overseas.
This should be seen in the context of accusations
that Rwanda has plotted to kill dissidents abroad. A
recent investigation by the Globe and Mail claims, “Rwandan
exiles in both South Africa and Belgium – speaking in clandestine meetings in secure locations because of their fears of attack – gave detailed accounts of being recruited to assassinate critics of President Kagame….
Ways To Get Rid of Kagame
How to proceed for revolution in Rwanda:
- The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
- Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
- Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
- Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
- The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
- The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).
- Organise strikes and unrest to paralyze the country and convince even the army not to support the dictaor – e.g., Jorge Ubico y Castañeda was ousted in Guatemala in 1944 and Guatemala became democratic, Recedntly in Burkina Faso with the dictator Blaise Compaoré.

If we truly want peace in this world, we need to make better choices closer to home. I recently have heard that many of western Universities committees won’t see anymore their degrees getting devalued because of non sense and even stupid publicity in granting honorary degrees to unpopular leaders across the world and to heavyweight criminals and or dictators such like Paul Kagame only because they happen to be self-elected presidents.
On the other hand, I think I am certainly correct when I say or repeat that when you give, you get, and that goes both ways. If you give well, you get well; and if you give poorly, you can expect a poor return. Come on! So are the consequences of those unpredictable distributions of honorary degrees. In my point of view, these universities should be aware too about their tight relationship with the African Paul Pot, the Hitler admirer Paul Kagame. Who doesn’t know Paul Kagame? Is this a good thing to destroy your own university because of one bloody dictator only because he’s backed by your government?
You be the judge!
Paul Kagame is the worse dictator the world has ever hosted. He is responsible for repeated and egregious crimes against humanity.
1. He is responsible for perpetrated massacres of perhaps thousands of pro-democracy students and teachers (about 21,000) at Kibeho in the early 1995.
2. The widespread repression, torture, and murder, imprisonment of hundred of thousands of Hutus by the bloody RPF government led by him.
3. His DMI, MP and other unknown intelligence organizations across Rwanda are a foresight of what the world will face as the humiliation of the human kind.
4. At the same time, US government delivers military training to RPF criminals and US universities are not anxious to grant Paul Kagame various honorary degrees despite the sufferings of Rwandan and Congolese people due to the most-wanted criminal Paul Kagame’s crimes. Personally, I do think there are very few people, and it’s very important to emphasize this, that merit being awarded honorary degrees, and the likes of Paul Kagame should certainly not be among them.
5. He is responsible for perpetrated massacres of hundred of thousand Rwanda refugees in the Democratic of the Congo: 3,500,000 butchered byhim and his bloody army genocidaire. Thoutsands of returnees were butchered in those prepared for them death camps and in the countryside according to the well planed killing strategy.
For many experts, the key to the recent RPF crimes in Rwanda and in the Republic of the Congo lies in the Universities staffs, senate and students’ push to extend their influence in the Western government’s foreign policies to merely stop this phenomenon which negatively affect their future.

· “ If universities want to avoid their honorary degrees being devalued to a level comparable with peerages and similar, they should be limited to people who have made some outstanding contribution in a particular field or area, and which has resulted in some form of benefit to the country or the world”.
Another respected man Mr. Roy, one of the serious observers in this matter adds the following:
· “Giving away degrees by universities just for a bit of free publicity devalues the achievements of those who have had to spend years working for them…”
For a longtime, we have been told that nominees are selected and vetted about the type of people honored. The result is very critical when for free publicity which does not care about their future, some of western universities continue to confer the honoris causa degrees upon the Rwandan Top Nazi despite tie fact that he is on top of the target list f bloody dictators. So, after analyzing the situation, I came to the conclusion that the degree that He receives is in all a degree of anger at roll of dishonor for the University itself, the UK citizens who have studied or worked in those universities and of course for dishonor and a shame for the abandoned Rwandans.
Recommendations:
I. Stopping the award of degrees to people who are believed to be criminals and Nazis suck like Paul Kagame
II. No more red carpet to the world heavy-weight criminal and Rwanda Top Nazi
III. Banning serving politicians from receiving awards.
IV. Giving serious consideration to whether degrees should be awarded to nominees from countries with poor or without human rights records
V. Greater scrutiny at the nomination stage between the degree committee and the university senate which rubber stamps awards.
VI. Previous degrees awarded to Paul Kagame should be withdrawn
This process to allow honorary degrees to be removed may start and encouraged and it is a good thing.
I finally do hope Paul Kagame will be the first world heavyweight criminal to be deprived of his award for becoming the Rwanda Top Nazi, a genocidaire, a war criminal, an anti-democratic tyrant and no longer be able to flaunt his degrees. Otherwise, it’s a big shame to all of us. Shame, indeed. Shame on all of us for tolerating a terrorist state.

Signing letters has been addressed before here at WFME, but never have we delved deep into the meaning and useability of the most famous signature line ever. Personally, staying away from the typical sign-offs is the first step to original letter writing, but if you’ve got the hankering to sign off in the traditional Emily Post type way, at least educate yourself and know what you’re doing before an innocent letter turns into a complicated problem.
That’s why today, WFME will be explaining the list of regards.
Each opportunity to send your regards holds its own meaning and significance. And so, without further adieu, WFME would like to give you some hints as to when to use each iteration and what their meanings happen to be:
Best regards,
Sending your best regards should only be slathered upon those in your life who you honestly consider to be the “best of the best.” The kind of person you hold in such high regard that they deserve this high-watermark of regards. Women who have birthed you deserve best regards. Men who gave you their last powerbar while trapped in a high snow-capped mountain cave deserve your best regards. Your college roommate? Don’t think so.

Kindest regards, contrary to popular belief, is not better than “best regards.” You send your kindest regards to someone who has been kind to you. That old woman down the block who always gets your mail for you when you’re gone on vacation. Kindest regards should only be given to those who have been kind to you and in an attempt to make karma work for you and your life — you’re giving the kindness vibe right back at ‘em.

Do you like to be cute? Do you want to be cute to prove a point? Do you and your bestest friend ever love Hello Kitty and you walk around all day with backpacks emblazoned with the Hello Kitty logo on it? Are you twelve? Do you have fifteen MySpace pages? Do you like to mock the conservative right and manners in general? Then this sign-off is the one for you. In a nutshell, it communicates that you’re not taking this sign-off thing too seriously, and lightens the mood substantially for whatever letter you just wrote. Often, the best uses of this sign-off, are after you’ve demanded someone pay you money, announced a law suit you’ll be enacting against the letter receiver, or to your old boss whom you just reamed in the letter.

Sincere regards should only be used when addressing individuals you met during a session of Congress, foreign individuals who hail from the UK and people you met in the library. Educated people. This of course, should not be confused with…

Sincerest regards should only be used in the most sincerest of situations, to the most sincerest of people, and that doesn’t include Brits, Guatemalans or American Indians (who technically were here before us and so they really weren’t ever Americans).

Aah, warm regards. This, my friends, is gold. For if you are feeling that “feeling” for someone and you want to subtly tell them how much you care for them, sending them warm regards is the way to go. If you are hoping they’ll love you, already deep in love, or assuming love is on the way — by sending warm regards you’ll quickly send out the vibe that warmth is what you’re looking for…and warmth is what you’ll get.

Never to be used seriously, warmest regards should only be used when sending sarcastic letters to consumer assistance personnel from big companies who have screwed you. Or to anyone whom you are mad at. Or to that funeral home who misplaced your Uncle Ferry’s body. This is the lowest of the lows. This is the only passive agressive sign-off in the regards-family. Use it with care.

Fondest regards is the most sincere of the non-sincerest regards in that you’re basically telling someone that you would like to send them fond regards, harkening back to a time when regards were fond, and less sincere. Fondest regards also can be tweaked to be used as “fond regards” — they’re one in the same. You’re fond of regards, so too should the person receiving the fond regards, and everyone should be fond of the regards. There’s a lot of fondness here, and sometimes too much for WFME (in our opinion), but if you’ve gotta be fond about something then here you are.

Sending “my regards” is the only way to really not send regards at all in the first place. See, since you’re not categorizing your regards with an adjective (i.e. kindest, warmest, fondest) — but you’re just calling them “my regards” you’re basically telling someone that since they’re your own regards, you’re not giving them out to anyone. You’re being possessive and those regards you’ve got in your pocket aren’t goin’ anywhere, fellah. By using this regard, you’re basically telling someone they can go suck it. Which sometimes, is the way to go.

Are you a minimalist? If so, “regards” is going to be your favorite choice out of them all. Are you a person who has a tough time sharing their emotions with others? Prefer to be a blank slate and not let anyone really know how you’re feeling? Then just send plain ‘ol boring, unemotional regards and no one will ever know what you’re thinking. But shame on you, you unfeeling, overly-complicated hermit.

Last, and probably least — is the “contractually-required regards” — often used in letters that are being written to notify a certain party that (per a previously signed contract) they must give up something, pay something, revert something, require something, return something, sign something, notarize something or contractually mediate something. It’s more of an all-business regard, but some of us are business people, so what can I say?

Dear Sir or Madam:
I am writing you this letter after having left numerous messages for the owner and manager of your restaurant. While I have enjoyed your food for the last three years — I have recently experienced many problems with my recent food orders and am hoping that the management will do something to make things right. I have kept detailed notes about my recent issues, which are outlined below:
10/12/06: Ordered extra chicken on chopped salad, with dressing on the side. When arrived to pick up food, asked specifically, “is there extra chicken on that chopped salad and is there dressing on the side?” Worker responded, “yes sir there’s extra chicken on that chopped salad and we’ve put the dressing on the side. Do you want bread, too?” The offer of extra bread was obviously some kind of misdirection, as when I got home and opened up my salad — there was no extra chicken and it was mixed in with the dressing.
10/18/06: Ordered the Italian salad that comes with the crisp pepper bread on the side. Only reason I ordered the salad was that I had a craving for the crisp pepper bread. When I got home with the salad, there was no crisp pepper bread, but instead - sourdough bread slices. I called to ask about what happened to the crisp pepper bread and the person who answered the phone said that you were out of crisp pepper bread, but no one told me when I ordered “the salad with that crisp pepper bread” that there would be no crisp pepper bread. This was a big problem.
11/3/06: Ordered a “super-tossed” caesar salad. Instead, got a tossed caesar salad. When I complained, your staff said there was no such thing as tossing a salad where absolutely every piece of lettuce is drenched in dressing. In fact, there is. That’s what a “super-tossed salad” is. Just add more dressing until it’s superly tossed. I can talk more to this point if and when you have time.
12/12/06: On this particular occasion I was stunned to find that I had been only given three croutons in my salad. When I called to ask why I had only received three croutons, your staff mentioned that they were “three big croutons.” I mentioned that even if they were huge croutons, three croutons are still not enough for any salad of any size. Your staff said that I could come back and get more croutons but it shouldn’t be up to me to add to the crouton-count in the first place. Well, let me tell you — after I finished eating I was still hungry. Something I normally don’t feel after eating a salad from your restaurant. I was shorted at least a half head of lettuce, collectively.

I am writing you this letter after having left numerous messages for the owner and manager of your restaurant. While I have enjoyed your food for the last three years — I have recently experienced many problems with my recent food orders and am hoping that the management will do something to make things right. I have kept detailed notes about my recent issues, which are outlined below:
10/12/06: Ordered extra chicken on chopped salad, with dressing on the side. When arrived to pick up food, asked specifically, “is there extra chicken on that chopped salad and is there dressing on the side?” Worker responded, “yes sir there’s extra chicken on that chopped salad and we’ve put the dressing on the side. Do you want bread, too?” The offer of extra bread was obviously some kind of misdirection, as when I got home and opened up my salad — there was no extra chicken and it was mixed in with the dressing.
10/18/06: Ordered the Italian salad that comes with the crisp pepper bread on the side. Only reason I ordered the salad was that I had a craving for the crisp pepper bread. When I got home with the salad, there was no crisp pepper bread, but instead - sourdough bread slices. I called to ask about what happened to the crisp pepper bread and the person who answered the phone said that you were out of crisp pepper bread, but no one told me when I ordered “the salad with that crisp pepper bread” that there would be no crisp pepper bread. This was a big problem.
11/3/06: Ordered a “super-tossed” caesar salad. Instead, got a tossed caesar salad. When I complained, your staff said there was no such thing as tossing a salad where absolutely every piece of lettuce is drenched in dressing. In fact, there is. That’s what a “super-tossed salad” is. Just add more dressing until it’s superly tossed. I can talk more to this point if and when you have time.
12/12/06: On this particular occasion I was stunned to find that I had been only given three croutons in my salad. When I called to ask why I had only received three croutons, your staff mentioned that they were “three big croutons.” I mentioned that even if they were huge croutons, three croutons are still not enough for any salad of any size. Le Colonel Jacques Hogard, ancien officier parachutiste dans la légion étrangère, était commandant de groupement lors de l’opération Turquoise au Rwanda, en 1994, destinée à mettre fin au terrible génocide qui se déroulait dans ce pays de l’Afrique des grands lacs. Il nous a accordé très aimablement un entretien afin de nous éclairer sur les enjeux de la crise à l’époque et ses conséquences aujourd’hui. Il ne se considère pas comme un spécialiste, mais seulement comme un témoin qui prend du recul par rapport aux évènements. A ce titre, il est vice-président et porte-parole de l’association France-Turquoise, dont l’objet principal est le “rétablissement de la vérité sur l’action de l’armée française et des militaires français au Rwanda” suite aux allégations concernant ceux-ci durant le génocide au Rwanda.
De 1975, date de signature des accords de coopération bilatérale jusqu’en décembre 1993, la France a soutenu le pouvoir légal au Rwanda. Au début des années 90, elle a aidé militairement le régime hutu en place à Kigali à contenir une tentative militaire de renversement conduite par la rébellion issue de la minorité tutsi soutenue par l’Ouganda. Mais, le 6 avril 1994, l’assassinat du président en place, Juvénal Habyarimana, déclencha le génocide des Tutsi et des Hutu modérés par les extrémistes hutus. La France a alors lancé non sans mal, avec l’aval tardif de l’ONU, l’opération Turquoise pour mettre fin au génocide. Cette opération, destinée à pallier l’insuffisance de la force onusienne la MINUAR ultérieurement relayée par la MINUAR 2, lui est aujourd’hui encore reprochée, non seulement par le régime du président Kagamé, mais aussi par une partie de l’opinion internationale.
Les faits étant ce qu’ils sont, force est de constater, selon le Colonel Hogard, que la France a aujourd’hui perdu l’influence qui était la sienne dans la région des Grands Lacs. Son principal tort est au fond de s’être trouvé du côté des vaincus dans la lutte pour le pouvoir entre Hutus et Tutsis à Kigali. Son soutien politique et militaire (qui ne fut pas sans contrepartie, faut-il le rappeler, car la France impose l’ouverture démocratique dès 1992 au président Habyarimana) au régime hutu renversé d’une part et l’opération Turquoise d’autre part qui, quoique tardive du fait de l’indécision de la communauté internationale et tout en protégeant les rescapés tutsi du génocide, a permis à de nombreux hutus de fuir d’éventuelles représailles, lui ont été et lui sont encore vivement reprochés.
Pourquoi un tel acharnement contre la France ?
Cet acharnement tient au fait que le président Kagamé est arrivé au pouvoir « contre » la France, avec le soutien de l’Ouganda lui-même soutenu par le Royaume Uni et surtout par les Etats-Unis, et alors qui lui est imputée la responsabilité de l’attentat contre son prédécesseur. Cette responsabilité dans l’attentat déclencheur du génocide lui est reconnue non seulement par le juge français anti-terroriste Jean-Louis Bruguière mais auparavant déjà par le rapporteur du TPIR (Tribunal Pénal International pour le Rwanda), l’Australien Michael Hourigan.
Ce faisant, Kagamé et son régime ne cesse d’entretenir un sentiment de culpabilité à l’encontre de la France, sans doute pour mieux faire oublier la sienne. La rupture des relations diplomatiques entre les deux pays après l’émission par le juge Bruguière de mandats d’arrêts internationaux contre neuf proches de Kagamé pour leur implication dans l’attentat contre l’avion du président Habyarimana, confirme cette impression en même temps qu’elle a pour effet d’exclure un peu plus Paris, au-delà des frontières stricto sensu du Rwanda, d’une zone géographique connue pour la richesse de son sous-sol. Au-delà de la question d’une relation bilatérale tourmentée, se pose en effet celle de la perte d’influence française en Afrique centrale et orientale face au monde anglo-saxon. Ce dernier ne peut que soutenir le président Kagamé, ex-officier supérieur de l’armée ougandaise, anglophone et non francophone comme ses prédécesseurs, ancien élève de l’école de guerre américaine de Fort-Leavenworth, et garant du maintien de l’influence américaine dans cette zone géographique stratégique et sensible.
La crise rwandaise a eu une seconde conséquence pour la France puisqu’elle a sonné le glas des interventions militaires franco-françaises en Afrique. Le coût politique de Turquoise a été tel, que Paris n’intervient plus sur le continent africain que dans le cadre de forces multinationales sous mandat de l’ONU et malgré le maintien d’accords de défense bilatéraux datant des années 60.
De ce point de vue, on peut considérer que la crise rwandaise a été synonyme d’une perte de l’influence sous son aspect traditionnel de la France en Afrique. A une relation dominée par ses aspects politico-militaires devrait se substituer aujourd’hui une relation de « soft-power » permettant de développer une stratégie d’influence indirecte dans laquelle les acteurs institutionnels seront moins visibles à condition toutefois de redonner une cohérence à la politique africaine de la France. L’expérience montre en effet que deux écueils sont à éviter : les luttes d’influence dommageables entre la France officielle et une France officieuse (celle des conseillers privés de certains régimes africains par exemple) et une neutralité difficile à gérer compte tenu d’engagements antérieurs et d’accords de défense qui perdurent (exemple ivoirien).

Lorsque les salaires de ceux qui sont sensés sacrifier leurs vies pour défendre notre Patrie sont insignifiants ou chaque fois détournés, ces soldats que ces politiciens envoyent à la guerre comme de la chair à canon pour mourir à leur place, souvent ne sachant pas pourquoi ils doivent aller mourir, se transforment forcément en facteurs d'insécurité!
S'il y a incurie de l'insécurité, la responsabilité incombe à ces politiciens au pouvoir qui passent leur temps à s'envoyer en l'air les femmes d'autrui, à brader le patrimoine national, à protéger les intérêts des prédateurs qui pillent notre sous-sol, à endormir les congolais avec des mensonges à l'emporte pièce, au lieu de penser à améliorer la qualité de ceux qui souffrent dans leur chair pour garder et protéger des brigands qui s'enrichissent insolément et qui n'arrangent rien! Lorsqu'ils ne veulent pas se battre, ce n'est pas parce qu'ils sont lâches! Comment voulez-vous qu'ils se fassent mourir pour sauver les têtes de ces individus au pouvoir qui se remplissent les poches, alors que les familles de leurs collègues morts au combat sont à l'abandon, délogés des camps sans aucune indemnité conséquente au sacrifice suprême!

L' UCDP renouvelle sa solidarité aux soldats des FARDC ainsi que les policiers et les encourage à remplir leur devoir de défendre notre patrie qui est agressée et de protection des personnes et des biens! Par contre, elle fustige ces traîtres qui infestent les rouages du pouvoir politique et qui doivent désormais être arrêtés, jugés et condamnés trés sévèrement pour haute trahison et fusillés instantanément s'ils sont condamnés à la peine capitale! A l'Assemblée au lieu de se pencher, en priorité, sur les questions de la défense et de la sécurité, les parlementaires se sont octroyés des salaires et des primes mirobolants qui ne cadrent pas avec la réalité de la précarité salariale qui touche l'ensemble de masses laborieuses! Les soldats sous- payés, sous- équipés, sous- nourris, sous- formés, sous- estimés vivent chaque jour l'enfer social, générateur délibéré de l' insécurité! Lorsque les salaires de ceux qui sont sensés sacrifier leurs vies pour défendre notre Patrie sont insignifiants ou chaque fois détournés, ces soldats que ces politiciens envoyent à la guerre comme de la chair à canon pour mourir à leur place, souvent ne sachant pas pourquoi ils doivent aller mourir, se transforment forcément en facteurs d'insécurité!
S'il y a incurie de l'insécurité, la responsabilité incombe à ces politiciens au pouvoir qui passent leur temps à s'envoyer en l'air les femmes d'autrui, à brader le patrimoine national, à protéger les intérêts des prédateurs qui pillent notre sous-sol, à endormir les congolais avec des mensonges à l'emporte pièce, au lieu de penser à améliorer la qualité de ceux qui souffrent dans leur chair pour garder et protéger des brigands qui s'enrichissent insolément et qui n'arrangent rien! Lorsqu'ils ne veulent pas se battre, ce n'est pas parce qu'ils sont lâches! Comment voulez-vous qu'ils se fassent mourir pour sauver les têtes de ces individus au pouvoir qui se remplissent les poches, alors que les familles de leurs collègues morts au combat sont à l'abandon, délogés des camps sans aucune indemnité conséquente au sacrifice suprême!

Paul Quilès, ancien président (PS) de la mission parlementaire d'information sur le génocide du Rwanda, demande la création "d'une commission de personnalités indépendantes" pour établir "de manière incontestable" les responsabilités dans le génocide au Rwanda en 1994.
L'ex-député et ministre de la Défense a rendu publique vendredi une lettre en ce sens, adressée la veille au secrétaire général des Nations Unies Ban Ki-moon.
Selon M. Quilès, "la multiplicité des travaux publiés" sur le sujet "risque de donner une image éclatée, peu cohérente des évènements et ce d'autant plus que leurs conclusions sont souvent dissemblables, voire contradictoires".
Il cite, outre le rapport de 1998 de la mission qu'il présida, ceux de la commission d'enquête du Sénat de Belgique (1997), de la commission d'enquête indépendante instituée par Kofi Annan (1999), de la commission nationale indépendante rwandaise (2007), ainsi que "des travaux conduits souvent avec beaucoup de rigueur par des organisations non gouvernementales et des chercheurs".
M. Quilès fait aussi valoir que "des faits mis au jour dans le cadre des procédures judiciaires consécutives au génocide sont susceptibles de remettre en cause certaines conclusions des enquêtes menées jusqu'à présent".
"Je vous propose donc de soumettre l'ensemble des travaux conduits jusqu'à présent sur les causes, le déroulement et les conséquences du génocide du Rwanda à l'examen d'une commission constituée de personnalités indépendantes à l'expertise reconnue", écrit-il à M. Ban.
"Ainsi pourrait être établie, à l'intention des gouvernements et des opinions, une analyse impartiale et incontestable, qui apporterait, à mon sens, une contribution essentielle aux efforts de réconciliation et de reconstruction dans la région des Grands Lacs", ajoute M. Quilès.
Le génocide au Rwanda a fait selon l'ONU 800.000 morts parmi la minorité tutsie et les Hutus modérés.

Declaration of the FDLR N°04/CD/SEPTEMBER/2008
Considering that on the 1st October 1990 an organised group of Rwandan refugees called Rwandan Patriotic Front (RPF-Inkotanyi) attacked Rwanda, a country at the time where harmony, peace and national unity prevailed;
Considering that the RPF-Inkotanyi had justified the invasion in the name of establishing democracy and good governance in Rwanda, although Rwanda had already made remarkable strides in creating democratic institutions and good governance;
Considering that the RPF-Inkotanyi was already guilty of crimes against peace, crimes against humanity, war crimes and genocide in territories under its control in northern Rwanda between the 1st October 1990 and the 5th April 1994;
Considering that between the 1st October 1990 and the 5th April 1994 the RPF-Inkotanyi was already guilty of terrorist acts committed to make the entire territory of Rwanda uncontrollable by the then Rwandan government;
Considering that between the 1st October 1990 and the 5th April 1994 the RPF-Inkotanyi had trained commandos who assassinated many Hutus leaders and their killings falsely attributed to President Habyarimana and his close aides by RPF-Inkotanyi and its lobbyists;
Considering that between the 1st October 1990 and the 5th April 1994, in order to divert the attention of keen observers, the RPF commandos maliciously assassinated some Tutsis and the RPF-Inkotanyi and its lobbyists falsely attributed these killings to President Juvenal Habyirimana and his close aides;
Considering that these murders of Hutus and Tutsis have contributed to the deepening of regional and ethnic divisions in Rwanda;
Considering that those murders of Hutus and Tutsis have contributed to exacerbate tensions and hatred between the different components of the Rwandan society
Considering that these ethnic divisions, tension and hatred were in the plan of RPF-Inkotanyi in order to create chaos in Rwanda and seize power by force;
Considering that the RPF-Inkotanyi, the true founder of Interahamwe militia, has maliciously been able to endorse the activities of those militia on the accounts of MRND and CDR political parties;
Considering that the RPF-Inkotanyi has always controlled the activities of the Interahamwe militia through the many linkages and networks that the RPF-Inkotanyi had woven within the militia throughout the whole country of Rwanda;
Considering that many members of the leadership of the Interahamwe were at the same time members of the RPF-Inkotanyi;
Considering that the President Juvénal Habyarimana had good faith in negotiations for power sharing between the various components of the Rwandan society;
Considering that RPF-Inkotanyi was acting in bad faith and had already conceived the plan to kill the President Juvénal Habyarimana in order to seize power by force;
Considering that the RPF-Inkotanyi, prior to the invasion Rwanda, had planned the genocide of Tutsis who grew up in Rwanda and the endorsement of that genocide on the Hutu population in order to legitimise and monopolise its power in the country;
Considering that the RPF-Inkotanyi knowingly killed President Juvénal Habyarimana to provoke inter-ethnic massacres and use these massacres as a justification to oppress the Hutu population;
Considering that the RPF-Inkotanyi, after 14 years in power in Rwanda, has categorically refused to allow a neutral investigation on the terrorist attack that claimed the lives of the democratically elected presidents of Rwanda and Burundi and their close collaborators on the 6th April 1994;
Considering that after the 6th April 1994 the RPF-Inkotanyi rejected various ceasefire offers and unilaterally breached various ceasefire agreements it had already signed;
Considering that after the 6th April 1994 the RPF-Inkotanyi and its networks within the militias of different political parties massacred innocent citizens of all ethnic groups (Hutu, Tutsi and Twa) in a planned manner throughout the territory of Rwanda and that all these killings fall in the category of genocide;
Considering that RPF-Inkotanyi has pursued the Rwandan refugees in neighbouring countries, especially in Zaire (now Democratic Republic of Congo) where the FPR-Inkotanyi committed a genocide on the Rwandan Hutu refugees in the DRC before the eyes of the entire international community;
Considering that the RPF-Inkotanyi is a criminal and hegemonic regime fully determined to perpetrate ethnic wars in neighbouring countries in order to take advantage of those wars and chaos in those countries to dominate them and plunder their wealth;
Considering that the RPF-Inkotanyi has established in Rwanda a bloody dictatorship that kills, oppress or excludes any person who does not adhere to its hegemonic and racist ideology;
Considering that the RPF-Inkotanyi has introduced in Rwanda a policy of impoverishment of the majority of Rwandans and results of that wicked policy are now evident through unacceptable level of poverty, malnutrition and famine that have become endemic in Rwanda;
Considering that 14 years after the seizure of power by RPF-Inkotanyi, theft of public property and corruption have become common currencies in Rwanda,
Considering that the RPF-Inkotanyi exclusively controls the entire apparatus of the State (security forces, economy, justice, public administration, education, the so-called parliament etc.);
Considering that 14 years after the seizure of power there is no true democratic institutions in Rwanda but “caricatures” of democracy; the Parliament being an institution set up, controlled and manipulated by the clique of RPF-Inkotanyi to make the international community believe that a legislative power separate from the executive exists in Rwanda;
Considering that in Rwanda the whole judiciary machinery is an instrument completely under the control of the clique of RPF-Inkotanyi, designed for the oppression of Hutus in general and Tutsis who dare to criticize the regime;
Considering that the RPF-Inkotanyi, in order to stay on power forever in Rwanda, uses an apartheid system whereby The Hutus are excluded, oppressed and discriminated in all sectors of the national life of the country;
Considering that the RPF-Inkotanyi came up with laws that make impossible the existence of a democratic opposition;
Considering that the so called "opposition parties" inside of Rwanda and now participating in the so-called election are nothing more than branches of the RPF-Inkotanyi;
Considering that every Hutu in Rwanda is indiscriminately accused of genocide when he formulates political claims;
Considering that Kagame and his clique of RPF-Inkotanyi consider and treat Hutu children also as “génocidaires” as their parents;
Considering that there is no more doubt that the current regime in power in Rwanda has prepared and executed the genocide of Tutsis who had not grown up in the Diaspora, especially in Uganda;
Considering that there is no more doubt that the RPF-Inkotanyi prepared and executed the genocide of Hutus before and after the 6th April 1994;
Considering that there is no more doubt than the RPF-Inkotanyi has committed genocide on Hutu refugees in the Democratic Republic of Congo;
Considering that the RPF-Inkotanyi has never respected the human rights stipulated in the Universal Declaration of Human Rights;
The FDLR declare the following:
The elections organized by the RPF-Inkotanyi can never be democratic;
The FDLR will never recognize the institutions resulting from those so called elections organized by RPF criminal regime;
Those fake elections organized by the bloodthirsty regime in Kigali engage only this regime and its sponsors.
The RPF-Inkotanyi is a criminal organization whose leaders must be prosecuted for war crimes, crimes against humanity, crimes against peace and crimes of genocide;
The RPF-Inkotanyi is an organization whose leaders must appear before justice for looting the Rwandan heritage and the natural resources of countries of the African Great Lakes region;
The RPF-Inkotanyi is a criminal organisation whose leaders don’t have the legitimacy to lead the people of Rwanda;

Considering that on the 1st October 1990 an organised group of Rwandan refugees called Rwandan Patriotic Front (RPF-Inkotanyi) attacked Rwanda, a country at the time where harmony, peace and national unity prevailed;
Considering that the RPF-Inkotanyi had justified the invasion in the name of establishing democracy and good governance in Rwanda, although Rwanda had already made remarkable strides in creating democratic institutions and good governance;
Considering that the RPF-Inkotanyi was already guilty of crimes against peace, crimes against humanity, war crimes and genocide in territories under its control in northern Rwanda between the 1st October 1990 and the 5th April 1994;
Considering that between the 1st October 1990 and the 5th April 1994 the RPF-Inkotanyi was already guilty of terrorist acts committed to make the entire territory of Rwanda uncontrollable by the then Rwandan government;
Considering that between the 1st October 1990 and the 5th April 1994 the RPF-Inkotanyi had trained commandos who assassinated many Hutus leaders and their killings falsely attributed to President Habyarimana and his close aides by RPF-Inkotanyi and its lobbyists;
Considering that between the 1st October 1990 and the 5th April 1994, in order to divert the attention of keen observers, the RPF commandos maliciously assassinated some Tutsis and the RPF-Inkotanyi and its lobbyists falsely attributed these killings to President Juvenal Habyirimana and his close aides;
Considering that these murders of Hutus and Tutsis have contributed to the deepening of regional and ethnic divisions in Rwanda;
Considering that those murders of Hutus and Tutsis have contributed to exacerbate tensions and hatred between the different components of the Rwandan society
Considering that these ethnic divisions, tension and hatred were in the plan of RPF-Inkotanyi in order to create chaos in Rwanda and seize power by force;
Considering that the RPF-Inkotanyi, the true founder of Interahamwe militia, has maliciously been able to endorse the activities of those militia on the accounts of MRND and CDR political parties;
Considering that the RPF-Inkotanyi has always controlled the activities of the Interahamwe militia through the many linkages and networks that the RPF-Inkotanyi had woven within the militia throughout the whole country of Rwanda;
Considering that many members of the leadership of the Interahamwe were at the same time members of the RPF-Inkotanyi;
Considering that the President Juvénal Habyarimana had good faith in negotiations for power sharing between the various components of the Rwandan society;
Considering that RPF-Inkotanyi was acting in bad faith and had already conceived the plan to kill the President Juvénal Habyarimana in order to seize power by force;
Considering that the RPF-Inkotanyi, prior to the invasion Rwanda, had planned the genocide of Tutsis who grew up in Rwanda and the endorsement of that genocide on the Hutu population in order to legitimise and monopolise its power in the country;
Considering that the RPF-Inkotanyi knowingly killed President Juvénal Habyarimana to provoke inter-ethnic massacres and use these massacres as a justification to oppress the Hutu population;
Considering that the RPF-Inkotanyi, after 14 years in power in Rwanda, has categorically refused to allow a neutral investigation on the terrorist attack that claimed the lives of the democratically elected presidents of Rwanda and Burundi and their close collaborators on the 6th April 1994;
Considering that after the 6th April 1994 the RPF-Inkotanyi rejected various ceasefire offers and unilaterally breached various ceasefire agreements it had already signed;
Considering that after the 6th April 1994 the RPF-Inkotanyi and its networks within the militias of different political parties massacred innocent citizens of all ethnic groups (Hutu, Tutsi and Twa) in a planned manner throughout the territory of Rwanda and that all these killings fall in the category of genocide;
Considering that RPF-Inkotanyi has pursued the Rwandan refugees in neighbouring countries, especially in Zaire (now Democratic Republic of Congo) where the FPR-Inkotanyi committed a genocide on the Rwandan Hutu refugees in the DRC before the eyes of the entire international community;
Considering that the RPF-Inkotanyi is a criminal and hegemonic regime fully determined to perpetrate ethnic wars in neighbouring countries in order to take advantage of those wars and chaos in those countries to dominate them and plunder their wealth;
Considering that the RPF-Inkotanyi has established in Rwanda a bloody dictatorship that kills, oppress or excludes any person who does not adhere to its hegemonic and racist ideology;
Considering that the RPF-Inkotanyi has introduced in Rwanda a policy of impoverishment of the majority of Rwandans and results of that wicked policy are now evident through unacceptable level of poverty, malnutrition and famine that have become endemic in Rwanda;
Considering that 14 years after the seizure of power by RPF-Inkotanyi, theft of public property and corruption have become common currencies in Rwanda,
Considering that the RPF-Inkotanyi exclusively controls the entire apparatus of the State (security forces, economy, justice, public administration, education, the so-called parliament etc.);
Considering that 14 years after the seizure of power there is no true democratic institutions in Rwanda but “caricatures” of democracy; the Parliament being an institution set up, controlled and manipulated by the clique of RPF-Inkotanyi to make the international community believe that a legislative power separate from the executive exists in Rwanda;
Considering that in Rwanda the whole judiciary machinery is an instrument completely under the control of the clique of RPF-Inkotanyi, designed for the oppression of Hutus in general and Tutsis who dare to criticize the regime;
Considering that the RPF-Inkotanyi, in order to stay on power forever in Rwanda, uses an apartheid system whereby The Hutus are excluded, oppressed and discriminated in all sectors of the national life of the country;
Considering that the RPF-Inkotanyi came up with laws that make impossible the existence of a democratic opposition;
Considering that the so called "opposition parties" inside of Rwanda and now participating in the so-called election are nothing more than branches of the RPF-Inkotanyi;
Considering that every Hutu in Rwanda is indiscriminately accused of genocide when he formulates political claims;
Considering that Kagame and his clique of RPF-Inkotanyi consider and treat Hutu children also as “génocidaires” as their parents;
Considering that there is no more doubt that the current regime in power in Rwanda has prepared and executed the genocide of Tutsis who had not grown up in the Diaspora, especially in Uganda;
Considering that there is no more doubt that the RPF-Inkotanyi prepared and executed the genocide of Hutus before and after the 6th April 1994;
Considering that there is no more doubt than the RPF-Inkotanyi has committed genocide on Hutu refugees in the Democratic Republic of Congo;
Considering that the RPF-Inkotanyi has never respected the human rights stipulated in the Universal Declaration of Human Rights;
The FDLR declare the following:
The elections organized by the RPF-Inkotanyi can never be democratic;
The FDLR will never recognize the institutions resulting from those so called elections organized by RPF criminal regime;
Those fake elections organized by the bloodthirsty regime in Kigali engage only this regime and its sponsors.
The RPF-Inkotanyi is a criminal organization whose leaders must be prosecuted for war crimes, crimes against humanity, crimes against peace and crimes of genocide;
The RPF-Inkotanyi is an organization whose leaders must appear before justice for looting the Rwandan heritage and the natural resources of countries of the African Great Lakes region;
The RPF-Inkotanyi is a criminal organisation whose leaders don’t have the legitimacy to lead the people of Rwanda;

Why do they support the for-us terrorist?
If we are ever to combat the RPF menace, we first need to know how it works: Extremism together with terrorism combined to Nazism: A discriminative and controlled strategy, often producing mass murders, operating distinction between Hutus and Tutsis. Hutus are those who presumably are called terrorists because they refuse to be under the minority criminals gathered under the RPF umbrella, a well-known terrorist organization now running the country. The ANC was set up to fight for the right of the South African black majority. Life for black South Africans, in the days of apartheid, was grim and for many years they suffered injustice and discrimination at the hands of the white minority. When peaceful protest failed the ANC set-up a military wing in 1961 led by Nelson Mandela who was imprisoned for refusing to renounce violence. It's stated aim was to create maximum havoc and confusion, but they also targeted civilians, frequently killing and maiming innocent people. Now, however, the ANC is South Africa's ruling party and Nelson Mandela, a man once regarded as a terrorist, is the country's most respected elder statesman.
The IRA is the oldest modern terrorist organization. It styled itself as the people's army and it's aim was to unite the country even if the only way of doing that was through violence. "Freedom" Martin McGuiness once said "can only be gained at the point of an IRA rifle but I apologize to no-one for saying we support and admire the freedom fighters of the IRA". The truth is, the IRA would never have been so effective nor had as much popular support if the Irish Catholics hadn't had genuine grievances. They were discriminated against in housing, in employment and under represented in the police and local government. When peaceful protest led to further repression there was a resurgence of support for the IRA and it's political wing Sinn Fein. The result was more than 30 years of blood-shed. When the bombs hit where it hurt, economically, the government had to negotiate. A massive bomb attack on London's financial centre paved the way for the peace process.
What about the Hutus in their country in which their considered like outsiders in their own country.
These are lessons which we in the West have failed to learn and we run the risk of alienating reasonable people when we adopt the methods of the terrorist.

Resurrecting Ghosts, or Exorcising Demons?

As the trial of the alleged Hutu war criminal Désiré Munyaneza unfolds in Montréal, ghosts are being resurrected which have for some time being lingering about the Rwandan conflict of the 1990s. But these ghosts are not merely the restless spirits of 1994 haunting us for recognition – despite what that quivering little quisling Romeo Dallaire would have us believe in his Shake Hands with the Devil (the autobiography or the documentary). No, the devil – if there is one which can be identified and exorcised – possesses neither that chapter of Rwandan history ranging from April to July 1994, nor any Rwandan Hutu whom Dallaire may have ‘shook hands with’ in 1994.
Lest I be accused of slipping into that form of colonialist tongue which has for centuries operated through the application of dehumanizing metaphors to colonized subjects, let me just be clear that the demons in need of exorcising here have nothing to do with the colonized and subordinated bodies. If there is any demon to be exorcised, it is that utterly foreign spirit which has possessed the corpus of Central African history which has come to be known as the ‘Rwandan genocide’ – a hideous beast of a story concocted by imperialism. Hideous not only because of what happened between the months of April and July 1994, but hideous for how the tales told about those few months in Rwanda have served to mask the role imperialism has played in Central Africa at large throughout the 1990s. The tales told about the ‘Rwandan genocide’ are intended to disarm critical reason and deflect attention away from the even larger atrocities and the even greater war criminals that Western imperialism is trying to hide. Therefore, as all these old ghost tales are called forth yet again with the trial of the alleged Hutu war criminal Désiré Munyaneza, Canadians need to be asking the question of what is the real story behind the so-called ‘Rwandan genocide’.
The Causes of the Rwandan Civil War
To the extent that Westerners know anything about Rwanda today, it is thanks to the Rwandan genocide entertainment industry which has proliferated in recent years (Hotel Rwanda, Shakes Hands with the Devil, Un Dimanche à Kigali, to name only a few). According to the myth propagated in these and many other films, books, and documentaries, the conflict really only begins in April 1994 with the shooting down of Rwandan President Juvénal Habyarimana’s plane. As the mainstream discourse goes, ‘extremist’ Hutus shot down their own president’s plane in order to justify the slaughter of the country’s ethnic Tutsi minority. But if the conflict can be so easily periodized at all, one should really begin the story in late 1980s when the current Rwandan President Paul Kagame was head of the Ugandan army’s military intelligence under the American-backed dictatorship of Yoweri Museveni.
In late September 1990, while both the presidents of Rwandan (Habyarimana) and Uganda (Museveni) were away in New York attending a UNICEF meeting, 4000 soldiers and high ranking officers from the Ugandan National Army ‘mutinied’ and invaded Rwanda.1 Immediately after the invasion, Paul Kagame – who was in the United States at the time of the invasion being trained by the U.S. military in Fort Leavenworth, Kansas – returned to Uganda to take up a position as the commander of invading Ugandan forces (soon to be known as the Rwandan Patriotic Forces (RPF)).2
For the next three years, Museveni allowed his former troops to move freely across the Rwanda-Uganda border as the RPF terrorized and dispossessed hundreds of thousands of Hutu peasants in northern Rwanda of the most fertile land in the country. Robin Philpot, who has written a damning exposé on the Western role played in the Rwandan civil war, has written that within “two and a half years after the invasion, only 1800 people lived in an area of northern Rwanda that previously had a population of 800,000.”3 In other circumstances, this act has been called ‘ethnic cleansing’, if not genocide. But such victims are not worthy of mention when Western imperialism has had a hand in such acts. Conspiracies of silence most often shroud their histories.
In a testimony submitted to the International Criminal Tribunal for Rwanda, one source recites that from 1989 onwards, America supported joint RPF-Ugandan attacks upon Rwanda... There were at least 56 'situation reports' in (US) State Department files in 1991… As American and British relations with Uganda and the RPF strengthened, so hostilities between Uganda and Rwanda escalated… By August 1990 the RPF had begun preparing an invasion with the full knowledge and approval of British intelligence.4
At a time when the Western presses were expressing harsh indignation at Saddam Hussein for invading Kuwait, the international community was giving little attention to the RPF’s war crimes. Instead, it was the Habyarimana government that was being condemned by the world for its responses to the invasion and occupation (not unlike the way the Iraqi people are being demonized today for fighting back against their own occupation). In response to the October 1990 invasion, the Rwandan government had some 8000 suspected collaborators arrested, holding them for periods ranging from a few days to a few months. And without taking into consideration the state of emergency which gave rise to these arrests, human rights organizations like Human Rights Watch, as Philpot reports, ignorantly claimed that “the arrests provided verifiable proof of serious human rights violations...proof of the genocidal intentions of the Rwandan Government leaders”.5 But no mention of the genocidal intentions of the RPF were made by Human Rights Watch.
Aside from the attacks being lodged by NGOs, Habyarimana was facing a host of other destabilizing forces from without. The ‘international community’ was pressuring Habyarimana to hold multiparty elections (while under occupation); and the IMF was imposing a Structural Adjustment Program that ended up leading to a harsh devaluation of the Rwandan Franc.6
By August 1993, with pressures escalating from all sides, the Habyarimana government buckled, signing the Arusha accords which allowed for a near parity of military and political forces between the Habyarimana government and the RPF forces.
In the same period in neighbouring Burundi, the first democratically elected Hutu president Melchior Ndadaye was assassinated by Tutsi officers in the Burundian army shortly after taking office. As a consequence, 375,000 Hutu refugees fled from Burundi to Rwanda to add to the one million Hutus internally displaced by the RPF.7 One cannot underestimate the level of resentment Hutus would have been experiencing at this point as they were being unilaterally victimized in a conflict, with the world siding with the RPF. Up until 1994, the refugee crisis in Rwanda was one that solely affected Hutus, thus intensifying the ethnic animosities between the 85-90% Hutu majority and Tutsi minority.
The precipitating cause for what came to be known as the Rwandan genocide came on April 6, 1994 when the plane carrying President Habyarimana and the president of Burundi Cyprien Ntaryamira was shot down with a shoulder rocket. But this is not how the world would come to know this event: not as an assassination of two heads of state deeming a global outcry and an appropriate response by the United Nations, but rather a ‘plane crash’, brought down by unknown perpetrators, likely ‘Hutu extremists’ looking for a pretext to execute their genocidal plot. But no evidence has ever been brought against any Hutu extremists for this crime. In fact, all evidence that has been gathered on the case points to the RPF and Paul Kagame.
With the creation of the International Criminal Tribunal for Rwanda (ICTR) in November 1994, the United Nations Security Council mandated that all violations of international human rights committed in Rwanda during 1994 be investigated. This was a convenient timeframe for the United States and Britain, whose support for the war crimes of the RPF against Hutus prior to 1994 – and what they probably estimated would continue long after 1994 – would go uninvestigated.
In its investigations, the Tribunal delegated a completely separate team to investigate the assassination alone. After years of investigation and once the official inquiry began to compile substantial evidence suggesting that it was indeed Paul Kagame and the RPF who were responsible for the downing of the plane, Chief Prosecutor for the Tribunal Louise Arbour shut down the investigation and put a gag order on its investigators.8 As if proscribing the mandate of the ICTR to 1994 was not discriminatory enough, Louise Arbour shut down the investigation into the assassination of the two presidents lest the world learn that the RPF were not the saviours that the media made them out to be. Were Kagame and the RPF found guilty of triggering the events of 1994, the whole Manichean narrative concerning the evil Hutu génocidaires and innocent Tutsi victims would be thrown into question. To date, despite all the war crimes and crimes against humanity committed by Tutsi forces, from 1990 to the present, not a single RPF member or official of the Kagame government has stood trial at the ICTR.
While these accounts of the Rwandan civil war will almost certainly not correspond with the account most people have come to know from sources like Hotel Rwanda, the real-life hero of that film, Paul Rusesabagina himself, has called for the arrest of Paul Kagame and the RPF forces.9 Rusesabagina’s call is in line with a recent issuance by the French judge Jean-Louis Bruguière of 23 November 23, 2006, which put out arrest warrants for nine close collaborators of the Kagame regime on the charges of downing the presidential aircraft on April 6, 1994, which killed everyone on board including three French citizens. (Bruguière was constitutionally prohibitted from issuing an arrest warrant for Kagame because he is still the head of state.)10
While Bruguière’s case begins to shed some light on the untold horrors of the Rwandan civil war and Western complicity therein, the horrible consequences of the West’s support for the RPF were only just beginning with Kagame’s seizure of power in July 1994.
The Consequences of the Rwandan Civil War:
Holocaust and Plunder in the Congo
The motivations for the Western-supported coups in Uganda (1986) and Rwanda (1994) become perfectly clear in hindsight when we look to how events have unfolded in the Great Lakes Region of Africa over the last two decades, particularly with respect to Sudan and the Democratic Republic of Congo (DRC). One of the reasons for strong Western support in Uganda was to create a strong military and ideological bulwark against the spreading influence of Islam in Sudan. After coming to power, Museveni of Uganda aided the insurgency in the south of Sudan led by John Garang of the Sudan People’s Liberation Movement/Army. The civil war generated by Western subversion in south Sudan left two million dead. And of course, now there is the related and similarly foreign-generated conflict ensuing in the Darfur region of Sudan.11 But even more directly and with even greater destruction and plunder have the puppet governments of Rwanda and Uganda been involved the Democratic Republic of the Congo.
In the wake of the events of 1994 in Rwanda, with the coming to power of the RPF, some 1,300,000 Rwandan refugees fled to the Democratic Republic of Congo (at that time, still Mobuto’s Zaïre). Upon the justification that Hutu génocidaires who had fled to the eastern region of Zaïre needed to be eliminated, Rwanda and Uganda invaded and occupied the eastern regions of Zaïre. In an oral report provided by investigative journalist Wayne Madsen to the U.S. congress, he claims that U.S. intelligence and satellite imagery aided Rwanda and Uganda in carrying out their genocidal assaults in the refugee camps where hundreds of thousands of Hutus were living. Meanwhile, the U.S., Rwanda, and Uganda were all supporting Laurent Kabila and his paramilitary squad, the Alliance of Democratic Forces for the Liberation of Congo-Zaire (AFDL-CZ) against the Mobutu government. While all this was carried out under the pretense of hunting down Hutu génocidaires, as Madsen writes, America's early support for Laurent Kabila, which was aided by U.S. allies in Rwanda and Uganda, had less to do with getting rid of the Mobutu regime than it did in opening up Congo's vast mineral riches to North American based mining companies.
The series of reports drafted by the United Nations Security Council concerning the illegal exploitation of resources in the DRC confirms this claim with a great degree of specificity. The first in the series of these reports, from 12 April 2001, extensively details the role that the occupying forces of Rwanda and Uganda have played in carrying out the systematic plundering of natural resources and the continuation of civil strife in the DRC. The report itself provides enough details of the personal relationships and business connections involved in perpetuating the conflict in the DRC (which has killed millions since 1996, with estimates ranging from 5-10 million) to easily justify an international criminal tribunal for the DRC. In its concluding recommendations, the Panel of the report indeed recommends that the Security Council consider establishing an international mechanism that will investigate and prosecute individuals involved in economic criminal activities…[and] companies and government officials whose economic and financial activities directly or indirectly harm powerless people and weak economies.12
Yet, despite how damning the report is of the Anglo-American puppets in the region, the report barely scratches at the surface of the role played by Western imperialism in fomenting the conflicts in the DRC. The report reads as if the only parties to whom economic benefits of the conflict in the DRC accrued were the Rwandan and Ugandan economies, thus casting the conflict as merely another born-in-Africa affair to which Western parties and corporations have unwittingly been pulled into. (The most recent depiction of this myth I can think of is in the film Blood Diamond, which puts forward the idea that it is the West who is victim, the beguiled victim of the illicit market of ‘blood diamonds’). Only on one page of the 57-page report are ‘developed countries’ referenced for their role in supporting Rwandan and Ugandan operations in the DRC:
• “The Panel also has indications of the direct and indirect involvement of some staff of the embassies and cooperation of agencies of developed countries. They have facilitated the purchase of illegal minerals”
• “The rush to profit of some foreign companies that were ready to do business regardless of elements of unlawfulness and irregularities”
• “The political legitimization provided by some developed countries.”13

This has been a clever and safe way for the West to distance itself from the conflict in the DRC which has claimed to life of millions of Congolese.
Show Trials Intended to Rewrite History
Notwithstanding the intentional shortsightedness of the report – afterall, who could have expected a U.N. Security Council-commissioned report to indict its veto-wielding members U.S. and U.K.? – there is enough information in that report alone to show just how criminal are the Western-backed regimes of Paul Kagame in Rwanda and Yoweri Museveni in Uganda, and, more importantly, what Anglo-American imperialism had in mind when it brought these regimes to power. The death, destruction, and plunder of the DRC since the 1996 invasion by Uganda and Rwanda pales in comparison to what unfolded in Rwanda from April to July 1994. Yet, the whole International Criminal Tribunal for Rwanda (ICTR)-process and its domestic counterpart in Canada in the form of the Modern War Crimes Program has been directed solely at the persecution of the Hutus who backed the Habyarimana government in the 1994-period of the Rwandan conflict. Justice is not as blind and impartial as we are led to believe.
With the evidence referenced above, it is clear that the ongoing trial of Désiré Munyaneza in Montréal is intended as nothing more than a show trial intended to further entrench the mainstream myth of the ‘Rwandan genocide’. I am not suggesting that people like Munyaneza should not face justice for the crimes of rape and murder, if indeed people like him are responsible for these acts. But he should be held no less to account than the Tutsi-RPF war criminals who have carried out ten-times the carnage in Central Africa; and most certainly the imperialist players who have brought such conditions to bear upon the African continent.
The trial of Munyaneza is nothing but a show trial, a spectacle which sustains the mainstream myth about the ‘Rwandan genocide’, collectively diverting the attention of Western audiences from the greatest war criminals of them all. From the kangaroo courts of the International Criminal Tribunal for the Former Yugoslavia to the trial of Saddam Hussein, and the ongoing unilateral persecution of Hutus involved in Rwandan civil war, for one to condemn unilateral persecutions is not necessarily to rush blindly to the defense of a figure like Saddam Hussein, but to aspire to the ideal that Lady Justice ought to remain blindfolded. The greatest war criminals of the late twentieth century — those imperialist powers who destabilized and waged war against Yugoslavia and Rwanda to those who continue to do the same with Iraq and the DRC today — have escaped justice altogether. The Law in a time of ceaseless war and plunder cannot but be a reflection of the configurations of power which put the Law into place. And with respect to Canada, its persecution of Désiré Munyaneza is no exception to this rule.

As the trial of the alleged Hutu war criminal Désiré Munyaneza unfolds in Montréal, ghosts are being resurrected which have for some time being lingering about the Rwandan conflict of the 1990s. But these ghosts are not merely the restless spirits of 1994 haunting us for recognition – despite what that quivering little quisling Romeo Dallaire would have us believe in his Shake Hands with the Devil (the autobiography or the documentary). No, the devil – if there is one which can be identified and exorcised – possesses neither that chapter of Rwandan history ranging from April to July 1994, nor any Rwandan Hutu whom Dallaire may have ‘shook hands with’ in 1994.
Lest I be accused of slipping into that form of colonialist tongue which has for centuries operated through the application of dehumanizing metaphors to colonized subjects, let me just be clear that the demons in need of exorcising here have nothing to do with the colonized and subordinated bodies. If there is any demon to be exorcised, it is that utterly foreign spirit which has possessed the corpus of Central African history which has come to be known as the ‘Rwandan genocide’ – a hideous beast of a story concocted by imperialism. Hideous not only because of what happened between the months of April and July 1994, but hideous for how the tales told about those few months in Rwanda have served to mask the role imperialism has played in Central Africa at large throughout the 1990s. The tales told about the ‘Rwandan genocide’ are intended to disarm critical reason and deflect attention away from the even larger atrocities and the even greater war criminals that Western imperialism is trying to hide. Therefore, as all these old ghost tales are called forth yet again with the trial of the alleged Hutu war criminal Désiré Munyaneza, Canadians need to be asking the question of what is the real story behind the so-called ‘Rwandan genocide’.
The Causes of the Rwandan Civil War
To the extent that Westerners know anything about Rwanda today, it is thanks to the Rwandan genocide entertainment industry which has proliferated in recent years (Hotel Rwanda, Shakes Hands with the Devil, Un Dimanche à Kigali, to name only a few). According to the myth propagated in these and many other films, books, and documentaries, the conflict really only begins in April 1994 with the shooting down of Rwandan President Juvénal Habyarimana’s plane. As the mainstream discourse goes, ‘extremist’ Hutus shot down their own president’s plane in order to justify the slaughter of the country’s ethnic Tutsi minority. But if the conflict can be so easily periodized at all, one should really begin the story in late 1980s when the current Rwandan President Paul Kagame was head of the Ugandan army’s military intelligence under the American-backed dictatorship of Yoweri Museveni.
In late September 1990, while both the presidents of Rwandan (Habyarimana) and Uganda (Museveni) were away in New York attending a UNICEF meeting, 4000 soldiers and high ranking officers from the Ugandan National Army ‘mutinied’ and invaded Rwanda.1 Immediately after the invasion, Paul Kagame – who was in the United States at the time of the invasion being trained by the U.S. military in Fort Leavenworth, Kansas – returned to Uganda to take up a position as the commander of invading Ugandan forces (soon to be known as the Rwandan Patriotic Forces (RPF)).2
For the next three years, Museveni allowed his former troops to move freely across the Rwanda-Uganda border as the RPF terrorized and dispossessed hundreds of thousands of Hutu peasants in northern Rwanda of the most fertile land in the country. Robin Philpot, who has written a damning exposé on the Western role played in the Rwandan civil war, has written that within “two and a half years after the invasion, only 1800 people lived in an area of northern Rwanda that previously had a population of 800,000.”3 In other circumstances, this act has been called ‘ethnic cleansing’, if not genocide. But such victims are not worthy of mention when Western imperialism has had a hand in such acts. Conspiracies of silence most often shroud their histories.
In a testimony submitted to the International Criminal Tribunal for Rwanda, one source recites that from 1989 onwards, America supported joint RPF-Ugandan attacks upon Rwanda... There were at least 56 'situation reports' in (US) State Department files in 1991… As American and British relations with Uganda and the RPF strengthened, so hostilities between Uganda and Rwanda escalated… By August 1990 the RPF had begun preparing an invasion with the full knowledge and approval of British intelligence.4
At a time when the Western presses were expressing harsh indignation at Saddam Hussein for invading Kuwait, the international community was giving little attention to the RPF’s war crimes. Instead, it was the Habyarimana government that was being condemned by the world for its responses to the invasion and occupation (not unlike the way the Iraqi people are being demonized today for fighting back against their own occupation). In response to the October 1990 invasion, the Rwandan government had some 8000 suspected collaborators arrested, holding them for periods ranging from a few days to a few months. And without taking into consideration the state of emergency which gave rise to these arrests, human rights organizations like Human Rights Watch, as Philpot reports, ignorantly claimed that “the arrests provided verifiable proof of serious human rights violations...proof of the genocidal intentions of the Rwandan Government leaders”.5 But no mention of the genocidal intentions of the RPF were made by Human Rights Watch.
Aside from the attacks being lodged by NGOs, Habyarimana was facing a host of other destabilizing forces from without. The ‘international community’ was pressuring Habyarimana to hold multiparty elections (while under occupation); and the IMF was imposing a Structural Adjustment Program that ended up leading to a harsh devaluation of the Rwandan Franc.6
By August 1993, with pressures escalating from all sides, the Habyarimana government buckled, signing the Arusha accords which allowed for a near parity of military and political forces between the Habyarimana government and the RPF forces.
In the same period in neighbouring Burundi, the first democratically elected Hutu president Melchior Ndadaye was assassinated by Tutsi officers in the Burundian army shortly after taking office. As a consequence, 375,000 Hutu refugees fled from Burundi to Rwanda to add to the one million Hutus internally displaced by the RPF.7 One cannot underestimate the level of resentment Hutus would have been experiencing at this point as they were being unilaterally victimized in a conflict, with the world siding with the RPF. Up until 1994, the refugee crisis in Rwanda was one that solely affected Hutus, thus intensifying the ethnic animosities between the 85-90% Hutu majority and Tutsi minority.
The precipitating cause for what came to be known as the Rwandan genocide came on April 6, 1994 when the plane carrying President Habyarimana and the president of Burundi Cyprien Ntaryamira was shot down with a shoulder rocket. But this is not how the world would come to know this event: not as an assassination of two heads of state deeming a global outcry and an appropriate response by the United Nations, but rather a ‘plane crash’, brought down by unknown perpetrators, likely ‘Hutu extremists’ looking for a pretext to execute their genocidal plot. But no evidence has ever been brought against any Hutu extremists for this crime. In fact, all evidence that has been gathered on the case points to the RPF and Paul Kagame.
With the creation of the International Criminal Tribunal for Rwanda (ICTR) in November 1994, the United Nations Security Council mandated that all violations of international human rights committed in Rwanda during 1994 be investigated. This was a convenient timeframe for the United States and Britain, whose support for the war crimes of the RPF against Hutus prior to 1994 – and what they probably estimated would continue long after 1994 – would go uninvestigated.
In its investigations, the Tribunal delegated a completely separate team to investigate the assassination alone. After years of investigation and once the official inquiry began to compile substantial evidence suggesting that it was indeed Paul Kagame and the RPF who were responsible for the downing of the plane, Chief Prosecutor for the Tribunal Louise Arbour shut down the investigation and put a gag order on its investigators.8 As if proscribing the mandate of the ICTR to 1994 was not discriminatory enough, Louise Arbour shut down the investigation into the assassination of the two presidents lest the world learn that the RPF were not the saviours that the media made them out to be. Were Kagame and the RPF found guilty of triggering the events of 1994, the whole Manichean narrative concerning the evil Hutu génocidaires and innocent Tutsi victims would be thrown into question. To date, despite all the war crimes and crimes against humanity committed by Tutsi forces, from 1990 to the present, not a single RPF member or official of the Kagame government has stood trial at the ICTR.
While these accounts of the Rwandan civil war will almost certainly not correspond with the account most people have come to know from sources like Hotel Rwanda, the real-life hero of that film, Paul Rusesabagina himself, has called for the arrest of Paul Kagame and the RPF forces.9 Rusesabagina’s call is in line with a recent issuance by the French judge Jean-Louis Bruguière of 23 November 23, 2006, which put out arrest warrants for nine close collaborators of the Kagame regime on the charges of downing the presidential aircraft on April 6, 1994, which killed everyone on board including three French citizens. (Bruguière was constitutionally prohibitted from issuing an arrest warrant for Kagame because he is still the head of state.)10
While Bruguière’s case begins to shed some light on the untold horrors of the Rwandan civil war and Western complicity therein, the horrible consequences of the West’s support for the RPF were only just beginning with Kagame’s seizure of power in July 1994.
The Consequences of the Rwandan Civil War:
Holocaust and Plunder in the Congo
The motivations for the Western-supported coups in Uganda (1986) and Rwanda (1994) become perfectly clear in hindsight when we look to how events have unfolded in the Great Lakes Region of Africa over the last two decades, particularly with respect to Sudan and the Democratic Republic of Congo (DRC). One of the reasons for strong Western support in Uganda was to create a strong military and ideological bulwark against the spreading influence of Islam in Sudan. After coming to power, Museveni of Uganda aided the insurgency in the south of Sudan led by John Garang of the Sudan People’s Liberation Movement/Army. The civil war generated by Western subversion in south Sudan left two million dead. And of course, now there is the related and similarly foreign-generated conflict ensuing in the Darfur region of Sudan.11 But even more directly and with even greater destruction and plunder have the puppet governments of Rwanda and Uganda been involved the Democratic Republic of the Congo.
In the wake of the events of 1994 in Rwanda, with the coming to power of the RPF, some 1,300,000 Rwandan refugees fled to the Democratic Republic of Congo (at that time, still Mobuto’s Zaïre). Upon the justification that Hutu génocidaires who had fled to the eastern region of Zaïre needed to be eliminated, Rwanda and Uganda invaded and occupied the eastern regions of Zaïre. In an oral report provided by investigative journalist Wayne Madsen to the U.S. congress, he claims that U.S. intelligence and satellite imagery aided Rwanda and Uganda in carrying out their genocidal assaults in the refugee camps where hundreds of thousands of Hutus were living. Meanwhile, the U.S., Rwanda, and Uganda were all supporting Laurent Kabila and his paramilitary squad, the Alliance of Democratic Forces for the Liberation of Congo-Zaire (AFDL-CZ) against the Mobutu government. While all this was carried out under the pretense of hunting down Hutu génocidaires, as Madsen writes, America's early support for Laurent Kabila, which was aided by U.S. allies in Rwanda and Uganda, had less to do with getting rid of the Mobutu regime than it did in opening up Congo's vast mineral riches to North American based mining companies.
The series of reports drafted by the United Nations Security Council concerning the illegal exploitation of resources in the DRC confirms this claim with a great degree of specificity. The first in the series of these reports, from 12 April 2001, extensively details the role that the occupying forces of Rwanda and Uganda have played in carrying out the systematic plundering of natural resources and the continuation of civil strife in the DRC. The report itself provides enough details of the personal relationships and business connections involved in perpetuating the conflict in the DRC (which has killed millions since 1996, with estimates ranging from 5-10 million) to easily justify an international criminal tribunal for the DRC. In its concluding recommendations, the Panel of the report indeed recommends that the Security Council consider establishing an international mechanism that will investigate and prosecute individuals involved in economic criminal activities…[and] companies and government officials whose economic and financial activities directly or indirectly harm powerless people and weak economies.12
Yet, despite how damning the report is of the Anglo-American puppets in the region, the report barely scratches at the surface of the role played by Western imperialism in fomenting the conflicts in the DRC. The report reads as if the only parties to whom economic benefits of the conflict in the DRC accrued were the Rwandan and Ugandan economies, thus casting the conflict as merely another born-in-Africa affair to which Western parties and corporations have unwittingly been pulled into. (The most recent depiction of this myth I can think of is in the film Blood Diamond, which puts forward the idea that it is the West who is victim, the beguiled victim of the illicit market of ‘blood diamonds’). Only on one page of the 57-page report are ‘developed countries’ referenced for their role in supporting Rwandan and Ugandan operations in the DRC:
• “The Panel also has indications of the direct and indirect involvement of some staff of the embassies and cooperation of agencies of developed countries. They have facilitated the purchase of illegal minerals”
• “The rush to profit of some foreign companies that were ready to do business regardless of elements of unlawfulness and irregularities”
• “The political legitimization provided by some developed countries.”13

When telling people my family was moving to Rwanda, most responded with: "You mean Rwanda is safe? Aren't they still killing each other?" Fortunately, the answer is no. Rwanda withdrew from the Congo in 2002, reformed its constitution in 2003, and has not seen combat missions-other than peacekeeping- since. Paul Kagame, the hero of the 1994 liberation of Rwanda from Genocidaire forces, is currently in office and seeking re-election in the fall. However, the traces of Genocide and social unrest are still an everyday reality.Behind the peaceful screenMeet a Rwandan for the first time and you may wonder what happened to that person during the Genocide in 1994. Which political group did they belong to? Was their family murdered? Did their neighbours hunt them? Are they still married to the husband awaiting sentencing for his role in the Genocide? The sad truth is that everyone has a Genocide story. The shocking truth is that it can happen all over again.Recovering from a death toll of around one million has been an extremely difficult process. Tourists travelling within Kigali, the largest city in Rwanda, see Rwanda as a hopeful country with a strong sense of democracy, trying to rid themselves of corruption and mass poverty. In another light, Rwanda is led by a man turning into a dictator who is trying to take the country into his own hands. There is no freedom of the press and the neighbourhood- watch-style community policing functions as a Big Brother. District administrators and the general public have to file report cards on their behaviour demonstrating positive contributions to the workforce, society, and government. I spoke with one ex-patriot who has been living in the northern region for the past 30 years. He mentioned what some refer to as "the second genocide," in which fatalities may have been as high as the massacres of 1994. Between 1997 and 2001, thousands of people were killed by the current regime in what many believe was an effort to scare the Hutu population into submission. The government has now taken a stance which prohibits the Hutu population from burying their dead at any memorial commemorating the genocide.Government discrimination against the Hutu population continues despite peace efforts. Recently, a Hutu neighbourhood in downtown Kigali was razed to the ground. The New Times, a government-run newspaper, claims neighborhood residents were given compensation, advance notice, and alternate housing. In fact, there was no notice or compensation, and the provided housing is priced beyond resident means-paid via a loan which many will pass along to their children. Additionally, it is located far from the city, and the added distance forces those who work downtown to spend the majority of the salary not devoted to paying off loans on transport. As a result, many evictees are now either squatting or homeless. After spending no more than 20 minutes taking photos within the razed neighbourhood, a police inspector and armed guard approached and asked why I was taking photos, claiming they were tipped off by one of the residents in the community policing system. After I explained how photographers like the angles and textures of the buildings, he was satisfied that I was not there to jeopardize the Rwandan façade of peace and reconciliation. Though official reasons for the eviction of the Hutu residents were vague, one resident of Kigali repeated what she had heard: "They [the Tutsi] were tired of looking at [the Hutu] and tired of the dirtiness." Whether or not this is true, remember: years of ethnic strife were set off by little more than rumours and word of mouth. An incomplete tourTourists spend an average of less than three days in Rwanda and so remain oblivious to the current situation, especially since the Rwandan travel industry hinges on two options: genocide tourism and eco-tourism. Busses full of visitors arrive everyday at Gisozi, the national memorial and museum in Kigali, to recall the events of the 1994 war. The more adventuresome take a short side trip to visit the church memorials in Nyamata and Ntarama, where victims' personal effects are on display along with their skulls and bones. Each memorial has a guide who survived the massacre, in an attempt to create a more palpable sense of what happened. Tourists with stronger stomachs can visit Murambi, an ex-technical school which houses the remains of several hundred lime-covered bodies on display to busloads of tourists shuffling silently from room to room. The pinnacle of genocide tourism: returning to the hotel for the evening to listen to foreigners discuss how they felt about the results of mass death over a cold beer.Wildlife lovers also see a side of Rwanda far removed from what Rwandans experience. Rwanda's eco-tourism involves visiting the mountain gorillas in Virunga National Park, where visitors fork over $500 for the permit alone. The government justifies the high price by giving five per cent of every permit sale to the communities on the route to the park entrance. After staying at decent $50-250 hotels, eating meals comparable to those in bad North American restaurants, and only seeing what the government allows, each tourist leaves the country with a skewed sense of hope. Yet those who have spent more time in the country outside of what some call "Tutsi town" (Kigali) or who have kept their ears open to the rumblings of the people will say goodbye to Rwanda thinking only one thing: it might happen again.

Tourists travelling within Kigali, the largest city in Rwanda, see Rwanda as a hopeful country with a strong sense of democracy, trying to rid themselves of corruption and mass poverty. In another light, Rwanda is led by a man turning into a dictator who is trying to take the country into his own hands. There is no freedom of the press and the neighbourhood- watch-style community policing functions as a Big Brother. District administrators and the general public have to file report cards on their behaviour demonstrating positive contributions to the workforce, society, and government. I spoke with one ex-patriot who has been living in the northern region for the past 30 years. He mentioned what some refer to as "the second genocide," in which fatalities may have been as high as the massacres of 1994. Between 1997 and 2001, thousands of people were killed by the current regime in what many believe was an effort to scare the Hutu population into submission. The government has now taken a stance which prohibits the Hutu population from burying their dead at any memorial commemorating the genocide.Government discrimination against the Hutu population continues despite peace efforts. Recently, a Hutu neighbourhood in downtown Kigali was razed to the ground. The New Times, a government-run newspaper, claims neighborhood residents were given compensation, advance notice, and alternate housing. In fact, there was no notice or compensation, and the provided housing is priced beyond resident means-paid via a loan which many will pass along to their children. Additionally, it is located far from the city, and the added distance forces those who work downtown to spend the majority of the salary not devoted to paying off loans on transport. As a result, many evictees are now either squatting or homeless. After spending no more than 20 minutes taking photos within the razed neighbourhood, a police inspector and armed guard approached and asked why I was taking photos, claiming they were tipped off by one of the residents in the community policing system. After I explained how photographers like the angles and textures of the buildings, he was satisfied that I was not there to jeopardize the Rwandan façade of peace and reconciliation. Though official reasons for the eviction of the Hutu residents were vague, one resident of Kigali repeated what she had heard: "They [the Tutsi] were tired of looking at [the Hutu] and tired of the dirtiness." Whether or not this is true, remember: years of ethnic strife were set off by little more than rumours and word of mouth. An incomplete tourTourists spend an average of less than three days in Rwanda and so remain oblivious to the current situation, especially since the Rwandan travel industry hinges on two options: genocide tourism and eco-tourism. Busses full of visitors arrive everyday at Gisozi, the national memorial and museum in Kigali, to recall the events of the 1994 war. The more adventuresome take a short side trip to visit the church memorials in Nyamata and Ntarama, where victims' personal effects are on display along with their skulls and bones. Each memorial has a guide who survived the massacre, in an attempt to create a more palpable sense of what happened. Tourists with stronger stomachs can visit Murambi, an ex-technical school which houses the remains of several hundred lime-covered bodies on display to busloads of tourists shuffling silently from room to room. The pinnacle of genocide tourism: returning to the hotel for the evening to listen to foreigners discuss how they felt about the results of mass death over a cold beer.Wildlife lovers also see a side of Rwanda far removed from what Rwandans experience. Rwanda's eco-tourism involves visiting the mountain gorillas in Virunga National Park, where visitors fork over $500 for the permit alone. The government justifies the high price by giving five per cent of every permit sale to the communities on the route to the park entrance. After staying at decent $50-250 hotels, eating meals comparable to those in bad North American restaurants, and only seeing what the government allows, each tourist leaves the country with a skewed sense of hope. Yet those who have spent more time in the country outside of what some call "Tutsi town" (Kigali) or who have kept their ears open to the rumblings of the people will say goodbye to Rwanda thinking only one thing: it might happen again.

Quand je regarde votre reportage et votre acharnement sur une partie de la population rwandaise, je suis outré. ... C’est indigne ! Comment la télévision d’un pays démocratique peut-elle accepter une mise en scène de propagande des criminels Nazis rwandais aujourd’hui connus pour avoir planifié, organisé, téléguidé et dans une large mesure a fait exécuter et exécuté le génocide rwandais? Après ce film de propagande pour Kagame, le plus grand criminel que le monde ait jamais connu et abrité, allez-vous nous montré l’ autre face de la souffrance des Hutus, l’ ennemi no 1 du FPR, les massacres sans nom qui leur sont attribués au Nord Ouest du Rwanda, à l’ Est, au Centre et au sud du Rwanda dont le nombre dépasse de loin les 3 millions 500 mille ? Bringing Hutus from DRC to Kigali. Then what happens?
The men were crying, the women held their breasts with both hands while the children peered out the window to get a look at their father’s homeland for the first time. It was a highly emotional moment when the UN flight from Kananga landed in Kigali, bringing eleven ex-combatants and their families back to Rwanda after nine years of hiding in the Congolese forests.
They are among the one million five hundred thousand Hutus who fled Rwanda after the 1994 genocide, when the victorious Tutsi led FPR took over the country. They were afraid that they would be killed for the murder of up to one million Tutsis and moderate Hutus. They were right.
Their story is as atrocious as the genocide most of them took part in. If one third of the refugees returned to Rwanda within the two years following the genocide, another third of them were killed when the Rwandans and Laurent Desire Kabila’s forces marched on Kinshasa to overthrow Mobutu in 1996-97. The European Union Humanitarian Affairs Commissioner, Emma Bonino, was outraged at the massacres. She said in May 1997 that the Rwandan refugees “are abandoned to the mercy of an army without uniforms, without a flag, without laws, who hunt them down like wild game. Hunting season is open.” Bonino qualified the wholesale slaughter of the Hutu refugees in the Congo as yet another “genocide.”.
Half a million people disappeared without a trace? “I believe nobody looked for them, or if they looked for them, they did not want to see.” (Bonino) Given the figures, Laurent Desire Kabila killed more people in six months than the dictator Mobutu did in thirty years. The Hutu refugees were running for their lives.
The hundreds of thousands who managed to survive fled to the forests where they remained a threat to the new Rwandan government. They sided with Mobutu’s army for survival when Kabila’s men were “hunting” them. Then, when Kabila fell out with his former masters in Rwanda and Uganda, the Hutus found themselves on the side of their recent butcher given that the Rwandans remained their biggest threat. Their presence was the excuse Rwanda used for invading the mineral rich Kivu in the first place.
Apparently, Rwanda would now rather have them back in the country farming peacefully than over the border, an ever-present threat. The Congolese want them out, among other reasons, so that the Rwandans no longer have an excuse to invade. The UN Mission in the Congo (MONUC) has developed a plan to repatriate the refugees who step forward: DDRRR (Disarmament, Demobilization, Repatriation, Reinsertion, and Reintegration). The Rwandans have set up a government committee to ‘welcome them home’. Tuesday’s batch is among the roughly 1300 ex-combatants, their wives and children who have returned so far.
Jean Sayinzoga is a tall man. Wearing a brown tweed jacket, dress slacks and a dress shirt opened around the neck, the Chairman of the Rwanda Demobilization and Reintegration Commission (RDRC) shook each nervous hand. He says, “They have nothing to fear. Those who have already returned live happily in the country.”
According to Sayinzoga, the men will go to a camp for two month’s “training” while the women and children will go straight to the village and be given fifty thousand Rwandan francs worth of supplies to start their new lives. UN personnel in Kigali say the reinsertion program is working well. Does this mean the Rwandans have an extraordinary capacity to forgive and forget? Maybe not.
The policemen who escorted me to the airport restaurant spoke English as a foreign language. A sure sign that he had been a refugee who came to Rwanda from either Tanzania or Uganda after the Genocide. I told him that I had taught at the University of Butare.
“Was that before or after the war?” he asked. This is not an innocent question. Although I taught under a program with the UNDP, if it had been before the war, I would have been serving the genocidal Hutu government. After the war and I would have been serving the ‘new Rwanda’.
Another sign the war is ever present: when I tried to take pictures of the refugees’ return, the airport security got very hostile. “No pictures here!” they shouted in English. The reason? Perhaps the dozen brand-new Russian made MI-24 attack helicopters on the other side of the runway.
But the reception for the refugees was very friendly. Sayinzoga says the Rwandans “have no business in the Congo. The Congolese don’t want them. Their future is Rwanda, not in the Congo.”
I cannot say how well they are treated back in their villages of origin. I have not been there to find out and I have learned not to trust reports from UN personnel, especially MilObs (UN Military Observers). Until an independent, credible source goes and reports on the process first hand, chances are only a trickle of refugees will be returning “home” for some time to come.
The other problem, as I explained in the Lubumbashi report last week, is the MilObs in the Congo whose job it is to safely escort the refugees from the forests to Kigali. One of the ex-combatants on the plane had been badly mistreated by Congolese government soldiers after he had turned himself in. He was covered with bruises from his beatings and showed the signs of having been tied and hanged in painful positions. He is the third case the doctor has diagnosed in Kananga in recent weeks. This gratuitous torture will not encourage more Rwandans to step forward for DDRRR. Radio Okapi was asked not to report the case because it could discourage other refugees from stepping forward. How can I give news, which encourages them to step forward if they risk being tortured?
Another question to be answered is why do the MilObs leave the refugees in the custody of the Congolese Army for days on end? In Lubumbashi, is it because they are too busy having fun and unwilling to allow Rwandans to camp in their nice townhouse? It has been pointed out to me by UN personnel, not to mention my own observations, that many MilObs are racists and most of the racists are not Caucasian-whites. As I have previously reported, I have come across very few MilObs who take their job to heart (but there are some good men who are serious about their mission). Most seem to be in it for the easy money.
As Mr. Sayinzoga took his fellow countrymen into the ‘loving care’ of the ‘new Rwanda’, he turned to me and said: “I pray you are never a refugee. It turns your life to Hell”. Thanks for the advice.
