  1. The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
  2. Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
  3. Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
  4. Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
  5. The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
  6. The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).
  7. Organise strikes and unrest to paralyze the country and convince even the army not to support the dictaor – e.g., Jorge Ubico y Castañeda was ousted in Guatemala in 1944 and Guatemala became democratic, Recedntly in Burkina Faso with the dictator Blaise Compaoré.

Forensic science investigators to exhume Hutu bodies in Congo







The recent leak of the UN report coincides with the completion of the training of the first 40-member team of Congolese forensic science investigators from the Congolese police, which is being led by a renowned Peruvian forensic expert, Mr José Pablo Baraybar. “Thanks to this new report by the UN, we will be able to exhume the bodies that are spread throughout a country waiting for justice to be done for a community that has suffered a genocide, which has been silenced for over 10 years,” Baraybar to The Observer.
There is a long trail of genocide accounts around Mr. Kagame’s historic path from rebel leader to Presidency and, for an outsider to history of the African Great Lakes region; it is getting harder to know what account of genocide is referred to in debates. Kagame’s apologists are not making the task easier either. On one hand, Paul Kagame’s army is accredited to have stopped Tutsi genocide in Rwanda but on the other hand it is suspected to have carried out Hutu genocide in Democratic Republic of Congo and currently the same army is involved in peacekeeping mission in Darfur where other genocide is roaming.
Faced with allegations from a United Nations Agency Report for committing war crimes and probably genocide in the Democratic Republic of Congo, Rwandan government spokeswoman, Mrs Louise Mushikiwabo, is often quoted criticising “the U.N., which deliberately turned its back on the Rwandan people during the 1994 genocide, to accuse the army that stopped the genocide of committing atrocities in the Democratic Republic of Congo.”
FILIP REYNTJENS, Professor of Law and Politics, Universities of Antwerp, on his last interview with the BBC Africa, found it troubling “that an army that is accused and that is actually suspected of having committed those massive allegations under international humanitarian law should be keeping the peace in a place like Darfur at all.” A leaked report from the UN high commissioner for human rights says that after the 1994 genocide in Rwanda, Tutsi-led Rwandan troops and their rebel allies killed tens of thousands of members of the Hutu ethnic group inside the Congo. The Rwandan government reacted furiously to the UN draft last week.
Rwanda Genocide
It is not new to many in United Nations circle in general and in UN International Crimes Tribunal for Rwanda (ICTR) in particular that actually Tutsi genocide planning was part of the military strategy of the RPF. Was Kagame inspired by what had taken place in the neighbouring Burundi six months earlier in 1993 when a Hutu President M. Ndadaye was assassinated? The first democratically elected Hutu president was assassinated in a military mutiny in Burundi in October of 1993. More than two hundred thousand people died as a result of uprising in the country. Around half a million Burundi people fled into Rwanda. Robert Flaten, then US ambassador to Rwanda knew that same could happen in Rwanda if the country’s president was also killed. Robert warned Kagame that the chief rebel would be responsible for massive killings in the country should he break the ceasefire and resume the war. Two months later, the plane carrying two Hutus presidents was shot down, touching off mass killing as predicted.

Congo Genocide

The “mapping exercise” report by the Office of the High Commissioner of Human Rights (OHCHR) accuses Kagame’s army of “crimes against humanity, war crimes, or even genocide” primarily directed to unarmed civilian members of Hutu ethnic group who posed no direct threat to any military party. “The systematic and widespread attacks have a number of damning elements which, if proved before a competent court, could be described as crimes of genocide”.
Should accusations of possible genocide crimes still appear in the final report, and then it will be for a competent court to make a decision on the issue. It is worthy to mention that the authors of the report indicated that they were concerned that the language of “genocide” may be watered down before the official publishing of the document; therefore they felt it necessary to leak the report to safeguard the integrity of the report. The genocide allegations carries a heavy weight in international law that once mentioned, action has to be taken.
Kagame’s government argues that during both Congo Wars, its army repatriated thousands of Hutu refugees back to Rwanda. Proof that his army was not engaged in war crimes mentioned by the report. The U.N. says the report’s release will now be delayed until October 1, to allow countries cited in it the time to append their comments.


Sudan Genocide
Early 2003, Justice and Equality Movement (JEM) rebels started a protest against the Sudan government’s policies, accusing Karthoum of discriminating black Africans population in favour of Arabs. Protests were then met with air raids by government aircraft into the mostly black populated areas of Sudan. Air raids were often followed by attacks from the Janjaweed, a pro-government militia, riding on horses and camels, slaughtering men, raping women and looting Fur people.

UN investigation team in 2005 concluded that war crimes had been committed on black African population by pro-government militia but there had been no intent to commit genocide. However International Crimes Court attempted to add genocide to charge against president Omar al-Bashir. The court’s pre-trial chamber has now been ordered to reconsider genocide charges.

Kagame’s army, under the auspice of the UN and African Union, are taking part in peacekeeping mission to prevent genocide in Darfur. Following the leak of the UNHCHR “mapping exercise” report, Kigali has threatened to withdraw its 3500 troops from the UNAMID force in Darfur and from other peacekeeping missions around the world immediately if the report is published by the UN.
UN Secretary General, Mrs Ban Ki-moon told reporters in New York last week that “President Kagame and I agreed that it is extremely important for Rwanda to continue its role in peacekeeping operations,” But the threat remains.

First let us recall the definition of genocide. The Convention on the Prevention and Punishment of the Crime of Genocide was adopted by the United Nations General Assembly on December 9, 1948. The Convention entered into force on January 12, 1951.

Article II of the Convention states “In the present Convention, genocide means any of the following acts committed with the intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such:

(a) Killing members of the group;


(b) Causing serious bodily or mental harm to members of the group;


(c) Deliberately inflicting on the group conditions of life calculated to bring about physical destruction in whole or in part;
(d) Imposing measures intended to prevent births within the group


(e) Forcibly transferring children of the group to another group (Human Rights Volume I (Second Part) Universal Instruments United Nations 2002).

The targeted killing or genocide of moderate Hutu and Tutsi that took place in Rwanda in 1994 shocked the world. There is ‘guilt of omission’ to act. The international community did nothing to prevent the genocide when sufficient advance warning had been made available (Mary Robinson A Voice for Human Rights 2006: 222).
Understandably – and without pausing to reflect on the extenuating historical circumstances, the immediate trigger or the real genocidaires and who abetted them – the entire international community descended on Hutu people (whether they participated directly or indirectly, opposed or even protected the targeted groups), dubbed them barbaric, bad people or dangerous wild beasts that should be hunted down and killed. Hutus were massacred inside Rwanda and with satellite surveillance were chased in the DRC forest, murdered and buried in mass graves (Debra Liang-Fenton 2004: 41 & Robert B. Edgerton 2002:229).
The RPF government took full advantage of this sense of guilt, forced apologies and pushed the international community to remove arms embargo, pass generous resolutions, admit Rwanda into the Commonwealth club without meeting the requirements according to experts report, obtain sophisticated military training, equipment, advisers and defenders, remove moderate officials from government, strengthen the hand of hardliners, assassinate dissenters and jail others, prevent people from mentioning their ethnic identity, ban strong opposition parties, force Hutu into subsistence economy and birth control practices (as reported by Hutu) in order to keep them down permanently and pave the way for genocide of Hutu hence the term of ‘double genocide’.

In order to pin down Hutu permanently, the government has even decided that only Tutsi were targeted for genocide and not Hutu moderates. In an interview with New York Times reporter Josh Kron, published on April 28, 2010 the Foreign Minister and Government Spokesperson for Rwanda, Louise Mushikiwabo stated “… the reality is that the genocide was committed by the Hutu against the Tutsi, and the reality is also true that some Hutu were victims of the genocide, not because they were targeted, but because they did not want to go along with the plan [of genocide]”. The government also uses as appropriate the term genocide to all Hutu whether or not they participated in the genocide or were even born after 1994, implying that Hutu have no rights in Rwanda!

To repeat, Rwanda government has so far benefited from the “genocide guilt credit” to commit atrocities with impunity. At the UN in New York the Security Council and General Assembly members are constrained to criticize Rwanda because of a feeling of guilt. And the Rwanda government knows it and is perhaps encouraged to take advantage of it and settle scores while it lasts. The UN Secretary-General once expressed fear that Tutsi invasion of eastern DRC was aimed at revenge (Gerard Prunier Africa’s World War 2009: 57, 117, 293 & Stephen Kinser A Thousand Hills 2008:335).

With passage of time new evidence that RPF/A and Rwanda government have been committing genocide at least since 1993 against the Hutu is becoming available including earlier reports that had been suppressed. Also media distortions and manipulations are being corrected thus giving readers a balanced basis to arrive at informed conclusions.
The International Forum for Truth and Justice in the Great Lakes Region, among other organizations, is involved in a lawsuit charging massive crimes against humanity and acts of genocide committed by the RPF government of Rwanda (Peter Phillips Censored 2007, 2006:54).
For illustrative purposes, here are a few cases and sources for further reading as and when necessary.


1.In early September 1994 Robert Gersony prepared and delivered a comprehensive report of RPA (Rwanda Patriotic Army) massacres (of Hutu) to the RPF government of Rwanda and United Nations representatives in Kigali. Afraid of the impact of revelations in the report, it was suppressed by the UN Secretary General (Debra Liang-Fenton Implementing U.S. Human Rights Policy 2004: 39-40).

2.In April 1995 internally displaced persons (IDP) camp at Kibeho that accommodated about 150,000 Hutu was attacked by RPA and massacred them (Gerard Prunier. Africa’s World War 2009:40). There were too many foreign witnesses for RPF government to deny the genocide (Debra Liang-Fenton 2004:40). In its manifesto the Resistance Forces for Democracy (RDF) claimed that Paul Kagame, the leader of RPA and other Tutsi ministers had planned the massacre at Kibeho (IDP) in April 1995 and recommended that those involved should be brought before an international criminal court (NewAfrican May 1996:17).

3.The attacks on Rwanda in 1995 and 1996 by former FAR (former Rwanda army) caused disproportionate violent bouts of Rwanda army (RPA) repression targeting Hutu peasants (Current History Africa May 1997: 196).


4.On April 22, 2010 Lusoke Willy sent a detailed message to Ugandans-at-Heart in which he disclosed the locations of Hutu mass graves in Rwanda (Ugandans-at-heart@googlegroups.com).


5.Professors Allan Stam and Christian Davenport of University of Michigan and University of Notre Dame respectively reported that “the vast majority of people who died in the 1994 Rwanda Genocide were Hutus. Prof. Stam presented his findings at the University of Michigan in 2009 in a speech titled “Coming to a New Understanding of the 1994 Rwanda Genocide” (Ann Garrison. Rwanda Genocide: Some Inconvenient Truths. Blackstarnews.com April 11, 2010).


6.Several countries have adopted laws allowing judges to investigate human rights abuses anywhere in the world. In 2008, a judge in Spain issued a stunning indictment of 40 Rwandan officials, including the military chief of staff, General James Kabarebe, for atrocities they allegedly committed after the RPF seized power in 1994. Although President Kagame is immune from prosecution because he is a sitting head of state, the judge ruled there was damning evidence against him (Stephen Kinser 2008: 334).


7.In 1996, with Western support, the Rwandan army crossed the border into eastern DRC and forced hundreds of thousands of Hutu refugees back into Rwanda. Those who refused to return were dubbed genocidaires that qualified to be hunted down and killed. Despite protests from the UNHCR and numerous NGOs, the Rwandan army with some Western backing massacred whole groups of unarmed Hutus (Richard Dowden Africa 2009:249-50).


8.Oxfam, a British NGO claimed that up to 1,000,000 (Hutu) people in eastern DRC were dying from starvation and disease. The press added its voice by calling the situation “Catastrophe! Disaster! Apocalypse!” The UN Secretary-General also described the situation as “genocide by starvation” (Martin Meredith. The Fate of Africa 2005:533-4).


9.In 1998 a UN Commission visited DRC to investigate reports of mass graves of thousands of Hutu that had been massacred by Kabila Tutsi-led rebel army (Robert B. Edgerton 2002:229).


10.During hearings of AU mission to DRC in January/February 2010 reports of intentional massacre of Hutu from Rwanda and DRC were reported as Rwanda army chased Hutu rebels indistinguishable from civilians.


  1. The idea behind these examples is to give the public information about Hutu genocide committed in Rwanda and DRC by Tutsi, information that was not available before or was suppressed. For the sake of justice the law should apply to all perpetrators of this double genocide.
  2. Those suspected of genocide against Tutsi and Hutu must be tried in an international criminal court. The time for guilt by omission is over. Western governments that cherish strict observance of human rights and justice for all must act now to save their credibility. There is sufficient evidence to take on genocide committed by Tutsi against Hutu in Rwanda and DRC.

WASHINGTON DC (Wednesday, August 25, 2010): A nation-wide coalition of US activists is calling on President Barack Obama to go beyond recent White House criticism and intensify pressure on the government of newly re-elected Rwandan President Paul Kagame.

On Friday, August 13, a White House spokesperson, the National Security Council’s Mike Hammer, expressed the Obama Administration’s unhappiness about events in Rwanda. Hammer focused his ire on the repressive circumstances and the less-than-credible results of Rwanda's presidential elections on August 9.

The NSC statement made clear the White House view that today’s Rwanda is not a democracy and then went further to dismiss the “development first, democracy later” argument often used to excuse Mr. Kagame’s iron-fisted rule. “Rwanda’s stability and growing prosperity, however, will be difficult to sustain in the absence of broad political debate and open political participation,” Hammer said.

While welcoming Friday’s NSC statement, the advocacy coalition is demanding much tougher action against the Kagame government.

Several members specified the tougher policies they want to see in Obama's policy toward Rwanda.
Claude Gatebuke, a Rwandan genocide survivor and a leader in the coalition, linked American aid to improved democratization in Rwanda. He said the group wants President Obama to immediately terminate all military assistance and cooperation and also to freeze the $240 million that the US is scheduled to soon give Mr. Kagame.
"American aid to Rwanda must be nonmilitary. And that nonmilitary American taxpayer money should be unfrozen if, and only if, Mr. Kagame meets two conditions," Gatebuke said.
He outlined the first condition as "immediately widening Rwanda's democratic space which includes: completely freeing all political opponents, critics and the media; scrapping repressive laws; and engaging in good-faith discussions with all stakeholders about the way forward in Rwanda."
Rwanda’s behavior inside the Congo emerged as the coalition’s second condition. Kambale Musavuli, spokesperson for Friends of the Congo, outlined that condition, "In addition to allowing democracy inside Rwanda, General Kagame must be held accountable for his destabilization and looting of the Congo. President Obama must implement the bill he passed as Senator into law, PL 109-456 The Democratic Republic of Congo Relief, Security, and Democracy Promotion Act. That law clearly requires the US government to withhold aid to neighboring countries that destabilize the Congo."


Jacques Bahati of Africa Faith and Justice Network questions Washington’s cozy relations with President Kagame, "It is both mind-boggling and inexplicable how much The Congress and The Obama Administration have coddled the dictatorship in Kigali. Real American interests in Africa are hurt by this embarrassing relationship."
Experts in Washington say past actions by the coalition on behalf of the Rwandan people have seen results. They point to two taken earlier this year.

On April 30, group members organized demonstrations against President Kagame during his Oklahoma Christian University visit. Some reports claimed that the president was forced to use a side entrance.

And three weeks ago, on August 3, the activists organized a packed press briefing at the prestigious National Press Club, a mere stone’s throw from the White House. Unconvinced after hearing out Rwandan Ambassador James Kimonyo, the activists called on President Obama to denounce the August 9 Rwanda elections as sham.
The experts say that the NSC statement is therefore a shot in the arm for the Rwandan people and their struggle for democracy.

Observers also find it significant that both President Obama personally and the NSC statement have pointedly failed to congratulate Mr. Kagame on his electoral victory--something done routinely when Washington is pleased with an ally.
Still some coalition members remain skeptical. They question if the NSC criticism means President Obama is finally moving to add substance to his 2009 Ghana speech when he pledged to support strong institutions in Africa, not strongmen.


Maurice Carney, Executive Director of Friends of the Congo is among the unconvinced. He notes “There is no better litmus test for President Obama keeping his word than how he responds to the quintessential strongman of Central Africa, Paul Kagame. Will the president continue the carte blanche support for Paul Kagame despite his own 2009 rhetoric in Ghana? Or will Mr. Obama engineer a bold shift, from a half century of US support for strongmen, dictators and despots, to assisting and encouraging non-violent, pro-democratic forces and strong institutions?”

General Kagame's ignorance of democratic values accelerates the decline of Rwandans he pretends to value




The time to rise up against the brutish regime is now.
All Rwandans, ethnic brothers and sisters,
our rights, freedom and even lives
are seriously violated, so let's unite together.
It is time to fight.



While the European Commission, the British Government, Germany and Belgium spend more money for their taxpayers for Kagame's one-man-show election; He uses that aid to suppress political rights and freedom of Rwandan citizens.

The US, GB and EU commission's current aid to Kagame is controversial.You cannot sponsor elections you know they WON'T BE Free and Fair.

US, GB and the EU commission know the benefits of true democracy equality, human rights and social inclusion, which have contributed to their social, political and economic prosperity. They should tell General Kagame the truth now if they really care about Rwandan people. They should tell him the truth about what he needs to do if their foreign aid is for promoting democracy.

It is time for any nation to decide which side they will stand on.We need modern weapons to stand against this evil regime. Kagame's regime has no intention to change Rwanda in a postive way.
Traditional US, GB and the EU commission's aid through government-to-Kagame channels that strengthens RPF tyranny's policies, RPF death squads, more government arbitrary arrests, torture and terror, the aid shoud be aimed to strengthen democratic institutions, projects in the filds of pluralism, rule of law and civil society through extra or non governmental channels.
"Democracy is more than elections" => President Obama

  1. Democracy is not the number of votes that you've got. It is all about how you got them;
  2. Democracy is not the outcome of elections. It is all about participation and inclusion of other people who may have different solutions and proposals from yours;
  3. Democracy is all about electoral conditions and electoral process;
  4. Democracy is not cosmetic development based on showcase of one city. It is all about community development and participatory democracy, which you don't understand at all;
  5. Democracy is not having 90% of your citizen unemployed and then claim to have more than 8% of GDP. It is all about giving them the opportunities to work and to sustain their families. In fact what this 8% of GDP is for, when more than 70% of Rwanda live below one $1 a day?
  6. Democracy is not political and economic exclusion. It is all about economic equality and equity for all your citizens regardless of their ethnic backgrounds and foreign language spoken;
  7. Democracy is not deciding who will compete against you in presidential elections or using your power to bribe other parties to support your elections;
  8. Democracy is not preventing other citizens from competing against you in elections
  9. Democracy is not using public funds (mainly foreign aid) both for your own political party and for government affairs;
  10. Democracy is not obstructing the freedom of expression, association and assembly
  11. Democracy is not preventing other people to have their political rights in the name of economic successes;
  12. Democracy is not to fear political opposition parties and claim that you have won more than 90% of the votes. If you claim to have won more than 90% of the votes, you should not have any problem in allowing other citizen to compete against you. Why do you fear the opposition parties to exist in your country while you won 90 % of the votes?
  13. Democracy is not using the genocide laws to obstruct political rights in your own country;
  14. Democracy is not preventing other parties from registering and operating freely. Because you have the control of all security and military services in your country, why do you have problems that the opposition parties will create insecurity?
  15. Democracy is not believing that you are the only man who can run the country or deliver;
  16. Democracy is not believing that other people cannot achieve what you have achieved;
  17. Democracy is not about pretending to be the superman or strong man;
  18. Democracy is not obstructing alternatives views and solutions;
  19. Democracy is not killing your political opponents or journalists;
  20. Democracy is not believing that only other people and nations should be accountable about the genocide in Rwanda and that you, you have nothing to do with it;
  21. Democracy is not one-sided justice;
  22. Democracy is not justice for a few and injustice for the majority;
  23. Democracy is not human rights abuses;
  24. Democracy is not empowering politically, socially and economical one ethnic group and leave powerless other groups of your country;
General Kagame lies to the international donors and media in the hope that they will become less critical of his lousy policies. Looking at his current bihaviour, he is indiscriminate and actually lies to everyone. Yesterday, they were his voters, today they are Interahamwe, genocide deniers and terrorists !

Limits of free speech on Google

Last fall, Francoise Brougher, the global director of strategy and business operations at Google, led a group of Google employees on a three week trip to Africa, stopping in Rwanda, Ghana, Senegal and Nigeria. She had been asked by top Google execs to seek out business opportunities in Africa.Google disseminates RPF propaganda,
Why? Because Google is serious about its mission - to organize all the world's information and make it available to everyone. The Rwanda deal will make Google Apps - Web-based applications for e-mail, a calendar, the creation of documents and spreadsheets, messaging and Web page authoring - available to government ministries and three colleges in Rwanda. (The company announced a similar initiative in Kenya.) Each university and ministry will get its own domain names, and all the applications will be available without advertising. This will save the Rwandans the considerable expense of developing their own e-mail systems, maintaining servers, training staff and buying PC-based software.
To use Google Apps, Rwandans will need computers and broadband connections - but Brougher told me that Google picked Rwanda for its rollout in part because the government is "extremely progressive" when it comes to promoting information technology: "The country has invested in IT infrastructure, the same way governments invest in roads," she says.]

After missing three major turning points, i.e. the prevention and arrest of genocide in 1994; the protection of refugees from war and crimes against humanity in the Democratic Republic of Congo in 1996-1997; the impunity of all people involved in genocide and crimes against humanity committed by both warring parties in the Rwandan tragedy; the international community has utterly fallen short of the fourth turning point. Indeed, on the eve of the forthcoming presidential elections scheduled on 9th August 2010, which had raised a glimpse of hope for the long awaited democratisation of Rwanda , things are being conducted as if no lesson had been learnt from the past.

Rwanda: Pre-election attacks on politicians and journalists condemned.

Amnesty International condemns attacks on politicians and journalists in the run up to the presidential election on August 9 and calls on the government to ensure the poll is held in an atmosphere where Rwandans can freely express their views.
The murder of a journalist and an opposition politician – both critical of the ruling Rwandan Patriotic Front (RPF) - in late June and mid-July has created a climate of repression likely to inhibit freedom of expression ahead of the vote, the organisation said.
“In recent months killings, arrests and the closure of newspapers and broadcasters has reinforced a climate of fear,” said Amnesty International’s Africa Programme Deputy Director, Tawanda Hondora. “The Rwandan government must ensure that investigations into the killings are thorough and reinstate closed media outlets.”


On 14 July, André Kagwa Rwisereka, the vice president of the opposition Democratic Green Party, was found dead in Butare, southern Rwanda. Amnesty International has obtained photographs that show that his head was severed from his body.
Rwisereka, who left the RPF to create the Green Party, had reportedly been concerned for his security in the weeks before his murder. Other Green Party members said they had also received threats.

Investigations into Rwisereka’s death continue, but insufficient evidence has been gathered to press charges, according to the Prosecution.
