  2. Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
  3. Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.

Beni-Lubero Online (BLO) : Bonjour Papa ! Vous êtes un déplacé de Miriki, au Sud de Lubero. Pouvez-vous nous dire plus sur vous-mêmes et sur la situation humanitaire qui prévaut actuellement à Miriki?


Laze Muliwavyo (LM) : Je m’appelle Lazard Muliwavyo. Dans ma famille et dans mon village de Miriki on m’appelle Laze. Je suis né à Miriki et j’ai grandi à Miriki avec mes frères et sœurs, cousins et cousines. Mais Aujourd’hui Miriki est souvent attaqué nuitamment par des militaires !


BLO : C’est donc les attaques nocturnes qui vous ont poussé à partir de Miriki pour vous retrouver aujourd’hui à Katwa-Butembo ?


LM : Oui ! Mon village était attaqué et j’ai tout perdu (Larmes aux yeux). J’ai tout perdu, tout… Ma fille cadette du nom de VINDU a été brûlée, violée par neuf militaires, découpée à la machette. Elle est morte (Larmes aux Yeux, Silence.

Puis touchant dans la poche de sa chemise, il y sort une photo qu’il me montre) Voyez quelle mort horrible a été infligée à ma fille cadette VINDU (Larmes aux Yeux, Silence).

BLO : Papa Laze, « pole sana » pour la perte de votre fille. Mes condoléances Papa Laze! (Pause) Papa Laze, Pole sana ! Quel âge avait votre fille ?


L.M. : Elle avait 24 ans. C’était la cadette, la seule qui restait encore à la maison avec moi.

BLO : Je suis désolée papa Laze pour la perte de votre fille VINDU !


L.M : (Larmes aux yeux) !


BLO : Mais qui avait attaqué votre village et pourquoi ?


L.M. : (Larmes aux Yeux) Je ne sais pas pourquoi Miriki a été attaqué, incendié! Depuis un an, nous apprenions que les villages du côté de Rutshuru et de Masisi étaient incendiés, et ses habitants tués. Nous avions appris que plusieurs jeunes garçons et filles qui étaient tués dans leurs maisons à Kiwanja…


BLO : Peux-tu nous raconter l’incendie de votre village »


LM : C’était un certain mardi, du retour du champ, les enfants du village ont raconté que, de leur retour de l’école, dans les après-midi, certaines personnes non identifiées arrivées dans une Jeep, sillonnaient notre village demandant aux gens de quitter le village à cause de l’insécurité, et des vagues d’incendies dans les localités voisines.

Mais le chef (Kapita) de notre village nous a demandé de ne pas quitter le village car certains commençaient déjà à emballer leurs effets pour aller passer la nuit dans la brousse. Durant toute la nuit suivante, tous les hommes et garçons du village avions veillé à l’extérieur autour de trois grands « VIRIKO » (c’est-à-dire trois foyers de feu).

Nous avions fait de même le lendemain mais rien n’était arrivé. Le 3ième jour, nous avions baissé la garde pensant que la menace était passée. Cette nuit de l’attaque, chacun était parti dormir dans sa maison. Vers 1 heure du matin, nous avons subitement été réveillés par le feu sur nos cases.



BLO : Comment avez-vous réussi à vous sauver de votre case en feu ?


L.M : C’était la débandade ! La première chose que j’ai faite c’était d’ouvrir ma petite fenêtre car les assaillants avaient mis le feu à la porte d’entrée pour qu’il soit impossible pour nous de sortir.

Comme la fenêtre était trop petite, j’étais obligé d’utiliser une hache pour faire une grande ouverture. La chaleur et la fumée se répandaient trop vite. Pendant que je me démenais pour créer une voie de sortie, une grande flamme est tombée sur ma fille VINDU qui suffoquait déjà dans une fumée épaisse.

Malgré ses multiples brulures, ma fille était sortie la première. Il faisait très sombre à l’extérieur et on ne savait pas de quel côté étaient les assaillants. Mais nous n’avions pas d’autre choix que de sortir pour nous sauver du feu et de la fumée. Nous nous sommes retrouvés dans la bananeraie, ayant abandonné tout ce que nous avions dans la maison en feu.



BLO : Et votre épouse, où était-elle ?


L.M : J’ai perdu mon épouse il y a 8 huit ans ! (Larmes aux yeux)


BLO : Ma compassion Papa Laze ! (Pause) Et les voisins du village !


L.M. : C’était la débandade. Notre village est en plus de 95% construit en paille. C’est ainsi qu’on ne voyait plus que du feu, et de partout on entendait des cris, des gémissements, et des pleurs de parents qui cherchaient leurs enfants, ou des enfants qui cherchaient leurs parents, etc.


BLO : Quand vous êtes sorti de votre maison en feu, aviez-vous vu les assaillants ?


L.M. : Personnellement je ne les avais pas vus. Mais certains papas du village disent les avoir vu de leurs propres yeux pendant qu’ils mettaient du feu sur les cases. Les assaillants auraient ensuite disparus dans l’obscurité.


BLO : Qu’étaient-ils d’après ceux qui les avaient vus ?


L.M : Ils ont dit que c’était des hommes en tenues militaires des Fardc dont certains parlaient kinyarwanda et d’autres parlaient une espèce de Kiswahili, prononçant des « l » comme des « r ».


BLO : D’après vous, pourquoi ces militaires avaient-ils incendié votre village?

L.M. : Nous ne savons pas pourquoi. Avant les opérations militaires conjointes «Umoja wetu » nous apprenions que les refugiés Hutu rwandais appelés FDLR qui occupaient militairement la localité de Miriki étaient appelés à retourner chez eux au Rwanda et que s’ils ne voulaient pas, les militaires congolais viendraient les arrêter pour les forcer de rentrer au Rwanda.

Quand les militaires de « Umoja Wetu » sont arrivés à Miriki en février, ils nous ont dit qu’ils étaient à la recherche des FDLR et des Mai-Mai. Certains nous intimidaient en disant que nous étions des amis des FDLR, que nous cachions les FDLR dans nos maisons, etc.

On leur disait que les FDLR qui vivaient dans la localité de Miriki avaient tous fui et que nous ne savions pas où ils étaient partis. On apprenait par oui dire qu’ils étaient retournés chez eux au Rwanda. Depuis février, notre village était patrouillé par ces militaires du CNDP en uniforme FARDC.



BLO : Comment saviez-vous qu’ils étaient du CNDP ?


L.M. : Eux-mêmes nous le disaient. Ils disaient qu’ils avaient gagné leur guerre et que leur prochaine cible était les Hutu rwandais qui se cachaient dans nos maisons et dans nos champs.


BLO : Depuis février jusqu’au jour de l’incendie de votre village, comment se comportaient ces anciens militaires du CNDP ?


L.M. : Ils se comportaient comme les militaires avec arrogance, demandant aux chefs des villages de leur donner à manger, à boire, rodant autour de nos filles, et interrogeaient les garçons sur les relations avec les FDLR et les Mai-Mai, etc. Malgré que leur présence était menaçante, avec quelques exactions ici et là, nos maisons n’avaient pas encore été brûlées et nos enfants massacrés et découpés à la machette [pause]. Les assassinats dont on attendait parlé se passaient sur les routes, dans les villages reculés, loin de Miriki.


BLO : Pourquoi les militaires du CNDP déployés à Miriki depuis février n’avaient-ils pas repoussé les assaillants qui sont venus brûlé votre village ?


L.M : Trois jours avant l’incendie de notre village, tous les militaires du CNDP avaient disparu de Miriki. C’est après leur départ que des gens inconnus étaient venus au village la journée pendant que j’étais au champ pour dire que notre village allait être incendié et qu’il fallait tous quitter le village pour un camp des déplacés que certains ONG internationales apprêteraient pour nous, etc.

C’est vers 3h du matin, deux heures après le début de l’incendie de Miriki que plusieurs militaires sont revenus au village déjà consumé par le feu. Nous étions dans les parages et nous les avons vus venir. Mais au lieu d’éteindre le feu, nous les avons vus mettre du feu sur quelques maisons qui n’avaient pas encore été incendiées.
BLO : Vous m’avez montré la photo de votre fille que vous avez perdue pendant cette nuit de l’attaque. Qu’est-ce qui s’était passé car vous étiez déjà sortis sains et saufs de votre maison ?
L.M. : Nous étions tous dans la brousse à quelque pas de ma bananeraie. Vers 4h du matin, ma fille cadette VINDU qui était déjà brûlée lors de notre sortie de la maison, a voulu aller voir si ces habits et les vivres de son petit commerce pouvaient être sauvés. Elle était tellement troublée qu’elle n’avait plus de rien. Arrivée dans la bananeraie, elle a vu des hommes qui trainaient derrière eux mes sept chèvres.

Pensant que c’étaient quelques garçons du village qui profitaient de l’incendie pour voler, elle a crié au voleur. Du coup, les 9 militaires qui volaient les chèvres ont sauté sur elle avant de la violer un à un. Le dernier à la violer est celui qui la découpa pèle mêle à la machette avant de la laisser pour morte dans un fleuve de sang. Après les neuf assaillants sont partis !


BLO : Où étiez-vous en ce moment là?
L.M. : J’étais dans ma cachette ! Quand j’ai vu que ma fille tardait à revenir, je suis allé à sa recherche. Arrivé dans ma bananeraie, j’étais tombé évanoui en le voyant gisant dans son sang. Malgré ses blessures, elle a dit « Papa » ! (Larmes aux yeux).

Avec difficulté, elle me demandait à boire. Ensuite, elle me demandait de panser ses plaies. Elle était souffrante ! Je ne savais par où commencer pour lui venir en aide. Elle m’a raconté son calvaire, que certains de ses neuf violeurs l’avaient reconnu et lui disaient : « Urikuwa natukatara mchana, sasa utarara na siye» (Littéralement : Tu ne refusais la journée, maintenant tu vas dormir avec nous). Après, elle n’avait plus de force.

Toute la brousse autour du village était calme comme un cimetière en ses petites heures du matin. Il faisait froid ! Les voisins du village n’étaient pas loin mais ils ne parlaient pas. Ils étaient sous le choc ! Je ne savais pas où trouver de l’aide pour amener ma fille ensanglantée à l’hôpital. Mais quel hôpital car tout le village était vidé de ses habitants ! (Larmes aux yeux) Je ne savais rien faire d’autre que lui tenir par le bras, essaya de refermer ses vives plaies dont certaines ne saignaient plus car il n’y avait plus de sang dans son corps.

J’ai vu ma fille mourir. Sa dernière parole fut « Papa je souffre » Vers 6 h du matin, elle succomba à ses blessures par manque de secours ! Depuis sa mort, je ne suis plus une personne normale. Toute ma vie dépendait d’elle depuis la mort de sa mère. Pour avoir assisté sans intervenir à son calvaire, je ne suis plus moi-même. Son image me hante partout !
BLO : Pole sana Papa Laze !


L.M. : Ma fille VINDU est morte parce qu’elle voulait sauver ce qu’elle pouvait sauver. Elle travaillait beaucoup et n’avait pas compris pourquoi elle pouvait tout perdre tout ce qu’elle avait dans l’incendie. Elle était courageuse !
BLO : Pole sana Papa Laze ! (Silence) Comment êtes-vous arrivé à Katwa/Butembo et pourquoi Butembo ?


L.M : Après l’enterrement de ma fille dans la bananeraie où était massacrée, je ne pouvais pas vivre dans ce village. En tant que veuf, je n’avais plus de famille à Miriki. Je voulais m’éloigner un peu car j’étais troublé. Tout mon bétail avait été emporté par les militaires rwandais. Mes champs ont été dévastés, ma fille Vindu, ma cadette avec qui on luttait pour la vie n’était plus là.

Mes autres enfants sont aussi dans la zone rouge du sud de Lubero. J’ai quitté Miriki sans regarder en arrière. Le calvaire de ma fille me hante nuit et jour. Pendant six jours j’ai marché, mendiant de quoi manger dans les villages où je passais la nuit.

Deux fois j’ai passé la nuit dans la brousse car j’avais peur de passer la nuit dans les villages en maisons de paille, craignant qu’ils ne subissent le sort de Miriki la nuit. Après six jours, je suis arrivé à Butembo épuisé physiquement mais surtout moralement.
BLO : Je comprends votre souffrance Papa Laze. (Silence) Pouvez-vous me dire pourquoi vous avez choisi Butembo, et plus spécialement KATWA ?


L.M. : Je suis venu à Butembo chez le fils de mon grand frère. Je ne pouvais pas aller chez mes enfants qui restent à Luofu et à Kanyabayonga car là aussi les rwandais brûlent les maisons.

BLO : Depuis que vous êtes arrivé à Katwa, comment se passe votre séjour ?


L.M. : Tout se passe bien. Je suis content de l’accueil que j’ai reçu chez mon fils qui partage le peu qu’il a avec moi et mes petits-fils.
BLO : Que fait votre fils à Katwa ?
L.M. : Il est « bombeur » (transporteur du parking) en ville. Sa femme fait des travaux de champs dans la périphérie de Katwa. Comme je suis habitué aux travaux des champs, je suis entrain de l’aider un peu. Entretemps, mon fils me cherche un petit boulot pour que je gagne un peu d’argent pour me refaire une vie. Je ferais tout travail qu’il me trouvera, même s’il s’agit de couper la pelouse, sentinelle, travail dans une ferme, etc.
BLO : Comptez-vous retourner dans votre village ?
L.M : Oui, Je voudrais bien, mais il faudra attendre qu’il y ait la securité. Je voudrais y retourner pour faire le deuil de ma fille VINDU ! Je voudrais pleurer sur la tombe où nous l’avions enterrée.

Le fait d’avoir abandonnée à Miriki la tombe de mon épouse et celle de ma fille VINDU, me tracasse. Depuis que je suis à Butembo, je n’ai jamais bien dormi à cause de toutes ces pensées qui m’assaillent à tout moment. J’ai toujours peur qu’on ne brûle la maison où je dors même si elle est en tôle.

BLO : Avez-vous quelques nouvelles de Miriki ?
L.M. : Oui j’ai quelques nouvelles. Certaines familles y sont retournées mais y vivent toujours en insécurité. Ceux qui ont trouvé des moyens auraient reconstruit leurs maisons. Mais moi, je n’ai pas encore de moyens pour reconstruire ma maison.

BLO : Savez-vous que la Caritas du Diocèse est entrain d’aider les victimes des incendies du Sud de Lubero ?
L.M.: J’ai attendu parler de cette aide une fois ici à Butembo. D’après les nouvelles, il semble que plusieurs personnes ont déjà bénéficié de cette aide. Si ma fille n’était pas massacrée, c’est elle qui se serait déjà battue pour accéder à cette aide. Une fois apaisée, je verrais comment entrer en contact avec la Caritas !
BLO : Merci beaucoup Papa Laze d’avoir partagé avec nous votre calvaire et celui des populations congolaises de Miriki. Tout en vous présentant mes condoléances pour la mort de votre fille, je vous prie de dire le mot de la fin, ou de donner un message à nos lecteurs.
L.M. : Je n’ai pas d’autre message que de dire aux autorités de l’Etat que nous souffrons sans savoir pourquoi et que leur silence et leur inaction nous tuent doublement. Nous avions voté pour elles en 2006 parce qu’on disait que le vote mettrait fin à la guerre.

Mais le vote a amené plus de souffrance et nous ne voyons plus ceux que nous avions élus et qui nous avez promis la paix et la securité. (Pause). La securité est l’aide dont nous avons besoin aujourd’hui. Le reste nous le trouverons nous-mêmes par le travail de nos mains.

Such men like James Muson, Jack Nziza, James Kabarebe, Dr. Ndahiro, Charles Kayonga, and the list continues, have unlimited powers which they actually further 'delegate' to individuals who also construct their own power bases.



It is this phenomena, which because it flows along the 'natural' line of 'Tutsis', that people refer to as Tutsi dominance in Rwanda. I am afraid, it is not every Tutsi but to the extent that Kagame is merely looking on while the ordinary people suffer, then it may be perceived as the policy of his regime.


Yeah, it is interesting to look at the list of Ministers, diplomats, senior officers in the army and police, General Secretaries, Governors, MPs, Senators, Chair Persons and members of national Commissions, Mayors, Directors at every level, among other leaders in the country. There are hadly Hutus and Twas! I tend to think this uneven distribution of power among the different tribes of Rwanda might make it difficult for Rwandans to work together.


Corruption in Rwanda!!! Kagame is 'lucky' in the sense that there is no vibrant civil society in the country that can make much noise about corruption in the country. He has also managed to control the media to the extent that everything written in the news papers must be in favour of the regime. Otherwise, it is difficult to get to anything in Rwanda if you do not belong to 'the power house'. Kagame, please work on that.

Kagame should also accept that there are many of his army officers and many civilians (i.e. Tutsis) who killed the Hutus. Mass graves of the Hutu who were killed exist throughout the country.

If these people are never tried, the Hutus will not feel a sense of Justice and so, this will remain a fundamental problem for generations to come. Kagame should be open, and create an environmnet in which a South African like Truth and Reconciliation Commission will develop and operate.
Kagame should involve the Hutus and Twas as equal shareholders in the administration of the State.
Kagme should allow his viable and robust political opponents to exist without fear or intimidation in the country; he should allow the Rwandan civil society to develop. Politics of manipulation should be played down by his regime Rwandans should not resort to war.

Any and all politicians in Rwanda should denounce violence and war, then work hard to make sure that the different ethnic groups are recognised and empowered.



I am Tutsi myself. I fought the war and did a lot to stop the genocide. I agree that the 1994 genocide was planed by selfish politicians in the region as well as some politicians in Europe. If you asked me to tell you why I fell out with Kagame, my simple answer is that I thought Kagame was going to usher in fundamental change.

This did not happen. I wanted him to democratize Rwanda. I wanted him to reduce the powers of the president, I wanted him to go beyond ethnic divisions, I wanted him to unite Rwandans. This he failed. First, it became a principle that any Tutsi army officer who got involved with or married a Hutu lady was either killed or the relationship was frustrated. This was done with Kagame's approval.

What is interesting is that the game Kagame is playing against the Hutu and Twa is the very game the Hutu will play against the Tutsi when they also reorganize and come to power. You wait, it wont take too long! The good thing is that it looks like Radio Katwe is here to stay and the very people who defend Kagame will be the very people complaining when their turn comes.

It is true there are no identity cards indicating who is Tutsi, Hutu or Twa. But frankly speaking, is there any sober person who has ever lived in Rwanda under Kagame that would say there is no discrimination? True, discrimination in Rwanda is now done secretly unlike before the Genocide.

For example, let us mention the two camps that are the masters of appointments in Rwanda namely the James Musoni and the Dr. Ndahiro camps. Who can qualify through either of these camps for appointment if he/she is not Tutsi? No doubt there are some Hutus in "strategic" places.

But let us be open, do such people like the Prime Minister, the Speaker of Parliament, the Minister of defense, etc, all of whom are Hutu, make any crucial decision? It is even clear from their facial expression that they are insecure. Some Tutsi young boys are real the controllers of these seemingly strong men. Friends ... let us be frank. Kagame regime must change or else, when the Hutu finally take power, the Tutsi should be prepared to be treated the same way.

There is a problem in Kigali under Kagame, every thing that comes up, they will immediately go to their defensive. Every body who tries to say something contrary to the "correct line" is immediately referred to as a killer!

By the way, do you know how many people we as RPA killed in Byumba and in many other places? Why isn't this also talked about openly? Do you know how many Hutu that were killed by RPA?! Do you know how many Tutsi have been killed by Kagame? Dont just blindly defend Kagame, he is a killer!! This he knows himself.

He even ever asked us in some senior officers' meeting "what will happen when the world comes to know everything we did?" Do you think France and Spain are stupid? Those guys are right. The only mistake they did is that their list of wanted RPA officers is short. Also, the list does not include Tutsi civilians who killed. Otherwise Kagame is a killer!

The common belief that Kagame does not stomach corruption, wait a moment! All the names of people like Kalegeya and others, whom Kagame allegedly "dealt with" for corruption are simply sacrifices. It is because they disagreed with the guy ( Kagame) on the way forwards for the administration of the state.

The real corrupt people who accept to do business for Kagame are never bothered! Consider James Musoni, Dr. Ndahiro, Nziza, among others. The good thing with Kagame, and as some writer referred to him as being good at creating a positive image of himself in public is that when one opposes him, he will get rid of that person under pretext of "fighting corruption".

What about Kagame's wife? Do you know how corrupt she is? What about the Charles Kayongas, James, etc.. these are extremely corrupt guys.

Just pray that there is a change in Kagame's approach or let us us pray for a bloodless regime change in Kigali.

2010 Rwanda Presidential Election - Rud-Urunana will not Participate in such Sham Process as the coalition of the Rally for Unity and Democracy (RUD-Urunana) and The Rassemblement du Peuple Rwandais (RPR) has stated publically, our respective organizations will neither participate in the upcoming presidential elections nor support any candidate in the next year electoral process organized the Kigali’s regime.

We are strongly of the opinion that the upcoming electoral process will neither be free nor fair therefore failing the basic and fundamental principles in a free and democratic society.


As it has been stated recently by several personalities including Secretary of State Hillary R. Clinton in her speech before the Council on Foreign Relations and more recently at one of her african stops, ruling democratically shall not be limited to holding elections.

But it is important that a democratic system "also requires strong institutions like an independent judiciary, an independent and free press, the protection of minority rights …" We may also add that a democratic society shall foster a vibrant political opposition.



Based on these self-evident principles, the current rwandan regime is far from meeting any of these requirements. Although, above the surface, the rwandan government trumpets its achievements, a great majority of rwandans live in abject poverty and endemic famine. More importantly, they have been denied their basic fundamental human rights.

Hundreds of thousands of rwandan citizens are languishing without charges in squalid prisons for more than a decade while being denied due process. The justice system is rigged with incompetent and corrupt judiciary.

By administering unfair and inequitable trials, the so-called Gacaca courts have become more an instrument of repression, intimidation, and coercion than a tool to heal the rwandan society.



As per the current Constitution, all the political parties have to be members of the “Forum des Partis” that is managed and tightly controlled by the Rwandan Patriotic Front (RPF). Therefore, how can any candidate pretend to run for office when he/she has to report to the “Forum des Partis” that, in return, is supporting the RPF candidate?

It is fair to point out that there is no viable internal political opposition since any challenge to Rwandan Patriotic Front (RPF) and Paul Kagame's rule has been met with fierce repression. If not killed or thrown in prison, the only other option opposition leaders or ordinary citizens

irrespective of their ethnicity have, consist of accepting the RPF hegemony or going into exile.
The right of lawful dissent has been systematically denied to rwandans; hence, anyone who dares to criticize
Paul Kagame's regime is quickly labeled as "genocidaire, negationist, and/or revisionist" . More recently, the regime has come up with an ingenious scheme to silence any person perceived as a threat: what it
takes is to label the individual as "harboring a genocidaire ideology".


Such labels are enough to have someone killed, disappear without a trace, or thrown in prison without any recourse.There is no viable free press, since any journalist who challenges the official doctrine or unearths corruption practices of the regime cronies is thrown in prison or elects to go into exile.

Recent accounts of
Rwandans who fled their homeland are very reveling. The entire economy is in hands of occult operators that are linked one way or another to the RPF or to the Akazu of Kagame's cronies who control, manage, and allocate the meager country resources while pillaging resources of the Democratic Republic of Congo (DRC).


No one should be above the law. From its inception, our organization has consistently advocated that all Hutus, Tutsis, and Twas criminals, irrespective of their ethnic background and/or political affiliation should be persecuted for their deeds. However, it is apparent that to date, the current justice system has been mainly set up to settle scores with the Hutu population.

Our organizations would like to remind that no later than February 6, 2008, Fernando Andeu, a Spanish judge, has indicted forty (40) rwandan army officers on several counts of genocide, human rights violations, and terrorism.

The judge decision was based on detailed accounts of eyewitnesses and was carefully made after several years of painstaking investigation that resulted in unearthing damning evidence that incriminated Paul Kagame, President of Rwanda, and his senior Rwandan military leadership.

These indictments indicate clearly that Paul Kagame and his cronies were engaged willfully and knowingly in committing horrible crimes against Rwandans, Congolese, as well as foreign nationals. In any other jurisdiction, any person indicted on
such grave accounts would not be allowed to run for office.



The executive interference in the functioning of the judiciary is blatant. Recently, in the north of the country, a person was recently stripped of his properties that were given to an individual who returned from exile. This decision was made by a local administrative council controlled by the RPF that overruled previous court decisions.


Shockingly, these repetitive judiciary decisions were all in favor of the defendant. Such executive intrusion indicates clearly that no matter what is done around the country, no decision can be made without the
RPF, Paul Kagame and his cronies blessing.



There are indications that throughout the country, numerous citizen have been obligated to join and adhere to the RPF. Any one who refuses and/or hesitates may be subjected to imprisonment by the Gacaca courts, disappearance or assassination.

All Rwandan citizens irrespective of their ethnic backgrounds live constantly in fear and despair since coercion and intimidation are part of the “modus operandi” of the

Kagame’s regime.

Such strategy was advised to ensure the outcome of the next year polls as was the 2003 presidential election. However, the Kigali’s regime has to show to its supporters and the International
Community a pluralistic slate of candidates in the upcoming process.



That’s why the regime has launched concerted efforts to lure several candidates even if the latter don’t stand any chances.


Since the upcoming election can not be qualified of free nor fair, the coalition RUD-Urunana and RPR will not take part in such distorted process that is aimed to legitimate an oppressive and anti-democratic regime.

In addition, our coalition does not and will not support any candidate who engages in such process. Our organizations will continue to call upon Rwandan people and the International Community to pressure
the Rwandan Government to engage in a constructive Inter-Rwandan Dialogue with the opposition and the civil society.

Only this Dialogue will ensure the establishment of political institutions that are genuinely representative of the Rwandan society and will form the foundation of a transparent political transition.

Without such a Dialogue and whatever the outcome of these upcoming presidential elections, the rwandan political situation will not get better as long as the political opposition would be either be silenced and/or sidelined.

According to official sources here in Kigali, the Rwandan government has recently hired international experts to fight against the leaders of RUD-Urunana in Europe and North America.

These leaders include, but are not limited to, Dr. Felicien Kanyamibwa and Dr. Augustin Dukuze.


These international experts recently won the contract following an offer launched by the Rwandan Government on June 22, 2009 and ended on July 24, 2009 with a substantial amount of $400,000 per 6 months. The contract is indefinitely renewable and the budget is estimated at 1 million dollars a year.

The offer was launched by Jean Sayinzoga, the Chairman of Rwanda Demobilisation and Reintegration Commission (RDRC), under an order titled “Recruitment of International Sensitisation consultant No. 02/CS/RDRC/09.

The offer clearly states that RUD-Urunana in North America is the enemy number one of the Rwandan Government. According to the offer, RUD-Urunana has been targeted because of "the critically detrimental role played by the RUD-Urunana's leaders abroad, particularly in Europe and North America, in sustaining the armed movements on the ground, in projecting a powerful image of the opposition abroad and in promoting their goals internationally... RUD-Urunana reflects a policy to seek alliances and support abroad from foreign governments, regional and international organizations, the media, the church and Non-Governmental Organizations (NGOs), through misinformation and deception".

The leaders of RUD-Urunana in North America, especially Dr. Felicien Kanyamibwa and Dr. Augustin Dukuze are particularly targeted in this contract.

This contract, which is aimed at thwarting political activities of RUD-Urunana by specifically targeting its leaders, reveals at least three important things in the Rwandan political arena:

1-Our (Rwandan) government is desperate and ready to do everything in its power so that it can keep its head above the waters.


2-RUD-Urunana may have valuable secrets that we (Rwandans) do not know, but such secrets are absolutely well known by the RPF secret services.

3-As someone has already said it before, Dr. Felicien Kanyamibwa is actually much better political strategist than all RPF leaders combined.


Ultimately, our (Rwandan) government finally recognizes that RUD-Urunana represents the biggest political threat to current regime in Kigali both diplomatically and politically. This threat is mostly linked to current diplomatic and political problems, but also many problems in the media!

If I were one of the targeted individuals i.e. Dr. Felicien Kanyamibwa or Dr. Augustin Dukuze, I will immediately take extra cautions.


Let us follow closely this confrontation between the son of Mugogwe, Kanyamibwa, and his half-brothers and/or cousins within the RPF.

KAMPALA, 11 septembre (Xinhua) -- Le gouvernement ougandais a ordonné la fermeture de trois autres stations de radio, les accusant d'inciter à la violence. Au total quatre radios ont donc été suspendues suite aux émeutes de la capitale qui ont fait au moins quatre morts.

Kabakumba Masiko, ministre ougandais de l'Information, a annoncé cette décision concernant les radios Suubi FM, Akaboozi Kubiri et Radio Sapientia, en compagnie de l'inspecteur général de la police Kale Kayihura.

"Ces stations de radio ont violé les règlements de l'émission. Elles mobilisent et incitent les populations aux émeutes", a-t-il déclaré.

"Les violences et l'anarchie ont été précédées par les émissions inflammatoires et sectaires de ces stations de radio, qui ont incité systématiquement les auditeurs à provoquer des chaos et des destructions" , a-t-il affirmé.

Les émeutes ont éclaté jeudi dans plusieurs parties de Kampala et ces banlieues, après que des médias eurent annoncé l'arrestation du Premier ministre du royaume du Buganda qui, selon la presse locale, prépare la visite du roi du Buganda, Ronald Mwenda Mutebi II, dans la région de Kayunga, à 45 km au nord-est de la capitale.

La police aurait empêché le haut responsable du Buganda d'aller dans cette région pour raisons de sécurité, car une faction ethnique séparatiste, Banyala, rejette l'autorité du roi du Buganda.

Jeudi, les autorités avaient déjà interdit l'émission de la radio, Central Broadcasting Service, sur deux fréquences. Celle-ci appartient partiellement au royaume du Buganda.

Les émeutes ont commencé par des barrages dressés sur les routes, au centre de la capitale comme dans les banlieues, avant de se transformer en pillage des boutiques, mise à feu des véhicules et de postes de police, et attaques contre les civils et les agents de police.

La police a réagi avec l'appui de l'armée, en faisant usage de gaz lacrymogène pour dispercer les émeutiers à Kampala. La vie normale a repris vendredi.

"Dans les émeutes, quatre personnes ont trouvé la mort dans des circonstances qui font l'objet d'une enquête", a déclaré Masiko. Certains médias locaux annoncent dix morts et des dizaines de blessés.

Par ailleurs, la police a déclaré vendredi que le déplacement du roi du Buganda, prévu samedi, ne sera pas autorisé.

"Nous l'avons invité à annuler son voyage. Cette décision est basée sur les raisons de sécurité", a affirmé le général Kayihura.

Il a également mis en garde les manifestants contre des attaques visant les officiers et postes de la police ainsi que les étangres.

"Nous ne pouvons pas laisser cela continuer. Nous allons tirer sur tous ceux qui tentent d'attaquer et incendier nos locaux", a-t- il averti.

En Ouganda, les royaumes traditionnels avaient été interdits en 1966 par l'ancier dirigeant Milton Obote. Au début des années 1990, le président Yoweri Museveni en a restauré quatre, comme institutions culturelles. Le Buganda est le plus grand des royaumes traditionnels de l'Ouganda actuel, qui occupe le centre du pays, y compris la région de la capitale. KAMPALA (Reuters) - Gunshots rang out in the Ugandan capital Kampala Friday and at least three people were killed as security forces clashed with rioters for a second day.

The violence has been triggered by land and power disputes between President Yoweri Museveni's government and leaders of Buganda, one of the country's four ancient kingdoms.

The largely cultural and ceremonial monarch of Buganda, Kabaka Ronald Mutebi, plans to visit the flashpoint town of Kayunga Saturday, making more bloodshed likely.
A spokesman for Kampala's main Mulago Hospital said three people were killed Friday. Deputy police spokesman Richard Musesi told Reuters 50 had been admitted to hospital and about the same number arrested.
Among the dead was a teen-ager who had been shot in the head and was wrapped in a shawl, surrounded by sobbing relatives. Witnesses said he and another young man were killed by security forces riding armored personnel carriers.
"This kid was not in the protest. They shot him in a shop," the boy's mother told Reuters. She did not give her name.

Kampala's streets were mostly deserted, and thick plumes of black smoke from burning tires rose over the city's hills. Police said four people had been killed Thursday in similar clashes, but denied using excessive force.

Two foreign exchange dealers told Reuters the market was shrugging off the violence. The Ugandan shilling was little changed from Thursday at 1,960 versus the dollar.
The inspector general of police, Major General Kale Kayihura, decried "hooliganism" and "senseless lawlessness" also afflicting other towns in central Uganda.
In a statement, he said the violence was preceded by inflammatory and sectarian broadcasts by CBS Radio, which is owned by the kingdom of Buganda, and said anyone who wanted to cause chaos or disrupt the peace would be dealt with decisively.
CBS Radio was taken off air Thursday, and Friday the authorities closed three more stations they accused of inciting violence: Suubi FM, Radio Sapientia and Radio Two Akabooza.
