How to proceed for revolution in Rwanda:
- The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
- Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
- Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
- Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
- The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
- The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).
- Organise strikes and unrest to paralyze the country and convince even the army not to support the dictaor – e.g., Jorge Ubico y Castañeda was ousted in Guatemala in 1944 and Guatemala became democratic, Recedntly in Burkina Faso with the dictator Blaise Compaoré.

Wilnis -Op de dag van 23 januari 2011 moesten de overlevende van de RPF massamoord beindigen de weekherinnering van hun familieleden, slachtoffers van het Rwandese leger in 1996, 1997 en 1998. Vrouwen en kinderen werd ontvoerd, verkracht gemarteld en vermoord. Honderden duizenden van de repatriaten zijn tot nu toe vermist.

We herinneren het ons als de dagen van gisteren. We waren pas drie maanden toen we uit Kongo verlaten en terugkwamen naar Rwanda… We herinneren we het gebrom van de Rwandese soldaten, de angst van de Hutu volwassenen was duidelijk voelbaar.... angst, massamoord en massaverkrachtingen van Hutu vrouwen en meisjes van drie tot en met 10 jaar....
Zelfs nu nog, als we bijvoorbeeld schrikken van een harde knal, komt dat zelfde beklemmende gevoel weer zo herkenbaar boven.
Feit is dat de dramatische en cynische beslissingen niet waren afgestemd op de noden van de Rwandese vluchtelingen die op dat moment moesten terug naar Rwanda tegen hun eigen wil, maar op de RPF en UNHCR noden.
Is dat het hele verhaal? Komen staten enkel tussen als hun belangen op het spel staan? Professor Rik Coolsaet vindt van niet. 'De 17 jaar hebben de ethiek en de mensenrechten, onder meer onder invloed van de NGO's, hun intrede gedaan in de internationale politiek.

Op de dag van het eind week van de herinnering aan de slachtoffers van 1997, hebben we om 10:00 bij de kleine kerk in Wilnis ontomoeten in de Kleine Kerk in Wilnis.
De kleine kerk is een protestantse kerk die zich bevindt in een plaats midden in ons dorp Wilnis, vol met herinneringen van slachtoffers van Palestina en Rwanda.
DeNederlandse landgenoten afkomstig van Rwanda en Rwandese vluchtelingen in Wilnis hebben, samen met eigen landegenoten Nederlanders en Christen van het protestantse Kleine Kerk in Wilnis, op de dertiende keer gerinnerd de massamoord van gewalde repatriante vanuit Kongo in 19996-1998.
Hier naast hebben ze een Liturgie gehad voor de Oecumenische dienst Zondag van Eenheid van de Kerken.

Genocaust, Gendercide, mass murder, ethnic cleansing with extreme hatred, etc. We have waited long enough to see if the world still has any conscience to bring even masterminds of those bloody mass-slaughter. So right now Rwandans should launch the final onslaught to liberate themselves forever from the clutches of RPF and Kagame oppression and cannot afford to continue to fold their hands and watch Clinton and Blair's evil Angel of Destruction. Côte d'Ivoire and Tunisia are the best patterns of nations to take care of themselves.
We had thought that somebody would have known that it is cheaper to prevent sickness than to cure it but the world seems to say bring on the sickness so we can deal with it. Nobody can justifiably pontificate and condemn any form of action Rwandans might employ now to defend and extricate themselves from this Evil – General Paul Kagame and Tony Blair, his adviser.
It only makes sense that the world should justify the usefulness of the various regulatory and arbitration bodies it has put in place by acting now in the case of Eastern of Congo and FDLR issues to end the Rwandan Tyrannical regime. Such a situation can't remains the same forever.
The prefectures of Ruhengeri and Gisenyi have suffered the highest number of the very planed massacres and extra judicial executions by RPA soldiers. Amnesty International has received countless reports of unarmed civilians being killed there by the RPA, in the wake of reported attacks by "infiltrators".
One time Kagame himself was saying that even a drum full of water can be emptied by scooping it with spoons slowly but surely. This was meant to imply that the Hutus will eventually be finished..
Several informants talked of how this logic was being applied in the Gacaca courts, which have allegedly convicted people for crimes committed by their fathers who have since died. One young woman who was only 10 at the time of the genocide said, I am not willing to go back to

Returnees were facing arbitrary mass arrest or disappearance, rape and mass-rape, the use of Aids as a weapon of war by RDF and local defense militias, children are brainwashed, arbitrary executions and mass murder in different public places including churches and schools during wedding ceremonies and meetings. One man talked of how those who have recently returned have told him that Rwanda is not safe: they said that people are taken to Gacaca and on clearing they are again collected from their homes and disappear according to the planed genocide obviously from the 1,500-pages reporting names of the must-be Hutus murdered issued by the written made-up African Rights organization.
Individually their names might be cleared, but the ongoing ramifications of being associated with the genocide continue to haunt people. Those who were guilty and have been punished continue to live with the threat of future punishment for the same crime, while those who are innocent but are associated with the genocide however tenuously continue to live under suspicion.
It has been a seventy years of harrowing and most tortuous time for us but our patience has run out and we can no longer watch helplessly while Kagame, Tony Blair and their accomplices relish in the wanton destruction of the Rwandan majority properties and murder of their children, mothers, fathers, wives, brothers, sisters and friends.
It is only just in this life that the guilty be made to pay even when justice served does not reverse the loss but it will palliate or ameliorate the agony of the victim. This stand is non-negotiable because all the people, Rwandans and Congolese people (over 6 million) who have been murdered by General Kagame were murdered for one purpose : Blood oil, bloody diamonds bloody tin and gold.

Under the slogan of “Choose Peace,” Rwandan President Paul Kagame was re-elected for a second seven-year term. Praised by his supporters for building new roads and health clinics across the country, developing a national health insurance plan and attracting millions of dollars’ worth of foreign investment, Kagame won the election with a convincing 93 percent of the vote. His detractors, however, such as Frank Habineza, founder of the unregistered Democratic Green Party, alleged that conditions in the country limited freedom of press, association and expression.
The election period was also marred by the death of Andre Kagwe Rwisereka, vice-president of the Democratic Green Party, whose nearly beheaded body was found along a river near the southern town of Butare. A police spokesman suspected that Rwisereka had been killed for his money, but Habineza said that the killers had not taken Rwisereka’s wallet, keys or car and suggested the murder was politically motivated.
On Election Day, however, Commonwealth observers, who were among the 1,394 accredited observers, 214 of them from abroad, said voting had been peaceful. However, they noted “a lack of critical opposition voices,” during the campaign: “A number of opposition parties had earlier stated their intention to stand, but faced either legal or administrative problems, which resulted in their non-participation,” a statement said. “Each case appears to be different, but the overall impact is a concern.”

In early September relations between the Kigali government and the UN deteriorated precipitously after a leaked draft emerged of a UN report accusing Rwandan troops of having killed and raped Hutu refugees in the DR Congo. The Kigali government called the report, “flawed and dangerous,” that applied, “the lowest imaginable evidentiary standard,” and was an “insult to history.”

The report details crimes committed by the Rwanda, Uganda, Burundi, Angola, Zimbabwe and DR Congo armies in DRC between 1993-2003, but pays special attention to crimes perpetrated by Rwandan troops, which the report says could count as possible acts of genocide. The accusations were met with fierce resistance in Kigali because the government there has drawn much of its legitimacy from being the force that ended the genocide in Rwanda. The government also said that claims of genocide “are directly contradicted by Rwanda’s extensive and coordinated efforts to repatriate, resettle and reintegrate 3.2 million Hutu refugees.”

The Kigali government subsequently threatened to withdraw 3,500 peacekeepers from UN missions in Sudan if the report’s final version was published unchanged. However, after a series of meetings with UN officials, including a visit to Kigali by UN Secretary General, Ban Ki-moon, Rwanda went back on its threat. When the report was finally published on October 1, a few amendments had been made, but the essence of the report remained intact. In its official 30 page response, Rwanda lambasted the report’s lead investigator Luc Cote of trying to compare the deaths of tens of thousands in the DRC over a decade with those of “a million in 100 days” in Rwanda.
Re-engaging the French
On February 25, French President Nicolas Sarkozy admitted that his country had made “grave errors of judgement” during the 1994 genocide. The comments were aimed at repairing the longstanding rift between the two countries that had developed since a 2006 French ruling implicated top Kagame aides of being involved in the untimely death of former president Juvenal Habyarimana.
Sarkozy’s visit to Rwanda marks the first from a French head of state since the genocide. “We want to turn the page,” he said, during the visit that included a meeting with President Kagame and a tour of the genocide memorial in Kigali. “France will construct a relationship of confidence.”

On December 16 relations between the two countries were further strengthened after a French judge placed Rwanda’s defence minister and five other aides of President Kagame under investigation for the assassination of Habyarimana, marking an end to an earlier arrest warrant by French judge Jean Louis Bruguiere. The men are now free to roam and the judge can now decide whether to pursue the investigation and eventually send the suspects for trial, or drop the case.
“The Rwandan Government has welcomed this development and hopes that this is the first step towards the comprehensive conclusion of this unfortunate case based on political manipulations by people interested in destabilising Rwanda,” said Justice Minister Tharcisse Karugarama.

The word "terrorist" doesn't have a single, universally-accepted definition. The most commonly accepted definition is "a person who uses political violence to achieve a political end." The problem is this: people who engage in a guerrilla war against an oppressive government can also be described as using political violence to achieve political ends. Another definition of terrorist is "one who uses terror as a means to achieve a goal." The problem with that definition is that includes state terrorism (that is, terrorist acts committed on behalf of or directly by a government, although no government on the planet defines its own policies as such), any policeman who scares a witness or a suspect into cooperating, and your Wounded Gazelle Gambit-loving little sister. The government of France once planted a bomb on a ship owned by Greenpeace. Israel sent hitmen into various countries in Europe to avenge the murders of their Olympic team in 1972.
Part of the problem is that, since at least the 9-11 attacks (and in some cases, even before then), it became fashionable to use the word "terrorist"as a sort of blanket label for any person or group working against the interests of a national government... especially if that enemy was actively fighting a military action against that State, regardless of methods (which resembles the usage of the word 'communist' in the McCarthy's era). The FBI, for example, has in the past labeled war protesters as "potential terrorists", while the Department of Homeland Security has currently labeled tax protesters and some military veterans as "potential terrorists".
Then, there is the association of certain ethnic groups with terrorism. Islamic groups have always been branded as terrorist soon after they emerge, communist guerrillas not so, in fact the Naxal movement in India has fought a war against the state for the past 20 years without being branded as Terrorist. To further muddy the waters, some governments may state that a group is a terrorist movement, but others may not. China considers the Tibetan separatists to be Terrorists, most of the world did not. Pakistan maintained ties to the Taliban until 2001 invasion, but the world never recognized the regime.
Lastly, there is the common confusion regarding the meaning and use of the term "illegal combatant". (Not all illegal combatants are terrorists, for example, though they tend to be labeled as such by the people they are fighting, e.g. Kagame vs FDLR).
On October 11 Callixte Mbarushimana, a senior Democratic Forces for the Liberation of Rwanda (FDLR) rebel leader, was arrested in France on a warrant by the International Criminal Court (ICC). Mbarushimana, 47, faces five crimes against humanity, and six war crimes for murders, rapes, torture and the destruction of property in eastern DRC in 2009. Rwanda had also issued an arrest warrant for Mbarushimana for his alleged involvement in the 1994 genocide. “This is a welcome development. The FDLR is a movement bent on genocide,” said Martin Ngoga Rwanda’s chief prosecutor. “We believe it is an international obligation to hunt its members wherever they are.”

In mid-December Rwandan authorities also received word from Canadian officials that a Canadian federal court ruled that Faustin Rutayisire, a former mathematics teacher and sous-prefet of Butare prefecture, used his position to influence militias to hunt down Tutsis. Rutayisire applied for refugee status in Canada and was granted permanent residence in 2003. However, two years later Canada began trying to extradite him under the Crimes against Humanity and War Crimes Act.
However, in Zimbabwe, Chief Prosecutor of the International Criminal Tribunal for Rwanda (ICTR) has accused the Zimbabwean government of protecting suspected genocide planner, Protais Mpiranya. Mpiranya, who was the commander of the Presidential Guard during the genocide, also has a five million dollar bounty on his head under the US-funded Reward for Justice Programme.

On July 14, amid escalating election violence and repression, Democratic Green Party of Rwanda Vice President Andre Kagwa Rwisereka was found beheaded (as strong sign to the opposition), with a machete left nearby, in the wetlands of the Makula River in Rwanda's Butare Province, his grisly murder reminiscent of the Rwanda genocide, in which upwards of a million people were killed, many with machetes.

UK: Rwandan Refugees Warned of Elimination Plans
Rwandan government allegedly might be planning a series of eliminations and acts of division within the Rwandan exiled community in UK by means of assassinations, poisoning and false accusations.
Newspaper Umuvugizi claims to have received intelligence materials that, following a meeting between military and intelligence authorities in Kigali, there are plans to eliminate exiled dissidents currently living in United Kingdom. The article containing the allegations was published on Saturday, 8th January 2011.
According to Umuvugizi newspaper, on this meeting, a Rwandan military officer, Colonel Mupenzi might have received approval and budget to carry out his proposed plan.

A list of UK local representatives and supporters of FDU-Inkingi, RNC and Imvura political parties might have been drawn.
Umuvugizi also revealed that Rwandan officials might be concerned over the involvement of BBC Journalists with the opposition.
Harassment of Rwandan ex-soldiers is also claimed. It is alleged that two days after his return, officer Mupenzi instructed the Rwandan Embassy to call a certain lady Lieutenant Jeanne D’Arc Umulisa, a former Rwanda Defense Force servicewoman now in exile in UK since 2000. She was called in a meeting in a Nandos Restaurant in Huston, London where they met at around 17h30.
The article said that the meeting was led by Rwandan Ambassador Ernest Rwamucyo and was attended by Intelligence officer Jimmy Uwizeye and Mr. Murego also an intelligence officer.

Allegedly, Lieutenant Jeanne d’Arc was instructed to dissolve the association and to join RPF party or, otherwise, she would face serious consequences and soon realise her mistakes, in case she refuses to apologize and rejoin the ranks.
According to Umuvugizi, the Ambassador Rwamucyo might have warned her that, if she fails to dissolve the association of exiled RDF servicemen and to apologize, he would take steps to dissolve it and prove her wrong.
Umuvugizi’s exiled Chief Editor Jean-Bosco Gasasira claims that the Rwandan Embassy’s intelligent officers are currently tasked with locating certain refugees in the UK and to lure them into the plan. Other refugees will have to be watched closely to know where they live and what they do.
The plan also include silencing dissidents by ways of false accusations, using hired English people to be sent to wherever they are or in their homes, according to the Newspaper.
The newspaper Chief Editor claims that one of the main secret agents is a certain Mrs Abera, who resides in UK as a refugee. Abera allegedly is acting under the Diaspora initiative in locating Rwandans through her association with their wives.
Mrs Abera might have transformed her home into a pub to allegedly offer a place of meeting to the embassy agents and other refugee-disguised agents who are living off the UK taxpayer’s money.
The Umuvugizi article goes on to say that Rwandan embassy is using some of the defected soldiers who had exiled into UK and now living poverty. These young men have joined the intelligence network of spies and are targeting relatives of the late former President Habyalimana, supporters of Rwanda National Congress, United Democratic Forces as well as local BBC journalists.
“This intelligence Network has a deep hierarchy with different branches in the country. At the top of the largest branch is intelligent officer Jimmy who is an experienced spymaster” says Jean-Bosco Gasasira.
“Another branch of the network is the so-called Diaspora initiative. They use this organisation to locate Rwandans, learn what they do and what their political aspirations are that may be opposed to Kagame’s and to RPF policies.”
Umuvugizi warned “Rwandans living in UK especially those who are opposed to Kagame to be vigilant. They should avoid attending diner parties or same restaurants frequently“.

Last month, I moderated a panel at Brown University on the topic of whether genocide could ever happen again. The details of the event can be found here:
Panelists include the Rwandan Ambassador to the US, James Kimonyo, as well as two prominent Rwanda human rights activists, Aloys Habimana and Noel Twagiramungu.
The Ambassador spoke aggressively, and did not leave much space for either Aloys or Noel to speak, probably because he knew that he would not agree with what they would have to say. Instead, I had to bring Kimonyo to heel twice as he spoke beyond his allotted time, accusing some of us on the panel of denying the 1994 genocide within his barrage that Rwanda will have another genocide if we (meaning foreigners, I think) continue to deny the genocide. For my part, because Kimonyo mentioned what he sees as my views to the audience, I spoke briefly to say that my position is, has been and always will be a desire to stop the killing by all sides, and to bring justice to the Great Lakes Region. Having similarly denounced Aloys and Noel as individuals whose work also tries to deny the genocide, one of them made the best comment of the panel, asking if the government of Rwanda itself was not denying genocide (by its own definition) in denouncing the UN Mapping Report of 1 October 2010.
Most interesting was the Ambassador's lack of knowledge about the opinions of his fellow panelists. He accused me and Aloys of being genocide deniers (his understanding of my views is from my blog, not my opinion pieces or academic writing; I am not sure where he gets his information on Aloys' ideas). His failure of logic is that you cannot deny what you cannot talk about. No thinking person denies that there was genocide in Rwanda in 1994 - what some of us argue is that the genocide occurred in a broader context of civil war in which Rwandans of all ethnicities were caught up in the violence. It is a shame that the current government of Rwanda cannot understand that. It is the lack of understanding, combined with intra-RPF conflict that will push Rwanda to another round of violence....

Mbeki hears conflicting claims of vote rigging
Comprendre la crise ivoirienne en 4 points
Un coup d’État manqué le 19 septembre 2002 s’est transformé en rébellion armée. Et la Côte d’Ivoire connaît une crise politique et militaire depuis ce temps. Les élections présidentielles organisées cette année étaient sensées mettre fin à cette crise, marquée notamment par une partition de fait du pays. Ces élections se sont déroulées le 31 octobre 2010 (1e tour) et le 28 novembre 2010 (2è tour) alors que, malgré la signature de nombreux accords, les rebelles encore en armes occupent une partie du territoire (le Nord, le Centre et l’Ouest).Laurent Gbagbo le président sortant parait à la fois aujourd’hui, particulièrement isolé et … particulièrement déterminé, à faire valoir les textes de lois de la Côte d’Ivoire. Mais plusieurs pays et non des moindres disent qu’il doit céder le pouvoir à Monsieur Ouattara seul légitime à leurs yeux, d’après leur lecture de la situation. Et chose étrange, malgré un verrouillage exceptionnel des médias internationaux, les plus grosses manifestations des ivoiriens que chacun a pu voir dans la diaspora ou à l’intérieur du pays ont été des rassemblements d’ivoiriens soutenant …Laurent Gbagbo ! On a également appris aujourd’hui qu’à Abidjan l’appel à la « grève générale » lancé par Alassane Ouatarra pour ce lundi 27 décembre n’a pas été suivi. Paradoxal, non ?
Devant ce flou artistique entretenu, L’œil du Patriote a préféré transcender les passions et les élans émotionnels et partisans pour tenter d’extirper les secrets de l’énigme de la crise ivoirienne autour de quatre axes fondamentaux.
I. Le schéma ivoirien de l’organisation des élections en Côte d’Ivoire
a. Le contenu global des accords inter-ivoiriens sur les élections signés depuis 2005 porte sur les points suivants :
· La réunification du pays passe par la formation d’un gouvernement d’union pour l’organisation des élections générales en vue de la sortie définitive de crise ;
· La réorganisation de la Commission Electorale Indépendante doit se faire sur la base des partis signataires des Accords de Marcoussis (80 % des membres sont du RHDP ; mais toute décision doit être prise par consensus au sein de la CEI) et non plus sur la base de « professionnels du droit » et de représentants de la société civile ;
· La CEI conduit l’organisation des élections et elle a 3 jours maximum pour proclamer les résultats provisoires validés par tous ses membres ; (ndlr: C’est nous qui soulignons)
· Unique juge du contentieux électoral, le Conseil Constitutionnel est seul habilité à proclamer les résultats définitifs après examen des réclamations éventuelles ;
· Institution chargée de veiller à la constitutionnalité des lois et textes officiels, le Conseil Constitutionnel est seul habilité à recevoir le serment de prise de fonction du Président élu, en séance solennelle ;
· La certification des élections selon les critères internationaux (transparence, équité, liberté du vote, respect des procédures légales) est confiée au Représentant du SG de l’ONU à l’issue de la proclamation des résultats définitifs.(ndlr : C’est nous qui soulignons toujours)
II.Les faits
a. L’organisation des élections s’est faite dans un pays toujours divisé et sans désarmement significatif des rebelles
b. Au 1er tour : Laurent Gbagbo de la LMP (38% des voix) et Ouattara Alassane du RDR (32%) sont retenus pour le 2è tour ; la CEI a annulé le scrutin de certaines circonscriptions à cause de violences constatées ; et le Conseil Constitutionnel a rejeté les réclamations du candidat du PDCI, Henri Konan Bédié (25%), parce que formulées hors délais. Deux actes qui n’ont provoqué aucun remous ni en Cote d’Ivoire, ni ailleurs dans le monde.
c. Au 2è tour :
· Dans 15 des 19 régions, le scrutin s’est déroulé sans grand dommage selon les observateurs ; tous leurs résultats ont été validés par tous les membres de la CEI
· Dans 4 régions, toutes au Nord et contrôlées par les rebelles, on signale de nombreuses irrégularités : des violences sur les représentants du candidat Gbagbo (des morts, des blessés sauvés par l’ONUCI, des viols), l’expulsion de la plupart de ces représentants, des vols d’urnes, des bourrages d’urnes, des fraudes massives constatées sur 2000 pv de bureau de vote. Gbagbo introduit des réclamations dans le délai ;
· Les déclarations des observateurs étrangers confirment la plupart de ces réclamations, des observateurs y ayant parfois été frappés (Cf. Observations de l’UE, l’UA, des experts Africains) ….
· Incapables de se mettre d’accord sur la validation des résultats provisoires de ces régions du Nord, et après le délai légal de 72 heures qui leur est imparti, les membres de la CEI transmettent les données brutes au Conseil Constitutionnel, juge des élections présidentielles
· Mais, contre toute attente, au siège de son candidat A. Ouattara et hors délais, le Président de la CEI proclame seul des résultats qui, selon lui, donnent Ouattara vainqueur avec 54,1% des voix.
· Le Conseil Constitutionnel travaille sur les dossiers transmis la veille par la CEI et comme au 1er tour, invalide le scrutin là où les fraudes sont constatées, et proclame publiquement Gbagbo vainqueur avec 51,45 % des voix.
· M. Choi, représentant du SG de l’ONU, à la surprise générale, donne Ouattara vainqueur sur la base de la déclaration du Président de la CEI. Il outrepasse ainsi son mandat qui est de « certifier (et NON DE PROCLAMER) le résultat DEFINITIF (et non PROVISOIRE) de la CEI »
III.Les fondements de l’élection de M. Laurent Gbagbo
a. Au plan juridique, les institutions de la République et tout le processus électoral prennent base sur les dispositions pertinentes de la Constitution du 1er août 2000 ; celle-ci fait du Conseil Constitutionnel le seul juge des élections, même dans tous les aménagements intervenus sur la base de tous les accords depuis Marcoussis (2003). Le candidat Ouattara le conteste au profit du Président de la CEI et du Représentant du SG de l’ONU
b. Au plan politique, toutes les décisions et tous les accords signés ont concouru à préserver l’Etat, les institutions de la République, le respect des lois et de la souveraineté de la Côte d’Ivoire. Tout le monde a ainsi salué les efforts accomplis pour aller à des élections présidentielles devant mettre fin à la crise ouverte en septembre 2002
c. Les observateurs nationaux et étrangers (plus de 1500 observateurs) ont attesté toutes les réclamations de Gbagbo sur la non-sincérité du scrutin et les violations de droits du citoyen dans une partie du territoire national ; la distinction entre « observateurs de l’UE » et « observateurs Africains », faite par le Représentant du SG de l’ONU, est scandaleuse et dénonce une certaine partialité de la part de ce fonctionnaire de l’ONU.
d. Le peuple s’est prononcé au 1er et 2è tours de la présidentielle, sous l’empire des lois et des dispositions pertinentes de la Constitution. 51,45% des électeurs ont accordé leur voix à Gbagbo ; mais 48,55% ont fait confiance à Ouattara. Il faut réconcilier les deux camps sur la base du respect du droit et des lois organisant le processus électoral.
e. L’armée (F.D.S.) est loyaliste et reste républicaine ; elle avait même commencé à s’ouvrir aux FAFN pour gagner la paix. La posture rebelle de l’ancien PM G. Soro remet en cause cette ouverture mais pas la loyauté républicaine des FDS.
f. « La souveraineté de la Côte d’Ivoire n’est pas négociable » a déclaré le Président Gbagbo. Les prétentions de certains pays à donner leur onction à l’un des deux candidats en dépit des règles élémentaires du droit et à l’imposer à tout prix sont contraires au droit international et à la Charte de l’ONU. La Côte d’Ivoire, État-membre de l’ONU, refuse ce diktat illégal et illégitime. Elle veut le respect du droit et de ses institutions pour la sortie de crise.
IV. Les paradoxes de la « Communauté internationale »
La crise ivoirienne est en train de mettre en lumière de façon flagrante, un certain nombre de paradoxes au sein de la communauté internationale. Et ces contradictions auront sans nul doute des conséquences durables dans l’histoire du peuple ivoirien et dans celui des pays de la région. Que Laurent Gbagbo quitte le pouvoir ou pas, les acteurs principaux de cette crise, protagonistes, marionnettes visibles ou tireurs de ficelles invisibles ne manqueront pas de subir les conséquences de ce que l’opinion internationale et particulièrement l’opinion africaine aura perçu ou compris de cette crise aujourd’hui et du rôle qu’aura joué chacun d’eux. L’histoire juge toujours à froid ! Quand toutes les passions et les feux d’artifices des médias s’éteignent.
· Ainsi, en cas d’embrasement, rien ne saurait justifier que, dans cette partie de l’Afrique où l’on commence pourtant à s’inquiéter de la montée de l’intégrisme, des responsables politiques, fussent-ils à la tête des grandes puissances ou des organismes internationaux, aient pu volontairement créer un nouveau foyer de conflit qui n’aura fait que contribuer à rendre la région plus instable et ingérable. Les cas de la Somalie ou de la République démocratique du Congo devraient pousser à une réflexion profonde chacun des responsables politiques (ivoiriens, africains, européens, américains ou autres) engagés de près ou de loin dans cette crise. En effet, ces deux pays prouvent aujourd’hui à quel point l’instabilité et le chaos politique font de nos jours le lit des réseaux terroristes et maffieux qui en profitent pour étendre leurs tentacules. Le Maghreb et une partie de l’Afrique de l’Ouest sont déjà confrontés aux activités des réseaux terroristes dont ils n’arrivent pas à contenir des assauts. Qui donc aurait aujourd’hui intérêt à aggraver ce danger qui préoccupe plus d’un Etat au monde?
· Et que dire du sort de ces millions d’Ivoiriens et d’étrangers vivant en Cote d’Ivoire et qui risquent de voir leurs vies basculer, du jour au lendemain dans les affres d’une guerre aussi cruelle qu’injuste. En effet, quelque soit le camp dans lequel on se trouve, celui de Gbagbo ou de Ouatara, une chose est certaine, chacun des deux candidats réunit derrière lui près de la moitié de la population de la Cote d’Ivoire ! Oublier ou négliger à dessein cette maxime dans la recherche de solution de cette crise serait commettre une erreur historique grave de conséquence. Gbagbo et Ouatara ne sont plus des simples individus ; chacun d’eux incarne l’espérance de 50% de la population de la Cote d’Ivoire! Cette réalité immuable ne devrait-elle pas inciter tous les acteurs de ce conflit à plus de sagesse et plus de retenu dans la recherche d’une solution salutaire pour le peuple ivoirien? Rejeter sans ménagement l’un des deux antagonistes, équivaudrait à dresser une moitié du pays contre une autre à travers un conflit armé qui embrasera toute la région de la CDEAO au sein de laquelle la Côte d’Ivoire joue incontestablement le rôle du véritable poumon économique.
· Les passions que provoquent les récentes élections en Cote-d’Ivoire soulèvent des interrogations. D’autres élections ont en effet eu lieu en Afrique, avec des résultats au moins aussi discutables qu’en Côte-d’Ivoire : en Tunisie, en Egypte, au Burundi, au Rwanda, etc…. Pourquoi la Communauté internationale ne s’est-elle pas investie dans tous ces autres cas avec la même ferveur voire la même véhémence qu’en Cote d’Ivoire? Paul Kagamé ne séquestre-t-il pas actuellement son opposante principale (Victoire Ingabire) après des élections « remportées » grâce à des scores staliniens? Malgré un rapport de l’ONU de plus de 600 pages qui l’implique directement dans des massacres à grande échelle en RDC, pourquoi n’a-t-on pas entendu la « communauté internationale » parler d’aller le déloger par la force? De nombreuses élections truquées sont régulièrement organisées en Afrique, pourquoi la communauté internationale n’a–t-elle pas pris la noble et courageuse résolution de faire respecter « la volonté du peuple?»
· Lors des élections biaisées organisées en 2006 en RDC, « Joseph Kabila » avait été jusqu’à bombarder à l’arme lourde son rival en plein centre ville de Kinshasa alors que celui-ci était en réunion avec plusieurs ambassadeurs représentant la « communauté internationale ». Ses troupes ont ensuite causé la mort de plusieurs centaines de congolais à travers la ville. Aujourd’hui, « Kabila » allonge une liste interminable des victimes parmi les défenseurs des Droits de l’Homme, les religieux, les journalistes, les leaders politiques…, il menace la sécurité mondiale avec le trafic de l’uranium. Pourquoi la communauté internationale ne montre-t-elle pas la même détermination pour sanctionner sévèrement ces pratiques barbares d’un autre siècle?
Nous sommes persuadés que l’on devrait dépassionner le débat autour de la crise ivoirienne. Toute passion, toute partialité, tout parti pris ou tout règlement de compte devraient être totalement proscrits du processus de règlement de cette crise. Les puissants médias occidentaux devraient s’abstenir de rééditer l’exploit de 1994 au Rwanda et de 1996 en RDC où ils ont déformé la vérité au service des intérêts partisans des puissants lobbies occidentaux, et au détriment des peuples de la région. La solution à cette crise ivoirienne passe par une mise à plat des faits. Seulement des faits vérifiés et vérifiables. Cet appel de Gbagbo sur I-Télé mérite de retenir l’attention : « Vouloir occulter les faits et donc la vérité en privilégiant des compromis équivaudrait à de la compromission . Moi, je ne veux pas de compromis , je veux la vérité ». On ne peut sacrifier le peuple ivoirien sur l’autel des procédures électorales. Car la démocratie est faite pour servir au mieux être du peuple ivoirien!
Or, ce n’est surement pas dans le mensonge et la falsification que l’on apaisera le cœur des ivoiriens qui ont voté et attendent de savoir qui finalement des 2 candidats a réellement gagné ces élections. L’histoire tragique et récente de l’Afrique nous apprend qu’à chaque fois que la vérité a été dévoyée, elle a toujours fini par resurgir et à s’imposer aux hommes d’une manière ou d’une autre. De l’Afrique du Sud au Rwanda en passant par la RDC, la vérité sur les plus grandes tragédies du continent africain a toujours fini par triompher, mais souvent trop tard pour de millions de victimes! Et les conséquences de ces mises en scènes pèsent encore sur des régions entières de l’Afrique centrale et australe en proie à l’instabilité. Va-t-il en être de même pour l’Afrique occidentale qui a été jusqu’ici un havre de paix et de stabilité pour l’Afrique sub-saharienne ? Les dirigeants africains de la CDEAO devraient y réfléchir. L’Onuci a outrepassé son mandat qui était de certifier les résultats définitifs et non pas de proclamer les résultats provisoire de la CEI .
Devant les risques actuels d’embrasement qu’est ce qui empêche le réexamen du processus électoral ivoirien par un comité international indépendant ? Même aux États-Unis lors de l’élection de Bush face à Al Gore la contestation des résultats a entrainé un réexamen partielle des résultats par comptage manuel, pourquoi pas en Côte-d’Ivoire ? Une guerre dans cette région coûtera forcement plus cher qu’une telle option.

Above all, Mr. Tito Rutaremara, one of the RPF leaders has given details about RPF infiltration methods in Habyarimana's all instances, how assassinations, disappearances, mass-slaughters across Rwanda have been carried out from the local autority to the government,fabricated lies that have been used by Gacaca courts as weapon, the ICTR in which RPF had infiltrators like Joseph Ngarambe, an International court biased judgments & condemnations targeting Hutu ethnic members in contraversal strategy compared to the ICTR establishment to pursue in justice those accountable for crimes between 1993 to 2003 and Mapping Report ignored and classified to protect the Rwandan Nazis under the RPF embrella . Everything happens for a reason
