  2. Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
  3. Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
  4. Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
  5. The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
  6. The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).

Everybody remembers the blazing sword cutting the night with the indelible sign of Zorro. On the contrary, General Kagame, the Rwandan serial killer,  mass murderer and the still president of Rwanda is not a hero as his allies and accomplices Bill Clinton and Tony Blair have cynically presented him to the world.
 

General Kagame is not  championing the cause of the oppressed, He's stopped the genocide he masterminded, planed and used to seize power in Rwanda. However, He did not stop it because the planed genocide went on with the mass-murder as a pretext of revenge in the Kibeho death camp, the Rwandan Auschwitz and later in the refugee camps in  DRC.

General Kagame still believes he is harder to capture. The RPF rebels assassinated the inhabitants of Ruhengeri and Byumba prefectures in that horrifying way. Throughout the country, the RPF death squad, Kagame's SS are the infamous "Abagizi ba nabi", the "unknown criminals" particularly in the 1993, in January, February and March 1994 before Kagame launched the war against peace April 6, 1994.
 

They had to kill multiple times and they left some kind of markings on their victims bodies (Hutu men and women and children) to distinguish themselves  and most importantly to oblige their relatives and neighbors to flee the region.
 
On such a cynical exercise, pro RPF media wrote it was a Tutsi woman and the perpetrator, the Hutu ex-FAR.

When a long train of abuses, human rights violations and crimes (by shooting innocent Hutu women and chidren, drowning, burying alive innocent men, women and children , stabbing, torture of those Hutu girls and their brothers, beating them, mass-raping those Hutu small girls and their mums, suffocation, starvation, exposure, poison, crushing, and other countless ways that lives can be wiped out, Kagame and his RPF have killed their unarmed and helpless fellow citizens and congolese people only because they happen to be born Hutus.

Those determined to exterminate Hutus have been at it a long time. It is good to look back at history (at least from the 1990 RPF illegal invasion) while events were unfolding to see how we got where we are today :

Some regimes, like Rwanda, with rigged elections, call themselves “democratic,” claiming to act on behalf of the people and for their benefit. In reality, the interest such regimes invariably serve is their own power and privilege.
Here below General Paul Kagame is so proud for having murdered his predecessor. Why then should we wait for any kind of investigation results? It's bloody clear that he Himself was behind the tragedy, A crime against peace.

How can we trust a commission that invites the bloody dictator known for his arrogance in exterminating the human kind?

Any individual who values truth more than lies, who keeps truth alive in his or her heart, despite all efforts to dislodge it from its ethical moorings, is more powerful than even the most advanced weapons systems. Truth emerges unscathed from the rubble of fallen empire as immutable as an inviolable law of nature. Nothing can bring it down because it is real.

The invitation of the Rwandan dictator tells the European citizen that our representative does nothing but being associated to RPF and Paul Kagame’s criminal acts, including but not limited to, Conspiracy, Fraud, whitewashing of RCD and CNDP, whitewashing of crimes Kagame and RPF, money laundry, etc following the mass-slaughters of those kids, women and men only because they happen to be born Hutu people.

Yet still cynics insist that democracy is unsuitable for Rwandans, that the serial killer mand mastermind of the Rwandan genocide has the right to oppress, assassinate, and send Hutu women to mass-rape by RDF soldiers being in the Congo or from the Democratic Republic of the Congo as heroes.



Injustice anywhere is a threat to justice everywhere


Democracy means government treating citizens as adults, not children: knowing what’s best for everyone else.The world must know the shameful coverup of RPF crimes inside Rwanda and in the congo as well.


For that reason, African survivors International refuse to be silent:


How long have we heard about such statements: the wrong people winning elections; the wrong people running the country. Some of RPF backers, individuals or organizations should stop prejudicing Hutus. The prejudice and lies to type Hutus led to the genocide we all witnessed. African SurViVors International believes that  mono-ethnic army will always lead to repression and everlasting instability. What should be done is a quite dialogue that should result in power-sharing between all ethnic groups in Rwanda (Hutu-Tutsi and Twa).


Given the horrifying reality of permanent fears (of being not being protected against RDF, LDF, MP and CID) of the majority of Rwandans and considering that the RPF coward regime refuses to listen to the Rwandan citizens and the international community, African SurViVors Is open to all options that would help Rwandans to reconcile including the desarmament of RDF, LDF militias, CID and DMI RPF SS and Gestapo to bring hope back to the majority of Rwandans. Other options that are aimed to enslave one of the ethnic group will absolutely lead to failure. Asking for total destruction of FDLR is not an optimazed solution to reosolve the Rwandan issue. All is about eradicating impunity no matter from which ethnic group you're from. To cut off all possibilities of the Hutu majority to defend itself doesn't help at all. The minority rule will always be repressive and that is unacceptable.
That is the reason why ASI condemns the ICG biased statements that are only aimed to fuel up tensions between Hutu and Tutsi Rwandan and Congolese ethnic groups.


To make it clear: Even in the context of the German Nazi: the Nazis never got more than about 40 percent in a free election, and seized total power by force. => Have a look at the 2003 and 2009 Rwandan elections. European observers were suspicious for not telling the Truth on the last rigged elections:
Straightforward political rights of free elections, free speech, rule of law, and protection against arbitrary punishment can be honored without taking anything any life away from anybody. Unfortunantely, the UK and US government did nothing to warn the Rwandan military Junta on the worsening of the situation at all levels in Rwanda before, during and after August 2010 elections.
Can we agree that people my get assassinated and mass-murdered in the name of economic choices? No way. Except in Rwanda, nowhere is free speech unaffordable. Except in Rwanda, nowhere are straightforward civil and human rights unaffordable...

Government is itself subject to law, open, and transparent; there is a basic trust between government and citizens.
That’s what democracy really is; it’s not just a political system, it’s a cultural system. And societies that develop it don’t elect Hitlers and don’t do all the nasty things that are common to undemocratic regimes. Genuine democracy does not make nations dangerous. Paul Kagame is dangerous and has made Rwanda more dangerous.
A democratic civil society, in contrast, is one with pluralism, rule of law, private property, minority rights, free expression, and decisions made with broad popular participation and debate.

So,...the simple cross-question that remains is, "How can a "People" defend themselves against Tyranny, if they are not allowed to undergo Arms?".


In other words, how you think Rwandans can defend themselves against Kagame’s tyrannical regime if they are prevented from organizing themselves to get arms. Those who are refusing freedom to Rwandans are likely suggesting that Rwandans should throw themselves in front of Kagame’s tanks and get willing to die for freedom...If Rwandans have an idea that they can then they can.

With forethought, General Paul Kagame publicly condemned Genocide, yet ordered Generals Kabarebe and Nyamwasa, Ibingira, Nziza, Nkunda, Ntaganda, Mutebusi, Ruberwa, bizima Karaha, Nyarugabo, etc to establish brothels for RPF, RCD, CNDP soldiers, to use Akandoyi, mass-rape those Hutu women and small girls. General Paul Kagame established one moral code for RDF and Local defense forces and another for himself, one that allowed him to rape five up to nine-year-old Hutu children besides their mums.

Yet, how many of you today dream of such a thing for your little daughters? And if not, how can you convince Rwandan and Congolese Hutu victims that you are different from General Paul Kagame while you invite him to come and see you? It’s all about the deadly conspiracy against Rwandan and Congolese people.
African SurViVors International sustain the idea that RPF victims be given the opportunity not only to be heard, but also to get access to Justice with all implications relating to an international Tribunal that should  help reconciliation between Hutu and Tutsi. We are for Justice for all victims. More than 20 experienced investigators participated in the inquiry.     The Rwandan dictator Paul Kagame threatens to undermine the World Community effors by taking Rwandans hostage... mass-slautering them and...making the situation worse if he's indicted. Kagame is accused of crimes against Humanity and of war crimes  and  of most probable genocide. His reaction : "We pull out". Ridiculous. That is blackmail pure and simple and another sign of political hooliganism.

The world should know we went through the great loss of losing our relatives. It has affected our lives a lot. All of RPF and Kagame’s crimes live now in a dark world. Kagame giving orders to exterminate the hutu people
Because of this person's atrocities and crimes, my life has totally changed. I am not the same person I used to be. A part of me is still out there searching for her. Sometimes I see someone that looks like her and it shocks me. I can't shake the manner of her death.
I live in fear now because of how she was murdered. When I hear a scream it gives me an image of her screaming and begging for her life. Our family is living in an ongoing nightmare.
It seems to be never-ending, there is no way that this has not affected my life.
The Red Cross did not so much to help and stop her exaction and gangbang rape for one reason that “she was not at work at that moment”, according to the International Red Cross Representative in Rwanda, in a letter to me. Anyway, I know she was also a mother who loved her one-year-old son Nshuti and her other two daughters, Diane, 6 years old and Julie, 8 years old. I have been forced into seclusion after the UNHCR refused me to help me furthering my PhD studies in Toronto while I was in at the UNHCR compound in goma, trusting no one, even those close to me at times. I have found my name in media and books, feel I am trapped no matter where I go. It is hard to talk about, it is hard not to talk about, I have so much anger. => A Rwandan survivor’s confession.

Back in 2002, we used to be able to meet with the families of some of the other victims and that gave us a chance to express our feelings and concerns. But some of us got on. That outlet has also evaporated. Another source of stress that has (been on) us is the long time it takes before General Paul Kagame and other RPF criminals from the Rwandan military Junta got arrested and brought to justice.. Intentionally. Paul Kagame ordered their extermination.
Charles Kizito Bwanakweli disappeared in '97, January 23rd and we have never find out for sure what had happened to him until NOW. All this waiting takes a terrible toll on me, on our family and on our mental well-being".
Stop being lazy and ask the inevitable questions: Why Should Paul kagame use the Tutsi massacres during the Rwandan genocide? Why Paul Kagame doesn't heisitate to humiliate his backers? From where comes the arrogance knowing that he's the architect of the Rwandan genocide?
Interior Tutsis were used to be the bridge for Paul Kagame to not only seize power in a bloody coup d'Etat in Rwanda but also to remain on in office.
Stop believing Kagame’s Big Lie. The majority of Rwandans: Kagame's implacable enemy.
We think You are the only hope the world has of crushing the Big Lie. RPF criminals AND and sympathizers cannot stop it.
Our weapon is truth. First, we must love and respect all of the Rwandan and Congolese victims, no matter which ethnic group they are from. Just like many others, enough to learn the truth; then you must love your neighbor enough to share that truth.
Hitler murdered those who opposed him, so did and still does Paul Kagame.
Hitler killed countless millions on the battlefields and in his extermination camps in six years, Paul kagame did it since 1990 up to now. Officially, from 1993 up to 2003 for oknown reasons according to the UN mapping Report.

The same world community’s silence that allowed the Rwandan dictator Gen. Kagame to run for the last presidential elections in August 2010, keeps inviting him whie he assassinated a journalist and the Rwandan Greens opposition leader.
The action was disastrous for millions of Hutu survivors’ communities in both Rwanda and Congo... The United States with the policy of regime change should help African SurVivors International and other Human rights organizations to isolate HIM. Reason:
Years of Genocide: 1990 -1998 plus isolated assassinations, bloody repression, prisons-containers, disappearances and forced hungry.
This is not the first time that the Rwandan dictator Paul Kagame's actions have been shrouded in controversy. According to African SurViVors International and different human rights organizations both in Rwanda and internationally, Paul Kagame has long been known as one of the worst human rights abusers in Africa, and his RPF government presided over some of the worst acts of genocide in the African Great Lakes Region history. Congo’s dirty war produced more casualties than the world war II.

Additionally, ASI is Not only waiting for reports from academic specialists in that specific places of the massacres but also for the creation of International criminal court with priority no 1 RPF criminals which will fulfill the investigations on the RPF crimes committed against Rwandan Hutu returnees, Congolese Hutu and Hutu refugees.  
These reports will provide important information on the context of the massacres and will be used to show patterns in the RPF systematic killings.

The Human Right Watch and Amnesty International recently released report s highlighting the steady increase of violent human rights in Rwanda with assassinations, and free speech permanent violations, ASI reported violent deaths over the current year in Congo, nation-wide, culminating in 25 homicides of tutsi survivors across Rwanda in order to shift the blame on the Hutu. Most recently, the silencing of several prominent journalists has added to the atmosphere of repression in the country.


Rwanda president, Kagame, uses its military and intelligence services to silence any opponent and kills its own people. In the past the military was used to massacre the refugee camps inside Rwanda such as Kibeho and outside Rwanda such as Congo according to many independent reports. Since then Rwanda has been using its military and intelligence to kill opponent wherever they are on earth (Seth Sendashonga in Kenya, Kayumba nyamwasa in South Africa and many mysterious disappearance of innocent people inside or outside Rwanda.
The outcome is quite easy to predict, when no other candidates are allowed to campaign.



This lack of faith in the judicial system, along with the system's limited capacity for investigation and prosecution, has serious implications for the genocide cases against Paul Kagame and RPF criminal organization.


Given the current human rights climate in Rwanda, the witnesses' families are in constant danger. Recently many of key witnesses in the case of disappearances haves been subject to acts of intimidation and death threats.

All in all, the regime uses the Stalinist crime of “divisionism” as a pretext to silence and prosecute any critic who dares question its policies or the state sanctioned version of the 1994 conflict.
Unsurprisingly, the intimidation extends to international institutions. President Clinton supported the effort to create an international war crimes tribunal to mete out justice for perpetrators and victims alike.
International Support is Essential to arrest Paul Kagame and Not to humiliate his victims.
According to ASI Founding Director Jean-Christophe Nizeyimana, international support is essential for issuing international arrest warrant and convicting General Kagame in the light of Bechir, the Sudanese President even though crimes committed by GeneralKagame have no comparison to those committed by HItler, Pol Pot, Stalin or Mussolini.


There is nodenying that Paul Kagame, the acting president of Rwanda is one of the most brutal dictators the US has ever supported.
Kagame came to power with the help of former US President Bill Clinton in 1994. He is accused of the deaths of millions of Hutus and systematic massacre of interior Tutsis of harassment and systematic torture of his political opponents. Clinton provided Kagame with millions of dollars in annual military aid and trained RPF secret police, known as the DMI, CID and LDF.




After assassinating his predecessor and President of Rwanda Juvenal Habyarimana, General Paul Kagame turned Rwanda into a police state and created his private Gestapo, MP, CID and DMI, that created dungeons all around Rwanda and outside of it, that engaged in waves of ethnic cleansing against Hutu intellectuals and businessmen. We happened to discover totally by chance, to stumble on the files of Paul Kagame political police, thousands and thousands of documents, death certificates, spying reports, that give the names of thousands of people who died in detention.
  Kagame is believed to have a reputation for brutality. Adding to the assassination of American tourists in Rwindi Park in Congo, he recently assassinated a journalist and a political opponent.
The Kagame case is an inspiration to victims around the world, who say, well, wait a second, we have a legal tool that we can use to bring to justice people who seemed out of the reach of justice.

The world community still has not actually moved forward to support Spain to trial the Rwandan bloody dictator even though the Spanish judge disposes enough proofs to indict Him.


Every morning, Rwandan and Congolese survivors and victims have to knock on the free world’s walls like this.
Victims-survivors tell us how they were living in different prisons. They saw all kinds of torture including Akandoyi, the RPF torture’s trademark (see the picture here above). They saw how their cell mates died. From one day to the next, they would just be dying of torture, in which their arms and legs are tied behind their back until they’re paralyzed.
Rwandan survivors are to mourn their dead. Paul Kagame must be brought to trial. We want a monument for the dead Hutu, Tutsi, Spanish, Canadian, American tourists for those who were tortured to death by the RPF death squads, MP,DMI, CID and local defense forces (LDF).

Paul Kagame assassinated, mass-murdered using RPF rapists as a weapon to humiliate the Hutu ethnic group members inside and outside Rwanda.... and still goes ahead by killing Rwandans and Congolese Hutu. Who doesn’t remember the military police land rover pickup truck every morning in Kigali, from the prison to the Nyabugogo cemetery? Nyabugogo butchery has really became the Nyabugogo butchery.
We know what we are talking about, we were there. “If they called you between 1:00 a.m. and 3:30 a.m., it was to be executed. If it was after 3:30 a.m., it was for torture. I was tortured from 7:00 a.m. until 6:00 p.m. the RPF soldier tortured me with his own hands. The soldier was a monster. He put cigarettes on my hands. Prisoners and detainees were and still are held in the Salt Pit.
Were they picking up people who were involved in political organizations, or they were just picking up anyone off the streets?

We will not give up. This is not the time to cry. This is not the time to cry. The death of many of our parents will be avenged. There must be justice for this. Justice! Justice! We want justice. We will win.
It could be a very important historical precedent, because unlike the cases that are before the International Criminal Court or the Sierra Leone court, this doesn’t depend on an international institution or the United Nations. This case, like the Pinochet case, was filed by the victims, who are the architects of this effort. And it means, you know, that the precedent is all that much greater, because it’s a tool in the hands of victims and human rights organizations.



Because in addition to filing the cases Unfortunately, the current president of Rwanda is the most bloody, bloodthirsty tyrant that our planet has ever hosted. Since 1994, Rwanda is no longer a state—it’s not a democracy, it’s not a state of law.


For everyone who has lived this kind of situation, they need to know that as long as Paul Kagame is not brought to justice, psychologically, morally, we are not healed, and that remains in our heads.

1. (S/NF) This cable provides the full text of the new National HUMINT Collection Directive (NHCD) on African Great Lakes (paragraph 3-end) as well as a request for continued DOS reporting of biographic information relating to DROC, Burundi, and Rwanda (paragraph 2).


A. (S/NF) The NHCD below supersedes the NHCD contained in Ref C and reflects the results of a recent Washington review of reporting and collection needs announced in Ref B focused on African Great Lakes. The review produced a comprehensive list of strategic priorities (paragraph 3) and reporting and collection needs (paragraph 4) intended to guide participating USG agencies as they allocate resources and update plans to collect information on African Great Lakes. We thank Kigali for its Ref A input. The priorities should also serve as a useful tool to help the Embassy manage reporting and collection, including formulation of Mission Strategic Plans (MSPs).


B. (S/NF) This NHCD is compliant with the National Intelligence Priorities Framework (NIPF), which was established in response to NSPD-26 of February 24, 2003. If needed, GRPO can provide further background on the NIPF and the use of NIPF abbreviations (shown in parentheses following each sub-issue below) in NHCDs.


C. (S/NF) Important information often is available to non-State members of the Country Team whose agencies participated in the review of this National HUMINT Collection Directive. COMs, DCMs, and State reporting officers can assist by coordinating with other Country Team members to encourage relevant reporting through their own or State Department channels. I am Jean-Christophe Nizeyimana, an Economist, Content Manager, and EDI Expert, driven by a passion for human rights activism. With a deep commitment to advancing human rights in Africa, particularly in the Great Lakes region, I established this blog following firsthand experiences with human rights violations in Rwanda and in the DRC (formerly Zaïre) as well. After suffering THE LONG years, telling the world that Kagame and his RPF criminal organization masterminded the Rwandan genocide that they later recalled Genocide against Tutsis. Our lives were nothing but suffering these last 32 years beginning from October 1st, 1990 onwards. We are calling the United States of America, United Kingdom, Japan, and Great Britain in particular, France, Belgium, Netherlands and Germany to return to hidden classified archives and support Honorable Tito Rutaremara's recent statement about What really happened in Rwanda before, during and after 1994 across the country and how methodically the Rwandan Genocide has been masterminded by Paul Kagame, the Rwandan Hitler. Above all, Mr. Tito Rutaremara, one of the RPF leaders has given details about RPF infiltration methods in Habyarimana's all instances, how assassinations, disappearances, mass-slaughters across Rwanda have been carried out from the local autority to the government,fabricated lies that have been used by Gacaca courts as weapon, the ICTR in which RPF had infiltrators like Joseph Ngarambe, an International court biased judgments & condemnations targeting Hutu ethnic members in contraversal strategy compared to the ICTR establishment to pursue in justice those accountable for crimes between 1993 to 2003 and Mapping Report ignored and classified to protect the Rwandan Nazis under the RPF embrella .
