  2. Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
  3. Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
  4. Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
  5. The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
  6. The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).

DRC: Chanzu - the stronghold of M23: diplomats were surprised  of finding deadly arsenals were hidden by the M23 rebels.  Hundreds of M23 rebels surrendered to the FARDC army among which roughly 287 Rwandans and Ugandans were captured.

 This Thursday, November 7, Governor Julien Paluku led for the second consecutive year, a mission to Chanzu, the former stronghold of Makenga. The delegation from Kinshasa was mostly composed by diplomats from different countries that came to inquire information about the discovery of arms caches on this famous hill. Remember that it was on Tuesday, November 5, 2013 that Makenga and his allies failed to resist the FARDC firepower.

Arrived to Chanzu , the U.S. diplomats, French, Belgian , Russian, German , Zambia , Egypt , Uganda , Tanzania , Zimbabwe, South Africa ... as well as experts from the United Nations and the European Union , were outraged by hundreds of tons of deadly arsenals and ammunition. Heavy weaponry that could snipe from long range was found abandoned at the place. It was very "impressive" for all diplomats when they found the hidden weapons at Chanzu.

Seized arsenals need more investigations to know their suppliers
Such a number of sophisticated weapons cannot belong to a rebellion; it is a matter of state, unleashed diplomats speaking to the press. They quickly called for an international investigation to trace back the origin of all these weapons so that sanctions could be taken against the perpetrators.
In this region Chanzu - Chengerero , diplomats have seen with their own eyes a Jeep Land Rover brand of the Rwandan army, painted green and yellow color -task to the astonishment of all. In this mission, you could see members of the joint verification mechanism bringing together delegates from 11 Member States of the International Conference on the Great Lakes Region (ICGLR).

Before returning to Kinshasa on Friday, November 8, diplomats quoted above were taken to Kanyaruchinya , 5kms from Goma , where the army has presented 287 members of M23 captured and surrendered including former FDLR , Ugandan , Rwandan especially young Rwandans expelled recently from Tanzania .

Critics: Rwanda breaks law by seizing protected refugee in Uganda

Rwanda: Reveal whereabouts of detained Rwandan refugee

Joel Mutabazi, a Rwandan refugee, was abducted from a safehouse on 25 October 2013 where he was under the protection of the Ugandan authorities and illegally returned to Rwanda.  He is currently detained in Rwanda at an undisclosed location. Amnesty International calls for the Rwandan authorities to reveal his whereabouts and to ensure that he has access to a lawyer of his choice, to medical care, and is able to communicate with his family.  

The Rwandan police issued a statement on 31 October 2013 confirming that Joel Mutabazi was detained in Rwanda.  They said he is suspected of terrorism in Rwanda.

The police have declined to provide any information to Amnesty International, including where he is being detained, the legal basis for his detention and whether he has access to a lawyer.

Joel Mutabazi is at particular risk from the Rwandan authorities because of his former role in the Rwandan security forces, including as a bodyguard to President Kagame.    He was detained incommunicado by Rwanda’s Department of Military Intelligence at Camp Kami for several months in 2010 and 2011, where he was subjected to torture. Amnesty International has documented numerous allegations of torture and other ill-treatment of individuals detained at Camp Kami.
An official statement from the Ugandan Ministry for Disaster Preparedness, Management and Refugees has said that the abduction was carried out by a police officer who made an error of judgement and handed Joel Mutabazi over to Rwandan officials.  The Ugandan authorities have publicly stated that they are investigating the matter and that the officer has been suspended from duty.  

The Ugandan authorities transferred Joel Mutabazi without going though official extradition proceedings.

Joel Mutabazi fled Rwanda after receiving credible information that his life was under threat. He sought asylum in Uganda in October 2011.

Background:

Joel Mutabazi had previously survived an assassination attempt on 12 July 2012 at his home in Kasangati, Wakiso District, Central Region, Uganda. Joel Mutabazi reported that he heard voices outside his front door and initially assumed that it was his wife, who had gone to a neighbour’s house to watch television. He opened the door and found a man with a pistol. The man fired one shot immediately, which narrowly missed Joel Mutabazi, as he ducked to protect himself. The bullet hit the door instead. The assailant fired again and the second bullet hit the other door.  After Joel Mutabazi cried for help, the assailant fled.  After this incident, the Ugandan government in conjunction with the UN Refugee Agency (UNHCR) placed Joel Mutabazi under police protection.   

It was reported in August 2013 that a previous abduction attempt failed.  On this occasion, Joel Mutabazi was allegedly put in a car and was set free when the Office of the Prime Minister intervened by telephone and called on the Inspector General of Police to ensure he was not extradited to Rwanda because of his refugee status.

For politically motivated reasons
 We urge General Paul Kagame to immediately release all political prisoners and withdraw the charges against them. We are convinced that prosecutions over the Ingabire and other political opponents and journalists are not in keeping with international standards for a fair trial, and the sentences passed for other political opponents were politically motivated.

 Not to release Ms. Ingabire reflects the obvious inefficiency of the judicial process as a whole. There is no doubt the Rwandan judicial system serves the interests of the repressive RPF ruling government. Postponing Ingabire's judgment is exactly one of the Rwandan dictator's weapons used to break the law, an act which is destructive and does not help to solve the conflict and avoid the opportunity that would lead to the reconciliation among Rwandans and the fact that Paul Kagame wants Ms Ingabire in prison is again and again kagame's way of blackmailing the world community and that has much to do with the US along waited measures to isolate the Kagame regime. More of that to put off the judgment shows up again Kagame's involvement in the Rwandan judicial system aiming not to heal internal wounds of millions of Rwandans.
Ms. Ingabire Victoire Umuhoza is alone in a cell in the
infamous 1930-prison of Kigali, in Rwanda, where her hijackers are General Kagame and his RPF Tutsi-led government. Her sister with her one-year child, many of relatives were slaughtered by RPF fighters not only before during 1994 but also the remaining brothers and sisters were slaughtered in 1997 and during the infamous period of January, February, March and April months during the very well planned assassinations and massacres took place particularly in Ruhengeri and Gisenyi prefectures.

Since 1997, Umuhoza has been involved in the struggle of the Rwandan political opposition in exile. Umuhoza has been quoted as saying "My objective is to introduce Rwanda to the rule of law and a constitutional state where international democratic standards are respected, where nationalism will at last be the cornerstone for all public institutions." Her political activities are centred around the idea of a state of justice where individuals choose their associations based on their shared political aspirations rather than their ethnic or regional background. She has also been vocal in calling for more women's empowerment in Rwanda.

In 1997, Umuhoza joined the Republican Rally for Democracy in Rwanda. A year later, she became the president of its Netherlands branch and in 2000, she was nominated president of RDR at the international level.

Ingabire was placed under house arrest in April 2010. She was arrested on 14 October 2010. She appeared in court and was charged alongside four alleged co-conspirators (Colonel Tharcisse Nditurende, Lieutenant Colonel Noel Habiyaremye, Lieutenant Jean Marie Vianney Karuta and Major Vital Uwumuremyi).
Rwandan prosecution accused her of "Forming an armed group with the aim of destabilising the country, complicity to acts of terrorism, conspiracy against the government by use of war and terrorism, inciting the masses to revolt against the government, genocide ideology and provoking divisionism". She denies all the charges which she claims are politically motivated.

Victoire Ingabire Umuhoza is a founding member of many associations and foundations in the union sector: Association Contact, Dialogue et Actions Caritatives (CODAC) which seeks to give moral, legal advice and material support to the survivors of the Great Lakes region in the Netherlands or in their region; Association URAHO of women refugees from Rwanda in the Netherlands, focusing on getting Rwandese women out of isolation and helping them integrate into Dutch society, to assist non-accompanied children and asylum seekers; Fondation PROJUSTITIA-Rwanda, committed to fighting in favour of fair justice for all victims of the Rwandan tragedy; HARAMBE, platform of African women’s associations in the Netherlands committed to promoting development of African women on the continent. Umuhoza was also member of the executive committee of ZWALU, a platform bringing together foreign women in the Netherlands to promote their emancipation.

Les combats qui ont repris entre les FARDC et les M23 & Alliés ce vendredi 25 octobre 2013 à 4h00 du matin à Kanyamahoro non loin de Kibumba et qui se sont intensifiés toute la journée et la nuit ont continué ce samedi et se sont généralisés sur plusieurs fronts en zone rebelle. Rappelons que dans la zone de Kibumba, trois fronts avaient été ouverts : Kanyamahoro, Butebo et Trois Antennes.
En fin de journée, les FARDC avaient pris le contrôle de la position M23 des Trois Antennes de Kibumba, vers 21h, le front de Butebo, au Nord-Est de Kibati a observé une accalmie relative tandis que celui de Kanyamahoro continuait et que les FARDC repoussaient les M23 & Alliés vers Ruhunda (où se trouvait jadis le marché ayant lieu tous les lundis et jeudis) à Buhumba.
SITUATION A KIBUMBA
Des militaires congolais renforcent leurs positions autour de Goma au second jour des affrontements face aux rebelles du M23 (Photo Monusco)Tôt ce matin, nos sources ont indiqué que d’importants renforts avaient été infiltrés vers le front de Butebo par les villages rwandais de Kanyesheja, Munege et Giko. Vers 6h, des combats acharnés avaient lieu dans cette zone frontalière avec le rwanda avant de baisser d’intensité vers 11h. Les M23 & Alliés y auraient perdu de nombreux hommes et abandonné d’importantes quantités d’armes. Joint au téléphone, le porte-parole militaire a rassuré ce matin en ces termes : « de ce côté, soyez calmes, le terrain est trop miné et nos éléments les y attendent de pieds fermes. Ils ne s’en sortiront pas. Nous savons que c’est la frontière et que là tout est possible.
Nous avons donc pris toutes les dispositions, laissez-les venir, ils vont subir la puissance de feu des FARDC ». L’on pense que ce que prédisait le Col Olivier AMULI s’est concrétisé car les rescapés ont pris le large et seraient rentrés d’où ils étaient venus à l’aube.

Sur l’axe Kibati-Kibumba en passant par Kanyamahoro, les FARDC continuaient des opérations de ratissage pour contrôler l’axe routier qui sépare le parc national des Virunga à l’Ouest du pâturage communautaire de Buhumba, appelée Kibaya, à l’Est. Quelques éléments des M23, appuyés par des tirs de mortiers rwandais (sic. témoins locaux) qui provenaient de Kabuye et Kabuhanga ont tenté de résister à la progression des FARDC avant de se retrancher vers la colline Nyundo, en direction de Ruhunda et du chef-lieu du territoire de Nyiragongo. Les témoins ont indiqué qu’une nouvelle arme lourde a été rapidement montée et installée au village Kabuye, non loin de l’EP Buhumba et a servi pendant un temps pour appuyé les M23 et Alliés qui tentaient de résister dans le « Kibaya ». 

 

Ces éléments M23 & alliés qui s’étaient retranchés sur la colline Nyundo y ont résisté de 11h jusqu’à 15h30, heure à la quelle les FARDC les y ont délogés et s’y sont installées dans un concert des tirs de joie sous. Les éléments M23 ont détalé et se sont dirigés vers la frontière rwandaise.
Pendant ce temps, les 4 armes d’artillerie lourde qui étaient à Kabuye et Kabuhanga ont été retirés et tractées vers le Rwanda, rapportent nos sources. Les habitants qui suivaient ces événements à partir des collines surplombant la zone de combats, dans les villages de Gitotoma et Hehu, ont applaudi et nous ont appelé pour nous faire vivre en direct sur leurs téléphones leur joie et les tirs joyeux des FARDC nouvellement positionnées sur le sommet de la colline Nyundo. Les FARDC ont alors progressé vers le bureau du territoire de Nyiragongo et au Centre de Santé de Référence Afya Kibumba où elles sont arrivées vers 16h locales sans trop résistance. Sur leur route, un constat : le village Nyundo et le petit centre Ruhunda dans la localité Rwibiranga ont été vidés de leur population.

Contrairement à ce que certaines radios ont affirmé ce matin, le chef-lieu du territoire de Nyiragongo n’a été libéré que ce samedi, 26 octobre 2013 que vers 16h10. Il ne fallait pas confondre ce chef-lieu avec la petite bourgade de Kibumba où se trouve le marché des légumes sur la route Goma-Rutshuru avant d’entrer dans le parc qui sépare Kibumba de Rugari (Mwaro). Cette petite cité s’appelle Kingarame (« Ku Mboga »). Les témoins rapportent que de nombreux M23 & Alliés et, malheureusement, leurs familles auraient péri sur la colline appelée « Bya Karenge », dans la ferme de feu le chef coutumier Makombe.
Ce soir, tous les rescapés M23 & alliés se dirigent clandestinement vers Gasizi, derrière les collines Hehu, au pied du volcan Mikeno où ils tenteraient de se regrouper pour aller l’on ne sait dans quelle direction. Les FARDC sont en direction de Kabuhanga où ils prendront position face aux éléments « officiels » de la RDF postés sur le territoire rwandais. En ce moment, des chars des FARDC contrôlent la route Goma-Kibumba (Kingarame) et les FARDC ont libéré totalement tout le groupement de Buhumba et quasiment 98% du territoire de Nyiragongo.

SITUATION A KIWANJA-KAUNGA-MABENGA

Les rumeurs qui circulaient hier soir dans la cité de Kiwanja sur une éventuelle avancée des FARDC de Rwindi vers Kiwanja en passant par le pont Mabenga se sont confirmées ce matin. De violents combats ont en effet eu lieu toute la journée durant sur cet axe. Alors que la cité de Kiwanja s’était réveillée dans un calme relatif, malgré la tension perceptible, et que les élèves avaient pris le chemin de l’école, la situation a vite dégénéré. Les bombardements que l’on entendait au loin, vers Mabenga, se sont intensifiés et des crépitements des tirs à l’arme automatique se sont approchés dangereusement de la cité.

Les quelques rares rebelles encore visibles dans la cité ont commencé à dire, pour calmer la population, que ce sont les M23 qui venaient d’infliger une lourde défaite aux FARDC alors qu’il n’en était rien. Pendant que la guerre faisait rage à Mabenga et Kaunga entre les M23 et leurs alliés (que nos sources qualifient de mercenaires ougandais et des soldats RDF), les jeunes d’un groupe armé Mai-Mai anti-M23 ont attaqué les quelques positions M23 dégarnies dans la cité de Kiwanja et à Rutshuru-Centre. En ce moment, les FARDC sont en progression vers Kiwanja tandis que les M23 & alliés pris entre deux feux ne savent plus où aller. Décidément la zone M23 est en ébullition de toutes parts.
Malheureusement, ce soir depuis 17h30, aucun de nos correspondants à Kiwanja n’est joignable par téléphone. Le réseau Airtel a vu son signal coupé dans la zone de Rutshuru depuis 11h, heure locale. Le réseau Tigo qui passait encore semble également avoir des problèmes. Nous attendons avoir plus de précision dans la nuit.

En attendant, l’on signale des combats dans les environs du Camp de Rumangabo, autour de Katale et Rubare en territoire de Rutshuru. Les heures du M23 seraient-elles comptées ? En tout cas pour le porte-parole des FARDC, le Colonnel Olivier AMULI, les M23 n’ont d’autre choix que de « déposer les armes ». Signalons en passant que le Gouverneur et le Vice-Gouverneur de Province du Nord-Kivu, Julien PALUKU et Feller LUTAITSHIRWA, s’est rendu dans la plaine de Kibumba (Kibaya) se rendre compte lui-même du travail abattu par les FARDC.944307_660786760608801_63719421_n dans Umutekano
A Goma, la situation reste calme et la vie poursuit son cours normal. La joie est perceptible sur les visages des gomatraciennes et gomatraciens qui caressent déjà le rêve de se rendre dès la semaine prochaine à Kibumba et Rutshusu tandis qu’un douanier rencontré cet après-midi espère regagner son poste d’attache dans les tous prochains jours à Bunagana quand l’on en parlera plus des M23 dans le coin. Pour tout le monde, pas question de revenir à Kampala pour des négociations qualifiées d’INUTILE, comme le recommande Kobler… Il est temps que les déplacés rentrent dans leurs villages…

(WASHINGTON DC) - In a brief statement on social media today, Dr. Theogene Rudasingwa, founding member of the Rwanda National Congress, made the following statement:
PRESIDENT PAUL KAGAME RESPONSIBLE FOR THE KILLING OF NINE SPANISH CITIZENS
Today, 14/10/2013, I appeared before the Spanish Investigative Judge Andreu Merelles to testify that President Paul Kagame is responsible for the death of nine Spanish citizens.

Dr. Rudasingwa testified in three specific areas before Judge Andreu Merelles covering the downing of former President Habyarimana’s plane in April 1994 killing two sitting heads of state as well as the French crew aboard the plane. Further, he testified about Tri-star Investments and the case of the nine Spanish nationals who were killed by the RPF/RPA in Rwanda.
The Spanish newspaper, El Pais, reported in Spanish that, “according to legal sources, the information contributed by Rudasingwa was "very important" for the murders of the four Spanish monks in October 1996. He also cited the names of several of the military processed by Judge Andreu and who are under international search warrants, such as James Kabarebe, current Rwandan defense minister, Karake Karenzi and Jack Nziza.”
Dr. Rudasingwa testified about the company Tri-Star Investment, founded by himself, and he stated that this is the main tool for money laundering and abuse of natural resources in Rwanda.”

Dr. Rudasingwa stated, "To achieve a genuine reconciliation, you first need to know the whole truth. The opposition is reinforced and it is not disposable. An uprising in the medium term. The country seems safe and peaceful, but is more divided than ever because a minority within a minority controls the political, military and economic oppressing and marginalizing the Tutsis and moderate Hutus . In five years we will have a civil war again."
Dr. Gerald Gahima spoke exclusively to this reporter about today’s development and his role in this case before the Spanish courts in the past. Dr. Gahima stated that he represented General Kayumba Nyamwasa and met with the judge who wanted to question him about the Rwanda Briefing and other issues.
He stated that, “The judge wants to speak with Kayumba Nyamwasa as well but due to inter-country agreements that has not been possible” but stated that General Nyamwasa is willing to speak with him. This reporter asked Dr. Gahima if he believes that the qualification of genocide and crimes against humanity can be applied to this case. He replied that the case is broad and covers the entire military from 1990 to the RPF wars in the Congo.
Such a case would take a lot time and vast research effort in order to thoroughly investigate, as well as large amounts of resources in order to be properly prosecuted. He emphasized that this case is too broad in scope and therefore appears to be an overwhelming task.
When I specifically asked Dr. Gahima what he knows about those killings of the Spanish nationals, when it happened and who was involved he was unable to reply due to his ongoing involvement in this case.

In his specific role of Attorney General in Rwanda from 1999-2003 I questioned why he never prosecuted those crimes while in this top position in the Rwandan Government. He replied that, “As soon as we got into Rwanda the law was changed. The RPF could not investigate itself and then hold its own members accountable. This is not a credible system of accountability for any country, including Rwanda.”
Dr. Gahima stated, “I am personally critical of the case. Its starting point is that the RPF struggle was a criminal enterprise from the very beginning. I definitely do not subscribe to that view.
When I asked him for more details on this statement he replied, “While there are Spanish victims of RPF abuses who deserve justice, the scope of the case as a whole is in my opinion too sweeping for the case to be a credible judicial process. Over the years, the case has become a dumping ground for real and imagined grievances of opponents of the RPA / RPF.”

Dr. Gahima stated that President Kagame has been “struck off” the case because he is a sitting head of state.
Some have said that the Spanish case is potentially groundbreaking because it is focusing on crimes blamed on President Kagame and his forces, something that a United Nations tribunal set up in 1994 to prosecute war crimes in Rwanda yet did not do.
I asked Dr. Gahima if he agreed with this analysis, he replied the following, “It is the first time that crimes alleged to be committed by the RPF would be tried by an independent, outside justice system. It is not credible that the RPF can investigate its own members. Yet, this situation is not unique to Rwanda.
"After the signing of the Rome statue, the US government made sure that provisions were in place so that US soldiers would never be brought to justice for actions taken during times of war.
"Therefore, it is not new to Rwanda that they do not want to hold their own soldiers accountable in a court of law. This is why the international criminal justice system is necessary in order to provide an independent judicial review for such situations."
When I asked Dr. Gahima what he thought should happen with this case at this point and if the Spanish courts should drop the case or continue to pursue it; he replied the following, "I think they should continue to prosecute it but, personally, I do not think there has been an adequate investigation. Nor do I believe they have the moral right to bring foreigners into their courts when they have not prosecuted their own citizens for crimes committed in their own countries.
"If you do not allow your own courts to deal with the violence of your own past then what right do you have to deal with the crimes committed by other nations? Spain and Portugal are young democracies and democracy takes time to have a stronghold so I am not surprised they have not dealt with the violence of their past.”
When asked what he believes this testimony will do for the case at this point he replied, "Most of the war was not in the military but it was on the diplomatic front."
Some are speculating that the actions of both Dr. Gahima and Dr. Rudasingwa have been to secure General Kayumba Nyamwasa being excused from this indictment.
Dr. Gahima replied to this that, "General Nyamwasa was not in Rwanda during the time of these charges against him he was not in Rwanda at the time the crimes were committed. Therefore, he could not have been in command of the units to have committed the crimes for which he is accused, including those in Congo."
He stated that this evidence is documented "in his passport and other official papers".
