How to proceed for revolution in Rwanda:
  1. The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
  2. Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
  3. Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
  4. Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
  5. The dictator kills himself in an act of desperation – e.g., Hitler in 1945.
  6. The dictator is assassinated by people near him – e.g., Julius Caesar of Rome in 44 AD was stabbed by 60-70 people (only one wound was fatal though).

Kagame, you can't hide, we charge you with genocide.

You can't hide your lying eyes. It is the genocide deniers -- the rulers and lobbies of Kagame who are the ones impeding progress. Denying the truth does not invalidate it. To Bill Clinton, Tony Blair and other deniers and obstructionists we say: “Your tactics are transparent. The perpetrators, beneficiaries and enablers of the ongoing genocide against the Hutu people will be brought to justice. You can hide from the truth, but you can't hide the truth. We will persist, and the truth will prevail.”
 


[Since 1994, the world witnesses the horrifying reality : the Tutsi minority (14%) ethnic domination, the Tutsi minority ethnic rule, tyranny and corruption in Rwanda. The current government has been characterized by the total impunity of RPF criminals, the Tutsi economic monopoly, the Tutsi militaristic domination with an iron hand, and the brutal suppression of the rights of the majority of the Rwandan people (85% are Hutus), mass-arrests and mass-murder by the RPF criminal organization.

So long as justice and accountability for RPF past and current crimes are ignored and delayed, Peace and Stability will remain illusive and impossible in Rwanda=>ASIF]




Let's see how Paul Kagame's chief apologists, Bill Clinton, Hillary Clinton, Ban Ki-Moon, and Tony Blair help the co-architect of Rwanda’s genocide spin his way out of the accusations in a yet-to-be published United Nations report, that his troops committed genocide in Congo during the 1990s.
The report is scheduled to be released in October and according to media accounts it exhaustively documents the massacres of tens, perhaps hundreds of thousands of Hutu refugees who had fled to Congo after Rwanda’s President Juvenal Habyarimana was assassinated --a dastardly deed which courts in France and Spain have pinned on Kagame-- Rwanda erupted in massacres and the country was overrun by an invading army from Uganda.
“A genocide in Africa has not received the same attention that genocide in Europe or genocide in Turkey or genocide in other part of the world. There is still this kind of basic discrimination against the African people and the African problems.”

Rwandan soldiers, using Darfur military ammunition in Democratic Republic of the Congo,  have been accused of mass killing of Congolese Hutu civilians and Rwandan refugees (.

RDF combat equipment (to be used in Darfur) seized in the Eastern region of DRC: Among them were kalachnikov AK 47 and AK 74, handcuffs, military radio equipment, mess tins and camp cooking equipment, combat clothing.
The commander of the army which invaded Rwanda on October 1, 1990—the army was actually units of Uganda's regular national army which was then renamed the Rwanda Patriotic Front (RPF)-- was Paul Kagame (corrected by ASIF)the murdered Rwigyema, Kagame replaced him 4 days later. He trained at Fort Leavenworth, in the U.S. shortly before the invasion, during the Bill Clinton George H.W. Bush administration(corrected by ASIF), Bill Clinton was elected president in 1992. The spiritual commander and financier of the operation was Uganda’s President, Gen. Yoweri K. Museveni.
There were also news accounts, including in The New York Times that Uganda provided the missile used to shoot down Habyarimana’s presidential plane, also killing the president of Burundi. Watch the video to find out !

Rwanda's history has been sad and brutal. Kagame's family fled massacres directed at Tutsis in 1960 1959 when the Hutu majority overthrew a Tutsi monarchy. He grew up in Uganda. In the 1980s, he was recruited along with thousands of other Tutsi refugees into Museveni's rebellion in Uganda. When Museveni came to power in 1986, the fighters were rewarded.
Kagame later became chief of Uganda's military intelligence.
Many analysts predicted that the 1990 Museveni-sponsored invasion of Rwanda could spark unspeakable massacres. In a short piece I published in The New York Times on April 20, 1994, I offered an analogy similar to the following: What if Pakistan were to sponsor an invasion of India, and have the Indian prime minister assassinated, while units of the Pakistan army --comprised of Muslims and renamed, for this comparison, the India Patriotic Front-- moved to seize Delhi? What would happen to India's Muslim minority?

In fact, in past columns I maintained that Kagame and Museveni planned the assassination of Habyarimana knowing full well that it would invite the mass murder of Tutsis by the Hutu majority; Museveni's army, on loan to Kagame under the name

Rwanda Patriotic Front (RPF) would then march into the capital of Kigali and "restore" law and order as "liberators." The arsonists would put out the fire and take the credit for extinguishing a conflagration they had ignited.

France's first counter terrorism judge, responsible for looking into serious crimes, Jean-Louis Bruguière in 2006 came to the same conclusion and indicted Kagame: that Kagame planned the assassination hoping it would provoke the killings and chaotic conditions that would follow --begging for a "liberator" -- macabre as it may sound.

Bill Clinton’s administration went with the program. Museveni and Kagame had sold the master plan as a great opportunity to dislodge the snobbish French influence from Central Africa. That's probably why Clinton even opposed a robust international intervention plan to halt the massacres--it would have ruined the Museveni/Kagame script and denied the RPF the opportunity to be hailed as heroes. What better explanation could there be to stand by and watch the killings which lasted several weeks?
One million or so dead? Under the Clinton-Museveni-Kagame reckoning, this was acceptable collateral damage.

U.S.-supported Gen. Museveni has been a genocidal killer in the East and Central Africa region for more than a quarter century now; that is without debate. He is also co-architect of the Rwanda calamity.

Museveni has been consistent. In Uganda, he confined a whole ethnic population, the Acholis in camps where several hundreds of thousands died over more than two decades. In Congo, his army committed genocide in eastern Congo when it occupied part of the country—estimates of Congolese death as a result of the war unleashed by Uganda and related fighting and calamities reached seven million.

The International Court of Justice (ICJ) found Uganda liable for what amounts to war crimes and awarded Congo $10 billion compensation in 2005. The International Criminal Court also started its own investigation, according to an article in The
Wall Street Journal on June 8, 2006.

The United States training mission in Rwanda was and still is about training RPF criminals.

Today American military services work hard to establish a context that reduces the likelihood of atrocity. We provide training in "core values."
Training centers are supposed to rely on fundamentals, described as "The Soldier's Rules":
  • Soldiers fight only enemy combatants.
  • Soldiers do not harm enemies who surrender. Disarm them and turn them over to your superior.
  • Soldiers do not kill or torture enemy prisoners of war.
  • Soldiers do not attack medical personnel, facilities, or equipment.
  • Soldiers destroy no more than the mission requires.
  • Soldiers treat all civilians humanely.
  • Soldiers do not steal. Soldiers respect private property and possessions.
  • Soldiers should do their best to prevent violations of the laws of war.
  • Soldiers report all violations of the laws of war to their superior (Nash, 2002: 16). (2)
Why and how then the DARFUR peacekeeping combat equipment was found in Congo with RDF and CNDP soldiers? How do the UN explain that?

Apparently the ICC investigation of Museveni's role in the crimes for which the ICJ found Uganda liable has been blocked by Moreno Ocampo, the prosecutor whose ethics are highly questionable, given that he is alleged to have raped a female journalist in South Africa.

Senior Program Officers Ted Feifer and Keith Bowen just completed a 3-day workshop preparing 47 Rwandan military officers for forthcoming Rwandan Defense Forces (RDF) deployments with the United Nations/African Union Mission in Darfur (UNAMID). The training was conducted in partnership with the Department of State's African Contingency Operations and Training Assistance Program (ACOTA). The workshop was held February 4-6, 2008 at the RDF training base at Gako, one hour's drive south of Kigali

Without Ocampo, it’s possible that Museveni may well be on his way to the Hague to answer for the Congo crimes. (We can expect Uganda to also announce that it would also withdraw its forces from Somalia if the ICC were to ever indict Museveni).

Yet Kagame, from early on, also provided evidence that he was up to the task. He had learned well from his mentor, Museveni, even before he came to power in Rwanda in 1994.
In fact, Raymond Bonner, a New York Times correspondent once wrote an article during the tumultuous period in 1994 after the massacres, about the RPF arriving at a location in Rwanda and literally killing everyone in sight. Bonner must have found this incident confusing. Why would the celebrated "liberators" kill Tutsis as well as Hutus indiscriminately if Hutus were the "bad" guys?

Of course, it would only make sense if Kagame's primary goal was to escalate the body count. After all, later, when the skulls were stacked up in the memorial museums, who would know who was a Tutsi or Hutu victim? Who would know who were killed by Habyarimana's defeated and discredited army, or the Museveni army on loan to Kagame? To the outside world, all the skulls would represent victims of the “evil” Hutus and had it not been for Kagame’s victory, so goes the narrative, many

more skulls might have joined the pile.

Now we come to the United Nations report which is due to be published in October. The world is a very funny place. The international community pretends that there is need for a United Nations report to show that Kagame's army and its Congolese


militia allies, committed genocide in Congo when it pursued the more than one million Hutus who fled to Congo when the RPF seized control. Forget that The New York Times' Howard French –who was an exception; the rest of the Times’ reporters,

including Donatella Lorch, sold the narrative of Kagame as liberator-- wrote a number of articles about the massacres at the time. There were even accounts of bodies being meticulously incinerated.

Why was there a cover-up of the massacre of Hutus? Because Kagame was sold to the international community as the "good guy" who had liberated Rwanda from the "evil" Hutus. Admitting that Kagame was a mass killer would undermine the Hollywood script and make supporting him unpalatable.

So, the fiction blossomed, with people like Bill Clinton, now a former president, and Blair, a former prime minister, extolling Kagame's virtues, in articles, or having Kagame as an invited speaker at Clinton's annual Global Initiative meetings. Seated next to other world leaders in a fine suit, who could believe that Kagame’s hands were so bloodstained?
“I believe the only time when we can call for intervention is when there is an ongoing genocide”.

Indeed, many Hutus committed the terrible massacres that followed Habyarimana’s assassination in 1994, four years after Uganda invaded Rwanda. Not all Hutus could have participated in these murders. Yet, a whole ethnic population, Hutus, who make up perhaps 85% of the population, have been demonized and unfairly tagged with the “genocide” label.
As witnessed in the run-up to the recent sham elections in Rwanda, the Kagame regime has elevated Hutu demonization to national policy--anybody who questions the established narrative of the 1994 tragedy is a "genocide denier" and disqualified

from national elections, or murdered, as in the case of some opposition leaders there.

So, it’s not surprising that Kagame would like to have the United Nations report implicating his army in genocide of Hutus in Congo blocked. It's also not surprising that some elements within the United Nations, including reportedly Secretary General

Ban Ki-Moon want to have reference to "genocide" removed from the report; the international community is obligated to act against those who commit genocide.

Noun 1. preparedness - the state of having been made ready or prepared for use or action (especially military action); "putting them of each potential troop contributor to meet the provisions of the memoranda of understanding on the requisite training and equipment requirements, prior to deployment; those that do not meet the requirements must not deploy;
Ban Ki-Moon, probably encouraged by Washington and London, apparently sees genocide as an inconvenience that the United Nations does not need to deal with—not unless it involves Sudan’s Omar Hassan al-Bashir and Darfur of course.

This week Rwanda threatened to pull out its troops that are part of peace keeping operations in the Sudan's Darfur region. Ban Ki-Moon has urged Rwanda not to withdraw. What a repulsive response. The United Nations should be demanding that


Rwanda withdraw its army, given the alleged crimes in the impending UN report, instead of begging it to maintain its forces in UN peace keeping. Ban Ki-Moon’s appeal to Rwanda is shameful and contemptible—it confirms that when his term

expires at the end of the year, he should be eased out of the job as world’s top diplomat.
At the end of the day, Ban ki-Moon is probably doing the bidding of the powers in Washington and London. It’s also worth watching Kagame’s chief apologists, Clinton and Blair, who have both remained silent since Rwanda’s sham elections which Kagame “won” by 93% .

People who genuinely care for Africa and for the citizens of Congo and Rwanda should not remain silent when the West and a handful of individuals play with the lives of millions of Africans.

The Internationally-created special court prosecuted the killers of Tutsis. Now it’s time to bring to book the killers of Hutus, including the foreigners who aided and abetted the ugly deeds. A good start is to release the United Nations report without whitewashing by Ban Ki-Moon.

Rwanda : Vague laws used to criminalise criticism of government


Rwanda’s new government must urgently review vague ‘genocide ideology’ and ‘sectarianism’ laws that are being used to suppress political dissent and stifle freedom of speech, Amnesty International said in a report released today.

Safer to Stay Silent: The Chilling Effect of Rwanda’s Laws on ‘Genocide Ideology’ and ‘Sectarianism’ details how the vague wording of these laws is misused to criminalize criticism of the government and legitimate dissent by opposition politicians, human rights activists and journalists.

“The ambiguity of the ‘genocide ideology’ and ‘sectarianism’ law means Rwandans live in fear of being punished for saying the wrong thing,” said Erwin van der Borght, Africa Program director at Amnesty International. “Most take the safe option of staying silent.”

Amnesty International found that many Rwandans, even those with specialist knowledge of Rwandan law including lawyers and human rights workers, were unable to precisely define ‘genocide ideology’. Even judges, the professionals charged with applying the law, noted that the law was broad and abstract.

In the lead-up to the August 9 presidential elections two opposition candidates were arrested and charged, among other things, with ‘genocide ideology’. A newspaper editor was also arrested on the same charge.

The BBC and VOA have both been accused of disseminating ‘genocide ideology’ by the government. These accusations led to the suspension of the BBC Kinyarwanda service for two months from April 2009.

At a local level individuals appear to use ‘genocide ideology’ accusations to settle personal disputes. These laws allow for the criminal punishment even of young children under 12, as well as parents, guardians or teachers convicted of “inoculating” a child with “genocide ideology”. Sentences for convicted adults range from 10 to 25 years imprisonment.

The ‘genocide ideology’ and ‘sectarianism’ laws were introduced to restrict speech that could promote hatred in the decade following the 1994 genocide. Up to 800,000 Rwandans were killed in the genocide, mostly ethnic Tutsi, but also Hutu who opposed the organized killing. Prohibiting hate speech is a legitimate aim, but the approach used by the Rwandan Government has violated international law.

The Rwandan government announced a review of the ‘genocide ideology’ law in April 2010. The government should also launch a review of the ‘sectarianism’ law and demonstrate a new approach to freedom of expression in order to stem the chilling effect of past legislation.

The Rwandan government must significantly amend the laws, publicly express a commitment to freedom of expression, review past convictions and train police and prosecutors on how to investigate accusations.

“We hope that the government review will result in a meaningful revision of the ‘genocide ideology’ and ‘sectarianism’ laws so that freedom of expression is protected both on paper and in practice,” said Erwin van der Borght.

Rwanda : Le gouvernement se sert de lois formulées en termes vagues pour ériger toute critique en infraction

Le nouveau gouvernement du Rwanda doit de toute urgence réviser les lois relatives à l’« idéologie du génocide » et au « sectarisme », rédigées en termes vagues, dont il se sert pour éradiquer toute dissidence politique et museler la liberté de parole, a dénoncé Amnesty International dans le rapport qu’elle publie ce mardi 31 août 2010.

Intitulé Safer to Stay Silent: The Chilling Effect of Rwanda‘s Laws on ‘Genocide Ideology’ and ‘Sectarianism’, ce document montre que ces textes de loi, formulés en termes vagues, sont détournés pour ériger en infractions les critiques visant le gouvernement et la dissidence légitime qu’exercent les politiciens de l’opposition, les défenseurs des droits humains et les journalistes.

« En raison de l’ambiguïté des lois sur l’" idéologie du génocide " et le " sectarisme ", les Rwandais vivent dans la peur d’être punis pour avoir dit ce qu’il ne fallait pas, a expliqué Erwin van der Borght, directeur du programme Afrique d’Amnesty International. La plupart choisissent la sécurité et préfèrent se taire. »

Amnesty International a constaté que de nombreux Rwandais, y compris des spécialistes de la législation rwandaise, notamment des avocats et des défenseurs des droits humains, se montraient incapables de définir précisément la notion d’« idéologie du génocide ». Même les juges, professionnels chargés d’appliquer la loi, ont noté le caractère vague et abstrait de ce texte.
À l’approche de l’élection présidentielle du 9 août, deux candidats de l’opposition ont été arrêtés et inculpés, entre autres chefs, d’« idéologie du génocide ». Le rédacteur en chef d’une publication a également été interpellé pour les mêmes motifs.

En outre, le gouvernement a accusé la BBC et Voice of America de diffuser l’« idéologie du génocide », ce qui a débouché sur la suspension des émissions de la BBC en langue kinyarwanda pendant deux mois à compter d’avril 2009.


Au niveau local, des personnes se seraient servies d’accusations d’« idéologie du génocide » pour régler des différends personnels. Aux termes de ces lois, il est possible de sanctionner pénalement des enfants âgés de moins de 12 ans, ainsi que leurs parents, tuteurs ou enseignants si ceux-ci sont reconnus coupables de leur avoir « inoculé » l’« idéologie du génocide ». Ces adultes encourent des peines d’emprisonnement comprises entre 10 et 25 ans.
Les lois relatives à l’« idéologie du génocide » et au « sectarisme » ont été adoptées afin de faire barrage aux discours incitant à la haine au cours de la décennie qui a suivi le génocide de 1994. Quelque 800 000 Rwandais ont péri lors du génocide, pour la plupart des Tutsis, mais aussi des Hutus opposés à ce massacre organisé. Prohiber les discours de haine est un objectif légitime, mais l’approche retenue par le gouvernement rwandais bafoue le droit international.
Il a annoncé la révision de la loi sur l’« idéologie du génocide » en avril 2010. Il lui faut entreprendre de réviser la loi relative au « sectarisme » et adopter une nouvelle politique en matière de liberté d'expression, en vue de juguler les effets dévastateurs de ces textes de loi.
Il doit remanier ces lois, s’engager publiquement en faveur de la liberté d’expression, réexaminer les condamnations prononcées par le passé et former les policiers et les procureurs s’agissant des enquêtes menées sur ces accusations.

« Nous espérons que la politique du gouvernement débouchera sur une réelle modification des lois relatives à l’" idéologie du génocide " et au " sectarisme ", afin que la liberté d’expression soit protégée, sur le papier comme dans la réalité », a conclu Erwin van der Borght.

Sur près de 600 pages, ce document, dont Le Monde a obtenu une version quasi définitive, décrit les "violations les plus graves des droits de l'homme et du droit international humanitaire commises entre mars 1993 et juin 2003 en RDC".

In November 1996, as a by-product of the genocidein Rwanda two years earlier, a major humanitarian crisis erupted in Central Africa on the border between Zaïre and Rwanda.
Redoutée par les principaux acteurs régionaux de l'interminable drame humain dans la région des Grands Lacs, la radiographie sans précédent des crimes jalonnant dix ans de guerre en République démocratique du Congo (RDC, ex-Zaïre) que vient d'établir le Haut-Commissariat des Nations unies aux droits de l'homme (HCDH) est accablante, principalement pour le Rwanda voisin.
Derrière l'intitulé se cache une décennie de meurtres, viols, pillages auxquels prirent part plusieurs pays de la région. Des conflits qui firent un nombre indéterminé de morts, mais qui se chiffrent au bas mot en centaines de milliers.

La compilation des rapports existants et la collecte de nouveaux témoignages menée par le HCDH fournissent une base pour des poursuites judiciaires à venir contre les auteurs de ce que le HCDH qualifie de "crimes contre l'humanité, crimes de guerre, voire de génocide" après des années d'impunité.

"CRIMES DE GÉNOCIDE"

Depuis des semaines, le Rwanda déploie ses réseaux et son énergie pour tenter d'étouffer ce rapport qui risque d'atteindre le cœur du régime du président Paul Kagamé, l'homme fort du Rwanda depuis 1994.

Le document estime en effet que "les attaques systématiques et généralisées [contre des Hutu réfugiés en RDC] révèlent plusieurs éléments accablants qui, s'ils sont prouvés devant un tribunal compétent, pourraient être qualifiés de crimes de génocide".
Il reste à savoir quel tribunal se chargera de cette œuvre de justice alors que la plupart des crimes sortent du champ de compétence de la Cour pénale internationale.


Face aux insuffisances de la justice congolaise, le HCDH insiste sur la nécessité d'imaginer de nouveaux mécanismes judiciaires pour mettre fin au cycle de l'impunité dans la région.

THE United Nations has accused Rwanda of wholesale war crimes, including possibly genocide, during years of conflict in the Democratic Republic of Congo.
An unprecedented 600-page investigation by the UN High Commissioner for Human Rights catalogues years of murder, rape and looting in a conflict in which hundreds of thousands were slaughtered.



More than one million Rwandans fled into DR Congo, then Zaire, in 1994. The political cost of standing with Rwandan President Paul Kagame mounts by the hour.

La "guerre contre le terrorisme" menée par les États-Unis déstabilise les gouvernement populaires, les communautés et les sociétés indigènes à travers le monde . Les Etats-Unis sont intervenus pendant des années dans la région - la multinationale américaine Union Carbide par exemple contrôlait les mines SOMIKIVU dans la province du Kivu au Congo au début des années soixante, mais par le biais d'un partenariat militaire croissant avec les agents clés en Afrique centrale depuis 1980, les interventions américaines ont provoqué des pertes humaines sans précédent, favorisées par les politiques gouvernementales directes des Etats-Unis, les opérations clandestines militaires et de guérilla menées sous couvert de "maintien de la paix", de politique "humanitaire" et de "développement".
