of the crackdown on dissent among political opponents
overseas.
This should be seen in the context of accusations
that Rwanda has plotted to kill dissidents abroad. A
recent investigation by the Globe and Mail claims, “Rwandan
exiles in both South Africa and Belgium – speaking in clandestine meetings in secure locations because of their fears of attack – gave detailed accounts of being recruited to assassinate critics of President Kagame….
Ways To Get Rid of Kagame
How to proceed for revolution in Rwanda:
- The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
- Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
- Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
- Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
- The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
- The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).
- Organise strikes and unrest to paralyze the country and convince even the army not to support the dictaor – e.g., Jorge Ubico y Castañeda was ousted in Guatemala in 1944 and Guatemala became democratic, Recedntly in Burkina Faso with the dictator Blaise Compaoré.

A Rwandan general, wanted for war crimes as well as the murder of three Spaniards, has spent two weeks living in South Africa despite the existence of international warrants for his arrest. Kayumba Nyamwasa is accused by the Spanish High Court of killing the Catalan missionary Joaquim Vallmajó in 1994, as well as Manuel Madrazo and Luis Valtueña, members of the NGO Médecins du Monde, in 1997.
The general was working as ambassador in India, until returning to Kigali to take part in a diplomatic meeting. At the end of February, he was interviewed by the police in relation to a separate attack that took place on February 19. It was then that he fled to Uganda, and then to South Africa.

We are sorry to inform Rwandans and friends of Rwanda that our Constitutional Congress scheduled in Kigali on 12 March 2010 is for the second time torpedoed by President Kagame administration. We express our deepest apologies to hundreds of delegates who travelled from all over the country for all the inconvenience and the humiliations endured.
This is an unacceptable political impasse imposed by the regime to the Rwandan population. On top of other documented threats and political harassments, the regime is confirming its resolve to seal off the political space. Under visible pressure the municipal administration failed to allow the congress that was supposed to convene on 26th February 2010.
In violation of article 5 of the Organic law n° 19/2007 of 04/05/2007 modifying and complementing organic law n° 16/2003 of 27/06/2003 governing political organizations and politicians the Mayor of Nyarugenge (Kigali) ordered, in a letter dated 05th March 2010 that the meeting will be authorized only if the National police confirm that it will carry out its duty to ensure security of the meeting.
In a chicken or the egg dilemma, the police informed us officially in a letter dated 10th March that it’s not their business to authorise political meetings and therefore can’t discuss security details as long as there is no licence to convene issued by relevant administration. The municipal administration pretends to be under confusing instructions from the Ministry of Local Government, referring to a
non existing law transferring the licensing of political meetings to the national police or other security services. Stated thus, the problem seems trivial.
The government should understand that peaceful political activities and opposition parties are not a threat to national security. There is no state of emergency backing plans to put political and civil rights under the police or security apparatus diktat. My experience with the Great Lakes region of Africa began in 1991. While traveling in southern Uganda I was witness to the shooting of an unarmed man by unknown assailants believed to be rebels of the Rwandan Patriotic Army/Front. Since then I have worked tirelessly to uncover the truth about the war in the Democratic Republic of Congo (DRC) and 'genocide' in Rwanda.
I began researching and reporting on war crimes, crimes against humanity and genocide in Rwanda in 1995; I began reporting on events in Zaire (DRC) in 1996. In 2000 I visited the International Criminal Tribunal on Rwanda (ICTR) in Arusha, (Tanzania) and began to explore the case of Major Bernard Ntuyahaga, ex-Forces Armée Rwandaise (ex-FAR), a celebrated Hutu 'genocide ringleader, whom I personally met there.
Why bother with a trial?
Rwanda's Gitarama Prison, described on Akorra.com, on 03.10.2010, as one of the "Top 5 Most Horrible Prisons on Earth." In 2007, Amnesty International reported that Gitarama Prison held 7,477 detainees, though its capacity was 3,000.
"Genocide ideology" became a crime in Rwanda in 2003, the same year President Paul Kagame officially became Rwanda's president, with that year's ratification of the new Rwandan Constitution, available online in PDF format. The Constitution includes Article 13:

Deogratias (usually known as Deo) Mushayidi is the Chairman of a political party, the Pact for People's Defence (PDP).
Mr. Deo Mushayidi
It was founded in Belgium, and is active with Rwandans living abroad, but not registered in Rwanda.
He was head of the Rwandan Journalists' Association from 1996 to 2000.
He is an outspoken critic of the Rwandan government.

CHRI is deeply concerned at the continued restrictions and threats to opposition parties in the run up to Rwanda’s Presidential elections on 9 August 2010 and urges the Rwandan Government to take immediate steps to ensure respect for the basic, universal rights to freedom of expression, freedom of association and peaceful assembly of opposition parties. The absence of these rights is tantamount to breaches of the Commonwealth's fundamental political principles that insist on free and fair elections (Harare Declaration 1991).On Commonwealth day, 8 March 2010, CHRI once again brings to the notice of the Commonwealth Secretary General the growing number of concerns surrounding political freedoms in Rwanda. Despite grave representations by CHRI and others about the appropriateness of Rwanda’s readiness for membership, given its record on human rights and its questionable role in the conflict in the Congo, Rwanda was unconditionally admitted to the Commonwealth as its newest member at the Heads of Government Meeting in Trinidad and Tobago last November.

In the run up to the celebration of the Congolese Cinquantenaire we have now seen three Belgian ministerial visits to Congo. Both visiting vice-prime, ministers have declared the Belgian King should attend the Congolese celebrations. The president of the government of Wallonie has allready said he will attend the celebration of Congolese independence. It's obvious the king of Belgium cannot stay home, allthoug some pretend it's still uncertain. More interesting off course is wether US President Barack Obama will show his face at the Congolese Cinquantenaire in june.
In the meantime Anthony Holmes, Deputy to the Commander for Civil-Military Activities United States Africa Command , told journalists in Belgium that "under Obama Congo has become the top priority for American Africa policy".
The US has a lot of backlog in showing the world it's genuine commitment to peace and security in the great lakes region. After years of uncritical support of Uganda and Rwanda's military dictatorships which resulted for example in the RPF's killing campaigns in eastern Congo, the pentagon has apparently decided on new priorities.
Too bad we don't get to know the reasons behind this change. US military are pretty active in forums and blogs on the world wild web (who doesn't remember the great blog "killing time in iraq"). Sofar I haven't found anyone commenting on this major priority change. Have you?

We will confront you using a weapon far more formidable because vaccinated against your lie propagandas that we'll soon be brought to an end. [The same old formula of scare tactics that stirred hatred among Rwandans prior to Rwandan genocide in the 1990s by dividing Rwanda's political landscape are once again being implemented by Rwanda's ruling party RPF with help from its Local Defense militia and its Department of Military Intelligence, DMI.
The fight has just begun but there is no doubt that RPF will soon be relegated to the opposition for an indefinite period of time if it doesn't change its way of doing politics.
It is going to be a battle of wits, tenacity, steadfastness and the inherent belief that Rwanda is a country for all, the political space belongs to all those who have ideas to share and that we owe ourselves the courage to bring the democratic change we wish for our country.
According to Deo Mushayidi, they (RPF allies) will try to intimidate us (opponents) by all means. They will threaten us with death and perhaps they will implement their threats. They are able to crush our bodies but none of their weapons although sophisticated, can attain our consciousness. They will go on to attack our family members in an attempt to silence all of us so that they can undermine our determination.
Please give them the following message:
Nothing can paralyze our action. Do not waste your time. Your plans are now exposed and we have enough to fear you. We are determined to confront you. Not necessarily with your own weapons which, by the way, have largely shown their limits.
We will confront you using a weapon far more formidable because vaccinated against your lie propagandas that we'll soon be brought to an end. Our weapon, as you may have guessed, is The Truth, The Whole Truth, Nothing But The Truth. They will attempt, you may know, to buy our consciences with dollars.
They will try to corrupt us and in case of our refusal (this is guaranteed) they will try to demonize us. But please rest assured, such tactics will never work ===/MK-HTPJ].

I’d like to note the many challenges to democracy we are seeing across Africa today. I have long said that promoting and supporting democratic institutions should be a key tenet of our engagement with Africa, as good governance is essential to Africa’s stability and its prosperity.Africans are well aware of this and that is why we have seen spirited democratic movements throughout the continent, even against great odds. It is also why African leaders have committed at the African Union with the Declaration on Democracy, Political, Economic and Corporate Governance that they will work to enforce “the right to participate in free, credible and democratic political processes.”

UNITED NATIONS, March 3, updated -- The UN Mission in the Congo, MONUC, is not only under fire for having worked with accused war criminals in its operations in the Kivus, and for MONUC chief Alan Doss' presumptive nepotism in asking the UN Development Program to show him "leeway" and give a job to his daughter. Now, MONUC faces another strike by its national Congolese staff members.
UN's Doss Won't Explain His Support of War Criminal, Playing Out the Clock in Congo
Inner City Press has obtained, and is putting online here, a list of demands sent to Mr. Doss and others by MONUC's national staff union. The union accuses MONUC of having obstructed its activities and communications, have violated re-classification rules and engaged in pay disparities.
A work stoppage is planned for March 3 to 5. Watch this site. Meanwhile, Inner City Press has against asked the UN for a simple answer to the question of whether it will work with Congolese Army units controlled by Colonel Zimurinda (or Zimulinda), accused of war crimes by the UN's own special rapporteur Philip Alston.
Last time he was at UN Headquarters, Doss declined to talk to the Press: he has resorted to a series of letters to the editor, playing out the clock. At the March 2 noon briefing, Inner City Press asked
Inner City Press: About MONUC [the United Nations Organization Mission in the Democratic Republic of the Congo] 50 Congolese human rights groups and Human Rights Watch have written to the Government there saying that Colonel Zimulinda, or Zimurinda, should be prosecuted for war crimes in Shalio. And they have also raised separately a concern that the UN’s Amani Leo operation that’s about to begin in the Congo will somehow, may work with Colonel Zimulinda’s unit. I’ve asked DPKO [the Department of Peacekeeping Operations], but I am not clear on their answer. Is MONUC… does it hear the call of the groups and does it preclude working with Colonel Zimulinda, or would it consider working with him on Amani Leo?
Spokesperson Nesirky: Well, there are a number of questions there. Do we hear the voices of different NGOs? Clearly, we hear lots of voices out there, including the Security Council, which laid down very strict parameters on what is admissible and not admissible in the way that MONUC conducts operations with the forces in the Democratic Republic of the Congo. That would be very strictly adhered to.
In other words, if there is evidence that anyone has been involved in atrocities, crimes against humanity, the UN, MONUC, is not going to be working with those people. And that’s very clearly spelled out, and that’s what’s being looked at, as you quite correctly said, this follow-on operation has not yet started, and it’s precisely because MONUC is very carefully looking at the contingents that it will be working with.

After suffering THE LONG years, telling the world that Kagame and his RPF criminal organization masterminded the Rwandan genocide that they later recalled Genocide against Tutsis. Our lives were nothing but suffering these last 32 years beginning from October 1st, 1990 onwards. We are calling the United States of America, United Kingdom, Japan, and Great Britain in particular, France, Belgium, Netherlands and Germany to return to hidden classified archives and support Honorable Tito Rutaremara's recent statement about What really happened in Rwanda before, during and after 1994 across the country and how methodically the Rwandan Genocide has been masterminded by Paul Kagame, the Rwandan Hitler. Above all, Mr. Tito Rutaremara, one of the RPF leaders has given details about RPF infiltration methods in Habyarimana's all instances, how assassinations, disappearances, mass-slaughters across Rwanda have been carried out from the local autority to the government,fabricated lies that have been used by Gacaca courts as weapon, the ICTR in which RPF had infiltrators like Joseph Ngarambe, an International court biased judgments & condemnations targeting Hutu ethnic members in contraversal strategy compared to the ICTR establishment to pursue in justice those accountable for crimes between 1993 to 2003 and Mapping Report ignored and classified to protect the Rwandan Nazis under the RPF embrella .
