Targeting dissidents abroad
One of the more worrying aspects of Racepoint’s objectives
was to “Educate and correct the ill informed and factually
incorrect information perpetuated by certain groups of expatriates
and NGOs,” including, presumably, the critiques
of the crackdown on dissent among political opponents
overseas.
This should be seen in the context of accusations
that Rwanda has plotted to kill dissidents abroad. A
recent investigation by the Globe and Mail claims, “Rwandan
exiles in both South Africa and Belgium – speaking in clandestine meetings in secure locations because of their fears of attack – gave detailed accounts of being recruited to assassinate critics of President Kagame….
Ways To Get Rid of Kagame
How to proceed for revolution in Rwanda:
- The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
- Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
- Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
- Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
- The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
- The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).

[Since 1994, the world witnesses the horrifying reality : the Tutsi minority (14%) ethnic domination, the Tutsi minority ethnic rule, tyranny and corruption in Rwanda. The current government has been characterized by the total impunity of RPF criminals, the Tutsi economic monopoly, the Tutsi militaristic domination with an iron fist, and the brutal suppression of the rights of the majority of the Rwandan people (85% are Hutus), mass-arrests and mass-murder by the RPF criminal organization.

The Netherlands is lobbying the European Court of Human Rights to allow the extradition of genocide suspects living in Europe to Rwanda, International Justice Tribune has learned.

Officially the Dutch government does not consider the Rwandan legal system fit for extraditions. Human rights organizations and Dutch legal experts, asked for their reaction, criticise the Dutch initiative at the European Court of Human Rights in Strasbourg. Rwanda does not yet have a judiciary that is fully independent, they say.
“In theory, Rwanda is reforming its judiciary, but in practice those measures are still insufficient’’, said Carina Tertsakian from Human Rights Watch. Amnesty International and the Commonwealth Human Rights Initiative (CHRI) are also surprised by the Dutch government’s initiative. Rwanda-expert Frederick Cowell: “In Rwanda, politicized processes still take place, without adequate rights for suspects.’’
According to the Dutch ministries of Foreign Affairs and Security & Justice, extraditions are not to be considered until Rwanda provides “the necessary guarantees’’ for independent legal procedures, regardless of a positive decision by the European Court of Human Rights (ECHR). A possible extradition treaty has to be voted on first by Dutch parliament.
Debate on the issue began when The Netherlands became involved in a legal case currently being considered by the ECHR. Its judges will have to decide whether or not to allow the extradition to Rwanda of Sylvère Ahorugeze, who is wanted for genocide and crimes against humanity. Ahorugeze, the former head of the Rwandan civil aviation authority, is suspected of having killed twenty-eight Tutsis in April 1994 in the Rwandan capital Kigali. He denies the charges.
Ahorugeze was arrested in July 2008 in Stockholm and the Swedish government decided he could be extradited to Rwanda. Ahorugeze’s lawyer is challenging this decision at the ECHR, but it is unclear when the court will give a ruling.
Dutch advice
The Netherlands is putting its weight behind the Swedish opinion that the extradition should go ahead, despite its criticism of Rwanda’s legal system and the official Dutch position that Rwanda is not ready for extraditions.
The International Justice Tribune has come into the possession of the written intervention of the Dutch representative at the ECHR, dated July 27th 2010. She writes, Rwanda has, “over the years (made) substantial and fundamental progress in furthering the rule of law’’. Since the mass killings of 1994, Rwanda has – through Dutch financial support – built new court houses and the “state-of-the-art-prison “Mpanga”, and has trained judges. Among the “most relevant developments’’ are the abolition of the death penalty and of life imprisonment in isolation.
Extradition floodgates
If the ECHR approves extradition, a flow of genocide suspects living in Europe could begin. Many of these people received asylum status after 1994 but in recent years suspicions have been mounting about the involvement of some in the 1994 events. Still, to this day not a single suspect has been extradited. Judges, including in Germany, France, Great Britain and Finland, have always blocked extraditions in appeal cases. Critics argue that in Sweden it was not the judiciary that decided to extradite Ahorugeze, but the government.
Larissa van den Herik is professor of Public International Law at Leiden University. She presumes that The Hague believes it will be useful if the ECHR has already cleared all legal obstacles, ready for when the Netherlands reaches a bilateral extradition treaty with Rwanda at a later date. In addition to that she believes political motives are in play, “The Netherlands is a driving force behind the reforms in the Rwandan legal system. If the ECHR approves extradition, that will also be seized on as confirmation of Dutch policy. The Dutch authorities clearly have an agenda.’’
Law not politics
The departments of Foreign Affairs and Security & Justice deny that the Netherlands is lobbying the ECHR because of political reasons. The Hague argues it is promoting extradition on a European level merely to draw attention to the positive effects of Dutch investments in the Rwandan legal system. “If the ECHR disapproves of extradition, that will also be a valuable verdict. Such a verdict (…) will refine the insight of the areas on which Rwanda still needs assistance to reach the level required by Europe.’’
Roelof Haveman, a Dutch legal consultant, believes Rwanda is ready to handle extradition cases. Haveman assisted the Rwandan government in setting up a training institute for the judiciary. He points out that in June this year the Rwanda-tribunal handed over the case of Jean Uwinkindi to Kigali, the first time this has happened.
Critics argue that the Netherlands already encouraged the ECHR last year to allow extradition, well before the Rwanda-tribunal handed over the Uwinkindi-case. “But back then it was clear already that the Rwandan legal system was moving in the right direction’’, Haveman said.
Haveman points out how aware Rwanda is of the outside world's watchful eyes on its proceedings. “Kigali realises that any genocide case will be closely followed and therefore needs to be flawless. Otherwise, European countries might put a hold on further extraditions.’’ Human Rights Watch, Amnesty International and the CHRI do not share Havemans opinion.
They point to the case against Victoire Ingabire, the opposition leader who is on trial in Rwanda for alleged ties to a terrorist organization. The case of Ingabire is high profile, but nevertheless president Paul Kagame has publicly stated that Victoire Ingabire belongs behind bars. A fair trial is therefore impossible say critics, improved judiciary in Rwanda or not.

Le président français,Nikolas Sarkozy, qui s’était porté plaignant en première instance et avait promis de pendre à "un croc de boucher" les auteurs du complot visant ainsi Monsieur Dominique de Villepin.
Dominique de Villepin a vu mercredi sa relaxe confirmée dans l'affaire Clearstream. Pour la cour d'appel de Paris, le délit de complicité par abstention qui était reproché à l'ancien Premier ministre n'est pas établi. Après avoir «salu(é) l'indépendance de notre justice, qui a su résister aux pressions politiques», Villepin a immédiatement embrayé sur le front de la Françafrique. Ses amis ont vécu les accusations fracassantes portées contre lui dimanche par l'avocat Robert Bourgi comme un nouvel épisode de la guerre que lui livre depuis six ans Nicolas Sarkozy.
Une victoire pour la France ! Dominique de Villepin, relaxé dans l'affaire Clearstream a déclaré vouloir "tourner la page" et "servir la France".

La cour d'appel de Paris a confirmé mercredi la relaxe de l'ancien Premier ministre Dominique de Villepin, qui était poursuivi pour "complicité de dénonciation calomnieuse" dans l'affaire Clearstream.
"Après six années d'un acharnement sans précédent, après six années d'épreuve pour ma famille, la justice a reconnu pour la deuxième fois mon innocence", a déclaré Dominique de Villepin.
L'affaire Clearstream est une vaste affaire de dénonciation calomnieuse dans laquelle des noms, dont celui de Nicolas Sarkozy, ont été ajoutés sur des listings bancaires afin de faire croire qu'ils trempaient dans de sombres affaires de corruption. La machination visait à discréditer Nicolas Sarkozy avant la présidentielle de 2007. Le président français, qui s'était porté plaignant en première instance, s'était désisté en appel.
A l'audience du mois de mai, le parquet général avait requis quinze mois de prison avec sursis contre Dominique de Villepin. Le parquet général avait demandé la condamnation de Dominique de Villepin car il estimait que celui-ci était au courant de la fausseté des listings dès juillet 2004 et aurait pu mettre fin à la calomnie.
La voie dégagée pour une candidature
L'ancien Premier ministre Dominique de Villepin a salué mercredi "l'indépendance" de la justice française après sa relaxe dans l'affaire Clearstream par la cour d'appel de Paris. Il s'est dit "plus déterminé que jamais à servir les Français". Il a rappelé que cette affaire avait "été initiée en 2005- 2006, à la veille de l'élection présidentielle de 2007. Comme j'aimerais que cela puisse servir de leçon pour la présidentielle de 2012", a lancé l'ancien Premier ministre.
Dominique de Villepin attendait cette relaxe avant de confirmer son intention de se lancer dans la course à la présidentielle de 2012, où il n'est pour l'instant crédité que de 2 à 4% des intentions de vote. L'ex-Premier ministre de Jacques Chirac (2005-2007) doit cependant affronter une autre tempête politique depuis dimanche, celle d'un financement occulte par des chefs d'États africains.
L'ancien dirigeant du groupe européen EADS Jean-Louis Gergorin et le mathématicien Imad Lahoud, faussaire présumé de listings bancaires, ont été condamnés à respectivement six mois et 18 mois de prison ferme. Les deux hommes ont été en outre condamnés à 40.000 euros d'amende chacun. L'avocat d'Imad Lahoud a annoncé qu'il allait se pourvoir en cassation contre cette décision

[Since 1994, the world witnesses the horrifying reality : the Tutsi minority (14%) ethnic domination, the Tutsi minority ethnic rule, tyranny and corruption in Rwanda. The current government has been characterized by the total impunity of RPF criminals, the Tutsi economic monopoly, the Tutsi militaristic domination with an iron fist, and the brutal suppression of the rights of the majority of the Rwandan people (85% are Hutus), mass-arrests and mass-murder by the RPF criminal organization.

CSIS Study: RPF Authoritarian Practices Threaten Rwanda ’s Future
A new, in-depth study by a leading Africa scholar at the prestigious Center for Strategic and International Studies in Washington argues that the current Rwandan government’s authoritarian practices are “cause for considerable concern” and put at risk its future as a peaceful and stable nation.
The CSIS study reinforces the description of Rwanda ’s current political environment that has been documented by Rwanda Briefing. According to the CSIS study, “In the period leading up to the 2010 election, key opposition parties were outlawed or prevented from registering,and their leaderships were arrested on charges including divisionism, promoting genocide ideology, and threatening national security. Andre Rwisekera, an RPF defector who had joined the leadership of an opposition party, was killed by unknown assassins less than a month before the election. Along with opposition party supporters, many journalists and editors were arrested and imprisoned on charges of promoting genocide ideology or incitement to violence.”
The study concludes that Rwanda must “build truly national institutions that are — in both perception and fact — genuinely independent of RPF control. If the ruling party chooses this route, its first priority should be the country’s judicial system. A credible, impartial judiciary will help adjudicate the political, social, and economic tensions that will arise as Rwandans chart their way forward.

I am Jean-Christophe Nizeyimana, an Economist, Content Manager, and EDI Expert, driven by a passion for human rights activism. After suffering THE LONG years, telling the world that Kagame and his RPF criminal organization masterminded the Rwandan genocide that they later recalled Genocide against Tutsis. Our lives were nothing but suffering these last 32 years beginning from October 1st, 1990 onwards. We are calling the United States of America, United Kingdom, Japan, and Great Britain in particular, France, Belgium, Netherlands and Germany to return to hidden classified archives and support Honorable Tito Rutaremara's recent statement about What really happened in Rwanda before, during and after 1994 across the country and how methodically the Rwandan Genocide has been masterminded by Paul Kagame, the Rwandan Hitler. Above all, Mr. Tito Rutaremara, one of the RPF leaders has given details about RPF infiltration methods in Habyarimana's all instances, how assassinations, disappearances, mass-slaughters across Rwanda have been carried out from the local autority to the government,fabricated lies that have been used by Gacaca courts as weapon, the ICTR in which RPF had infiltrators like Joseph Ngarambe, an International court biased judgments & condemnations targeting Hutu ethnic members in contraversal strategy compared to the ICTR establishment to pursue in justice those accountable for crimes between 1993 to 2003 and Mapping Report ignored and classified to protect the Rwandan Nazis under the RPF embrella . NOTHING LASTS FOREVER.
