Since 1994, Rwanda and the international community invested tremendous resources in acknowledging, documenting, remembering and bringing to justice the perpetrators of the genocide against Tutsi. Sadly, though well documented by the international community and known by the victims, there has never been an acknowledgement that the crimes committed against the Rwandan Hutu fully satisfy the definition of genocide according to the Genocide Convention of 1948. A combination of a victor’s justice, a reign of impunity, and a guilty international community has led to a scandalous conspiracy of silence as a means to deny genocide against the Hutu.
In the interest of Rwanda’s current and future generations, it is equally our duty and obligation to name the masterminds of the genocide against the Rwanda Hutu. From its founding in 1990 until now, the Directorate of Military Intelligence (DMI) of the Rwanda Patriotic Army (now Rwanda Defence Forces) has been the vanguard of decisions and actions that have brought untold suffering to Rwandans and people of the Great Lakes region. The primary command culpability for genocide against Rwandan Hutu lies with the following military officers, all Tutsi former refugees from Uganda, who have been at the heart of DMI’s genocidal agenda:- President Paul Kagame: President of Rwanda

These military officials were responsible for the shooting down of the plane in which President Juvenal Habyalimana of Rwanda and President Cyprien Ntaryamira of Burundi were killed, triggering the genocide against Tutsi. Many officers and men of Rwanda Patriotic Army/Rwanda Defence Forces have been tools of this clique in unleashing war crimes, crimes against humanity and genocide on Rwandan Hutu in Rwanda and across the Democratic Republic of Congo, as documented by various reports, including the U.N. Mapping Report on DRC of 2010.
The New National Congress calls upon the international community to bring to justice the perpetrators of genocide against the Rwandan Hutu as provided for by the 1948 Genocide Convention. The cry for justice by the Rwandan Hutu has gone on for too long without redress. It has been a typical case of justice delayed, but it cannot be justice denied forever. The reign of impunity and terror under the militarist genocidal clique that has ruled Rwanda since 1994 has already caused too much human suffering in Rwanda and the Great Lakes region. Failure to force these elements to account for their crimes simply makes the international community an accomplice in perpetuating impunity and the vicious cycles of war, war crimes, crimes against humanity and genocide in Rwanda and the region.
The New Rwanda National Congress calls upon all Rwandan people to painfully sermon the will and courage to acknowledge and remember both the genocide against Tutsi and the genocide against Hutu. In doing so, we shall finally begin the long and difficult journey of authentic unity, reconciliation, forgiveness and healing founded on truth. Only then can we confidently say, Never Again!
The New Rwanda National Congress will be convening, under the auspices of the RWANDA TRUTH COMMISSION, the First International Conference on Genocide Against Rwandan Hutu, 9–11 December, 2016, Capitol Hill, Washington D.C, USA, to deliberate on the implications and follow up on this matter of highest historic significance.

Nous venons d’apprendre de la famille de madame IRAGENA Illuminée, enlevée le matin du 26 mars 2016 sur le chemin de son travail à l’hôpital Roi Fayçal de Kacyiru à Kigali, qu’elle aurait succombé aux tortures lui infligées par les agents des services secrets de sécurité rwandais.
Madame Iragena Illuminée était réputée pour son dévouement à la cause des plus démunis de la société. Elle était responsable d’une ONG locale, ABIRU, qui s’occupe de la scolarisation des enfants issus de familles à revenus très modestes de Kigali. Elle était mère de trois enfants mineurs ; son mari a dû s’enfuir après l’enlèvement de son épouse pour éviter d’être arrêté ou enlevé.

En dépit de l’alerte de la famille aux autorités concernées immédiatement après l’enlèvement et de notre alerte lancée le 12 Avril 2016, aucune information officielle n’a filtré des services chargés de la protection des citoyens sur le cas de madame IRAGENA Illuminée. Elle n’a jamais été présentée devant un juge pour une quelconque inculpation. Bien au contraire, des informations dignes de foi l’ont successivement signalée au tristement célèbre camp militaire de Kami, puis au camp militaire de Kanombe, avant de perdre toute trace. Elle avait probablement été transférée dans un des nombreux “Safe house” (lieux de détention secrète) éparpillés à Kigali.
L’arrestation suivie de disparition de madame IRAGENA Illuminée nous semblait liée à l’enlèvement de notre trésorière, mademoiselle Gasengayire Léonie, en date du 26 mars 2016. En effet, lors de son enlèvement à la prison centrale de Kigali, elle était en possession du livre écrit par la prisonnière politique madame Victoire Ingabire Umuhoza. Ce livre appartenait à madame Iragena Illuminée qui avait mis son nom en première page. Lors de son interrogatoire au CID, la police avait fait allusion à ce livre, qui rappelons-le, n’est pas interdit officiellement au Rwanda et dont la possession ne devrait en aucun cas être un crime.
Les FDU-Inkingi demandent aux autorités rwandaises de faire toute la lumière sur cette affaire. Dans un pays qui se targue d’être l’un des plus sûrs de la région, il n’est pas normal qu’un citoyen disparaisse pendant 6 mois sans que les autorités fournissent la moindre information à la famille. La réincarcération de mademoiselle Gasengayire Léonille, qui avait été enlevée en même temps que l’arrestation de madame Illuminée, ajoute aux inquiétudes quant aux véritables intentions de ce gouvernement, qui, sous le couvert de sa politique ultra sécuritaire, veut se débarrasser de toute voix de l’opposition réelle ou supposée.

Emails reveal how foundation donors got access to Clinton and her close aides at State Dept.
Bill Clinton is a man who helped and brought to power Paul Kagame in a bloody military coup followed by the Rwandan genocide now manipulated (the only way to legitimize the Kgamame regime) to become the Tutsi Genocide. The endemic brutality, the endemic corruption and the endemic abuses of the Kagame regime are allowed with the support of Clintons' Foundation.
Is the Clinton Foundation Corrupt? There's a Way to Find Out For Anyone Who's Seriously Interested.

Did corporations and foreign governments make donations to the Clinton Foundation as a way of cozying up to Hillary Clinton? Cherry picking the few occasions when they did so within a few months of some action by Hillary won't tell us anything. There's too little signal and too much noise. But there's a way to attack this question. Since 2000, Hillary Clinton has had five phases in her career:
2001-06: Senator from New York
2007-08: Candidate for president with good chance of winning.
2009-12: Secretary of State in the Obama administration.
2013-14: Retired, giving speeches, no one knew what she would do next.
2015-16: Candidate for president with excellent chance of winning.
So here's what someone needs to do: Take a look at donations to the Clinton Foundation and see if they seem to align with these career phases. For example, you'd expect foreign governments to be uninterested in gaining favors from Hillary while she was a New York senator, but very interested while she was Secretary of State. Conversely, you might expect, say, the financial industry to be generous while she was a New York senator but not so much while she was Secretary of State. During the periods when she was running for president, you'd expect activity to pick up from everybody, and during 2013-14 you'd expect interest to decline across the board.
You can probably think of other trends you'd expect to see if donations to the Clinton Foundation were widely viewed as a way of getting better access to Hillary. So what you need to do is write down these expectations first, and then crunch the data to see if the evidence supports your hypothesis.

business circles, Rwandan President Paul Kagame is widely regarded as a hero
Na tweeënhalf jaar in voorarrest te hebben gezeten, dreigt Leusdenaar Jean Baptiste Mugimba (56) aan zijn geboorteland Rwanda te worden uitgeleverd. Daar zal hij terechtstaan voor betrokkenheid bij de genocide van 1994.
e recente uitspraak van het Haagse Gerechtshof houdt in dat Mugimba (evenals zijn landgenoot Jean Claude Iyamuremye) elk moment op het vliegtuig kan worden gezet. Dit tot grote teleurstelling van zijn advocaat en familie, die geen enkel vertrouwen hebben in een eerlijk proces en vrezen voor zijn leven. Ze klampen zich vast aan een laatste juridische strohalm: het Committee Against Torture (Comité tegen marteling, een afdeling van het Hoge Commissariaat voor de Mensenrechten). Advocaat Caroline Buisman: ,,Dat comité heeft gevraagd om een vertaling van alle stukken en kan eventueel bewerkstelligen dat de voorgenomen uitlevering wordt uitgesteld." En uitstel biedt dan weer nieuwe kansen, want ,,ook de situatie in Rwanda verandert voortdurend.''
Mugimba vluchtte met gezin naar Nederland en kreeg zonder problemen een verblijfsvergunning. In Leusden zette hij een winkel op in Afrikaanse producten. Bijna twintig jaar na de genocide werd hij beschuldigd van deelname aan het bloedbad. Het staat voor hem vast dat het zijn politieke voorkeur is die hem de das om deed. Opmerkelijk genoeg werd hij namelijk pas aangeklaagd toen hij openlijk steun betuigde aan Victoire Ingabire, oppositiekandidaat voor de presidentsverkiezingen in Rwanda. Zij keerde daartoe vanuit Nederland terug naar haar geboorteland, waar ze inmiddels is gedetineerd voor 15 jaar.

DONORDARLING Truus Jonker uit Nijkerk heeft affiniteit met Rwanda en andere Afrikaanse landen. Een jaar lang bood ze een Rwandese vluchteling onderdak. Vanwege haar kennis van de Franse taal werd gevraagd of ze dossiers en brieven in de zaak-Mugimba wilde vertalen. Van het een kwam het ander en inmiddels is ze, informeel, woordvoerder van de familie. Ze is overtuigd van de onschuld van de Rwandees, al is dat niet zozeer het punt. Maar uitlevering aan Rwanda betekent volgens haar vooral dat een eerlijk proces bij voorbaat uitgesloten is. En Nederland is er veel aan gelegen om de relatie met dit land niet aan te tasten. Jonker: ,,Rwanda is een van de donordarlings van Nederland. Ons land stak veel geld en energie in onder meer het verbeteren van de justitiële sector. Victor, Mugimba's oudste zoon, gaat elke week op bezoek bij zijn vader in de gevangenis in Almere. Hij is somber gestemd. ,,We zijn helemaal kapot. Als mijn vader aan Rwanda wordt uitgeleverd en hij krijgt daar geen eerlijk proces, dan is het te laat. Hij zegt dat we erin geluisd zijn. Het bewijs klopt niet. De aanklacht is vals, dat is aangetoond, maar dat wordt niet serieus genomen. Advocaten hebben geprobeerd politici ervan te overtuigen dat er fouten zijn gemaakt." Dat leverde niets op. ,,Het lijkt alsof het om iets gaat dat al besloten is."
Evenals zijn moeder en drie broers, van wie de jongste twee gehandicapt zijn, woont Victor in Leusden. Daar heeft de familie goede contacten en ervaren ze ook steun. ,,Mensen die ons kennen, begrijpen het niet. Mijn vader was heel betrokken in de kerkelijke gemeenschap, deed vrijwilligerswerk.''
LANGE ARM Over de vraag of Mugimba zich schuldig heeft gemaakt aan betrokkenheid bij de genocide, zoals de aanklacht luidt, kan advocaat Buisman inhoudelijk niets zeggen. ,,Maar het blijft heel wrang. ,,Voor ons houdt het hierna wel zo'n beetje op", aldus Buisman. Zaken om uitlevering van verdachten tegen te houden zijn sowieso moeilijk te winnen. De spreekwoordelijke lange arm van Turkije is inmiddels een begrip. Caroline Buisman wil die twee landen niet met elkaar vergelijken, maar benadrukt dat ook Rwanda een lange arm heeft, zij het dat die minder zichtbaar is. ,,Hoe erg het gesteld is met de dictatuur in Rwanda wordt sterk onderschat. De realiteit is dat de juridische macht er niet onafhankelijk is."
Gerenommeerde kenners van het internationaal recht delen die opvatting; zij hebben eveneens ernstige twijfels over een eerlijke rechtsgang in Rwanda. Ook volgens advocaat Geert-Jan Knoops, die eerder bij de zaak-Mugimba betrokken was, gaat het om een politiek proces. ,,Uitgebreid onderzoek van Nederland voorafgaand aan de verlenging van zijn verblijfsvergunning heeft nooit enige aanwijzing opgeleverd dat Mugimba betrokken is geweest bij genocide. Sterker nog, uit onderzoek van Buitenlandse Zaken bleek dat Mugimba niet betrokken was bij genocide'', zo liet hij tegenover het ANP weten. Volgens hem is er ,,duidelijk sprake van een politieke vervolging."

POLITIEK COMPLOT Advocaat-generaal Martin Witteveen uit Amersfoort velt een vergelijkbaar oordeel. Van juni 2014 tot juni 2015 werkte hij in Rwanda om daar te assisteren bij de opbouw van het rechtssysteem. Met toestemming van de autoriteiten en betaald door Nederland zocht hij uit of genocide-verdachten die uit het buitenland naar Rwanda werden overgebracht, konden rekenen op een eerlijk proces. Witteveen raakte steeds meer doordrongen van hiaten in het Rwandese rechtssysteem en concludeerde dat die eerlijkheid niet gegarandeerd kon worden. Hij wil desgevraagd niet inhoudelijk ingaan op de zaak-Mugimba, maar laat weten nog steeds achter zijn bevindingen te staan.
In een ultieme poging om zijn eigen zaak te bepleiten schreef Mugimba enkele weken geleden een open brief aan minister Van der Steur van Justitie. Hij noemt zich ,,slachtoffer van een politiek complot", waarvan de beschuldigingen geënsceneerd zijn en waarvan hij de bewijzen ter beschikking heeft. ,,Ik heb niets te verbergen omdat ik 100% onschuldig ben. In Rwanda zal ik, als politieke tegenstander van het huidige regime, nooit een eerlijk proces krijgen.

Le policier Africain-Américain avait posé sur la table de nombreuses réformes policières que sa hiérarchie avait trappé…
