Le Tribunal pénal international pour la RDC en marche

Les dernières actions menées par les instances de la Communauté internationale concourent vers la mise en place d’un Tribunal pénal international pour la République démocratique du Congo.

La secrétaire d’Etat américaine, Hillary Clinton, a été l’une des premières hautes personnalités étrangères à reconnaître que plus de 5 millions de personnes ont été tuées au Congo. Elle a plaidé pour que justice soit faite afin que les criminels répondent de leurs actes abominables devant la justice.

Hier mercredi, à Genève, l’ONU a présenté des «Rapports spéciaux des droits de l’ONU sur les événements de Kiwanja et Kanyabayonga ». Le CNDP a été accusé dans le premier cas et les FARDC sont pointées du doigt dans le second. La mise en place d’un Tribunal pénal international pour la RDC se précise.

Le Bureau conjoint des Nations unies des droits de l’homme, BCNDH, a confirmé que « 67 exécutions arbitraires » ont été commises par le CNDP. Il s’agit « des massacres perpétrés à Kiwanja, au Nord-Kivu, le 5 novembre 2008 par les Forces du Congrès national pour la défense du peuple, CNDP ». La plupart des victimes sont des hommes et jeunes garçons.

Cette précision a été donnée par M. Kevin S. Kennedy, directeur de la Division d’information publique de la Monuc à l’occasion de la présentation des « Rapports spéciaux de droits de l’homme » sur les événements de Kiwanja et de Kanyabayonga. Pour le dernier cas, il a été reproché aux FARDC les violations des droits de l’homme commises à Goma et à Kanyabayonga en octobre et novembre 2008.

Selon ce rapport spécial, les allégations non confirmées reçues par les Officiers des droits de l’homme (HROS) suggèrent que le nombre de victimes pourrait être beaucoup plus élevé. En effet, le rapport spécial note ceci : « Le CNDP a pris le contrôle de Rutshuru et de Kiwanja le 28 – 29 octobre, ne rencontrant aucune résistance de la part des FARDC ou des Maï Maï. Le 4 novembre, les combattants Maï-Maï sont entrés dans Kiwanja et des affrontements lourds ont éclaté dans la matinée.


Les combats ont débuté à Buturande où les Maï-Maï ont kidnappé un journaliste belge et ses deux collègues congolais, ainsi que certains membres du CNDP. Les combats se sont alors déplacés dans d’autres endroits de la ville et les Maï Maï ont repoussé le CNDP derrière la colline Kamulina et auraient tué au moins deux officiers du CNDP.

Le matin du 5 novembre, le CNDP, réorganisé et renforcé par des troupes provenant de la zone de Rutshuru, est ré-entré dans la ville et a repoussé les Maï-Maï. Les Maï-Maï se sont retirés de Kiwanja et le CNDP a ensuite conduit des opérations de recherche, des tueries ciblées en représailles et d’autres violations des droits de l’Homme ».

TRIBUNAL INTERNATIONAL

Selon le Bureau conjoint des Nations unies des droits de l’homme, ce rapport spécial a été transmis aux autorités congolaises et à la Justice internationale. Il va sans dire que l’on attend du gouvernement congolais et des instances judiciaires internationales des mesures conséquentes visant à traduire tous les criminels devant la Justice pour crimes contre l’humanité.

Mais plusieurs observateurs estiment qu’il est temps que soit institutionnalisé un « Tribunal pénal international » pour la République démocratique du Congo, à l’instar de l’ex-Yougoslavie et le Rwanda. En effet, il devient de plus en plus curieux de constater que cette même communauté internationale traîne les pieds là où il y a eu des crimes abominables, avec un bilan plus élevé que celui de la Deuxième Guerre mondiale.

Petite consolation tout de même avec la dernière déclaration de la secrétaire d’Etat américaine, Hillary Clinton, laquelle a reconnu que le conflit armé en RDC a déjà causé plus de 5 millions de morts. Ajouter à cela, les pires violations sexuelles jamais enregistrées dans le monde. « Ce que j’ai vu, c’est la pire tragédie de l’humanité », s’est quasiment exprimée en ces termes, la secrétaire d’Etat américaine.

Le rapport spécial de l’ONU prouve à suffisance que le décompte macabre n’est pas encore clos et que si des dispositions utiles sur le plan politique, militaire et juridique ne sont pas prises, maintenant, il y aura d’autres crimes contre l’humanité.

Par ailleurs, le dernier élément enregistré au Kivu, avec la désertion d’une centaine de soldats du CNDP, intrigue plusieurs personnes. Désertion qui intervient juste à la veille de la publication de ce rapport spécial sur les crimes commis à Kiwanja et à Kanyabayonga.

Or, avant la publication de ce rapport, la Cour pénale internationale, CPI, demandait au gouvernement de Kinshasa de lui livrer Bosco Ntaganda, cité dans le procès Thomas Lubanga pour le recrutement ou l’enrôlement des « enfants soldats » de l’Ituri, fait considéré comme crime de guerre et crime contre l’humanité.

Des rumeurs circulaient déjà autour de Bo

sco Ntaganda qui se serait retranché dans un coin du Nord-Kivu, entouré de ses fidèles, afin de résister à la CPI. Cette dernière désertion serait considérée comme une réaction à ce rapport spécial et une menace contre la paix en RDC si jamais on se décidait à traduire en justice les éléments du CNDP.

Faut-il craindre la mise en mal de l’Accord de Goma et Nairobi entre le gouvernement et le CNDP ? La question mérite d’être posée au moment où des inquiétudes persistent sur un retour effectif de la paix dans la région du Kivu.

Il est acquis, maintenant, que la « dernière note diplomatique du département d’Etat américain » mettant en garde les ressortissants américains contre tout voyage dans l’Est de la RDC est réellement un signe prémonitoire. Il y a des nuages sombres dans le ciel congolais.

1. L’enquête conduite par le Bureau Conjoint des Nations Unies pour les Droits de l’Homme (BCNUDH) de novembre 2008 jusqu’au début de 2009 sur le massacre de Kiwanja du 5 novembre 2008, indique qu’une fois que les combats intenses entre les combattants Maï-Maï et le Congrès National pour la Défense du Peuple (CNDP) se sont terminés et que les Maï-Maï se sont retirés de Kiwanja, les éléments du CNDP ont conduit en représailles des exécutions ciblées de villageois, principalement des jeunes hommes qui étaient soupçonnés d’être des membres ou des collaborateurs des Maï-Maï.

Au moment de la rédaction de ce rapport, le BCNUDH avait confirmé 67 exécutions arbitraires commises par le CNDP. Cependant, des allégations non-confirmées reçues par les Officiers des Droits de l’Homme (HROs) suggèrent que le nombre de victimes pourrait être beaucoup plus élevé.

Les Maï-Maï se sont retirés de Kiwanja et le CNDP a ensuite conduit des opérations de recherche, des tueries ciblées en représailles et d’autres violations des droits de l’homme.

3. Au moment des incidents, la Monuc avait environ 120 militaires basés à Kiwanja, dans un camp militaire (COB), situé à environ 3 kilomètres des zones, qui ont été le plus durement touchées par les affrontements. Plusieurs patrouilles et missions pour évacuer le personnel humanitaire ont été organisées dès le 5 novembre.

A la suite du massacre de Kiwanja, la Monuc a été fortement critiquée pour ne pas avoir protégé les populations, une tâche explicitement prévue dans son mandat et par le droit international. Dans un effort de replacer cette critique dans son contexte, il est nécessaire de souligner que le besoin des opérations de maintien de paix de rendre opérationnelle la protection des civils est une tâche relativement nouvelle et que les méthodes de mise en œuvre sont encore au stade expérimental.

Une formation spécifique du personnel militaire pour les opérations de maintien de la paix est nécessaire. De plus, des critères précis doivent être formulés explicitant quand les soldats de maintien de la paix doivent intervenir afin de protéger les civils. Ces critères devront obligatoirement tenir compte de la nécessité pour les soldats de posséder une connaissance des dangers qu’encourent les civils dans une situation donnée et de leur capacité à faire une différence dans cette situation.

Les preuves recueillies au cours de l’enquête suggèrent que le personnel militaire qui était présent à Kiwanja au moment du massacre, n’avait pas conscience de la nature ou de l’étendue de la situation, en raison des barrières culturelle et linguistique, ainsi que de l’absence de communication effective entre les responsables de la société civile à Kiwanja qui a empêché un échange régulier d’informations.

Une meilleure communication avec la population et une meilleure compréhension des types de violations des droits de l’homme auraient pu amener une réponse plus vigoureuse des soldats afin de protéger la population. Malgré tout, il n’est pas sûr qu’une réaction des soldats de maintien de la paix aurait eu un impact dissuasif suffisant vis-à-vis des CNDP.

Etant donné la proximité de la plupart des exécutions avec les combats et le fait que ces combats aient été urbains, on peut douter que la MONUC aurait eu la capacité de protéger les civils qui ont•été arbitrairement ou sommairement exécutés par le CNDP.

4. En réponse aux leçons apprises suite aux incidents du 5 novembre à Kiwanja et les résultats de l’enquête préliminaire initiale et de la mission d’inspection du 7 au 13 novembre 2008, la MONUC a décidé que des sections substantives, à savoir le BCNUDH, les Affaires civiles (CAS) et la Protection de l’Enfant (CPS), devaient avoir une équipe multidisciplinaire ou une Equipe de Protection Conjointe déployée à Kiwanja.

L’objectif principal était de permettre une meilleure communication avec la population locale et d’améliorer la compréhension et la confiance entre la communauté, la Société civile, les autorités et la composante militaire de la MONUC. Cela a également créé un moyen de développer une analyse des droits de l’Homme de la situation, qui pourrait être intégrée dans les activités futures des militaires de la MONUC relatives à la protection.

Dès que des types de violations des droits de l’homme sont identifiés, des stratégies de protection plus efficaces peuvent être développées et mises en œuvre. La MONUC, ainsi que la communauté humanitaire en général, s’accordent sur le fait que ce développement a contribué à améliorer l’efficacité dans le domaine de la protection.

Le Conseil de sécurité a récemment autorisé 3 000 personnes en uniforme supplémentaires pour la MONUC, mais aucune ressource civile supplémentaire pour maintenir et développer cet effortt. Afin de rendre pleinement opérationnelles les Equipes de Protection Conjointes, du personnel civil additionnel et des sous-bureaux supplémentaires seront nécessaires, ainsi qu’un entraînement intensif du personnel civil et militaire impliqué dans la protection.

S’agissant des évènements des 4 et 5 novembre 2008

5. Plus de 60 témoins oculaires interviewés par l’équipe ont identifié 67 victimes d’exécutions ciblées commises par les cadres du CNDP. Les témoins ont déclaré qu’après que les Maï-Maï se soient retirés de Kiwanja le 5 novembre, les cadres du CNDP ont systématiquement exécuté des personnes qu’ils accusaient d’être des Maï-Maï ou de les soutenir, principalement des jeunes hommes.

L’équipe du BCNUDH a reçu des allégations et des indications d’un nombre plus élevé d’exécutions ciblées, mais n’a pas été encore en mesure de les confirmer. Le CNDP a jusqu’à présent rejeté toutes allégations d’exécution arbitraire par ses soldats à Kiwanja revendiquant que seuls des combattants Maï-Maï ont été tués dans le contexte des affrontements.

6. En plus des exécutions ciblées du CNDP, le BCNUDH a également reçu des témoignages de victimes civiles durant les combats (deux personnes tuées et 50 personnes blessées par balles).
7. Le BCNUDH a également reçu des allégations d’exécution d’au moins un civil et de plusieurs enlèvements commis par des Maï-Maï.

8. Durant les combats du 4 novembre, un hôtel et un certain nombre de maisons du quartier Buturande et le bureau de la Police Nationale Congolaise (PNC) à Kiwanja ont été incendiés par le CNDP.

9. Au cours de ses missions à Kiwanja, le BCNUDH a documenté de nouveaux cas d’exécution arbitraire et d’autres violations graves des droits de l’Homme commises par le CNDP (deux cas d’exécution arbitraire et trois cas de violation du droit à l’intégrité physique, dont un cas de viol) et les FDLR (exécution sommaire de sept (7) personnes et le viol de quatre (4) femmes) durant la période suivant les évènements des 4-5 novembre.

10. Le BCNUDH a également reçu des rapports faisant état de 10 cas d’arrestation arbitraire et de détention par le CNDP impliquant au moins huit (8) jeunes hommes et garçons. A la suite de l’intervention du BCNUDH, les autorités nommées par le CNDP à Kiwanja ont indiqué qu’elles les avaient tous libérés.

11. Le BCNUDH a également documenté des cas d’enlèvement par le CNDP d’au moins 23 jeunes hommes et garçons. Dans deux (2) de ces cas, ceux, qui se sont échappés et des témoins oculaires, ont déclaré que des éléments du CNDP avaient enlevé les jeunes hommes dans le but de les recruter de force. Les motifs des autres enlèvements ne sont toujours pas connus.

12. Les Officiers des Droits de l‘Homme ont pu observer que tous les camps de personnes déplacées dans et autour de Kiwanja et du centre de Rutshuru, à l’exception du site de personnes déplacées, qui s’est spontanément créé autour de la base de la MONUC, ont été démantelés.

Des témoignages concordants révèlent que cela s’est produit sur ordre des autorités du CNDP après que ceux-ci aient pris le contrôle de l’administration locale.

Much of the social and political chaos one sees in sub-Saharan Africa is instigated by off-the-books military units with roots in the several major US bases in Rwanda/Burundi. FDLR PRESS RELEASE NR. 03/SE/CD/SEPTEMBER/2009

The FDLR condemn the assassination of Rwandan refugees and publish a partial list of Rwandan Hutu refugees brutally murdered by the military coalition of the RPA (RDF) and the FARDC in the territories of Masisi, Kalehe and Walikale in DRC between 4 July and 25 August 2009.

The Democratic Liberation Forces of Rwanda ( FDLR ) condemn the ongoing serious crimes against the Congolese people and against the Rwandan Hutu refugees located in the eastern DRC and call for an independent international investigation to be conducted in order to identify the perpetrators of such crimes and bring them to justice.

The FDLR are resentful that soldiers of the coalition of the RPA (RDF) and the FARDC brutally murdered Rwandan refugees in eastern DRC, with the connivance and silence of the international community, especially the MONUC which supports this coalition in logistics.

Similarly, it is shocking that the international organizations present in the eastern DRC, like Human Rights Watch, UNHCR, the UNCHR, and OCHA, and the local and international media, such as Radio Okapi, the RFI, the VOA and the BBC, which usually rush to relay all false propaganda against the FDLR condone the massacres against Rwandan Hutu refugees in eastern DRC avoiding to talk about them.

The FDLR condemn the complicit silence of humanitarian organizations, the international community and the media, and make available to the public a non-exhaustive list of Rwandan Hutu refugees brutally murdered by the military coalition of the RPA (RDF) and the FARDC with the support of the MONUC in Kalehe, Masisi and Walikale territories for the period from July 4, 2009, to August 25, 2009.

    This is just to remind Kagame that history is made. It is not about writing it. Documents come and go; indeed, Kagame has seen all 'Rwandan history shelves' empty and replaced by his own version.

    Is he so stupid as to think hi is eternal? Won't his version too be replaced? He is indeed making history.

    Not writing it!! RPF has made its own history characterised by politicas of lies, undercover extreme ethnic discrimination and extermination of the Hutu, division among the Tutsi, diplomacy of aggression and war as well as instituionalizing government aproved corruption and nepotism.

    Oh, Kigali city is wonderful building in comparision to the past! Yes, I agree but how many people have been displaced - mainly the Hutu without compensation? How much money does the junta get in aid and grants? Isnt it much more that the developments we see?

    Where does the rest go? Not to Kagame and his family's private pockets? Yes, some business is coming up especially in Kigali. But whose business? Isn't it a very small clique doing business OF THE JUNTA doing business?

    The army is strong? Who are the people in that army? How many senior officers do we have in that army? How many are Tutsi? How many are Hutu? How many are Twa? Is it possible that over 15 years since RPF took power, the army has failed to get a national characteristic? Is it an army for the Tutsi only?

    Let us go to the Senate and lower house: Yes, he put there women. I have no probelme with that. How many of these people are Tutsi? Is it because the Tutsi are more superior? By the way, do they make decisions are they were handpicked for their ability to say 'yes' to Kagame and his Junta!!! Doesn' this confirm why I call it a JUNTA

    Look at the cabinet: Why is it dominated by the Tutsi? Why is it that even those few Hutu he uses as ' a political condom' actually have no power in their so-called ministries?

    Go to the Judiciary: Didnt he throw out the Hutu and the moderate Tutsi in the name of 'judicial reform'?

    Let us look at the Police. Is it really a national police or a Tutsi Police? List the senior officers in that police and tell me whether you would get at least ten Hutu or at least two Twa?

    Let us focus on Civil and public service commissions and/or institutions: Why are they dominated by the Tutsi? Is it because the Hutu are semi people?

    Anybody who knows that the problem of Rwand is basically failure by leaders to build national identity instead of ethnic identity which leads to inqualities, based on ethnic relationships - in accessing the national cake as well institutionalising a culture of human rights abuse and irresponsible government can rightly say KAGAME Junta is only another group that came to broaden and deepen the country's problem. He has failed to become a solution.

    Yes, he might be able to tell lies to the WEST, as he is an expert, but, ultimately, it is Rwandans to foot it. All these companies 'doing business' with the Junta will 'fly home' when Rwandans will be doing it all for themselves!! !!

    Le Haut commissariat des Nations unies pour les réfugiés (HCR), exprime son indignation au sujet des informations faisant état de récompenses accordées aux soldats qui ramènent des réfugiés rwandais au centre de transit, en vue de leur rapatriement au Rwanda.

    Dans un communique de presse, parvenu à la rédaction du journal le Potentiel, le Haut commissariat des Nations unies pour les réfugiés (HCR), a exprimé son indignation par rapport aux informations faisant état d'attribution de récompenses en argent aux soldats qui ramènent des réfugiés rwandais au centre de transit, en vue de leur rapatriement au Rwanda.

    Selon la même source, le HCR précise, à cet égard, que son action en faveur des réfugiés rwandais s'inscrit dans le respect le plus scrupuleux du caractère individuel et volontaire du retour qui constitue l'un des principes de base du rapatriement librement consenti.

    Le HCR tient également à préciser que les réfugiés rwandais qui optent pour le rapatriement vers leur pays d'origine se rendent dans les points de rassemblement avant d'être transportés par le HCR et ses partenaires opérationnels vers les centres de transit établis à Goma et à Bukavu, en vue de leur documentation avant leur retour au Rwanda.

    Dans ces centres de transit, poursuit le communiqué, le HCR s'assure auprès des réfugiés du caractère volontaire et dénué de toute forme de contrainte de retourner dans leur pays d'origine.

    «Nous agissons dans le plus strict respect du mandat du Haut Commissaire qui vise à assurer la protection des réfugiés et à rechercher des solutions durables à leurs problèmes notamment leur rapatriement librement consenti dans leur pays » a renchéri M. Boukry.

    Et de signaler que depuis le début de l'année 2009, près de 10.042 réfugiés rwandais ont été rapatries sous les auspices du HCR portant à 110.000, le nombre de réfugiés rwandais qui ont opté pour le retour vers leur pays d'origine depuis 2001.

    RPF intentions into whitewashing the Tutsi minority crimes committed in the past against the majority of the Rwandan population.

    Something is actually happening in Rwanda and Rwandans have no clue about that.

    RPF Tutsis' Responsibility in crimes committed from 1990 to 1998 is all dumped on the Hutus. They say : "Hutus did it. They are the ones to blame. We are innocent."

    To make it clear: The generally acknowledged founders of Historical revisionism in Rwanda mainly are Antoine Mugesera, Jill and Tito Rutaremara. At the great ICTR trials, RPF backers charged and still charge that Hutus had killed 500,000 Tutsis and Hutu moderates.

    Then RPF criminal organizations made public another assertion that the majority of Hutus allegebly killed from 800,000
    to one million Tutsis and Hutu moderates. Pattern: Gikongoro Prefecture does no longer exist on the Rwandan map: Reason: To hide the Rwandan Auschwitz: Kibeho with 150,000 Hutus butchered by RPA in 1995. Have a look at the map here above.

    Undoubtedly, dealing with such a painful and dark chapter in history of Rwanda as the current Rwandan Nazi era is an immensely difficult task particularly when those criminals run the country. Examples: RPF Tutsi criminals, its backers those who invaded in 1990 and 1994 Rwanda together with RPF have been recently declared as "heroes". Abundantly illustrated, there is an adaptation in transforming the killed Hutus into the Tutsis.

    The Gisozi cemetery and other cimeteries across Rwanda are believed to be of the killed Tutsis. Question as an example: How many people, all ethnic members included, lived in Kigali before 1994?

    Different places believed to be Rwandan Auschwitz have changed their names and others were simply deleted from the Rwandan map. Books are burnt and librairies and Universities libraries are emptied from history books.

    Rwandans still ask for Paul Kagame's and RPF organization's accountability about the role they played from 1990 and their accomplices are quite questionable since the Tutsi RPF invasion that led up to the 1994 tragic events as a bridge to seize power and pursue the ongoing genocide against Hutus.

    The revisionists strive to establish what happened; they are positive, while the exterminationists doggedly continue to tell us about things which didn't happen: their work is negative and cannot be acceptable.
    All Rwandans, Hutus, tutsis and Twas must sit together around the table and discuss this painful matter. RPF has no mandate to do that.

    Kigali — Last week, the National Curriculum Development Centre (NCDC) announced it would soon release revised editions of Rwanda's history books which will be used in schools. NCDC says history books, currently used in schools are not factual and distorts the history of this nation. This is true. The importance of history should never be underestimated.

    Almost every subject and field of study is linked to history. It has been said that he who controls the past dominates the future. Our view of history shapes the way we view the present, and therefore it dictates what answers we offer for existing problems. Sadly, Rwanda's history has been written in the books of lies.

    For long many generations of our people were indoctrinated with falsified historical literature. Take the example of the so-called 1959 revolution of MDR-PARMEHUTU party, which sadly has been part of the history that our students are taught. How can such a criminal and distractive act qualify to go in the books of history of this nation as a revolution?

    A revolution does not deny its own people the right to their homeland and revolutionaries do not point their guns to their own people. Some of the disbanded national symbols like national anthem, national flag and national emblem were indeed a representation of this distorted history.
    The history that the majority of a certain age-bracket in the country consumed sowed seeds of hatred that eventually culminated into the 1994 Genocide against the Tutsi. Therefore, it is critical that we correct this past distortion, not only for the record but for the common good of all Rwandans. Those who do not learn from history are destined to repeat it and it is worse when the existing history is a pile of lies.

    Les Forces Démocratiques de Libération du Rwanda ( FDLR ) démentent catégoriquement les fausses informations propagées par certaines autorités congolaises et reprises par certains médias dont le journaliste Jonathan Kacelewa Mutayega dans les émissions de BBC Kinyarwanda du 2 Septembre 2009 selon lesquelles les FDLR auraient attaqué et pillé l’aéroport de Shabunda et les localités environnantes et auraient même pris en otage une trentaine de Congolais.

    Les FDLR informent le public et les médias que les lieux desdites attaques sont très éloignées de là où se trouvent les membres des FDLR et qu’après une enquête minutieuse, il en résulte que ces informations sont mensongères et dénuées de tout fondement et qu’aucun élément des FDLR n’était présent dans ces dites localités et les environs au moment des faits allégués.

    Selon des informations dignes de foi à notre disposition, ces attaques furent menées par certains éléments des FARDC qui voulaient piller les biens se trouvant à l’aéroport de Shabunda et il appartient à l’autorité militaire congolaise de déterminer les identités de ces auteurs.

    Les FDLR alertent le public et les médias sur le risque d’intensification future de tels agissements visant à ternir l’image des FDLR et leur leadership et leur demandent de ne pas accepter aveuglement des informations non vérifiées et corroborées car l’intention profonde de ce stratagème n’est rien d’autre que de propager le mensonge et de donner une légitimation à une guerre dont le nombre de victimes ne fait qu’augmenter de jour en jour.

    Les FDLR n’ont jamais cessé de condamner et condamnent encore fermement les crimes graves contre l’Humanité commis par la coalition de l’APR(RDF) et des FARDC avec l’appui de la MONUC contre les populations civiles congolaises et les réfugiés Hutu rwandais se trouvant à l’est de la RDC.

    Les FDLR demandent encore une fois de plus aux régimes de Kigali et de Kinshasa de mettre fin à la guerre dont les premières victimes restent les populations civiles congolaises et les réfugiés rwandais se trouvant à l’Est de la RDC.

    Tony Blair controls Rwanda and the bloody puppet and mass-killer Paul Kagame has no choice than do as told. You know why?

    8,5 millions assassinated ! The toll is certainly higher and worse than what happened in the end of the 20th century in other countries. Isn't it? If it goes unreported, it is because stakeholders have managed to suppress the story and to protect the perpetrators from accountability.

    7,5 millions is like the whole Irish, Gabon, Malawi or Palestinian population wiped out. Could the holocaust have happened without anybody knowing about it? Most likely. The ongoing silent genocide in Rwanda and Congo has proved it.

    Harsh laws banning "genocide ideology", harassment of independent journalists and military intervention in the Democratic Republic of Congo make Rwanda's accession "ill-advised", says a report released this week by the Commonwealth Human Rights Initiative (CHRI), an NGO.

    The organisation said Rwandan troops had been guilty of abuses during three incursions into Congo and that the gacaca (community justice) courts established to try ge
    nocide suspects violated international norms.

    Serious ills during the past fifteen years of Kagame’s autocratic and iron-fist rule and progress made in other areas. The old tired tune of “what we went through” has lost its persuasive power: Rwanda has experienced SEVERAL genocides and the risk of others—God forbids—is only being reinforced by those bent on revenge and self-victimization.


    Can we take Kagame's tactics at face value? Did not Western leaders have similar relationships with Mobutu of Zaire when he first assumed power?

    Have a look: 3,500,000 Rwandan plus 5,000,000 Congolese people are priceless. We are not about 8,5 millions of bucks, we are about millions of Human beings assasssinated by the regime supported by Tony Blair and whose advices led to mass-slaughters.

    The evening before Human Rights Watch expert on Rwanda Alison Des Forges’ critical quote on the secret deal worked out between Rwanda’s murderous U.S.-backed President Paul Kagame and Democratic Republic of the Congo (DRC) President Joseph Kabila appeared in a Washington Post article written by Stephanie McCrummen from Kigali, the Rwandan capital, Des Forges died in a the fiery crash of Continental Flight 3407, en route from Newark to Buffalo, Des Forges’ home town. Des Forges, an expert on the ethnic violence that has swept Rwanda, Burundi and the eastern DRC, was returning from a trip to Europe on Human Rights Watch business.

    Also on Flight 3407 was Beverly Eckert, a 9/11 widow whose husband, Sean Rooney, died on 9/11 while in his Aon Risk Services office in the South Tower of the World Trade Center. On Dec. 19, 2003, Eckert wrote an op ed in USA Today titled “My Silence Cannot be Bought.” She rejected a pay-out offer from the 9/11 victims’ compensation fund and opted for a lawsuit to seek out answers to her many questions about 9/11.

    Much will be written, undoubtedly, about Beverly Eckert and her suspicions about 9/11. But it was Des Forges who had an enemy in the Kagame regime, which has, in the past, used assassinations in Rwanda and abroad as a tool to silence its critics. One such operation was planned against this editor in Tanzania

    On Dec. 3, 2008, WMR reported: “The Rwandan government, through its political and intelligence network in Washington, applied pressure on the International Criminal Tribunal fo
    r Rwanda in Arusha, Tanzania, to reject this editor’s testimony on two different occasions about the 1994 plane shoot down [of the presidents of Rwanda and Burundi].

    On a third occasion, I received word that Kagame’s intelligence team in Arusha would ensure I would “never make it” to my U.N.-arranged guest house on the way from Kilimanjaro International Airport.

    Heeding the warning about Kagame’s intentions that were passed on to me by a friendly African intelligence service, I quickly cancelled my trip to Arusha. Members of Rwanda’s regime have been indicted by judges in France and Spain for murder.

    Des Forges was quoted in the Post criticizing a deal worked out and signed in Goma, DRC, on Dec. 5, 2008, between
    Kagame and Kabila that permits Rwandan troops to legally enter the DRC to ostensibly clean out elements of the Rwandan Hutu militia – the Democratic Liberation Forces of Rwanda (FDLR) – operating in the country. However, the FDLR is seen by both Rwanda and the DRC as a spent force that is an internal DRC problem and not a threat to Rwanda.

    In return for allowing Rwandan troops into the DRC, Rwanda “arrested” its Tutsi proxy rebel general, Gen. Laurent
    Nkunda, after he fled the eastern DRC into Rwanda. Nkunda was the head of the Rwandan-sponsored National Congress for the Defense of the People (CNDP), which replaced the former Rally for Congolese Democracy (RCD). The RCD was involved in the 1998 second invasion of the DRC by Rwanda, an invasion supported by the Clinton administration. Rwandan troops first invaded the DRC in 1996 to overthrow the then-Zairian dictator Mobutu Sese Seko.

    WMR’s sources in Africa report that Nkunda is not under real arrest in Rwanda because he is not in jail. In addition, Rwanda is ignoring repeated extradition requests from the DRC for Nkunda to be returned, but it appears that these requests are merely “window dressing” attempts by Kabila’s government to show that it is interested in putting the rebel general on trial.

    Nkunda, a self-declared Chris
    tian preacher, is linked to a shadowy U.S.-based Pentecostal group called the “Rebels for Christ.” Nkunda is also an open admirer of George W. Bush.

    Kabila, according to WMR’s African sources, is suspected of being an ethnic Burundian Tutsi who was adopted by his father and predecessor as president, Laurent D. Kabila, who was assassinated in 2001, in a plot said to have been engineered by Rwanda with the help of Angolan elements.

    Des Forges questioned the Rwandan-DRC pact in her interview with the Post. She said, “Is the FDLR now suddenly on the verge of becoming more militarily powerful? I don’
    t think we’ve seen that … And if they haven’t, then what you have is Rwanda trotting out an old warhorse of an excuse to go in again. The question is, what is the intent?”

    Des Forges obviously knew the answer. With U.S. military forces of the U.S. Africa Command (AFRICOM) now b
    acking a joint Ugandan-DRC offensive in the northeastern DRC to wipe out the Lord’s Resistance Army (LRA), with hundreds of civilian casualties in the DRC and Uganda, and a secret pact worked out between Kabila and Kagame to permit Rwandan troops to occupy the eastern DRC, the target of both operations is securing the vast territory that is rich in commodities that the United States, Britain and Israel – all allies of Uganda and Rwanda – want badly.

    Those commodities are gold, diamonds, columbite-tantalite (coltan), platinum and natural gas.
    And Des Forges’ criticism of the pact between Kagame and Kabila earned her some powerful enemies ranging from the murderous Kagame, who will not think twice about sending his agents to silence critics abroad, and international interests who want to see nothing prevent them from looting the DRC’s vast mineral and energy resources.

    Eckert’s criticism of the 9/11 Commission report and her honest skepticism about the events of that day in 2001 also earned her some powerful enemies. The sudden crash of Continental Flight 3407 eliminated two spirited enemies of those who hide in the shadows of government and business around the world.

    L’abbé Joseph Sagahutu, dans "Espérer contre toute espérance"
    L’assassinat de Mgr Christophe Munzihirwa le 29 octobre 1996 , Archevêque de Bukavu, le 29 octobre 1996, dès l’attaque du Zaïre par l’Armée Patriotique Rwandaise du Général Paul Kagame, s'inscrit dans la logique de la purification ethnique, des nouveaux seigneurs de guerre en Afrique des Grands Lacs : détruire toute autorité morale et éliminer tous les témoins de la tragédie surtout quand ils étaient suspectés d’établir des liens avec l’étranger.

    Au Rwanda et au Congo, les religieux furent aussi pourchassés et massacrés parce qu’ils étaient susceptibles d’offrir un havre de paix aux réfugiés rwandais et qu’ils avaient été témoins des massacres de populations ou de leurs confrères.

    Unique rescapé du massacre de Kalima, l’abbé Joseph Sagahutu a rencontré l’archevêque Mgr Christophe Munzihirwa avant son assassinat.

    Devant l’afflux de réfugiés rwandais et sa détermination à les accueillir le mieux qu’il pouvait, l’Archevêque Munzihirwa avait confié à l’abbé Joseph Sagahutu, la charge pastorale de Vicaire de sa paroisse natale de Burhale.

    Dans ses divers entretiens avec l’Archevêque, celui-ci lui recommandait de garder espoir : « Espérer contre toute espérance ». L’auteur a gardé cette phrase comme testament et comme nourriture sur son long et périlleux chemin d’exil.

    Depuis 1994, le monde entier est témoin de la domination ethnique horrifiant de la minorité Tutsi.
