Targeting dissidents abroad
One of the more worrying aspects of Racepoint’s objectives
was to “Educate and correct the ill informed and factually
incorrect information perpetuated by certain groups of expatriates
and NGOs,” including, presumably, the critiques
of the crackdown on dissent among political opponents
overseas.
This should be seen in the context of accusations
that Rwanda has plotted to kill dissidents abroad. A
recent investigation by the Globe and Mail claims, “Rwandan
exiles in both South Africa and Belgium – speaking in clandestine meetings in secure locations because of their fears of attack – gave detailed accounts of being recruited to assassinate critics of President Kagame….
Ways To Get Rid of Kagame
How to proceed for revolution in Rwanda:
- The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
- Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
- Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
- Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
- The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
- The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).

Karake's arrest on Saturday at Heathrow Airport as he prepared to board a plane
back home from an official mission was based on indictments on war crimes
issued by a Spanish Judge in 2008 on 40 senior Rwandan army officers.
On Tuesday, the British High
Commission in Kigali issued a statement confirming the arrest by UK’s
Metropolitan Police on June 20 on behalf of the authorities in Spain.
“This was a legal obligation,
following the issue of a valid European arrest warrant,” the statement reads in
part.
The EastAfrican understands that Rwanda's
Minister of Foreign Affairs Louise Mushikiwabo has already arrived in London
for talks with UK authorities over the arrest of the 54-year old General, who
had reportedly travelled to London to attend an international meeting on
security.
In a post on her official
twitter account Tuesday, Ms Mushikiwabo decried the action by the UK government
as based on "lunacy".
"Western solidarity in
demeaning Africans is unacceptable!! It is an outrage to arrest #Rwandan
official based on pro-genocidaires lunacy!"
Rwanda’s Minister of Justice
Johnston Busingye confirmed on Monday night that Gen Karake was prevented from
boarding a flight home, detained and arraigned before a magistrate’s court in
Westminster, with another appearance scheduled for Thursday.
'Genocide, crimes against
humanity'
Gen Karake, who has served in
different high ranking army and UN Peacekeeping positions, was arrested on a
European Arrest Warrant based on the 2008 indictments by Spanish Judge Fernando
Andreu Merelles.
The judge accused 40 Rwandan
military and political leaders of the ruling Rwanda Patriotic Front/Army of
engaging in reprisal killings and mass massacres in the years that followed the
1994 Genocide against the Tutsi.
Mr Merelles indicted the
officials for genocide, crimes against humanity and terrorism which resulted in
the deaths of hundreds of thousands of civilians, including eight Spaniards.
The Rwandan government vehemently denied the accusations.
Over the years, Kigali
dismissed the indictments and questioned their credibility, labelling them
“politically motivated”. President Paul Kagame has also on many occasions
spoken out against the indictments.
“The Bruguière (French Judge
Jean Louis) and Spanish indictments were created to merely inconvenience
Rwandans because they are hinged on no genuine legal premise and are not meant
to serve any justice or cause.
“For universal jurisdictions
to be credible, it has to go both ways and not the situation where we only have
some powerful nations having jurisdictions over less powerful ones,” President
Kagame said in 2012.
Diplomatic spat
The arrest of one of Rwanda’s
most senior military men is likely to spark diplomatic tension between the two
countries that have been good allies over the last 21 years. UK has been
Rwanda’s biggest foreign donor for over a decade now.
Kigali is also questioning the
motive and timing of the arrest.
“Gen Karake has travelled to
the UK on many occasions on official duty. There are questions as to why the
arrest happened now and not on the many times he has travelled there before,” a
military source told The EastAfrican.
The incident is reminiscent of
2008 when German authorities arrested Rose Kabuye, then head of President
Kagame’s Protocol, and handed her over to French authorities.
The arrest of Ms Kabuye
further strained already tense diplomatic ties between Rwanda and France. In
2006, Rwanda expelled the French and closed their embassy in Kigali after a
French Judge issued indictments against senior RPF officials.
While Ms Mushikiwabo is in the
UK to try diffuse the situation, it is not yet clear what measures Rwanda would
take if the UK decides to hand him over to Spanish authorities

There is a western tale about an emperor who liked
showing off during ceremonies he organised at his palace, pretending how great
and intelligent he was. Two weavers proposed to make for him an invisible cloth
that would only be appreciated by clever people, but stupid ones, because of
their ignorance, would be incapable since they wouldn’t be able to see it.
The weavers extorted a lot of money from the emperor
to process the cloth. Once finished they made him wear it. While totally naked
but with the invisible cloth on, he walked among his subjects in the hall of
the banquet. None of his terrorized people could say a thing for fear of being
considered as stupid. It was only a child who in the audience told her parents
she was with – and speaking quite in a noticeable way – that the emperor was
naked.
This is the tale that the piece initially written on
08.05.15 in Kinyarwanda by the editor of theRwandan, Marc Matabaro, reminds me
of. He asked me to translate it for English speakers. First and foremost
he will forgive me if I don’t, in his views or those who will have read the
other version, manage to reproduce fully what he meant in his original text. He
should be however assured that I will have done my best. Please find below the
translation.

It was reported that the Rwandan parliament had so far received2
million signaturesrequesting change of the
constitution to allow president Kagame to participate in the next presidential
elections. Let me remind you that two million is the same number as the one of
those sentenced by Gacaca courts which judged one side and one ethnic group
only.
While the Rwandan regime is fuelling chaos in Burundi and even trying to
tarnish president Nkurunziza’s image internationally,President
Kagame has this time expressed where he stood on the Burundian case. It’s true his views were normally known, but what was missing was the
platform for their public announcement.
On the opposite of his colleague, in order to show that he is liked by his
citizens, president Kagame confirmed that president Nkurunziza’s compatriots
don’t want him; it is questionable if president Kagame organised any surveys to
measure the likelihood of his assertion! “If your own citizens tell you
we don’t want you to lead us, how do you say I am staying whether you want me
or not,”said Kagame.

In Rwanda there is no respect of human rights, and for that reason
president Kagame is not entitled to be teaching democracy to Burundians.
What president Kagame forgets
is that president Nkurunziza, accepts at least that those who don’t want him to
voice their grievances publicly, while in the case of Rwanda there is no
respect of human rights, and for that reason president Kagame is not entitled
to be teaching democracy to Burundians.
While president Kagame accuses president Nkurunziza of bad governance and
consequently claims that his citizens are requesting his removal, president Kagame
forgets deliberately what he said publicly when he announced when he won’t have someone to replace him at the
end of his term in office, he will have failed.
President
Kagame made the accusation far away from Rwanda at a conference organised by St Gallen University in Switzerland
during its annual symposium; it is well documented when Rwanda is planning to
get involved in regional suspicious operations, president Kagame makes sure he
is outside of his country.
From tangible evidence president Kagame is more and more showing who he is
and how he is involved in the Burundian crisis. Rwandan security services
searched for Burundians on their payroll in Burundi and linked them with
Belgian lawyer Me
Bernard Maingain who normally represents RPF’s interests in the case of the
shooting down president Habyarimana’s plane. The plan was to fabricate factual elements that might show that there
were plans for a genocide in Burundi then send them to UN. This Maingain
confirms that Burundi is on the verge of using Interahamwe and FDLR to execute
the genocidal plan.
This strategy goes hand in hand with the
recruitment of some Burundian politicians. There is evidence that even foreign
organisations appear to be implicated.
Furthermore, there is the Burundian class of politicians who want to get into
power without passing through elections and therefore oppose
the holding of planned elections.
The observed vivid discreditation of president Nkurunziza is accompanied
with the ongoing crazy hype in Rwanda where on every inch of the
territory almost
all citizens and associations, except the Catholic
Church, are being asked to write
letters requesting change to the constitution. There are even those
apparently reported
saying that if president Kagame was not allowed to be elected again, they were
ready to die!
The way things are evolving is that every effort is being put into the
forced signing of testimonies of support so that the operation is completed by
the end of the month. Speculators confirm that president Kagame wants to change
the constitution while people are preoccupied and distracted by the Burundian
crisis, given the fact that the
Rwandan regime is actively supporting those opposed to President Nkurunziza by
giving them channels of expression.A fast track referendum
appears to be very plausible because the international community is more
seriously preoccupied by the Burundi crisis (than anything else), in the sense
that if that Rwandan referendum on its constitution could be done without major
incident that “would oppose that will of the people,” given that there is
already 2 million testimonies of support to show whoever would be doubtful.
There is not much to say about such referendum since we know well how Rwandan
elections are run and rigged.In addition to changing the constitution, by so doing allowing president
Kagame to rule indefinitely or become a king, in the coming days Rwandans will
be soon asked to be praying a god called
Kagame!Even though the RPF regime carries on intimidating and oppressing Rwandans,
there are however some among them who have overcome their fear, so much so that
Kagame and his government cannot hope 100% that there won’t be any huddles
given that there are anonymous
tracks in Rwanda, particularly
in university circles, calling the youth to rise against president Kagame.

"In a dictatorship, one individual has managed to accumulate power and authority to the extent that he or she is the voice and will of the government and, therefore, the people. Dictators are sometimes called totalitarians because all political life is centered on a single individual. The totality of everything the government does revolves around the dictator.
A dictator’s source of power is almost always fear, usually engendered by a loyal paramilitary force that keeps political opponents and uprisings in check. All government officials serve at the will of the dictator. If there is a hint of disloyalty, these people are routinely removed from their positions and, in many instances, executed. Totalitarian economies are almost uniformly command and control economies. Some free market activities exist, but nothing is free from the grasp of the dictator. The structures and functions of government can be altered in any way the dictator pleases. The only redeeming aspect of a totalitarian regime is that it might be slightly better than outright anarchy".

Kigali Rwanda - It can be very difficult to imagine what would happen when a leader who is like the glue that sticks people and institutions together departs from power or remain on power illegally. The president of Rwanda, alike Rwanda’s former leader Habyarimana, is considered to be capable and a warrior. He is feared by his people and whatever he orders; it is quickly done without questioning. As a former guerrilla commander; He is a man with authority indeed. He does not repeat himself, he is a result oriented president and his passion is to see things being done the way he would like it. For some Rwandans, he is hush and a man with absolute authority and for other Rwandans he is just a warrior, a president who fought wars and liberates the country and revenge for his people and to later to become a man who he is today and a man who holds a key of peace in his hands.
There are a number of Rwandans who fear what tomorrow will bring for Rwanda and many of these Rwandans feel too much will occur if president departs from political office. As ideology goes some Rwandans try to think positive (naïve) hence their campaign for him to keep being the glue that holds them together and others like me, feel that time has come for Rwanda to start building strong institutions are not build on individualism ideology but on sense of nationhood and pride but under one party system, the constitution is going to be amended to allow one man to contest for a third time and keep playing the role to stick people and institutions together and most importantly Rwanda’s current political coalition.
The following are likelihood if the plan to change and amend the constitution goes ahead.
1.Parliamentarian game
This game has already started. Using the ministry of local government, vulnerable Rwanda citizens are contacted and are forced to sign their petitions to demand Kagame’s third term in office. These petitions are then bundled together and brought back to the parliament building and public ceremony is held as a propaganda to show the entire world that in fact, the people of Rwanda want president Kagame to keep his office for a third term.
There is a hint that the parliament is going to look at those petition from people who want Kagame to stay and those who don’t want third term( Only one man Frank, managed to reach parliament building with his against petition but there was no ceremony ) in June 2015 and the likelihood is that the parliament may not decide in June, it may choose to keep stocking their forged people’s petition for a third term until the same people are manipulated to occupy Rwandan streets demanding Kagame’s third term. Forcing people to go into street and demand Kagame’s leadership, is going to be a game that takes off any shame in the face of those who will make decision to change the constitution in its article 101 that currently allows two presidential term limits.
The reason number one that make most Rwandans feel Rwanda is not their home under a certain leadership like RPF led government is that the parliament does not take charge of Rwanda, it is full of individuals who are salary driven and being nominated by their political party and not directly voted by the people, it is impossible that Rwanda’s members of parliament would create a country that any Rwanda can call his or her home hence these so called member of parliament , don’t consider it to be a shame and a betrayal to a country when trying to manipulate the country and her people because they were given a ticket to a parliamentary seat ; not by the people and country but by the president himself who nominates them under their political party.
2.The political game from Political parties in coalition with RPF
We all know that the only political party that exists in Rwanda is green party and we already know that the president of green party Frank Habineza has refused to support the third term in office for the President. Most political parties in coalition fear that if Paul Kagame is to step down as the constitution states in its article 101; then it is without a doubt that the current existence of political coalition will cease to exists and those so called political opposition leaders don’t imagine to operate under a such extreme political environment hence they would support one man who is considered to be the glue that holds them together to keep his office.
Some members in these political oppositions in coalition with RPF may not agree to idea and these political parties would ensure that those who are on their head are President Kagame’s married wives who would convince and if not consent their political members to agree to a third term for president Kagame and we have already started seeing some Rwanda’s opposition parties reshuffling their leadership with PSD the second Rwanda’s largest party removing Dr Ntawukuriryayo as a leader of that party replacing him with DR Biruta, a long term best friend of President Kagame. This reshuffle in opposition parties who are in coalition with RPF ensures silence should the Rwandan constitution to lift presidential terms in office is changed.
3.President Kagame’s own game
President Kagame is the best when it comes to his own political game. He is a man who is capable to hide himself behind humbleness but definitely, he is a man who knows what he wants and who can take advantages if necessary. His recent conference with journalist, he was asked of what he thinks about the ongoing campaign for him to stay in office and he explained two thoughts of school and he said he was with those who say, he should respect the constitution and later, he said he was open for a third term!
So the game is even the constitution is changed to allow him to run for a third term, President Kagame is likely to refuse to straight away go and say , I am now running for a third term in office in fear of causing chaos and international outrage but instead, he will let another person context for a president. Whoever will contest for a president other than President Kagame is likely to fail, 2, 3 or 4 years later; president Kagame would resume his office as usual because legally, he would not be barred from being a president an after he becomes once again the president, he would be for life.
As conclusion, I urge all Rwandan leaders to show due respect to our constitution and respect the right of every Rwandans to follow a political party of their choices. All members of parliament to be directly voted by the people not their political parties. Allow all political changes to take place because the mistake would be to prevent an unavoidable change from taking place.

CONGRESS TO HOLD HEARING ON RWANDA'S TROUBLING HUMAN RIGHTS RECORD
WASHINGTON, May 14, 2015 /PRNewswire/ -- The House Foreign
Affairs Subcommittee on Africa, Global
Health, Global Human Rights and International Organizations announced today
that it will hold a hearing on May 20 to examine Rwanda's deteriorating human rights
record under President Paul
Kagame.
The hearing, "Developments in Rwanda,"
will feature testimony from several experts on Rwanda including David Himbara, a
former top economic aide to President Kagame and coordinator of the North
American branch of Democracy in Rwanda Now (DIRN); Robert Higiro, a former
Rwandan army major who fled the country when he was ordered to assassinate
Rwandan dissidents living in South Africa; and Robert Jackson, Principal
Deputy Assistant Secretary in the US Department of State's Bureau of African
Affairs.
"I highly commend Chairman Christopher Smith (R-NJ) and Ranking Member Karen Bass
(D-CA) for holding this very important hearing, which will shine a brighter
spotlight on Rwanda's troubling and worsening human
rights record," said Mr. Himbara.
"I sincerely hope that this
hearing, in addition to raising awareness among members of Congress and the
American people about President Kagame's repressive regime, serves as a
critical step toward ending the troubling, long-established authoritarian governance
of Rwanda. The Rwandan
people deserve to live in a country of opportunity and freedom, not one of
tyranny and fear."
In recent years, President Kagame has
taken deliberate steps to control Rwandan media, silence all opposition and
quiet those who criticize his regime, as evidenced in Human Rights Watch's
World Report 2015. The US State Department has condemned these actions, with
spokesperson Jen
Psaki noting
in a Jan. 16, 2014, press briefing that the
United States is
"troubled by the succession of what appear to be politically motivated
murders of prominent Rwandan exiles."
Many Rwandan opposition activists have
disappeared or died under mysterious circumstances; the State Department's 2013
Country Report on Human Rights Practices states that Rwanda has "major human rights
problems," including "arbitrary or unlawful killings both inside and
outside of the country, disappearances, torture, harsh conditions in prisons
and detention centers, arbitrary arrests, prolonged pretrial detentions and
government infringement on citizens' privacy rights."
Democracy in Rwanda Now (DIRN) is a non-profit,
non-governmental organization that promotes democracy, free speech and human
rights for Rwandans.
