  2. Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
  3. Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
  4. Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
  5. The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
  6. The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).
  7. Organise strikes and unrest to paralyze the country and convince even the army not to support the dictaor – e.g., Jorge Ubico y Castañeda was ousted in Guatemala in 1944 and Guatemala became democratic, Recedntly in Burkina Faso with the dictator Blaise Compaoré.

Yesterday I spoke to a close family member back in Rwanda.
I hung up feeling sad and tired.
Browsing online I was reading the last letter of president Kagame to us, his people.

And honestly feeling part of the people, I wrote a comment about the financial situation of my father who has been dragged in trials for reasons that no one can really understand and dispossessed from most of his belongings that he worked really hard for.
The posting was neither a personal attack to the president, neither an attack to the country, it was pretty much a heart felt letter about how I feel about this situation and a way for me to reach out and get it out of my chest since everyone is always telling me " no dede, bireke, ntakundi" meaning "don't get involved"

What I was expecting? Compassion, Advice.

Something that showed me that it is alright to have a dialogue, as Rwandans, and that we are truly concerned with the common well being of others.
Instead some people started talking about "We shouldn't not blame the poor president for every injustice, we should not think about our little being", i shouldn't be posting that type of comment on Facebook profiles, some even advising me to stop screaming over my stupid belongings or go to hell, some saying it's about time we stop crying over the death of millions"

As if no one had read it at all!!!

And of course transforming the comment into a personal attack to the country.

Now I have a problem with that:

In my naivety, the definition of a country for me is people.

I am people, we are people and we as people work together for the betterment of ourselves and our livelihood and in that task we are helped by other people that we place our faith in and elect as our leaders.

But the base of our society is us, you and I, in an open dialogue about our daily challenges, hopes and aspirations.

My comment last night created quite some argument and its fine we can argue, it doesn't mean that we are not friends.
But to my astonishment, the 3 people I was going back and forth with were absolutely never concern with the story i had written.. but kept repeating like robots that they will vote for the president anyway as if I was campaigning against him.
First of all I don't have the desire, nor the means, nor any interest to campaign against anyone.
But I do have the will to understand what the hell is going on with my dad's situation and I still believe it is everyone's right to address a president, a judge or anyone who can help with a given issue.
Or Am I too little and too insignificant to bother anyone with my little issues?

But aren't I part of the country? Isn't my dad?

Was my mistake to be able to come up with concrete facts of injustice in election time and a period where everyone should be showing a bright smile on their face.

Well I m sorry, i am not smiling right now, i m not and I will not fake it.

When I hung up the phone I didn't want to smile.
It's not an easy thing to hear your father talking about his difficulties when you know damn well he worked years to gain a little and that little was taken away.
It is obvious that people seem to think that a part of the population should be sacrificed for other to live.

What dues haven't everyone paid?

Since it is like so, I will write .

I feel like I am standing in the middle:

On my left killers and prisoners jailed, and some other freed and now living on the same land where my family is buried.

On my right, some privileged, apathetic and robotic citizens with obviously no grievances, nor compassion or even understanding of what a political system is there for.
The poor people, I don't think they are reachable on facebook or twitter.

And me in the middle, staring at all that in disbelief.

There is no progress without justice at least not for those who need it.

And if you think I should be over the genocide by now, it is because you didn't go through what I been through so of course you can't understand.

That wound will always be open in me.

And because I have nothing more to loose, you can't force me to walk a certain walk or talk a certain walk.

And I m not superwoman so If I am feeling this way, it's because thousands of others do to.

An open, sincere and honest dialogue, reparation and justice is the only first step to real progress.

Compassion instead of hypocrisy.

This is what I wrote below.

Feel free to comment, feel free not to, but don't you can't swipe things or people under a rug.

"Iya Dede As a Rwandan born citizen of so called tusti descent… I am starting to question the re humanization of our country.

For one very simple reason: injustice…. under motives of "public interest" two members of my family have now been trapped in endless trials because of people trying to snatch their little belongings.

My dad was dispossessed of his belongings for 13 years now, in trial after trial over things that he worked HARD to maintain for his kids under Habyarimana regime THAT WAS NOT in favor of tustis.

Someone must explain to me why survivors of the genocide are being treated like no right citizens on top of loosing all our family and friends.
The death of mines and others are the reason why Rwandan receives huge
international help, and is being looked at " kindly" by the international community.

But how is the common interest the business of private companies and influential individuals expropriating citizens from their land, house, snatching their businesses.

So we lost it all and we are not given the opportunity to move on?

I love my country with all my heart, how could I not?

Growing up i looked at Kagame and Rwigema as heroes, coming to save us from the oppressing regime of Habyarimana.

So did my parents, quietly and bravely, loosing an 18 year old daughter to the cause.

Freedom came at a cost that you can absolutely not imagine if you haven't lived it.

And now that freedom is here, it never felt more like shackles.

I look around and wonder what I have gained and I know others in my situation.

This is only my personal history, and when I look at it closely, my blood boils because it's been shed and shed and shed, from my mother being kicked out of school for being mututsi in 1976, to growing up in war not knowing where the grenade will come from, to waking up to the bodies of everyone you knew, to waiting in hope of a new day and now the day is here…

It brought a good share of INJUSTICE at least for myself.

Is this progress? Really? Are we free to be and speak our mind? Are we included in the global agenda or were we just the lamb sacrificed for a new government to come?

These are issues that our president should not overlook when reelected.

I Iyadede Sabrina am a loving citizen of Rwanda and I can't stand and watch my parents being disposed from everything they own, meanwhile I am being told that the country is in a phase of unprecedented economic growth… what?"
There is no getting over it… maybe my kids will but I won't.

The Rwanda deal will make Google Apps - Web-based applications for e-mail, a calendar, the creation of documents and spreadsheets, messaging and Web page authoring - available to government ministries and three colleges in Rwanda. (The company announced a similar initiative in Kenya.) Each university and ministry will get its own domain names, and all the applications will be available without advertising. This will save the Rwandans the considerable expense of developing their own e-mail systems, maintaining servers, training staff and buying PC-based software.
To use Google Apps, Rwandans will need computers and broadband connections - but Brougher told me that Google picked Rwanda for its rollout in part because the government is "extremely progressive" when it comes to promoting information technology: "The country has invested in IT infrastructure, the same way governments invest in roads," she says.]

After missing three major turning points, i.e. the prevention and arrest of genocide in 1994; the protection of refugees from war and crimes against humanity in the Democratic Republic of Congo in 1996-1997; the impunity of all people involved in genocide and crimes against humanity committed by both warring parties in the Rwandan tragedy; the international community has utterly fallen short of the fourth turning point. Indeed, on the eve of the forthcoming presidential elections scheduled on 9th August 2010, which had raised a glimpse of hope for the long awaited democratisation of Rwanda , things are being conducted as if no lesson had been learnt from the past.


The Democratic Republic of Congo is under occupation and deplores at least 5.4 million victims dead since the second war of invasion leaded by the Tutsi coalition of Rwandan-Ugandan-Burundi that began in early August 1998.

This second deadly invasion followed the first one which was maliciously organized under the mantle of the AFDL, comprised largely of soldiers and generals of the armed forces of the three countries neighboring Congo as mentioned above. Previously, few Congolese, such as President Laurent Désiré Kabila, General Ngandu Kisasse were contacted and attracted by president Kagame and Museveni in a strategic manner to hide this first triple foreign invasion that began officially in September 1996.


In this context of a war of invasion known as the "Liberation" of Kongo, it was therefore necessary to develop a more effective strategy, marked by the total disinformation and moderated by a misleading incomparable campaign in the world. This necessitated requisitioning this war from Uganda, meticulously planned and launched by the Tutsi-Rwandan military elite in exile, having ravaged Rwanda and Burundi and propelled the fugitives, among others, in Congo-Zaire, after the double assassination of Rwandan President Juvenal HabyarImana and his Burundian counterpart, the president Cyprien Ntaryamira on April 6, 1994.

This double assassination which marks the tragic history of Rwanda-Urundi and the whole of Central Africa is the result of a long war of invasion triggered by Rwandan Tutsi exiles who fled their country in 1959 and formed the Rwandan Patriotic Front (FPR) in the late 80s to invade Rwanda from Uganda in early October 1990. This war has destabilized much of sub-Saharan Africa with incalculable consequences on all fronts! The horrors committed in the Congo by the regular armies of the three countries neighboring the Congo (Rwanda, Uganda and Burundi) and their respective militias are encouraged by impunity out of the ordinary and an evil silent who does not say its name.
Since ancient times until today, the people of the Congo, in particular, and those of Central Africa in general, are not attributable to any reproach in the conflicts ravaging the Rwanda-Urundi in the power-sharing and equality among ethnic groups: Hutu majority (85%), Tutsi (14%) and Twa (1%) minority.



Several historians and witness missionaries, in some cases, co-actors in the history of Rwanda, supported by many testimonies of Rwandans themselves, as Antoine Nyetera in his report submitted to the International Criminal Tribunal for Rwanda (ICTR) in Arusha (2001-2002) entitled "The truth about the Hutu-Tutsi conflict" clearly certify that the causes of the Rwandan tragedy have their roots in Rwanda and are referring at the Rwandans themselves, especially among traditional Tutsi leaders (Bamis or Mwami ) before the independence of Rwanda.

In his report, Nyetera explains clearly how the Tutsi dynasty infiltrated within the ancient power of established Hutu aristocratic, having overthrown and massacred Hutu Leaders and principalities background and settled the Hamitic (Tutsi) aristocratic power and which was maintained until the late 50's. In fact, regarding the origin of the Tutsi aristocracy in Rwanda and Burundi, Archbishop Julien Gorju (1938) certified, after conducting thorough investigations with the princes of the new Hamitic dynasty (Tutsi) therefore, that: "They are many princes faces which are those of the Bantu pure. We will be unable to list all of the names among the old and new. In short, taken as a whole, our princes are less Hamitics (Tutsi) than simple shepherds and, when they appear, this should probably be attributed to incessantly unions repeated in the Hamitic (Tutsi) ethnic group."

In this regard, Antoine Nyetera said in his testimonies at ICTR that the new Tutsi monarchy has "resorted to all kinds of tricks, alliances and stratagems to assert its authority and subjugate the rest of the social components considered, therefore, as subjects such chores at will. A new system of education and socialization was then introduced: the myth of the superior intelligence of the nomad Hamites component and its Tutsi predestination to prevail over the other was assimilated in the Rwandan majority population. This is the system that the Germans colonialists found and strongly supported as they were the first to colonize the whole which is now Rwanda and Burundi”. The Germans administrators and missionaries have strengthened the primitive system of domination and enslavement of Hutu by the Tutsi minority, a system of racial segregation and exploitation based on caste hierarchy and a radical mono-ethnic power directed exclusively by the Tutsi.
With regard to the infiltration of Tutsi in the power of Hutu aristocraticy, Bishop Gorju (1938) notes after observing the new Tutsi dynasty established in Rwanda, he said about the Hamitic (Tutsi) princes that: "Their customs come to support what they say. Their confidence men are still among the locals Hutu. A prince, when he marries a Mututsi girl (Tutsi), ensures performing ceremonies in a hut of a Muhutu (Hutu), formed specifically for this by Bahutu, in a kraal of Bahutu. When a prince's death seems near ahead, he asks for bringing him into the hut of one of his Bahutu intimates to die." Thus, in order to reveal the lies conveyed by the new Tutsi oligarchy, Bishop Gorju quoted the great leader Nduwumwe who has claimed loud and clear: "please do not extreme dislike our origin; we princes, our first ancestor was Muhutu (Hutu), we really are Bahutu." Such an assertion in a country where lying is consider as a cult and where only Mututsi was curiously supposed to be "dignified" at this time has required of leader Nduwumwe a certain attachment to the truth. (Gorju, Julien Bishop, 1938: "Faced with the Hamitic kingdom of Rwanda, the brother of the kingdom Urundi" Library of Congo, NS Nr.3, Brussels, 1938).

After the Second World War (1940-1945), Belgian received mandate from the international community to head the Rwanda-Urundi on replacement of Germans. The Belgians enforced the same system supported by the Germans. The Tutsi are overwhelmingly supported in their practice of enslavement of Hutus majority. Since at least 1922, a true racial segregation was operating in Rwanda-Urundi from the primary level. Later, the instructions of Monsignor Leon Class to various missions to Rwanda are especially clear: "School of Batutsi must have precedence over that of Bahutu (.) It prepares us for the future by winning future presidents; by winning parents and the government (…) We must aim at ensuring Tutsi local (or classrooms) to be separated from the Hutu classrooms in the school. "(Leon Class (Bishop), 1922:" The Rwanda and its people.")
Meanwhile, Hutu, considered being the mass of Cerfs and slaves, languishing under the domination of the Tutsi aristocracy supported by the Belgian colonists.

However, in 1957, the Hutus decided preparing a memorandum on the claims called "Bahutu Manifesto," they addressed including Belgian Minister of settlements and the Trusteeship Council of the United Nations. This manifesto requires: "Sharing the land; removing latifundia (ibikingi) that had become over the years properties and pastures for only Tutsi, and the Hutu participation in the territorial administration, etc. In short, the" Manifesto of Bahutu "presented the Hutu - Tutsi problem in these terms: "The question regarding Hutu-Tutsi is the problem no. 1 in Rwanda, because it calls into question the co-existence of the group numerically superior, on the one hand, and the minority group economically and politically superior to the other. Thus it is the Life of the all Rwandan people that is at stake here (Hutu: 84%; Tutsi: 15%; Twa 1%)”. The Hutu’s Manifesto was claiming de facto equality of all citizens of the country by the establishment of a democratic regime capable of guaranteeing maximum equal rights for all Rwandan citizens, in regard of obligations, honors or charges, a political and administrative structure, where the privileges of caste is banned, in order to ensure that all citizens, without distinction, having equality of opportunity in all public sectors and especially in administrative and managerial positions.
The United Nations received petitions from Hutu and was concerned about the unequal situation of Rwanda-Urundi people. Thus, the mission's report tackles head on, for the first time, the Hutu-Tutsi problem, so far systematically denied by the Tutsi leaders and minimized by the Belgian colonial administration. The UN report criticizes the bad foundations of Belgian colonialism politics in the territory of Rwanda-Urundi. In paragraph 45 of its report, the United Nations insisted on the urgency of a move towards making possible and accelerating the empowerment of Hutu. The United Nations declared among other things: "This will to a large measure put the end of the danger of exploitation of Bantus Farmers (Hutu) by Hamites pastors (Tutsi), but will pose other distressing problems." And as one might expect, the staff members of the mwami’s courts (the king of the Tutsis of Rwanda) were the first to protest against the claims of Hutu. They stated unequivocally that they did not have to share power with the Hutu, as they were not their brothers, but their slaves!
According to Antoine Nyetera, the mwami Tutsi and his closer staff remembered the public opinion that: "First they were descendants of heaven (ibimanuka)” or anunaki of the race of giants, Anaks and that “they had therefore no brotherhood with the Land human being”. These elder statements of the Tutsi mwami recall what was written in the ancient books of humanity before the flood. The book of Enoch and Sumerians manuscripts resumed in the Old Testament speak about the race of giants who sow violence on the earth, the nephilim from unnatural unions between women of humans and discarded angels. It is quite possible that the notables Tutsi supported their statements on their very remarkable tall, their lust for devouring power, malice, the cult of falsehood and their warrior culture by using excessive violence and perversion. To mark their convictions and their determination, the statement of these staff members of Tutsi king was signed by eleven of them (abagaragu cumi babili na b'Ibwami). Nyetera still says that: "They (the leaders) recommended the mwami (Tutsi King) not to share their latifundia with Hutu, and suggested that the Hutu go instead to dwell in Gishari and Mokoto in Kivu, in Congo in case they would need land."
Intolerance and intransigence of the Tutsi oligarchy set the tone in the wake of the events that have shaken Rwanda-Urundi for many years: Hutu Petitioners were convicted and accused of "separatism" and treated as "divisionnistes”, "Inyangarwanda", that means "enemies of Rwanda." Thus, the Supreme Council of the country from 9 to June 12, 1958 which was seized of the social Hutu-Tutsi matter, ended with a contemptuous rejection of the claims of Hutu. And before going to Brussels where he was invited to the international exhibition of 1958, the mwami Mutara III Rudahigwa launched threats against Hutus, he declared: "The promoters of such misdeeds can not hide, and if it proves to be again, the tree that produces such fruit, I will destroy it."

Despite the intimidation of mwami Mutara III, the United Nations made sure to what the Rwanda-Urundi gets democratic institutions, a power derived from free elections and political parties. The Hutu founded the “Association for Social Advancement of Mass (APROSOMA)” and the Movement “Party of the Hutu Emancipation (PARMEHUTU)”, while the Tutsi founded the “Union Nationale Rwandaise (UNaR)”. In November 1959, during a popular vote, which gave birth to the "social revolution", the caste hierarchy and the aristocracy of Tutsi were abolished. The Tutsi king was deposed. In this context, at the instigation of UNaR which aims to retain power, stirring unrest Rwanda. The Tutsi Leaders condemned Belgians to whom they accuse of failing to prevent the Hutu to claim their rights. The UNaR sent a circular letter to all Tutsi heads and deputy heads aimed at putting an end to the activities of Hutu parties.
The Hutu are hounded and harassed in public places and markets. The UNaR spread leaflets urging the killing of Hutu. In one of the leaflets was written: "Banyarwanda, we must unite, seek at all costs these enemies of Rwanda and their offspring and to exterminate all these bad seeds. Forward Banyarwanda, watch out, exterminate these snakes, enemies of Rwanda." These violent attacks against leaders of Hutu political parties by Tutsi Unaristes provoked a violent Hutu reaction.

The Belgian Para-commandos intervened to stop the trouble and the culprits were arrested. Some chefs and sous-chefs Tutsi who had carried out massive attacks have been arrested, and others took exile to Uganda, Congo, Tanzania and Burundi. The internal autonomy was granted in 1960, but the independence of Rwanda-Urundi was only proclaimed in 1962. On October 26, 1962, Gregoire Kayibanda was first elected Hutu president of Rwanda as a sovereign state. However, the democratic elections have not guaranteed peace in Rwanda. All efforts made towards the Tutsi remained unsuccessful and did not bring to any solution of the conflict. They refused to be headed by a Hutu president; parliamentarians, ministers and senior-medical assistants, veterinarians, agronomists and some teachers left their position for protest. They then took exile at the same time; those who remained (Unaristes) started organizing acts of sabotage and the hunting of the PARMEHUTU Hutu and the APROSOMA. The Unariste Tutsi militia in neighbouring countries was making incursions into Rwanda to murder majors, communal police, deputies, accountants, and even ordinary citizens. The Tutsi rebels have named themselves "Inyenzi” abbreviation of “Ingangurarugo Ziyemeje kuba Inyenzi." Ingangurarugo remembered the militia of King Kigeri IV; Ziyemeje means determined; kuba means to be; Inyenzi means a cockroach, an insect pest that is swarming, which occurs very quickly, attack at night and festers quickly and skillfully hiding. Nyetera confirms that it is not the Hutus who gave them the name of inyenzi (cockroach), it is themselves.

Later The Rwandan Patriotic Front (FPR) took the name "Inkotani" which means "fierce" Wrestlers or militias who triggered the war of 1990 from Uganda to mark a brutal return to Rwanda-Urundi. This terrible war caused the double assassination of both Rwandan and Burundian presidents and a double genocide of Rwandan Hutu, Tutsi and Twa.
The war of Rwandan invasion in the Congo is a war that has escaped to the design of a regular armed conflict. It is above all a war of diametrically opposed powers, or even spirits that clash through militia led by a fascist and hegemonic ideology who sacrifice enormous human lives, plunder the resources of Congo and destroy nature and the ecosystem in the Congo basin shortly after the fall of the Berlin Wall.


This fascist ideology, conveyed by a destructive force without measuring has been extended from Rwanda into Congo. This war from Uganda has ravaged the whole central African region through the wars of invasion of Tutsi. This ideology is based on a false propaganda, supported by foreign powers and which policy has made a falsification of history that has become a sad reality that has taken root in Rwanda-Urundi, and gradually stretching breakneck speed in the Congo, moving from one pretext to another to maintain insecurity and seize power through armed violence, permanent assassinations of Congolese elite, systematic rape of women of all ages; malicious infiltration of Rwanda to strategic command posts at all levels in the Congo; terror, the lies, infernal misinformation, pillaging of all Congolese national resources; imposture, impunity and corruption introduced by wild Rwandan mercenaries those are put in power in Congo since January 2001.
The Rwandan invasions in Congo launched a total chaos in Central Africa and the use of violence out of the ordinary that threatens the existence of entire Congolese people. The Congolese people are directly threatened with extermination. They must be made aware of this danger and they must therefore mobilize to demand and obtain the resignation of the occupying power in Kinshasa implemented as soon as possible, and put an end to the Rwandan ideology on Congolese soil. There will be no real peace without justice.


The wars of invasion of Uganda-Rwanda-Burundi coalition in the Congo must be punished according to the UN Charter and international law. The Tutsi elite is the paramount responsible for the tragedy in the region. Because the caste conflict between Hutu and Tutsi in Rwanda has entered into flood overflowing the boundaries that confined it since 1959.

Rwanda's Savior Has Become a Monster

 If you’re a betting person, here’s a safe bet: On August 9, the balloting in the east African state of Rwanda will give world-famous military leader Paul Kagame yet another seven-year term as president. The astonishing margin of victory will impress even the modern grand viziers of Central Asia. The outcome is quite easy to predict, when no other candidates are allowed to campaign.

Rwanda: Pre-election attacks on politicians and journalists condemned.

Amnesty International condemns attacks on politicians and journalists in the run up to the presidential election on August 9 and calls on the government to ensure the poll is held in an atmosphere where Rwandans can freely express their views.
The murder of a journalist and an opposition politician – both critical of the ruling Rwandan Patriotic Front (RPF) - in late June and mid-July has created a climate of repression likely to inhibit freedom of expression ahead of the vote, the organisation said.
“In recent months killings, arrests and the closure of newspapers and broadcasters has reinforced a climate of fear,” said Amnesty International’s Africa Programme Deputy Director, Tawanda Hondora. “The Rwandan government must ensure that investigations into the killings are thorough and reinstate closed media outlets.”


On 14 July, André Kagwa Rwisereka, the vice president of the opposition Democratic Green Party, was found dead in Butare, southern Rwanda. Amnesty International has obtained photographs that show that his head was severed from his body.
Rwisereka, who left the RPF to create the Green Party, had reportedly been concerned for his security in the weeks before his murder. Other Green Party members said they had also received threats.

Investigations into Rwisereka’s death continue, but insufficient evidence has been gathered to press charges, according to the Prosecution.

When Louise Mushikiwabo, Rwanda's foreign minister, was due to speak at her country's high commission in London reporters from the world's media waited inside a fake Rwandan village hut and leafed through glossy brochures promoting the country's famous gorilla trails.Smart-suited young British PR executives poured Rwandan coffee and burbled about presenting "a different image" and focusing on "mountains, gorillas, crops" – all part of the country's increasing efforts to reinvent itself 16 years after it was torn apart by genocide. Alluring offers were held out of trips to the nature reserves for journalists willing to write up such topics, and when Mushikiwabo arrived she wanted to share "the good news that has been taking place in Rwanda". There are more women in parliament than any other country and it has been admitted to the Commonwealth. "We are at a time in our post-genocide history where we have to move on," she said.


As Rwanda prepares to go to the polls on Monday to elect a president for only the second time since 1994, this public relations drive, masterminded by the incumbent president, Paul Kagame, this week faces its sternest test. The government is facing accusations, which it denies, of state murder and corrupting the democratic process. Will the international community accept that Rwanda has indeed, moved on?

Tasked with persuading the world is London PR firm Racepoint, hired by Kagame. "You used to Google Rwanda and the first thing you would see would be about genocide," said Cathy Pittman, Racepoint's managing director. "Now we are feeding content and stories to journalists about the economy and culture. A lot of it is about images."

It sometimes works. A writer from Foreign Direct Investment magazine was taken on a trip to Rwanda by Racepoint and wrote a piece in February which stated Rwanda "prides itself on having zero corruption" and that "Rwanda is poised to become Africa's newest success story".
The Commonwealth Human Rights Initiative, in a report last year, found that Rwanda has "excellent public relations machinery" which has succeeded in "persuading the key members of the international community that it has an exemplary constitution emphasising democracy, power-sharing, and human rights which it fully respects". It concluded: "The truth is, however, the opposite."

Rwanda's constitution, the report said, was "a facade which hides the exclusionary and repressive nature of the regime", "basic human rights are in an unsatisfactory state", "censorship is prevalent" and there are "serious concerns about the level of political freedom".
On 24 June Jean Leonard Rugambage, a dissident journalist, was approached at the gate of his home in Kigali by two gunmen and shot twice in the neck. The killing sparked accusations and denials that his murder was commissioned by the government, which had already withdrawn his newspaper's licence to print.

Hutu opposition politician Victoire Ingabire has failed to secure registration to stand in the election, leading to claims Kagame's regime is blocking her candidacy. At Racepoint's suggestion, James Musoni, Rwanda's local government minister, wrote an opinion piece for British newspapers, which was pitched to the Guardian, among others, to try to deal with these issues.
It concluded somewhat ambiguously: "The government is determined to ensure these elections go ahead peacefully and fairly – without interference from those inside and outside the country who stand to gain from stirring up instability."

Racepoint also arranged for a Guardian journalist to interview Kagame in Kigali. The resulting story was published on 28 May and focused on the allegations.
Earlier this month, opposition politician Andre Kagawa Rwisereka was found dead, reportedly nearly decapitated, sparking concern that the killing was politically motivated.

Rwanda is not alone among regimes with controversial human rights records to turn to London's PR firms for help. Others have hired leading outfits such as Bell Pottinger, led by Lord Bell, a former adviser to Margaret Thatcher; Portland PR, which counts Michael Portillo among its advisers; and Hill and Knowlton, better known for representing Adidas, Castrol and Nissan. Leading consultants have fanned out from London to win contracts as far afield as China, Kazakhstan, Saudi Arabia, Russia and Zambia.

A recent report into the phenomenon in Brussels by Corporate Europe Observatory, a campaign group which researches the power of corporate lobbying, said: "Secrecy among both embassies and consultancies keeps much of this phenomenon out of public sight … some of the consultancies are lobbying on behalf of governments which are directly or indirectly responsible for serious human rights violations."

London's growing status for reputation management is partly down to the time zone, language, and the important role for their clients of British publications with large international readerships including the Economist and the Financial Times, PR executives said.
"If you are managing a client's reputation, whether individual, company or country, it is the Anglo-Saxon media that matters and particularly the London-based media," said Ivo Gabara, who advises the Kazakhstan foreign ministry on press relations in London. "Coverage in the US is important but what is said out of London will determine your global reputation."

An Amnesty report on Kazakhstan earlier this year stated that "torture or other ill-treatment of individuals deprived of their liberty, whether formally detained or in de facto unacknowledged detention, continue to be routinely used".

"I take on business I am comfortable to identify myself with," said Gabara. "In Kazakhstan I see a country making progress on every front including its human rights record, media legislation and political freedom."

The doyen of this business is Lord Bell, the chairman of Chime Group, which runs Bell Pottinger. His firm's political contracts include Sri Lanka, where the government was recently accused of war crimes and Madagascar, where he acts for the former president, Marc Ravalomanana, who was forced out following violent clashes and was sentenced in absentia to four years in jail for abuse of office in buying a presidential jet. Bell's position on the ethics of which contracts to take is simple.

"I wouldn't do anything I would do a bad job on," he said. "It is about the direction of travel. I don't choose to sit in judgment on whether they are going fast enough. If the direction of travel is right then I am perfectly happy to help them."

Another big UK firm, Hill and Knowlton, has contracts with the Malaysian government's cyber security agency; the Singapore prime minister; city governments in Beijing, Shanghai and Chonqing; and Saudi Arabia's investment authority. Portland PR works for the Kremlin while Africa Practice, whose director, Marcus Courage, helped run Mwai Kibaki's presidential campaign in Kenya which was followed by a wave of violence, is working for the government in Gabon.

A PR executive who has worked for governments in eastern Europe and Africa said working for foreign governments was sometimes an exercise in "spinning them into legitimacy".
"You are often paid a lot to do something that you know from the outset you will not be able to achieve," he said on condition of anonymity. "It is almost like a con. You can't spray perfume on a turd. It will smell nice for a while, but eventually it will smell like what it is."
He said he was once offered, but turned down, a £2m two-year contract by the Sudanese government to produce PR about Darfur. With such fees on offer competition is growing.

"Firms distinguish on whether they are being asked to do anything unethical rather than whether their client is acting in that way, rather as a lawyer would take on the case of a criminal," said a senior partner in a leading firm which contested the recent Kazakhstan contract. "We are paid to put the best case on behalf of the client."

Another PR firm with an office in London, Marston Nicholson, produces the Kazakhstan Live website, which has featured items on folk music and apple harvests.

Morris International Associates, a London firm, manages UK media relations for the Saudi Arabian government, including arranging briefings with the London ambassador, Prince Mohammed bin Nawaf al-Saud, and press trips to the kingdom. In 2009 Saudi authorities executed, mainly by beheading, 102 men and women for offences ranging from drug possession and blasphemy to rape and murder, according to Amnesty International. In its latest annual report on the kingdom, the human rights organisation said: "Torture and other ill-treatment continued to be widespread and committed with impunity. Commonly cited methods include severe beatings with sticks, electric shocks, suspension from the ceiling, punching, sleep deprivation and insults."

Ann Morris, a director of the company, acknowledged the country had a mixed reputation and "terrible things happen everywhere", but she insisted the Saudi government "deserves to have the many, many positive things emphasised and pushed forward". She said: "Our aim is very much to develop a better understanding," she said. It is quite often lop-sided. It is quite difficult for some countries to swim above that and show the good things they are doing. Nobody is suggesting any country is perfect but we are trying to get a balance."

Her firm has arranged meetings with Saudi officials for the Guardian and other newspapers.
PR consultants who profess to maintaining high ethical standards said they would not take contracts if they believed their clients' values would reflect badly on them.

"You need to see the whites of their eyes and if you think they want you to spin and promote a picture of their regime which is untrue, it is an unacceptable contract," said Simon Cohen, managing director of Global Tolerance, an agency which has worked for the Dalai Lama, the Wallace & Gromit's Children's Foundation and the Green Party. "PR and communication agencies have to ask if the people they are working with are aligned with their values."

A human rights NGO says: "It uses the constitution opportunistically as a façade, which hides the exclusionary and repressive nature of the regime; relies on power structures that sometimes run parallel to, and sometimes cross-cuts, the formal government; and in which the army plays a central role." - Commonwealth Human Rights Initiative report August 2009.
The PR says: "We are ready to engage positively with anyone and everyone around the world who wishes to help us achieve our dream of a united and prosperous land and enable Sri Lanka to take its rightful place in the world as an island of unsurpassed beauty, enterprise and now peace." - Sri Lankan president Rajapaksa in an article pitched to the Guardian by Bell Pottinger, a PR group, in December 2009.

Amnesty says: "At the end of the war, atrocities against civilians and enemy combatants appeared to be fuelled by a sense that there would be no real international consequences for violating the law." - Madhu Malhotra, Amnesty International's deputy director for the Asia-Pacific region in March 2010

Déclaration du PNR sur l'insécurité de Beni, Lubero et Butembo au Nord-Kivu.

À la suite des récentes séries des crimes et assassinats du peuple congolais victimes de l’insécurité totale qui continue de régner dans les territoires de Beni, Lubero et la ville de Butembo au Nord-Kivu; le Parti National pour la Réforme (PNR) présente ses condoléances les plus attristées.
Dans notre pays la République démocratique du Congo, pas un seul jour ne passe sans qu’on enregistre soit des actes des crimes, des assassinats ciblés ou des violences sexuelles humainement indescriptibles faites aux femmes et aux enfants. Pour le seul mois de juillet, plus de sept assassinats dans l’axe Beni-Lubero- Butembo sont des faits évidents de l’incapacité du gouvernement actuel de ramener la paix dans notre pays et de former un gouvernement dans lequel chacun se reconnaîtrait; qui rétablit la paix et consolide le respect des droits humains pour tous.


Depuis le début de la guerre d’invasion de 1998, l’Est de la République Démocratique du Congo, a été livré aux prédateurs de toute sorte dont l’objectif principal est de pousser notre nation dans la voie de la dislocation et du démembrement. La stratégie pour y arriver parait de prouver d’abord à la population et aux yeux du monde que le Congo est ingouverné et qu’il est ingouvernable. Ces séries quotidiennes des carnages laissent derrières elles la désolation profonde, preuve de la complaisance du gouvernement de Kinshasa qui ne peut pas traîner ces criminels devant la justice.
Alors que notre pays vient de célébrer ses 50 ans d’indépendance, il est digne de se poser la question : Jusque quand le peuple congolais va-t-il continuer de compter les cadavres de leurs frères et sœurs assassinés. Certes, cela confirme la limite du gouvernement actuel de protéger ses citoyens et leurs biens.

En effet, pendant que Kinshasa fait semblant comme si la paix et la sécurité sont rétablies sur l’étendue nationale, l’axe Beni-Lubero- Butembo est devenu un abattoir des crimes en séries, au vue et su des forces de l’ordre public et de la MONUSCO. Ce qui est encore inquiétant c’est de constater que pas de communiqué officiel du gouvernement provincial de Goma ou central de Kinshasa n’a été rendu public pour dénoncer ces actes de crimes qui endeuillent le peuple congolais.

C’est cynique et curieux de remarquer que cette stratégie correspond exactement à celle qui a amené Laurent Nkundabatware et ses hommes à se positionner comme un partenaire incontournable dans le retour de la paix à l’Est du Congo alors qu’il n’était qu’un valet du Rwanda qui, aujourd’hui le garde à Kigali à l’abri de toute impunité.

La liste des victimes de nos frères et sœurs du Nord-Kivu allonge celle des paisibles citoyens, des hommes d’affaire, des militants des droits humains, des journalistes et des citoyens de toutes les catégories sociales qui sont régulièrement massacrés et dont les auteurs et commanditaires circulent encore en toute liberté et savourent en toute quiétude les retombées dans le gouvernement.

Dans ces circonstances douloureuses, le PNR exprime à travers ce message, ses sympathies à chaque famille affectée par ces actes d’irresponsabilité du gouvernement congolais, aux citoyens du Kivu et au peuple congolais en général.
Le Parti National pour la Reforme croit sincèrement que le seul salut pour sortir de cette insécurité résidé dans la capacité du peuple congolais à s’organiser pour apporter un changement à Kinshasa. La liberté du peuple congolais ne viendra que de lui seul; en refusant comme un seul homme, d’accorder les voix électorales à un gouvernement qui, une fois au pouvoir, tourne le dos aux électeurs qui lui ont conduit pouvoir en lui accordant la majorité électorale écrasante.
C’est ainsi que le PNR lance un appel au rendez-vous historique de la reforme, car il est impérieux de déclencher par des actions qui mènent à la victoire, un combat démocratique contre cette fragilisation de notre chère nation qui se manifeste concrètement par l’insécurité permanente de notre peuple et dont les bénéficiaires continuent de tirer leurs dividendes dans le système actuel. Il faut donc changer ce système en vue de réformer l’armée et les services de sécurité pour rétablir la paix par une armée vraiment nationale qui sécurise nos frontières et assure la sécurité des personnes et de leurs biens.
Tout en saluant la volonté de la présidence et du gouvernement d’organiser des élections dans les délais impartis, le Président national du PNR, Monsieur Delphin Kyubwa, exhorte le gouvernement congolais à mettre fin à l’insécurité totale entretenue à l’est du pays. Celle-ci ne rassure pas la bonne volonté du gouvernement de voir ces élections se dérouler dans les bonnes conditions.

Au nom du respect des droits et valeurs humains, le PNR exige de manière claire et sans équivoque que la communauté internationale exerce son influence sur le gouvernement congolais pour que justice soit faite et que des enquêtes impartiales soient menées sur ces assassinats et ailleurs en République démocratique du Congo.
Que les âmes de nos frères et sœurs victimes de ces séries de crimes odieux et douloureux reposent en paix!

Genocide masterminded by RPF

Finally the well-known Truth Comes Out. After suffering THE LONG years, telling the world that Kagame and his RPF criminal organization masterminded the Rwandan genocide that they later recalled Genocide against Tutsis. Our lives were nothing but suffering these last 32 years beginning from October 1st, 1990 onwards. We are calling the United States of America, United Kingdom, Japan, and Great Britain in particular, France, Belgium, Netherlands and Germany to return to hidden classified archives and support Honorable Tito Rutaremara's recent statement about What really happened in Rwanda before, during and after 1994 across the country and how methodically the Rwandan Genocide has been masterminded by Paul Kagame, the Rwandan Hitler. Above all, Mr. Tito Rutaremara, one of the RPF leaders has given details about RPF infiltration methods in Habyarimana's all instances, how assassinations, disappearances, mass-slaughters across Rwanda have been carried out from the local autority to the government,fabricated lies that have been used by Gacaca courts as weapon, the ICTR in which RPF had infiltrators like Joseph Ngarambe, an International court biased judgments & condemnations targeting Hutu ethnic members in contraversal strategy compared to the ICTR establishment to pursue in justice those accountable for crimes between 1993 to 2003 and Mapping Report ignored and classified to protect the Rwandan Nazis under the RPF embrella .
