Ways To Get Rid of Kagame

How to proceed for revolution in Rwanda:
  1. The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
  2. Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
  3. Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
  4. Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
  5. The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
  6. The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).
  7. Organise strikes and unrest to paralyze the country and convince even the army not to support the dictaor – e.g., Jorge Ubico y Castañeda was ousted in Guatemala in 1944 and Guatemala became democratic, Recedntly in Burkina Faso with the dictator Blaise Compaoré.

On Friday October 1, 2010, The United States Government, through the Assistant Secretary in charge of the Bureau of Public Affairs, Philip J. Crowley, has called for accountability for crimes committed against Congolese and Rwandan ethnic Hutus in the Democratic Republic of the Congo (DRC) over the last decades. The call follows the publication on October 1, 2010 by UN High Commission for Human Rights of what is known as DRC Mapping Report, or with the long title: “Report of the Mapping Exercise documenting the most serious violations of human rights and international humanitarian law committed within the territory of the Democratic Republic of the Congo between March 1993 and June 2003.”

The DRC Mapping Report documents crimes against humanity, war crimes, and systematic massacres characterized as genocide committed against the Rwandan and Congolese ethnic Hutus by the Rwandan Patriotic Army, the military branch of the ruling Rwandan Patriotic Front (RPF). According to the report the RPF, dominated by extremist Tutsis targeted Hutus, mostly children and women, with systematic massacres and for extermination.

“ The report raises serious allegations of brutal and horrific mass killings, rape and other abuses during the period in question,” said the US Government.

The statement by Philip J. Crowley insists on accountability to end impunity and stop ongoing atrocities in the DRC:
“The United States strongly supports accountability for violations of human rights and international humanitarian law around the world, including in the DRC…Accountability is an important step toward ensuring that further such incidents do not occur. The United States is firmly committed to helping the DRC and other nations in the region take positive steps to end the corrosive cycle of violence and impunity.”

The UN High Commissioner for Human Rights has released a report documenting atrocities, including serious violations of human rights, in the Democratic Republic of the Congo in the decade between March 1993 and June 2003. The report raises serious allegations of brutal and horrific mass killings, rape and other abuses during the period in question.

The United States strongly supports accountability for violations of human rights and international humanitarian law around the world, including in the DRC. We welcome the improvement in regional relations since the reporting period and call on countries in the region to continue to collaborate closely to stop the ongoing atrocities in the DRC.

As we contemplate the contents of the report, it is crucially important that we remain focused on the tens of thousands of victims in the DRC. Accountability is an important step toward ensuring that further such incidents do not occur. The United States is firmly committed to helping the DRC and other nations in the region take positive steps to end the corrosive cycle of violence and impunity.

[Since 1994, the world witnesses the horrifying Tutsi minority (14%) ethnic domination, the Tutsi minority ethnic rule, tyranny and corruption in Rwanda. The current government has been characterized by the total impunity of RPF criminals, the Tutsi economic monopoly, the Tutsi militaristic domination with an iron hand, and the brutal suppression of the rights of the majority of the Rwandan people (85% are Hutus), mass-arrests and mass-murder by the RPF criminal organization.

 The U.S. "War on Terror" destabilizes popular governments, communities, and indigenous societies all over the globe. This has occurred more than anywhere else in the Great Lakes region of Africa, where people face absolute terrorism and grotesque atrocities–the complete destruction of everything they know–a.k.a. genocide.
But genocide in Congo is off the agenda, in keeping with the prerogatives of private profit, western big business, white supremacy, and the politics of genocide.[0]

The U.S. has for years intervened in the region–U.S. multinational Union Carbide, for example, was in control of the SOMIKIVU mines in the Congo’s Kivu provinces in the early 1960′s–but through an expanding military partnership with key agents in Central Africa since 1980, the U.S. interventions have produced an unprecedented loss of life facilitated by direct U.S. government polices, covert military operations and guerrilla warfare, all cloaked in euphemisms of "peacekeeping, " "humanitarianism" and "development. "
Now Rwanda and Uganda (Ethiopia right behind them) have become the Pentagon’s primary bases of operations in Africa, from which scores of millions of dollars of military hardware and Pentagon-trained African proxy warriors are routed into Congo and Burundi, but also far beyond these to the Pentagon’s theaters of operation in Sudan, Ethiopia, Kenya, Somalia–even to Afghanistan, Iraq, and Haiti.

MASSIVE UNPRECEDENTED SILENCE


The United States has a long history of supporting brutal regimes. The western mass media system provides cover stories and blankets the truth with propaganda campaigns–a business area formally known as "perception management"–devised by corporate nationalist foundation think tanks like the Center for American Progress, the Atlantic Council and the Council on Foreign Relations.
General Augusto Pinochet came to power in a coup d’etat on the other September 11 in 1973. The United States backed Pinochet’s reign of terror in Chile and other perpetrators of mass atrocities in Guatemala, Nicaragua, Peru, Honduras, Bolivia, and El Salvador. In the 1980′s mainstream western photographers images of decapitated and dismembered bodies strewn across the verdant land were rarely published by the establishment press. "Disappearing" as a terror tactic became routine–a product of western military ‘training’ from the School of the Americas. The people on the ground resisted, even as entire generations of families and whole communities were obliterated. Perpetrators were known but rarely held accountable; General Augusto Pinochet died in 2006, with 300 Chilean charges and several international war crimes charges against him.

Bernard Ntaganda, presidential candidate of Rwanda's P.S. Imberakuri Party before it broke into two factions, and still the presidential candidate of one wing. He has called for postponement of the elections until all viable candidates can register, and today he called for protest as President Paul Kagame registered his candidacy with the National Electoral Commission, saying "Silence is acceptance." He was arrested at his home this morning, 06.24.2010, before he could leave to attend the protest.


Bernard Ntaganda, Rwandan opposition presidential candidate, and Didas Gasana, Editor of Rwanda's banned newspaper, Umuseso, spoke to KMEC Radio on April 18th. Gasana has since fled to Uganda and Ntaganda was arrested in Kigali this morning.


Last night Ntaganda put out an urgent message that his assistant, Mr. Sibomana Rusangwa Aimable, had disappeared at 8 p.m., after a meeting held at the head office of P.S.Imberakuri in which the Party had decided to organize demonstrations today, June 24th, 2010.
Ntaganda said that he feared his assistant's life was in danger, and this morning Ntaganda himself was arrested at his home in Kigali, before he could leave to join protests of the Kagame government's exclusion of all viable opposition from this year's 2010 Rwandan presidential election, with polls scheduled for August 9th. Ntaganda had called for the protests, saying that "Silence is acceptance."

Victoire ingabiré spoke to Rwandan press at the Kigali, Rwanda airport, upon her return to contest the election against Rwandan President Paul Kagame. She has not been allowed to register her candidacy and has instead been arrested. Today her house was surrounded by Rwandan Police who prevented her from leaving to join a peaceful protest.

Police also surrounded the house of FDU-Inkingi Party presidential candidate Victoire Ingabire Umuhoza and prevented her from leaving to join the protests as well.
Police arrested Democratic Green Party of Rwanda candidate Frank Habineza outside the U.S. Embassy, where he had gone to protest Mr. Ntaganda's arrest, but released him within a matter of hours. Habineza, who was earlier this year elected President of the African Greens Federation, said that, within hours of his arrest, he had received calls from members of the Global Green Party in Egypt, Sweden, Morocco, and the United States.

"Global Greens can mobilize on the Internet as Peter Erlinder's supporters did," Habineza said, speaking from Kigali after his release. "We hope they mobilize not just to support us, the Rwanda Greens, but to support all Rwandans imperiled by these new arrests, by the government excluding all of us, the real opposition, from the election, and by growing fear and instability."

U.S. Law Professor and international criminal lawyer Peter Erlinder was arrested in Kigali, Rwanda on May 28th, where he had traveled to defend Ingabire. Last week a judge released him on medical grounds. He returned to this country on Monday and yesterday held a press conference at William and Mitchell College of Law, where he said his imprisonment revealed the nature of the Rwandan regime and its secret police. "I have seen how it works and they make the Stasi and the KGB look like amateurs," he said.

The FDU-Inkingi and the Democratic Green Party of Rwanda released this description of their experience and call for international support:
"Rwandan opposition party leaders and members have been violently assaulted and arrested, hundreds still missing. A planned peaceful demonstration for today against the National Electoral Commission (NEC) while they were receiving nominations for the August presidential elections was blocked. The purpose was to protest the fact that the genuine opposition parties have been denied a chance to participate in the presidential elections. The planned peaceful demonstration was prevented this morning when Maitre NTAGANDA Bernard, the founding president of the PS-Imberakuri party, was violently assaulted and taken from his home by unidentified armed plain-clothed officials. Sources claim that he is currently being held incommunicado in a police cell.

At the same time, Ms. Victoire Ingabire, chairperson of the FDU-Inkingi party, woke up to find that her house had been completely surrounded and blocked off by armed policemen. She was prevented from leaving her residence. The Democratic Green Party President, Mr. Frank Habineza, and his Vice President, Andre Kagwa Rwisereka, were detained by the police. Their National Identity cards and phones were taken from them for almost one hour at US Embassy in Kigali. Two Executive Members of the FDU- Inkingi, Secretary General Sylvain Sibomana and Treasurer Alice Muhirwa, are missing as of this writing. The Secretary General of the PS-Imberakuri, Theobald Mutarambirwa, is also believed to be in police custody but is missing.
The ‘Parti Social Imberakuri'-PS-Imberakuri, wrote to the Mayor of the Gasabo district on 17th June 2010, requesting for permission to demonstrate peacefully on 24th June 2010. The letter clearly stated that the demonstrations were to start at the Prime Minister’s Office in Kimiruhura, continue to the Parliament and end at the Ministry of Local Government in the Kacyiru District, where a public message was to be made.

The District failed to respond by Wednesday, 23rd June, and Maitre Ntaganda, a senior lawyer and activist, confirmed to other opposition leaders that, in this case, silence doen not legally mean "no", and the program should remain as planned.

To our surprise early this morning, Frank Habineza received a phone call from the PS Imbearakuri Secretary General informing him Ntaganda had gone missing and they have changed plans. Instead of the planned demonstration, they decided to go to the American Embassy in the Kacyiru District and ask US Embassy officials to help intervene in this serious situation. They also asked Frank Habineza to help them so Maitre Ntaganda could be located and released from custody.

We arrived at the US Embassy visitors parking at around 09:00 local time. To our surprise, when we called the PS-Imberakuri Secretary General, instead of getting his response we heard a lot of commotion over his phone and by the time we reached the outside of the US Embassy complex we saw police chasing PS-Imberakuri members and we also saw others being arrested and being violently forced into police vans. The Secretary General is believed to be in police custody with hundreds of other PS-Imberakuri members.

We proceeded on and talked to US Embassy officials. After a while as we were leaving the US Embassy grounds, Rwandan police stopped us and took away our National Identity Cards and phones for about an hour. Both the President and Vice President of the Green Party were eventually released without harm.

 "The United States Government, along with all other participating nations in the Community of Democracies, should seek, as a matter of high policy priority, to promote peaceful transitions to irreversible multiparty democracies, under rule of law, in all countries which continue to be ruled by dictators and other repressive regimes, and should join with all other democratic countries in solidarity to defend those peoples who are in danger of having their democratic transition reversed by force. We are initiating a public dialogue today on how to achieve this fundamental goal".




The FDU-Inkingi's Leader, Mrs. Victoire Ingabire was physically assaulted earlier this year at a government office at Kinyinya-Kigali. She has also faced serious allegations and has been charged for working with a terrorist organisation as well as allegedly harboring a genocide ideology. Her party has been refused chance to register on the pretext that its leader has criminal charges which must be cleared first. The problem though is that even though she was charged in court, she has never been given chance to defend herself. Instead her lawyer, Peter Erlinder, was arrested as well.

Meanwhile, hundreds of members of the FDU-Inkingi were brutally attacked and beaten by policemen at Gishushu (Remera) and in front of the Ministry of Justice in the Kimihurura District. They were heading to a peaceful demonstration in front of the Ministry of Justice to request the government to lift restrictive measures and drop the false charges against their Ms. Victoire Ingabire Umuhoza, who remains under house arrest on bail since April 22nd 2010, and has been deprived of her political rights. The demonstrators were reacting to a statement by General Prosecutor Ngoga yesterday that the government does not have enough evidence to prosecute and challenge the case in a court of law yet.

The Permanent Consultative Council of Opposition Parties in Rwanda is deeply concerned with the continuous unwarranted political harassment and denial of political space in Rwanda ahead of the August 9th Presidential election.
The Government of Rwanda has continuously done all it can to deny the genuine political opposition a chance to legally exist and be able to democratically participate in the upcoming Presidential elections.
The ruling RPF party has plainly shown to the Rwandan people and the International Community that scared to compete with real opposition and has resorted to approving stooge candidates to give the illusion of political opposition.


The real opposition in Rwanda has been subjected to verbal and physical intimidation along with legal and political abuse. Legal framework has been manipulated to prevent the Democratic Green Party of Rwanda and United Democratic Forces (FDU–Inkingi) from registering their political parties and exercising their political rights. The Democratic Green Party of Rwanda’s founding convention on 30th October 2009, was violently sabotaged by people connected to state security organs and others to be working for the Government. The Green Party's leader, Frank Habineza has received several death threats, the latest one indicating that he is supposed to be killed before the August 2010 presidential election. Despite the fact that he reported this matter to the police and also wrote directly to the Minister of Internal Security, he never received any response and he is in imminent danger. 



This is the real picture of Rwanda's political space: President Kagame’s RPF party competing against stooge candidates of the PSD, PL and other satellite partner parties who have been comfortably enjoying ministerial and parliamentary positions for the last 16 years while supporting RPF policies and legislation.

ASI is not surprised at all. Many of the world's most repressive dictators have been friends of America.



Tyrants, torturers, killers, and sundry dictators and corrupt puppet-presidents have been aided, supported, and rewarded handsomely for their loyalty to US interests. Traditional dictators seize control through force, while constitutional dictators hold office through voting fraud or severely restricted elections, and are frequently puppets and apologists for the military juntas which control the ballot boxes. In any case, none have been democratically elected by the majority of their people in fair and open elections.

They are democratic America's undemocratic allies. They may rise to power through bloody ClA-backed coups and rule by terror and torture. Their troops may receive training or advice from the CIA and other US agencies. US military aid and weapons sales often strengthen their armies and guarantee their hold on power.

Unwavering "anti-communism" and a willingness to provide unhampered access for American business interests to exploit their countries' natural resources and cheap labor are the excuses for their repression, and the primary reason the US government supports them. They may be linked internationalIy to extreme right-wing groups such as the World Anti-Communist League, and some have had strong Nazi affiliations and have offered sanctuary to WWll Nazi war criminals.


They usually grow rich, while their countries' economies deteriorate and the majority of their people live in poverty. US tax dollars and US-backed loans have made billionaires of some, while others are international drug dealers who also collect CIA paychecks. Rarely are they called to account for their crimes. And rarely still, is the US government held responsible for supporting and protecting some of the worst human rights violators in the world.
 
General Pau Kagame doesen't stop at enslaving his own people though. He also feeds them well, gave them little medical care, carries out large-scale purges and executes millions of them. The net result was killing off approximately 3/5 of the Rwandan population! Kagame's campaign is described as one of the worst mass-murders ever in Africa.General Kagame is even known to have garroted people to death.

CRIMES RELEVANT DE LA COMPÉTENCE DE LA COUR

1. La compétence de la Cour est limitée aux crimes les plus graves qui touchent l’ensemble de la communauté internationale. En vertu du présent Statut, la Cour a compétence à l’égard des crimes suivants :
a) Le crime de génocide ;
b) Les crimes contre l’humanité ;
c) Les crimes de guerre ;
d) Le crime d’agression.
2. La Cour exercera sa compétence à l’égard du crime d’agression quand une disposition aura été adoptée conformément aux articles 121 et 123, qui définira ce crime et fixera les conditions de l’exercice de la compétence de la Cour à son égard.
Cette disposition devra être compatible avec les dispositions pertinentes de la Charte des Nations Unies.

Article 6

CRIME DE GÉNOCIDE



Aux fins du présent Statut, on entend par crime de génocide l’un quelconque des actes ci-après commis dans l’intention de détruire, en tout ou en partie, un groupe national, ethnique, racial ou religieux, comme tel :

a) Meurtre de membres du groupe
b) Atteinte grave à l’intégrité physique ou mentale de membres du groupe ;
c) Soumission intentionnelle du groupe à des conditions d’existence devant entraîner sa destruction physique totale ou partielle ;
d) Mesures visant à entraver les naissances au sein du groupe ;
e) Transfert forcé d’enfants du groupe à un autre groupe.

Article 7

CRIMES CONTRE L’HUMANITÉ

1. Aux fins du présent Statut, on entend par crime contre l’humanité l’un quelconque des actes ci-après lorsqu’il est commis dans le cadre d’une attaque généralisée ou systématique lancée contre toute population civile et en connaissance de cette attaque :
a) Meurtre ;
b) Extermination ;
c) Réduction en esclavage ;
d) Déportation ou transfert forcé de population ;
e) Emprisonnement ou autre forme de privation grave de liberté physique en violation des dispositions fondamentales du droit international ;
f) Torture ;
g) Viol, esclavage sexuel, prostitution forcée, grossesse forcée, stérilisation forcée ou toute autre forme de violence sexuelle de gravité comparable ;
h) Persécution de tout groupe ou de toute collectivité identifiable pour des motifs d’ordre politique, racial, national, ethnique, culturel, religieux ou sexiste au sens du paragraphe 3, ou en fonction d’autres critères universellement reconnus comme inadmissibles en droit international, en corrélation avec tout acte visé dans le présent paragraphe ou tout crime relevant de la compétence de la Cour ;
i) Disparitions forcées de personnes ;
j) Crime d’apartheid ;
k) Autres actes inhumains de caractère analogue causant intentionnellement de grandes souffrances ou des atteintes graves à l’intégrité physique ou à la santé physique ou mentale.
2. Aux fins du paragraphe 1 :


a) Par « attaque lancée contre une population civile », on entend le comportement qui consiste en la commission multiple d’actes visés au paragraphe 1 à l’encontre d’une population civile quelconque, en application ou dans la poursuite de la politique d’un État ou d’une organisation ayant pour but une telle attaque ;
b) Par « extermination », on entend notamment le fait d’imposer intentionnellement des conditions de vie, telles que la privation d’accès à la nourriture et aux médicaments, calculées pour entraîner la destruction d’une partie de la population ;
c) Par « réduction en esclavage », on entend le fait d’exercer sur une personne l’un quelconque ou l’ensemble des pouvoirs liés au droit de propriété, y compris dans le cadre de la traite des être humains, en particulier des femmes et des enfants ;
d) Par « déportation ou transfert forcé de population », on entend le fait de déplacer de force des personnes, en les expulsant ou par d’autres moyens coercitifs, de la région où elles se trouvent légalement, sans motifs admis en droit international ;
e) Par « torture », on entend le fait d’infliger intentionnellement une douleur ou des souffrances aiguës, physiques ou mentales, à une personne se trouvant sous sa garde ou sous son contrôle ; l’acception de ce terme ne s’étend pas à la douleur ou aux souffrances résultant uniquement de sanctions légales, inhérentes à ces sanctions ou occasionnées par elles ;
f) Par « grossesse forcée », on entend la détention illégale d’une femme mise enceinte de force, dans l’intention de modifier la composition ethnique d’une population ou de commettre d’autres violations graves du droit international. Cette définition ne peut en aucune manière s’interpréter comme ayant une incidence sur les lois nationales relatives à la grossesse ;
g) Par « persécution », on entend le déni intentionnel et grave de droits fondamentaux en violation du droit international, pour des motifs liés à l’identité du groupe ou de la collectivité qui en fait l’objet ;
h) Par « crime d’apartheid », on entend des actes inhumains analogues à ceux que vise le paragraphe 1, commis dans le cadre d’un régime institutionnalisé d’oppression systématique et de domination d’un groupe racial sur tout autre groupe racial ou tous autres groupes raciaux et dans l’intention de maintenir ce régime ;
i) Par « disparitions forcées de personnes », on entend les cas où des personnes sont arrêtées, détenues ou enlevées par un État ou une organisation politique ou avec l’autorisation, l’appui ou l’assentiment de cet État ou de cette organisation, qui refuse ensuite d’admettre que ces personnes sont privées de liberté ou de révéler le sort qui leur est réservé ou l’endroit où elles se trouvent, dans l’intention de les soustraire à la protection de la loi pendant une période prolongée.
3. Aux fins du présent Statut, le terme « sexe » s’entend de l’un et l’autre sexes, masculin et féminin, suivant le contexte de la société. Il n’implique aucun autre sens.
Article 8

CRIMES DE GUERRE

1. La Cour a compétence à l’égard des crimes de guerre, en particulier lorsque ces crimes s’inscrivent dans le cadre d’un plan ou d’une politique ou lorsqu’ils font partie d’une série de crimes analogues commis sur une grande échelle.
2. Aux fins du Statut, on entend par « crimes de guerre » :
a) Les infractions graves aux Conventions de Genève du 12 août 1949, à savoir l’un quelconque des actes ci-après lorsqu’ils visent des personnes ou des biens protégés par les dispositions des Conventions de Genève :
i) L’homicide intentionnel;
ii) La torture ou les traitements inhumains, y compris les expériences biologiques ;
iii) Le fait de causer intentionnellement de grandes souffrances ou de porter gravement atteinte à l’intégrité physique ou à la santé ;
iv) La destruction et l’appropriation de biens, non justifiées par des nécessités militaires et exécutées sur une grande échelle de façon illicite et arbitraire ;
v) Le fait de contraindre un prisonnier de guerre ou une personne protégée à servir dans les forces d’une puissance ennemie ;
vi) Le fait de priver intentionnellement un prisonnier de guerre ou toute autre personne protégée de son droit d’être jugé régulièrement et impartialement ;
vii) La déportation ou le transfert illégal ou la détention illégale ;
viii) La prise d’otages ;

b) Les autres violations graves des lois et coutumes applicables aux conflits armés internationaux dans le cadre établi du droit international, à savoir, l’un quelconque des actes ci-après :
i) Le fait de diriger intentionnellement des attaques contre la population civile en tant que telle ou contre des civils qui ne participent pas directement part aux hostilités ;

ii) Le fait de diriger intentionnellement des attaques contre des biens de caractère civil, c’est-à-dire des biens qui ne sont pas des objectifs militaires ;
iii) Le fait de diriger intentionnellement des attaques contre le personnel, les installations, le matériel, les unités ou les véhicules employés dans le cadre d’une mission d’aide humanitaire ou de maintien de la paix conformément à la Charte des Nations Unies, pour autant qu’ils aient droit à la protection que le droit international des conflits armés garantit aux civils et aux biens de caractère civil ;
iv) Le fait de diriger intentionnellement une attaque en sachant qu’elle causera incidemment des pertes en vies humaines dans la population civile, des blessures aux personnes civiles, des dommages aux biens de caractère civil ou des dommages étendus, durables et graves à l’environnement naturel qui seraient manifestement excessifs par rapport à l’ensemble de l’avantage militaire concret et direct attendu ;
v) Le fait d’attaquer ou de bombarder, par quelque moyen que ce soit, des villes, villages, habitations ou bâtiments qui ne sont pas défendus et qui ne sont pas des objectifs militaires ;
vi) Le fait de tuer ou de blesser un combattant qui, ayant déposé les armes ou n’ayant plus de moyens de se défendre, s’est rendu à discrétion ;
vii) Le fait d’utiliser indûment le pavillon parlementaire, le drapeau ou les insignes militaires et l’uniforme de l’ennemi ou de l’Organisation des Nations Unies, ainsi que les signes distinctifs prévus par les Conventions de Genève, et, ce faisant, de causer la perte de vies humaines ou des blessures graves ;
viii) Le transfert, direct ou indirect, par une puissance occupante d’une partie de sa population civile, dans le territoire qu’elle occupe, ou la déportation ou le transfert à l’intérieur ou hors du territoire occupé de la totalité ou d’une partie de la population de ce territoire ;
ix) Le fait de diriger intentionnellement des attaques contre des bâtiments consacrés à la religion, à l’enseignement, à l’art, à la science ou à l’action caritative, des monuments historiques, des hôpitaux et des lieux où des malades ou des blessés sont rassemblés, à condition qu’ils ne soient pas des objectifs militaires ;
x) Le fait de soumettre des personnes d’une partie adverse tombées en son pouvoir à des mutilations ou à des expériences médicales ou scientifiques quelles qu’elles soient qui ne sont ni motivées par un traitement médical, dentaire ou hospitalier, ni effectuées dans l’intérêt de ces personnes, et qui entraînent la mort de celles-ci ou mettent sérieusement en danger leur santé ;
xi) Le fait de tuer ou de blesser par traîtrise des individus appartenant à la nation ou à l’armée ennemie ;
xii) Le fait de déclarer qu’il ne sera pas fait de quartier ;
xiii) Le fait de détruire ou de saisir les biens de l’ennemi, sauf dans les cas où ces destructions ou saisies seraient impérieusement commandées par les nécessités de la guerre ;
xiv) Le fait de déclarer éteints, suspendus ou non recevables en justice les droits et actions des nationaux de la partie adverse ;
xv) Le fait pour un belligérant de contraindre les nationaux de la partie adverse à prendre part aux opérations de guerre dirigées contre leur pays, même s’ils étaient au service de ce belligérant avant le commencement de la guerre ;
xvi) Le pillage d’une ville ou d’une localité, même prise d’assaut ;
xvii) Le fait d’employer du poison ou des armes empoisonnées ;
xviii) Le fait d’employer des gaz asphyxiants, toxiques ou similaires, ainsi que tous liquides, matières ou procédés analogues ;
xix) Le fait d’utiliser des balles qui s’épanouissent ou s’aplatissent facilement dans le corps humain, telles que des balles dont l’enveloppe dure ne recouvre pas entièrement le centre ou est percée d’entailles ;
xx) Le fait d’employer les armes, projectiles, matières et méthodes de guerre de nature à causer des maux superflus ou des souffrances inutiles ou à frapper sans discrimination en violation du droit international des conflits armés, à condition que ces armes, projectiles, matières et méthodes de guerre fassent l’objet d’une
interdiction générale et qu’ils soient inscrits dans une annexe au présent Statut, par voie d’amendement adopté selon les dispositions des articles 121 et 123 ;
xxi) Les atteintes à la dignité de la personne, notamment les traitements humiliants et dégradants ;
xxii) Le viol, l’esclavage sexuel, la prostitution forcée, la grossesse forcée, telle que définie à l’article 7, paragraphe 2, alinéa f), la stérilisation forcée ou toute autre forme de violence sexuelle constituant une infraction grave aux Conventions de Genève ;
xxiii) Le fait d’utiliser la présence d’un civil ou d’une autre personne protégée pour éviter que certains points, zones ou forces militaires ne soient la cible d’opérations militaires ;
xxiv) Le fait de diriger intentionnellement des attaques contre les bâtiments, le matériel, les unités et les moyens de transport sanitaires, et le personnel utilisant, conformément au droit international, les signes distinctifs prévus par les Conventions de Genève ;
xxv) Le fait d’affamer délibérément des civils comme méthode de guerre, en les privant de biens indispensables à leur survie, y compris en empêchant intentionnellement l’envoi des secours prévus par les Conventions de Genève ;
xxvi) Le fait de procéder à la conscription ou à l’enrôlement d’enfants de moins de 15 ans dans les forces armées nationales ou de les faire participer activement à des hostilités ;

c) En cas de conflit armé ne présentant pas un caractère international, les violations graves de l’article 3 commun aux quatre Conventions de Genève du 12 août 1949, à savoir l’un quelconque des actes ci-après commis à l’encontre de personnes qui ne participent pas directement aux hostilités, y compris les membres de forces armées qui ont déposé les armes et les personnes qui ont été mises hors de combat par maladie, blessure, détention ou par toute autre cause :
i) Les atteintes à la vie et à l’intégrité corporelle, notamment le meurtre sous toutes ses formes, les mutilations, les traitements cruels et la torture ;
ii) Les atteintes à la dignité de la personne, notamment les traitements humiliants et dégradants ;
iii) Les prises d’otages ;
iv) Les condamnations prononcées et les exécutions effectuées sans un jugement préalable, rendu par un tribunal régulièrement constitué, assorti des garanties judiciaires généralement reconnues comme indispensables ;
d) L’alinéa c) du paragraphe 2 s’applique aux conflits armés ne présentant pas un caractère international et ne s’applique donc pas aux situations de troubles et tensions internes telles que les émeutes, les actes isolés et sporadiques de violence ou les actes de nature similaire ;e) Les autres violations graves des lois et coutumes applicables aux conflits armés ne présentant pas un caractère international, dans le cadre établi du droit international, à savoir l’un quelconque des actes ci-après :

i) Le fait de diriger intentionnellement des attaques contre la population civile en tant que telle ou contre des personnes civiles qui ne participent pas directement aux hostilités ;
ii) Le fait de diriger intentionnellement des attaques contre les bâtiments, le matériel, les unités et les moyens de transport sanitaires, et le personnel utilisant, conformément au droit international, les signes distinctifs des Conventions de Genève ;
iii) Le fait de diriger intentionnellement des attaques contre le personnel, les installations, le matériel, les unités ou les véhicules employés dans le cadre d’une mission d’aide humanitaire ou de maintien de la paix conformément à la Charte des Nations Unies, pour autant qu’ils aient droit à la protection que le droit international des conflits armés garantit aux civils et aux biens de caractère civil ;
iv) Le fait de diriger intentionnellement des attaques contre des bâtiments consacrés à la religion, à l’enseignement, à l’art, à la science ou à l’action caritative, des monuments historiques, des hôpitaux et des lieux où des malades et des blessés sont rassemblés, pour autant que ces bâtiments ne soient pas des objectifs militaires ;

x) Le fait de déclarer qu’il ne sera pas fait de quartier ;
xi) Le fait de soumettre des personnes d’une autre partie au conflit tombées en son pouvoir à des mutilations ou à des expériences médicales ou scientifiques quelles qu’elles soient qui ne sont ni motivées par un traitement médical, dentaire ou hospitalier, ni effectuées dans l’intérêt de ces personnes, et qui entraînent la mort de celles-ci ou mettent sérieusement en danger leur santé ;
xii) Le fait de détruire ou de saisir les biens d’un adversaire, sauf si ces destructions ou saisies sont impérieusement commandées par les nécessités du conflit ;
f) L’alinéa e) du paragraphe 2 s’applique aux conflits armés ne présentant pas un caractère international et ne s’applique donc pas aux situations de troubles et tensions internes telles que les émeutes, les actes isolés et sporadiques de violence ou les actes de nature similaire. Il s’applique aux conflits armés qui opposent de manière prolongée sur le territoire d’un État les autorités du gouvernement de cet État et des groupes armés organisés ou des groupes armés organisés entre eux.
3. Rien dans le paragraphe 2, alinéas c) et e), n’affecte la responsabilité d’un gouvernement de maintenir ou rétablir l’ordre public dans l’État ou de défendre l’unité et l’intégrité territoriale de l’État par tous les moyens légitimes.

African SurVivors International (ASI) has always denounced the inaccuracies in US Department yearly report. The point is that the report has always been carped about its groundless charges of RPF and General Paul Kagame criminal wrongdoings;

ASI has always whined about the hidden agenda of shadowy manipulators of U.S. foreign policy, complained about hiding the existing and real claims of RPF and General Kagame’s human rights abuses and blasted the American government for lying outright to undermine their credibility and portray them as international pariahs.



No more American taxpayer dollars should be used to train RPF human rights abusers and RPF criminals;
No more American taxpayer dollars for RPF guns, tanks to kill innocent Congolese and Rwandan people
No military partnership with RPF thugs! Many people will no doubt be surprised by this fact, but the law is explicit and its provisions plain and unmistakable.

In plain language, H.R. 1105 cuts off military assistance to the identified rogue regimes, but allows the President to waive the prohibition on a case by case basis in the national interest, provided that he notifies the Appropriations Committees of the House and the Senate (committees responsible for funding the U.S. government) 15 days in advance of his intention to do so, and supplies a “detailed description of proposed activities” justifying the waiver. Even in emergency cases, the President must notify the Appropriations Committees that he has provided military assistance to the rogue regimes “no later than 3 days after taking the action to which such notification requirement was applicable.”
In short, H.R. 1105 prohibits funds for military training or equipment to dictatorial regimes that engage in gross and consistent human rights abuses. If the United States was sincere in its effort to assist Africa in the upheaval of turmoil, misery, diseases, epidemics, and poverty which have overwhelmed many of her nations since the implementation of the slave trade, then the United States would donate and contribute more earnest monies into the development of sustaining life in Africa as opposed to sustaining African dictators in the name of fighting communism and providing this so-called stability.
Observers from the World Bank, the European Union and from United States are regularly visiting Kigali in  and cannot fail to notice how the money from financial aid is being used by General Kagame to finance the purchase of arms to defend his didctatoship. Rwanda is actually being flooded with arms raise. Who will be responsible for the comming mass-slaughter? What will be the role of the US and UK governments at the UN. Despite knowing that another genocide is being planned?

General Paul Kagame is one of the world's most repressive dictators and a friend of friend of America. He is believed to be a tyrant, torturers, serial killer, mass killer, and a sundry dictator and a corrupt puppet-president who is being aided, supported, and rewarded handsomely for their loyalty to US interests. As most of you know, General Kagame is a bloody dictator that has seized control of Rwanda through force, a coup d’état. Then with the US aid he tried in 2003 to become a constitutional dictator, which holds office through voting fraud and severely restricted elections. He’s known to be the best puppet and apologist for the military junta which controlled in 2003 the ballot boxes in the eyes of The European and worse of that the world community observers. In any case, the majority of Rwandans has not democratically elected General Kagame. Who doesn’t know there were no fair and open elections in 2003 at that time when the Rwandan dictator had to confront his former Prime Minister F. Twagiramungu.




General Kagame is a democratic America's undemocratic ally. He has been raised to power in Rwanda through the bloody ClA-backed coup in April 6,1994 and he’s believed to rule by terror and torture using Gacaca courts, genocidal ideology and unconstitutional laws to muzzle Rwandan opponents and the Hutu majority.
 

There is no denying that RDF receives training and advice from the CIA, the Pentagon and other US agencies telling the American public that they want to do it for bringing peace back in Darfur. WRONG! US military aid and weapons sales often strengthen their armies and guarantee their hold on power. Unwavering "anti-communism" and a willingness to provide unhampered access for American business interests to exploit RWANDAN AND CONGOLESE natural resources REMAINS the excuses for Kagame’s repression, and the primary reason the US government supports HIM. To make it better and to make it easier, Kagame is actually linked internationally to UN peacekeeping forces and General Kagame and his RPF have strong Nazi affiliations and offers sanctuary to CIA torturers and other US military unlawful trainings in the country.

General Kagame and his Akazu among RPF criminals grow rich, while the country’s economy deteriorates and the majority of the people live in poverty (Hutus). US tax dollars and US-backed loans have made billionaire of Kagame, while Kagame remains international Coltan and other major Congolese mineral resources dealer. To make sure General Kagame has been prepared to fulfill the Pentagon wishes and US interests, he has been told he will never be called to account for His crimes committed against his own citizens and Congolese people. Unfortunately, President Obama and his Government will never be held responsible for supporting and protecting General Kagame, the worst human rights violator in the world.

The United States government was never held responsible for supporting and protecting some of the worst human rights violations in the world. At anytime that the United States government says it has a covert operation in place, American citizens should remain dubious. We must remember that in our struggle for power and glory that human rights must be adhered to and protected. Thousands of people are being killed in Rwanda and no mention about that in the US media. This is a problem that should be addressed.

Finally the well-known Truth Comes Out. After suffering THE LONG years, telling the world that Kagame and his RPF criminal organization masterminded the Rwandan genocide that they later recalled Genocide against Tutsis. Our lives were nothing but suffering these last 32 years beginning from October 1st, 1990 onwards. We are calling the United States of America, United Kingdom, Japan, and Great Britain in particular, France, Belgium, Netherlands and Germany to return to hidden classified archives and support Honorable Tito Rutaremara's recent statement about What really happened in Rwanda before, during and after 1994 across the country and how methodically the Rwandan Genocide has been masterminded by Paul Kagame, the Rwandan Hitler. Above all, Mr. Tito Rutaremara, one of the RPF leaders has given details about RPF infiltration methods in Habyarimana's all instances, how assassinations, disappearances, mass-slaughters across Rwanda have been carried out from the local autority to the government,fabricated lies that have been used by Gacaca courts as weapon, the ICTR in which RPF had infiltrators like Joseph Ngarambe, an International court biased judgments & condemnations targeting Hutu ethnic members in contraversal strategy compared to the ICTR establishment to pursue in justice those accountable for crimes between 1993 to 2003 and Mapping Report ignored and classified to protect the Rwandan Nazis under the RPF embrella .
