Re: Rwanda to Recruit Spies to Harass Rwandan Citizens in Canada From 4th - 9th August, 2011,

[Ottawa - The Rwandan High Commissioner to Canada, Her Excellency Edda Mukabagwiza will organise a mobilisation assembly for Rwandan citizens resident in Canada. This assembly will take place at Temple Pastures Retirement Centre at 286 Fogarty Road, Gatineau. All assembly participants will first meet at the St. Laurent Shopping Centre in Ottawa before proceeding to Temple Pastures. ]

I bring this news to your attention because this assembly, also known as Itorero in the local Kinyarwanda language, is not a normal assembly. It is part of the Rwandan government programme to interfere with lives of Rwandan nationals living abroad who do not support Rwanda Patriotic Front (RPF) dictatorship under President Paul Kagame. The main ingredient of this assembly is training and forming militant Rwanda youth groups in various countries where there are big Rwandan Diaspora population to subscribe to the RPF Government agenda and help the government in carrying it out.

This Rwandan government agenda involves among others:  

1.  Identifying people it considers political opponents;
    
2. . Fabricating incriminating evidence against them in order to tarnish their image and cause their arrest and imprisonment based on false evidence;
   
   
3. Causing disruption in their family, social as well as professional environment; 
   
   
4. Forcing them to renounce their political opposition against President Kagame and his government;
    
5. Assassinating them, or using any of several other ways to get rid of them as political opponents. There are precedents to the above scenarios.  

On 19/06/2011in Johannesburg, South Africa, there was an assassination attempt on Brigadier General Kayumba Nyamwasa, former Rwandan Army Chief of Staff and Ambassador to India. The case is still in court and all suspects are Rwandan nationals and Rwanda security agents or, people with connections to its security apparatus. This case caused South Africa to recall its High Commissioner for consultation and Rwanda reciprocated. In short, this case caused a diplomatic incident that is still going on. In May, 2011, at Folk stone, Kent, British Immigration Officials, refused entry into United Kingdom to Rwandan hit man carrying a Rwandan Diplomatic Passport (the London Evening Post May21, 2011). 
He was, according to the British authorities, on a mission to assassinate or cause to assassinate two Rwandan exiles, resident in the United Kingdom, Rene Mugenzi and Jonathan Musonera, whom Scotland Yard police had a week earlier issued warning to take precautionary steps against a possible Rwandan government assassination plot. In the same month of May, as reported by the London Independent newspaper (May 21, 2011), the British Home Office called the Rwandan High Commissioner to the United Kingdom, Ernest Rwamucyo and warned him against the campaign of harassment and intimidation of Rwandan nationals in the United Kingdom. There have been many political assassinations of Rwandans opposed to President Kagame’s dictatorial regime, be it inside Rwanda or in neighbouring countries. 

 The following are the most prominent:  

1. Seth Sendashonga, former Minister of the Interior, assassinated in Nairobi, Kenya, on 16 May, 1998;
   
   
2. Colonel Theoneste Lizinde, former member of Parliament assassinated in 1996, in Nairobi, Kenya; 
3. Alphonse-Marie Nkubito, former Minister of Justice, poisoned to death on 21 February, 1997, in Kigali Rwanda; 
   
   
4. Andre Kagwa Rwisereka, Vice Chairman of Rwanda Green Party, beheaded on 14 July, 2010 in Butare, Southern Rwanda; 
   
   
5.  Jean Leonard Rugambage, a journalist considered a critic by the government, gunned down outside his home in Kigali on 25 June, 2010.  

On October 25, 2010, the spouse of Dr. Jean Baptiste Mberabahizi FDU-Inkingi General-Secretary was abducted, assaulted and dumped by the roadside in Brussels, Belgium. Police investigations showed that individuals of Rwandan origin with links to the Brussels Rwandan Embassy were involved. There are many other deaths considered political but less prominent but equally appalling and unacceptable, that have taken place during President Kagame and RPF’s seventeen-year dictatorship. 

The Itorero training campaign, of which the planned Gatineau Temple Pastures assembly is an integral part, is the latest in Rwandan government efforts to infiltrate and disable the ever increasing opposition to its dictatorship. Similar assemblies were organized in Chicago, United States and London, United Kingdom and both failed due to vigilance of local authorities and critical voices from democratic campaigners among the Rwandan diaspora in both those Cities. Apart from Gatineau, Rwandan government is attempting similar activities in Belgium, France and Sweden.
 
To put a historical perspective to these developments, it was in the same manner and purpose, that Interahamwe militia were formed under President Habyarimana Juvenal, in early 1990s. It is these interahamwe that carried out Genocide in Rwanda in 1994. Given the gross human rights violations in Rwanda, as reported regularly by human rights organisations such as Human Rights Watch, Amnesty International and others, one cannot help but draw similarities with pre-genocide era. The International Community has continued to play a bystander role and allowed the current government to ignore all universal human rights charters and standards to which it is signatory.
This is to call upon Canadian authorities to intervene on the following grounds:  

1. Not to allow its sovereign territory to be a hunting ground by the Rwandan dictatorship, of peace loving and democratic minded Rwandan Diaspora; 
2. Canada should not allow the Rwandan authorities, through the Rwandan High Commission, to coerce and intimidate Rwandan citizens of Canada, through various forms of intimidation to send their children to the Itorero training without express consent; 
3. Among willing participants to this infamous Itorero, there are individual who sought refuge status in Canada claiming persecution in Rwanda. If they then decide to be part of Rwandan government activism in Canada, Canadian authorities should review their claims of persecution as most likely, they would have been sent by the RPF regime to its clandestine work; 
4. Canada should disallow these kinds of meeting by the Rwandan High Commission that are not in line with her diplomatic status; 
5. The Canadian government should communicate to the Rwandan authorities in no uncertain terms that violation and abuse of Canadian liberty and freedoms, which obviously are missing in Rwanda, will not be tolerated.

Wij geloven in een gestage transitie, hoe moeilijk dat soms ook is. Mede hierom heeft Nederland in Rwanda een risico genomen met de ondersteuning van volksrechtbanken – de zogenoemde gacaca. Kim Howells fears Rwandan President Paul Kagame's government is   becoming more autocratic

The UK should withdraw aid from Rwanda if its government is threatening opponents living here, says the former Foreign Office Minister Kim Howells.
The BBC has learned at least three exiled Rwandans have been told their lives are at risk from the Rwandan government.
The UK is Rwanda's biggest direct aid donor, giving £83m a year.

The Rwandan High Commissioner in London has dismissed the allegations as "bogus".
Earlier this year two Rwandans living in London received warnings from the Metropolitan Police that the Rwandan government posed an imminent threat to their lives.

The two men, Jonathan Musonera and Rene Mugenzi, have been openly critical of Rwandan President Paul Kagame, who has been in power since establishing peace after the 1994 genocide.
Jonathan Musonera is a founding member of the Rwanda National Congress, an organisation launched last year in opposition to President Kagame's government, which is accused of carrying out human rights abuses, and suppressing political freedom.
The BBC has now identified a third UK resident who has also been notified of a similar threat. This third man, Noble Marara, says he is aware of two others who have also been warned of danger, suggesting at least five Rwandans may be at risk.

Mr Marara believes he is in danger because he gave evidence to a French judicial enquiry that was detrimental to Mr Kagame.
Since arriving in the UK in 2005, Mr Marara has moved house more than seven times, and changed his car three times. He will not eat in restaurants for fear of being poisoned.
"I stay away from the Rwandese community," he says. "I may speak to them, but not meet them or show my address, and I cook for myself because I cannot trust anybody - that's for sure.
"Many people have been poisoned."
Since receiving the warning that his life is in danger, Jonathan Musonera has doubled the locks on his door, changed his daily routine, and forbidden his wife and daughter to leave the house unaccompanied.
"I was very scared. The Rwandan government, they can use anything, they can use anyone."
The British government is a strong supporter of Rwanda, and one of its biggest direct aid donors - giving the country £83m a year.

But former Foreign Office Minister Kim Howells, who was head of the Intelligence and Security Committee until last year, says President Kagame is becoming increasingly autocratic.
He argues these death threats are the latest in a series of events that raise a question mark over Britain's continued support: "If there's any hint at all that these people are threatening people whether they're British citizens or residents, then we must say to them 'I'm sorry this aid is going to be cut off immediately', and that's a threat they certainly could not afford to ignore." Paul Rusesabagina of Hotel Rwanda fame was honoured for sheltering more than 1,000 Rwandans during the genocide.

Now living in exile, he has become one of President Kagame's most high-profile critics. While he welcomes the humanitarian aid provided by the international community, he argues that Britain is wrong to give the Rwandan government direct financial support:
"My message to the British people, the British administration would be to stop what they call direct aid, this money injected into nation's budgets.
"Since the UK is among the few nations which are giving cash to today's Rwandan government, I would advise [them] to stop".
The BBC understands that British ministers are taking the death threats extremely seriously and they called in the Rwandan High Commissioner in London, Ernest Rwamucyo, to give an explanation.
The Foreign Office refused to comment on the outcome of those discussions, but made it clear that the UK does not tolerate such activity.
However, Mr Rwamucyo told the BBC: "We were really quite shocked and found the Metropolitan Police warnings are bogus, baseless and absolutely untrue."
"There's no way Rwanda would ever think of doing such a thing, and of all places, in the UK. We have such a strong relationship, one of confidence and trust, with the UK. We don't have any reason whatsoever to even think of doing such a thing."
Despite those denials, many of those File on 4 spoke to believe there is a network of spies at the heart of the Rwandan refugee community in Britain, and claim it includes students, asylum seekers and former Rwandan Patriotic Front soldiers.
Mr Mugenzi used to work for a refugee organisation in London and says he has seen the documents of individuals who claim to be fleeing the Rwandan government but then become fervent supporters. 'Candid relationship'.
