Targeting dissidents abroad
One of the more worrying aspects of Racepoint’s objectives
was to “Educate and correct the ill informed and factually
incorrect information perpetuated by certain groups of expatriates
and NGOs,” including, presumably, the critiques
of the crackdown on dissent among political opponents
overseas.
This should be seen in the context of accusations
that Rwanda has plotted to kill dissidents abroad. A
recent investigation by the Globe and Mail claims, “Rwandan
exiles in both South Africa and Belgium – speaking in clandestine meetings in secure locations because of their fears of attack – gave detailed accounts of being recruited to assassinate critics of President Kagame….

How to proceed for revolution in Rwanda:
- The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
- Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
- Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
- Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
- The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
- The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).

On June 30, roughly 100,000 Rwandan refugees around the world lost their refugee status and could become stateless if they do not return to Rwanda.
Arguing
that Rwandan refugees no longer have a reasonable fear of persecution
if they return, the United Nations High Commissioner for Refugees has invoked a "cessation clause" applying to Rwandans who fled their country before December 31, 1998.
The
clause essentially frees host countries from their economic, political
and ethical duty to provide sanctuary and services to refugees. As a
result, Rwandan refugees fear losing their food ration cards, having their children expelled from school, being fired from their jobs, and being pushed into the abyss of statelessness.
Rwandan
refugees aren't the only ones to have been affected by cessation
clauses, which have been applied to 26 other nationalities in the past.
With
the clause in effect, refugees face three options: voluntarily
repatriate to Rwanda, appeal or challenge the cessation clause to stay
in their host country, or apply for asylum again in a third country.
The
UNHCR maintains that it only implements such clauses after ensuring
that human rights and general conditions in the refugees' countries of
origin have improved and calls these "ceased circumstances". The agency
sees the cessation clause as part of a long-term strategy to push states to commit to lasting solutions.
States
are free to choose whether to implement the cessation clause, but are
encouraged to put in place certain procedures to transition refugees to
alternative statuses such as local integration programmes. Thankfully, countries such as the Democratic Republic of Congo, Zambia and South Africa have defended the status of Rwandan refugees living there.
Yet although life may have become better for some refugees who have returned home, Rwanda is still one of the least peaceful nations in
the world: according to the Institute for Economics and Peace's 2013
Global Peace Index, the country ranks 135 out of 162 states.
Accordingly, many Rwandan refugees view this cessation clause as a scam, a global fraud of unprecedented scale. It adds insults to their injuries and should be revoked.
In
April 1994, after a plane carrying the Rwandan and Burundian presidents
was shot down, killing both men, members of Rwanda's Hutu majority
launched a genocidal campaign that resulted in the deaths of more than
half a million people of both Tutsi and Hutu ethnicities.
By
the time the Rwandan Patriotic Front, an ethnic Tutsi army led by Paul
Kagame, captured the Rwandan capital, half the country's population had
fled, fearing for their lives. More than 800,000 Hutu crossed into Congo
within four days, one of the largest and fastest refugee exoduses in
modern times.
But
Rwanda's new masters did not want to rule over ghost towns, and needed a
sizeable portion of the refugees to return. As a result, the government
tried to reassure Hutu refugees that the worst was over, creating the
narrative: "Rwandans are one, there are no problems in Rwanda - and
please come back."
Rwandans
are one indeed. Yet under the rule of Kagame - who has served as
Rwanda's president since the RPF's triumph in 1994 - ethnic Hutus have
been cruelly mistreated by the government, subjected todeportation, intimidation, and detention. The government's passing of a law in 2004 banning ethnic
distinctions - discussing the topic in a manner deemed provocative can
even result in jail time - has had the effect of granting only a handful
the right to grieve from a collective pain afflicting Rwanda. The
cessation clause is only the latest chapter in this agony.
Kagame - or the "Darling Dictator", as a New York Times op-ed referred to
him - has built his credentials on the heroic tale of having stopped
the Tutsi genocide and sending the Hutu "genocidaires" into exile. The
president's story has been that those who do not want to live in Rwanda
have a dark, ugly past to hide and are running away from prosecution.
While it cannot be ruled out that some genocide perpetrators may have
quietly resettled abroad, it does not justify branding all refugees and
their unborn children as criminals on the run.
The
fact is that Rwandans living inside and outside the country are
overwhelmingly Hutu, and are part and parcel of the country's fabric.
Rwanda's exiles cannot be discarded, if only because they foster the
sole space where a healthy conversation about Rwanda is possible. Not
everyone wants to go back to Rwanda, and certainly not all at once.
The
Rwandan government has come to realise that casting all exiles as
"genocidaires" was clumsy and deeply harmful to its attempt to brand itselfas
a business-friendly "Singapore of Africa". Rwanda needs the exiled Hutu
elites, and not the other way around. Between 2005 and 2011, Rwandans
living abroad have sent more than $500m in remittances to support their family and friends back home, including $166m in 2011 alone - a major reason why Rwanda's economy has risen from the ashes since Kagame became president.
Many
argue that Rwanda's policy of marginalising its Hutu exiles stems from
the fear that these remittances may create an underground economy, a
potentially destabilising financial force and long-term political danger
that cannot be controlled by the state: Tutsi traders, under the
previous Hutu administration, had bought influence from the allowances
received from their exiled relatives.
Accordingly,
Kagame has begun to - reluctantly - court rich Hutu to extend his web
of influence as he wants to avoid a similar episode at all costs. The government has launched a series of suspicious programmes such as Rwanda Day, Agaciro Fund and Come and See, targeting the Rwandan diaspora, "to help dispelrumours among
the refugees, mainly spread by genocide perpetrators that the country
is not peaceful and that refugees are arrested or killed upon
repatriation".
Enrolling
in the Come and See expedition is free. Former participants have even
reported receiving stipends from the government. In exchange, the
participants who return commit to preach the gospel of Rwanda's rapid
growth.
To
his credit, Kagame has boosted Rwanda's international profile, securing
highly sought-after positions for a handful of former Rwandan refugees.
The head of the African Development Bank and the secretary general of the East African Community are both Rwandans, and in April 2013 a Rwandan served as president of the UN Security Council. Another Rwandan was recently appointed to lead the United Nations Peacekeeping Mission in Mali, after successfully leading the African Union-UN mission in Darfur. The country is also said to be eyeing the top job at UN Women.
But although Rwanda has made some impressive strides, such as lifting one million people out of poverty in the past five years, the country remains an autocratic state, and the government has been suspected by foreign governments of supporting attacks and funding hit squads against exiles living abroad.
Understandably enough, many Rwandans dread returning to their home country. But now that the cessation clause has been invoked, that may be what many are forced to do.

'You negotiate peace with your enemies not with your friends'

“If you want to make peace, you don’t talk to your friends. You talk to your enemies.” – Moshe Dayan.
For pretty much his entire time, man has been fighting wars against his enemy, which is traditionally also man. Yup, that’s right. Mankind, a species with so much going for it, with such a wonderful potential future ahead, seems to be more interested in spending its time fighting itself.
Irrespective of what these fights are about, there are generally 3 possible outcomes for any given faction -
- Win. You beat your enemy, overwhelm them with superior force and strength, until they are so badly destroyed that they can’t stop you and they give in.
- Lose. Your enemy kills so many of you and destroys so much of your resources that you can’t fight any longer and you give in, letting them do whatever it was they wanted to do.
- Draw. Both sides suffer such heavy losses that they both agree to stop fighting for now and nothing is resolved.
And so the fighting stops for a while. But there is no real lasting resolution. The victor rejoices for a while. The loser goes away and licks their physical wounds, while the psychological wounds run deeper and fester away, ready to resurface later when the loser’s strength and numbers have increased or the winner has got complacent; often it will be some other excuse to start fighting again, but the root cause is the unfinished business from the first fight. And so the destructive cycle continues, fighting until one side loses, both go away, the loser brooding and regrouping, the victor having to keep an eye out for the next attack, neither side able to grow and move on. And should the result be a draw due to mutual attrition, then both sides will regroup and fester and plot until they spot a weakness in the other side and launch the attack anew.
Such has been mankind’s history for longer than there has been history.
However, there is another way. One which doesn’t happen too often but when it does, can lead to lasting peace and growth for both sides. And that is to talk with the enemy. To negotiate with them. To find out just what the heck you are both fighting about and why. Because when two enemies can actually talk about the issues, they open up the very real possibility of finding areas of common ground, areas of mutual interest, areas of potential compromise which do not mean having to “give in” to the other’s demands, but which stem from fostering a mutual respect and understanding and, over time, working together to achieve common aims. Alas this happens all to rarely – it is so much easier just to keep battering the “enemy” down, safe in the knowledge that you are right and they must be wrong, completely rejecting the reality that you re both right and both wrong and both have more in common than you might choose to believe.
Yet when this does happen, it can have very strong positive and rapid results.
A prime example of this is “The Troubles” (as they were known) regarding Ireland, Northern Ireland & Eire. These had been going on for decades or even centuries, depending upon where you trace the roots. Certainly the open warfare element arose in the 1960s with several different armed groups on all sides being heavily involved in 30 years of ongoing fighting, attacks, terrorism (it all depends upon which side you were on as to which was which). People on all sides were murdered with disturbing regularity, including a great many members of the general public both throughout Ireland and on the British mainland. No end was in sight.
Until the late 1990s which suddenly heralded negotiations and a peace treaty which, whilst not resolving all of the issues overnight, certainly lead to long-term ceasefires, weapons decommissioning, cross-community co-operation and growth, the removal of the British Army, and a cessation of violence in a very short space of time.
What decades of outright and brutal fighting had failed to achieve, discreet discussions and negotiations between the “enemies” on both sides managed to achieve in very short time.
They talked with each other. Listened to each other. Understood what each actually wanted, what each was working towards, and found common ground. Not by fighting but by talking with the enemy.
Far more solid progress can be made by talking with the enemy rather than with friends. Understanding what you are fighting over, understanding what you are both looking to get, understanding that in many cases you have common grounds and aspirations and goals, and realising that the only way to achieve them is to stop fighting and to work together.
Of course, I’m not just talking about armies or countries or towns fighting, am I?
Just like our species at large, each and every one of us is capable of many achievements and a great future; we spend a disproportionate amount of our time fighting ourselves. We face these battles with ourself on a daily basis, sometimes many times in a day, and every single battle is destructive, counter-productive and a waste of our time and resources, holding us back from fulfilling our potential (or even just from making it unscathed through another day).
What do I mean when I say we fight ourselves?
Well consider any time you’ve wanted to do something, anything, and you find yourself in the position where part of you wants to do it, part of you doesn’t. and you have a great long fight with yourself over whether you should or shouldn’t. Sound familiar? When you are in that position, you are fighting yourself! And the sad thing is, the part of you that wants to and the part of you that doesn’t, both reached their position based on wanting what they believe is the best for you – they are both working in your own best interests! Or when you want to do something but this nagging voice at the back of your head says you can’t do it because you are not good enough. Or any of countless other examples where we fight ourselves, but the fight is based upon each aspect of us wanting what is best overall.
If only we realised!
If only we talked to our own internal enemies instead of fighting them, finding that common ground, working together, how much more could we be?
If only we understood not what each side wants, but why they want it, what is driving them, what do they think it will get for us… Try it. Next time you are “in two minds” about doing something, don’t just write down the age old list of pros and cons; instead, consider what doing it would get for you, what it would mean for you, what the purpose behind it might be. And then do the same for the other side of the argument.

Obama will leave Washington on Wednesday, June 26, on the first leg of a three nation tour meant to emphasize economic potential and democratic development, in east, south and western sub Saharan Africa.
The president will stop first in Senegal, where he will meet President Macky Sall and pay an emotive visit to Goree Island and a museum and memorial to Africans caught up in the slave trade.
Then he will move onto Johannesburg, South Africa on June 29 and the next day in Pretoria will hold talks and a press conference with President Jacob Zuma.
Later, Obama will hold a town hall meeting with young Africans at the Soweto campus of the University of Johannesburg.
On June 30, Obama will move onto Cape Town where his events include the Robben Island visit and a roundtable with business leaders which will include senior members of the president's economic team.
The final leg of Obama's journey will take him to Tanzania, where his program includes talks and a press conference with President Jakaya Kikwete and a visit to the Ubungo power plant.

I would go for democracy for prosperity instead of choosing between prosperity and democracy. Prosperity won't be achieved without democracy. It's a matter of fact. Prosperity based on democracy should be indeed be one of President Obama's main words in his speech to strengthen real relationships between United States and the African continent and the African great lakes region in particular. We saw the contrast between growth and democracy. We saw no democracy but perpetual tensions and wars and each day we've been told the Rwandan dictatorship's economy'growth reached 8%. Meanwhile the majority of Rwandans are sinking in poverty and misery; forced disappearances are common in Rwanda, arbitrary arrests and extra judicial executions (unique in the world)are intensified.
Political opposition and the majority of Rwandans remain ignored and the Rwanda and Rwandans were narrowed to the RPF (Rwanda) and its members (Rwandans)that holds the executive, legislative and judicial branches, a system that led to annihilation of all other political parties seen as illegal.
The would-be president of Rwanda, known as the main and very courageous political leader Ms. Ingabire Victoire is imprisoned to have dreamed saving the tiny country from perpetual wars and hatred between the main ethnic groups and most of i t, to have told the truth about the Rwandan tragedy.As far as she's not freed and accepted as the opponent of the RPF regime, Rwandans will not accept to work for the axis of evil (Kagame and his RPF). At this moment, all of those born from the majority Hutu ethnic group have factually no chance of running the country.
For more than one decade, they have been prejudiced and who ever accepts to be the *umuhutu wanjye* meaning the *house nigger* can be seen raised from his lower to the higher position and getting appointed minister in the Tutsi led government or ambassador with the aim of mirroring the country's political space as democratic and representative of all ethnic groups.
Negociations with the FDLR
Understanding conflict and peace in the African Great lakes region and in Rwanda in particular with joined Intense behind-the-scenes contacts and pressure on General Kagame and the Tutsi RPF ruling class are necessary for peace in Rwanda.General Kagame and RPF are the main responsible for the current and previous human violations in Rwanda: nationalization of the ethnic Hutu assets, freedom of the press and open elections are inexistent in the country. Since 1994, RPF mass murder and assassinations of hundreds of thousands of citizens believed to be born from the Hutu majority, especially outspoken activists and thinkers, journalists, political opposition leaders and members have become more and more impossible to sustain. To prevent these crimes and step up to peace, it's important that the current Tutsi led government negotiate with the FDLR. Taking these steps would save millions of innocent lives, give the political opposition a better chance to succeed within the open elections.Tanzania should be central to the mediation between the FDLR and the Tutsi-led government.

Foreign Policy is a complex labyrinth of balancing local needs with international interests. This act requires awareness of one’s population, needs of the community, financial and peaceful stability as well as serving the interests of the greater good. These are all signs of a mature and aware politician. The key here is being able to look beyond the individual interest to the needs and to focus and serve the needs of the great good.

Recently, James Baker stated that, “America must be prepared to act unilaterally when necessary, but also appreciate the use of allies in foreign engagement.” This statement can be applied to government worldwide who are seeking to be a part of the greater global community in a positive and contributory way. These skills are not easily mastered nor are they universal. In place of America in Mr. Bakers statement one could substitute any nation, including Rwanda.

Recently Rwanda has come under much scrutiny by its neighbors who are asking President Kagame to negotiate with the FDLR. President Kikwete of Tanzania recentlysuggested that Rwanda negotiate with the FLDR and end the 19 year standoff. Kagame rebuffed this advice and instead asked for an apology from President Kikwete for such a recommendation. Now the SADC has also urged Rwanda to also engage in these peace talks as well. Mr. Ban Ki Moon, Security General of the UN, has also made a statementsupporting President Kikwete in his call for negotiations.
With these powerful neighbors and world leaders who have stable countries and democratic processes one has to wonder why President Kagame won’t heed the advice of such nations.
The U.S. Department of State announced today that a new special representative to the Great Lakes Region has been appointed with the goal of finding a solution to lasting peace to a region that has been overly involved in war for nearly twenty years. It appears that since President Kagame will not engage in peace talks other nations have decided to intervene and urge him to do so.In a press release published today, top opposition groups to the ruling regime in Rwanda have stated their support for the SADC statement. On 17 June 2013, the extraordinary summit of the Heads of State and Government of the Southern African Development Community (SADC) held in Maputo (Mozambique) urged Rwanda and Uganda to consider peace talks with the armed opposition for a lasting peace in the Great Lakes region. During the last African Union Summit, Tanzanian President Kikwete advised Rwanda to talk peace with its opposition.
On 2 June 2013, in Yokohama (Japan) during his meeting with H.E. Mr. Jakaya Mrisho Kikwete, The United Nations Secretary General Ban Ki Moon, commended his stand for comprehensive peace in the region, the deployment of Tanzanian forces for the International intervention brigade in Eastern DRC, and his advice for peace talks. He promised to deepen this issue of lasting solutions engaging all stakeholders during the September 2013 meeting in New York.
Earlier on 26 May 2013 in Addis Ababa, during the first meeting of the Regional Oversight Mechanism of the Peace, Security and Cooperation Framework Agreement for the Democratic Republic of the Congo and the region, the participants “agreed on the need of a comprehensive approach including to engage all stakeholders working towards the objective of the Peace, Security and Cooperation Framework for the DRC and the Great Lakes region”. They “agreed to meet again in September 2013 in New York, on the margins of the 69th UN General Assembly, to further discuss concrete steps and specific benchmarks for implementing the Peace, Security and Cooperation Framework.”
The undersigned, members of Rwandan opposition organisations, distance ourselves from arrogant words aired by President Paul Kagame against the President of Tanzania, H.E. Mr. Jakaya Mrisho Kikwete, on 10 June 2013, while officiating a graduation ceremony of senior military officers, at the Rwanda Defence Forces Staff and Command College. He said about President Kikwete’s advice: “I kept quiet for the contempt I have for it because I thought it was utter nonsense spoken out of ignorance. We must be left to live our lives the way Rwandans want to live them.”
The Rwandan political opposition, FDU-Inkingi, RNC, PSI-Imberakuri and Amahoro People’s Congress commend SADC recommendations for lasting peace in the DRC, Rwanda, Uganda, and the whole Great Lakes region. We, the undersigned, express our readiness to fully contribute to any peace efforts in the region and to take part in talks under the facilitation of SADC leaders and the international community.

President Kikwete - a seasoned and consummate diplomat who has helped broker many peace deals in Africa - remarked that it was high time Rwanda and Uganda gave serious attention to peace talks with FDLR and ADFrebels respectively. He said, and correctly so, that it was evident the barrel of the gun cannot bring about the ultimate answer as testified by the recurrence of fighting in our region. He never condoned the role that the FDLR rebels played in the 1994 genocide. He was being reasonable and pragmatic.
Rwanda should know better than any other country that there is no way Tanzania would condone or sympathize with the perpetrators of genocide. To make suchinsinuations is, quite frankly, a demonstration of breathtaking ignorance about Tanzania’s enviable and unparalleled history - the history of speaking out against any forms of crimes and injustices. Moreover, for Rwanda to make such insinuations is to show just what a short memory span this country has.
Admittedly, genocide brought about painful and unforgettable misery to the people of Rwanda but its spillover effects were felt well beyond its borders. The effects of genocide were felt right inside Tanzania which had to shoulder the burden ofproviding for thousands of Rwandan refugees. By the way, Tanzania has a long history of taking good care of Rwandan refugees both before and after genocide.The sons and daughters of the Rwandan refugees benefitted from Tanzania’sgenerous education system by studying, for free, at the country’s Universities and many of them are now occupying high positions in the Government of their motherland.
So given the foregoing, I have to say that I have been taken aback by ourneighbors’ over-reaction to what was a completely innocuous statement byPresident Kikwete. Indeed, what the President said could (and should) have been said by other leaders a long time ago. What he said is a no-brainer! It is common sensical! Negotiations have a much better chance of resulting into durable peace than the use of force. Thus, I find the reactions from Rwanda not only disturbing but also objectionable and utterly impudent! What is even more shocking is the discourteous behavior shown by the Rwanda’s Foreign Minister. She seems to be getting too much big for her boots as to suggest that President Kikwete’s statement was absurd! She even has the audacity to ask that he should retract it. If anything, I think it is our Foreign Ministry which should summon the Ambassador of Rwanda in Dar es Salaam and ask him to clarify his Minister’s inadvisable utterances.
For far too long now the international community has adopted a softly softly approach with respect to Rwanda and this has meant that this tiny country gets away with literally everything, even murder. Rwanda has become like a spoiled child - untouchable and overly sensitive to everything even the slightest suggestion of censure. Rwanda has a tendency of not taking kindly any form of criticism whether from within or without. And its leadership comes across as snobbish and delusional. May be the western countries’ plaudits about its so called success story have finally got into the heads of Rwandan leaders so much that they think they know it all.
For Rwanda to say that they cannot engage in talks with FDLR rebels because of their role in 1994 genocide is to allow themselves to be the captives of the past. History is replete with numerous instances of former sworn enemies burying their hatchets and extending an olive branch to one another for the sake of peaceful coexistence and future prosperity. This happened in South Africa where ANC and other progressive movements sat down with the perpetrators of one of the most brutal and inhumane policies in the history of mankind (apartheid) and agreed to work together in an inclusive and democratic society. Similarly, after many decades of committing some of the most heinous crimes against the people of Angola, UNITA is now part of the democratic government of that country. And in 2011, US and its allies initiated direct talks with some elements of the Taliban in Doha (Qatar), if my memory serves me well.
Rwanda should wake up and smell the coffee! Being delusional has not worked and won’t work.
It is now close to 20 yrs since the 1994 genocide and during all that time Rwanda has not been able to achieve its objectives visa vis FDLR rebelsthrough the use of force. Any sane person in Kigali should see the wisdom of changing the tactic/strategy which is, for all purposes and intents, what our President said in the Statement. Rwanda should understand that by calling for direct talks, Tanzania does not suggest, by any stretch of imagination, that the architects and executors of genocide should go scot free. Not at all! Talks can, and indeed should, offer the mechanism of dealing with known perpetrators of genocide by isolating them from non-perpetrators such as those born after 1994.This is just one example of approaching talks. I am sure there are many others.
But talking of genocide, am I wrong in recalling that even President Kagame himself was once found to be complicit in this crime by a French Magistrate? I recall that Rwanda’s reaction to this finding was, as we have come to expect, fast and furious to the extent of severing its diplomatic relations with France. Again, this goes to show that this “spoiled child” can’t stand any sort of censure or straight talking. I also recall that as recent as last year a UN report revealed that Rwanda’s Kagame had committed or assisted in committing genocide in DRC!
Despite all this compelling evidence, neighbors of Rwanda are still ready to engage that country in talks. Why can’t Rwanda show the same attitude? And lest he forgets, Kagame himself and his RPF henchmen come from a background of rebellion. They were rebels operating from Ugandan forests before taking over power in 1994. However, despite their “rebels” status they were invited and took part in the Arusha peace process of the early 1990s.
And Rwanda is particularly angry with Tanzania because by being part of MONUSCO in DRC, its misdeeds will be exposed and curtailed by our non-nonsense troops. So the over-reaction to our President’s innocuous statement should not be seen in isolation. It is part of the frustration born out of the uneasy situation which Rwanda finds itself in as a result of our troops being part of the UN/SADC intervention force in DRC.

Our lives were nothing but suffering these last 32 years beginning from October 1st, 1990 onwards. We are calling the United States of America, United Kingdom, Japan, and Great Britain in particular, France, Belgium, Netherlands and Germany to return to hidden classified archives and support Honorable Tito Rutaremara's recent statement about What really happened in Rwanda before, during and after 1994 across the country and how methodically the Rwandan Genocide has been masterminded by Paul Kagame, the Rwandan Hitler. Above all, Mr. Tito Rutaremara, one of the RPF leaders has given details about RPF infiltration methods in Habyarimana's all instances, how assassinations, disappearances, mass-slaughters across Rwanda have been carried out from the local autority to the government,fabricated lies that have been used by Gacaca courts as weapon, the ICTR in which RPF had infiltrators like Joseph Ngarambe, an International court biased judgments & condemnations targeting Hutu ethnic members in contraversal strategy compared to the ICTR establishment to pursue in justice those accountable for crimes between 1993 to 2003 and Mapping Report ignored and classified to protect the Rwandan Nazis under the RPF embrella .
