  2. Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
  3. Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
  4. Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
  5. The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
  6. The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).

Rwandans, Congolese and Americans Join Together In Support of Peace and Reconciliation to

Protest the Appearance to President Paul Kagame of Rwanda in Chicago on June 11
Paul Rusesabagina will join with his fellow Rwandans, other Africans and Americans to peacefully protest the presence of Rwandan President Paul Kagame in Chicago on Saturday, June 11 at the Hyatt Regency Chicago, 151 E. Wacker Drive at 2:00 p.m.

According to the United Nations Human Rights Commission, President Kagame is responsible for millions of deaths of Rwandans and Congolese citizens. The UN in its Mapping report of 1 October, 2010, details those war crimes, crimes against humanity and even possible acts of genocide (http://www.ohchr.org/en/Countries/AfricaRegion/Pages/RDCProjetMapping.aspx ). For years, the United Nations Security Council has been reporting that Rwanda is responsible for driving a proxy war for minerals in neighboring Congo.
Hotel Rwanda Rusesabagina Foundation President Paul Rusesabagina said, “I believe that the dictatorial practices of President Kagame should not be condoned by Chicagoans. I will gather with my fellow Rwandans who wish for Truth and Reconciliation and lasting peace for our country. We will protest the presence of Kagame’s bloody hands and oppressive fists. His acts as President are creating a situation that will likely devolve in to more violence for Rwanda.”


The June 3, 2011 report from Amnesty International condemns Kagame’s government, saying “The Rwandan Patriotic Front (RPF), in power since the 1994 genocide, tightly controls political space, civil society and the media, contending that this is necessary to prevent renewed violence. Human rights defenders, journalists and political opponents cannot openly and publicly criticize the authorities. People who do speak out risk prosecution and imprisonment.” The report, entitled UNSAFE TO SPEAK OUT: RESTRICTIONS ON FREEDOM OF EXPRESSION IN RWANDA says "freedom of expression in Rwanda has been unduly restricted for many years.
The months leading up to the August 2010 presidential elections were marked by a clampdown on freedom of expression, which still shows no sign of abating"  (http://www.amnesty.org/en/library/info/AFR47/002/2011/en ).


Human Rights Watch published it’s latest Rwanda report on May 31, 2011, ( http://www.hrw.org/en/reports/2011/05/31/justice-compromised ) that says in Rwanda justice has been compromised, and that flaws in trials have lead to miscarriages of justice. Human Rights Watch declared that President Kagame is in crisis (http://www.hrw.org/en/news/2010/09/21/rwanda-president-crisis  ), as he drives the country that has suffered genocide, war crimes and crimes against humanity further into the direction of civil war and more bloodshed.


Kagame has jailed political opposition leaders, closed political space, banned independent media, and pursues Rwandans abroad to assassinate them and harass them. Last year he sent thugs to ransack the house of Paul Rusesabagina in Belgium. Last month law enforcement in the United Kingdom warned Rwandans that "reliable intelligence states that the Rwandan government poses an imminent threat to your life" (http://www.nytimes.com/2011/05/20/world/africa/20rwanda.html  ).


The peaceful protesters who gather in Chicago on Saturday will call for an immediate end to President Kagame's war crimes and impunity, and will ask the international community to bring him to account for the crimes he has committed. The protesters will also be asking the international community, especially the United States and the United Kingdom, to support Rwandans searching for the permanent resolution to the current Rwandan refugee crisis; an end to chronic violent conflict and prevention of more bloodshed in Rwanda and the Great Lakes region of east and central Africa; support for human rights protection, dialogue, freedom, equal justice, democracy, and equitable prosperity. They will call for reconciliation and healing among many millions of Rwandans and their neighbors who have been subjected to untold suffering for so long.

[Since 1994, the world witnesses the horrifying reality : the Tutsi minority (14%) ethnic domination, the Tutsi minority ethnic rule, tyranny and corruption in Rwanda. The current government has been characterized by the total impunity of RPF criminals, the Tutsi economic monopoly, the Tutsi militaristic domination with an iron fist, and the brutal suppression of the rights of the majority of the Rwandan people (85% are Hutus), mass-arrests and mass-murder by the RPF criminal organization.



So long as justice and accountability for RPF past and current crimes are ignored and delayed, Peace and Stability will remain illusive and impossible in Rwanda=>ASI]



General Kagame has ended anarchy created by him in the period of 1990-1994 and brought efficient rule under a the RPF dictatorship. The rest you know: the vast majority of the Rwandan population (85%) were exterminated by Kagame adding to the massacres of hundreds of the Tutsi community by the Interahamwe closely working with RPF infiltrators who mainly helped to kill Tutsis and shifted the blame on the Interamwe. The International media and Africa Rights were much trained and highly paid to cover the “mise-en-scene” RPF cause to reach the Tutsi successful dictatorship and RPF bloodiest repression.


Inefficient, corrupt and self-serving RPF leadership are a view held deeply by the RPF Junta that aimed to impose Kagame’s only view will have long-term repercussions. The RPF dictatorship has resulted from the well-known RPF invasion, the short period of Arusha accords in which President Habyarimana and his government naively believed - the Holocaust, Pol Pot's killing fields and the red terror just to name a few. During that period of anarchy up to date, there is a strong incentive to commit selfish acts that harm others: RPF leadership and members can at anytime murder, rape, or steal without any consequence.

The transitional period between 1993 and 1994, a period during which the authority was inexistent has helped RPOF to create anarchy in the country. That period was very noteworthy to Paul Kagame in masterminding the Rwandan genocide. 
Just to remind some readers interested in the Rwandan history, you should know that the genocide takes its roots from the long standing hatred between the Hutu ‘subordinate race’ and Tutsi ‘elite race’, a hatred initiated by King Rwabugiri almost 400 years ago. In1994, the UNAMIR  has replaced the Rwandan government to securitize the country. The lack of the then government’s authority, the lack of respect of the existing institutions due to General Romeo Dallaire’s hidden policy preparing the last offensive against the President Habyarimana regime, the horrid test of Rwandans’anger by Paul Kagame in different political assassinations (Bucyana, Gatabazi, Gapyisi, Rwambuka, the massacres of the population in the northern region of the country by RPF without being blamed for those crimes by the UNAMIR led to the Rwandan genocide.

WICHITA, Kan. A jury that convicted a Kansas man of lying to immigration officers about his whereabouts during the 1994 Rwandan genocide also unanimously agreed that he had no role in the mass killings, two jurors told The Associated Press on Friday.


"We didn't think the prosecution did a very good job," juror Richard Shain said. "They put all their eggs in the genocide basket, and it didn't prove out."

The comments by the jurors provide a first glimpse into the deliberations in a case prosecutors have said was the first in the nation requiring proof of genocide.

Lazare Kobagaya, 84, of Topeka was convicted Tuesday of one count of lying to immigration officials about his whereabouts when he filled out his visa application.

The jury deadlocked 10-2 to convict on a separate count regarding whether Kobagaya lied during citizenship proceedings. Bill Nelson, the other juror interviewed by AP, said that was because two people were adamant prosecutors failed to prove criminal intent when the elderly immigrant filled out some citizenship paperwork.

"All they proved (was) that he was there in 1994, and that was all they could prove," Nelson said. "They couldn't prove he was in on any killing, looting or burning."


The jury found that Kobagaya lied on his visa application to move to the U.S. when he wrote that from 1993 until 1995, he was in his native Burundi. But jurors rejected the allegation that he lied when he said he didn't engage in genocide.

"We know he didn't physically participate, but the accusation was essentially that he was trying to incite people and stuff like that – and we really didn't think that had ever been proven," Shain said.


Kobagaya's attorney said the juror comments helped underscore the defense's position.

"We are pleased to learn that the jury believed what we knew all along: Lazare Kobagaya is innocent," defense attorney Kurt Kerns said in an email.

The Justice Department said in a statement it appreciated the service of the jurors, who determined Kobagaya was guilty of visa fraud.

"As in any case, the government presents the facts and evidence it believes supports its allegation and ultimately a jury determines a defendants' guilt or innocence," the department said in an email. "Generally speaking, we take seriously our obligations to enforce our criminal laws and to ensure that human rights violators are not granted safe haven in this country."


Shain said jurors generally felt there was a lot of money wasted in prosecuting Kobagaya.


The defense team did a good job of instilling reasonable doubt and knocking aside those allegations, Shain said. The fact the government's witnesses were admitted killers was expected and was not a factor in the jury's decision, he said.


"It is hard to explain, it just didn't come off as being believable," Shain said of the government's genocide allegations.

Had prosecutors put as much effort on proving falsification of immigration documents, the jury could have been swayed in that direction, Shain said. He was among the majority who wanted to convict on both counts for lying on immigration documents.


U.S. District Judge Monti Belot declared a mistrial on the one count over which jurors deadlocked, and prosecutors have not said whether they will seek a retrial.


Nelson, who voted with the majority for a conviction on that count, said he sat through the whole trial wondering how much the government was spending on the prosecution.


"After everything was over, I asked the judge and he told me the government had spent at least a million dollars, and then he informed me that Kobagaya had appointed attorneys."


Government and defense attorneys have traveled to Rwanda with their investigators, translators and a court reporter to take depositions. Taxpayers also are picking up the tab for all defense costs for Kobagaya, who has two court-appointed attorneys. At least 45 foreign witnesses were brought to the United States, although not all testified. Each foreign witness was paid $96 a day over more than six weeks they remained in the United States.

The count on which jurors deadlocked had to do with his citizenship application. On that count, prosecutors alleged Kobagaya made four false statements when asked whether he ever persecuted anyone, committed a crime for which he was not arrested, gave false information to immigration officials or lied to gain entry to the United States. Jurors deadlocked on whether any of those statements were false.


One holdout juror believed Kobagaya didn't understand English well enough when he filled out the paperwork, Nelson said. The other juror felt Kobagaya was innocent and felt the government didn't dwell on the paperwork allegations enough.


"The biggest thing with people was the intent," Shain said.

On some documents, he falsely represented to authorities that his grandchildren were his son and daughter. BRUXELLES - Les officiers de police de lutte contre le terrorisme britanniques ont arrêté, le 13 mai dernier à Folkestone, un chauffeur de bus bruxellois d'origine rwandaise, rapporte The Independent samedi.

La police suspectait l'homme d'être impliqué dans un complot visant au meurtre de deux opposants du régime de Kigali résidant en Grande-bretagne. Norbert Rukimbira, 43 ans, était à bord d'un bus Eurolines arrivant à Folkestone lorsqu'il a été pris à part par la police. Après une audition de six heures, la fouille de son bagage et la saisie d'une carte SIM, l'homme a été renvoyé d'où il venait.

Selon le journal, Rukimbira était officier des services des renseignements de l'armée rwandaise jusqu'en 1991 et a occupé des fonctions dans l'armée et la police durant 20 ans. Il a fui son pays en 2001 et est devenu chauffeur de bus à la STIB.
Son interception à Folkestone fait suite à une enquête de six mois concernant "des indications sûres" indiquant un possible complot contre deux Rwandais. Il s'agit de Rene Mugenzi (35 ans) et de l'opposant Jonathan Musonera. Contrairement aux dires du journal, M. Rukimbira a démenti vendredi avoir été impliqué dans un quelconque complot.

M. Rukimbira a expliqué au journal qu'il se rendait à Londres pour une conférence de la Conférence nationale rwandaise, un nouveau parti politique cofondé par son "frère" M. Musonera. Il aurait dû loger chez Musonera, un ami d'enfance et ancien camarade au sein du Front Patriotique Rwandais.

Rukimbira qui passe actuellement des tests pour devenir chauffeur de taxi estime qu'il a été victime d'une désinformation. "Je n'aurai pas porté une arme et pris le risque d'être recherché en GB. En tant qu'ancien des services secrets rwandais, cela aurait été une insulte à mes 20 ans d'expérience", a-t-il souligné à The Independent.

Le gouvernement rwandais a précisé pour sa part "qu'il ne menaçait jamais la vie de ses citoyens et n'utilisait pas la force contre son peuple où qu'il vit". Kigali a réclamé les détails de cette affaire à la police britannique.

The unemployment rate for the Hutu young people rises to its highest recorded level (a rise of 15% per cent), and is expected to continue increasing. Main reason: Discrimination, genocide idelology and hatred between the main ethnic groups in Rwanda feuled the hatred speech by the RPF leadership and government.
ASI strongly believe that there is no political problem, ethnic hatred issues included, for which peaceful solution does not exist.
The logic behind the tensions from the Hutu side is mainly the fact that the majority Hutu is totally marniginalized both politically and economically. Contrary to expectations, Tony Blair is fueling hatred between both ethnic group as the main Kagame advisor, an extremist Tutsi, who took power in in 1994 by a bloody coup.

Instead of wasting billions of dollars in sponsoring the Tutsi minority rule and RPF criminals, it would be much more sensible to invest in negotiations between both parties in the conflict. [ASIF]

Freedom of expression in Rwanda has been unduly restricted for many years. In this campaign digest Amnesty International calls on the Rwandan authorities to allow opposition politicians, journalists and human rights defenders and others to express their views without fear for their safety and to accelerate the review of the "genocide ideology" law and the 2009 media law.
The Rwandan Patriotic Front (RPF), in power since the 1994 genocide, tightly controls political space, civil society and the media, contending that this is necessary to prevent renewed violence. Human rights defenders, journalists and political opponents cannot openly and publicly criticize the authorities. People who do speak out risk prosecution and imprisonment.

Restrictions on freedom of association and expression prevented new opposition parties from contesting the August 2010 elections. During this period, journalists were subjected to criminal sanctions for defamation. The Rwandan government did not respond constructively to criticism but rather tried to stamp it out.

CRIMINALIZING CRITICISM

Vague and sweeping laws on “divisionism” and “genocide ideology” were introduced in Rwanda in the decade after the 1994 genocide. Up to 800,000 Rwandans were killed in the genocide, mostly ethnic Tutsi, but also Hutu who opposed the organized killing. The laws prohibit hate speech, but are broadly drafted so
that they criminalize expression that does not amount to hate speech, including legitimate criticism of the government. The laws contravene Rwanda’s regional and international human rights obligations and commitments to Amnesty International June 2011 Index: AFR 47/002/2011

Freedom of expression in Rwanda has been unduly restricted for many years. The months leading up to the August 2010 presidential elections, which President Paul Kagame won with 93 per cent of the vote, were marked by a clampdown on freedom of expression. The Rwandan government has expressed a commitment to review laws which criminalize criticism, but recent trials of journalists and opposition politicians suggest that Rwanda’s clampdown on critics shows no sign of abating.

Rwanda: Victoire Ingabire Umuhoza on trial



Kagame refers to the former Rwandan soldiers who took refuge in Congo as “genocidaires.” He says he is going after them every time he invades the Congo and he has used them as his excuse to occupy and plunder Congo’s resources, with the blessing of the international community.
Law professor and legal scholar Charles Kambanda and Rwanda Genocide survivor, writer and activist Aimable Mugara spoke about the truth of the Rwanda Genocide story, as more and more lobbying groups push for Pentagon campaigns to stop genocide, even with Predator drones.

Instead of the racist story about Hutus killing Tusis with machetes in 100 days of genocide, the truth is that the U.S., British and Israeli military and their Ugandan and Rwandan proxy forces are responsible for genocide against both Tutsis and Hutus in Rwanda, Congo and Burundi.


St. Paul – After arresting would-be Presidential candidate Victoire Ingabire six days ago, Rwanda’s Chief Prosecutor Martin Ngoga announced he intends to prosecute her former lawyer and UN Rwanda Tribunal Defense Counsel, U.S. Law Prof. Peter Erlinder, for “genocide denial” based on articles written in the U.S. and published on the internet (AP 10/21). Rwanda jailed Erlinder in May, who was released after an international campaign. Ingabire is now in the same cell.

“After my release, the banning of all serious political opposition, the beheading of the vice-President of the Green Party, Madame Ingabire’s arrest, the assassination of journalists, the attempted assassination of Mr. Kagame’s former Chief of Staff who defected to South Africa, the assassination of another ICTR defense counsel and Kagame’s “election” with 93% of the vote caused the Obama White House to question the state of democracy in Rwanda for the first time:


‘…a series of disturbing events prior to the election including the suspension of two newspapers, the expulsion of a human rights activists, the barring of two opposition parties from taking part in the election, and the arrest of journalists…[S]tability and prosperity will be difficult to sustain without broad political debate and open political participation…” Democracy is about more than holding elections…’”

United nations:

Kagame kills, rapes and send to prison whoever he wants. Then Ba Kimoon runs after him begging him...
The opposition has no room in that country where criminals spend the whole day praising and singing Kagame for their protection.

Using suspect rapists and other criminals as Rwandan UN peacekeepers doesn’t provide the peacekeeping mission with a good reputation. You cannot  ask Nazis to maintain security at the Auschwitz death camp.
U.N. peacekeepers are routinely caught exploiting the very people they are supposed to protect: DR. of the Congo.

"Kobagaya was accused of lying when he applied for a visa to enter the United States when he stated that he lived in Burundi rather than Rwanda from 1993 to 1995. During trial, the government argued that the lie was material because it prevented the government from examining Kobagaya's activities during the 1994 Rwandan genocide. Based on court documents and information presented at trial, the jury found that Kobagaya lied during his immigration process about where he resided during that time period.


The case was investigated by special agents from the U.S. Immigration and Customs Enforcement's ( ICE ) Homeland Security Investigations ( HSI ) Resident Agent in Charge office in Wichita, Kan. ICE HSI special agents interviewed more than 50 witnesses from Africa during a three year period to present evidence in this case that Kobagaya lied about residing in Rwanda during the 1994 genocide to gain entry into the United States.
The case was prosecuted by Senior Trial Attorneys Christina P. Giffin, Steven C. Parker and Deputy Chief Robert G. Thomson of the Department of Justice's Criminal Division's Human Rights and Special Prosecutions Section ( HRSP ), with support from Assistant U.S. Attorney Alan Metzger for the District of Kansas.
ICE places a high priority on targeting alleged human rights abusers through its Human Rights Violators and War Crimes Center. ICE HSI has more than 200 active investigations, and is pursuing over 1,400 leads and removal cases involving suspects from approximately 95 different countries. These cases are predominantly focused on Central and South America, Haiti, the former Yugoslavia and Africa. They represent cases in various stages of investigation, prosecution or removal proceedings."

“The last nail is being driven into the coffin of the American Republic. Yet, Congress remains in total denial as our liberties are rapidly fading before our eyes.

The rule of law is constantly rejected and authoritarian answers are offered as panaceas for all our problems. Runaway welfarism is used to benefit the rich at the expense of the middle class.

Who would have ever thought that the current generation and Congress would stand idly by and watch such a rapid disintegration of the American Republic? 
Characteristic of this epic event is the casual acceptance by the people and political leaders of the unitary presidency, which is equivalent to granting dictatorial powers to the President. Our Presidents can now, on their own:  And all of this is not enough. The abuses and usurpations of the war power are soon to be codified in the National Defense Authorization Act now rapidly moving its way through the Congress. Instead of repealing the 2001 Authorization for the Use of Military Force (AUMF), as we should, now that bin Laden is dead and gone, Congress is planning to massively increase the war power of the President.           
           1.Order assassinations, including American citizens,
2.Operate secret military tribunals,

3.Engage in torture,

4.Enforce indefinite imprisonment without due process,


5.Order searches and seizures without proper warrants, gutting the 4th Amendment,


6.Ignore the 60 day rule for reporting to the Congress the nature of any military operations as required by the War Power Resolution,


7.Continue the Patriot Act abuses without oversight,


8.Wage war at will,


9.Treat all Americans as suspected terrorists at airports with TSA groping and nude x-raying.

Though an opportunity presents itself to end the wars in Iraq, Afghanistan, and Pakistan, Congress, with bipartisan support, obsesses on how to expand the unconstitutional war power the President already holds. The current proposal would allow a President to pursue war any time, any place, for any reason, without Congressional approval. Many believe this would even permit military activity against American suspects here at home.



The proposed authority does not reference the 9/11 attacks. It would be expanded to include the Taliban and “associated” forces—a dangerously vague and expansive definition of our potential enemies. There is no denial that the changes in S.1034 totally eliminate the hard-fought-for restraint on Presidential authority to go to war without Congressional approval achieved at the Constitutional Convention.

Congress’ war authority has been severely undermined since World War II beginning with the advent of the Korean War which was fought solely under a UN Resolution. Even today, we’re waging war in Libya without even consulting with the Congress, similar to how we went to war in Bosnia in the 1990s under President Clinton.

After suffering THE LONG years, telling the world that Kagame and his RPF criminal organization masterminded the Rwandan genocide that they later recalled Genocide against Tutsis. Our lives were nothing but suffering these last 32 years beginning from October 1st, 1990 onwards.
