May this memorial candle lights up the historical past of our beloved Country: Rwanda, We love U so much. If Tears could build a stairway. And memories were a lane. I would walk right up to heaven. To bring you home again. No farewell words were spoken. No time to say goodbye. You were gone before I knew it And. Only Paul Kagame knows why. My heart still aches with sadness. And secret tears still flow. What It meant to lose you. No one will ever know.

RPF committed the unspeakable

Le procureur de la Cour pénale internationale (CPI) a annoncé jeudi 15 juin qu’il allait procéder à un examen préliminaire concernant des crimes présumés de « forces et groupes armés » dans l’est de la République démocratique du Congo (RDC). Kinshasa accuse le Mouvement du 23 mars (M23), une ancienne rébellion majoritairement tutsi qui a repris les armes fin 2021, d’attaques dans la province du Nord-Kivu, dans l’est du pays.
La RDC avait déjà saisi la juridiction en 2004, qui avait ouvert une enquête et prononcé trois condamnations définitives. Mais Kinshasa a à nouveau saisi la juridiction, lui demandant d’ouvrir une enquête sur des crimes commis présumés « du 1er janvier 2022 à ce jour », a déclaré son procureur Karim Khan.
Le procureur de la CPI, qui siège à La Haye, a annoncé dans un communiqué avoir « l’intention de procéder instamment à un examen préliminaire ». Il a précisé que cette étape évaluera « si les deux situations renvoyées par le gouvernement de la RDC sont suffisamment liées pour constituer une seule et même situation ».
Un examen préliminaire sert généralement à la Cour, créée en 2002 pour juger les pires atrocités commises dans le monde, à déterminer si les critères imposés pour l’ouverture d’une enquête sont réunis. Karim Khan s’est rendu en RDC fin mai, notamment dans l’est du pays en proie aux violences de multiples groupes armés, hérités pour beaucoup des guerres des années 1990-2000. Le soutien du Rwanda aux rebelles du M23 a été documenté par des experts de l’ONU mais reste contesté par Kigali.
