Targeting dissidents abroad
One of the more worrying aspects of Racepoint’s objectives
was to “Educate and correct the ill informed and factually
incorrect information perpetuated by certain groups of expatriates
and NGOs,” including, presumably, the critiques
of the crackdown on dissent among political opponents
overseas.
This should be seen in the context of accusations
that Rwanda has plotted to kill dissidents abroad. A
recent investigation by the Globe and Mail claims, “Rwandan
exiles in both South Africa and Belgium – speaking in clandestine meetings in secure locations because of their fears of attack – gave detailed accounts of being recruited to assassinate critics of President Kagame….
Ways To Get Rid of Kagame
How to proceed for revolution in Rwanda:
- The people should overthrow the Rwandan dictator (often put in place by foreign agencies) and throw him, along with his henchmen and family, out of the country – e.g., the Shah of Iran, Marcos of Philippines.Compaore of Burkina Faso
- Rwandans organize a violent revolution and have the dictator killed – e.g., Ceaucescu in Romania.
- Foreign powers (till then maintaining the dictator) force the dictator to exile without armed intervention – e.g. Mátyás Rákosi of Hungary was exiled by the Soviets to Kirgizia in 1970 to “seek medical attention”.
- Foreign powers march in and remove the dictator (whom they either instated or helped earlier) – e.g. Saddam Hussein of Iraq or Manuel Noriega of Panama.
- The dictator kills himself in an act of desperation – e.g., Hitler in 1945.

Vitrine de l’horreur qui a été commise au Rwanda, déclenchée par l’assassinat du Président Rwandais et Burundais et leurs délégations ; Gisozi lieu de mémoire, devient de plus en plus un lieu d’interrogations, de suspicions et d’inquiétudes pour les rwandais survivants hutu et tutsi.
Certains y voient une plaisanterie de mauvais goût, voire un cynisme poussé à son paroxysme, lorsque le régime FPR décide et impose, malgré l’identité des cadavres qui y reposent, qu’il s’agit d’un haut-lieu pour le génocide des tutsis. Une affirmation exclusive !
Des tutsis interrogés à ce sujet, qui ont préféré garder l’anonymat, sont très gênés et affirment qu’il s’agit d’un jeu politique qui finira avec le temps. Les plus téméraires avouent que Gisozi est une douloureuse épine dans le pied de la réconciliation nationale, qui tarde à venir.
Que ce Mémorial de Gisozi soit utilisé pour usage politique à consommation externe, j’en conviens, nous dit Kalisa, enseignant, tutsi rescapé qui vit dans la capitale. Il est inconcevable, poursuit-il, que l’on dise à mon voisin hutu, Kabango qui m’a protégé, dont les siens ont été assassinés et leurs corps reposent dans ce Mémorial, que ce monument est réservé aux tutsis ? C’est une injustice qui nous coûtera cher. Entre nous c’est un mensonge, conclu-t-il.
Rappelons que ce monument a bénéficié d’un élan de solidarité internationale pour être édifié: Le gouvernement belge, l’Agence canadienne pour le développement internationale et la fondation Clinton.Les initiateurs de ce projet lui ont assigné deux principaux objectifs en plus de sa vocation de lieu de recueillement en mémoire des victimes du génocide, il s’agit d’inhumer dignement les victimes du génocide et d’immortaliser le triste souvenir de la tragédie de 1994.
D’où proviennent les corps des victimes de ce mémorial ?
D’après les informations recueillies auprès des rescapés et voisins de ce mémorial, les corps qui y reposent sont ceux des victimes tutsis et hutus tués entre avril et juillet 1994 par les interhamwe dans la capitale de Kigali, et des hutus assassinés par le FPR après la prise du pouvoir.
Etant donné que ces corps ne suffisaient pas pour remplir les espaces prévus à cet effet, le FPR a fait transporter en camions des corps en provenance de l’ancienne préfecture de Byumba.
Un ancien conseiller Monsieur B. et un bourgmestre Monsieur H. tous deux de cette préfecture du nord, qui ont participé à l’organisation de ce « déménagement des corps » ont confirmé ces dires. « La population de Byumba a été tuée par le FPR qui a jeté les corps dans des fosses creusées à la hâte, pour que les organisations des droits de l’homme ne voient rien, certains de ces corps ont été transportés à Gisozi , personne n’a le droit de le dire» Précisent-ils.
Compte tenu de la qualité criminelle des auteurs des massacres( les interhamwes* et le FPR**), il n’y a point de doute sur l’appartenance ethnique des victimes. Les statistiques prouvent (voir ci-après) qu’il y a plus de cadavres hutu que tutsi, car ces massacres ont concerné doublement les hutus.
En effet, pendant la guerre les hutus ont été tués par les leurs et ensuite massacrés par le FPR dans le cadre de son plan de modifier le paysage démographique du Rwanda.
Revenons-en aux chiffres.
Il faut qu’on en parle, même si c’est dur à accepter surtout qu’il s’agit des victimes de la barbarie humaine !
Les statistiques officielles et le Rapport de l’USAID en 1990 estimaient la population de Kigali à 350 000. Si nous rapportons le pourcentage des tutsi de la capitale à 20% (surestimation), leur nombre était à l’époque de 70 000 dont peut-être 50 000 ont été assassinés par les interhamwe !
Pour atteindre le chiffre de 250000 corps qui reposent au Mémorial de Gisozi, il a fallu trouver d’autres corps ailleurs. C’est-à-dire tous les cadavres hutu et tutsi confondus.
Dans ce pays, il semble qu’il n’est pas facile de déterminer l’ethnie de chacun, sauf si on connaît sa généa logie.
On s’imagine les difficultés qu’aurait eu le FPR s’il s’était mis à trier parmi les cadavres les corps des tutsis !
En soulevant cette falsification du « symbole », notre souci est d’éveiller les consciences des victimes, des dirigeants politiques rwandais, l’opposition et surtout l’opinion internationale. Nous voulons secouer tous les esprits qui aspirent à la réconciliation nationale rwandaise.
En rédigeant cette note, nous avons été avertis que les extrémistes tutsis vont s’indigner en vociférant toutes les injures, en agitant le chiffon rouge du négationnisme, que les extrémistes hutus vont s’exclamer, s’extasier et se conforter dans leurs mauvaises certitudes de négation de tout.
Nous n’avons nullement l’intention ni de blesser les uns ni de plaire aux autres. Tous ne le méritent pas, ce sont des salauds aux cœurs rongés par la haine de l’autre !
Nous voulons tout simplement les confronter aux faits et aux chiffres. Qu’ils aient le courage d’accepter la vérité souvent noyée par des propagandes idéologiques qui ne font que nuire.
Le Mémorial de Gisozi est à tous les Rwandais hutus et tutsis, victimes de leurs frères génocidaires. S’il s’agissait de faire la comptabilité macabre, les hutus pourraient donc revendiquer le « droit de propriété » de ce Mémorial plus que les tutsi, ils y sont plus nombreux.
Ce serait aussi ridicule et pitoyable que ce qui se passe aujourd’hui !
Pour être politiquement correct , appelons Gisozi « Mémorial du génocide », tout simplement.
Les rwandais n’ont pas besoin de ces acrobaties politiques qui les blessent et qui empêchent les plaies de se cicatriser !
C’est qui est vrai Gisozi est le Mémorial du double génocide.
Cette réalité acceptée ne changera rien à la gravité du génocide des tutsi, plutôt elle rassurera les hutus. Ces deux ethnies sont condamnés à vivre ensemble et pour toujours. Le FPR est de passage, il disparaîtra comme d’autres partis avant lui. C’est son droit de ne pas apprécier cette nouvelle donne, qui devra s’imposer bientôt !
Tel que dit par Monsieur Kabango avant notre départ ; « Aujourd’hui je ne peux pas pleurer les miens, mais personne ne m’empêchera de reconnaître qu’ils sont là ! Je souffre en silence. J’attends le jour de lumière ».
Nous souhaitons un jour de lumière à tous les rwandais.

In the Rwandan genocide survivor it is estimated 800,000 people died in the conflict between the Bantu Hutu and Tutsi.
Though much time has passed since the Genocide in 1994 — that horrific time resonates throughout this country.
But there is also poverty and the burden of HIV/AIDS and the legacy of the Rwanda Genocide.
The truth behind the moral parable
But facts are stubborn things.
Bruguière’s charges will not go away.
The matter of the assassination of two heads of state is the Achilles heel of the Rwandan government.
If the RPF’s responsibility for the plane shooting as a planned move towards reigniting the war in Rwanda is proven, what can be said about the diplomatic protection given to the RPF by the US and other Western powers?
How can the leader of the ‘war against terror’ — America — explain its suppression of the facts about the assassination of two heads of state?
What do we make of the International Criminal Tribunal for Rwanda’s brief to foster reconciliation by establishing the truth and ending a culture of impunity?
In The Times last week, Linda Melvern wrote about ‘a large room in the French Embassy in Kigali filled floor to ceiling with shredded documents. This was probably the paper trail that might have revealed the depth of involvement between the Elysée Palace and the Hutu faction responsible for massacring hundreds of thousands of Tutsi and opposition Hutu’ (10).
Holding on to the moral parable of Rwanda and endorsing Kigali’s invective against France may work for now.
But facts — about the start of the war, the actions of the RPF, and the role of Western intervention more broadly in pushing Rwanda to the brink — are stubborn things…

Yet there is more than the legitimacy of the Rwandan government at stake in this latest retelling of the moral parable on Rwanda.
The RPF would not have sustained its war without diplomatic support from Washington.
The US intervened to legitimise the RPF’s war, even though the justifications for it had by that time proven to be baseless.
The first invasion in 1990 was timed, not to force a reluctant Rwandan government to allow refugees to return, but to disrupt arrangements already in place to accommodate returning refugees.
And yet, Washington was happy for the RPF to intensify its war.
In February 1993, the RPF violated the Arusha ‘peace process’ with its heaviest offensive to date.
It is arguably the case that if there had not been French forces around the capital Kigali, the RPF may have succeeded in seizing power at that time.
The offensive resulted in thousands of deaths and the displacement of nearly a million people, living in miserable conditions in makeshift camps.
This offensive did more than anything else to generate hatred for the RPF and, tragically, for the local Tutsi population who were assumed to be in league with the overwhelmingly Tutsi RPF. ...........
He had finished a memo on the intelligence gathered by his Rwandan war crimes investigation team. Check. He had saved it onto a disk placed in a secure UN diplomatic bag. Check. He had ordered his investigators to leave Rwanda. Check.

For the Australian policeman-turned-lawyer, everything appeared to be going smoothly.
But airports are unreliable places and the bullet-scarred Kigali terminal in the African state of Rwanda was no exception.
As Hourigan prepared to board his plane, he was approached by the flight manager. "You cannot board this flight, Mr Hourigan. I am afraid it is already full."
It is early 1997. Just days before, Hourigan has used a secure phone in the US embassy to brief the head of the International Criminal Tribunal for Rwanda (ICTR), Judge Louise Arbour, about his team's discovery.
They have obtained incendiary information linking the Tutsi rebel leader and now Rwandan President Paul Kagame to the incident precipitating the Rwandan genocide — the shooting down in April 1994 of a plane carrying Rwandan president Juvenal Habyarimana and the president of Burundi, Cyprien Ntaryamira

Who is Rose Kabuye?
Colonel Rose Kabuye was recently arrested in Germany, and extradited to France, where she was charged with for complicity in murder in relation to a terrorist enterprise her alleged participation in the 1994 shooting down of Juvénal Habyarimana’s presidential plane, and released on bail.
In 2000, Kagame becomes president.
Foreign powers are also linked to the downing of the presidential jet.
Rwanda's leaders have long counted on allegiances with external forces.
The governing Hutu regime is in the Franco-Belgian camp.
Kagame, whose military career includes a stint in the US, looks to his Anglo-US supporters.
After he wins power, the national language is changed from French to English.
It is in this messy geopolitical setting that Hourigan's team begin investigating.
"The ICTR had been pressured (by Rwanda and other countries) not to investigate the crash," Hourigan says.
"I thought it was a time for the UN to step up to the plate and discover the truth about a major event. ....
The memo states:
"Sources advise that the former RPF, now known as the RGF, has within it a cell of elite soldiers who are activated and deactivated from time to time to conduct special operations.
"One such operation was the successful rocket attack upon President Habyarimana in 1994.
According to the sources, this group was advised to put in place a contingency plan to eliminate President Habyarimana on or about (March 15, 1994) as the Arusha talks were not progressing to the extent hoped and anticipated.
"Their assignment consisted of setting up five deployment points, two in Kigali and three around the airport perimeter.
"The sources have all confirmed that 'the network' under the command of General Paul Kagame planned and executed the rocket attack."
Hourigan treats the information warily:
"We kept an open mind. But (we had contact) with one man who said he was one of the rocket firers. That he was responsible for firing one of the SAM missiles that brought the plane down.
"It (their information) was so detailed and named so many people that it could quickly be discarded or corroborated."
Hourigan knows he has to act fast. The UN has a poor record of protecting its informers.
"People in that part of the world with precious information have use-by dates," Hourigan, who never knew exactly why the sources came forward, says.
"Maybe they realised they had a use-by date and that they would be murdered.
They wanted help with their families and to be removed from Rwanda and protected."
Hourigan's commander, Jim Lyons, arranges a phone briefing with Arbour. The call takes place in the US embassy in Kigali on a 'secure' US embassy line.
I never thought of the US
Later, Hourigan will rue the call.
"I never realised that we may be compromising the investigation.
I didn't understand the politics of the region.
I didn't realise that Paul Kagame had been trained by the US, supported by the US.
I thought that we were keeping the call discrete from the French and the Belgians.
I never thought of the US.
It was a blunder."
UN's refusal to hand documents over to France
Hourigan has never heard of Brugiere. The judge is similarly unaware of Hourigan until March 2000, when a Canadian newspaper reveals details of Hourigan's struggle. According to a senior French source, the fact that the UN kept secret Hourigan's documents "fuelled our interest". So, too, does the UN's refusal to hand the documents over to the French.

C’est qui est vrai Gisozi est le Mémorial du double génocide.
Cette réalité acceptée ne changera rien à la gravité du génocide des tutsi, plutôt elle rassurera les hutus. Ces deux ethnies sont condamnés à vivre ensemble et pour toujours. Le FPR est de passage, il disparaîtra comme d’autres partis avant lui. C’est son droit de ne pas apprécier cette nouvelle donne, qui devra s’imposer bientôt !
Tel que dit par Monsieur Kabango avant notre départ ; « Aujourd’hui je ne peux pas pleurer les miens, mais personne ne m’empêchera de reconnaître qu’ils sont là ! Je souffre en silence. J’attends le jour de lumière ».

Rwanda: obscuring the truth about the genocide

Over two million Rwandans voted with their feet and moved to former Zaïre and Tanzania.
The United States, Britain and Belgium in particular rushed to recognise the new regime in Kigali.
In the Rwandan genocide survivor it is estimated 800,000 people died in the conflict between the Bantu Hutu and Tutsi.

The new Rwandan regime’s invasion of various refugee camps and its forced repatriation of refugees, the massacre of internally displaced people in Kibeho in April 1995, and two invasions of what became the Democratic Republic of Congo by the ruling RPF — all of this has brought the death toll of civilians to a level that is the highest of any conflict since the Second World War.
The number of ministers leaving the new government and later dying in mysterious circumstances continues to rise.
Accountability on the part of the Rwandan regime for these violations is waived by its sponsors in Washington, London and Brussels.
Whenever challenged on these matters, officials from these capitals will reply that this was the force that liberated Rwanda from genocide, and continued Western backing for it is necessary to ensure that the genocidaires never return to power.

Though much time has passed since the Genocide in 1994 — that horrific time resonates throughout this country.
But there is also poverty and the burden of HIV/AIDS and the legacy of the Rwanda Genocide.
The truth behind the moral parable
But facts are stubborn things.
Bruguière’s charges will not go away.
The matter of the assassination of two heads of state is the Achilles heel of the Rwandan government.
If the RPF’s responsibility for the plane shooting as a planned move towards reigniting the war in Rwanda is proven, what can be said about the diplomatic protection given to the RPF by the US and other Western powers?
How can the leader of the ‘war against terror’ — America — explain its suppression of the facts about the assassination of two heads of state?
What do we make of the International Criminal Tribunal for Rwanda’s brief to foster reconciliation by establishing the truth and ending a culture of impunity?
In The Times last week, Linda Melvern wrote about ‘a large room in the French Embassy in Kigali filled floor to ceiling with shredded documents. This was probably the paper trail that might have revealed the depth of involvement between the Elysée Palace and the Hutu faction responsible for massacring hundreds of thousands of Tutsi and opposition Hutu’ (10).
Holding on to the moral parable of Rwanda and endorsing Kigali’s invective against France may work for now.
But facts — about the start of the war, the actions of the RPF, and the role of Western intervention more broadly in pushing Rwanda to the brink — are stubborn things…

Yet there is more than the legitimacy of the Rwandan government at stake in this latest retelling of the moral parable on Rwanda.
The RPF would not have sustained its war without diplomatic support from Washington.
The US intervened to legitimise the RPF’s war, even though the justifications for it had by that time proven to be baseless.
The first invasion in 1990 was timed, not to force a reluctant Rwandan government to allow refugees to return, but to disrupt arrangements already in place to accommodate returning refugees.
And yet, Washington was happy for the RPF to intensify its war.
In February 1993, the RPF violated the Arusha ‘peace process’ with its heaviest offensive to date.
It is arguably the case that if there had not been French forces around the capital Kigali, the RPF may have succeeded in seizing power at that time.
The offensive resulted in thousands of deaths and the displacement of nearly a million people, living in miserable conditions in makeshift camps.
This offensive did more than anything else to generate hatred for the RPF and, tragically, for the local Tutsi population who were assumed to be in league with the overwhelmingly Tutsi RPF. ...........
He had finished a memo on the intelligence gathered by his Rwandan war crimes investigation team. Check. He had saved it onto a disk placed in a secure UN diplomatic bag. Check. He had ordered his investigators to leave Rwanda. Check.

For the Australian policeman-turned-lawyer, everything appeared to be going smoothly.
But airports are unreliable places and the bullet-scarred Kigali terminal in the African state of Rwanda was no exception.
As Hourigan prepared to board his plane, he was approached by the flight manager. "You cannot board this flight, Mr Hourigan. I am afraid it is already full."
It is early 1997. Just days before, Hourigan has used a secure phone in the US embassy to brief the head of the International Criminal Tribunal for Rwanda (ICTR), Judge Louise Arbour, about his team's discovery.
They have obtained incendiary information linking the Tutsi rebel leader and now Rwandan President Paul Kagame to the incident precipitating the Rwandan genocide — the shooting down in April 1994 of a plane carrying Rwandan president Juvenal Habyarimana and the president of Burundi, Cyprien Ntaryamira

Who is Rose Kabuye?
Colonel Rose Kabuye was recently arrested in Germany, and extradited to France, where she was charged with for complicity in murder in relation to a terrorist enterprise her alleged participation in the 1994 shooting down of Juvénal Habyarimana’s presidential plane, and released on bail.
In 2000, Kagame becomes president.
Foreign powers are also linked to the downing of the presidential jet.
Rwanda's leaders have long counted on allegiances with external forces.
The governing Hutu regime is in the Franco-Belgian camp.
Kagame, whose military career includes a stint in the US, looks to his Anglo-US supporters.
After he wins power, the national language is changed from French to English.
It is in this messy geopolitical setting that Hourigan's team begin investigating.
"The ICTR had been pressured (by Rwanda and other countries) not to investigate the crash," Hourigan says.
"I thought it was a time for the UN to step up to the plate and discover the truth about a major event. ....
The memo states:
"Sources advise that the former RPF, now known as the RGF, has within it a cell of elite soldiers who are activated and deactivated from time to time to conduct special operations.
"One such operation was the successful rocket attack upon President Habyarimana in 1994.
According to the sources, this group was advised to put in place a contingency plan to eliminate President Habyarimana on or about (March 15, 1994) as the Arusha talks were not progressing to the extent hoped and anticipated.
"Their assignment consisted of setting up five deployment points, two in Kigali and three around the airport perimeter.
"The sources have all confirmed that 'the network' under the command of General Paul Kagame planned and executed the rocket attack."
Hourigan treats the information warily:
"We kept an open mind. But (we had contact) with one man who said he was one of the rocket firers. That he was responsible for firing one of the SAM missiles that brought the plane down.
"It (their information) was so detailed and named so many people that it could quickly be discarded or corroborated."
Hourigan knows he has to act fast. The UN has a poor record of protecting its informers.
"People in that part of the world with precious information have use-by dates," Hourigan, who never knew exactly why the sources came forward, says.
"Maybe they realised they had a use-by date and that they would be murdered.
They wanted help with their families and to be removed from Rwanda and protected."
Hourigan's commander, Jim Lyons, arranges a phone briefing with Arbour. The call takes place in the US embassy in Kigali on a 'secure' US embassy line.
I never thought of the US
Later, Hourigan will rue the call.
"I never realised that we may be compromising the investigation.
I didn't understand the politics of the region.
I didn't realise that Paul Kagame had been trained by the US, supported by the US.
I thought that we were keeping the call discrete from the French and the Belgians.
I never thought of the US.
It was a blunder."
UN's refusal to hand documents over to France
Hourigan has never heard of Brugiere. The judge is similarly unaware of Hourigan until March 2000, when a Canadian newspaper reveals details of Hourigan's struggle. According to a senior French source, the fact that the UN kept secret Hourigan's documents "fuelled our interest". So, too, does the UN's refusal to hand the documents over to the French.

Everything happens for a reason
Bad things are going to happen in your life, people will hurt you, disrespect you, play with your feelings.. But you shouldn't use that as an excuse to fail to go on and to hurt the whole world. You will end up hurting yourself and wasting your precious time. Don't always think of revenging, just let things go and move on with your life. Remember everything happens for a reason and when one door closes, the other opens for you with new blessings and love.
