF heavyweight criminals will not help Rwandans.
“When this RPF crime compendium is released, I expect the RPF government to hit back with blanket accusations, without any proof, that I am a “revisionist and a negationist of the Rwandan genocide, actually manufactured by Kagame himself using the RPF sub-organization “IBUKA”, and that “I harbor an ideology of genocide and divisionism”. The international community must take a very close and careful look at such character assassination, and in many cases outright persecution, of all real and perceived contrary opinion holders and political opponents, social justice advocates and human rights critics in Rwanda by the RPF government, and find a proper way to address it”.
US organizations and individuals involved in the sponsoring of previous and current RPF bloodshed and Kagame’s assassinations of his own citizens inside and outside Rwanda, Rwandan refugees and the Congolese people do disservice to fundamental justice.

Kigali : - The scheduled founding conference of the troubled Green Party did not take place Friday as the group wait for a Police certificate from the new Commissioner-General, Brig. Emmanuel Gasana. But not without new allegations, RNA reports.
A man by the names Gaston Bihibindi is claiming that he was detained for three days without food at the magnificent multi-million dollar Ministry of Defense building known locally as “Pentagon”. Mr. Bihibindi is not the only one accusing unknown individuals driving tinted double cabin Toyota pickup trucks of snatching them from their homes or as they walked.
The local weekly UMUSESO details ordeals of eight people identifying themselves as Green Party activists, who were apparently arrested on October 30 after the failed conference which police halted citing insecurity. The men were apparently detained at an infamous but not gazetted facility in Kimironko, an outskirt of Kigali.

Two of the highlights of this weekend's Conference of ICTR Defense attorneys in The Hague were the French investigative writer, Pierre Péan, author of the magnificent history of the Rwandan counter-revolution (1990-1994), "Noires fureurs, blancs menteurs," and the Tutsi Prince, Antoine Nyetera, the source of Péan's controversial four-page aria on the Rwandan (Tutsi) culture of the lie (known in Kinyarwanda as ubwenge) at the very beginning (pp 41-44) of his 500+page tome.
One or the other or both of them smartly pointed out that the 'culture of the lie' is characteristic to all irrational, anti-democratic, neofeudal, monarchic, minoritarian--in a word, Fascist--political cultures. The ruling minority, in constant fear of being turned out by the masses they exploit for their privileges, always play it fast and loose with the Truth, with History, with Reality. And if you have a problem with that fact, then you're probably a neofeudal nostalgic, a cringing anti-democrat, a wincing Czarist, a putrid piece of Nazi scum.

Une victoire de la liberté d'expression
France : 18 Novembre - Pierre Péan était poursuivi pour diffamation raciale et provocation à la hainte pour le livre "Noires fureurs, blancs menteurs". L'avocat de SOS racisme annonce un pourvoi en cassation.
De son côté, l'avocat de SOS Racisme, partie civile au procès, Me Lef Forster, a annoncé qu'il allait se pourvoir en cassation.

Dans ce livre sur le génocide rwandais, qui en 1994 a fait selon l'ONU 800. 000 morts, essentiellement parmi la minorité tutsie, Pierre Péan soutient que "la culture du mensonge et de la dissimulation domine toutes les autres chez les Tutsis".

Arusha TZ – Nov. 17 -- The Bureau of ICTR-ADAD (Association des Avocats de la Defense), welcomes today’s Trial Chamber Judgement acquitting the second defendant in as many days. The court ordered the immediate release of Fr. Hormisdas Nsengimana, who was charged with genocide and crimes against humanity committed in Rwanda in 1994.

“Genocide Planning” Again Rejected at ICTR
Allegations that close associates of Habyarimana, (labeled the Akazu or “small house” in Kinyarwanda) were engaged in a conspiracy to kill “Tutsis and moderate Hutus” were rejected by the court for the second time in less than a year.
The acquittal adds to growing evidence that Kagame and the RPF has conducted a successful disinformation campaign to de-legitimize the former Rwandan government, and to deflect attention from their own crimes in Rwanda and the Congo. In December 2008 the NY Times and most recent of four Reports by UN Experts detailed the occupation and illegal theft of Congo resources by Rwanda and Uganda since the 1996 invasion, which has resulted in some 6-million civilian deaths.
The Appeal Chamber acquittal follows the December 2008 Military-1 Trial Chamber Judgement, published in Feb. 2009, acquitting four high-ranking military officers FOUND NOT guilty of “conspiracy to commit genocide,” including Colonel Theoneste Bagosora, the alleged “author of the genocide.”
After 7-years of trial, the court found that Prosecutor’s evidence was explained by normal military planning in the course of the war that raged for 4-years, following the 1990 invasion of Rwanda from Uganda, by the RPF army of current Rwandan President Paul Kagame.

The acquittal adds to growing evidence that Kagame and the RPF has conducted a successful disinformation campaign to de-legitimize the former Rwandan government, and to deflect attention from their own crimes in Rwanda and the Congo. In December 2008 the NY Times and most recent of four Reports by UN Experts detailed the occupation and illegal theft of Congo resources by Rwanda and Uganda since the 1996 invasion, which has resulted in some 6-million civilian deaths.
The Appeal Chamber acquittal follows the December 2008 Military-1 Trial Chamber Judgement, published in Feb. 2009, acquitting four high-ranking military officers FOUND NOT guilty of “conspiracy to commit genocide,” including Colonel Theoneste Bagosora, the alleged “author of the genocide.”
After 7-years of trial, the court found that Prosecutor’s evidence was explained by normal military planning in the course of the war that raged for 4-years, following the 1990 invasion of Rwanda from Uganda, by the RPF army of current Rwandan President Paul Kagame.

“The International Criminal Tribunal for Rwanda and Its Legacy” THE HAGUE – 16 Nov. -- For the first time in history, defense lawyers before international criminal courts convened a self-organized conference to discuss, and publicize, the obstacles that prevent accused persons from receiving fair trials, particularly at the International Criminal Tribunal for Rwanda (ICTR). The co-sponsors included 20 law-schools, lawyers and human-rights groups from Europe, Africa and N. America.

After suffering THE LONG years, telling the world that Kagame and his RPF criminal organization masterminded the Rwandan genocide that they later recalled Genocide against Tutsis. Our lives were nothing but suffering these last 32 years beginning from October 1st, 1990 onwards. We are calling the United States of America, United Kingdom, Japan, and Great Britain in particular, France, Belgium, Netherlands and Germany to return to hidden classified archives and support Honorable Tito Rutaremara's recent statement about What really happened in Rwanda before, during and after 1994 across the country and how methodically the Rwandan Genocide has been masterminded by Paul Kagame, the Rwandan Hitler. Above all, Mr. Tito Rutaremara, one of the RPF leaders has given details about RPF infiltration methods in Habyarimana's all instances, how assassinations, disappearances, mass-slaughters across Rwanda have been carried out from the local autority to the government,fabricated lies that have been used by Gacaca courts as weapon, the ICTR in which RPF had infiltrators like Joseph Ngarambe, an International court biased judgments & condemnations targeting Hutu ethnic members in contraversal strategy compared to the ICTR establishment to pursue in justice those accountable for crimes between 1993 to 2003 and Mapping Report ignored and classified to protect the Rwandan Nazis under the RPF embrella . NOTHING LASTS FOREVER.
