Targeting dissidents abroad
One of the more worrying aspects of Racepoint’s objectives
was to “Educate and correct the ill informed and factually
incorrect information perpetuated by certain groups of expatriates
and NGOs,” including, presumably, the critiques
of the crackdown on dissent among political opponents
overseas.
This should be seen in the context of accusations
that Rwanda has plotted to kill dissidents abroad. A
recent investigation by the Globe and Mail claims, “Rwandan
exiles in both South Africa and Belgium – speaking in clandestine meetings in secure locations because of their fears of attack – gave detailed accounts of being recruited to assassinate critics of President Kagame….
Ways To Get Rid of Kagame
How to proceed for revolution in Rwanda:
- The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
- Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
- Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
- Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
- The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
- The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).

How to Dismantle Kagame’s regime makes 8 key recommendations:
1. Regional diplomacy. U.N. Special Envoy Said Djinnit should continue to proactively make
clear that Paul Kagame is the real barrier to peace and relations between
Rwanda and South Africa as well as relations between Rwanda and Tanzania. The
aim should be to forge regional consensus for both targeted military operations
and urgently-needed non-military measures to neutralize the Kagame, RPF death
squads, the Museveni’s aid and relations with RPF.
2. Cutting
off Kagame’s political and economic lifelines, including lootings of
Congolese mineral resources and enslaving of Hutu ethnic members. U.S. and UN representatives should bolster the Virunga
National Park rangers’ (also known as The Congolese Institute for Nature
Conservation, or ICCN) plans to to help
Hutu rebels supplying help from
the Hutu mapopulation, the majority of Rwandans from Virunga National Park to Ruhengeri and
Byumba prefectures.
3. Accountability for Kagame, RPF, Clinton and Blair’s
fake organizations. U.N. and U.S.
diplomats should escalate pressure on regional organizations like SADEC, UA,
EAC and ICGLR organizations to investigate, suspend, and indict Rwandan and
Ugandan military officers and civilians who are suspected of collaborating to
create conflicts in the region with the aim of decimating the Hutu community, which
represents the majority population of Rwanda. The issue should be placed on the
agendas of the ICGLR high-level talks and the U.N. Security Council. Such
collaboration is a major issue, because it enables the rebels to avoid attacks
and resupply.
4. Work to apprehend Kagame and RPF military and
civilians leaders, responsible of the 1994 Rwandan genocide and encourage
public indictments. UN Special Envoy
Said Djinnit, U.S. Special Envoy Russ Feingold, and Angolan President José dos
Santos should urge MONUSCO, the United States, UK, Uganda and the Congolese government to cooperate with
the International Criminal Court, apprehend Kagame and RDF soldiers, ask for arresting
M23 leaders inside Rwanda and Uganda as well, Kagame’s family members , RPF
members and RPF government, and strengthen the case against him.
5. Third-country resettlement. Concrete regional resettlement options should be
developed for RDFcombattants who are not indicted for atrocity crimes and who would
help the regime change in Rwanda. Such offers should include the protective
measures necessary to encourage increased defection.
6. Interior Hutu and Tutsis. Djinnit, Feingold, and Kobler should work with the
U.N. High Commissioner for Refugees (UNHCR) to explain Kagame’s plan of
destroying the Hutu majority and make sure that the Hutu refugees are protected
elsewhere in eastern Congo, in
Africa and elsewhere in the world. The envoys should also ensure that MONUSCO provides security for the camps but also helps the Hutu refugees to get back to their country of origin without being threatened by the current RPF government, institutions, national and local structures.

7. The UN, the European Union
should help Rwandans to dismantle the RPF regime by refusing to help Kagame to change
the Rwandan constitution or to be replaced by his cousins and or his family members.

create a new regional culture of fairness, equal opportunity and prosperity to

[Since 1994, the world witnesses the horrifying Tutsi
minority (14%) ethnic domination, the Tutsi minority ethnic rule with an iron
hand, tyranny and corruption in Rwanda. The current government has been
characterized by the total impunity of RPF criminals, the Tutsi economic
monopoly, the Tutsi militaristic domination, and the brutal suppression of the
rights of the majority of the Rwandan people (85% are Hutus) and mass arrests
of Hutus by the RPF criminal organization =>AS International]
Why Are
Rwandans Disappearing?

vanished in April. A primary school teacher, she was last seen settling in for
the three-hour bus ride from the Rwandan border town of Gisenyi to Kigali, the
capital. She called a friend once she got into town: Someone from the government
wanted to see her. She would drop by his office before heading home.
Ms. Uwamahoro’s name is now on a list of
missing people included in a new Human Rights Watch
report on a series of politically
motivated detentions and disappearances in Rwanda since mid-March. Human Rights Watch attributes the disappearances
to sweeps by the army and the police targeting people suspected of being
critical of the government, and cites 14 cases in one district alone.
The
assistant commissioner of police, Damas Gatare, said in an official statement that the report was
“baseless,” but specified that “some people” had in fact been “apprehended” on
suspicion of belonging to the Democratic Forces for the Liberation of Rwanda,
an armed group composed of fugitives from the 1994 genocide and based in the Democratic Republic of Congo. Traveling to Congo on
business or to visit relatives could be enough to cause a person to fall under
suspicion, according to anecdotes in the report. The State Department expressed concern and urged a return to
“due process of law.” But President Paul Kagame
remained defiant, saying at a recent state function: “We will continue to
arrest more suspects and if possible shoot in broad daylight those who intend
to destabilize our country.”
To observers with
years of experience in the country, Mr. Kagame’s stance is no surprise.
American censure, on the other hand, comes as a breath of fresh air.
The “genocide guilt card” has been
played expertly from Mr. Kagame on down. Nearly $800 million flows into Rwandan
government coffers every year from foreign donors still haunted by images of
discarded machetes released after the genocide of half a million people 20
years ago. Mr. Kagame continues to be regularly celebrated at American
universities and black-tie events in Aspen and Davos, where he is presented as
a visionary committed to radical economic modernity.
To be fair, some progress has been made.
Rwanda’s gross domestic product has grown since 2001 at an estimated annual
rate of 7 percent. Literacy rates have soared, while fertility rates have
plummeted. Alone in the Great Lakes region of Africa, the country has a
national health care policy that provides coverage for less than $100 per
person per year. Once a dusty, garbage-strewn city, Kigali is now a bustling
metropolis with soaring glass buildings separated by vast stretches of
manicured grass.
But as the report by Human Rights Watch
makes clear, something unsettling is happening beneath this shiny surface.
In January, the BBC
reported that Mr. Kagame’s former intelligence chief Patrick Karegeya, who had
fled to South Africa and was advising intelligence officials there, was found strangled in
Johannesburg. The brazen murder led to the expulsion of three
Rwandan diplomats from South Africa.
Mr. Kagame officially denied involvement, but the BBC reported that he remarked
soon afterward at a prayer meeting, “You can’t betray Rwanda and not get
punished for it.”
In the 20 years since the genocide, Mr.
Kagame and the governing Rwandan Patriotic Front have built an excellent public
relations machinery portraying the ruling Tutsi elite as the “good guys” who
put an end to the genocide and the faceless Hutu masses as the “bad guys” who
did the bulk of the killing. But research conducted by numerous respected
scholars, among them Timothy Longman at Boston University and Brian Endless at
the University of Chicago, shows that Rwandans of all ethnicities were caught
up in the violence. Human rights groups have found that the R.P.F. killed many
Rwandans before, during and after the 1994 genocide.
Many Rwanda scholars
share the conviction that the R.P.F.’s disinformation campaign predates the
genocide, and that its first public relations coup came on the night of April
6, 1994, when the plane carrying President Juvénal Habyarimana was shot down
over Kigali, triggering the massacre.
At the time, suspicion fell on the
R.P.F. The former chief of the Rwandan Army under Mr. Kagame, Kayumba Nyamwasa,
who is currently in exile in South Africa, said in a telephone interview that
Mr. Kagame’s order to shoot down the plane was “an open secret” known to
“everyone who was in the army at the time.” In the space of 90 days, however,
that assumption was replaced with a conspiracy theory laying the blame with
Hutu extremists determined to get the genocide underway.
The result is that the distortion has become the truth. Only the French, who had their own troubled history of interference in Rwanda, have formally accused Mr. Kagame of shooting down Mr. Habyarimana’s plane. Americans, both in government and in the reception lines at events where Mr. Kagame speaks, have been keen to support a government that claims to represent the victims of the genocide, without realizing that no alternative narrative has been allowed to emerge, creating a vacuum in which Rwandan citizens are now demonstrably at risk.
“A few unidentified individuals have
been released” since the Human Rights Watch report, said Carina Tertsakian, a
researcher for the rights organization. But for any genuine change to occur in
a dictatorship as entrenched as Rwanda’s has proved to be, donors will have to
apply strong and sustained pressure. The United States alone provides over $200
million in bilateral aid a year. It should make every penny conditional on receiving
an accounting of every person who has been detained, apprehended or otherwise
disappeared, and insist on confirmation by local and international monitoring
groups. Until that happens, Rwandans just don’t know who may be next.

Mon vieux Jacky,
Cela fait un bail que nous n’avons pas eu l’occasion de causer ! La dernière fois, ce devait être à l’été 1993. Comme d’habitude, à la veille d’un voyage en Falcon 50, tu étais passé dans les bureaux de l’attaché de défense à Kigali. Moi, je revenais d’Arusha…nous avons échangé nos points de vue sur la situation générale et, surtout, sur la probabilité que ton zinc soit abattu par un missile.
Depuis 1990, tu venais régulièrement prendre la température avant chaque mission. Nous savions tous, et toi le premier, qu’ils avaient abattu un Islander dans le parc de l’Akagera puis un hélico Gazelle. Nous savions que les FAR avaient ramassé sur le terrain des morceaux de SA 16 abandonnés par l’APR: nous avions avec beaucoup de difficultés identifié les morceaux de ce matériel soviétique mal connu de nous : un système de refroidissement puis un tube sans sa poignée de tir…... Depuis 1990 nous étions inquiets.
Il me revient qu’un soir d’été où ma famille partait pour la France, je suis monté sur le toit de l’aéroport Grégoire Kayibanda pour suivre leur aviondes yeux. Les bruits étaient alarmants et dans la journée, avec le chef d’escale et le pilote, nous avions réfléchi à la meilleure façon dont ce Boeing dépourvu de leurres pourrait bien éviter un tir éventuel de missile. Le lourd et lent virage à droite qu’il a opéré dès qu’il a quitté le sol était sans doute bon pour le moral de ceux qui s’inquiétaient mais il n’aurait sans doute rien évité. Ce soir-là, après un gros soupir de soulagement (temporaire) nous avons dormi tranquille.
Puis, je suis rentré en France et toi, tu as poursuivi ton job de pilote ! A Kigali, après les accords d’Arusha, après les assassinats d’hommes politiques, la tension était de plus en plus vive, les rancœurs exacerbées et la paix s’éloignait chaque jour. Bruno m’a dit que Jean-Pierre lui avait écrit, que vous réfléchissiez aux meilleurs manœuvres d’évitement d’un missile…
Les bruits se précisant sur la présence de missiles au sein du bataillon FPR installé au CND, vous avez demandé à l’Attaché de défense de vérifier qu’il n’en était rien auprès de la MINUAR qui avait en charge d’empêcher cela….Bien sûr la MINUAR l’a rassuré : elle était là pour ça : rassurer pendant que Kagame se préparait. Elle n’était pas là pour empêcher quoi que ce soit et surtout pas pour empêcher ça. D’ailleurs elle avait avalisé l’interdiction d’utiliser la piste dans le sens Ouest-Est. Comme cela tout le monde savait de quel côté ton avion se présenterait sur la piste !
Et puis voilà : la dernière fois que je t’ai vu, tu étais dans ton cercueil posé sur un tréteau dans un hangar de Dugny. Françoise pleurait… On a accroché un ruban rouge sur ce costume qui t’allait si mal …quelques bonnes paroles. Fin de l’histoire !
Aujourd’hui, on reparle de toi….ou plutôt, au nom de ta mort, on demande des choses à la justice française. On pourrait s’attendre à ce que, en ton nom, on exige la vérité sur tes assassins mais c’est apparemment de tout autre chose qu’il s’agit.
Je ne sais pas si, là où tu es, tu te préoccupes encore de ce qui se trame à Kigali. L’affaire est somme toute assez simple. Kagame qui n’a pas réussi encore à échapper totalement à l’histoire redoute par-dessus tout que les quelques sept ou huit officiers de sa garde rapprochée qui ont été mis en examen dans ton assassinat soient renvoyés devant la Cour d’Assises avant 2017. Après 2017, il s’en fout un peu mais, avant ce serait grave parce que cela compromettrait sa réélection (pour un troisième mandat malgré la constitution qui limite à deux mandats consécutifs ceux qui peuvent être exercés par le même criminel de guerre). Il a tout essayé pour obtenir un non-lieu. Il a multiplié les assassinats, tentatives d’assassinats et autres enlèvement des témoins susceptibles d’apporter les preuves de sa culpabilité. Il a fait faire des expertises bidons par les militaires anglais de l’université militaire de Cranfield que son copain Tony BLAIR avait mis à sa disposition. Il a même réussi à ce que ces « experts » militaires anglais supervisent le travail des juges français et de leurs « experts » lorsque ceux-ci ont enfin cédé à sa demande de venir « travailler » au Rwanda.
Mais, malgré toutes ces magouilles, malgré la mort « inespérée » de la plupart des membres du commando qui a abattu ton avion, le dossier d’instruction reste accablant et les magistrats n’ont pas pu jusque-là délivrer l’ordonnance de non-lieu tant espérée. Ils n’ont pas pu le faire même à l’époque – lointaine incontestablement – où le gouvernement français acquis à la cause de Kagame via ses meilleurs alliés, les pressait de le faire ! Et la dernière affaire Ben Barka - pardon l’affaire Gafirita – que tu as du voir arriver il y a peu au paradis des victimes de Kagame (j’espère que vous n’êtes pas trop serrés parce que ça commence à faire beaucoup ?) - n’a pas vraiment milité pour le non-lieu souhaité par Kagame. Alors il fallait trouver autre-chose.
La dernière trouvaille pour renvoyer ce procès aux calendes grecques faute de pouvoir désormais l’empêcher - chacun sait que les calendes grecques commencent après la réélection de Kagame en 2017 – serait de demander la déclassification des documents secret défense français ! Si, si, tu as bien lu : les documents français ! Les mis en examen sont rwandais, voire ougandais par moment quand ça les arrange, ils étaient commandés par Kagame, soutenu par l’Ouganda, la Grande Bretagne et les Etats Unis, sans parler des autres, mais c’est dans les archives françaises que l’on souhaite aller chercher on se demande bien quoi ! Et comme on ne sait pas ce qu’on cherche, voire comme on sait déjà qu’il n’y a rien à trouver, puisque tout a été mis sur la table depuis des années, on pourra discuter à l’infini. Vous avez dit dilatoire ?
Ce serait amusant si cela ne se faisait pas, parait-il, en ton nom. Voilà pour moi le comble du cynisme : réclamer au nom d’une victime que soit recherché le moyen de ne pas juger ceux que tout accuse d’être ses assassins !
Voilà mon pauvre Jacky, je voulais te dire ces quelques petites choses. Certes ces turpitudes terrestres n’empêcheront rien. Et tu dois bien rigoler en te disant que, quoi que nous fassions ici-bas, l’œil sera dans la tombe et regardera Kagame. Mais je voulais que tu saches que nous sommes encore quelques-uns à penser à toi, à Jean-Pierre et à Pépé et à toutes les victimes, blanches et noires, tutsi ou hutu, voire métis (au fait quand on est né d’un père hutu et d’une mère tutsi, ou l’inverse, on est quoi ? rwandais sans doute, non ? Toi qui sait tout là-haut, peux-tu me dire de quel côté du génocide on a compté ceux-là ?).
Et certains soirs comme celui-ci, je me demande pour qui il faut le plus prier : pour ceux qui sont morts ou pour ceux qui instrumentalisent les morts.

After suffering THE LONG years, telling the world that Kagame and his RPF criminal organization masterminded the Rwandan genocide that they later recalled Genocide against Tutsis. Our lives were nothing but suffering these last 32 years beginning from October 1st, 1990 onwards. We are calling the United States of America, United Kingdom, Japan, and Great Britain in particular, France, Belgium, Netherlands and Germany to return to hidden classified archives and support Honorable Tito Rutaremara's recent statement about What really happened in Rwanda before, during and after 1994 across the country and how methodically the Rwandan Genocide has been masterminded by Paul Kagame, the Rwandan Hitler. Above all, Mr. Tito Rutaremara, one of the RPF leaders has given details about RPF infiltration methods in Habyarimana's all instances, how assassinations, disappearances, mass-slaughters across Rwanda have been carried out from the local autority to the government,fabricated lies that have been used by Gacaca courts as weapon, the ICTR in which RPF had infiltrators like Joseph Ngarambe, an International court biased judgments & condemnations targeting Hutu ethnic members in contraversal strategy compared to the ICTR establishment to pursue in justice those accountable for crimes between 1993 to 2003 and Mapping Report ignored and classified to protect the Rwandan Nazis under the RPF embrella . You will end up hurting yourself and wasting your precious time. Don't always think of revenging, just let things go and move on with your life.
