of the crackdown on dissent among political opponents

This should be seen in the context of accusations
that Rwanda has plotted to kill dissidents abroad. A
recent investigation by the Globe and Mail claims, “Rwandan
exiles in both South Africa and Belgium – speaking in clandestine meetings in secure locations because of their fears of attack – gave detailed accounts of being recruited to assassinate critics of President Kagame….

How to proceed for revolution in Rwanda:
- The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
- Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
- Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
- Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
- The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
- The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).

Washington (CNN) -- President Barack Obama issued a proclamation Thursday barring entry into the United States of any individuals who have participated in war crimes or other serious human rights violations.

Under the terms of the order, which took effect immediately, the secretary of state is responsible for determining who will be kept out of the country. Exceptions can be made to accommodate U.S. foreign interests.

The president also ordered the establishment of an interagency Atrocities Prevention Board to help strengthen the United States ' ability to prevent mass atrocities. The new panel is set to begin its work within 120 days.

"Sixty-six years since the Holocaust and 17 years after Rwanda , the United States still lacks a comprehensive policy framework and a corresponding interagency mechanism for preventing and responding to mass atrocities and genocide," Obama said in a written statement. The president instructed administration officials to undertake a 100-day review of the current "inventory" of diplomatic, economic, and other tools available to policymakers with respect to the prevention of human rights violations. The goal of the review, according to a White House statement, is to help devise more coordinated responses and prevention efforts on both a domestic and international level.

Re: Rwanda to Recruit Spies to Harass Rwandan Citizens in Canada From 4th - 9th August, 2011,
[Ottawa - The Rwandan High Commissioner to Canada, Her Excellency Edda Mukabagwiza will organise a mobilisation assembly for Rwandan citizens resident in Canada. This assembly will take place at Temple Pastures Retirement Centre at 286 Fogarty Road, Gatineau. All assembly participants will first meet at the St. Laurent Shopping Centre in Ottawa before proceeding to Temple Pastures. ]

I bring this news to your attention because this assembly, also known as Itorero in the local Kinyarwanda language, is not a normal assembly. It is part of the Rwandan government programme to interfere with lives of Rwandan nationals living abroad who do not support Rwanda Patriotic Front (RPF) dictatorship under President Paul Kagame. The main ingredient of this assembly is training and forming militant Rwanda youth groups in various countries where there are big Rwandan Diaspora population to subscribe to the RPF Government agenda and help the government in carrying it out.

This Rwandan government agenda involves among others:
- Identifying people it considers political opponents;
- . Fabricating incriminating evidence against them in order to tarnish their image and cause their arrest and imprisonment based on false evidence;
- Causing disruption in their family, social as well as professional environment;
- Forcing them to renounce their political opposition against President Kagame and his government;
- Assassinating them, or using any of several other ways to get rid of them as political opponents. There are precedents to the above scenarios.
He was, according to the British authorities, on a mission to assassinate or cause to assassinate two Rwandan exiles, resident in the United Kingdom, Rene Mugenzi and Jonathan Musonera, whom Scotland Yard police had a week earlier issued warning to take precautionary steps against a possible Rwandan government assassination plot. In the same month of May, as reported by the London Independent newspaper (May 21, 2011), the British Home Office called the Rwandan High Commissioner to the United Kingdom, Ernest Rwamucyo and warned him against the campaign of harassment and intimidation of Rwandan nationals in the United Kingdom. There have been many political assassinations of Rwandans opposed to President Kagame’s dictatorial regime, be it inside Rwanda or in neighbouring countries.
The following are the most prominent:
- Seth Sendashonga, former Minister of the Interior, assassinated in Nairobi, Kenya, on 16 May, 1998;
- Colonel Theoneste Lizinde, former member of Parliament assassinated in 1996, in Nairobi, Kenya;
- Alphonse-Marie Nkubito, former Minister of Justice, poisoned to death on 21 February, 1997, in Kigali Rwanda;
- Andre Kagwa Rwisereka, Vice Chairman of Rwanda Green Party, beheaded on 14 July, 2010 in Butare, Southern Rwanda;
- Jean Leonard Rugambage, a journalist considered a critic by the government, gunned down outside his home in Kigali on 25 June, 2010.
The Itorero training campaign, of which the planned Gatineau Temple Pastures assembly is an integral part, is the latest in Rwandan government efforts to infiltrate and disable the ever increasing opposition to its dictatorship. Similar assemblies were organized in Chicago, United States and London, United Kingdom and both failed due to vigilance of local authorities and critical voices from democratic campaigners among the Rwandan diaspora in both those Cities. Apart from Gatineau, Rwandan government is attempting similar activities in Belgium, France and Sweden.
To put a historical perspective to these developments, it was in the same manner and purpose, that Interahamwe militia were formed under President Habyarimana Juvenal, in early 1990s. It is these interahamwe that carried out Genocide in Rwanda in 1994. Given the gross human rights violations in Rwanda, as reported regularly by human rights organisations such as Human Rights Watch, Amnesty International and others, one cannot help but draw similarities with pre-genocide era. The International Community has continued to play a bystander role and allowed the current government to ignore all universal human rights charters and standards to which it is signatory.
This is to call upon Canadian authorities to intervene on the following grounds:
- Not to allow its sovereign territory to be a hunting ground by the Rwandan dictatorship, of peace loving and democratic minded Rwandan Diaspora;
- Canada should not allow the Rwandan authorities, through the Rwandan High Commission, to coerce and intimidate Rwandan citizens of Canada, through various forms of intimidation to send their children to the Itorero training without express consent;
- Among willing participants to this infamous Itorero, there are individual who sought refuge status in Canada claiming persecution in Rwanda. If they then decide to be part of Rwandan government activism in Canada, Canadian authorities should review their claims of persecution as most likely, they would have been sent by the RPF regime to its clandestine work;
- Canada should disallow these kinds of meeting by the Rwandan High Commission that are not in line with her diplomatic status;
- The Canadian government should communicate to the Rwandan authorities in no uncertain terms that violation and abuse of Canadian liberty and freedoms, which obviously are missing in Rwanda, will not be tolerated.

Re: PETITION FOR THE PREVENTION, SUPPRESSION AND PUNISHMENT OF CRIMINAL ACTIVITIES OF MILITIA GROUPS IN THE SERVICE OF THE GOVERNMENT OF RWANDA ON CANADIAN TERRITORY
We, the members of the Rwanda National Congress (RNC), hereby petition the Government of Canada and the Council of Gatineau City to cancel a program of the Government of Rwanda to recruit Canadian citizens and Rwandans living in Canada into a Rwandan militia group and provide indoctrination and military training to the group in Gatineau city. The training of the ‘Intore’ militia is scheduled to take place from August 4th to August 8th, 2011.
In the early 1990s, elements of the Government and party that were in power at the time established, trained and armed militia groups, known as Interahamwe and Impuzamigambi, to help them resist and frustrate popular demand for democratic reform. Members of these militia groups, comprising mainly the youth, were indoctrinated to violently defend the agenda of the dictatorial regime that was in power at that time, by harassing, hunting down and killing government critics, especially members of opposition political parties.
In the early 1990s, elements of the Government and party that were in power at the time established, trained and armed militia groups, known as Interahamwe and Impuzamigambi, to help them resist and frustrate popular demand for democratic reform. Members of these militia groups, comprising mainly the youth, were indoctrinated to violently defend the agenda of the dictatorial regime that was in power at that time, by harassing, hunting down and killing government critics, especially members of opposition political parties.
The Interahamwe and Impuzamigambi militia degenerated into murderous gangs that became very instrumental in carrying out the genocide against the Tutsi and crimes against humanity and other gross human rights violations against opponents of the regime. Political leaders who were opposed to democratic reform used these militia groups to carry out atrocities in which hundreds of thousands of innocent Rwandan men, women and children perished.
The Rwandese Patriotic Front (RPF), the rebel group that took over government after the genocide, has failed to lead the country to democracy. Instead, the organization has re-established a one-party, authoritarian system of government that is even more repressive than the government that was in power prior to the genocide. The Government that rules Rwanda today has no legitimacy in reality and in the perception of the people of Rwanda .
The RPF Government of Rwanda maintains its hold onto power through acts of repression, including arbitrary arrests and detention, torture, enforced disappearances and extra-judicial killings of critics and opponents of the regimes. Persons who have been targeted by these acts of persecution include political leaders, journalists, human rights defenders, and civil society activists. These acts of politically motivated persecution and violence have been committed in and outside Rwanda, and especially in the Democratic Republic of Congo, and have been documented throughout the years by all major international human rights organizations, including Human Rights Watch, Amnesty International, Reporters Without Borders, the Commonwealth Human Rights Initiative, and the United Nations Human Rights Commission, to name but a few.
Over the past several years, the current Government of Rwanda and President Kagame have established, indoctrinated, provided military training to, and created and armed two new militia groups, known as the Local Defence Forces and Intore. Members of the Intore militia in particular include recruits living in foreign countries, including Canada . The modus operandi of these new militia groups is similar to that of the Interahamwe and Impuzamigambi militia of the early 1990s. The Local Defence Forces and Intore receive both ideological and military training to prepare them for the tasks of suppressing legitimate exercise of civil and political rights by Rwandans who are not members of the RPF. The objective of Local Defence Forces and Intore is to harass and, if necessary, liquidate all political opposition to the regime, including critics of the government living in foreign countries such as Canada .

The Intore militia training in Canada is scheduled to be conducted in Gatineau , Quebec from 4th-8th August, 2011. The objective for the establishment of a Canada branch of the Intore militia is to persecute Rwandans living in Canada and the United States of America who are critical of President Paul Kagame. It is also likely that some of the members of the Intore militia trained at the Canadian camp may in future be deployed in Rwanda where they are likely to be involved in torture and extra-judicial killings of political opponents of the Government of Rwanda and to commit war crimes, war against humanity and other offences against innocent civilians in Rwanda.
We are apprehensive that some of the militia members who participate in the training in question will be used to intimidate and possibly harm the lives of critics of the Rwandan government living in Canada and the United States . We consider it extremely regrettable that the Government of Rwanda should be permitted to organize indoctrination and military programs of militia groups which are instruments of repression and the suppression of the fundamental and inalienable human rights of the people of Rwanda . We are appalled in particular that youth who are Canadian citizens should be exposed to indoctrination that preaches intolerance of the political views of other citizens and incitement to participate in criminal activities against opponents of the Rwandan government of the day.
In view of these worrying developments, we wish to draw to your urgent attention, and to the attention of the Canadian government and public, the following facts:
1. President Paul Kagame is a notorious war criminal who has caused horrendous loss of innocent lives in both Rwanda and in the Democratic Republic of Congo.
2. President Kagame is a dictator who has suppressed the Rwandan people’s aspirations for freedom by outlawing opposition political parties, closing independent media outlets, restricting the freedom of civil society organizations to hold government accountable and torturing, imprisoning and sometimes killing government critics.
3. It is against the values of Canada that a dictatorial regime which denies its people of fundamental freedoms should be allowed to indoctrinate hatred and intolerance among Canadian youth.
4. It is a flagrant and intolerable violation of the laws of Canada for the Government of Rwanda to recruit and train, on Canadian territory, Canadian and Rwandan youth into a criminal militia entity that is an instrument of political repression and is likely to be used to commit grave human rights abuse inside Rwanda and in foreign countries, including Canada.
5. The Canadian government will in future be held accountable for the violations of international human rights laws and international humanitarian laws that may be committed by such unofficial militia of the Government of Rwanda whose development the government of Canada is facilitating indirectly by allowing such training to take place on Canadian territory. Members of the opposition movement, especially its leaders who now languish in prison in Rwanda on account of their political views and many Rwandans who aspire for political freedom do not countenance how the Canadian Government would condone and allow such actions of the dictatorial regime of President Paul Kagame.
6. It is most regrettable that the city of Gatineau will host the activities to support a murderous leader who has committed heinous acts of human rights violations at home and in neighboring countries.
In view of the foregoing, we call upon the city of Gatineau , the province of Quebec and the Canadian Government to:
(1) Cancel the training of Intore militia that is scheduled to be conducted atGatineau , Quebec ,from 4th to 8th August, 2011;

(2) Monitor the criminal activities of Rwandan diplomatic and under-cover personnel in charge of organizing the training of the above-mentioned militia;
(3) Prosecute agents of the Rwandan Government known or found to be planning criminal or terrorist activities against Rwandan and Canadian citizens on Canadian territory;
(4) Warn the Government of Rwanda to stop all criminal activities which endanger the lives of Rwandans and Canadian citizens of Rwandese ancestry living in Canada whom the Government of Rwanda is persecuting because they are critical of the Rwanda ’s government;
(5) Demand an end to persecution (including arbitrary arrests and detentions, torture, involuntary disappearances and extra-judicial killings) of government opponents and critics and their relatives;
(6) Condition the provision of the development assistance that Canada extends to the Rwandan government on political reforms, including opening up political space for political participation and allowing opposition parties and civil society to function freely;
(7) Ensure that the financial aid that Canada provides to Rwanda does not fund operations of entities and individuals serving the Government of the Rwandan state that are involved in terrorist or criminal activities or activities that violate fundamental human rights; and,
(8) Advise the Government of Rwanda to agree to a comprehensive dialogue with the opposition on ways for resolving the political impasse engulfing Rwanda .
Rwanda’s tragedy of 1994 left so many in the international community, including Canada, with a sense of guilt that they wish they had known and done better to prevent or stop the carnage that engulfed Rwanda, leaving more than a million of its citizens dead. Unfortunately, Rwanda ’s tragedy continues unabated. It is the expectation of the majority of Rwandans that Canada will support all Rwandans to build a free, united, democratic, stable and prosperous Rwanda that will begin to reconcile and heal at last. If Canada is unable to provide help to respond to the plight of ordinary Rwandans, at least it should do no harm. As the English sayings go: “a stitch in time saves nine”, and “forewarned is forearmed”.

Rumours about Rwandan refugees and exiles receiving threats, mysteriously disappearing or being murdered are nothing new. However, as Rwandans are becoming increasingly critical of the government, opposition leaders warn that Kigali may pose a more serious threat, even in Europe . British police recently warned two Rwandans that they may be at risk of being assassinated by their government. But are these concerns justified?

About 300 Rwandans from Europe attended the public meeting ‘Agenda for change’ in Brussels , capital of Belgium , organized by FDU-Inkingi (United Democratic Forces) and RNC (Rwanda National Congress) last Sunday. Members are happy to meet again and greet each other warmly, but it is time for serious talks.
The rage over the detention and prosecution of Victoire Ingabire, leader of the FDU Inkingi and candidate at the 2010 presidential election in Rwanda , has stimulated opposition parties to take action. “It is necessary, but also causes a major problem” says Charles Ndereyehe, FDU-Inkingi politician who lives in The Netherlands. “Many refugees openly challenge the regime. Lately the Rwandan government has been threatening opponents in Belgium , France , and recently in Great-Britain.”
“It’s a worsening issue” adds Gérard Karangwa Semushi, vice president of PDP-Imanzi (PDP =Pacte de Défense du Peuple, People’s Defense Pact), also an inhabitant of The Netherlands: “Not only are they hunting for opponents, they have found new methods to commit murders, like poison.” In May 2011, the British newspaper The Independent revealed that the Rwandan government was allegedly planning to assassinate two dissidents in Britain for being critical about the regime. Both attended the meeting in Brussels . One of them is Rene Mugenzi, who publicly criticized Rwandan president Paul Kagame on television. He was warned by The Metropolitan Police that he faced a possible threat of assassination. “It was much unexpected” says Mugenzi. “I knew I have divergent ideas, but I had no idea they would want to kill me”.

What about potential threats in The Netherlands? Wim van der Weegen, spokesperson for the Dutch Ministry and Security and Justice, told RNW that the ministry is aware of what happened in England , but they did not comment about possible threats to Dutch residents. “If people are threatened, we recommend they go to the police. We are always alert for possible danger, in any form whatsoever.”
“The opposition party is very politically motivated.” Says Uwanyiligira. “This strategy is part of their campaign. They are trying to dismantle the solid reputation Rwanda has built since the genocide. There is nothing to worry about in the Netherlands.”
Ndereyehe admits he has not been directly threatened in The Netherlands; therefore it has not been necessary to alert the Dutch police. “But still, I watch my step.” He says. “I hope The Netherlands remain vigilant, that they also communicate with other European countries.”
Also according to Karangwa Semushi danger may still be lurking around the corner: “We strongly suspect that there are some invaders in the Netherlands who keep an eye on the opposition. How come I'm so sure? Let’s just say we have our own sources, including from Kigali .”
Life is still normal
It seems that for the time being there is no reason to raise the alarm bells in Europe , but nevertheless the Rwandan Diaspora remains vigilant. “The police have taken specific measures to secure me, but I don’t feel very safe.” Says Mugenzi. “At the same time, life is still normal. Sometimes I think about it, but I try not to...otherwise I can’t move on.”

The two men, Jonathan Musonera and Rene Mugenzi, have been openly critical of Rwandan President Paul Kagame, who has been in power since establishing peace after the 1994 genocide.
Jonathan Musonera is a founding member of the Rwanda National Congress, an organisation launched last year in opposition to President Kagame's government, which is accused of carrying out human rights abuses, and suppressing political freedom.

Above all, Mr. Tito Rutaremara, one of the RPF leaders has given details about RPF infiltration methods in Habyarimana's all instances, how assassinations, disappearances, mass-slaughters across Rwanda have been carried out from the local autority to the government,fabricated lies that have been used by Gacaca courts as weapon, the ICTR in which RPF had infiltrators like Joseph Ngarambe, an International court biased judgments & condemnations targeting Hutu ethnic members in contraversal strategy compared to the ICTR establishment to pursue in justice those accountable for crimes between 1993 to 2003 and Mapping Report ignored and classified to protect the Rwandan Nazis under the RPF embrella .
