(New York) - Insecurity and political repression are increasing in advance of Rwanda's August 2010 presidential elections, Human Rights Watch warned today. In the last two days, an independent journalist has been killed, the leader of an opposition party has been detained by the police, and other opposition party members have been arrested.

"The security situation is rapidly deteriorating," said Rona Peligal, Africa director at Human Rights Watch. "With only 45 days left before the election, the government is lashing out to silence its opponents and critics."
The Rwandan government should investigate all incidents of violence and ensure that opposition activists and journalists are able to carry out their legitimate activities in safety, Human Rights Watch said.

Freedom of expression is already severely restricted in Rwanda, but the death of Rugambage is a further chilling blow to investigative journalism and, more broadly, to freedom of expression in the country.

Jean-Léonard Rugambage, a journalist for the newspaper Umuvugizi, was shot dead shortly after 10 p.m. on June 24 outside his home in Nyamirambo, in the capital, Kigali. His colleagues and other sources in Rwanda told Human Rights Watch that the assailant appeared to be waiting for the journalist as he returned home.
As Rugambage drove up to his gate, a man approached his car and fired several shots at close range, hitting him in the head and chest. Rugambage died on the spot. The assailant then drove off. Police arrived on the scene and took Rugambage's body to the police hospital in Kacyiru for autopsy. The police stated on June 25 that they were investigating his death.
Umuvugizi, an independent newspaper that has often been critical of the government, had published an article online on the morning Rugambage was killed, alleging that the Rwandan government was behind the attempted murder of a former Rwandan general, Faustin Kayumba Nyamwasa, in South Africa on June 19, and implicating senior officials. General Kayumba, once a close ally of President Paul Kagame and a former chief-of-staff of the Rwandan army, has become an increasingly outspoken critic of the government since fleeing to South Africa in February 2010. Umuvugizi's editor said that Rugambage had been investigating the murder attempt on Kayumba and had reported being under increased surveillance in the days leading up to his death.
"We are shocked and saddened by the death of this courageous journalist," Peligal said. "Freedom of expression is already severely restricted in Rwanda, but the death of Rugambage is a further chilling blow to investigative journalism and, more broadly, to freedom of expression in the country."

Human Rights Watch called on the Rwandan authorities to ensure that those responsible for Rugambage's murder are brought to justice without delay, and to ensure the security and protection of other journalists.

Arrests of Opposition Party Members

In the early hours of June 24, police entered the house of Bernard Ntaganda, leader of the opposition party PS-Imberakuri, and took him away for questioning. He has spent two days in police custody and is believed to be detained at Kicukiro police station. The exact accusations against him are not confirmed, but it is thought that the police have questioned him, among other things, about his alleged involvement in an attempted arson attack on the house of former party vice-president, Christine Mukabunani, and inciting ethnic divisions.
Members of the PS-Imberakuri reported that the police raided Ntaganda's house and the party's office and took away documents and other belongings. By June 25, the party's flag and sign had been taken down from their office.
Later on the morning of June 24, several members of PS-Imberakuri were rounded up by the police and taken into custody after they gathered outside the US embassy; they had gone there to ask for help following Ntaganda's arrest. Some were released, but several, including the party's secretary-general, Théobald Mutarambirwa, remained in detention in various locations in Kigali on June 25.

Also on the morning of June 24, police arrested several members of the FDU-Inkingi opposition party, who had gathered outside the Justice Ministry to protest a court case against their party president, Victoire Ingabire. Most were released on June 25, but the party's secretary-general, Sylvain Sibomana, treasurer, Alice Muhirwa, and Kigali representative, Théoneste Sibomana, were still in detention at the police station in Kicukiro on June 26. Some FDU-Inkingi members reported that when the police broke up their gathering, the police told them that they should stop being members of the party. Police also surrounded Ingabire's house at about 6 a.m. on June 24, and stayed there for most of the day.

Members of both parties reported being beaten by the police.

On June 25, the Commissioner General of Police issued a statement saying that about 40 individuals had attempted to hold a demonstration without a permit, that 22 people had been arrested and questioned, 14 had been released and eight were being held for further questioning.
"These incidents are occurring at the very moment that parties are putting forward candidates for the presidential elections," Peligal said. "The government is ensuring that opposition parties are unable to function and are excluded from the political process."

Background

Intimidation of Independent Media

The killing of Rugambage was not the first incident of violence against journalists. In February 2007, a group of assailants attacked Umuvugizi's editor, Jean-Bosco Gasasira, in a near fatal incident outside his house, after he spoke out at a presidential news conference about the harassment of journalists. No one has been brought to justice for the attack.

In July 2009, the information minister publicly declared that "the days of the destructive press are numbered," referring to Umuvugizi and a second independent newspaper, Umuseso. Within 24 hours, the national prosecutor's office had summoned Gasasira to answer allegations of defamation, a criminal offense punishable with imprisonment. Gasasira was convicted and sentenced to pay a large fine. Umuseso faced similar defamation charges for exposing scandals involving public figures. In February, a court sentenced its former editor, Charles Kabonero, to a year in prison and the current editor, Didas Gasana, and a reporter, Richard Kayigamba, to six months each. The editors of both newspapers have fled the country after receiving repeated threats.
On April 13, the Media High Council, a government-aligned body in charge of regulating the media, suspended Umuseso and Umuvuzigi for six months, and then called for their definitive closure. It alleged, among other things, that some of their articles constituted a threat to national security. The newspapers' appeal against the suspension is still pending. The suspension has effectively shut down most independent reporting in advance of the elections, since Umuseso and Umuvugizi were among the very few active independent newspapers left in Rwanda. Umuvugizi has since posted an electronic version of its newspaper, but access to its website has been blocked inside Rwanda.
Obstruction of Opposition Parties

Incidents of harassment and intimidation of members of opposition parties have steadily increased in the months leading up to the August elections. Ntaganda and Ingabire, as well as their party members, have been especially targeted.
Unless the situation changes in the very near future, none of the three main opposition parties (PS-Imberakuri, FDU-Inkingi, and the Democratic Green Party of Rwanda) will be able to take part in the elections. Parties and independent candidates must submit their candidacies to the National Electoral Commission by July 2.

INVESTIGATE MURDER OF RWANDAN JOURNALIST

Rwandan journalist Jean Leonard Rugambage was killed on 24 June. Authorities must establish an independent commission of enquiry into the killing and ensure other journalists can work in safety.


Jean Leonard Rugambage, the Deputy Editor of Rwandan newspaper, Umuvugizi, was shot dead outside his home in the Rwandan capital, Kigali on 24 June 2010. Jean Leonard Rugambage is the first Rwandan journalist murdered in recent years.


Jean Leonard Rugambage returned home around 10pm on 24 June 2010. He was shot dead as he reached the gate of his home in the Kigali suburb, Nyamirambo. His exiled Managing Editor-in-Chief, Jean-Bosco Gasasira, has stated that witnesses who heard the gunshots saw the unknown assailant drive away in a car. Police arrived at the scene soon afterwards, but Jean Leonard Rugambage was already dead.

The Rwanda Police have confirmed that Jean Leonard Rugambage body remained at Kigali’s Police Hospital and would not be released for burial until a later date. Police investigations have been opened.


Jean Leonard Rugambage had been investigating the shooting of the exiled former Chief-of-Staff of the Rwandan Army, Kayumba Nyamwasa, which took place in Johannesburg, South Africa, on 19 June 2010. Umuvugizi had published an on-line article on 24 June 2010, the day of Jean Leonard Rugambage’s murder, alleging that Rwandan intelligence officials were linked to the shooting. In the days before his murder, Jean Leonard Rugambage had told colleagues that he felt that the surveillance on him had intensified.

Jean Leonard Rugambage’s newspaper, Umuvugizi, was suspended in April 2010 until after Rwanda’s presidential elections scheduled for August 2010. The Rwandan High Media Council, a regulatory body aligned with the government, suspended Umuvugizi for six months alleging they had incited opposition to the government and divided the army. Umuseso, another private newspaper, was also banned for six months. The High Media Council later started court proceedings to initiate a permanent ban against both papers. After the suspension, Umuvugizi continued to publish on their website, launched in May, though their website was not accessible from within Rwanda.

Jean-Leonard Rugambage became the Acting Editor of Umuvugizi after the Managing Editor, Jean-Bosco Gasasira, fled Rwanda in April 2010 after threats following Umuvugizi’s suspension. Jean-Bosco Gasasira had been brutally assaulted in February 2007 by unidentified men with iron bars. Prior to the attack, Jean-Bosco Gasasira, had also published several articles critical of the Rwandan Patriotic Front (RPF), the ruling political party.


Over recent years, Rwandan journalists working for non-state media have frequently been threatened and physically assaulted. Criminal sanctions have also been used against them to stifle freedom of expression. There have been no known cases of Rwandan journalists murdered in Rwanda in recent years, but several journalists have fled Rwanda for their safety.


Such an attack comes, as the space for independent reporting fast diminishes before Rwanda’s August 2010 presidential elections. Amnesty International has called on the Rwandan authorities to respect the rights to freedom of association and freedom of expression and to ensure that journalists can work freely, independently and with protection from state authorities.

Bernard Ntaganda, presidential candidate of Rwanda's P.S. Imberakuri Party before it broke into two factions, and still the presidential candidate of one wing. He has called for postponement of the elections until all viable candidates can register, and today he called for protest as President Paul Kagame registered his candidacy with the National Electoral Commission, saying "Silence is acceptance." He was arrested at his home this morning, 06.24.2010, before he could leave to attend the protest.


Bernard Ntaganda, Rwandan opposition presidential candidate, and Didas Gasana, Editor of Rwanda's banned newspaper, Umuseso, spoke to KMEC Radio on April 18th. Gasana has since fled to Uganda and Ntaganda was arrested in Kigali this morning.


Last night Ntaganda put out an urgent message that his assistant, Mr. Sibomana Rusangwa Aimable, had disappeared at 8 p.m., after a meeting held at the head office of P.S.Imberakuri in which the Party had decided to organize demonstrations today, June 24th, 2010.
Ntaganda said that he feared his assistant's life was in danger, and this morning Ntaganda himself was arrested at his home in Kigali, before he could leave to join protests of the Kagame government's exclusion of all viable opposition from this year's 2010 Rwandan presidential election, with polls scheduled for August 9th. Ntaganda had called for the protests, saying that "Silence is acceptance."

Victoire ingabiré spoke to Rwandan press at the Kigali, Rwanda airport, upon her return to contest the election against Rwandan President Paul Kagame. She has not been allowed to register her candidacy and has instead been arrested. Today her house was surrounded by Rwandan Police who prevented her from leaving to join a peaceful protest.

Police also surrounded the house of FDU-Inkingi Party presidential candidate Victoire Ingabire Umuhoza and prevented her from leaving to join the protests as well.
Police arrested Democratic Green Party of Rwanda candidate Frank Habineza outside the U.S. Embassy, where he had gone to protest Mr. Ntaganda's arrest, but released him within a matter of hours. Habineza, who was earlier this year elected President of the African Greens Federation, said that, within hours of his arrest, he had received calls from members of the Global Green Party in Egypt, Sweden, Morocco, and the United States.

"Global Greens can mobilize on the Internet as Peter Erlinder's supporters did," Habineza said, speaking from Kigali after his release. "We hope they mobilize not just to support us, the Rwanda Greens, but to support all Rwandans imperiled by these new arrests, by the government excluding all of us, the real opposition, from the election, and by growing fear and instability."

U.S. Law Professor and international criminal lawyer Peter Erlinder was arrested in Kigali, Rwanda on May 28th, where he had traveled to defend Ingabire. Last week a judge released him on medical grounds. He returned to this country on Monday and yesterday held a press conference at William and Mitchell College of Law, where he said his imprisonment revealed the nature of the Rwandan regime and its secret police. "I have seen how it works and they make the Stasi and the KGB look like amateurs," he said.

The FDU-Inkingi and the Democratic Green Party of Rwanda released this description of their experience and call for international support:
"Rwandan opposition party leaders and members have been violently assaulted and arrested, hundreds still missing. A planned peaceful demonstration for today against the National Electoral Commission (NEC) while they were receiving nominations for the August presidential elections was blocked. The purpose was to protest the fact that the genuine opposition parties have been denied a chance to participate in the presidential elections. The planned peaceful demonstration was prevented this morning when Maitre NTAGANDA Bernard, the founding president of the PS-Imberakuri party, was violently assaulted and taken from his home by unidentified armed plain-clothed officials. Sources claim that he is currently being held incommunicado in a police cell.

At the same time, Ms. Victoire Ingabire, chairperson of the FDU-Inkingi party, woke up to find that her house had been completely surrounded and blocked off by armed policemen. She was prevented from leaving her residence. The Democratic Green Party President, Mr. Frank Habineza, and his Vice President, Andre Kagwa Rwisereka, were detained by the police. Their National Identity cards and phones were taken from them for almost one hour at US Embassy in Kigali. Two Executive Members of the FDU- Inkingi, Secretary General Sylvain Sibomana and Treasurer Alice Muhirwa, are missing as of this writing. The Secretary General of the PS-Imberakuri, Theobald Mutarambirwa, is also believed to be in police custody but is missing.
The ‘Parti Social Imberakuri'-PS-Imberakuri, wrote to the Mayor of the Gasabo district on 17th June 2010, requesting for permission to demonstrate peacefully on 24th June 2010. The letter clearly stated that the demonstrations were to start at the Prime Minister’s Office in Kimiruhura, continue to the Parliament and end at the Ministry of Local Government in the Kacyiru District, where a public message was to be made.

The District failed to respond by Wednesday, 23rd June, and Maitre Ntaganda, a senior lawyer and activist, confirmed to other opposition leaders that, in this case, silence doen not legally mean "no", and the program should remain as planned.

To our surprise early this morning, Frank Habineza received a phone call from the PS Imbearakuri Secretary General informing him Ntaganda had gone missing and they have changed plans. Instead of the planned demonstration, they decided to go to the American Embassy in the Kacyiru District and ask US Embassy officials to help intervene in this serious situation. They also asked Frank Habineza to help them so Maitre Ntaganda could be located and released from custody.

We arrived at the US Embassy visitors parking at around 09:00 local time. To our surprise, when we called the PS-Imberakuri Secretary General, instead of getting his response we heard a lot of commotion over his phone and by the time we reached the outside of the US Embassy complex we saw police chasing PS-Imberakuri members and we also saw others being arrested and being violently forced into police vans. The Secretary General is believed to be in police custody with hundreds of other PS-Imberakuri members.

We proceeded on and talked to US Embassy officials. After a while as we were leaving the US Embassy grounds, Rwandan police stopped us and took away our National Identity Cards and phones for about an hour. Both the President and Vice President of the Green Party were eventually released without harm.

 "The United States Government, along with all other participating nations in the Community of Democracies, should seek, as a matter of high policy priority, to promote peaceful transitions to irreversible multiparty democracies, under rule of law, in all countries which continue to be ruled by dictators and other repressive regimes, and should join with all other democratic countries in solidarity to defend those peoples who are in danger of having their democratic transition reversed by force. We are initiating a public dialogue today on how to achieve this fundamental goal".




The FDU-Inkingi's Leader, Mrs. Victoire Ingabire was physically assaulted earlier this year at a government office at Kinyinya-Kigali. She has also faced serious allegations and has been charged for working with a terrorist organisation as well as allegedly harboring a genocide ideology. Her party has been refused chance to register on the pretext that its leader has criminal charges which must be cleared first. The problem though is that even though she was charged in court, she has never been given chance to defend herself. Instead her lawyer, Peter Erlinder, was arrested as well.

Meanwhile, hundreds of members of the FDU-Inkingi were brutally attacked and beaten by policemen at Gishushu (Remera) and in front of the Ministry of Justice in the Kimihurura District. They were heading to a peaceful demonstration in front of the Ministry of Justice to request the government to lift restrictive measures and drop the false charges against their Ms. Victoire Ingabire Umuhoza, who remains under house arrest on bail since April 22nd 2010, and has been deprived of her political rights. The demonstrators were reacting to a statement by General Prosecutor Ngoga yesterday that the government does not have enough evidence to prosecute and challenge the case in a court of law yet.

The Permanent Consultative Council of Opposition Parties in Rwanda is deeply concerned with the continuous unwarranted political harassment and denial of political space in Rwanda ahead of the August 9th Presidential election.
The Government of Rwanda has continuously done all it can to deny the genuine political opposition a chance to legally exist and be able to democratically participate in the upcoming Presidential elections.
The ruling RPF party has plainly shown to the Rwandan people and the International Community that scared to compete with real opposition and has resorted to approving stooge candidates to give the illusion of political opposition.


The real opposition in Rwanda has been subjected to verbal and physical intimidation along with legal and political abuse. Legal framework has been manipulated to prevent the Democratic Green Party of Rwanda and United Democratic Forces (FDU–Inkingi) from registering their political parties and exercising their political rights. The Democratic Green Party of Rwanda’s founding convention on 30th October 2009, was violently sabotaged by people connected to state security organs and others to be working for the Government. The Green Party's leader, Frank Habineza has received several death threats, the latest one indicating that he is supposed to be killed before the August 2010 presidential election. Despite the fact that he reported this matter to the police and also wrote directly to the Minister of Internal Security, he never received any response and he is in imminent danger. 



This is the real picture of Rwanda's political space: President Kagame’s RPF party competing against stooge candidates of the PSD, PL and other satellite partner parties who have been comfortably enjoying ministerial and parliamentary positions for the last 16 years while supporting RPF policies and legislation.

Mémorandum n°9/2010 adressé au Gouvernement et aux parlementaires britanniques, aux gouvernements américains sur l’impasse politique, la culture de l’Impunité, la capacité de nuire du président rwandais Paul Kagame contre les opposants politiques

En tant que rescapés des génocides et des massacres perpétrés au Rwanda et en République Démocratique du Congo (RDC), nous demandons l’intervention des gouvernements britannique, américain, belge et leurs alliés de l’Union Européenne pour faire libérer les nombreux prisonniers politiques détenus dans les prisons du Rwanda.
  La dictature du président rwandais Paul KAGAME fonctionne comme un cartel du crime organisé placé au dessus des institutions officielles de l’Etat Rwandais.
 
Ce cartel du crime est constitué par le président Paul Kagame assisté de ses principaux chefs militaires et politiques tous issus du Front Patriotique Rwandais (FPR). Ce sont les membres de ce cartel du crime qui jouissent d’un « pouvoir occulte » et qui contrôlent toutes les institutions officielles du Rwanda telles que le Gouvernement, le Parlement, le Sénat, l’Armée, la Police nationale ainsi que les nombreux services de renseignements militaires et civils du Rwanda. Les membres de ce cartel du crime sont accusés d’avoir mis en place un machine de terreur pour assassiner, emprisonner, intimider ou pousser à l’exil tout dirigeant qui devient « indésirable ou inutilisable » pour le président rwandais Paul KAGAME. Ce cartel du crime tient le peuple rwandais, toutes les institutions officielles de l’Etat rwandais et le peuple rwandais en otages.



Est-ce que les peuples britannique, américain, belge ou autre pourraient survivre et se développer normalement s’ils étaient pris en otage par un tel cartel du crime ?

C’est pour dénoncer le soutien multiforme assuré au régime dictatorial du Rwanda par les gouvernements britannique, américain, belge et leurs alliés de l’Union Européenne que nous avons planifié 24 manifestations pour interpeller tous les 15 jours le gouvernement britannique et ses principaux alliés dont les Etats-Unis d’Amérique (USA) et la Belgique. Considérant la situation sociopolitique qui prévaut au Rwanda, nous demandons aux gouvernements britannique, américain et belge d’exiger le respect de la démocratie, des opposants politiques et des droits humains par le régime du président rwandais, le Général Paul Kagame.
  Dans ce neuvième mémorandum du 12/05/2010, nous demandons l’intervention des dits gouvernements britannique, américain et belge pour aider le peuple rwandais et son président Paul Kagame à sortir de l’impasse politique et de la culture de l’Impunité, de l’Injustice et du Mensonge dans lequel le pays est plongé.

En effet, pour s’assurer l’impunité totale, le président de la République Rwandaise, le général Paul KAGAME, vient de nommer à différents postes de responsabilités au plus haut niveau de l’Etat des personnalités soupçonnées d’avoir trempé dans de nombreux crimes de génocide, crimes contre l’humanité et crimes de guerre commis en Ouganda, au Rwanda et en République Démocratique du Congo (RDC) au cours de ces 20 dernières années.
Parmi ces personnalités il y en a qui sont visés par les 40 mandats d’arrêt délivrés le 06/02/08 par le juge espagnol Fernando Merelles ainsi que 9 mandats d’arrêt délivrés le 17/11/06 par le juge antiterroriste français, Jean Louis Bruguière. Il s’agit de présumés criminels suivants :

  • - General James KABAREBE, a été nommé Ministre de la Défense.
  • - Lieutenant General Charles KAYONGA, a été nommé Chef d’Etat Major Général des Forces Rwandaises de Défense (FRD)
  • - General Major Caesar KAYIZARI, a été nommé Chef d’Etat Major de l’Armée des Terres au sein des Forces Rwandaises de Défense (FRD).
  • - Lieutenant General Charles MUHIRE a été nommé Chef d’Etat Major de la Force de Réserve
  • - Lt Col Dan MUNYUZA a été promu Colonel et nommé G2 pour diriger le Département chargé du service de Renseignements au sein des Forces Rwandaises de Défense (FRD).
Comme si la nomination de ces quatre présumés criminels ne suffisait pas, le président rwandais Paul KAGAME a tenu des discours belliqueux et terroristes envers ses opposants politiques et démontrant ainsi qu’il méprise la population rwandaise qu’il tient en otage. Après ces discours, c’est le désespoir qui domine chez cette population qui se préparait à se choisir de véritables dirigeants à l’aide des élections qu’ils espéraient libres et transparentes.


Au Rwanda, le cartel du crime organisé constitue un danger public pour les institutions de l’Etat et les opposants politiques persécutés par le pouvoir :

En guise de définition générale, Monsieur Eckart WERTHEBACH, ancien chef du contre-espionnage allemand (la DST allemande) témoigne comme suit au sujet des cartels du crime organisé : « Par sa puissance financière, la criminalité organisé influence secrètement toute notre vie économique, l’ordre social, l’administration publique et la justice. Dans certains cas, elle dicte sa loi, ses valeurs, à la politique. De cette façon disparaissent graduellement l’indépendance de la justice, la crédibilité de l’action politique et finalement la fonction protectrice de l’Etat de droit. La corruption devient un phénomène accepté. Le résultat est l’institutionnalisation progressive du crime organisé. Si cette évolution devait se poursuivre, l’Etat se verrait bientôt incapable d’assurer les droits et libertés civiques des citoyens ».

Déjà en Europe où la démocratie existe depuis plusieurs années, la criminalité transnationale commence à inquiéter les sociétés civiles européennes. La criminalité transnationale en Europe, dotée d’une technologie avancée, est assurément inquiétante. Mais non au premier chef parce qu’elle s’attaque aux institutions, à la loi, à l’Etat ; si ce n’était que cela, le renforcement de l’action répressive de la société démocratique, de sa magistrature, de ses lois, de sa police suffirait pour la mater.

Le danger du crime organisé est ailleurs :

« Par l’appât du gain rapide, la corruption endémique, la menace physique, le chantage, il (le crime organisé) débilite les volontés des citoyens. Le reste suit comme par nécessité : une société qui ne se meut plus de son propre chef et dont l’harmonie n’obéit plus à des volontés singulières et libres est une société condamnée. Aucun Etat, aucune loi, aucune force répressive ; si déterminés et sévères soient-ils, ne peuvent plus la protéger. D’où vient la formidable efficacité des cartels du crime organisé ».

Ces cartels combinent trois modes d’organisation qui s’excluent ici……..

Un cartel criminel est d’abord une hiérarchie militaire :

1) Une organisation économique financière de type capitaliste, structurée selon les mêmes paramètres de maximalisation du profit, de contrôle vertical et de productivité que n’importe quelle multinationale industrielle, commerciale ou bancaire légale ordinaire.

2) En même temps, le cartel est une hiérarchie militaire. La violence est au fondement de toute association criminelle. Une violence souvent extrême, entièrement soumise à la volonté d’accumulation monétaire, de domination territoriale et de conquête de marchés

Une société multinationale prospère par l’initiative personnelle, le libre jeu à l’intérieur de structures souples, de la volonté accumulatrice de chacun de ses membres.

Une structure militaire, par contre fonctionne sur le mode autoritaire. La hiérarchie militaire se définit par la relation commandement/Obéissance. Obéir aveuglement jusqu’à la mort, aux ordres de ses chefs constitue le premier devoir du soldat.

3) Le 3ème mode d’organisation auquel fait appel le cartel criminel est la parenté clanique, la structure ethnique. Ce 3ème mode, la formation ethnocentrique, est en principe exclusif des autres sociabilités mentionnées, la hiérarchie militaire et la formation capitaliste. Or, ici aussi, le cartel criminel surmonte la contradiction et crée la symbiose.

Chacun des trois modes d’organisation : capitaliste, militaire et ethnique – possède sa propre et redoutable efficacité. (…) Dans la vie ordinaire les 3 formations s’excluent et s’opposent entre elles.

En les combinant (les 3 modes d’organisation), le cartel criminel parvient à additionner les efficacités propres à chacune d’elles. D’où sa force victorieuse et l’immunité qu’il oppose généralement à toute tentative de pénétration policière.

KANT appelle « mal radical » la force qui fait dévier les volontés singulières des citoyens, et les conduit à affaiblir, à pervertir, ou pire à annuler la règle commune qui est l’intérêt général de tout un peuple (à savoir sa liberté, sa souveraineté et son patrimoine (richesses naturelles, culturelles, linguistiques, etc….).


Le cartel du crime organisé que le président rwandais Paul Kagame a mis en place au Rwanda est un « mal radical » qu’il faut éradiquer pacifiquement par un processus démocratique qu’il faudra imposer au Rwanda. Sinon le pays pourrait sombrer dans un nouveau chaos qui profiterait comme d’habitude au cartel du crime organisé dont le commandant suprême est le président rwandais Paul KAGAME.


Le FPR est un système de type maffieux : le président Kagame se comporte comme un parrain plutôt qu’un chef d’Etat (Extrait de " Radioscopie du système FPR par Monsieur Eugène NDAHAYO, ancien cadre politique et administratif sous le régime du FPR à Kigali.

« Pour régir les masses et les individus, la priorité pour l’ex-chef rebelle, depuis la victoire militaire du Front Patriotique Rwandais (FPR) au pouvoir à Kigali en juillet 1994, a été de s’assurer le contrôle de toutes les institutions politiques et d’avoir la haute main sur tous les leviers de la finance et de l’économie du pays.

Kagame a ainsi conçu et mis en place dans les moindres détails un vaste plan de domination et assigné à ses lieutenants un rôle particulier dans le mécanisme de main mise et de contrôle total du pays. Au cœur de la mise en branle de ce plan, Kagame seul décide du sort de tous les autres, les couvre de gloire ou les voue à la honte, transforme les serviteurs de son système en fidèles ou en traîtres. A cette fin, aucun moyen possible pour assurer l’hégémonie du maître du Rwanda, présenté comme le protecteur et le rémunérateur de tous ceux qui se soumettent à lui, n’est épargné : massacres au grand jour, exécutions moins apparentes et plus expéditives, assassinats ciblés, achat des consciences, mensonges, imposture, trahison, …et tout autre moyen nécessaire pour maintenir la terreur, briser toute résistance et produire une soumission aveugle.

Pour mener à bien son plan, il a constitué autour de lui une nébuleuse militaro-politico-financière, une sorte d’organisation de type maffieux, connue sous le nom d’Akazu, qui contrôle toute la vie politique, sociale, économique et financière du pays.

Cette organisation a des ambitions illimitées, une convoitise dévorante, une haine ethnique intense envers les Hutu et une vengeance impitoyable. Il va de soi que l’Akazu n’est pas officiellement légal et, partant, est irresponsable. Ce qui le rend d'autant plus audacieux et sans scrupule.

C’est ce pouvoir parallèle qui règle la vie politique, qui fait et défait les carrières, qui accorde les privilèges, qui fait et dit la loi, qui met à mort ou fait grâce, qui contrôle l’armée …Bref l’Akazu est si puissant qu'il peut à tout moment et en tout lieu écraser les mécontents ou les récalcitrants. Les institutions officielles de l’Etat ne font que suivre les instructions tracées par le Parrain et l’Akazu. S’il arrive que des fois, pour donner l’illusion de la démocratie, on accorde quelques minutes de récréation aux incorrigibles bavards pour parloter au sein des assemblées parlementaires et administratives ou d'impudents journalistes attaquer les pouvoirs administratifs, tout le monde sait que ce serait courir un risque mortel de mettre directement en cause le Parrain.

Ce pouvoir secret n'hésite pas à changer les agents qui le masquent. Et quand il le faut, le Parrain n’hésite pas à sacrifier ses plus proches collaborateurs et à renouveler ses écuries. Le sort réservé aux sacrifiés dépend du signal que le Parrain veut envoyer : fort ou soft. Les moins chanceux sont soit purement et simplement assassinés, soit livrés en pâture à la presse et à la justice qui leur font porter le chapeau des crimes et délits du régime avant de les emprisonner ; les plus chanceux soit obtiennent des postes qui les éloignent du pays, soit prennent la voie du garage.
 


Aujourd’hui, Kagame est entouré de jeunes cadres et de jeunes officiers qu’il a promus lui-même et qui lui sont très dévoués. Les rares anciens compagnons qu’on voit encore à ses côtés sont ceux qui ne représentent pas encore une menace pour lui à court ou moyen termes. Dans son livre témoignage à la page 441, Abdul Ruzibiza, un ancien du Network Commando au sein de l’Armée Patriotique Rwandaise explique ainsi ce dévouement : d’une part « Sous la menace de renvoi, les militaires qui savent qu’ils n’ont aucun niveau d’études, sans autre alternative dans la vie, acceptent tous les caprices de leur chef. Ils savent qu’en cas de renvoi, Kagame fera tout pour leur compliquer la vie en les plongeant dans la pauvreté la plus totale, de façon à ce que le retour à la vie civile soit une véritable galère. En outre, une fois renvoyé, le militaire est poursuivi, voire traqué par les services spéciaux pour activités subversives supposées. Cette situation traumatise certains militaires qui préfèrent se rattacher à Kagame même s’ils ne sont pas d’accord avec ses agissements ».
 
D’autre part, « un stratagème employé par Paul Kagame pour asseoir sa dictature sur l’armée est de faire en sorte que chaque militaire de son entourage proche ait au moins participé à des massacres de civils et autres assassinats. Il se sent ainsi lié au chef par le secret du crime, obligé de ses solidariser avec lui et de se protéger mutuellement. Ce point est important pour comprendre la politique criminelle de Kagame. La plupart des officiers de son entourage peuvent mourir pour lui par le seul fait de leur connivence à propos des crimes perpétrés de concert. » (Lieutenant Abdul Joshua Ruzibiza, Rwanda, L’histoire secrète, éditions du Panama, 2005).

Le FPR est aussi passé sous le contrôle de l’Akazu. Depuis l’année 2000, le parti est tombé entre les mains du Parrain et lui est assujetti, d’autant plus que Kagame cumule ses fonctions de Président de la République avec celles de président du FPR. Nous demandons aux gouvernements britannique et américain de convaincre le président rwandais Paul KAGAME afin qu’il ne puisse plus se présenter comme candidat aux élections présidentielles. Suite à son passé de tortionnaire en Uganda, compte tenu de ses nombreux crimes qu’il a commandité en Uganda, au Rwanda et en République Démocratique du Congo (RDC), les autorités britanniques et américaines ainsi que leurs alliés européens devraient cesser de soutenir un tel présumé criminel qui tarde à être jugé.

Si nous avons pris le temps d’énumérer le fonctionnement du système maffieux du Front Patriotique Rwandais (FPR), c’est pour démontrer que le peuple rwandais a beaucoup souffert de la dictature du président Paul KAGAME. Il est grand temps que ce système prenne fin par des voies démocratiques pour éviter un nouveau bain de sang et un nouveau chaos.
 


RECOMMANDATIONS :

Nous demandons à la Grande Bretagne et à ses alliés de l'Union Européenne et aux USA d'exercer des pressions pour faire libérer tous les prisonniers politiques et de conditionner l'aide financière et toute coopération au respect des droits humains par le régime rwandais. La Grande Bretagne, la Belgique et les USA doivent jouer un grand rôle dans la libération de tous les opposants politiques condamnés et/ou détenus arbitrairement au Rwanda.

Nous insistons auprès de toutes les organisations internationales des droits humains afin qu'elles s'efforcer d'exiger la libération de tous les opposants politiques rwandais qui croupissent dans les prisons mouroirs du Rwanda. Nous proposons à Amnesty International et Human Rights Watch d'adopter comme des prisonniers d'opinion tous les opposants politiques rwandais emprisonnés au Rwanda.

Nous demandons à la population rwandaise de ne pas céder à la terreur de la junte militaire qui l'opprime et de résister à toutes les manipulations du pouvoir visant à consolider le terrorisme d'Etat et à institutionnaliser la délation au plus haut niveau de l’Etat rwandais.

I am Jean-Christophe Nizeyimana, an Economist, Content Manager, and EDI Expert, driven by a passion for human rights activism. With a deep commitment to advancing human rights in Africa, particularly in the Great Lakes region, I established this blog following firsthand experiences with human rights violations in Rwanda and in the DRC (formerly Zaïre) as well. My journey began with collaborations with Amnesty International in Utrecht, the Netherlands, and with human rights organizations including Human Rights Watch and a conference in Helsinki, Finland, where I was a panelist with other activists from various countries. My mission is to uncover the untold truth about the ongoing genocide in Rwanda and the DRC. As a dedicated voice for the voiceless, I strive to raise awareness about the tragic consequences of these events and work tirelessly to bring an end to the Rwandan Patriotic Front (RPF)'s impunity. This blog is a platform for Truth and Justice, not a space for hate. I am vigilant against hate speech or ignorant comments, moderating all discussions to ensure a respectful and informed dialogue at African Survivors International Blog.

Genocide masterminded by RPF

Finally the well-known Truth Comes Out. After suffering THE LONG years, telling the world that Kagame and his RPF criminal organization masterminded the Rwandan genocide that they later recalled Genocide against Tutsis. Our lives were nothing but suffering these last 32 years beginning from October 1st, 1990 onwards. We are calling the United States of America, United Kingdom, Japan, and Great Britain in particular, France, Belgium, Netherlands and Germany to return to hidden classified archives and support Honorable Tito Rutaremara's recent statement about What really happened in Rwanda before, during and after 1994 across the country and how methodically the Rwandan Genocide has been masterminded by Paul Kagame, the Rwandan Hitler. Above all, Mr. Tito Rutaremara, one of the RPF leaders has given details about RPF infiltration methods in Habyarimana's all instances, how assassinations, disappearances, mass-slaughters across Rwanda have been carried out from the local autority to the government,fabricated lies that have been used by Gacaca courts as weapon, the ICTR in which RPF had infiltrators like Joseph Ngarambe, an International court biased judgments & condemnations targeting Hutu ethnic members in contraversal strategy compared to the ICTR establishment to pursue in justice those accountable for crimes between 1993 to 2003 and Mapping Report ignored and classified to protect the Rwandan Nazis under the RPF embrella . NOTHING LASTS FOREVER.
