This should be seen in the context of accusations

recent investigation by the Globe and Mail claims, “Rwandan
exiles in both South Africa and Belgium – speaking in clandestine meetings in secure locations because of their fears of attack – gave detailed accounts of being recruited to assassinate critics of President Kagame….
Ways To Get Rid of Kagame
How to proceed for revolution in Rwanda:
- The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
- Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
- Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
- Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
- The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
- The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).

[Here's an antidote to some of the toxic bilge coming out of Anglo-Saxony these days on the subject of Rwanda. Even quisling frogs like Gérard Prunier (whose perfect English is perfectly maddening) have joined with their trans-chunnel and trans-Atlantic kith, like Linda Melvern and Wm Schabas, in pissing in the information pool which has so recently been refilled with hard information against their mythic genocide of '800,000 Tutsis and moderate Hutus carried out in 100 days by Extremist Hutus in pastel periwigs and weilding Red Chinese machetes', just so as not to let go of the historical lie that has for so long been their meal ticket.
Thus, from dankest Canadia, comes our strong comrade, Me Chris Black, with yet further proof that, no matter what the military humanists bleat, ça ne s'est pas passé comme ça au Rwanda.
So here, read this--then try and cop a hook at D'Arusha à Arusha, a new French doc by Chris Gargot--and start demanding that your favorite English-language, leftish press (I'm thinking Verso, Soft Skull, MR and Pluto, here) start printing translations of important French works on this history--like those of Pierre Péan, Ambassador JMV Ndagijimana, Col Jacques Hogard, Faustin Ntilikina, Charles Onana--and that's just the few lurch forth in my incipient senility.
But this history is key to understanding the thorough privatization of the world and all dominant state functions--esp the military--from which U.S. President Obama is (impossibly) charged with saving us. Putin did it for Russia--but Russia had 70 years of socialism in its history. That vague part of the socialist history that survived the bloody purges of the late 19th and 20th Centuries, by the Pinkertons and the FBI, has been driven deep into the denial reflex of the collective sub-conscious of a nation terrorized into willful ignorance unto amnesia.
This one's for all those who continue to fight for truth, justice and peace, against the craven forces of terrorized idiocy--and it's for Obama, too. --mc]

by the Hutu political prisoners held by the US-controlled Rwanda Tribunal is a tragic manifestation of the deliberate disinformation fed to the world’s public, especially the English-language public, since Kagame and his gangsters destroyed democracy in Rwanda and annihilated millions of people, both Hutu and Tutsi, in his four-year campaign of terror to install a fascist Tutsi minority junta in the country.

The year 2010 is significant for African SurViVors International.
In response to the critical humanitarian crisis in the Democratic Republic of the Congo, ASIF calls on all of other organizations to cooperatively work with us for stopping the bloody war in the Eastern Region of Congo.
As we said before, you can't talk about Christmas without mentioning Jesus. In the same context, you cannot talk about human rights abuses in congo, war crimes in Congo, crimes against Humanity in Congo and genocide without mentioning General Paul Kagame.
Concerning the DRC, an independent inquiry is necessay than ever to determine those who are involved in the conflict and who are committing all kind of inimaginable crimes on the Congolese soil: Multinational mining companies, American and Briths individuals, Rwandan government (RDF),FDLR, RDC,CNDP,FARDC, MONUC, Maï Maï and Pareko and other RPF proxy armies.
Concerning Rwanda, a sustained dialogue among Rwandans is more than necessary to end the regional conflict. The dialogue should be helping conflictual parties and the civil societies to map and name problems and relationships. A dialogue sustained over time can produce such a transforming political process.

The New Year 2010 provides exciting opportunities to all of us, but our success depends on all of us working together toward our goals of Human Rights education, conflict resolution, culture of good governance, and democratic values, Justice and reconciliation. The UN Charter makes this clear by affirming its “faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and nations large and small.”

The World Programme for Human Rights Education points out that “Human rights education encompasses:
(a) Knowledge and skills — learning about human rights and mechanisms for their protection, as well as acquiring skills to apply them in daily life;
(b) Values, attitudes and behaviour — developing values and reinforcing attitudes and behavior, which uphold human rights;
(c) Action — taking action to defend and promote human rights around the world.”
Human rights is not a subject that can be studied at a distance. All people at all levels in Africa should not just learn about the Universal Declaration, about racial injustice, discrimination, war crimes and genocide or about poverty in developing countries without also being challenged to think about what it all means for them personally.
As human rights educator and advocate, African SurVivors International staff members must ask the involved people, students and ourselves, “How does this all relate to the way we live our lives?” The answers to this question will tell us much about how effectively we have taught our students and different community members in different workshops.
Using information and communication technologies (ICTs) to promote human rights education.
Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.”

Using the Internet to advertise and even to host an event is a growing trend in communication and in outreach.

Kigali - Last week, the Rwandan newspaper Umuseso published a story with the names of 2 senior people alleged to be behind the Rwandan Democratic Green Party: Patrick Mazimpaka (former Deputy Chairperson of the African Union's African Commission, and former Special political Advisor to President Kagame) and Col. Joesph Karemera (former Rwandan Minster of Health and Minister of Education). This information reportedly came from a "leaked" intelligence report submitted to Rwandan President Paul Kagame.
Last weekend, the Rwandan newspaper Umuvugizipublished more details and names. Below is the original article Umuvugizi and its translation from Kinyarwandan and the 256 News article. WNJ did not translate the document and therefore cannot take responsiblity for any errors contained therein. There is also another article below that originated from Uganda's 256 News Agency carrying the same information.
This is potentialy very bad news for the Greens because RPF party and RDF army officials are on the list. Many of these individuals have had a falling out with the RPF/RDF and some are considered dissidents and have been illegally detained in the past. According to Green Party sources, none of the names listed are members/supporters and they never have been. They fear the state will use this information as a political weapon to stigmatize them through the fallacy of assocation with RPF supporters who consider those listed as dissidents and also members of the general public who do not support the RPF. Green Party members also fear arbitrary detentions, torture, and oppression of their right to peacful assembly, as well as freedom of speech and press as they have experienced in the past during their peaceful assemblies.

Letter to Human rights Watch/Press Department - ASIF,Genocidestopper.
Dear Ms. Drake,
Further to my phone call, we would like to ask you how better we could closely and shoulder to shoulder work together on the Human Rights issues in the African Great Lakes Region particularly in Rwanda and Democratic Republic of the Congo.
If your method of defining human rights is correct then it would not be hard for you to understand that on one hand Rwanda is run by RPF criminals and people have no rights at all. On the Other hand, the DRC is experiencing huge human rights violations due to the protection of criminals from Rwanda. We are about the no mention of the impunity that Paul Kagame enjoys as he uses his proxy armies in Congo with officially the objective of destroying the FDLR described as a criminal and terrorist organization.
At the same time, we will have criminals like General Mutebusi actually in Rwanda and General Nkunda who also injoys protection from General Kagame somewhere in Rwanda and finally General Bosco Ntaganda, the RPF “protégé” who still kills and rapes with total impunity in Congo and who still enjoys protection from KABILA-KAGAME-MONUC before he got replaced BY ANOTHER RPF CRIMINAL. We all know that those CNDP "MILITARY LEADERS" were or still are RPF military members since the Rwanda invasion October 1st, 1990.
Instead of creating confusion in the public, why are you afraid to join our voices and ask for ending support to General Kagame by American and British individuals including the Pentagon and the British administration?
We all know and have proofs that General Kagame is the real big issue. Our campaign urges everyone including Human Rights Watch to 'Finger General Kagame' as their contribution to fighting Congolese and Rwanda rising war crimes rate. How long are we going to deal with false issues whereas the real issues might help the Congolese and Rwandan people to retrieve peace through Justice? Not to address the real issues will always lead to the non-ending violence in that region. General Kagame will always find somebody else to replace those criminals already identified by the world community and Rwandan and Congolese victims as well.
Finally Human Rights Watch and African survivors International, as Human rights organizations, we should focus on Peace and democracy rather than fueling wars in that region. In Rwanda, we should encourage dialogue between all parties in the conflict. Justice should be for all. In the Democratic Republic of the Congo, we should encourage an independent inquiry about crimes committed in the Eastern region of the Congo and bring to justice those criminals.
Congolese people are wondering whether they less value than Central African Republic people. Why? Because the former vice president of Congo got jailed and send to the ICC for allegedly crimes committed in the Central African Republic. The Hutu community and the majority in Rwanda still wonder why RPF criminals are not brought to justice even though the RPF crimes were very well documented.
What can we do in these situations? How do you respond to that?

UN: Ensure Peacekeepers in Congo Focus on Protecting Civilians
(New York) - UN Secretary-General Ban Ki-moon should ensure that the UN peacekeeping force in Congo focuses on protecting civilians and avoids supporting Congolese army operations that implicate peacekeepers in violations of the laws of war, Human Rights Watch said today. The UN Security Council is expected to adopt a new resolution on the peacekeeping mission's mandate on December 23, 2009.
"The civilian cost of the current military operations in eastern Congo has been catastrophic," said Georgette Gagnon, Africa director at Human Rights Watch. "The secretary-general should ensure that MONUC's new mandate is implemented in a way that ensures peacekeepers do not find themselves aiding those who are committing war crimes."
Human Rights Watch called for MONUC's conditionality policy that sets out conditions for the mission's support to Congolese army units to include the removal of Congolese army commanders with a documented track record of grave human rights abuses.

L'opération Kimia II, destinée à éradiquer les Forces démocratiques de libération du Rwanda (FDLR), une rébellion hutue en provenance du Rwanda, a été fortement critiquée par la diaspora congolaise, des organisations humanitaires et de défense des droits de l'homme.
L'arrêt de la mission Kimia II a été décidé trois jours après la publication d'un rapport, par Human Rights Watch (HRW) sur les exactions de l'armée congolaise à l'encontre des populations civiles. "Accusés d'être des collaborateurs, les civils ont été tués par les deux camps à la machette", accuse HWR. Vieillards, femmes et enfants auraient été attachés ensemble avant d'être égorgés "comme des poulets", selon certains des 600 témoignages recueillis par l'ONG.
L'offensive a fait plus de morts parmi les civils que chez les rebelles, avec 1400 personnes assassinées de janvier à septembre 2009. La moitié a péri aux mains des rebelles, et l'autre moitié a été tuée par les Fardc. Plus de 7500 femmes ont été violées. le double par rapport à 2008. l'appel de HWR à la "fin immédiate" de la mission militaire conjointe dans le Kivu a été entendu. Reste à savoir si "la nouvelle approche des Nations Unies pour protéger les civils congolais", souhaitée pat Human Rights Watch, verra le jour.

Face à ces images insoutenables que nous condamnons avec la plus grande fermeté, et nous souhaitons que les auteurs de cette folie meurtrière consistant à installer la peur sur toute la classe sociale Congolaise doivent être traqués, arrêtés et remis devant les autorités judiciaires sans délai.

Horrendous human rights violations plagued the small African country of Rwanda in the early 1990s culminating in what is widely known today as the Rwandan Genocide of 1994. Many people died during these events, while a greater number were displaced and dispersed throughout surrounding countries and far abroad on various continents around the globe.
The mass tragedies and critical human rights violations coupled with considerable political tensions in Rwanda during this period received considerable international attention prompting the international community and the United Nations to establish the International Criminal Tribunal for Rwanda (ICTR). Its mission as stated by the United Nations website is as follows:“recognizing that serious violations of humanitarian law were committed in Rwanda , and acting under Chapter VII of the United Nations Charter, the Security Council created the International Criminal Tribunal for Rwanda (ICTR) by resolution 955 of 8 November 1994. The purpose of this measure is to contribute to the process of national reconciliation in Rwanda and to the maintenance of peace in the region.
The International Criminal Tribunal for Rwanda was established for the prosecution of persons responsible for genocide and other serious violations of international humanitarian law committed in the territory of Rwanda between 1 January 1994 and 31 December 1994. It may also deal with the prosecution of Rwandan citizens responsible for genocide and other such violations of international law committed in the territory of neighboring States during the same period.”

From this jurisprudence it is clear that the court very quickly assumes that a relationship with European free movement is established when a European citizen has left his country to reside in another member state. Let me just give a quote of EU ruling in the 1992 Surinder Singh case:

Gay rights and anti-war activist Nakhone Keodara blasts Rwandan President Paul Kagame as being hypocritical for preaching about forgiveness, reconciliation and peace at Rick Warren's Saddleback Civil Forum on Reconciliation at Saddleback Church in Lake Forest Friday night. Nakhone also took OC Register reporter Erika Ritchie to task for lying about there not having been a protest of the civil forum that night.
The liar paradox

Filmmaker, screenwriter and human rights activist Alystar McKenneh and I were 30 minutes late to the protest. There were three to four police cars parked along the Saddleback Parkway and several of the police officers were on a motorized Segway scooter. It was a disappointing sight, to say the least, when we drove up to find that we were the only two people who showed up for the protest. The third protester name Ewanni, whose email I received later that night when I got home, apparently showed up at 6:20pm and then left prior to our arrival. Regardless, the protest did occur.

Congo, by the armies of Uganda and Rwanda, which he claims as "purpose driven nations," in keeping with his evangelical global bestseller "The Purpose Driven Life."

I sent a link to this photograph of evangelical Pastor Rick Warren, with this caption, to gug, the anonymous author of Gay Uganda, the blog I turn to first for updates on Uganda's "Hang-the-Gays" Bill," more formally known as the Anti-Homosexuality Act of 2009., or, the Bahati Bill, for its sponsor, Ugandan Member of Parliament David Bahati.
Gug responded: "I will volunteer to play the child... the one asking about those vestments, or the absence thereof..."
On 11.13.2009, a KPFA Radio News reporter called me about the Anti-Homosexuality Act of 2009, and I later posted the broadcast result to the Youtube, with video:
Back to the protest. Alystar and I stood outside for three hours from 6:30pm to 9:30pm bearing signs that read “Kagame is No Man of Peace,” “Stop Rick W.'s Purpose Driven Globalization of LGBT Persecution,” and “Christians Should Not Support a Dictator.” In order to maximize the three signs, Alystar and I alternated in having one of us hold two signs throughout the night. Our protest was peaceful. We had a lot of people slowing their cars down as they passed us to read the signs.
For the most part, people seemed curiously interested in our messages. However, we had one African-American man yelled “Fuck You,” from his car window on his way into the Church. Another incident was with one older white woman who left the Church, rolled down her car window and screamed, “He's not a dictator!” Alyster and I responded promptly. “He's a criminal,“ yelled Alystar. I chimed in, “He's a murderer. Yes, he is a dictator. Kagame is no man of peace!” Indignantly, she responded with, “You're an idiot,” before driving away.
The irony between that lady's last statement and her ignorance, or, more accurately, her willingness to be led by the nose by Rick Warren to believe that Paul Kagame is a man of peace, is lost on her. If Paul Kagame really wanted peace in the Congo and reconciliation with Congolese, he should have to make restitution for the Congolese people by resigning as president, pulling his militias out of D.R. Congo and turning himself in, for repentance sake, to European authorities so he can be prosecuted to the fullest extent of the law for the countless crimes against humanity that he's committed.
While at it, Kagame would do well to make amends to the LGBT Congolese for the atrocity of sentencing LGBT Congolese who had HIV/AIDS to die without access to treatment medications-denying PEPFAR funds to AIDS service organizations that acknowledged that gay people exist in Rwanda, thereby not abiding by his “Purpose Driven Bigotry.”
Flying to America and putting on a show by pulling a wool over Rick Warren's “civilized” sheep is disingenuous. Let's see Kagame attempt to set right the errors of his ways by living up to some of my suggestions above. Then we'll talk about reconciliation. Otherwise, his hypocritical preaching about forgiveness, reconciliation and peace will ring hollow.
Other than those two incidents, we felt safe having the cops there protecting us. Deputy Richard W. Nelson of the Orange County Sheriff-Coroner Department was such a kind gentleman that he put us at ease right away. He went out of his way to accommodate us and even left me a voice mail while we were parking that a reporter name Erika Ritchie from the OC Register stopped to see him on her way in to cover the forum and had expressed interest in getting comments from me as one of the organizers of the protest.
Alyster and I were elated to hear those news. We figured we would make the most out of the situation and was looking forward to speaking with Ms. Ritchie. The aim of our protest was to let Rick Warren and Paul Kagame know that we're watching them.

Province de l'Ouest : Face à la poussée démographique, les hommes acceptent de plus en plus de se soumettre à la vasectomie. En témoigne le district rural de Nyabihu, à l’Ouest du pays, qui compte déjà plus de 250 cas de vasectomie depuis une année.
Bien que d’âge avancé en apparence, Jacques Basare n’avait jamais pensé qu’un jour il subirait une opération qui l’empêcherait de procréer.
C’est ce qui lui est arrivé pourtant au début de cette année. Il n’était plus nécessaire de continuer à ajouter d’autres enfants aux sept autres que lui a donnés son épouse. Il lui est arrivé de penser qu’il éprouverait de vagues sentiments qualifiés de complexe de castration.
Mais ce n’était rien du tout, car, il a gardé sa personnalité et sa virilité intactes. Maintenant, il est, comme d’autres, convaincu que la vasectomie n’entame en rien la puissance sexuelle du mari. Et qu’elle est comme un remède à l’éjaculation précoce pour ceux qui l’ont subie.
Le témoignage du médecin spécialiste de cette intervention chirurgicale, Dr Donatien Tshibambe, le seul médecin du Centre de Santé de Bigogwe, est sans équivoque :
« Un homme qui éjaculait après trois minutes atteint ce niveau après une heure quand il s’est soumis à l’opération, selon certains hommes interrogés », a-t-il confié en ajoutant que, dans le district, les gens qui suivent la planification familiale sont actuellement 11%.
Ils sont 27% au niveau national, selon les sources du Ministère de la Santé.
Le district de Nyabihu [RUHENGERI ET GISENYI]à l’Ouest est en tête du pays dans la mise en œuvre de la planification des naissances par la vasectomie chez les hommes, puisque ceux-ci acceptent de plus en plus de se soumettre à la opération, selon ce médecin.
« Grâce à une forte sensibilisation pour une prise de conscience face au défi de la poussée démographique, depuis une année, plus de 270 cas de vasectomie ont été enregistrés dans le district deNyabihu », a-t-il encore indiqué.
Ce chiffre, toujours selon ce médecin, est estimé autour de la moitié des hommes qui ont subi la vasectomie au niveau du pays, puisqu’ils représentent tous un total de plus de 500 personnes.
Crimes contre l'humanité
Dr Tshibambe est l’un des deux formateurs nationaux pour la vasectomie dont le pays dispose. Il a précisé que l’opération se fait après un consentement éclairé entre l’homme et la femme. La vasectomie est aussi recommandée pour les hommes atteints du VIH/Sida.
Définition
L’article 7 du Statut de Rome établit une liste non-exhaustive des actes qui constituent un crime contre l’humanité lorsqu’ils sont commis dans le cadre d'une attaque généralisée ou systématique dirigée contre toute population civile . Or les crimes énumérés ci-après sont commis par le FPR au Rwanda dans une impunité totale:
a) Meurtre ;
b) Extermination ;
c) Réduction en esclavage ;
d) Déportation ou transfert forcé de population ;
e) Emprisonnement ou autre forme de privation grave de liberté physique en violation des dispositions fondamentales du droit international ;
f) Torture ;
g) Viol, esclavage sexuel, prostitution forcée, grossesse forcée, stérilisation forcée ou toute autre forme de violence sexuelle de gravité comparable ;
h) Persécution de tout groupe ou de toute collectivité identifiable pour des motifs d’ordre politique, racial, national, ethnique, culturel, religieux ou sexiste au sens du paragraphe 3, ou en fonction d’autres critères universellement reconnus comme inadmissibles en droit international, en corrélation avec tout acte visé dans le présent paragraphe ou tout crime relevant de la compétence de la Cour ;i
i) Disparitions forcées de personnes ;
j) Crime d’apartheid ;
k) Autres actes inhumains de caractère analogue causant intentionnellement de grandes souffrances ou des atteintes graves à l’intégrité physique ou à la santé physique ou mentale.
La moyenne d’enfants par couple dans le district de Nyabihu, selon ce médecin, est de 6 à 7 enfants par couple.
« Les gens nous cherchent maintenant pour leur faire la vasectomie. Ils ont compris ses avantages. Ceux qui ont l’ont subie nous accompagnent quand nous sommes en déplacement pour la sensibilisation », a encore dit Dr Tshibambe.
Il s’adressait aux journalistes de POMEAN/Rwanda qui ont visité la Province de l’Ouest à la fin du mois de novembre. Le réseau POMEAN (Population Medias Advocacy Network) est formé par des professionnels des médias qui font le plaidoyer sur des questions de population.
L’opération de vasectomie ne se fait pas pour des hommes en dessous de 32 ans. Pour la subir, il est indiqué d’avoir au moins trois enfants et être âgé d’au moins 33 ans.
Les journalistes se sont entretenus avec le titulaire du Centre de santé de Bigogwe, l’infirmier Claude Amani pour en savoir plus sur la mortalité infantile et maternelle. Ils ont su que dès janvier 2009, deux cas de mort-nés au dispensaire ont été enregistrés. Tandis que les enfants morts à domicile sont deux.
« C’est rare qu’une femme accouche à domicile. Elles accouchent en chemin durant leur transfert au centre de santé où elles sont obligées de se rendre sur ordre des animateurs de santé qui ont été formés », a-t-il dit.
Ce qui pourrait diminuer les décès, selon ce titulaire, c’est que le centre de santé de Bigogwe se dote d’un service de chirurgie afin que le médecin intervienne rapidement. Les morts arrivent suite aux pertes de temps durant la recherche de frais d’évacuation.
L’on doit noter aussi que la population de la place respecte les programmes de vaccination.
Par ailleurs, le centre de santé de Bigogwe dispose de matériel pour la chirurgie, ainsi que du local. Ce n’est que l’autorisation du Ministre de la Santé qui manque encore.
Pour ce qui des infections au VIH/Sida, le Centre de santé de Bigogwe compte 800 séropositifs dont 500 sont sous des antirétroviraux (ARV). Deux enfants ont été infectés cette année à la naissance.
Il y aussi des femmes séropositives qui deviennent enceintes. Des précautions sont prises pour qu’à la naissance, l’enfant ne soit pas infecté.
« Nous donnons des conseils pour que durant six mois, la maman s’abstienne d’allaiter le nourrisson auquel nous donnons dans ce cas des aliments fournis par l’ONG Catholic Relief », a répondu le titulaire du Centre de santé.
Il est possible aussi que la maman traie de son sein le lait maternel et qu’elle le chauffe pour le purifier. S’il y a eu des cas d’infection à la naissance, c’est que l’accouchement s’est produit à domicile.
Le titulaire Amani a indiqué que la séropositivité atteint 6% au niveau des personnes qui se sont fait tester dans le Centre de santé de Bigogwe, alors qu’elle est de 3% au niveau national.
Quatre établissements scolaires du secondaire et des élèves du primaire, soit un échantillon de 1700 personnes, se sont soumis au test volontaire au VIH/Sida. Le résultat du test a été de zéro infection.
Côté malnutrition, Amani reconnaît que la malnutrition est une réalité dans le coin. Sept enfants souffrant de ce mal sont hospitalisés. D’autres viennent se faire soigner et rentrent chez eux. Tous reçoivent un régime alimentaire provenant du Ministère de la Santé.
La plupart des ménages atteints de kwashiorkor sont ceux qui se sont déplacés de Ngororero et qui sont encore à la recherche du travail. D’autres maladies fréquentes à Bigogwe sont la verminose, la pneumonie, la grippe et les accidents de route. La malaria y est pratiquement inexistante.
Le Centre a une capacité d’accueil de 27 malades à hospitaliser. Au moment du passage des journalistes de POMEAN, 16 lits étaient occupés. La consultation quotidienne atteint 60 personnes.
Le centre de santé de Bigogwe appartient à l’Eglise Anglicane du Rwanda dirigée par Mgr Rucyahana. Il a débuté en 2005. Le personnel comprend un médecin généraliste et 15 infirmiers. Certains agents sont payés par le Gouvernement rwandais, d’autres, comme le médecin, reçoivent leur salaire du Projet américain ICAP.
Le centre s’occupe de 15 233 habitants et dispose de beaucoup de services, y compris la stomatologie, le laboratoire et la pharmacie. Il est un des 15 centres de santé du district de Nyabihu dont cinq sont dotés d’une ambulance.
Les cas graves sont évacués vers Ruhengeri et Gisenyi situé chacun à une quarantaine de kilomètres.
Comme besoins, les responsables du centre souhaitent que le personnel soit augmenté et que le centre soit doté d’une salle d’opération.
« Au regard de sa position, notre objectif est de faire de ce centre un hôpital de district, pour qu’il serve les autres centres de santé », a confié le titulaire Amani, qui a ajouté que la population aimerait obtenir aussi une ambulances pour chacun des 15 centres de santé du district de Nyabihu.

Everything happens for a reason
