  1. The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
  2. Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
  3. Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
  4. Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
  5. The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
  6. The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).

[Since 1994, the world witnesses the horrifying reality : the Tutsi minority (14%) ethnic domination, the Tutsi minority ethnic rule, tyranny and corruption in Rwanda. The current government has been characterized by the total impunity of RPF criminals, the Tutsi economic monopoly, the Tutsi militaristic domination with an iron fist, and the brutal suppression of the rights of the majority of the Rwandan people (85% are Hutus), mass-arrests and mass-murder by the RPF criminal organization.So long as justice and accountability for RPF past and current crimes are ignored and delayed, Peace and Stability will remain illusive and impossible in Rwanda=>ASIF]

Quelle cynisme! Quelle humiliation! Les femmes des pilotes français se retrouvent privés des droits à la citoyenneté française. Qui a décidé de leur sort? Qui devra payer pour les actes criminels commis contre la France et le peuple français au Rwanda. Quoi de plus irritant que de voir l'assassin de ton cher papa et de ton cher mari invité par celui qui devrait te protéger? 
Et pourtant elles sont de nationalité française et donc jouissent de la protection du gouvernement français.
Actuellement, elles sont désespérées. Elles disent oui au procès, mais "pas du fond du cœur". Si on les sortait du dénuement dans lequel elles se débattent depuis dix ans avec leurs enfants, elles seraient plus convaincues.
Non qu’elles cherchent à monnayer leur souffrance, mais parce qu’elles ont tant souffert faute de manque de justice. Et pourtant, elles avaient elles aussi participé aux élections dans leur pays, pour choisir le président, leur supposé représentant. Ce qu’elles ne savaient pas, c’est ce quelles voient aujourd’hui : Un président qui défend les tueurs de leurs maris. Voilà la tragédie
Comme toute autre personnalité respectable, le Général Paul KAGAME, Président du Rwanda, surnommé « le Boucher des Grands Lacs », « le Hitler Africain » ou « le Criminel Sans Frontières », se déplace librement dans la capitale des droits de l’homme. Contre toute attente, il a été officiellement invité par l’Etat français malgré : 1) l’assassinat de son prédécesseur Juvénal Habyarimana dans l’attentat terroriste du 6 avril 1994 qui a déclenché le génocide d’avril-juillet 1994 et 2) la suppression du français comme langue officielle au Rwanda.
Qu'advindra-il aux pauvres 85% de la population des Rwandais (tous Hutus) dirigés d'une main de fer d'un criminel Tutsi puisque stéréotypés, transformés en génicidaires, des enfants aux plus grands, donc incapables de diriger leur pays, ils doivent se plier à l'assassin blanchi par Tony Blair, Bill Clinton, Walker Bush et maintenant par leur lèche-cul Sarcozy informé qu'il doit défendre un Pol Pot, plus criminel qu'Adolf Hitler? Pouvons-nous conclure que le Président Sarcozy lui a donné le feu vert, comme il en arrive souvent des récidivistes relâchés qui multiplient les victimes une fois dehors, des actes ignobles posés par des juges irresponsables, incapables de protéger la Loi et par voie de conséquence les nouvelles victimes?

Réalisez que les Nations Unies ont publié, le 01/10/2010, un Rapport Mapping sur la RDC (portant sur la période de 1993 à 2003) qui pointe la lourde responsabilité de son Armée dans les crimes graves, dont un génocide présumé, commis contre les réfugiés hutus et les populations congolaises apparentées.
Plus globalement, depuis 20 ans dans la Région de l’Afrique des Grands Lacs, cet homme est directement ou indirectement responsable de la mort d’au moins 8 millions de civils -- femmes, enfants, vieillards et malades compris -- à savoir 6 millions de congolais et 2 millions de rwandais tutsis, twas et hutus confondus !

8. - En 1995, du 18 au 22 avril, sous prétexte d’y déloger des infiltrés, le camp de déplacés de Kibeho au sud du pays sera encerclé et bombardé par l’armée de KAGAME, sous le regard médusé des casques bleus de l’ONU. Plus de 8 000 morts y seront enregistrés et environ 60 0000 personnes parmi les survivants qui tenteront de rentrer chez eux manqueront à l’appel à l’arrivée. S’il n’y avait pas plus grave, la préparation et les moyens utilisés pour « nettoyer » ce camp de déplacés à majorité hutue feraient de cette seule opération un génocide en soi.

1. – Aujourd’hui, la version simplifiée du Génocide rwandais (méchants hutus contre gentils tutsis) se fissure.Une version complète met le Général KAGAME au centre du « Génocide rwandais » ou plutôt du « Génocide des Grands Lacs Africains » si l’on compte les millions de morts congolais.
Ce chef de guerre sanguinaire a été formaté en Ouganda, fin des années 80, pour servir de « marionnette » dans les guerres visant le contrôle des ressources du Congo par divers groupes d’intérêt anglo-saxons avec leurs alliés occidentaux. C’est ainsi qu’il a bénéficié des appuis tous azimuts permettant de travestir la réalité de la tragédie régionale, réalité rétablie ci-après.

2. - Ainsi, en 2008, le monde a appris -- mais feint d’ignorer -- qu’un volet du génocide rwandais avait été planifié par le FPR et ses soutiens en Ouganda dès 1989 : celui visant les hutus qualifiés d’ennemis régionaux à exterminer en commençant par le Président HABYARIMANA (Voir Section 3.8 du Mémorandum intitulé «Génocide rwandais : le peuple crie justice », jamais démenti, adressé au Conseil de Sécurité de l’ONU par le Partenariat Intwari :

Pour parfaire le verrouillage de tout espace d’expression libre, le Général KAGAME entrave le travail des défenseurs des droits humains (cas de Carina TERTSAKIAN de Human Rights Watch) ou emprisonne les avocats (cas du Professeur américain Peter ERLINDER) et les principaux opposants politiques (Voir photos ci-contre). Que le Président Paul Kagame circule à l’étranger en laissant sous les verrous ses opposants démocrates est simplement inacceptable.

3. – Effectivement, sur le terrain, les hommes du FPR , alors dits rebelles (alors qu’ils étaient membres de l’Armée régulière ougandaise) ont attaqué le Rwanda le 01/10/1990. Puis, avant 1994, dans la zone qu’ils contrôlaient au Nord-est du pays (en Préfectures de Byumba et Ruhengeri), ils ont massacré plus de 40 000 civils innocents. Ils ont aussi poussé au déplacement intérieur plus d’un million de nos compatriotes qui sont venus s’entasser et, pour beaucoup d’entre eux, mourir dans le camp de déplacés du lieu-dit Nyacyonga, près de la Capitale Kigali, à raison de 50 victimes par jour (Faites le calcul pour les 14 mois qu’ils y ont passés !).

4. - Entre le FPR et le Gouvernement rwandais, un Accord de paix avait été signé à Arusha (Tanzanie) le 04/08/1993. Faisant fi des efforts de concrétisation de cet Accord, le FPR a poussé la guerre à son paroxysme par son attentat aérien du 6 avril 1994 qui a décapité l’état rwandais en emportant le Président Juvénal HABYARIMANA (avec, entre autres responsables, le chef d’état-major de l’Armée nationale) sans oublier son homologue burundais Cyprien NTARYAMIRA (avec 2 de ses ministres) et 3 ressortissants français membres de l’équipage du Falcon 50. Dans le contexte de tension existant à l’époque, cet acte hautement irresponsable dans le chef du FPR, mené par le Général-major Paul KAGAME, a déclenché les massacres qui ont vite culminé en génocide.

5. - En avril 1994, alors que les massacres commençaient à faire des milliers de mort, Paul KAGAME les a facilités, d’une part, en refusant de négocier un cessez-le feu avec le Gouvernement intérimaire et, d’autre part, en s’opposant à toute intervention extérieure pour arrêter les massacres, arguant que le génocide était consommé. Trois mois et des centaines de milliers de morts plus tard, une fois le pouvoir obtenu, le Général viendra déclarer avoir « arrêté le génocide "des tutsis" ». Cela, combiné au sentiment de culpabilité de la Communauté internationale, qui avait abandonné la population aux mains des bourreaux des deux bords, va lui assurer la légitimité de contrôle exclusif et autoritaire du pouvoir.

6. - Son armée va alors s’adonner à des tueries systématiques, pudiquement qualifiées d’exactions ou de représailles par la Communauté internationale. L’enquêteur Robert GERSONY du HCR fera état de 30 000 morts (majoritairement hutus) après avoir seulement visité trois préfectures sur 11.

 Pourquoi les Rwandais doivent rester en Prison ?
7. – Parallèlement à ces tueries systématiques, l’arrestation de vrais et faux coupables hutus du génocide rwandais (déclaré exclusivement tutsi), conduira à au moins 200 000 prisonniers dont une partie seulement sera déclarée. Plus tard, le système des juridictions traditionnelles « Gacaca », comptant sur le zèle des juges sans formation juridique et des « syndicats de délateurs », viendra (1) alimenter les prisons-mouroirs, (2) générer une main-d’oeuvre corvéable à merci par les travaux d’intérêt général (TIGE) et (3) permettre la spoliation des biens des personnes condamnées. Enfin, des lois vagues et liberticides sur l’idéologie du génocide viendront cimenter la condamnation sans faille des hutus et de toute personne émettant la moindre critique sur le régime.

Comme si cela ne suffisait pas, le régime du Général continue à harceler, tuer, emprisonner et contraindre à l’exil des innocents. Avant sa mascarade d’élection présidentielle du 09/08/2010 qui a exclu les véritables candidats de l’opposition, il y a eu plusieurs assassinats ratés (comme celui du Général NYAMWASA réfugié en Afrique du sud) ou réussis (ceux du journaliste Jean-Léonard RUGAMBAGE et du Vice-président du Parti Vert Démocratique du Rwanda, André Kagwa RWISEREKA)

En définitive, le bilan criminel du Général KAGAME peut se résumer ainsi:1) Participation au plan conçu en 1989 avec le Président M
USEVENI de l’Ouganda et ses alliés anglo-saxons pour exterminer les hutus du Rwanda considérés comme des ennemis régionaux, i.e. des obstacles majeurs à leurs ambitions ou intérêts dans la Région des Grands Lacs Africains ;
2) Massacres de centaines de milliers de civils innocents toutes ethnies confondues depuis octobre 1990, qui ont atteint leur paroxysme avec le génocide du printemps 1994 ;
3) 4 Chefs d'Etat assassinés sur une période de 8 ans : Melchior N
DADAYE du Burundi tué le 23/10/1993, Juvénal HABYARIMANA du Rwanda et Cyprien NTARYAMIRA du Burundi assassinés dans l’attentat aérien du 06/04/1994, Laurent-Désiré KABILA de la R.D. Congo tué le 16/01/2001 ;
4) 6 évêques (4 tous Hutus au Rwanda, 1 au Burundi et 1 en R.D. Congo) et des centaines de religieux catholiques tués dans les trois anciennes colonies belges ;
5) Plus de 200.000 réfugiés rwandais exterminés dans les camps à l’Est de la R.D. Congo ;
6) Plus de 6 millions de citoyens congolais morts en RDC depuis les guerres de 1996 et 1998 ;
7) Des centaines de milliers d’orphelins, de handicapés et de femmes violées en RDC ;
8) Des dizaines de témoins gênants occidentaux et africains assassinés : dont 9 missionnaires et humanitaires espagnols, 2 prêtres catholiques canadiens, des observateurs de l’ONU, ...;
9) L’appropriation des biens des personnes massacrées ou poussées à l’exil ;
10) Le pillage des ressources naturelles de la R.D. Congo1.
Seize ans après la victoire du FPR, le paradoxe scandaleux est que seuls des hutus ont été arrêtés et jugés par le Tribunal Pénal International pour le Rwanda (TPIR) siégeant à Arusha, Tanzanie.

Rwandans cry Justice : Jack Chapman's Think Africa Press article "Are Kagame's human rights abuses justified?" epitomises the blinkered approach of many commentators towards Rwanda. Its principal argument is based on a fallacy: that in some contexts, human rights and economic development are antagonistic or mutually exclusive.

The genocide in which more than half a million people were killed in just three months in 1994 [Kagame's scenario of events (n.d.l.r)] undeniably makes Rwanda an exceptional case. The level of organisation of the massacres, the scale of the horror, the suffering and the devastation - all of these were exceptional.

What is not exceptional, however, is that Rwandans, like human beings in any other country, have fundamental rights and want to be able to enjoy them. These include the right to life - of which hundreds of thousands were robbed so brutally during the genocide - the right to freedom of expression, to liberty and security and a fair trial, and many other rights enshrined in
Rwandan law and in international conventions.

Rwanda has become the largest worlwide prison and the ever-untouchable human rights violations. Rwandans cry for Justice.

Chapman's argument deprives Rwandans of those rights. His article falls into the trap, skilfully set by the Rwandan government, of using the horror of the genocide to deflect criticism of the fact that Rwandan men and women are being denied their rights to voice their opinions, participate in the political life of their country, and go about their daily activities unhindered. Those who buy into this argument fail to see that a thriving, healthy society cannot be built on a foundation of fear - as illustrated in other repressive countries, not least in parts of North Africa and the Middle East currently experiencing dramatic upheaval.
Chapman's article rightly sets out Rwanda's achievements since the genocide, but jumps to some astonishing conclusions. "Human rights violations are a small price to pay for Rwanda's remarkable progress," it asserts. For some Rwandans, that "small price" has been their life or their liberty. Consider Jean-Léonard Rugambage, the young journalist gunned down outside his home in the capital Kigali last year; or Bernard Ntaganda, the opposition party leader arrested just weeks before the 2010 elections, who is now serving a prison sentence simply for opposing the government in his public statements; or Abbé Emile Nsengiyumva, the priest who has spent six months in detention awaiting trial after criticising state policies on housing and family planning in his Christmas sermon. Would they, or their families, consider that this was a "small price to pay" for their country's "remarkable progress"?

The assassination of Rugambage and the arrest of Ntaganda are just two of the flagrant incidents that took place in the run-up to the presidential elections. 2010 saw President Kagame re-elected with 93% of the vote. This election, like the previous one in 2003, was a contest only in name: Kagame's three "rivals" all represented parties that had broadly supported the ruling Rwandan Patriotic Front (RPF). None of the three new opposition parties, which had openly criticised the government, was able to stand. Two were not even allowed to register as parties. The vice-president of one, André Kagwa Rwisereka, was murdered less than a month before the elections; no one has been brought to justice for this crime. Several lower-ranking opposition party members were detained and beaten by the police.


The Rwandan media was also ruthlessly targeted. In April 2010, two popular independent newspapers, Umuseso and Umuvugizi - which often reported allegations of corruption and abuse - were suspended while their editors were charged with defamation. After receiving persistent threats, they fled the country for their safety. The fate of their colleague Rugambage, who stayed behind, sadly proved that they had made the right decision.

The repression has not stopped since the elections. In February 2011, two other journalists were sentenced to 17 and 7 years respectively for writing articles seen as critical of the government and the president. A court found them both guilty of endangering public order, and also found the newspaper's editor guilty of minimising the genocide, "divisionism" and "genocide ideology" - a catch-all offence that has frequently been used to target perceived critics.

It is unclear in Chapman's argument, and in similar ones proferred by Kagame's allies, how jailing journalists and targeting opposition party members is necessary for economic and social development. For development to be sustainable, many development experts agree, it should be participatory and transparent. Long-term economic and social stability relies on an empowered citizenry and a vibrant civil society.

How to get them back? Wonder their parents?
 So where is the "civil society... with a staunch Rwandan national identity" that Chapman claims is emerging in Rwanda? With a few exceptions, the civil society organisations operating in Rwanda today are those that submit to the government's wishes, actively promote its programmes, or stick to uncontroversial areas. Independent human rights organisations, like independent newspapers, have been dismantled one by one or been infiltrated by individuals close to the RPF. Many leading human rights activists have been forced to leave the country. Others, worn down by constant threats to their safety, have simply opted out of the struggle. A few courageous individuals - you can count them on the fingers of one hand - continue doggedly monitoring abuses, but rarely publish their findings. Official censorship has led to self-censorship throughout much of civil society.

 Chapman talks of political "stability" in Rwanda - a term also favoured by donor governments. If Chapman scratched the surface, he would find that that stability is not quite what it seems. Human Rights Watch's field research has shown that disillusion and discontent are more prevalent among the population than is widely assumed and that they cut across political, ethnic and social lines, eating into Kagame's public support.

Indeed, some of Kagame's harshest critics - and now the victims of his repression - are, like him, from the Tutsi ethnic group; they share his background, grew up in Uganda, speak English, and shared the ideals of the RPF in its early days. It is telling that one of Kagame's fiercest opponents today is his former army chief-of-staff, General Kayumba Nyamwasa, who narrowly escaped an assassination attempt in South Africa last year, and whose brother, a serving military officer, was detained incommunicado for several months before being brought before a military court in January 2011. In this context, Chapman's claim that "the whole stability of the country therefore depends on Kagame maintaining his status and so repressive political acts can be an integral part of Rwandan progress" makes little sense.

The impressive speed of Rwanda's reconstruction and economic growth after the genocide should not blind us to the fear and intimidation that Rwandans live with from day to day. Instead of swallowing the propaganda of "economic development first, human rights later", we should put ourselves in the shoes of Rwandans today: would we be prepared to sacrifice our right to free speech or political participation for the sake of "reasonably equitable development" or subjective "political stability"?

The Rwandan government should have the confidence to offer its citizens not only economic development but also the space and the security to speak and challenge without fear. Eva Joly n' fait que suivre l'exemple de son président pour jeter l'opprobre sur les militaires français. Ce comportement du chef des armées suscite beaucoup de controverse et il revient aux Français de bien choisir leurs dirigeants.

So begins Beatrice Munyenyezi’s personalized account as a refugee who survived the slaughter of millions of people in Rwanda, in Zaire/Congo, and in neighboring countries, between 1990 and 1998—always erroneously defined as “the 1994 Rwanda genocide” where brutality is universally attributed to the Hutu ethnic group and Tutsis are always the only victims.
Ms. Munyenyezi has been transforming her ordeal of unspeakable brutality and terror into a book tentatively titled Life in the Middle of Nowhere: Surviving Genocide in Rwanda and Zaire. It is her version of Surviving the Slaughter: The Ordeal of a Rwandan Refugee in Zaire (2004) a renowned non-fiction book published in Europe and written by Marie Beatrice Umutesi, a Hutu and genocide survivor.
On Thursday June 24, 2010, this project abruptly came to a halt when Federal agents from U.S. Immigration and Customs Enforcement (ICE) confiscated all of Ms. Munyenyezi’s texts, notes, documents, computers and other personal items. (ICE is the largest investigative agency in the U.S. Department of Homeland Security.) Now her private testimony as a refugee and survivor will likely be used against her in another case of politically motivate genocide charges.
The U.S. Department of Justice has suggested that Beatrice Munyenyezi might be deported to face genocide charges in Rwanda. But Ms. Munyenyezi will be a milestone case: the first international legal proceedings in the United States involving a female of any ethnicity or nationality charged with rape as a genocide and war crime.
On June 24, 2010, Beatrice Munyenyezi (MOON’-yen-yezi) was arrested in Manchester, New Hampshire (USA) and charged, according to U.S. prosecutors, with “procuring U.S. citizenship unlawfully by misrepresenting her activities during the 1994 Rwandan genocide.”

According to the government of Rwanda, Beatrice Munyenyezi, 40, allegedly “participated in, committed, ordered, oversaw, conspired to, aided and abetted, assisted in and directed persecution, kidnapping, rape and murder during the Rwandan genocide of 1994.”

Many of today's social theorists are utilitarians. Broadly speaking, a utilitarian is someone who believes justice can be arrived at through a cost-benefit analysis. For example, a utilitarian economist would tell you that, before considering a new law, one needs to determine the "social" costs and benefits of such a law. If these benefits exceed the costs, then the law is justified. Some talk about the social costs and benefits of legalizing drug sale or prostitution and conclude that if the benefits outweigh the costs, these laws should be implemented.

Ronald Coase, probably one of the most misunderstood utilitarian economists, has often been criticized for what he did not say (i.e., the so-called Coase Theorem) but rarely criticized for what he did say — that individual rights depend on the potential of those rights to create aggregate wealth. The following article is a critique of the Coasean approach to the theory of rights.

Coase, in his essay "The Problem of Social Cost," argued that, in cases where markets fail to do so, the government should allocate property rights in a way that maximizes national income. His main argument was that the existence of transaction costs would preclude efficient allocation of property rights through market transactions. Thus, this would be a job for the government.

In essence, Coase is proposing a theory of justice in which individual rights depend on the circumstances. If a government bureaucrat finds that taking away Jim's rights and giving them to Janice would bring about an increase in the national income, then this reallocation of rights is just, regardless of whether Jim and Janice agree with it.
Some economists took a more abstract approach and talked about maximizing social welfare or utility. In this framework, utility — total satisfaction by material objects, experiences, and other states of affairs within a society — is treated as a quantity that can be increased or reduced by a public policy. A policy that leads to an improvement in total social welfare is, within this framework, justified.This approach to the theory of rights had a strong effect in economics and is starting to spill over into other areas of human activity. One of those activities is warfare.
