exiles in both South Africa and Belgium – speaking in clandestine meetings in secure locations because of their fears of attack – gave detailed accounts of being recruited to assassinate critics of President Kagame….

How to proceed for revolution in Rwanda:
- The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
- Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
- Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
- Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.

[Since 1994, the world witnesses the horrifying Tutsi minority (14%) ethnic domination, the Tutsi minority ethnic rule with an iron hand, tyranny and corruption in Rwanda. The current government has been characterized by the total impunity of RPF criminals, the Tutsi economic monopoly, the Tutsi militaristic domination, and the brutal suppression of the rights of the majority of the Rwandan people (85% are Hutus)and mass arrests of Hutus by the RPF criminal organization =>AS International]
La CPC prend position sur le rapport du Groupe d’experts de l’ONU sur la RDC et réaffirme sa détermination à oeuvrer en faveur du changement politique au Rwanda
1.La Coalition des Partis politiques rwandais pour le Changement a pris connaissance, avec beaucoup d’intérêt, du rapport final du Groupe d’experts des Nations Unies sur la République Démocratique du Congo (RDC), rendu public en date du 12 janvier 2015. Elle apprécie sans réserve tous les efforts consentis par l’ONU en vue de résoudre, par des voies pacifiques, la question des réfugiés rwandais se trouvant sur le territoire de la RDC.
2.Consciente de ses responsabilités, la CPC voudrait apporter sa contribution à double titre : d’une part, en veillant à ce que cette problématique des réfugiés soit mieux comprise par la Communauté internationale et, d’autre part, en s’assurant que l’approche de résolution retenue soit celle d’une solution globale et définitive, touchant l’ensemble des réfugiés rwandais, où qu’ils se trouvent. En effet, la CPC reste convaincue de l’impérieuse nécessité de situer d’abord le problème dans le vrai contexte qui en est la source, à savoir : un pouvoir dictatorial en place au Rwanda depuis plus de 20 ans, sous l’égide du Président Paul Kagame et de son parti, le Front Patriotique Rwandais (FPR).

3.Il va de soi que toute solution viable passe par l’avènement d’un changement démocratique au Rwanda, axé sur l’instauration d’un espace politique pluraliste et un véritable État de droit où les libertés et les droits de la personne humaine soient pleinement respectés. Il faut, en effet, que les conditions soient enfin réunies pour le retour au Rwanda, dans la dignité et dans la sécurité, de tous les réfugiés et exilés rwandais, ainsi que pour la coexistence pacifique à l’intérieur du pays, seul fondement d’une véritable réconciliation entre les Rwandais, ainsi que pour le rétablissement des relations de bon voisinage avec les autres peuples de la région.
De l’accablante responsabilité du régime du FPR-Kagame
4.Le FPR-Inkotanyi a pris le pouvoir au Rwanda en juillet 1994 après avoir sapé et anéanti les accords de paix d’Arusha du 4 août 1993 censés mettre fin au conflit de pouvoir entre le régime du Président Habyarimana et ses opposants, aggravé par la guerre déclenchée par le FPR en 1990 depuis l’Ouganda, avec l’appui de ce pays et de certaines puissances occidentales.
5.Les accords de paix d’Arusha prévoyaient notamment le partage du pouvoir politique et militaire entre les principales forces politiques rwandaises. Ils préconisaient en outre l’avènement d’une démocratie pluraliste et l’instauration d’institutions citoyennes permettant à tous les Rwandais de jouir pleinement de leurs droits civils, politiques, économiques et sociaux dans leur indissociabilité.
6.Pour assouvir ses ambitions politiques d’accéder au pouvoir sans partage, le FPR et ses complices ont planifié et exécuté, en date du 6 Avril 1994, l’assassinat du Président Habyarimana Juvénal du Rwanda et de son homologue Burundais Cyprien Ntaryamira. Ce crime impuni jusqu’à date est reconnu par tous les observateurs avertis comme l’élément déclencheur du génocide et des massacres ayant fait au Rwanda plus d’un million de victimes en 1994.
7.Comme cela s’est avéré plus tard, la conquête du pouvoir absolu au Rwanda par le FPR-Inkotanyi s’accompagnait de visées hégémoniques sur la RDC - notamment sur sa région de l’Est qui, depuis 1996, est le théâtre de conflits armés et de crimes écononomiques en tous genres orchestrés par des groupes mafieux décidés à exploiter illégalement les richesses naturelles de la RDC.
De la présence des réfugiés rwandais en RDC
8.Les atrocités de la guerre et l’horreur du génocide consécutif à l’assassinat du Président Habyarimana en 1994 ont provoqué un déplacement massif de réfugiés rwandais d’une ampleur jamais observée dans le monde contemporain. Plus de 4 millions de personnes ont traversé la frontière de la RDC alors que d’autres milliers passaient par la frontière de la Tanzanie et du Burundi. La prise en charge de tous ces réfugiés hutus est devenue très vite trop pesante pour la communauté internationale et principalement pour le HCR, dont le budget s’en trouvait asphyxié.
9.En 1996, profitant de cette situation embarrassante pour le HCR et soutenu par les principaux bailleurs de l’ONU, le gouvernement de Kigali a fait valoir que ces réfugiés devaient rentrer au Rwanda, prétextant que la paix y était revenue et qu’il était plus facile de leur apporter de l’aide dans leur propre pays. La communauté internationale a fait semblant d’ignorer qu’en Avril 1995, le régime du FPR-Kagame avait massacré, au vu et au su de l’opinion publique, plus de 8000 Hutus déplacés de guerre à l’intérieur du pays, après les avoir rassemblés dans le camp de Kibeho. Faut-il rappeler que ces massacres, par ailleurs suffisamment documentés, se sont déroulés en présence des casques bleus de l’ONU qui n’ont rien fait pour empêcher ce carnage?
10.Depuis 1996, le calvaire interminable des réfugiés Hutus a commencé par la destruction, à l’arme lourde, de tous les camps de réfugiés à l’est de la RDC par les troupes du Général Kagame qui se livrèrent ensuite à une chasse à l’homme des plus meurtrières. Les citoyens congolais et les réfugiés Hutus ont été dès lors abandonnés à eux-mêmes par la Communauté internationale, pendant que l’armée congolaise censée les protéger était en débandade. Les survivants de cette terrible tragédie, congolais et rwandais, sont aujourd’hui sous la menace d’être exterminés une fois pour toutes.
Aucun témoin du génocide commis en RDC ne doit survivre ?
11.L’attitude belliciste actuelle de la Communauté internationale envers les réfugiés Hutus et les combattants qui ont volontairement déposé les armes est incompréhensible et injustifiée. Elle semble s’inscrire dans un schéma manichéen inventé par le FPR-Inkontanyi et ses acolytes tendant à diaboliser le peuple Hutu du Rwanda dans son ensemble, à travers un bouc émissaire désigné sous le nom des FDLR. Le but non avoué est d’opposer éternellement les Hutus et les Tutsis du Rwanda, respectivement en tant que bourreaux et victimes dans la tragédie rwandaise, un moyen tout trouvé par le régime du FPR pour camoufler ses crimes abominables, dont certains sont pourtant bien documentés dans le « Mapping report » publié par l’ONU en date du 1 octobre 2010.
12.Il ne fait point de doute que ceux qui, sous le parapluie des Nations Unies, préconisent la guerre contre des réfugiés désarmés, tentent désespérément de légitimer les crimes antérieurement commis à leur encontre en présentant ces réfugiés comme de vulgaires forces nocives à éradiquer.
13.En témoignent, entre autres, les agissements du régime dictatorial de Kigali qui, pendant ces deux dernières années, a remué ciel et terre au Conseil de Sécurité des Nations Unies pour faire passer des résolutions présentant les réfugiés Hutus comme les fossoyeurs de la paix en RDC. Pourtant, les observateurs avertis n’ignorent pas que les armées régulières de l’Ouganda et du Rwanda se sont affrontées en RDC à deux reprises dans des guerres sanglantes sur fond de partage du butin.C’est donc ironique et même indécent que la Communauté internationale envisage de compter sur ces deux pays pour trouver des solutions de paix durable dans le cadre de la CIRGL, comme si l’on pouvait faire confiance à un pyromane pompier !
14.Devant l’échec de la réconciliation qu’on espérait du TPIR, devant le silence de la Communauté internationale sur les crimes de génocide commis sur les réfugiés Hutus en RDC et les citoyens congolais dans leur propre pays – tels que documentés dans ledit Mapping report du 01.10.2010 – et face à la vérité têtue exposée dans le documentaire de BBC 2 « Rwanda’s untold story », la Communauté internationale se trouve entre l’enclume et le marteau, une situation inconfortable dans laquelle elle a été malicieusement entraînée par les stratèges et les lobbies du FPR.
Les FDLR : la seule force de protection des réfugiés
15.La CPC considère les FDLR comme une organisation armée de protection des réfugiés hutus rwandais disséminés dans les provinces du Sud et du Nord Kivu. Faut-il encore souligner que ces réfugiés ont été abandonnés à eux-mêmes par la Communauté internationale et en particulier par le HCR ? Force est aussi de relever que ces réfugiés sont les rescapés des massacres perpétrés en terre congolaise par l’armée du Général Kagame, depuis 1996 jusqu’à date. Par ailleurs, il est clairement établi que la plupart de ces réfugiés sont nés en exil après 1994 ou qu’ils étaient tout petits quand ils ont fui le Rwanda et que, par conséquent, ils n’ont rien à voir avec les crimes de génocide que le pouvoir de Kigali s’emploie à leur imputer collectivement. Dès lors, il est inacceptable qu’ils soient qualifiés abusivement et cyniquement de « Hutus génocidaires » à livrer comme tels aux autorités rwandaises qui, pourtant, emportent une large responsabilité du drame que vivent ces réfugiés.
16.Cela étant dit, les FDLR ont pris les armes, non pas pour semer le chaos en RDC, non pas pour se rebeller contre l’autorité nationale congolaise, non pas pour constituer des gangs de pillards pour s’emparer des ressources naturelles de la RDC, non pas pour violer les femmes et les filles congolaises, mais tout simplement pour défendre et sauvegarder leur propre vie, ainsi que celle des citoyens congolais qui les ont hébergés jusqu’à ce jour. Au cas où, en tant que rares exceptions, il y aurait parmi les FDLR des suspects de crimes graves, la CPC soutiendrait que la Communauté internationale mette en place un tribunal spécial chargé de juger tous les crimes économiques et les graves violations contre les droits humains commis en RDC depuis 1996, le régime du FPR et ses soutiens étant astreints, eux aussi, de répondre de leur responsabilité devant ce même tribunal.
Le pouvoir de Kigali : un régime on ne peut plus criminel
17.La CPC rappelle à la Communauté Internationale et en particulier aux grandes puissances membres permanents du Conseil de Sécurité des Nations Unies, et surtout celles qui soutiennent inconditionnellement le régime criminel du Général Kagame, que deux chefs d’État, celui du Rwanda et du Burundi, ont été assassinés dans un attentat contre l’avion qui les transportait le 6 avril 1994, que 8'000 déplacés Hutu ont été massacrés le 21 avril 1995 à Kibeho dans le Sud Ouest du Rwanda, que plus de 300'000 réfugiés Hutus ont été massacrés en RDC par l’armée de ce même régime honni, et que 5 millions de Congolais ont été emportés par des guerres hégémoniques face auxquelles l’indifférence des puissances démocratiques de ce monde laisserait penser à une sorte de complicité ou de complaisance envers le régime rwandais. En outre, la CPC rappelle et dénonce les crimes graves commis par le régime de Paul Kagame sur ses propres citoyens, dont notamment des assassinats et des persécutions graves à caractère politique, des emprisonnements arbitraires de civils et des disparitions forcées. La CPC s’érige aussi contre la parodie de justice illustrée par un ensemble de lois et règlements tendancieux instaurés par le régime du FPR aux seules fins de restreindre les libertés d’expression et d’association, et d’autres droits fondamentaux.
18.La CPC reconnaît que dans la hiérarchie des valeurs, la vie humaine passe avant toute chose. En conséquence, les réfugiés Hutus abandonnés à leur triste sort ont le droit inaliénable de refuser d’être exterminés et de se défendre par tous les moyens légitimes dès lors qu’aucune protection ne peut leur être assurée par la Communauté internationale. En tout état de cause, rien ne justifie que les réfugiés soient sacrifiés sur l’autel des intérêts non avoués destinés à conforter un régime criminel décidé à se cramponner au pouvoir à Kigali, à exterminer ses opposants politiques, à déstabiliser toute la région de l’Est de la RDC et à piller en toute impunité les ressources naturelles de ce pays, et ce pour assurer aux membres de la clique au pouvoir, une opulence des plus scandaleuses, de surcroît teintée d’une arrogance inimaginable.
Une seule solution pertinente : le dialogue politique
19.La CPC encourage et soutient sans condition les FDLR dans la voie pacifique qu’elles ont librement et volontairement choisie en déposant les armes dès décembre 2013, en vue de pouvoir rentrer dignement dans leur pays d’origine et y exercer librement et démocratiquement leurs droits civils et politiques.
20.La CPC réitère sa haute appréciation au Président de la République Unie de Tanzanie, Son Excellence Jakaya Kikwete, qui est le premier Chef d’État Africain à avoir demandé au Président rwandais, le Général Paul Kagame, lors du Sommet de la Conférence Internationale des Pays de la Région des Grands Lacs, à Addis-Abeba, le 26 mai 2013, de tout faire pour engager un dialogue avec les FDLR, en vue d’une solution négociée visant à mettre un terme définitif aux conflits qui endeuillent la RDC depuis une vingtaine d’années.
21.Faisant suite à cette prise de position éminemment constructive du Président tanzanien, et consciente de ce que les solutions militaires jusqu’ici essayées ont toutes lamentablement échoué, la CPC s’est engagée à examiner, en étroite collaboration avec d’autres partis de l’opposition rwandaise dont les FDLR, les voies et moyens politiques possibles en vue de trouver, non seulement une solution appropriée au retour massif au Rwanda des réfugiés se trouvant dans les provinces du Nord et du Sud Kivu, mais aussi une solution globale pour le retour pacifique dans leur pays d’origine, et dans des conditions de sécurité et de dignité, de tous les réfugiés rwandais.
22.Dans cet ordre d’idées, la CPC a adopté un plan politique porteur d’espoir en rapport avec la question des réfugiés et les conditions de leur rapatriement volontaire. Ce plan vise l’instauration, au Rwanda, d’un espace politique pluraliste apte à garantir à l’individu et au citoyen, le respect des droits fondamentaux, dont la liberté au sens large. Cet espace politique s’avère essentiel et primordial afin de permettre l’émergence des idées constructives nouvelles et l’abolition d’un régime monarchique, dictatorial et criminel qui, aux yeux d’une opinion internationale non avertie, parvient encore à se déguiser en République respectable.
23.La CPC continuera à travailler de concert avec ses partenaires privilégiés, notamment l’Institut pour la Paix et le Réglement des Conflits « Institute of Peace and Conflicts Resolution » de Dar-es- Salaam en Tanzanie, la Communauté Saint Egidio de Rome en Italie, la Communauté de développement d'Afrique australe (SADC, Southern African Development Community) et l’ensemble de la Communauté Internationale.
24.La CPC ne se laissera jamais intimider par des critiques tendancieuses de ceux qui reprochent à ses dirigeants de tenir des rencontres avec des officiels des FDLR. En effet, de telles concertations ne doivent souffrir d’aucune appréhension, dans la mesure où elles n’ont d’autre but que la recherche d’une solution pacifique à la crise politique rwandaise et à la question des réfugiés. Par ailleurs, la CPC estime que les Rwandais, de surcroît responsables politiques, ont le droit et le devoir de se concerter sur les problèmes de leur pays, indépendamment des apprécitions positives ou négatives dont les uns et les autres seraient l’objet de la part de la Communauté internationale.
25.Enfin, la CPC a pris bonne note de sa mention dans ledit rapport du Groupe des experts, qui stipule que « les FDLR se sont jointes à la Coalition des partis politiques rwandais pour le changement (CPC) afin de faire pression sur le Gouvernement rwandais pour qu’il accepte de négocier ». La CPC saisit cette opportunité pour réaffirmer sa profonde conviction selon laquelle la solution définitive à la question des réfugiés rwandais passe impérativement par un dialogue franc et direct entre le Gouvernement de Kigali et les partis politiques d’opposition, sous les auspices des pays et organismes africains soucieux du devenir politique du Rwanda, et en tenant compte de l’impérieuse nécessité de la stabilité et de la sécurité de la région des Grands Lacs. Plutôt que de multiplier des menaces d’opérations militaires contre des FDLR désarmées ou en voie de l’être et d’autres réfugiés rwandais abandonnés à eux-mêmes dans des forêts congolaises, la Communauté internationale ferait mieux de prendre des dispositions visant à obtenir, sans plus tarder, du Président Kagame et de son gouvernement, un engagement ferme en faveur de ce dialogue. C’est d’autant plus urgent que les négociations directes entre le pouvoir de Kigali et l’opposition rwandaise constituent la seule solution sérieusement envisageable, si l’on veut asseoir durablement la paix et la démocratie au Rwanda et dans l’ensemble de la région des Grands Lacs.

Before taking over on the BBC News Channel and BBC World flagship current affairs interview programme, he had been based in Brussels for three years as the BBC's Europe Correspondent.
Prior to this, Stephen was the BBC's Washington Correspondent from July 1997.
He has interviewed Presidents George W Bush and Bill Clinton, covered the 2000 US Presidential Elections, the Clinton scandal and impeachment trial.
Stephen has also been the BBC Middle East Correspondent in both Cairo (from 1992 to 1995) and Jerusalem (from 1995 to 1997), covering the peace process, the assassination of the Israeli Prime Minister Yitzhak Rabin and the emergence of the Palestinian Authority under the late Yasser Arafat.
Stephen was appointed as a BBC Foreign Correspondent in 1990.
He was part of the BBC's team of correspondents covering the Gulf War, spending eight weeks with the British Army when the conflict began.
Stephen Sackur was the first correspondent to break the story of the mass killing on the Basra road out of Kuwait City, marking the end of the war. He wrote a book about his experiences - On The Basra Road - named as one of the Books of the Year by The Spectator magazine.
He travelled back to Iraq just after the downfall of Saddam Hussein and filed the first television reports on Iraq's mass graves containing the bodies of thousands of victims of Saddam's regime.

Des
pays comme la Côte d'Ivoire, la République démocratique du Congo, le Rwanda
pour ne citer que ceux-là, ont eu à experimenter le double jeu de l'ONU lors du
règlement de leurs conflits.
L'armée
camerounaise, mise au parfum des agissements troubles de l'ONU en Afrique, a
bien été renseignée d'ouvrir le container diplomatique de l'ONU et de découvrir
ainsi les armes à destination de la secte islamique Boko Haram, laquelle a déjà
fait des milliers de victimes au Nigeria et au Nord du Cameroun.

The issue is not the information which is not there. But there is a TOTAL unwillingness by some member countries of the UN Security Council and other countries in the General Assembly that are sustaining the extermination of the Hutu ethnic members, the majority of Rwandans. It is very obvious that not only Washington, but also London and Bonn have there sufficient interest to make that genocide happen in Rwanda and in the Eastern Region of the Democtatic Republic of the Congo in particular, a genocide targeting - as we already know - all Hutu refugees and Congolese Hutus (bantous) living in that well-known rich region.
Families of the victims, many of them Hutus from DR Congo, have always asked that the tragic events should be documented and the truth to be out in the open.

(NEO) : On January 5, 2015 the United
Nations announced that offensive operations by its forces, known as MONUSCO,
along with Congolese army elements, are being prepared against the Democratic
Forces For the Liberation of Rwanda (FDLR) based in the east of the Republic of
Congo (DRC). This follows a Security Council statement of October 3, 2014
calling for the neutralization of the FDLR if they did not surrender, which
itself followed a demand by the International Conference of the Great Lakes
Region, and the South African Development Community made on July 2nd last year
that the FDLR demobilize.

The
Security Council “rejected any call for political dialogue” and went on
to call the FDLR a group of war criminals. This rejection of dialogue
based on a false characterization of the FDLR and on a false history of
the events in Rwanda and central Africa for the past twenty years is
itself a violation of Chapter 1, Article 1 of the UN Charter that states
that the purposes of the United Nations are to “maintain peace and
security …and to bring about by peaceful means…settlement of
international disputes or situations which might lead to a breach of the
peace.”
It
is also surprising since the UN’s own Mapping Exercise Report of 2010
which examined crimes against humanity and war crimes committed against
Hutu refugees in the DRC between 1996 and 2003 described countless mass
atrocities and massacres of those refugees by Rwandan, Burundian,
Ugandan and allied forces, amounting to genocide against the Hutus.
Those massacres have not stopped since 2003 as several proxy forces of
the Rwandans and Ugandans, using various names, and claiming to be
Congolese rebels, have continued attacks on Hutus in the DRC as well as
on Congolese who got in the way of their objective of looting the
resources of the region.
The
FDLR is the only force trying to protect Hutu refugees in the DRC from
being totally exterminated by the Rwandan and Ugandan forces, the same
forces that attacked and pillaged Rwanda between 1990 and 1994 and that
have slaughtered several million more Hutus and Congolese since. Because
the FDLR is the only effective armed political opposition to the
military dictatorship of Paul Kagame and his Rwandan Patriotic Front
(RPF), it is a clear threat to the countries that have mining and
resource interests in the DRC and who have been using Uganda and Rwanda
as local enforcers to carry out their effective division of the country
that makes it easier to control and exploit those resources.

All
the countries in the pan-African groups that called for the
demobilisation of the FDLR have interests in the resources of the Congo
region. All have an interest in continued war in the DRC, its continued
division and weakness, and the destruction of any effective opposition
to the forces assigned the role of carrying out that policy. This
includes the DRC itself whose President, Joseph Kabila, is known to be a
partner and agent of Kagame and rules the DRC not in the interests of
the Congolese but in the interests of Kagame, Musuveni and their western
masters.
It
is shocking that some members of the Security Council have not taken
seriously their obligations to understand the facts upon which they make
their decisions. The Americans and British have been at the heart of
the problem from 1990, when they supported the invasion of Rwanda by
units of the Ugandan National Resistance Army (NRA), calling themselves
the Rwandan Patriotic Front (RPF), and commanded by a senior ranking
intelligence officer of the NRA, Paul Kagame. They supported 4 years of
terrorist attacks against Hutus and local Tutsis by the RPF that
included the attack on the town of Ruhengeri in February 1993 in which
the RPF massacred 40,000 Hutu civilians before the government forces
were able to recapture the town. The evidence of mass atrocities by RPF
forces, of assassinations and bombings against civilians and genocide
against the Hutus in their final offensive in 1994, has been in the
hands of the UN prosecutor at the International War Crimes Tribunal For
Rwanda (ICTR) since the tribunal was created in 1995. The further
witness testimony of these crimes in the trials at the ICTR is extensive
and compelling and is echoed in the UN Mapping Report.
These
facts have also been in the hands of the UN High Commission for
Refugees that was given a report in October 1994 on the systematic and
sustained massacres of Hutu civilians in Rwanda by the RPF from April
1994 to the date of the report. Robert Gersony, a USAID employee,
attached to the UN provided his report to the UNHCR, which then
proceeded to mark it confidential and then, along with the ICTR
prosecutor, denied it existed.
This pattern of UN complicity in the mass crimes committed by the RPF,
Ugandan and allied western forces in the Rwandan war, has been followed
ever since. The evidence is compelling that the CIA, US military forces,
and UN peacekeeping forces in Rwanda in 1993-94, commanded by Canadian
General Dallaire, were involved in helping the RPF overthrow the Rwandan
interim government and in preparing the RPF’s final offensive launched
on the night of April 6th when the Rwandan President’s plane was shot
down by RPF missiles, killing two African heads of state, President
Habyarimana of Rwanda and President Ntaryamira, of Burundi. That
evidence has long been in the hands of the prosecutor at the ICTR and
the western governments who control it. But the UN chose not to charge
its own, or the RPF or its western allies for their crimes and instead
adopted the RPF propaganda that the Rwandan interim government and armed
forces were the guilty parties and charged only Hutus. The FDLR is
tarred with the same brush. But complete impunity has been granted to
Kagame and his friends. The cover up continues.
But
then the UN has a lot to cover up. There was heartrending testimony by
Hutu witnesses at the ICTR Military II trial describing the flight of 2
to 3 million Hutu refugees fleeing with the retreating Rwandan Armed
forces into Zaire in July 1994, pursued by RPF units intent on
exterminating them. The Rwandan government armed forces, disarmed by
Congolese forces when they crossed the border, were unable to protect
these Hutu refugees when, in 1996, and subsequently, the Rwandans and
Ugandans attacked the Hutu refugee camps killing hundreds of thousands
of unarmed civilians.
The
survivors were either forced into the forest or forced to return to
Rwanda at gunpoint, on UN planes, only to be thrown into RPF prisons
without charge, tortured, or killed en masse. Those who escaped through
the forest told of being pursued day and night through thousands of
kilometres of jungle and swamps by the RPF and stated that just before
being shelled or attacked by those forces they saw spotter planes
overhead with either US or UN markings. All the witnesses were
consistent on this. Rwandan Army officers testified that they were
surprised to see themselves under attack by UN forces in Kigali in
support of the RPF in April 1994. A journalist testified that UN
officers at Amohoro Stadium, in Kigali, where General Dallaire had his
headquarters, stood by and did nothing as RPF soldiers, on a daily
basis, selected Hutus seeking protection there, and shot them.
The
ICTR prosecutor and the UNHCR also had in their possession a copy of a
letter from Paul Kagame, written in August 1994, in which Kagame refers
to a meeting with President Musuveni of Uganda and that their “plan for
Zaire” was going forward, assisted by the Americans, British, and
Belgians. The letter stated that the Hutus were in the way and must be
removed at any cost. That letter says a lot and yet it was suppressed
until 2009 when it was discovered in prosecution files. In fact that
letter indicates that the wars in the DRC were planned long ago and the
announcement of the new offensive against the FDLR is a continuation of
that plan.

Now
the only force that exists to protect the Hutus, the FDLR, is going to
be attacked again, by the UN. Once again, the Hutus are betrayed by the
international community. The UN has lots of things to answer for in
Rwanda and Congo and elsewhere and has long been used to further the
interests of the west in Africa in general. That certain members of the
Security Council, who should know better, go along with protecting those
really responsible for the tragedy that is central Africa and Africa as
a whole, and for the crimes committed there, is an indictment of the
entire UN system.
It
is ironic that on December 11, 2014th the UN general assembly voted to
reopen the investigation into the death of the UN Secretary General Dag
Hammarskjold who was killed in then Rhodesia when his plane went down
near Ndola. The report of the investigative commission that examined new
information stated that there is evidence that the plane was shot down
by another aircraft and that the US and British and Belgian governments
were likely involved. The death of Hammarskjold is intimately connected
with the murder of Patrice Lumumba that led to the installation of
Mobutu as President of Congo. We now know that the Rwanda war was the
first phase of the greater war for control of the resources of the Congo
basin, which was beginning to slip from the west, as Mobutu began to
turn towards China. That long and terrible war is not over and it is the
UN itself that wants to keep it going.
Those
who killed Lumumba, and, likely Hammarskjold, are responsible for all
the wars and atrocities and millions of deaths since. Instead of a
single investigation into the death of the UN Secretary General, there
should instead be an international investigation of all the crimes
committed in the Great Lakes region of Africa that followed upon the
deaths of Hammarskjold and Lumumba and which continue today. Until then,
the UN offensive must be stopped and a dialogue must be started between
all the parties involved.
Indeed,
the political wing of the FDLR, the Coalition of Rwanda political
Parties (CPC) stated in a press release on December 31, 2014 that it
protests the continued protection by the US and UN of the real criminals
in the Rwandan and Congo tragedy, called on African leaders and freedom
fighters to come together to resolve the conflict peacefully and stated
that the only way forward was dialogue, peace and justice for all, the
very thing the UN rejects.

In Rwandan political parlance FDLR means Hutu [at some extent, it means simply Africans, because when the Rwandan president kills instinctively Tutsi and Hutu as documented by BBC TWO Rwanda Untold Story, he does not care about the identity of his victims – editor’s emphasis]. Anyone who disagrees with the Tutsi dominated RPF government is immediately accused of being FDLR. Some media outlets, even some famous individuals who support the RPF tend to imply in their speeches, that the word Hutu means killer.
Hutu refugees have been killed in Congo from 1996 up to now.
This is done to make sure that anytime great numbers of Hutus are killed anywhere in the world, their deaths go unnoticed or in the category of a well deserved consequence to a people who are inherently evil, and whose lives should not count for anything. This explains the silence over the deaths of millions of hutus from Rwanda, DRC, and Burundi. When you add up all the other Bantu peoples who were slaughtered by the Tutsi armies of Uganda, Rwanda and Burundi in the last 24 years, because they looked like hutus, the numbers are staggering, and the silence over this horror by the UN and the world media, which shamelessly give these numbers, is shocking to say the least.

This means that, whenever we hear Russ Feingold, John Pendergast, Jason Stearns or Martin Kobler talking about eradicating the FDLR from the face of the earth, they really mean Hutus consciously, or unconsciously. This stance sends a chill down the spine of every Hutu in the Great Lakes region, young or old and the unintended consequence of this irrational position makes lasting peace impossible to achieve in the region, because cementing hatred through a well orchestrated strategy of persecution of the Hutu people in the region will always meet fierce resistance, whether the current FDLR survives or not.
In the last few weeks, a number of proposals have been put forward with the stated aim to bring peace and stability, in the Eastern Democratic Republic of Congo by killing off the FDLR, all from Western based institutions or countries. The one that especially caught my eyes is the one being pushed by the Enough Project and some shady character named Jason Stearns who claims to be an expert on all things African. This proposal which seems to be the same one embraced by Russ Feingold and the Obama administration is predicated on these three steps:
- Step one: Kill or arrest the FDLR leadership or make them defect to Kagame’s side, if this doesn’t work exile them to Siberia or the North Pole,
- Step two: Round up all Rwandan Hutu Refugees in the Eastern DRC, and put them into UN guarded concentration camps,
- Step three: Ship all these Hutu Refugees into the even bigger RDF guarded concentration camp, which is Rwanda,

This insidious American backed project must be supervised by a German dude by the name of Martin Kobler, who in turn expects African countries such as the DRC, Tanzania, South Africa and Malawi to enforce this insanity on his behalf and his UN bosses. The fact that this is not a new idea does not seem to bother anyone in Washington or New York. After all, this is what the UN has been trying to do since 1994, when it helped the US and Great Britain change the geopolitical landscape in the Great lakes region of Africa, bringing the RPF to power in Kigali and removing Mobutu in the same way the UN helped remove Patrice Lumumba in the early 60’s.
The FDLR survives not because they are a bunch of killers roaming around the jungles, shooting at everything that moves. The FDLR survives and will always survive because it fights for a noble cause of liberty, equality and justice; that the people understand and are willing to die for.
For the US and the UN to keep deluding themselves that every Hutu in the region is going to lay down their weapons and surrender to a Tutsi dominated government and go back to living in slavery, as it was centuries before the 1959 social revolution, in this day and age is baffling to most Africans, and I can’t help but wonder, who is piloting this runaway train.
The UN has forfeited its right to be an honest broker in all things Rwandan, since the days of Lt. General Dallaire who still talks about Hutus as the bad guys and Tutsis as the good guys, without any sense of nuance whatsoever, to the three hundred thousands Hutu refugees slaughtered under its watch in the DRC as evidenced by the -you guessed it- UN Mapping Report, which is still gathering dusts in somebody’s cabinet in New York.
By trying to implicate SADC nations into the US/UN latest attempt to slaughter Hutu refugees en masse, because they refused to bow to the Kigali regime, until it accepts an honest political dialogue with its opposition, the US/UN cartel is trying to drag SADC’s credibility with the Rwandan Hutu refugees and all other people of goodwill who admire and respect what SADC did by helping the DRC get rid of the Kagame/Museveni backed murderous thugs known as M23.
Trying to equate the FDLR to M23 in order to justify a UN led military offensive on an unarmed defenceless population is an insane proposition, which can only bring disastrous results, and I hope and pray that SADC nations can see through the lies and ruses of those who are trying to cover up crimes they committed against our people, by bullying our brothers and sisters into starting an unnecessary fratricidal criminal insanity though military confrontation.

It is worth noting that since the defeat of the M23 the region has remained relatively calm, and whatever troubles that occurred in some parts of Eastern DRC had nothing whatsoever to do with the FDLR, and yet the utmost World body for peace and security is calling for war, and the Representative of the so-called world’s greatest democracy, Mr. Feingold, is telling the world, how impatient he is about the voluntary peace process that was initiated by the FDLR, trusting SADC to help bring everyone to the peace table, including the Kigali government.
Mr. Feingold is not ashamed at all, to say how much he wants to see more bloodshed in our region, as if we haven’t seen enough blood already. [There are nations including US which cannot prosper without imposing wars on other nations; this certainly is the case as far as Eastern Congo is concerned – editor’s emphasis]
Who in their right mind says that since a peace process is not moving as fast as they would like to see, even if it is moving and it hasn’t stalled at all, they’d rather see blood? Who is supposed to do the killing and the dying and for what? Besides, why does the US/UN feel that they should get the last word in a situation that is entirely a DRC/ Rwanda affair?
More than a year ago, when President Kikwete of Tanzania suggested to Paul Kagame that he should talk to the FDLR, Kagame publicly threatened to kill the soft spoken Tanzanian gentleman. Kagame also went on to state publicly that he will shoot anyone who opposes his government in broad daylight. It didn’t take long until we started seeing dead bodies float around Rwandese lakes and rivers, and in an extremely arrogant fashion, the Government of Rwanda admitted that more than sixty thousand of its citizens have disappeared, including 18 thousand school children. This is the man our people are supposed to trust and he is the one, in whose hands, Russ Feingold wants us to put ours and our children’s lives. [It is as if these westerners take Africans as stupid and without any memory at all – editor’s emphasis]
Before anyone keeps insisting on pushing Hutu refugees to go back to Rwanda without any guarantees of freedom and democracy, through a reliable political dispensation, they should do a head count of the people who returned since 1995 especially through the UNHCR and shows us where they are, and how they are doing? We know how well Gen.Rwarakabije [former FDLR leader today working with the Rwandan regime] is doing. Forget him! Show us all the people who returned with him, and if you can’t produce them, at least tell us what happened to them, and why it happened.
The truth deficiency in Rwandan politics and the Great lakes region has reached the point of saturation. It is up to SADC to bring everyone to the table and hold them accountable where it is necessary. We can start by doing a proper census of all the lives that were lost in the Great Lakes region since 1990, in order to fix the underlying ethnic tensions, away from nefarious media propaganda, and institutionalized persecution of our people by those who seek to dominate the continent, by exacerbating local rivalries, so that they can benefit from the ensuing chaos.
Every single life that is lost on our [African] continent should matter.
Claiming that we don’t know how many people died in Rwanda or the DRC and who they were, and who their families are, tells the rest of the world that we don’t care about our own, and therefore it is OK to do as they please with us. Moreover, the fact that those who are responsible for the 10 million Bantus of Eastern Congo haven’t been brought to account for their crimes, and instead they are calling for more of our people’s blood creates a lasting stain on our continent’s psyche.

Most of the problems of Rwanda are Rwandan made and they will not be resolved by anybody else, as powerful as they may be; same as the issue of Eastern DRC. It is crucial that the African countries who understand the underlying issues of the region don’t fold, in face of the extreme pressure being exercised by Western vultures, who currently see Africa, especially the Great lakes region, as nothing else but a source of cheap or free resources and ruthless mercenaries, such as Kagame and Museveni.

Twenty
years on from the Rwandan genocide, This World reveals evidence that challenges
the accepted story of one of the most horrifying events of the late 20th
century. The current president of Rwanda, Paul Kagame, has long been portrayed
as the man who brought an end to the killing and rescued his country from
oblivion. Now there are increasing questions about the role of Kagame's Rwandan
Patriotic Front forces in the dark days of 1994 and in the 20 years since.
The
film investigates evidence of Kagame's role in the shooting down of the
presidential plane that sparked the killings in 1994 and questions his claims
to have ended the genocide. It also examines claims of war crimes committed by
Kagame's forces and their allies in the wars in the Democratic Republic of
Congo and allegations of human rights abuses in today's Rwanda.
Former
close associates from within Kagame's inner circle and government speak out from
hiding abroad. They present a very different portrait of a man who is often
hailed as presiding over a model African state. Rwanda's economic miracle and
apparent ethnic harmony has led to the country being one of the biggest
recipients of aid from the UK. Former Prime Minister Tony Blair is an unpaid
adviser to Kagame, but some now question the closeness of Mr. Blair and other

After suffering THE LONG years, telling the world that Kagame and his RPF criminal organization masterminded the Rwandan genocide that they later recalled Genocide against Tutsis. Our lives were nothing but suffering these last 32 years beginning from October 1st, 1990 onwards. We are calling the United States of America, United Kingdom, Japan, and Great Britain in particular, France, Belgium, Netherlands and Germany to return to hidden classified archives and support Honorable Tito Rutaremara's recent statement about What really happened in Rwanda before, during and after 1994 across the country and how methodically the Rwandan Genocide has been masterminded by Paul Kagame, the Rwandan Hitler. Above all, Mr. Tito Rutaremara, one of the RPF leaders has given details about RPF infiltration methods in Habyarimana's all instances, how assassinations, disappearances, mass-slaughters across Rwanda have been carried out from the local autority to the government,fabricated lies that have been used by Gacaca courts as weapon, the ICTR in which RPF had infiltrators like Joseph Ngarambe, an International court biased judgments & condemnations targeting Hutu ethnic members in contraversal strategy compared to the ICTR establishment to pursue in justice those accountable for crimes between 1993 to 2003 and Mapping Report ignored and classified to protect the Rwandan Nazis under the RPF embrella .
