One of the more worrying aspects of Racepoint’s objectives

and NGOs,” including, presumably, the critiques
of the crackdown on dissent among political opponents
overseas.
This should be seen in the context of accusations
that Rwanda has plotted to kill dissidents abroad. A
recent investigation by the Globe and Mail claims, “Rwandan
exiles in both South Africa and Belgium – speaking in clandestine meetings in secure locations because of their fears of attack – gave detailed accounts of being recruited to assassinate critics of President Kagame….
Ways To Get Rid of Kagame
How to proceed for revolution in Rwanda:
- The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
- Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
- Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
- Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
- The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
- The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).

The Democratic Forces for the Liberation of Rwanda (FDLR) have been
following with great interest all your “peace and stability” endeavors within
the African Great Lakes Region since your appointment (18/07/2013) up to date.
FDLR humbly salutes both your determination and good faith invested in this
complex, challenging but noble humanitarian cause.
Dear Mr. Feingold It was in this regard that FDLR has learned about your
recent statement during the “2014 US-Africa Summit” in Washington DC: you
stated that: “We have to get rid of the FDLR, not so much because of their
military capacity, but because of what they represent and the destabilizing
effect that they have with regard to relations with Rwanda. That is our top priority,
I’ve been involved with efforts to communicate to them that it’s time for them
to surrender. That they will be attacked militarily if they don’t. That there
will be no political dialogue.”
Dear Feingold, We feel compelled to explicitly assert FDLR’s determination
of pursuing the restoration of long-lasting peace and stability within the
African Great Lakes Region without any further shading of more innocent human
blood. The FDLRs are more than convinced that the unilateral initiative of
laying their weapons down and focusing on non-armed political struggle, an
inter-Rwandan political dialogue, highly inclusive, between the RPF/ KAGAME
Government and FDLR/Rwandan opposition is a noble cause, which deserves the
support of all peoples, institutions and governments, that claim to be both proponents
of democratic values and defendants of fundamental human right.
Dear Feingold, It was with dismay that FDLR received the words from your
statement as quoted herein above. Dear Feingold, We feel compelled to recall
how zealous, concerned and committed were the U.S Special Representatives in “legally
representing” the Rwandese Patriotic Front during the “1992-1993
Rwandan Arusha negotiations” (RPF- which then was an “illegitimate
rebel/armed group” in the eyes of the then Rwandan Government) , and
the U.S Special Representatives would not spare any effort as to not only
impose economic sanctions and military embargo on the Rwandan government (in
order to constrain it to negotiating with RPF);
but also to advocating both the urgency, the need and necessity of the
Arusha Peace Agreement, and its relevant implications, such as the signing of a
power sharing between RPF and the Rwandan government (which had become the
heart of both Arusha negotiations and subsequent reached peace agreement); the
peaceful, and voluntary repatriation of the then Rwandan refugees within humane
conditions; the implementation of democracy (basically the establishment of
genuine democratic State of Law) , etc.
Additionally, Dear Feingold, it’s worth it highlighting that the United
States, whose Special Envoy you currently are, were among the spearheading
governments besides France, Belgium, Tanzania and the African Union
(then the Organization for African Unity) to feel concerned about the
plight of Rwandan refugees of that time and imposed unconditional political
dialogue between the Rwandan government and RPF, a rebel armed group, which
represented the interests of those Rwandan refugees.
Dear Feingold, you are quite aware that unconditional political
negotiations, between the Rwandan government and RPF, as they were mediated by
the Tanzanian government, the African Union, France, Belgium and the U.S
governments started in June 1992 and were signed August 4, 1993 by the then
conflicting parties.
Dear Feingold, it is actually a heart- breaking experience and
unprecedented dejection to realize how thousands of Rwandan refugees, who have
been unanimously abandoned by the international community (the United Nations,
UN institutions, Governments -the U.S included-) at their own fate, for almost
20 years, since 1995 up to date, have been not only the prey of various and
persistent armed attacks and injustices from RPF /KAGAME government and
proxies, for almost two decades, but also when we, who are among those who
happened to be the fittest and survived all those adversities, do manifest our
will to voluntary repatriate back to our mother land and enjoy our citizenry,
we are being rather threatened of decimation by means of bombs & bullets,
as advocated by Governments that claim to be proponent of democracy and
defendant of fundamental human rights.
Dear Feingold, drawing on your own discourses, you have already
sentenced to death for the second time thousands of children, women and men of
innocent civilian Rwandan refugees, currently in DRC, who had already
been sentenced to death by RPF/KAGAME repetitive and persistent armed attacks,
but have survived the test of time by the grace of God. Therefore, while we are
still breathing let us bring the following points unto your special attention:

By means of advocating
military attacks against us, instead of exercising pressure on RPF/KAGAME
government for needed and necessary inter- Rwandan political talks, which would
enable current Rwandan refugees to voluntarily repatriate back to our
motherland, you are actually indicating that Rwandan refugees (generation of
1959-1990), whose advocate the U.S Government was during 1990-1994 were “angels” whose
concerns and needs were to be unconditionally addressed, while we, current
Rwandan refugees (generation of 1994-2014) are “demons” to get
rid of, and whose concerns and plight are to be definitely ignored;
·
While FDLR is doing its best
to have the Rwandan crisis resolved through political dialogue, and have the
Rwandan refugees issue solved once for all through pacific means, you have
already devised a plan of shading more innocent Rwandan-refugee blood; Instead
of exercising diplomatic pressure of RPF/KAGAME government as you did during
the 1990-1994 Rwandan war (which was imposed on Rwanda, by RPF armed rebel and
was launched from Uganda) when the U.S imposed sanctions and compelled the then
Rwandan government to negotiate with RPF, now in 2014,

you have already decreed, on
behalf of the current RPF/KAGAME government that there will be no negotiations
with FDLR; Instead of promoting and encouraging democratic processes in Rwanda
by suggesting the opening of wider political freedom and space, you are
upholding RPF/KAGAME dictatorship and would make sure no Rwandan refugee goes
back home free and alive from the DRC through your intended military attacks on
FDLR scheduled sometime end of 2014;

FDLR believes that the Rwandan
problem is a political problem and therefore its solutions are political and
not military; FDLR as politico-military organization believes the RPF/UN
advocated Disarmament, Demobilization, Repatriation, Reinsertion and
Reintegration, (DDRRR) process, can only be applicable as an outcome
of political dialogue between RPF/KAGAME government and FDLR/Rwandan opposition
and never as a pre-condition to the negotiations in question;
·
FDLR strongly believes an
inter–Rwandan political dialogue, highly inclusive, between RPF/KAGAME
government and FDLR with all other political opposition parties is a required
pre-condition for any voluntary repatriation of Rwandan refugees, and it is
equally a pre-requisite for democratic transition in Rwanda, as well as for
restoration of peace and stability in the African Great Lakes Region.
FDLR would humbly suggest that the U.S, through its Special Envoy in the
Great Lakes and DRC, stop its biased and unfair mindset and attitudes towards
Rwandan refugees in the eastern – DRC, and rather support the efforts of FDLR
of seeking and achieving pacific political solutions to the complex and
problematic Rwandan political problems, without any further shading of innocent
human blood and unnecessary sufferings.

the New Rwanda & Democratic State of Law.

Paul Kagame: “Our Kind of Guy”

Herman and David PetersonBack in 1995, a senior Clinton administration official, commenting on Indonesian President Suharto, then on a state visit to Washington, referred to him as “our kind of guy.”[1] He was speaking about a brutal and thieving dictator and double-genocidist (first in Indonesia itself, then East Timor), but one whose genocide in Indonesia terminated any left threat in that country, aligned Indonesia militarily as a Western ally and client state, and opened the door to foreign investment, even if with a heavy bribery charge. The first segment of the double-genocide (1965-1966) was therefore serviceable to U.S. interests and was so recognized by the political and media establishment. Indeed, following the mass murders in Indonesia proper, Robert McNamara referred to the transformation as a “dividend” paid by the U.S. military investment there,[2] and in the New York Times, James Reston called Suharto's rise a “gleam of light in Asia.”[3]
Rwanda's President Paul Kagame clearly is another “our kind of guy”: Like Suharto, Kagame is a double-genocidist, and one who ended any social democratic threat in Rwanda, firmly aligned Rwanda with the West as a U.S. client, and opened the door to foreign investment. Later, and far more lucratively, Kagame helped carve out resource-extraction and investment opportunities for his own associates and the U.S. and other Western investors in neighboring Zaire, the massive, resource-rich Central African country renamed the Democratic Republic of Congo (DRC) in 1997 during the First Congo War (ca. July 1996 - July 1998).
For many years Kagame has been portrayed in the Western mainstream media as the savior of Rwanda, having allegedly terminated the genocide committed against his own minority ethnic group, the Tutsi, by the Hutu majority (April - July 1994).[4] He and his supporters have long justified the Rwanda Patriotic Front's military invasions of Zaire - the DRC as a simple pursuit of the Hutu genocidaires who had fled Rwanda during the war within, and Kagame's conquest of, the country. This apologetic, long considered fraudulent by many marginalized dissidents, has finally come into question even within the establishment with the leak [5] and then wide circulation of a draft UN report prepared for the High Commissioner for Human Rights (i.e., "Report of the Mapping Exercise documenting the most serious violations of human rights and international humanitarian law committed within the territory of the Democratic Republic of the Congo between March 1993 and June 2003," June, 2010). Not only does this report catalogue the massive atrocities committed in the DRC over a ten-year period, it attributes the responsibility for the most serious of these atrocities to the RPF. "There is no denying that ethnic massacres were committed and that the victims were mostly Hutus from Burundi, Rwanda, and Zaire," the draft report quotes the findings of a 1997 UN inquiry (para. 510). Factoring-in the "scale of the crimes and the large number of victims" as well as the "systematic nature of the attacks listed against the Hutu…[p]articularly in North Kivu and South Kivu…suggests premeditation and a precise methodology" (para. 514). The draft report's section on the "Crime of genocide" concludes: "The systematic and widespread attacks…which targeted very large numbers of Rwanda Hutu refugees and members of the Hutu civilian population, resulting in their death, reveal a number of damning elements that, if they were proven before a competent court, could be classified crimes of genocide" (para. 517).[6] As Luc Cote, a former investigator and head of the legal office at the International Criminal Tribunal for Rwanda (ICTR), observed: "For me it was amazing. I saw a pattern in the Congo that I'd seen in Rwanda. It was the same thing. There are dozens and dozens of incidents, where you have the same pattern. It was systematically done."[7]

What keeps the conflict going?
- 4.5 million of the dead have been Hutu children in both Rwanda and DRC.

de crimes au Congo RDC
Redoutée par les principaux acteurs régionaux de l'interminable drame humain dans la région des Grands Lacs, la radiographie sans précédent des crimes jalonnant dix ans de guerre en République démocratique du Congo (RDC, ex-Zaïre) que vient d'établir le Haut-Commissariat des Nations unies aux droits de l'homme (HCDH) est accablante, principalement pour le Rwanda voisin.
Sur près de 600 pages, ce document, dont Le Monde a obtenu une version quasi définitive, décrit les "violations les plus graves des droits de l'homme et du droitinternational humanitaire commises entre mars 1993 et juin 2003 en RDC".
Derrière l'intitulé se cache une décennie de meurtres, viols, pillages auxquels prirent part plusieurs pays de la région. Des conflits qui firent un nombre indéterminé de morts, mais qui se chiffrent au bas mot en centaines de milliers.
La compilation des rapports existants et la collecte de nouveaux témoignages menée par le HCDH fournissent une base pour des poursuites judiciaires à venir contre les auteurs de ce que le HCDH qualifie de "crimes contre l'humanité, crimes de guerre, voire de génocide" après des années d'impunité.
"CRIMES DE GÉNOCIDE"
Depuis des semaines, le Rwanda déploie ses réseaux et son énergie pour tenterd'étouffer ce rapport qui risque d'atteindre le cœur du régime du président Paul Kagamé, l'homme fort du Rwanda depuis 1994.
Le document estime en effet que "les attaques systématiques et généralisées[contre des Hutu réfugiés en RDC] révèlent plusieurs éléments accablants qui, s'ils sont prouvés devant un tribunal compétent, pourraient être qualifiés de crimes de génocide".
Il reste à savoir quel tribunal se chargera de cette œuvre de justice alors que la plupart des crimes sortent du champ de compétence de la Cour pénale internationale.
Face aux insuffisances de la justice congolaise, le HCDH insiste sur la nécessité d'imaginer de nouveaux mécanismes judiciaires pour mettre fin au cycle de l'impunité dans la région.

Kigali, 30 juillet 2014 (FH)- Environ 30.000 Rwandais condamnés à des Travaux d'intérêtgénéral (TIG) pour leur rôle dans le génocide des Tutsis de 1994 ont disparu dans la nature, déplorent les autorités pénitentiaires rwandaises. Le TIG ont été introduits dans la loi rwandaise comme peine alternative à l'emprisonnement pour certaines catégories d'auteurs du génocide passés aux aveux.
L'un des
objectifs était de décongestionner les prisons rwandaises. Au moment de leur clôture en juin
2012, les juridictions semi - traditionnelles gacacas (prononcer gatchatcha)
qui avaient été chargées de juger la plupart des auteurs présumés du génocide,
venaient de condamner 84.896 aux TIG, selon les chiffres officiels.
Selon un rapport du Service
correctionnel du Rwanda, sur ces 84.896 condamnés au TIG, seulement 53.366 se
sont présentés dans les camps où ils devaient effectuer cette peine alternative.
Le service indique ne pas avoir de nouvelles des autres.
« Cela nous préoccupe au plus haut
point », a confié à l'Agence Hirondelle le directeur du Service correctionnel
Paul Rwarakabije.
« C'est très inquiétant pour les rescapés», a renchéri Naphtal
Ahishakiye, secrétaire général d'Ibuka, la principale organisation de
survivants du génocide.
Selon le même rapport, sur ces 53.366 qui se sont présentés pour les TIG, 46.270 ont déjà terminé leur peine, 1996 se sont évadés en cours d'exécution des peines tandis que 340 sont décédés de mort naturelle.
Dans les TIG, les condamnés construisent des écoles publiques, des maisons pour les veilles personnes ou les orphelins, tracent des routes ou construisent des ponts, etc.

Rwanda - 17 years as injustice based on discrimination and apartheid is meted out
on the Hutu population and the inhabitants of Nyamyumba in Rubavu district. The
forcible expropriation led by the RPF unique party concern the Nyambyumba
inhabitants, which are directly experiencing the problem and unfortunately
remain left out of the processes of identifying what the problem really is. One
of the more controversial and complex human rights is the right to property. Since
then, the expropriation is an instrument for abuse, a right that protects the Tutsi
extremists against the Hutu majority.
A lack of judicially discoverable and manageable standards for resolving
the population’s problem remains the origin of permanent tensions in Rwanda.
For 17 years, according to the unfruitful herewith attached correspondence between
Sheik Abdul Harelimana, the home ministry of the RPF government since 1997 up
to now, and 140 Rwandan inhabitants of Nyambyumba in Rubavu district, near Gisenyi,
which complained and always made it clear that judicial decisions should be made
according to legal standards rather than discriminatory new apartheid laws instigated
by the RPF regime since 1994.
The context of the problem: since 1994, Kagame and RPF's ruling Tutsi
minority steals vast amounts of land from the Hutu community. The inequalities of the ongoing
apartheid and RPF era law raises as the Hutu people are not permitted to own
land in the new Rwanda, a crime that shows how much the current regime selfishly and
unreasonably practices apartheid laws.
Property may be expropriated only in terms of law of general application.
Racial Discrimination applied in
Rwanda since 1994 as the Tutsi Kagame and his Tutsi RPF government should be condemned
as President Kagame and RPF government discriminatory treat the majority Hutu
community.
Since 1994 the majority Hutu have
been marginalized through their prejudice by the current Tutsi minority and RPF
government. Instead of respecting the rule of law, implementation of universal
human rights in the country, they have been marginalized, discriminated and so
far enslaved during the last two decades by Paul Kagame and RPF and Kagame’s party
in the country forcing the majority not to hold free elections throughout the
country with insignificant opposition in elections lacking the basic
requirements of transparency.
This partly reflected internal
Belgian domestic politics, who later saw the discrimination against the Hutu
majority as similar to oppression within Belgium suffered from the
Flemish-Walloon conflict. They saw the democratization and empowerment of the Hutu
as a just response to the Tutsi domination.
The RPF invasion,
assassinations and mass killings involving RPF infiltrators, RPF rebels and militias
together with the infiltrated Interahamwe, RDF mass-murder in which an estimated
3 million Hutus and approximatively 250,000 Tutsis died. There were many
mass killings of Hutus and interior Tutsis that led to the documented Rwandan
genocide by the World community through the UN Security Council resolution 955 for
Rwanda.
Since 1994, the Hutu majority
constitute most of the slave labor in the ruling RPF and Kagame’s party and
because most of Hutu children have no access to free education or the state
sponsored studies (we still have proofs), they happen to be employed as
unskilled labor. Racial discrimination against the Hutu
and Twa communities in Rwanda still flourishes affecting access to
political and socio-economic opportunities and resources.
In the past 20 recent years Rwanda has seen resurgence in ethnic tribal
hatred intolerance fueled by General Kagame and RPF unique party structures and
infrastructure. In addition to the many victims among Hutu majority of the
northern, western, central and southern regions of the country that have
perished in the ongoing genocide, Human rights organizations willing to work in
or visiting Rwanda have also been subjected to violent attacks. According to a
report by Human Rights Watch, RPF government is guilty of fanning ethnic hatred
between Hutus and Tutsis for its own political ends. After enslaving the Hutu population extremist Tutsis
dominate now the nation politically, socially, economically and culturally this
is true in the fact that for 20 years of the ongoing genocide.
Due to the tyranny of their reign which eventually led to the infamous coup in 1980 to liberate/overthrow the country from RPF rule and return the power to the Indigenous Liberians which constitute the majority of the nation's population. The effects of RPF rule thereafter that resulted after the 1994 tragic events and the start of the genocide against the majority Hutus was that many of the Hutu population still suffer from the apartheid, discrimination and genocide for already 2 decades and that there is much socio-political and economic oppression that lead to permanent ethnic tensions and threats which lead to the subsequent Hutu genocide and the destruction of the Hutu community's economy leading Rwanda to currently being the most impoverished nation in the world with about 85% (Hutus living in rural areas) of the society's population living below the international poverty line despite the praise of Kagame’s efforts to have boosted the Rwandan economy which unfortunately is limited to Kigali capital of Rwanda as the majority population known as Hutus were forced to leave all towns and forced to go and live in the rural areas where they don’t have possibilities and opportunities to go to school.

much attention in a country where the Tutsi minority rule oppresses the Hutu
majority and the key issue is to bring back democratic values, justice and
peace in the country where genocide has been launched and cannot be ended
without ending the minority rule through free elections supervised by the world
community with the representatives of all political opponent parties.

Above all, Mr. Tito Rutaremara, one of the RPF leaders has given details about RPF infiltration methods in Habyarimana's all instances, how assassinations, disappearances, mass-slaughters across Rwanda have been carried out from the local autority to the government,fabricated lies that have been used by Gacaca courts as weapon, the ICTR in which RPF had infiltrators like Joseph Ngarambe, an International court biased judgments & condemnations targeting Hutu ethnic members in contraversal strategy compared to the ICTR establishment to pursue in justice those accountable for crimes between 1993 to 2003 and Mapping Report ignored and classified to protect the Rwandan Nazis under the RPF embrella .
