exiles in both South Africa and Belgium – speaking in clandestine meetings in secure locations because of their fears of attack – gave detailed accounts of being recruited to assassinate critics of President Kagame….

How to proceed for revolution in Rwanda:
- The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
- Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
- Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
- Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
- The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
- The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).

Since 1994, the world witnesses the horrifying Tutsi minority (14%) ethnic domination, the Tutsi minority ethnic rule with an iron hand, tyranny and corruption in Rwanda. The current government has been characterized by the total impunity of RPF criminals, the Tutsi economic monopoly, the Tutsi militaristic domination, and the brutal suppression of the rights of the majority of the Rwandan people (85% are Hutus)and mass arrests of Hutus by the RPF criminal organization =>AS International]
It is with dismay we are strongly opposing the said UN military operation against hundreds of
thousands of Hutus refugees in Democratic Republic of Congo (DRC) to be taken on 2nd January 2015. With the support of the United States of America (USA) to RPF (Rwanda Patriotic Front) criminal machine since 1990s up to now, Rwandan regime led by super-criminal dictator Paul Kagame has recently again threatened and pledged to continue the systematic extermination of Hutus refugees languishing in the forests of DR Congo as well as Congolese people by crossing the borders of DRC.
The USA through their mouthpiece Russell D. Feingold, the USA special envoy for the Great Lakes Region and Central Africa has again drilled into the media that the failure for FDLR (Forces Démocratiques pour la Libération du Rwanda) Hutus refugees to disarm will result in its extermination by the United Nations military mission in DRC, MONUSCO. For all these reasons, Coalition of Rwandanpolitical parties (CPC) hereby state the following:· FDLR has never failed to lay down its weapons for peaceful and political struggle; it is still demanding negotiation with Rwandan criminal regime for dignified repatriation of hundreds of thousands of refugees it protected from extermination. And UN, USA and the world in general should pressurize Rwandan regime to come to peaceful table with its opponents instead of calling to massacre refugees.· We strongly condemn the United Nations to perpetually cover and back up the criminal dictatorial regime of Kigali and allow the continuation of systematic massacres of the Hutus refugees in DRC.
· If UN continues to act cowardly this way by threatening to kill refugees it is supposed to protect instead supports criminal dictators, it is a gang related and controlled institution which must be dissolved.
· We reiterate our call to African Union, SADC,ICGLR… and all other real leaders, freedom fighters and peacemakers worldwide to come together to take this long humanity crisis of great lakes region as their matter because it needs to be resolved peacefully but not martially.
· We strongly call all Rwandans and Congolese people as well as fellow Africans to stand for their unity and denounce any kind of imperialism because it has always shown lack of the basics of human rights protection but the killing machine.
· We strongly support FDLR as a member of CPC through FCLR –Ubumwe (Front Commun pour la Liberation du Rwanda) and hundreds of thousands of refugees it has protected from extermination for over two decades for its peaceful struggle by demanding political dialogue with Rwandan regime. CPC promises to always stand with it and all Rwandan refugees no matter what plight situation. If it means to die we will die together fighting for our human dignity and inalienable fundamental human rights deprived by RPF criminal dictatorial regime but at the same time stay strong because we are not to die but to live, our cause is supported by Almighty God.
The Truth can be buried and stomped into the ground where none can see, yet eventually it will, like a seed, break through the surface once again far more potent than ever, and Nothing can stop it. The Rwanda Youth for Leadership and Change Initiative (RY4LCI) strongly condemns the United States of America (USA) for its inconsistent and fallacious behavior opposing the long-lasting pacification of the Great Lakes Region of Africa by SADC (Southern African Countries Development Community) initiative and FDLR (Democratic Forces for Liberation of Rwanda) bravery to peacefully finding solutions through negotiations with Rwandan dictatorial regime led by war criminal and genocidaire President Paul Kagame.

Following the recent speech of President Obama’s special envoy to central Africa Russell Feingold at the USA president’s summit with African leaders in Washington; “We have to get rid of the FDLR, not so much because of their military capacity, but because of what they represent and the destabilizing effect that they have with regard to relations with Rwanda. That is our top priority,” he said. “I’ve been involved with efforts to communicate to them that it’s time for them to surrender. That they will be attacked militarily if they don’t. That there will be no political dialogue,” he also added.
The latter utterances show that the USA is undermining the values of democracy, freedom and peace in Africa as well as worldwide by supporting the malicious ideas and acts of dictatorship in Africa where it denies political dialogue between FDLR and Kigali dictatorial regime of president Paul Kagame. It appears bizarre for the USA which urged Democratic Republic of Congo to have political talks with the defeated M23 rebels who were fully supported by Rwanda and Uganda, and now it denies the political dialogue between Rwanda and FDLR for regional pacification.
This is a shame on the USA to intimidate the FDLR by continuing to help the Rwandan regime to exterminate these Hutus refugees, survivors of Rwanda RPF (Rwanda Patriotic Front) regime massacres in its systematic extermination of Hutu ethnic group people. These are abandoned refugees by international community in the forests of Democratic Republic Congo and when they found they were to be completely exterminated by the RPF army, they formed FDLR (Democratic Forces for Liberation of Rwanda) a politico-military party in order to protect themselves against these RPF systematic and sponsored massacres against Hutus, and also to find how to help to return these refugees in their home country with dignity.
FDLR does not advocate for only these refugees hunted by Tutsis RPF regime in the forests of DR Congo for over two decades but also for other Hutus refugees scattered in African countries like the Central African Republic, Congo Brazaville, Zambia, Malawi, Uganda, Mozambique, Zimbabwe… as well as worldwide in general. These refugees are living in plight conditions with no international aid for basic subsistence, health or education. They are abandoned and everyone knows that the Rwandan regime has extensively propagandized that these Hutus are genocidaires and that they don’t deserve any international help. Instead they must return in Rwanda to be tortured, oppressed, imprisoned and killed.
It is a shame on the International community to have abandoned Rwandans and partnered with the dictatorial regime of President Kagame, hence helping him to make Rwanda increasingly divisive, oppressive, bloodstained and totalitarian than any other regime in its history.
For over the last 20 years, the UN and different human rights organizations have released many documented reports on how the President Kagame’s regime has committed war crimes, crimes against humanity and crimes of genocide against Hutus inside and outside Rwanda, and against Congolese where more than 6 million people perished. Those reports were half released, hidden, thrown in the cupboards of UN Offices or probably suppressed because the current regime in Rwanda is backed by USA and UK who are allied Kagame clique’s system instead of partnering Rwandans which is in contrary to what USA president Obama preaches where he said that “Africa does not need strong men, it needs strong institutions”.
Disregard of the Hutus massacred in 1994 and before, aftermath until now more than 1 million Hutus in Rwanda and Congo were exterminated by the Tutsi RPF regime and no justice for them. More than 6 million Congolese Bantus were perished in great lakes region. The UN Mapping report released in 2010 explains more on these systematic extermination and ethnic cleansing by the RPF/RPA regime. The USA knows all these but as Nelson Mandela once said; “it doesn’t care for human atrocities, as it is visible to everyone.”
The Rwandan regime is dictatorial, there are no basic fundamental human rights; rights to freedom, rights to speak your mind, rights of peaceful assembly, rights to mourn Hutus massacred by RPF, rights to equal justice, etc. There is no democracy, no equality, and no reconciliation, there is no rule of law. With lack of all these qualities, USA and other supporters of this clique ruling Rwanda want no negotiations for regional pacification. This is so absurd that USA supported M23 rebel’s talks with DR Congo and now it encourages UN peace keepers to kill these refugees that FDLR tried to protect. Let’s have an overview of how Hutus are actually living inside Rwanda where USA wants these Hutus refugees to go without negotiations with Rwanda.
Apartheid and Genocide against Hutus is ongoing in Rwanda

To understand the reasons of FDLR and any other opposition parties to claim the peaceful negotiations with Rwanda dictatorial regime, one must know how the current fascistic regime of Kigali is, and how horrendous Rwandan people especially Hutus are mistreated, systematically discriminated, intimidated, imprisoned, killed and persecuted in their own country. They live as slaves, they live as beggars, they live humiliated in their native country and no body to raise a voice to defend or advocate for them and anyone who tries is killed if not accused of genocide ideology, to cause country security threat, and country or president defamation… The example of Madam Victiore Ingabire who is in jail from 2010 and was sentenced for 15 years for forged accusations because she challenged the Kigali regime on democracy, freedom and when she was at Kigali memorial center, she said that the Hutus must also be allowed to mourn their families perished in genocide and other massacres. Hutus inside Rwanda are extremely miserable, starving, called genocidaire, called to kneel in front of Tutsis and beg them for pardon that their ethnic group killed Tutsis as it is the case of the NDI UMUNYARWANDA framework designed by RPF system to know exactly the number of Hutus and where they are in government services or elsewhere so that they can know how to shorten their number as low as they can.
The Hutu survivors inside Rwanda are living in bestial life conditions, they are totally discriminated in all government services; no education, no health services, no jobs neither in public nor in private sectors, in agriculture where most the Rwandan population gain the subsistence crops. The regime banned them to cultivate their preferred food crops hence they starve and in some areas they systematically expropriate them and burn their plants without indemnity. They are extremely humiliated more than enough, the Hutus children are called genocidaire while most of them are orphans, survivors of RPF systematic massacres; they can’t get government support for example in education sponsorship, while their fellow Tutsis who were even born after 2010 are called Tutsi genocide survivors and gain more than enough; the latter (Tutsis) are grouped and trained from primary level to university level; they make sure they know each other one by one and in holidays they are gathered in camps for training to know the domination values as Tutsis and are thought that Hutus are their enemies, that they have to work hard and learn hard in order to dominate Hutus in the future; hence Hutus will become their slaves. On the secondary and university level, Tutsis are given holiday jobs like in National statistics institute, working in censuses, data collections, working in call centers and in any mass employment institutes or companies, etc… they are systematically selected in their groups and when one institutions need workers they are ordered to approach those so called Tutsis genocide survivors associations because they have enough baggage of knowledge needed as they are first gainers of country’s wealth.
This Tutsis led regime has gone too far in segregation against Hutus to the extent now in Rwanda, there are many Tutsis in all schools in all colleges and academies that are well sponsored by the government or called private to masquerade as is the example of the Gashora girls school, Green Hills academy of First Lady Jeannette Kagame Nyiramongi, FAWE girls school, Riviera High School, etc.
All the Tutsis in Rwanda at all levels are grouped in their associations, clubs and government commissions like IBUKA, AERG (Associations des étudiants rescapés du genocide), FARG ( Fonds pour Assistance des Réscapés du Genocide), AVEGA AGAHOZO, CNLG (Commission National de Lutte Contre le Genocide), Pro-Femmes Twese Hamwe, BARAKABAHO, NEVER AGAIN and many more. They are encouraged to group themselves in many more associations to get more international aid through different NGOs. The big associations hire different experts in different domains to create more marketable projects for the small Tutsis associations countrywide and those big ones are there to fund the small ones looting the government people’s money and to find international sponsorship using those projects. They find international scholarship for them; advocate for them at all levels to make sure the domination of Tutsis in all levels is met as it is on the Tutsi RPF system agenda.

Dear Mr. Hall,
I am writing to express my deep gratitude to BBC for the courageous undertaking to produce and and broadcast the documentary, Rwanda’s Untold Story. As you have witnessed in the last few days since the broadcast, the documentary has provoked strong passions on either side of the Rwanda debate, thus confirming that BBC’s endeavor has responded to an un-met need for dialogue and debate in contemporary Rwandan society. Despite relentless noise from President Paul Kagame’s brutal dictatorship, both open and disguised, BBC should be proud that it has made a contribution to Rwanda’s search for the whole truth upon which a safe and shared future for all Rwandans must be built.
Allow me to take liberty to use this thank you note to express utter dismay and grave concern about the content in a letter that a group of people calling themselves scholars, scientists, researchers, journalists and historians wrote to you on October 12, 2014. While I do not doubt their credentials, their attempt to silence the BBC and Rwandans, in defense of the Kigali regime, should be strongly condemned by all truth-loving peoples.
I cannot claim to be a distinguished scholar, scientist, researcher, journalist or historian. However, in my own country Rwanda, and about Rwandans, I do make a claim that I am a good student who has knowledge about our shared history, our present, and struggles for a secure future for all.
I am a Tutsi. My father was killed during an earlier round of violence (the Hutu Revolution of 1959) when I was a baby. Three quarters of my life I have been a refugee, first from a “Hutu” regime, and now from a “Tutsi” one. During the civil war of 1990-1994, I was an emissary of the now ruling Rwandese Patriotic Front (RPF), knocking on the doors of uncaring and insensitive governments, and personalities, some of whom co-signed the shameful letter to you. I was RPF’s Secretary General during the 1994 genocide, in which many of my relatives, and friends, perished. I have served Rwanda as its Ambassador to the United States, and as President Paul Kagame’s Chief of Staff. I was a vigorous architect and defender of the realm as defined by the RPF in post-1994 Rwanda. In short, I know what I am talking about. I am not the kind of person to deny, minimize, or revise genocide.
Since 2010, I have served Rwandans as a leader of one of the opposition groups in exile, the Rwanda National Congress (RNC). It is in this latter capacity that I have crossed the dangerously cruel ethnic divide to appreciate the immense suffering and fear that feed both the violence and dictatorship in Rwanda.
I am not therefore surprised that President Kagame’s regime would react violently against BBC’s Rwanda’s Untold Story. The regime has methodically and persistently assassinated or jailed those who have sought to tell the truth. Deceptions and denials are the heart of undemocratic regimes, both ancient and modern. What I am yet to understand fully is what motivated the “scholars, scientists, researchers, journalists and historians” to become such forceful yet absurd apologetics of a regime that exhibits genocidal characteristics as the BBC documentary attempts to highlight. Is it ignorance? Surely not, for these are learned fellows. Is it money that the regime habitually dishes out to its apologetics? Probably not all of them, since some are honorable people. Is it ego that causes people to get mired deeper into falsehoods that have become part of a seductive industry rather than confront the truth? Only time will tell.
First, the “scholars, scientists, researchers, journalists and historians” say,
“We accept and support that it is legitimate to investigate, with due diligence and respect for factual evidence, any crimes committed by the Rwandan Patriotic Front (RPF), and to reflect on the contemporary political situation in Rwanda”
This is precisely what the BBC story tries to tell. It tells the story of the shooting down of President Habyarimana’s plane that triggered the genocide and massacres; the Robert Gersony report that was shelved in a conspiratorial manner; the Kibeho massacres; the horrendous human rights abuses in the Democratic Republic of Congo; the incarceration of political leaders who call for accountability; the assassination and assassination attempts on political opponents whom the regime believes have a credible story to tell; the protection of the Kagame regime from accountability by the U.K. and U.S. governments; the marginalization or silencing of international prosecutors who would have investigated the regime’s crimes; and, the scandalous towing of the Kigali regime’s narrative that is all too obvious in the international system.
The authors of the letter should tell us if they, individually or collectively, ever investigated the crimes committed by the Kagame RPF regime. They conveniently picked what they could brandish against those who call for the whole truth, in an effort to intimidate them into silence. By calling them supporters and collaborators of convicted genocidaires, or apologetics of “Hutu Power”, the authors of the letter are recycling an old intimidation method of the regime that has worked for the last twenty years but which inevitably draws close to expiry.
Second, on the question of numbers of Tutsi who were killed during the genocide I am not persuaded to agree with the figure of 200, 000 given by the American Professors. At the same time, post-1994 history was written by the victorious Tutsi RPF, which had an obvious interest in giving its own version of the high number of victims, (800,000-1 million), which the guilty international community was compelled to accept as gospel truth. Notably, the authors do not even talk about Hutu who were killed before, during and after the genocide. Do the authors subscribe to the Kagame regime view that all Hutu are genocidaires collectively, for whom there should be no sympathy and no justice? The American Professors in the BBC story give a number of 800,000. This is not cast in stone, and is debatable like the number of Tutsi deaths. Nobody should minimize the Tutsi deaths or the Hutu deaths.
Rwandans will decisively and finally put these matters to rest as a society when we seek the truth freely, candidly, and without the obstruction by vested interests of a state held hostage by small cliques. The whole truth should enable all Rwandans to build an authentic and sustainable unity and reconciliation, not based on cyclical retribution, but all embracing justice. Otherwise, the competition as to who died more (Hutu or Tutsi) is a meaningless race to mutually assured destruction.
Third, on the question of the numbers of the Interahamwe militia who participated in the killings, I wonder how this can be relevant. For Rwandans who went through the horrors of 1994, both Hutu and Tutsi, the agonizing remembrance of the unimaginable violence unleashed by hordes of militia is substantive proof that this was lethal power. The BBC documentary, in its opening moments captures the agony of the victims, as they are hacked to death by this militia. So what if they were 5,000; 10, 1000; or 30,000? For the American Professors, and the authors of the letter trading polemics on this matter, I would say this is not time well spent. The militia had to be defeated militarily. I am glad they were. Unfortunately, the military victors of 1994 went on a killing spree in Rwanda and the Democratic Republic of Congo that is yet to be accounted for. That should be a subject of urgent interest rather than counting the number of militia that were involved in the genocidal madness.
Fourth, it is on the shooting down of the Habyarimana plane that the authors of the letter to you show their true bias in favor of the Kagame regime. Citing Judge Marc Trevidic, the authors pretend that the investigation has been concluded, and that it exonerated Paul Kagame from the responsibility for the epic act that triggered the genocide. That is a shameful lie. For us who know the facts about the matter, we have testified and others will testify in the investigation. Ultimately, nothing Kagame and his apologetics will say can erase the fact that Kagame ordered the shooting down of the plane in which two sitting African Heads of State and all their entourage died. His utter disregard for Tutsi and Hutu lives and his push for getting to power by any means possible should not minimize those who took advantage of the situation to commit the crime of genocide. The whole truth may finally be revealed in a post-Kagame era since he has invested substantial resources to obstruct accountability, and has mobilized powerful friends in the international system to protect him. Paul Kagame is a factor in the Tutsi genocide. He is the main culprit in the terrorist act in the shooting down of the plane.
Finally, the authors of the letter have betrayed their professions by insulting the BBC that by “broadcasting this documentary the BBC has been recklessly irresponsible” and that “the programme has “fuelled genocide denial” “emboldened the génocidaires, all their supporters and those who collaborate with them.” This is a language that does not befit scholars, scientists, diplomats, journalists and historians. Such noble professions have throughout history risked on the side of freedom, justice, innovation, and the rule of law against what often was conventional wisdom. Many did perish rather than compromise with the deceptions of the status quo. The authors have chosen a safer route with a rotten and dying regime. They have deliberately decided to demonize Jane Corbin, John Conroy, and the BBC just as perpetrators of genocide do. Where is the patience and tolerance for different opinions? Where is the intellectual rigor, honesty, and sense of duty on matters that touch the millions of Rwandans, both Hutu and Tutsi? It is, in fact, the authors of this letter that are encouraging the Kagame regime to run faster in its trajectory to human rights abuses, war, and possibility of genocide: its denials, targeting groups, dehumanizing groups of people, polarization of the population, organizing killers, and persecution of victims. In the past its victims were predominantly Hutu. Now, paradoxically, the regime has descended on those Tutsi it claims to have saved in 1994.
In conclusion, allow me to quote a famous American scholar, John Rawls, on the price and requirements of truth and justice:
"Justice is the first virtue of social institutions, as truth is of systems of thought. A theory however elegant and economical must be rejected or revised if it is untrue; likewise laws and institutions no matter how efficient and well-arranged must be reformed or abolished if they are unjust. Each person possesses an inviolability founded on justice that even the welfare of society as a whole cannot override. For this reason justice denies that the loss of freedom for some is made right by a greater good shared by others. It does not allow that the sacrifices imposed on a few are outweighed by the larger sum of advantages enjoyed by many. Therefore in a just society the liberties of equal citizenship are taken as settled; the rights secured by justice are not subject to political bargaining or to the calculus of social interests.”

BBC has done a great service to all Rwandans by provoking a debate that cannot take place within Rwanda’s repressive state, and which Rwandans in diaspora can only participate in at the risk of death. The authors of the arrogant protest note to BBC have a luxury that most Rwandans are yet to gain as their right. Rwanda’s Untold Story has once again proved that BBC’s reputation as a credible partner in the search for truth and justice is an enduring one.
I challenge those making loud noise against BBC to an international debate on Rwanda. Invited to such an international conference will be BBC journalists, international experts on Rwanda, the Government of Rwanda, its supporters and collaborators, as well as Rwandans of all walks of life. Perhaps, through that Rwandans and partners can begin to have a civil and constructive dialogue to own a difficult past and present, even as they shape a common future, one step at a time. Short of that, Rwanda now moves to a period of rapid escalation. And, judging from Rwanda’s history, that is bad news.

In 2011 besliste de Belgische regering om 40 miljoen euro aan Rwanda te geven indien drie voorwaarden behaald worden, op vlak van politiek dialoog, goed bestuur en media. Tegen het eind van het jaar moet de regering uitmaken of Rwanda deze 'incitatieve tranche' krijgt of niet. 11.11.11 maakt in een 11.dossier duidelijk dat de voorwaarden niet behaald zijn en wat de volgende stappen zijn.
De 'Incentive Tranche' (IT) is een som van maximum 40 miljoen euro, die aan Rwanda uitgekeerd kon worden als er aan drie voorwaarden in het Belgisch-Rwandese ontwikkelingsprogramma (ISP) werd voldaan. 11.11.11 lanceert vandaag een dossier over de IT Rwanda. Daarin maken we een evaluatie van de drie voorwaarden.
Op vlak politieke dialoog, voorwaarde 1, is er weinig goed nieuws te melden. 2011 en 2012 waren erg turbulente jaren voor de relaties tussen België en Rwanda, onder meer door Rwanda's rol in Oost-Congo.
Voor voorwaarde twee, een technische indicator op vlak van goed bestuur, is de minimumdrempel niet behaald, al is het moeilijk oordelen omdat er geen recente index beschikbaar is.
En ook op vlak van mediaontwikkeling (voorwaarde 3) is er onvoldoende vooruitgang: er is in Rwanda onvoldoende persvrijheid en veel zelfcensuur. Dit is te situeren in een algemene context van solide socio-economisch ontwikkeling, maar pover respect voor de mensenrechten. Van dat laatste zijn recente problemen rond mensenrechtenorganisatie Liprodhor een goed bewijs.
Onze conclusie: België kan de schijf van 40 miljoen euro niet uitkeren aan de Rwandese overheid. Om de 40 miljoen euro niet zomaar weg te gooien, stellen we voor om een deel te investeren in internationale en Rwandese niet-gouvernementele actoren die actief zijn op de thema's van de Incitatieve Tranche.
Daarnaast moet België de ervaringen in Burundi, DR Congo, Oeganda en Rwanda aangrijpen om het instrument IT te evalueren en te verbeteren (of stop te zetten). En er moet een dialoog aangegaan worden met Rwanda over de opvolging van deze beslissing. De gezamenlijke reis van Reynders en De Croo begin januari is hiervoor een goede gelegenheid.

THE DEMOCRATIC FORCES FOR THE LIBERATION OF RWANDA (FDLR), IN THEIR OWN WORDS –
On 10.07.2014, CBS aired a five minute news piece titled "Militia accused of Rwanda genocide facing onslaught," produced with the aid of the ENOUGH Project to End Geocide and Crimes Against Humanity, a non-profit corporation sheltering under the umbrella of the Center for American Progress, the Democratic Party's corporate funded think tank and organizing operation. The Enough Project was founded by career intelligence professional John Prendergast, who now identifies as a human rights activist, and Gayle Smith, who now serves as Special Assistant to the President and Senior Director of the National Security Council. Prendergast, Smith, UN Ambassador Samantha Power, and UN National Security Adviser Susan Rice are the best known proponents of a doctrine known as "Mass Atrocity Prevention," meaning US obligation to undertake humanitarian military interventions. The Rwandan Genocide and the Holocaust are centerpieces of this military doctrine. In Presidential Study Directive 10, which created the inter-agency Mass Atrocities Review Board, President Obama wrote that, "Sixty-six years since the Holocaust and 17 years after Rwanda, the United States still lacks a comprehensive policy framework and a corresponding interagency mechanism for preventing and responding to mass atrocities and genocide."
It is therefore not surprising that the ENOUGH Project would collaborate with CBS to promote a military "onslaught" against the "militia accused of Rwanda Genocide" without reference to the abundance of well documented books and reportage that have upended the widely held belief about the massacres that came to be known as the Rwandan Genocide. These include Surviving the Slaughter, Dying to Live; A Rwandan Family's Five Year Flight Across the Congo, Rwanda and the New Scramble for Africa, Accidental Genocide, Rwanda 1994: The Myth of the Akuza Genocide Conspiracy and Its Consequences, Enduring Lies: The Rwandan Genocide in the Propaganda System, 20 Years Later, and the recent BBC documentary "Rwanda's Untold Story."
The CBS report quoted a UN official, who said that, "The FDLR are here living with their wives and children. Maybe we need the Marines or special forces with special equipment to engage and neutralize them. I'm not quite sure with our blue helmet and the blue flag [of the U.N.], we can neutralize them." US Special forces are the preferred agents of Mass Atrocities Prevention interventions, as outlined in the Mass Atrocities Prevention Military Handbook produced by the Harvard Kennedy School and the Pentagon.
So, with US Marines and/or Special Forces this close to engaging in a "military onslaught" in the heart of Africa, I decided to see what I could learn about its target, the FDLR militia. The most obvious way to start was to find out how the FDLR explain themselves, so I made inquiries until someone sent me the FDLR's founding document, the Nasho Declaration, which follows here. I was told that FDLR leadership held a meeting in Lubumbashi, DR Congo, and produced the Nasho Declaration, which they then read on local radios and in front of media in the year 2000, though the written statement was not published until April 6, 2001, on the seventh anniversary of the assassination of Rwandan President Juvenal Habyarimana and Burundian President Cyprien Ntaryamira. -Ann Garrison

The Democratic Liberation Forces of Rwanda (FDLR) take this opportunity of the commemoration of the inter-ethnic massacres in Rwanda to present their sincere condolences to the Rwandan People. The condolences and mutual solidarity are especially expressed to the families of the victims of this unprecedented human tragedy.
The FDLR take this opportunity to make a strong call for justice, an end to impunity in Rwanda, and a state of law with democratically elected institutions. The FDLR condemn all criminals and culprits regardless of their ethnic background or political affiliation.
- Considering that security and reconciliation among all elements of Rwandan Society cannot be guaranteed without peace and justice,
- Considering that the international community and media continue to promote the interests of the conqueror, at the detriment of the conquered, by supporting the current dictatorial and bloodthirsty regime in Rwanda,
- Considering the ever increasing number of refugees and innocent people detained in Rwanda prisons,
-Given that any person opposed to the current regime in Kigali is falsely accused of being Interahamwe or genocidaire, and that the accusation demeans, discriminates, and destroys the human dignity of those accused,
-Considering that in Rwanda dictatorship replaced democracy,
-Given the continued hegemonic invasion of the region by the regime in Kigali,
-Profoundly saddened by the daily persecution of Rwandan people,
The Democratic Liberation Forces of Rwanda (FDLR) consider that the Rwandan people cannot remain passive spectators of the destruction of their country and the relentless extermination of the population at the whim and megalomania of General Paul Kagame. They call the attention of the international community to the extreme plight of the Rwandan people. The international community must acknowledge the right for the Rwandan people to liberate themselves using all available means. The FDLR are prepared to face the challenge of liberating Rwanda and to free their fellow citizens nowadays reduced to slavery by a clique of professional killers and corrupt thugs who form the inner circle of Rwandan Patriotic Front (RPF)-INKOTANYI led by Paul Kagame.
The FDLR asks Mr. Paul Kagame to abandon the logic of war, to stop using genocide as a commercial fund, and to finally engage on the path of a comprehensive inter-Rwandan dialogue.
Ten years and five months ago to the day, Rwanda and its people sank into extreme poverty, injustice, and an unjustified and deadly war. The war was launched on October 1, 1990 by the coalition of NRA/FPR-Inkotanyi with the support of President Yoweri Kaguta Museveni of Uganda. The time bomb that was launched from the Northeastern Rwandan border decimated everyone in its path from embryos to elderly people who resisted the invasion by a clique of cynical individuals seeking power at all costs.
The tragic situation reached its fiercest levels in the night of April 6, 1994 with the assassination of Presidents General Juvenal Habyarimana of Rwanda and Cyprien Ntaryamira of Burundi along with their entourage. In fact, the assassination was the opportunity for the RPF and its army the RPA to resume their 4-year invasion and war that had already created despicable conditions in Rwanda. The RPF and RPA intensified the fighting and massacred anyone on the hit lists established by its agents who had infiltrated all levels of the Rwandan administration. Unfortunately, the international media embargo on RPF's opponents did not allow the truth on the massacres committed by RPF and RPA to come out.
From April 1994 to July 1994, when the RPF seized power in Kigali, thousands of our compatriots, from all ethnic groups, had been massacred in horrible conditions; millions more had fled to neighboring countries, especially Tanzania, Burundi, and Zaire, now the Democratic Republic of the Congo. The Democratic Liberation Forces of Rwanda have always strongly condemned and reiterated their condemnation of those barbaric acts. The criminals, not the scapegoats, must be brought to justice.
When the RPF-Inkotanyi seized power, it chose to institutionalize vengeance and hatred by promoting hatred groups such as Ibuka and AVEGA Agahozo. Instead of bringing peace, promoting reconciliation and justice, and defending human rights principles, RPF-Inkotanyi created a terrorist and police government and militarized all political and civil institutions.
At the judiciary level, Rwanda has become a huge prison. About 200,000 people have been held in filthy prisons, containers, dungeons, private confinements, leaking bathrooms, military camps and military positions without access to human rights organizations. Most of these detainees have neither official charges nor judicial files. Those outside prisons spend their productive time finding and bringing food to the detainees.
With the militarization of the administration, General Kagame has dispatched death squads in the villages to terrorize or massacre the people. Hundreds of thousands of people are forced into concentration camps, called imidugudu, where death squads select people to summarily execute on simple suspicion or accusation of not supporting the RPF. Under RPF, Rwanda has arguably become the only country in the world where killing a person has become a game and death squads roam and rule the country.
The policy of lies and hypocrisy, initiated with the invasion of Rwanda, has allowed General Kagame to blindfold the international community on the war crimes
and crimes against humanity committed by the RPF. In fact, according to human rights organization, more than 3,000,000 Rwandan have been killed since October 1990. With its the responsibility in these massacres, the RPF has foiled any attempt by the International Community to investigate the assassination of President Habyarimana, to conduct a census of Rwandans killed since 1990 or determine the circumstances of these massacres, to find those responsible, and to punish the culprits. Currently, testimonies establishing the responsibility of General Kagame for the assassination of Presidents Habyarimana and Ntaryamira abound. The testimonies demonstrate how General Kagame is the planer, executor, and beneficiary of the assassinations.
With its extreme megalomania and warmongering and expansionist ambitions, the militaro-political oligarchy of RPF invaded the Democratic Republic of the Congo, leaving a trail of death and rape and looting the natural riches of this country.
The FDLR condemn the barbaric and ignominious aggression that tarnishes the reputation of the Rwandan People. Hence, the FDLR hold Kagame and his army responsible for genocide of the Rwandan people, war crimes and crimes against humanity and economic crimes committed in Rwandan and in the Great Lakes Region of Africa.
The current regime of Kigali imposes its rule by ways of the arms. Benefits of the 1959 Social Revolution are denied to the People. Democratic rules and symbols of national independence are trembled with. The FDLR oppose these dilatory maneuvers aimed at erasing the symbols of freedom from slavery and servitude.
The bloodthirsty, expansionist, and hegemonic regime of Kigali is now gangrened by corruption and nepotism. In order to attract more international aid in order to sustain its aggression against the sovereign states of the Region conducted sham elections.
The Democratic Liberation Forces of Rwanda reject the fake elections. The elections were coercive, unfair and nontransparent. Paul Kagame has suffocated all political parties and organizations but the RPF. The Democratic Liberation Forces of Rwanda urge all countries that value peace, justice, and democracy and the International Community in general to condemn these elections intended to legitimate a bloody dictatorship the RPF is. Furthermore, Kagame and his clique being responsible for the Rwandan tragedy do not deserve to govern the Country and therefore, cannot organize legitimate elections.
On several occasions calls were made to the Kigali regime to open up for dialogue with armed and unarmed opposition in order to bring back democracy and the respect of basic human rights. To these calls the RPF responded with arrogance, disdain and systematic repression. Nevertheless, FDLR support the idea of an International Conference of Peace in the Great Lakes Region. The Conference will constitute an ideal forum for debating the lack of democracy and the source of insecurity. The Conference will become a privileged place where regimes in power must start dialogue with their oppositions without distinction or exclusion. The dialogue will lead to durable solutions to the crises destroying the countries and the People of the region.
The FDLR invite Rwandans inside the country and in the Diaspora to defend their cause, claim their rights, and reject the intimidation by the RPF. In fact, in order to discourage people from rejecting the RPF and its crimes, to deny their rights to the refugees, and to suffocate and behead any opposition, the so-called genocidaire lists are established on the basis of false accusations. Anyone who refuses to serve the RPF or denounces its crimes is labeled genocidaire Interahamwe. This concept has lost its meaning to designate the bad person from RPF's perspective.
The FDLR believe that criminals must be found and punished. However, as the voice for the voiceless, the FDLR urge the International Community and host countries to reject the lists established by RPF and not to use them as a reference or a basis to decide on the cases of Refugees and asylum seekers. The FDLR ask that the refugees be given the right to express their opinion and claims against the regime of Kagame.
The RPF wants the international community to believe that Rwandans who fled the country in 1994 are genocidaire. However, recent events point to the contrary. The exile of the two Prime ministers of the RPF, the Speaker of the Parliament, Ministers, Members of the Parliament, Ambassadors, high ranking civil servants and business people who had rallied behind the RPF, high ranking military officers of the RPA and the recent resignation of some of the founders of the Rwandan Patriotic Front show that those who fled in 1994 had anticipated the current dangers posed by the RPF regime.
The Democratic Liberation Forces of Rwanda invite the Rwandan People to adhere to its objectives and the international community to support its program. The Objectives of the FDLR are to:
- Promote long lasting peace in Rwanda and the region;
- Establish a regime based on universal principles of the rule of law, the multiparty system of democracy, free and honest elections organized on the basis of one man = one vote principle, as well as the republican values;
- Promote moral values with strict respect of life and human dignity, honesty, truth, freedom, individual emancipation, equality, justice, respect, brotherhood, confidence, and interdependence among the Rwandan people;
- Work for national reconciliation and reconstruction and for social and economic development of the country;
- Establish the truth on the Rwandan tragedy, in order to punish the culprits and to rehabilitate all victims without distinction;
- Promote peace as well as co-operation between Rwanda, the neighboring nations, and the International Community;
- Ensure good management of the public property.
The FDLR are committed to the guarantee of individual and collective fundamental freedoms, the respect of minority rights, the protection of cultural identities, the right of the Rwandan people to establish a state of law and a democratic rule based on the cultural values of Rwanda and the Universal Declaration of Human Rights.
The FDLR invite Rwandans of all ages to raise up as one and mount a strong resistance against the ignominious and dictatorial regime of Kigali in order to restore Democracy and equitable justice, the respect of human rights, and peace in Rwanda and in the Great Lakes Region of Africa in order to achieve development for the benefit of all people of the region.
Together victory is ours!
