  2. Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
  3. Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
  4. Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
  5. The dictator kills himself in an act of desperation – e.g., Hitler in 1945.

KAGAME VS JUSTICE

 Last month, I moderated a panel at Brown University on the topic of whether genocide could ever happen again. The details of the event can be found here:

Panelists include the Rwandan Ambassador to the US, James Kimonyo, as well as two prominent Rwanda human rights activists, Aloys Habimana and Noel Twagiramungu.


The Ambassador spoke aggressively, and did not leave much space for either Aloys or Noel to speak, probably because he knew that he would not agree with what they would have to say. Instead, I had to bring Kimonyo to heel twice as he spoke beyond his allotted time, accusing some of us on the panel of denying the 1994 genocide within his barrage that Rwanda will have another genocide if we (meaning foreigners, I think) continue to deny the genocide. For my part, because Kimonyo mentioned what he sees as my views to the audience, I spoke briefly to say that my position is, has been and always will be a desire to stop the killing by all sides, and to bring justice to the Great Lakes Region. Having similarly denounced Aloys and Noel as individuals whose work also tries to deny the genocide, one of them made the best comment of the panel, asking if the government of Rwanda itself was not denying genocide (by its own definition) in denouncing the UN Mapping Report of 1 October 2010.


Most interesting was the Ambassador's lack of knowledge about the opinions of his fellow panelists. He accused me and Aloys of being genocide deniers (his understanding of my views is from my blog, not my opinion pieces or academic writing; I am not sure where he gets his information on Aloys' ideas). His failure of logic is that you cannot deny what you cannot talk about. No thinking person denies that there was genocide in Rwanda in 1994 - what some of us argue is that the genocide occurred in a broader context of civil war in which Rwandans of all ethnicities were caught up in the violence. It is a shame that the current government of Rwanda cannot understand that. It is the lack of understanding, combined with intra-RPF conflict that will push Rwanda to another round of violence....

Comprendre la crise ivoirienne en 4 points


Un coup d’État manqué le 19 septembre 2002 s’est transformé en rébellion armée. Et la Côte d’Ivoire connaît une crise politique et militaire depuis ce temps. Les élections présidentielles organisées cette année étaient sensées mettre fin à cette crise, marquée notamment par une partition de fait du pays. Ces élections se sont déroulées le 31 octobre 2010 (1e tour) et le 28 novembre 2010 (2è tour) alors que, malgré la signature de nombreux accords, les rebelles encore en armes occupent une partie du territoire (le Nord, le Centre et l’Ouest).Laurent Gbagbo le président sortant parait à la fois aujourd’hui, particulièrement isolé et … particulièrement déterminé, à faire valoir les textes de lois de la Côte d’Ivoire. Mais plusieurs pays et non des moindres disent qu’il doit céder le pouvoir à Monsieur Ouattara seul légitime à leurs yeux, d’après leur lecture de la situation. Et chose étrange, malgré un verrouillage exceptionnel des médias internationaux, les plus grosses manifestations des ivoiriens que chacun a pu voir dans la diaspora ou à l’intérieur du pays ont été des rassemblements d’ivoiriens soutenant …Laurent Gbagbo ! On a également appris aujourd’hui qu’à Abidjan l’appel à la « grève générale » lancé par Alassane Ouatarra pour ce lundi 27 décembre n’a pas été suivi. Paradoxal, non ?
Devant ce flou artistique entretenu, L’œil du Patriote a préféré transcender les passions et les élans émotionnels et partisans pour tenter d’extirper les secrets de l’énigme de la crise ivoirienne autour de quatre axes fondamentaux.
I. Le schéma ivoirien de l’organisation des élections en Côte d’Ivoire


a. Le contenu global des accords inter-ivoiriens sur les élections signés depuis 2005 porte sur les points suivants :
· La réunification du pays passe par la formation d’un gouvernement d’union pour l’organisation des élections générales en vue de la sortie définitive de crise ;
· La réorganisation de la Commission Electorale Indépendante doit se faire sur la base des partis signataires des Accords de Marcoussis (80 % des membres sont du RHDP ; mais toute décision doit être prise par consensus au sein de la CEI) et non plus sur la base de « professionnels du droit » et de représentants de la société civile ;
· La CEI conduit l’organisation des élections et elle a 3 jours maximum pour proclamer les résultats provisoires validés par tous ses membres ; (ndlr: C’est nous qui soulignons)
· Unique juge du contentieux électoral, le Conseil Constitutionnel est seul habilité à proclamer les résultats définitifs après examen des réclamations éventuelles ;

· Institution chargée de veiller à la constitutionnalité des lois et textes officiels, le Conseil Constitutionnel est seul habilité à recevoir le serment de prise de fonction du Président élu, en séance solennelle ;

· La certification des élections selon les critères internationaux (transparence, équité, liberté du vote, respect des procédures légales) est confiée au Représentant du SG de l’ONU à l’issue de la proclamation des résultats définitifs.(ndlr : C’est nous qui soulignons toujours)

II.Les faits


a. L’organisation des élections s’est faite dans un pays toujours divisé et sans désarmement significatif des rebelles
b. Au 1er tour : Laurent Gbagbo de la LMP (38% des voix) et Ouattara Alassane du RDR (32%) sont retenus pour le 2è tour ; la CEI a annulé le scrutin de certaines circonscriptions à cause de violences constatées ; et le Conseil Constitutionnel a rejeté les réclamations du candidat du PDCI, Henri Konan Bédié (25%), parce que formulées hors délais. Deux actes qui n’ont provoqué aucun remous ni en Cote d’Ivoire, ni ailleurs dans le monde.
c. Au 2è tour :
· Dans 15 des 19 régions, le scrutin s’est déroulé sans grand dommage selon les observateurs ; tous leurs résultats ont été validés par tous les membres de la CEI
· Dans 4 régions, toutes au Nord et contrôlées par les rebelles, on signale de nombreuses irrégularités : des violences sur les représentants du candidat Gbagbo (des morts, des blessés sauvés par l’ONUCI, des viols), l’expulsion de la plupart de ces représentants, des vols d’urnes, des bourrages d’urnes, des fraudes massives constatées sur 2000 pv de bureau de vote. Gbagbo introduit des réclamations dans le délai ;

· Les déclarations des observateurs étrangers confirment la plupart de ces réclamations, des observateurs y ayant parfois été frappés (Cf. Observations de l’UE, l’UA, des experts Africains) ….
· Incapables de se mettre d’accord sur la validation des résultats provisoires de ces régions du Nord, et après le délai légal de 72 heures qui leur est imparti, les membres de la CEI transmettent les données brutes au Conseil Constitutionnel, juge des élections présidentielles
· Mais, contre toute attente, au siège de son candidat A. Ouattara et hors délais, le Président de la CEI proclame seul des résultats qui, selon lui, donnent Ouattara vainqueur avec 54,1% des voix.
· Le Conseil Constitutionnel travaille sur les dossiers transmis la veille par la CEI et comme au 1er tour, invalide le scrutin là où les fraudes sont constatées, et proclame publiquement Gbagbo vainqueur avec 51,45 % des voix.
· M. Choi, représentant du SG de l’ONU, à la surprise générale, donne Ouattara vainqueur sur la base de la déclaration du Président de la CEI. Il outrepasse ainsi son mandat qui est de « certifier (et NON DE PROCLAMER) le résultat DEFINITIF (et non PROVISOIRE) de la CEI »

III.Les fondements de l’élection de M. Laurent Gbagbo

a. Au plan juridique, les institutions de la République et tout le processus électoral prennent base sur les dispositions pertinentes de la Constitution du 1er août 2000 ; celle-ci fait du Conseil Constitutionnel le seul juge des élections, même dans tous les aménagements intervenus sur la base de tous les accords depuis Marcoussis (2003). Le candidat Ouattara le conteste au profit du Président de la CEI et du Représentant du SG de l’ONU

b. Au plan politique, toutes les décisions et tous les accords signés ont concouru à préserver l’Etat, les institutions de la République, le respect des lois et de la souveraineté de la Côte d’Ivoire. Tout le monde a ainsi salué les efforts accomplis pour aller à des élections présidentielles devant mettre fin à la crise ouverte en septembre 2002
c. Les observateurs nationaux et étrangers (plus de 1500 observateurs) ont attesté toutes les réclamations de Gbagbo sur la non-sincérité du scrutin et les violations de droits du citoyen dans une partie du territoire national ; la distinction entre « observateurs de l’UE » et « observateurs Africains », faite par le Représentant du SG de l’ONU, est scandaleuse et dénonce une certaine partialité de la part de ce fonctionnaire de l’ONU.
d. Le peuple s’est prononcé au 1er et 2è tours de la présidentielle, sous l’empire des lois et des dispositions pertinentes de la Constitution. 51,45% des électeurs ont accordé leur voix à Gbagbo ; mais 48,55% ont fait confiance à Ouattara. Il faut réconcilier les deux camps sur la base du respect du droit et des lois organisant le processus électoral.
e. L’armée (F.D.S.) est loyaliste et reste républicaine ; elle avait même commencé à s’ouvrir aux FAFN pour gagner la paix. La posture rebelle de l’ancien PM G. Soro remet en cause cette ouverture mais pas la loyauté républicaine des FDS.
f. « La souveraineté de la Côte d’Ivoire n’est pas négociable » a déclaré le Président Gbagbo. Les prétentions de certains pays à donner leur onction à l’un des deux candidats en dépit des règles élémentaires du droit et à l’imposer à tout prix sont contraires au droit international et à la Charte de l’ONU. La Côte d’Ivoire, État-membre de l’ONU, refuse ce diktat illégal et illégitime. Elle veut le respect du droit et de ses institutions pour la sortie de crise.

IV. Les paradoxes de la « Communauté internationale »


La crise ivoirienne est en train de mettre en lumière de façon flagrante, un certain nombre de paradoxes au sein de la communauté internationale. Et ces contradictions auront sans nul doute des conséquences durables dans l’histoire du peuple ivoirien et dans celui des pays de la région. Que Laurent Gbagbo quitte le pouvoir ou pas, les acteurs principaux de cette crise, protagonistes, marionnettes visibles ou tireurs de ficelles invisibles ne manqueront pas de subir les conséquences de ce que l’opinion internationale et particulièrement l’opinion africaine aura perçu ou compris de cette crise aujourd’hui et du rôle qu’aura joué chacun d’eux. L’histoire juge toujours à froid ! Quand toutes les passions et les feux d’artifices des médias s’éteignent.


· Ainsi, en cas d’embrasement, rien ne saurait justifier que, dans cette partie de l’Afrique où l’on commence pourtant à s’inquiéter de la montée de l’intégrisme, des responsables politiques, fussent-ils à la tête des grandes puissances ou des organismes internationaux, aient pu volontairement créer un nouveau foyer de conflit qui n’aura fait que contribuer à rendre la région plus instable et ingérable. Les cas de la Somalie ou de la République démocratique du Congo devraient pousser à une réflexion profonde chacun des responsables politiques (ivoiriens, africains, européens, américains ou autres) engagés de près ou de loin dans cette crise. En effet, ces deux pays prouvent aujourd’hui à quel point l’instabilité et le chaos politique font de nos jours le lit des réseaux terroristes et maffieux qui en profitent pour étendre leurs tentacules. Le Maghreb et une partie de l’Afrique de l’Ouest sont déjà confrontés aux activités des réseaux terroristes dont ils n’arrivent pas à contenir des assauts. Qui donc aurait aujourd’hui intérêt à aggraver ce danger qui préoccupe plus d’un Etat au monde?
· Et que dire du sort de ces millions d’Ivoiriens et d’étrangers vivant en Cote d’Ivoire et qui risquent de voir leurs vies basculer, du jour au lendemain dans les affres d’une guerre aussi cruelle qu’injuste. En effet, quelque soit le camp dans lequel on se trouve, celui de Gbagbo ou de Ouatara, une chose est certaine, chacun des deux candidats réunit derrière lui près de la moitié de la population de la Cote d’Ivoire ! Oublier ou négliger à dessein cette maxime dans la recherche de solution de cette crise serait commettre une erreur historique grave de conséquence. Gbagbo et Ouatara ne sont plus des simples individus ; chacun d’eux incarne l’espérance de 50% de la population de la Cote d’Ivoire! Cette réalité immuable ne devrait-elle pas inciter tous les acteurs de ce conflit à plus de sagesse et plus de retenu dans la recherche d’une solution salutaire pour le peuple ivoirien? Rejeter sans ménagement l’un des deux antagonistes, équivaudrait à dresser une moitié du pays contre une autre à travers un conflit armé qui embrasera toute la région de la CDEAO au sein de laquelle la Côte d’Ivoire joue incontestablement le rôle du véritable poumon économique.

· Les passions que provoquent les récentes élections en Cote-d’Ivoire soulèvent des interrogations. D’autres élections ont en effet eu lieu en Afrique, avec des résultats au moins aussi discutables qu’en Côte-d’Ivoire : en Tunisie, en Egypte, au Burundi, au Rwanda, etc…. Pourquoi la Communauté internationale ne s’est-elle pas investie dans tous ces autres cas avec la même ferveur voire la même véhémence qu’en Cote d’Ivoire? Paul Kagamé ne séquestre-t-il pas actuellement son opposante principale (Victoire Ingabire) après des élections « remportées » grâce à des scores staliniens? Malgré un rapport de l’ONU de plus de 600 pages qui l’implique directement dans des massacres à grande échelle en RDC, pourquoi n’a-t-on pas entendu la « communauté internationale » parler d’aller le déloger par la force? De nombreuses élections truquées sont régulièrement organisées en Afrique, pourquoi la communauté internationale n’a–t-elle pas pris la noble et courageuse résolution de faire respecter « la volonté du peuple?»

· Lors des élections biaisées organisées en 2006 en RDC, « Joseph Kabila » avait été jusqu’à bombarder à l’arme lourde son rival en plein centre ville de Kinshasa alors que celui-ci était en réunion avec plusieurs ambassadeurs représentant la « communauté internationale ». Ses troupes ont ensuite causé la mort de plusieurs centaines de congolais à travers la ville. Aujourd’hui, « Kabila » allonge une liste interminable des victimes parmi les défenseurs des Droits de l’Homme, les religieux, les journalistes, les leaders politiques…, il menace la sécurité mondiale avec le trafic de l’uranium. Pourquoi la communauté internationale ne montre-t-elle pas la même détermination pour sanctionner sévèrement ces pratiques barbares d’un autre siècle?
Nous sommes persuadés que l’on devrait dépassionner le débat autour de la crise ivoirienne. Toute passion, toute partialité, tout parti pris ou tout règlement de compte devraient être totalement proscrits du processus de règlement de cette crise. Les puissants médias occidentaux devraient s’abstenir de rééditer l’exploit de 1994 au Rwanda et de 1996 en RDC où ils ont déformé la vérité au service des intérêts partisans des puissants lobbies occidentaux, et au détriment des peuples de la région. La solution à cette crise ivoirienne passe par une mise à plat des faits. Seulement des faits vérifiés et vérifiables. Cet appel de Gbagbo sur I-Télé mérite de retenir l’attention : « Vouloir occulter les faits et donc la vérité en privilégiant des compromis équivaudrait à de la compromission . Moi, je ne veux pas de compromis , je veux la vérité ». On ne peut sacrifier le peuple ivoirien sur l’autel des procédures électorales. Car la démocratie est faite pour servir au mieux être du peuple ivoirien!

Or, ce n’est surement pas dans le mensonge et la falsification que l’on apaisera le cœur des ivoiriens qui ont voté et attendent de savoir qui finalement des 2 candidats a réellement gagné ces élections. L’histoire tragique et récente de l’Afrique nous apprend qu’à chaque fois que la vérité a été dévoyée, elle a toujours fini par resurgir et à s’imposer aux hommes d’une manière ou d’une autre. De l’Afrique du Sud au Rwanda en passant par la RDC, la vérité sur les plus grandes tragédies du continent africain a toujours fini par triompher, mais souvent trop tard pour de millions de victimes! Et les conséquences de ces mises en scènes pèsent encore sur des régions entières de l’Afrique centrale et australe en proie à l’instabilité. Va-t-il en être de même pour l’Afrique occidentale qui a été jusqu’ici un havre de paix et de stabilité pour l’Afrique sub-saharienne ? Les dirigeants africains de la CDEAO devraient y réfléchir. L’Onuci a outrepassé son mandat qui était de certifier les résultats définitifs et non pas de proclamer les résultats provisoire de la CEI .


Devant les risques actuels d’embrasement qu’est ce qui empêche le réexamen du processus électoral ivoirien par un comité international indépendant ? Même aux États-Unis lors de l’élection de Bush face à Al Gore la contestation des résultats a entrainé un réexamen partielle des résultats par comptage manuel, pourquoi pas en Côte-d’Ivoire ? Une guerre dans cette région coûtera forcement plus cher qu’une telle option.

Netherlands (The) - African SurViVors International (ASI) marks the start of the new year 2011 with an earnest hope that we will have a better world where mass-rape, permanent incursions in the Democratic Republic of the Congo, assassinations of journalists and of opposition leaders, censorship and muzzlement of the press, Kagame’s wars, tyranny, RPF terrorism, economic crisis around the world and all other social miseries are resolved.

On behalf of our members and supporters, our organization wishes a victorious 2010 for all fighting for us Freedom, Human Rights, Truth, Justice, Rule of law and Democracy. We take this opportunity to appeal to the world to stand behind millions of people in Rwanda and Democratic Republic of the Congo, still suffering in the hands of all forms of tyrannical and wartime rules.
Once again, taking the occasion of the start of the New Year 2011, we call upon all Rwandans and Congolese people, all Rwandan and Congolese victims and survivors  living in all corners of the world to come together for the common good of Rwandans and Congolese people and the future generation.

Let us strengthen the call for the UN Security Council to establish the International Court for RPF Crimes and prosecute all crimes committed  by Paul Kagame and RPF in accordance with the UN Mapping Report.

Let’s unite against Kagame’s dirty game overplaying the ethnic card, let us unite against all acts of Kagame’s ongoing tyranny and despotism, arrests, imprisonment of political opponents to silence them, murders and mass-murders, mass-rape, inequality, injustice, corruption etc. As we all want to see a developed Rwanda with strong democratic institutions, it is impossible to reach such notable goals under the reign of utter negligence, repression of fundamentals of individual and group rights.
The establishment of a Truth and Reconciliation Commission, inspired by the process that took place in South Africa, should allow us to develop an appropriate understanding of past injustices and to envision constructive remedies to create a new regional culture of fairness, equal opportunity and prosperity to all Rwandans.
Even though Kagame gets support about his misleading socio-cultural, political and Economic Indicators on Rwanda, there is much work to do to find out better indicators (2000 Rwandan fake census being the primary misleading indicator) and NOT those based on misleading information on Rwanda.
 

We strongly believe that the scourge of bad governance is a hindrance to our social and economic progress and change is long overdue as status of our country in most indicators continued to deteriorate. 
Consequently we repeat our call to the RPF ruling party in Rwanda to immediately open up the political space for the oppositions, release the would-be president of Rwanda Ms. Ingabire Victoire, Me Ntaganda Bernard and all political prisoners and cease from harassing, intimidating and arresting and assassinating of journalists, opposition members and leaders.

Recommendations

  • Immediate and unconditional release of Ms. Ingabire Victoire, the Would-be President of Rwanda. Her detention is illegal. Paul KAGAME's government has no legal basis to keep her in jail after the expiration of the ordinance.
  • Kagame should refrain organized ethnic cleansing and mass murder inside Rwanda and in the Democratic Republic of the Congo (DRC) by prejudicing the Hutu as FDLR and thus terrorist organization.
  • General Kagame should refrain crimes of RPF death squads inside Rwanda, in Democratic Republic of the Congo, in neighboring countries and throughought the world.
  • African SurViVors insist on the review of the collected information about permanent perpetrators of assassinations, mass-rape and mass-murder in DRC given the fact that Kagame is believed to use his battalion under Col. Mugabo RDF commander to rape and kill before shifting the crimes on FDLR armed group and most of the cases, victims are Hutu children and women. 
  • As the UN mapping Report is now known to public, the deportation of Hutu Rwandans by the Ugandan, Congolese governments into the hands of the RPF criminals is an criminal act that should be brought to justice as it has always led to the deaths of thousands of returnees from this community including a significant degree of UNHCR support and involvement.
  • Respect of the Rwandan Genocide that makes clear circumstances in which the mass-murder of Tutsi, Hutu and Twa ethnic members were done in accordance with Paul Kagame's plan, the mastermind’s plan of the Rwandan Genocide.
 African SurViVors International holds General Paul Kagame fully accountable for the Rwandan and Congolese genocides, the environmental degradation his misguided policies have caused on all Rwandans and Congolese people and strongly demands General Paul Kagame, his allies and accomplices particularly  his adviser Tony Blair to immediately cease permanent incursion in DRC , the cause of increasing of mass violations of human rights in that region, to immediately refrain the sale of the Rwandan fertile land across Rwanda, the sale of the Rwandan national park, to close down distribution of gorillas around the world to his accomplices and criminal allies and finally to end up with the expropriation of  hundreds of thousands of Rwandan citizens in towns as well as in the countryside without compensation adding to the RPF government programme based on anti-people policies as such irresponsible deals against public interest which are completely illegal.

Had she been allowed to run in Rwanda's presidential elections in August, it's widely believed Ingabire Umohoza would have defeated Gen. Kagame. 

[Since 1994, the world witnesses the horrifying reality : the Tutsi minority (14%) ethnic domination, the Tutsi minority ethnic rule, tyranny and corruption in Rwanda. The current government has been characterized by the total impunity of RPF criminals, the Tutsi economic monopoly, the Tutsi militaristic domination with an iron hand, and the brutal suppression of the rights of the majority of the Rwandan people (85% are Hutus), mass-arrests and mass-murder by the RPF criminal organization.
So long as justice and accountability for RPF past and current crimes are ignored and delayed, Peace and Stability will remain illusive and impossible in Rwanda=>ASIF]




On se rappelle que suite à son livre Noires fureurs, blancs menteurs, Rwanda 1990-1994, Pierre Péan avait été traîné en justice, de façon difficilement compréhensible, pour complicité de provocation à la haine raciale par SOS-Racisme. Il a gagné ses deux procès tant en première instance qu'en appel. Il avait été profondémen meurtri par ces accusations aux antipodes de son parcours et de ses convictions.

Fort heureusement, loin de l'avoir abattu, ce mauvais procès lui a donné l'énergie pour poursuivre son travail d'investigation. Cela donne un livre fort : Carnages, (Fayard) un gros pavé de 570 pages qui vient apporter un éclairage tout à fait nouveau sur la tragédie que subit, dans une relative indifférence, la République Démocratique du Congo, les différents crimes contre l'humanité et guerres civiles dont les populations africaines sont les victimes et le jeu des grandes puissances. Son livre fera date et sera très utile pour les historiens et tous ceux qui voudront écrire de façon dépassionnée sur les événements gravissimes qui se sont déroulés dans cette partie du monde. Le silence relatif qui accompagne son livre laisse dubitatif.

Pierre Péan reprend et développe la thèse qu'il avait commencé à développer dans son premier livre. Paul Kagamé, l'homme célébré dans le monde occidental comme ayant mis fin au génocide du Rwanda, a commis par la suite de nombreux crimes contre l'humanité. Sans que l'on puisse déterminer de façon certaine s'il a lui-même organisé l'attentat contre l'avion du président Habyarimana, il savait qu'il ne pouvait parvenir au pouvoir que par un conflit armé, qu’il préparait de longue date et non pas par la voie démocratique. Il a par la suite étendu la guerre à la République Démocratique du Congo, se livrant de nouveaux à de nombreuses exactions pour pouvoir tirer profit des multiples richesses de ce pays. Les accusations de complicité de génocide portées contre la France, qui ne sont ni fondées et sans le moindre début de preuve, participent à une stratégie visant à réduire l'influence de la France en Afrique et à tétaniser son action. Pour Péan « la Françafrique est le faux nez dissimulant les menées de divers intérêts surtout anglosaxons. » (p41) Il estime que si la politique africaine de la France doit susciter examen critique, elle ne mérite pas d’être critiquée en bloc alors que le silence demeure sur la politique dans le continent des autres grandes puissances (USA, Royaume-Uni, Israël, Chine, etc).

La partie la plus novatrice du livre de Pierre Péan concerne la politique israélienne en Afrique en général, et plus particulièrement les liens établis entre Paul Kagamé et Israël.

Il développe également de longs passages sur le Soudan. Selon lui, les accusations de génocide portées contre ce pays ou les appels à la solidarité pour la cause du Darfour, sont en fait une stratégie menée par Israël et les États-Unis pour affaiblir un État africain et musulman qui pourrait faire contrepoids à leur propre influence dans le continent africain. Il démontre que pour Israël, le Soudan fait partie d'une certaine vision de sa profondeur stratégique. Si le passage qui consacra ce pays à l'encontre de la présentation très négative qui en est souvent faite, est convaincant d'un point de vue stratégique, il ne faut pas oublier néanmoins que le président du Soudan a été inculpé de crimes de guerre par la cour pénale internationale.
À l’automne 2010, le secrétaire général de l’ONU publiait un rapport sur les exactions de l’armée de Kagamé en RDC. Il évolue à 4 millions le nombre de morts de ce conflit.

Jusqu’ici quelques voix éparses s’étaient élevées contre Kagamé. S’il s’agissait de Français, on les accusait de vouloir dissimuler la responsabilité de Paris dans le génocide. Il était plus problématique de faire ce reproche à la justice espagnole qui lance les mêmes accusations, à Carla Del Ponte, Emma Bonino ou Boutros Boutros Ghali, qui ont depuis longtemps souligné la responsabilité de Kagamé. Il devient plus difficile aujourd’hui pour Kagamé d’évoquer le génocide de 1994 pour masquer sa responsabilité dans la suite des évènements.
On peut reprocher à Péan d’être parfois trop systématique, sa démonstration est néanmoins impressionnante et ne peut être balayée d’un revers de main.

Hate crimes, war crimes, crimes against humanity, police brutality, tyranny, genocide, impunity associated with these crimes, a lack of attention and due process are just some of the issues and problems Rwandan and Congolese people are facing. Keywords should be Truth, Freedom, Equality, and Justice for all Rwandans. 



THE UNITED NATIONS report documenting atrocities in the Democratic Republic of Congo during the 1993-2003 Congo wars is published today. The UN High Commissioner for Human Rights, Mrs. Navi Pillay, should be credited with pushing through with the publication after a draft of it was leaked earlier this year. The report charges that Burundi, Uganda and Rwanda were all involved in mass killings in the jungles of eastern Congo. Men were shot in the back, women and girls were raped and then cut up.

However, African SurViVors International  (ASI) is aware about some of the UN experts activities about collecting, generating and sharing information and ideas relating to the African Great Lakes Region at this very moment of Human Rights abuses and worsening of political situation.
The major obstacle to achieving protection and improvement of Human rights: Some of the World Community members that improve the anti-people policy and most of the time make conclusion on some hot cases without taking all measures to get the right information. Whatever has to be done should help not to repeat crimes and end the culture impunity.

We saw many reports from International Crisis Group targeting the armed groups operating in DRC without mentioning big fishes. Paul Kagame is never intimidated. RCD leadership is neither intimidated  and still now there is no accountability form their side relating to the crimes they are accused for. There is no denying that General Kagame still has a battalion in the Eastern region of DRC. Mass rape attributed to the FDLR are, according to many reliable sources, committed by that battalion before calling on those who are used to coverup  RPF crimes and shift them to FDLR.

We saw the ICC closing eyes on RCD, CNDP leadership. All RDF commanders in DRC are believed to be untouchable because protected by Paul Kagame despite several complaints alleging violations of the Law of Armed Conflict in that region by the same Paul Kagame directly involved in the assassinations, mass-murder and mass-rape of women. In order to make progress in the diagnosis and
in order to make progress in the diagnosis, prevention and response to these problems, a non biased investigation group should make a serious investigation by collecting all available information about all involved parties in the DRC conflict
.

Rwandans, Congolese people are the most confused among people around the world
 Some steps adopted to address this situation display an understanding of the gravity of the existing problems and the commitment of the investigators to address the issues and finger up the perpetrators.
Pursuant to its obligations under international law, the investigation experts group is obligated to act with due diligence to prevent, punish and eradicate the violence and discrimination against innocent civilians particularly women and children, worsened by the perpetual incursion of RDF in DRC or Kagame´s dirty game of using proxy armies like RCD actually replaced by CNDP and other armed groups working for him and his allies and accomplices in the ongoing armed conflict, even when the conflict poses structural challenges to this response..

ASI urges the Investigation experts group and the UN Security Council to duly apply the recommendations previously issued by Amnestiy International and Human rights Watch and other non biased Human rights organizations.
 

ASI urges the UN security Council to To publicly recognize that Paul Kagame is the cause of the unfinished war in DRC. Every dictator has always created wars outside his country to avert condemnations about violations of Human rights.
 The recommendations issued in different reports should be geared towards the design of an integral regional policy that takes into account the manifestations of deliberately bloodsheds aimed to exterminate the Hutu in that region, extermination that take place after the Kagame´s regime, his allies and accomplices have prejudiced the Hutu calling him indiscriminately the terrorist to speed up the planed extermination. We saw several times Kagame using the same methods and results were always productive, meaning that the conflict is step-pining up to more and more levels,aggravated by non governmental organizations that make public information to misinform or dis-inform the public opinion. 

Recently, celebrities and manyof Western government figures have made efforts to draw attention to Sudan and its endangered population of refugees. Many are mobilizing in favor of a 'humanitarian intervention' in Somalia and now in Côte d’Ivoire. 

Question is what about the current situation of the abandoned Rwandan and Congolese people?
A death scale of 8 million Rwandan and Congolese people cannot be a satisfactory indication to consider 'humanitarian intervention' in Rwanda? Once human rights are recognized and their legal content understood around the world, their legal provisions must be operationalized.
 

According to some observers, there is an ambiguity in the intervention appreciation: The fact that similar calls have not been made for nearby Congo, where millions have died and still die in the an ongoing occupation war. Calls into question what is driving the calls for 'humanitarian' invasion of Sudan, justified by the Responsibility to Protect and use forces involved in large scale of criminality across Rwanda as well as in the Democratic Republic of the Congo.
During the previous Rwandan elections in august 2010, we saw no mention, no intimidation from the world community asking about Kagame accountability in different crimes he's accused for. No word about removing him to protect Rwandans despite the fact that the created godfather Kagame’s believed to be a murderer of Journalists, of an opposition leader, unknown ordinary innocent Rwandans opponents political parties members and behind imprisonment of the main opposition leader Ms. Ingabire Victoire. Prison, genocide ideology, terrorism have become Kagame's tools to silence his political opponents, human rights activists, journalists and eye-witnesses-refugees living in exile in Europe and North America.
Even if Britain is committed to supporting with £46 million each year until 2015, Kagame doesn´t care about british conditions for aid. At the other side, w
e see no tough measures taken by the British government after Kagame chose for ignoring their direct aid pre-condtions. Tyrannical methods are preemptive and applied instead of Good governance.
Today, Rwanda is more than 70% female : We are told at the daily basis that Rwanda has 11 millions of inhabitants. At the same time, we got such statistics that Rwanda is more than 70%. Who is telling the truth and for which purposes the current RPF regime remains bluffing on the real records and detailed statistics from the Rwandan census and when the census took place?

he preliminary results of the 3'd General Population and Housing Census of Rwandawere obtained through a manual compilation of data from recapitulation sheets filled by team leaders for all the enumeration areas under their control. These sheets each provides details on the total population counted within each enumeration area(household by household) by sex and status of residence. These records which were compiled from all the households in the country are thus likely to provide a fairly reliable estimate of the total population of the country.

Wrong. Manual compilation data has nothing to do with the census of the population . The census can be contrasted with sampling in which information is obtained only from a subset of a population, sometimes as an Intercensal estimate.
To sum up, the current RPF regime has exterminated more than the world knows

African SurViVors International has the right to assume the world community is involved in corruption, racism, discrimination and in some parts of the world it reinforces and strengthens tyrannies, the international mafia and anti-democratic leaders through multinationals and non governmental organizations used to defend individual and governmental interests around the world and in African Great Lakes Region in particular?
The right answer should be indeed Not to generalize even though corruption remains a crucial issue, cause and consequence of the bloody oil, tin, gold and diamonds conflicts in the African Great Lakes region on one hand and the cause of the existence of the very tyrannical regime in Rwanda and the increasing of human rights violations in that country still living fresh memories of the Rwandan genocide on the other hand.

For years, the well-known mass-murderer and mastermind of the of Rwandan and Congolese genocides has been granted to rule on Rwanda with an iron hand and worse of that Rwandan criminals have always been a key force in the coalition for prowling and mass-murder, organized crimes officially claimed based on protection of the innocent around the world, in Darfur, several incursions in the Democratic Republic of the The Congo (DRC). 

The World should stop using such a criminal. We saw a shameful visit of the World community and UN Secretary General Ba-Kimoon running hard to visit and taking pictures aside with the African Hitler  and still president of Rwanda Paul Kagame after he has blackmailed theUN he would pull out from Darfur if the UN mapping report was made public.

  When the world is pressured on fighting against corruption, Rwandans and Congolese people are more than      shocked and confused when ever heard and heavy criminals are engaged in UN peacekeeping forces. Being  corrupt is closing your eyes and remain silent on this critical issue knowing General Paul Kagame, RDF military leadership are accused of war crimes, crimes against humanity and genocide and that Rwanda has the highest rate of imprisonment in Africa and the second in the world.

Releasing of all political prisoners must be done to create conducive atmosphere for restoring Rwandans' faith.

Kagame’s daily insults towards the Rwandan opposition is made easy and supported through financial and weaponry support to the Kagame tyrannical regime by his allies and accomplices. To put an end to such an assistance would be the end of Kagame’s tyranny, the beginning of democratic process and Real support to Rwandan political prisoners and their families.

Their voice needs to be echoed all around the word. You can make a difference by demanding unconditional release of Ms. Ingabire Victoire and all political prisoners in Rwanda.

It has been a while the Rwandan government using threatening and blackmailing techniques to get what it wants from the international community.

ASI appeal to all worldwide non government organizations particularly those from Western Europe and North America,  to join this effort and work for the cause of all Rwandan prisoners in general and political prisoners in particular, irrespective of their ethnic, political or organizational differences.
 

ASI organization calls on Independent Human Rights organizations such as Amnesty International, Human Rights Watch, Academics, scholars and journalists-investigators to be aware of the current critical situation inside Rwanda in order to document the egregious human rights violations that were and are being perpetrated on a massive scale across Rwanda and then  in South and North Kivu provinces.

Given the indubitable cross-border character of the RPF invasion, war crimes and crimes against humanity in the 1990s in Rwanda, ASI’s tireless efforts to realize the rights of victims has a strong regional dimension, which is reflected in its mission : to help out victims and survivors from the African Great Lakes Region seeking justice, to help re-establishing the rule of law in the region and come to terms with the legacy of large-scale past and ongoing human rights abuses, in order to end and prevent their recurrence, to ensure accountability of all involved armed parties in the conflict, and to serve justice.

Given the worsening of the situation inside Rwanda and in the Congo, African SurViVors International (ASI), as a charitable organization based in the Netherlands for security reasons focuses on Human rights, on rule of law improvement and socio-economic development of the African Great Lakes Region societies. We call on (that is the wish from victims all around Africa) a new Human Rights organizations conference involving Africans themselves in which participants would work on common ways of assisting the victims and on the strict conduct and guidelines for non governmental organizations operating around the world and on the African continent. 

Non-profit organizations are not made of serving interests of their governments even if they are totally or partially financed by governments or the European Union, and if so their are fake organizations that are used to abuse their supposed status and therefore doing serious harm to the credibility of all non governmental organizations around the world.

General Kagame, symbol of instability, corruption and impunity.

All the heavy stuff and machine-guns are in there, but they're not for show but to take control of the entire Rwandan population. 

Inside Rwanda and in the Eastern region of the Democratic Republic of the Congo, hundreds of thousands people lost their lives, millions were forced to flee their homes, thousands were forcibly disappeared after they were forcibly and in a brutal manner brought back to Rwanda by neighboring countries like Burundi and Uganda with deliberately conspiracy of the UNHCR, even today, as many as 15,000 are still listed missing among returnees. All of Hutu refugees in DRC are assimilated to the FDLR and therefore they must be exterminated. Children, women and elder men are among the very victims in the tolerant eyes of the world community. 

African SurViVors International is doing whatever possible to campaigning for the rights of victims of  RPF war crimes inside and outside of Rwanda. Unfortunately, CNDP leadership war crimes and crimes against humanity remain non-prosecuted once they are under General Paul Kagame's protection. Progress should be made to isolate Paul Kagame and pressure on him to hand over all criminals enjoying impunity being under his protection.

Manipulation,misinformation and disinformation. Throughout history, criminal elements inside governments have carried out terror attacks against their own populations : RPF government´s terrorism attack in Kigali.

This anti-people policy pursued in a brutal manner by some countries supporting the Rwandan bloody tyrannical regime should be ended.


ASI is doing whatever possible  to inform the UN Security council, the world opinion to know the truth about what happened and still is happening to Rwandan and Congolese victims and survivors their loved ones; to see justice done; to see reparation both material and symbolic done; and the right to non-repetition; that is, the separation of known RPF perpetrators (RPF leadership, Local defense Forces militias disseminated across the country, Rwandese Defense Forces, DMI, CID and PM secret agents) from state institutions, and positions of authority. 
To isolate General Paul Kagame, to deeply prosecute and indict Him is undoubtedly the right way to avert a humanitarian catastrophe in both Rwanda and Democratic Republic of the Congo. It’s about ending up with human rights violations inside and outside Rwanda.
The photos of the innocents assassinated and or of those mass-murdered can be available on African SurViVors blog and on Internet when using different search engines. However, the real untold criminal records of Paul Kagame and his RPF co-criminals remain secret. Millions of Rwandans got slaughtered by him, his government, his army, militias, SS agents and proxy army groups.

Not a single monument to their senseless erasure from the world of the living has ever been elevated.
Worse still, no one has been punished for these heinous crimes committed in 1990, 1993, 1994, 1995, 1996-1998, 2001-2003 (Gersony, October 1994 and Garreton, 1997) and for those recent crimes relating to the “mise-en-scène-elections”. Such a scenario is not only impossible to imagine, but offensive as well to millions of victims of Kagame’s wars and arrogance because of support he has received from The European Union and North America.


The survivors of the Februry 8th 1993 RPF attack, the survivors of the awful extermination of the occupants of Kibeho, the Rwandan Auschwitz in 1995,  the mass-murder of Rwandan and Congolese Hutus across the Democratic Republic of the Congo remain powerless to stop General Kagame, RCD leadership, General Nkunda,  General Mutebusi, General Bosco Ntaganda from exterminating, mutilating, and raping their children, parents, husbands, wives, and friends.

Rwandan refugees in neighboring countries, Rwandan refugees across Europe who have witnessed RPF and General Kagame’s massacres fear another may unfold at any minute.
Those who survived these massacres are incredulous that it might happen again if Kagame is not removed, but this time with the entire world witnessing the killings on prime time website, Facebook, Twitter, blog and television.

Who is protecting the rights of the Rwandans particularly the majority known to be from the Hutu ethnic group inside Rwanda and outside of it? President Kagame has rigged elections since 2003. As we all know, General Kagame has granted himself the 'responsibility to protect them after He twice claimed to have been elected by them. At daily basis, he abuses them, denies them the elementary human rights , freedom expression, expropriate them, throw them into prisons, assassinate and mass-murder them at any time he wants.

A judicial forum for raising these issues and attaining justice exist. However, Kagame’s backers and the International mafia behind him make it difficult.  A long way to go before Rwandans and Congolese people recover justice.

Bringing General Kagame to justice, his militias and proxy armies in DRC leadership (Congo warlords), Bringing RPF criminals to justice should be a mandate, a commitment for the UN security council, the EU, the United States and Great Britain in particular. Such a proper act would be a moral compensation for the victims, and a long overdue remedy for the Rwandan and Congolese survivors.

Rwandan and Congolese Hutu victims and survivors seek justice not revenge; to aim for closure. Rwandan and Congolese Hutu victims and survivors seek justice not retaliation; to honor their dead by taking their case before a court of law and thereby affirming an international order based on universal principles of justice, not a world blinded by the ancient and fruitless principle of "an eye for an eye and a tooth for a tooth."




The Truth can be buried and stomped into the ground where none can see, yet eventually it will, like a seed, break through the surface once again far more potent than ever, and Nothing can stop it. Truth can be suppressed for a "time", yet It cannot be destroyed. ==> Wolverine

Finally the well-known Truth Comes Out. After suffering THE LONG years, telling the world that Kagame and his RPF criminal organization masterminded the Rwandan genocide that they later recalled Genocide against Tutsis. Our lives were nothing but suffering these last 32 years beginning from October 1st, 1990 onwards. We are calling the United States of America, United Kingdom, Japan, and Great Britain in particular, France, Belgium, Netherlands and Germany to return to hidden classified archives and support Honorable Tito Rutaremara's recent statement about What really happened in Rwanda before, during and after 1994 across the country and how methodically the Rwandan Genocide has been masterminded by Paul Kagame, the Rwandan Hitler. Above all, Mr. Tito Rutaremara, one of the RPF leaders has given details about RPF infiltration methods in Habyarimana's all instances, how assassinations, disappearances, mass-slaughters across Rwanda have been carried out from the local autority to the government,fabricated lies that have been used by Gacaca courts as weapon, the ICTR in which RPF had infiltrators like Joseph Ngarambe, an International court biased judgments & condemnations targeting Hutu ethnic members in contraversal strategy compared to the ICTR establishment to pursue in justice those accountable for crimes between 1993 to 2003 and Mapping Report ignored and classified to protect the Rwandan Nazis under the RPF embrella .
