 Le président français,Nikolas Sarkozy, qui s’était porté plaignant en première instance et avait promis de pendre à "un croc de boucher" les auteurs du complot visant ainsi Monsieur Dominique de Villepin.

Dominique de Villepin a vu mercredi sa relaxe confirmée dans l'affaire Clearstream. Pour la cour d'appel de Paris, le délit de complicité par abstention qui était reproché à l'ancien Premier ministre n'est pas établi. Après avoir «salu(é) l'indépendance de notre justice, qui a su résister aux pressions politiques», Villepin a immédiatement embrayé sur le front de la Françafrique. Ses amis ont vécu les accusations fracassantes portées contre lui dimanche par l'avocat Robert Bourgi comme un nouvel épisode de la guerre que lui livre depuis six ans Nicolas Sarkozy.

Une victoire pour la France ! Dominique de Villepin, relaxé dans l'affaire Clearstream a déclaré vouloir "tourner la page" et "servir la France".

La cour d'appel de Paris a confirmé mercredi la relaxe de l'ancien Premier ministre Dominique de Villepin, qui était poursuivi pour "complicité de dénonciation calomnieuse" dans l'affaire Clearstream.

"Après six années d'un acharnement sans précédent, après six années d'épreuve pour ma famille, la justice a reconnu pour la deuxième fois mon innocence", a déclaré Dominique de Villepin.

L'affaire Clearstream est une vaste affaire de dénonciation calomnieuse dans laquelle des noms, dont celui de Nicolas Sarkozy, ont été ajoutés sur des listings bancaires afin de faire croire qu'ils trempaient dans de sombres affaires de corruption. La machination visait à discréditer Nicolas Sarkozy avant la présidentielle de 2007. Le président français, qui s'était porté plaignant en première instance, s'était désisté en appel.


A l'audience du mois de mai, le parquet général avait requis quinze mois de prison avec sursis contre Dominique de Villepin. Le parquet général avait demandé la condamnation de Dominique de Villepin car il estimait que celui-ci était au courant de la fausseté des listings dès juillet 2004 et aurait pu mettre fin à la calomnie.
Dans sa décision, la cour d'appel considère que la "connaissance par Dominique de Villepin, même partielle, de la fausseté" des listings à partir d'avril 2004 n'est pas établie, et encore moins en octobre 2004. "Il n'a pas été démontré d'implication de Dominique de Villepin" dans cette manipulation.
La voie dégagée pour une candidature

L'ancien Premier ministre Dominique de Villepin a salué mercredi "l'indépendance" de la justice française après sa relaxe dans l'affaire Clearstream par la cour d'appel de Paris. Il s'est dit "plus déterminé que jamais à servir les Français". Il a rappelé que cette affaire avait "été initiée en 2005- 2006, à la veille de l'élection présidentielle de 2007. Comme j'aimerais que cela puisse servir de leçon pour la présidentielle de 2012", a lancé l'ancien Premier ministre.

Dominique de Villepin attendait cette relaxe avant de confirmer son intention de se lancer dans la course à la présidentielle de 2012, où il n'est pour l'instant crédité que de 2 à 4% des intentions de vote. L'ex-Premier ministre de Jacques Chirac (2005-2007) doit cependant affronter une autre tempête politique depuis dimanche, celle d'un financement occulte par des chefs d'États africains.

L'ancien dirigeant du groupe européen EADS Jean-Louis Gergorin et le mathématicien Imad Lahoud, faussaire présumé de listings bancaires, ont été condamnés à respectivement six mois et 18 mois de prison ferme. Les deux hommes ont été en outre condamnés à 40.000 euros d'amende chacun. L'avocat d'Imad Lahoud a annoncé qu'il allait se pourvoir en cassation contre cette décision

 CSIS Study: RPF Authoritarian Practices Threaten Rwanda’s Future


 A new, in-depth study by a leading Africa scholar at the prestigious Center for Strategic and International Studies in Washington argues that the current Rwandan government’s authoritarian practices are “cause for considerable concern” and put at risk its future as a peaceful and stable nation.

Rwanda’s “apparent stability masks deep-rooted tensions, unresolved resentments, and an authoritarian government that is unwilling to countenance criticism or open political debate,” writes Jennifer G. Cooke, Director of CSIS’s Africa Program in a study commissioned by the U.S. Africa Command, which is responsible to the Secretary of Defense for U.S. military relations with 54 African countries. “International partners have largely refrained from pressing the government on opening political space, in part for fear of reopening the political and social fissures that have fueled violence in the past and in part because of a legacy of guilt for failing to prevent or adequately respond to the genocide.”
“In the coming decade,” the study adds, “the greatest vulnerability that Rwanda will confront is the unyielding nature of the ruling Rwandan Patriotic Front and its inability — or unwillingness — to allow and manage genuine political competition and debate.”


The CSIS study reinforces the description of Rwanda’s current political environment that has been documented by Rwanda Briefing. According to the CSIS study, “In the period leading up to the 2010 election, key opposition parties were outlawed or prevented from registering,and their leaderships were arrested on charges including divisionism, promoting genocide ideology, and threatening national security. Andre Rwisekera, an RPF defector who had joined the leadership of an opposition party, was killed by unknown assassins less than a month before the election. Along with opposition party supporters, many journalists and editors were arrested and imprisoned on charges of promoting genocide ideology or incitement to violence.”
The study concludes that Rwanda must “build truly national institutions that are — in both perception and fact — genuinely independent of RPF control. If the ruling party chooses this route, its first priority should be the country’s judicial system. A credible, impartial judiciary will help adjudicate the political, social, and economic tensions that will arise as Rwandans chart their way forward.

"The decision of the African Union as articulated by both President Zuma and Dr. Ping is totally sound; however, not for the reasons they adduced, but for the fact that the rebels need to account for the killings of black Africans, not for the pretensions of "confusing them as mercenaries hired by Gaddafi," but because of the anti-black, racist and innate hatred of black Africans, even though there are a million dark Africans who are Libyan citizens and are maltreated as well.

There is no reason beating about the bush with regards to this point: the African Union must finally come to terms about the racist attitude of Arabs and especially Arab-Africans towards mainland Africans. In the past, the African Union had dealt with this issue by sweeping it under the carpet for such a long time in the name of a united Africa. To do otherwise, is a disservice to the millions of mainland Africans who live in the other 48 states of the continent. It is to the ultimate commendation of Dr. Ping to have come out and boldly state the obvious: the so-called Libyan rebels are killing black Africans from mainland Africa, pretending that they are "mercenaries" hired by Gaddafi rather than their innate hatred of black Africans."


Before it was just a 'rumor', but yesterday African Union Commission Chairman, Dr. Jean Ping, came out boldly to state the fact that the Libyan rebels under the so-called Transitional National Council have been engaged in massive killings of black Africans from mainland Africa, as well as Libyans who have darker skins. This is a happening in Libya that the well-oiled propaganda machine of the Western media has conveniently refused to tell, but rather churning out stories about killings by pro-Gaddafi forces. The Western media is in such a frenzied hysteria about hanging Gaddafi that they have totally ignored massive abuses by the Transitional National Council.

Dr. Ping said that Libyan rebels may be indiscriminately killing black people in Libya because they have confused innocent migrant workers with mercenaries. He told reporters Monday that this is one of the reasons the AU is refusing to recognize Libya's rebel Transitional National Council as the country's interim government. He said "We need clarification because the TNC seems to confuse black people with mercenaries. They are killing normal workers."


On Friday, 26th August, President Jacob Zuma of South Africa had made it plain that the African Union would not be recognizing the Libyan rebels soon. This is after the 15-member Peace and Security summit had met, and after an address by Tanzanian-born former foreign minister and now United Nations Deputy Secretary-General Asha Rose Migiro had pleaded for the African Union to recognize the Transitional National Council. Said Dr. Migiro, "We must help the country’s new leaders to establish an effective, legitimate government - a government that represents and speaks for all the country’s diverse people; a government that can deliver on its people’s hope." But the 15-member committee disregard her pleas and voted not to recognize the rebels.

Speaking after the Peace and Security meeting, President Zuma who chaired the meeting, noted that ""The reality on the ground is that there is fighting going on in Tripoli. Is that not a reality? People are still dying [in] very heavy fighting. That is the situation as we understand it, which is a reality in Libya." He continued, "And we are taking our position informed by that reality. We are looking at the reality from our point of view."

In a March31, 2011 article, Mr. Wolfgang Weber wrote, "The opposition forces in Libya attempting to march on Tripoli with the assistance of American, French and British bombs are far removed from the image of innocent civilians fighting for freedom and democracy promoted by the media and political circles."

He quoted an article by Gunnar Heinsohn, author of Encyclopaedia of Genocide (Rowohlt, 1998), in which Heinsohn quoted well-known Zimbabwean journalist and film-maker Farai Sevenzo that dealt with the massacres perpetrated by the so-called "rebels" against black Africans. He quotes Sevenzo as writing, "“Because mercenaries from Chad and Mali are presumed to be fighting for him [Gaddafi], the lives of a million African refugees and thousands of African migrants are at risk. A Turkish construction worker told the British radio station BBC: ‘We had seventy to eighty people from Chad working for our company.
They were massacred with pruning shears and axes, accused by the attackers of being Gaddafi’s troops. The Sudanese people were massacred. We saw it for ourselves.’ ”

Sevenso further writes, “All the stops of international criminal law have been pulled against those prepared to bloodily defend their power. The material assets at risk are meticulously listed. But neither in the text of the resolution nor in the speeches of US Secretary of State Clinton or French President Sarkozy is any mention made of warnings or legal threats directed to the insurgents. The use of ‘mercenaries’ by the Libyan leadership is expressly condemned. But genocidal acts conducted under the same pretext—such as the mass killings of black African workers reported by Farai Sevenzo—go unmentioned…. A cloak of complete silence is being thrown up surrounding the deeds of his [Gaddafi’s] opponents.”

Weber wrote further as follows, "On February 28, the Arab TV station Al Jazeera reported the racist massacre of black African workers by so-called “freedom fighters” as follows: “Dozens of workers from sub-Saharan Africa, it is feared, have been killed and hundreds are hiding because angry opponents of the government are hunting down black African mercenaries, witnesses reported…. According to official reports, about 90 Kenyans and 64 people from southern Sudan, Uganda, Zimbabwe, Lesotho, Zambia, Rwanda, South Africa, Tanzania, the Democratic Republic of Congo, Sierra Leone and Burundi landed in Nairobi today.

“One of them, Julius Kiluu, a 60-year-old construction manager, told Reuters: ‘We were attacked by people from the village. They accused us of being murderous mercenaries. But in reality they simply refuse to tolerate us. Our camp was burnt down. Our company and our embassy helped us get to the airport.’

“Hundreds of black immigrants from the poorest African countries, who work mainly as low-wage day laborers in Libya, have been wounded by the rebels. From fear of being killed, some of them have refrained from going to a doctor.”

This is a narrative that the Western media refuses to acknowledge and publish, in their zeal to portray Moamar Gaddafi as a monster, bent on massacring his people. And moreso to lay their hands on Libya's oil and the $110 billion that Gaddafi invested for the Libyan people in Western banks. Already many of these banks have mismanaged billions of dollars of Libyan investment fund, and there is no better way of covering their criminal behaviors than supporting the Transitional National Council, with all the might of NATO. Mind you, what I am saying here has nothing to do with the fact that I vehemently abhor African dictators like Gaddafi who stay in office for life and then engineer their children to take over from them. I am entirely for Gaddafi leaving the stage in Libya, but not with the type of arrogance display of white European messianic zeal that the NATO countries have perpetrated in Libya.

Before the question is asked about the 22 African countries that have recognized the Transitional National Council, let me just say this. The powerhouse of African countries, Nigeria, has been cited as one of the new countries that have recognized the Libyan rebels. I must state here that Nigeria has an axe to grind, legitimately of course, against Gaddafi who had called for the break-up of Nigeria into two countries on religious basis, Muslim and Christians but went further to add insult to injury by calling for the breakup of the countries into six geo-political zones.

On the other hand, President Abdoulaye Wade, who was one of the first major African leaders to recognize the rebel group and even flew to Benghazi to offer his support, is trying to curry the favor of Western countries in his quest to stay in office and manipulate himself into a third term. When the time comes, Sarkozy, Cameron, Merkel and Obama will abandon him just as they conspired to effect regime change in Libya.
To deny recognition for the Transitional National Council, is the best decision the African Union has made for a long time now, and it needs to stay steadfast in its position until the rebels in Libya come forward to account for their barbaric and brutal massacre of black Africans from mainland Africa.

 [Since 1994, the world witnesses the horrifying reality : the Tutsi minority (14%) ethnic domination, the Tutsi minority ethnic rule, tyranny and corruption in Rwanda. The current government has been characterized by the total impunity of RPF criminals, the Tutsi economic monopoly, the Tutsi militaristic domination with an iron fist, and the brutal suppression of the rights of the majority of the Rwandan people (85% are Hutus), mass-arrests and mass-murder by the RPF criminal organization.
So long as justice and accountability for RPF past and current crimes are ignored and delayed, Peace and Stability will remain illusive and impossible in Rwanda=>ASIF]

Since her arrest on 14 October 2010 and subsequent preventive detention in “Kigali 1930” maximum security, Madame Victoire Ingabire Umuhoza, Chair of FDU-INKINGI has never seen a doctor. She has been prevented to have proper medical treatment. After endless requests, the government of Rwanda and the National Prison authorities blamed the delay on the no-show of the medical doctor of her choice who was intimidated and threatened to explain why “jailed terrorists” trust in him.

Today, after two days of insistence to be taken to hospital for emergency treatment, and after they revoked the promise to take her to the medical clinic of her choice, the government hesitated between taking Ingabire to the poorly equipped Kigali Central Hospital or to the higher standard King Faycal unit at her own expenses.
Background information:


In October 2010, after her arrest and ill-treatment in police custody,
they refused to take her to hospital. Only police nurses and another person introduced as a police doctor visited her cell and prescribed low blood pressure tablets;

Since December 2010 she complained about a variety of ailments and other discomforts without any relief. After a lengthy and complicated administrative process of letters between the lawyer and the relevant prison authorities an authorisation was issued but later the government told the media that the Doctor of her choice declined to go. She was not treated and the process was supposed to start anew.

Efforts were engaged by the FDU-INKINGI Interim Executive Committee to book clinic appointments. By two times, the clinics waited in vain and all was refused on allegations of lack of transport from the prison to the clinic. Today, authorities decided at the last minute to take her to King Faycal hospital. They informed one of her colleague to avail moneys to foot medical expenses.Why are they doing everything to deny her a doctor or a clinic of her choice? Why have they been delaying treatment? Why are they threatening to halt all arrangements if the jailed opposition leader's colleagues do not pay hefty medical bills?

All her politically motivated criminal trial was initiated and ordered by President Paul Kagame. In a press conference in Kigali on 08 February 2010, the President proclaimed that the opposition honeymoon was over and that Ms Ingabire will be crushed by the judicial. The next day, the police interrogations started. She was briefly detained on 21 April 2010, and bailed out and kept under house arrest. A very strong devilishing campaign was launched to convince the international community and Rwandans that she was a criminal and that there was overwhelming evidence. On several occasions either in Rwanda , either during trips abroad, the President has been abusing his political prisoner.

The fact that this disinformation campaign originates at the highest levels of the Rwandan government was confirmed by President Kagame’s lengthy comments to the Monitor on May 23, 2010 in which he personally inserted himself directly in the legal case against the opposition leader despite the fact that the case will be heard by courts that are dependent upon the Kagame administration for their appointment and tenure.

Key opposition leaders and independent journalists are in maximum security, dead or in exile. Keeping them in prison for politically motivated charges is one aspect, but denying them medical treatment reveals the real nature of the victor's justice in Rwanda.

How long Rwandans are going to accept this?

RETARD ET NÉGLIGENCE DU TRAITEMENT MEDICAL DE LA LEADER DE L’OPPOSITION MADAME INGABIRE, EN PRISON.

Depuis son arrestation, le 14 Octobre 2010 et la détention préventive qui s’en est suivie dans la prison centrale de Kigali, Mme Victoire Ingabire Umuhoza, Présidente des FDU-INKINGI n'a jamais vu de médecin. Elle a été empêchée d'accéder aux soins médicaux. Après des demandes interminables, le gouvernement rwandais et l'administration pénitentiaire au niveau national ont imputé ce retard à l’absence du médecin de son choix qui aurait été pourtant intimidé et menacé d'expliquer pourquoi “des terroristes emprisonnés” auraient confiance en ses soins.

Aujourd'hui, après deux jours d'insistance pour qu’elle soit emmenée à l'hôpital pour un traitement d'urgence, et après avoir annulé la promesse de l'emmener à la clinique de son choix, le gouvernement voulait la faire traiter au CHUK, un centre hospitalier de Kigali mal équipé, mais a finalement opté pour l’hôpital moderne Roi Faycal aux frais de la patiente emprisonnée.

Rappel des faits:

 En Octobre 2010, après son arrestation et des mauvais traitements qu’elle a subi dans les cachots de la police d'état, ils ont refusé de l'amener à l'hôpital. Seule une infirmière de la police et une autre personne qui s’est présentée comme étant un “police doctor” lui ont rendu visite dans sa cellule, où elle dormait ménottée à même le sol, et lui ont prescrit des comprimés contre une sérieuse baisse de tension artérielle;

Depuis Décembre 2010, elle s'est plaint d'une variété de maux et d'autres malaises en vain. Après un processus administratif long et compliqué, consistant en échanges de lettres entre l'avocat et les autorités pénitentiaires compétentes, une autorisation a été délivrée ; mais plus tard, le gouvernement a déclaré à la presse que le médecin de son choix avait décliné de se présenter à la prison. Mme Ingabire n'a pas été traitée et le processus était censé repartir à zéro.

Des efforts ont été engagés par le Comité Exécutif Provisoire des FDU-INKINGI pour des réservations médicales dans des cliniques privées. A deux reprises, les cliniques ont attendu en vain et tous les traitements ont été refusé sous prétextes de manque de moyen de transport de la prison à la clinique. Aujourd'hui, les autorités ont décidé à la dernière minute de l'emmener à l'hôpital Roi Fayçal. Ils ont intimé l'ordre à l'un de ses collègues de se munir d’argent pour payer des frais de consultations.

Pourquoi évitent-ils qu'elle soit traitée par un médecin ou une clinique de son choix? Pourquoi ont-ils retardé le traitement? Pourquoi menacent-ils de lui dénier les soins si les collègues de la leader de l'opposition incarcérée ne paient pas des factures médicales exorbitantes?

Tous ces tracas sont en relation avec son procès pénale politiquement motivé qui a été initié et ordonné par le Président Paul Kagame. En effet, dans une conférence de presse à Kigali le 08 Février 2010, le Président a déclaré que la lune de miel avec l'opposition était terminée et que Mme Ingabire serait écrasée par la fortresse judiciaire. Le lendemain, les interrogatoires de police ont commencé. Elle a été brièvement détenue le 21 Avril 2010, libérée sous caution le lendemain mais maintenue en résidence surveillée. Une forte campagne diffamatoire a été lancé pour convaincre la communauté internationale et les Rwandais que Mme Ingabire était une criminelle et que le régime detenait des preuves accablantes. À plusieurs reprises, soit au Rwanda, soit au cours des voyages à l'étranger, le Président n'a pas fait économie d'excès de langage envers sa prisonnière politique.
Le fait que cette campagne de désinformation provient de la plus haute autorité du pays, a été confirmé par de longs commentaires du Président Kagame au journal The Daily Monitor le 23 mai 2010 avec lesquels il s’est personnellement et directement immiscé dans le dossier judiciaire contre la leader de l'opposition ; ceci laisse entrevoir l’issue du procès par les tribunaux qui sont complètement au service de l'administration de Kagame qui commissionne les juges et prépare leurs dossiers d'affectation et disciplinaires.

Les leaders-clefs de l'opposition et les journalistes indépendants sont, soit incarcérés dans la prison centrale de Kigali, soit assassinés ou en exil. Maintenir les opposants en prison pour des motifs politiques est un aspect, mais leur refuser un traitement médical révèle la véritable nature de la justice du vainqueur au Rwanda.

KINSHASA, Congo An official in Congo's east says authorities have stopped a U.N.-registered vehicle carrying more than 2,600 pounds (1,200 kilograms) of minerals near the border with Rwanda.

North Kivu governor Julien Paluku says an employee of MONUSCO, the U.N. peacekeeping mission in Congo, was aboard the vehicle when it was stopped Sunday evening. He says the vehicle was carrying cassiterite. He says he does not have the MONUSCO employee's nationality but was seeking more details on Monday.
A MONUSCO spokesman said he could not immediately comment.
Mineral trade and mining have fueled conflict in eastern Congo for over a decade. Congo has vast reserves of gold, copper, diamonds and coltan. Cassiterite is used to make cell phones, computers and other electronics.

Finally the well-known Truth Comes Out. After suffering THE LONG years, telling the world that Kagame and his RPF criminal organization masterminded the Rwandan genocide that they later recalled Genocide against Tutsis. Our lives were nothing but suffering these last 32 years beginning from October 1st, 1990 onwards. We are calling the United States of America, United Kingdom, Japan, and Great Britain in particular, France, Belgium, Netherlands and Germany to return to hidden classified archives and support Honorable Tito Rutaremara's recent statement about What really happened in Rwanda before, during and after 1994 across the country and how methodically the Rwandan Genocide has been masterminded by Paul Kagame, the Rwandan Hitler. Above all, Mr. Tito Rutaremara, one of the RPF leaders has given details about RPF infiltration methods in Habyarimana's all instances, how assassinations, disappearances, mass-slaughters across Rwanda have been carried out from the local autority to the government,fabricated lies that have been used by Gacaca courts as weapon, the ICTR in which RPF had infiltrators like Joseph Ngarambe, an International court biased judgments & condemnations targeting Hutu ethnic members in contraversal strategy compared to the ICTR establishment to pursue in justice those accountable for crimes between 1993 to 2003 and Mapping Report ignored and classified to protect the Rwandan Nazis under the RPF embrella .
